Foreign Countries or rather Donors are all aware of the present state of affairs between Bangladesh and India wherein they residing here gets sufficient proof of all the obstacles created by India to establish a good relation; for instance they are aware of the present situation up on the North areas where land is drying due to Farraka barrage; killings at the border areas by BSF(statistical recording of Home Minister's statement in Parliament is there)-- then why the International Community not putting pressure on India to lay off or solve problems amicably ?
The recent JRC meeting produced no concrete results but mentioned to Press/Media that "we have in this meeting narrowed down differences";but they couldnt decide on any agenda for Hasina and no discussion has been made on water sharing and Tipaimukh but possibly on water dredging and river cleaning for which India would give money as they have given to build road from Ashuganj to Tripura border; but on what basis this money was given;Loasn without interest? or if interest how much? why should we Citizens have to pay though our tax money for benefit of India???? Is it they demand these things because of assistance rendered during war? War was assisted by both Russia and India;Russia as per agreement supplied the Arms and ammunition and training plus built pressure in UN for release of Mujib- in return for this assistance they have already earned enough money by clearing the Chittagong port areas from mines done by Russia; India collecting most arms and equipments left by Paki Army ; collecting money as rent for two broken aircraft given etc etc. and helping with Russian expertise to build all culverts and bridges destroyed during war and most of all Indira Gandhi won her elections which she wouldnt win as her image was very low- winning the war help to enhance her image--Indians happy that Pakis defeated.
So now why shouldnt International Community that played an important role for Dec 2008 elections be now playing an equal part to put pressure on India not to pressurize Hasina with demands that Citizen of Bangladesh without knowing full details or their gains and loss wouldnt agree to give away for free just because India assisted in war.
What can we do to draw this International Communities attention to all these wrong demands? Please think and offer me your comments.

গজলডোবা ব্যারাজের প্রভাব : লালমনিরহাটে তিস্তা শুকিয়ে খাল হাসান-উল-আজিজ, লালমনিরহাট 
