Whatever you have mentioned about DGFI/NSI  activities 
is within the country, where the state has absolute jurisdiction 
over the  "key players".

Yours is an absolutely wrong analogy......
From our perspective, Bangladesh DGFI can not be compared  with 
Pakistan's ISI, especially in the matter of  foreign operations.
Up until now we have not read about any foreign operation by DGFI/NSI.

It is almost impossible to get, the detailed inside secrets of a foreign 
intelligence operation, unless there is a high level defector with solid 
evidences of the spy agency's clandestine activities.

Your mentioned "precedence" is not only wrong, superficial & immature 
it is  out-and-out  very funny !!!

Interestingly enough, Pakistan's ISI is now very enthusiastic to 
provide "denials" to  support of BNP's position .....
This makes ISI-BNP deal (1991) more plausible ....

Is there any precedence that a spy agency's clandestine activities are admitted by it's 
government or it's top boss, even former top boss ?

Has US State Department ever admitted any of it's clandestine activities over the years.
Has MOSSAD  ever admitted any of it's clandestine activities in other countries ...?
Pakistan's ISI is equally notorious spy agency well know for it's subversive activities ...
