Actually, you are right in both ways. Certain people are using religion as a tool to terrorize others while others need no religion to terrorize their victims. Some terrorists follow strict principles of going after military targets like IRAs while the cowards go after innocent people on a market place or nightclub. The difference is very clear. Some terrorists are supported by a community/ies while others do not enjoy that kind of support from the community/ies. The later ones find the wall right in front of them and consequently, abandon their terror activities.
By repeating 'terrorist has no religion' would not cut anymore if the terror acts keep repeating in regular intervals in the name of a religion/s by one single community/ies. Think one of children repeatedly perpetrating bad acts in your lovely harmonious family? You do not discipline him/her because he/she is your blood? Then he/she starts beating up neighborhood kids? People would like you to discipline your child. If they think you are not doing it, they will go after your child and you too. Can you blame them?