স্রোতস্বিনী তিস্তার বাংলাদেশ প্রবেশপথে ভারতের গজলডোবায় ব্যারাজের প্রভাব পড়ছে লালমনিরহাটের পরিবেশ ও কৃষির ওপর। এ অঞ্চলের ওপর দিয়ে বয়ে যাওয়া খরস্রোতা ছোট-বড় প্রায় ৩০টি নদী এখন মৃতপ্রায়। তিস্তার পানি ভারতের একতরফা প্রত্যাহারের ফলে নদীপাড়ের পরিবেশ গেছে পাল্টে। পানির অভাবে তিস্তা সেচ প্রকল্প পড়ে গেছে বিপর্যয়ের মধ্যে। পানির তীব্র সঙ্কটে নদী তীরবর্তী এলাকায় কৃষিজমিতে দেখা দিয়েছে সেচ সঙ্কট।
এদিকে ঢাকায় তিস্তার পানিবণ্টন চুক্তি নিয়ে দু'দেশের সচিব পর্যায়ের দু'দিনের বৈঠক শেষ হলেও এর সাফল্য নিশ্চিত করতে পারেননি প্রতিনিধিরা। অনিশ্চিত হয়ে রয়ে গেছে দীর্ঘ প্রত্যাশিত তিস্তার পানিবণ্টন বিষয়টি।
তিস্তা ব্যারাজ পানি উন্নয়ন বোর্ডের রেকর্ড থেকে জানা গেছে, তিস্তার পানি বর্তমানে সর্বকালের সর্বনিম্ন স্তরে নেমে গেছে। পর্যাপ্ত পানিপ্রবাহ না থাকায় শাখা নদীগুলোও মরে যাচ্ছে। গজলডোবা ব্যারাজের কারণে শুধু নদীগুলোই মরছে না, তিস্তা নদীবেষ্টিত লালমনিরহাট, কুড়িগ্রাম, নীলফামারী ও রংপুর জেলায় মরুকরণ প্রক্রিয়া শুরু হয়েছে। দেশের বৃহত্তম তিস্তা ব্যারাজ সেচ প্রকল্প অকার্যকর হয়ে পড়েছে। হাজার হাজার একর ফসলি জমিতে অত্যাধুনিক প্রযুক্তি ও পাম্প ব্যবহার করেও সেচ দেয়া সম্ভব হচ্ছে না। এ অবস্থার পরিবর্তন না হলে ২০২০ সালের মধ্যে এ অঞ্চল মরুভূমিতে পরিণত হওয়ার আশঙ্কা করছেন পরিবেশবিদরা। শুষ্ক মৌসুমে পানির অভাবে তিস্তা অববাহিকার লাখ লাখ মানুষের জীবনে বর্তমানে নেমে এসেছে হাহাকার। আগের চেয়ে এ অঞ্চলে বৃষ্টির পরিমাণও কমেছে অনেক। শুষ্ক মৌসুমে ভারত পানি প্রত্যাহার করে নেয়ায় প্রতিবছর এতদঞ্চলে দেখা দিচ্ছে খরা।
১৯৮৩ সালের জুলাইয়ে এ ব্যাপারে বাংলাদেশ-ভারত মন্ত্রী পর্যায়ের বৈঠকে তিস্তার পানিবণ্টনে চুক্তি হয়। সেই চুক্তি অনুযায়ী তিস্তার পানি শতকরা ৩৬ ভাগ বাংলাদেশ, ৩৯ ভাগ ভারত এবং বাকি ২৫ ভাগ সংরক্ষিত থাকার কথা। চুক্তির পরপরই তিস্তা ব্যারাজ প্রকল্পটি অকার্যকর হয়ে পড়ে। সেচ প্রকল্পের উপকৃত এলাকা ৭ লাখ ৫০ হাজার হেক্টর জমি। ইরিগেবল এরিয়া (কৃষিযোগ্য জমি) ৫ লাখ ৪০ হাজার হেক্টর, প্রধান খাল ৩৪ কিলোমিটার, শাখা খাল ২৭৫ কিলোমিটার, সেকেন্ডারি খাল ১ হাজার ৪৫০ কিলোমিটার, টারশিয়ারি খাল ২ হাজার ৭২০ কিলোমিটার, নিষ্কাশন খাল ৫ হাজার কিলোমিটার, জলকাঠামো (ইরিগেশন স্ট্রাকচার) ১ হাজার ৫১২ কিলোমিটার, ড্রেনেজ স্ট্রাকচার ২ হাজার ৩২০টি ও টার্নআউট ১৫ হাজারটি নির্ধারণ করা হয়।
সংশ্লিষ্ট সূত্রে জানা গেছে, ভারত তিস্তা ব্যারাজ এলাকায় ১শ' কিলোমিটার উজানে পশ্চিমবঙ্গের জলপাইগুড়ি জেলার গজলডোবায় একটি বাঁধ নির্মাণ করেছে। এর গেট রয়েছে ৫৪টি। দৈর্ঘ্য ৯২১.৫৩ কিলোমিটার। এ বাঁধ নির্মাণ করে ভারত ২ হাজার ৯১৮ কিলোমিটার দীর্ঘ খালের মাধ্যমে ১ হাজার ৫শ' কিউসেক পানি মহানন্দা নদীতে প্রবাহিত করছে। তিস্তা-মহানন্দা সংযোগ খালের মাধ্যমে ভারতের জলপাইগুড়ি, দার্জিলিং, পশ্চিম দিনাজপুর, কুচবিহার ও মালদহ জেলায় সেচ সুবিধা দেয়া হচ্ছে। পানি সমস্যা সমাধানে ১৯৮২ সালে ভারতের তত্কালীন সেচমন্ত্রী কেদার পাণ্ডে বলেছিলেন, তিস্তার পানি হিস্যার ব্যাপারে আমরা দু'দেশ কাছাকাছি এসেছি। এরপর দীর্ঘ ২৮ বছর পার হলো কিন্তু কাছাকাছির পরিবর্তে দিন যত যাচ্ছে, দূরত্ব ততই বৃদ্ধি পাচ্ছে।
