For example many US house of representative members have very interesting records.
Since US has mature institutions and robust justice department, these people cannot get away with constant abuse. Once they get caught, they are punished.
Sadly our politicians (Most of them) stays "Above the law" and use law for personal advantages (Mostly political opponents). So our social/political set up is ideal for the "Special students" you described in your posts. Honest people or educated people have the hardest time surviving in our country. Because of many private enterprises we have seen slight improvement but we have a long way to go before we get there.

ছাত্রলীগ, যারা সব সময় সন্ত্রাসের মধ্যেই বসবাস করে। সন্ত্রাস,চাদাবাজি, টেন্ডারবাজি, নেশা, খুন-রাহাজানি,নারি ধর্ষন এমন কোন কাজ নেই যা তারা করেনা । আমি ছাত্রলীগকে দেখার জন্য, চেনার জন্য খুব দুরে যাইনা, কোন নেতার কথা শুনিনা বা কোন পত্রপত্রিকার নিউজ পড়েও আমি ছাত্রলীগ খুজিনা। আমি আমার গ্রামের নেতা কর্মীদের চরিত্র দিয়েই ছাত্রলীগকে দিয়েই বিচার করি। আমি দেখেছি আমার গ্রামের সবচেয়ে খারাপ ও দুশ্চরিত্র ছেলেটিই ছাত্রলীগ করে। যার মধ্যে উপরের সব গুলো গুনাগুন বিদ্যমান থাকে। পাশাপাশি তাকে আপনি অছাত্র-বখাটে ও বেয়াদব হিসাবেও পাবেন।
আপনাদের সবিনয় অনুরোধ করবো, আপনারাও এভাবে দেখেই বিচার করতে পারেন। আপনি যদি গ্রামের বাসিন্দা হোন তাহলে দেখুন আপনার গ্রামে কারা ছাত্রলীগ করে। তাদের মধ্যে উপরের চরিত্রগুলো পাওয়া যায় কি না।আপনি যদি কলেজ ভার্সিটিতে পড়েন তাহলে আপনি আপনার ক্যাম্পাসে যারা ছাত্রলীগ করে তাদের দেখুন, দেখবেন উপরোল্লেখিত সব গুলো চরিত্রের কি মিশ্রন পাবেন এক একজন ছাত্রলীগ নেতা কর্মীর মধ্যে।

Current capitalist system does not screen out people from politics based on records. So even criminals can run a successful marketing campaign and "Convince" people to vote for them. As far as I know (Except Iran-Which has a vetting process) no democracies stops people from becoming politicians (Unless they are convicted and in prison).

Correct, Shahadat Hussaini. It is not only now that you see those characters in the students of 'Students League', I also saw them when I was a student of Dhaka University some 50 years ago. Those students who got admission into the University through back doors and ended up nothing more than 3rd class became politicians of the AL and became Ministers! That is how Bangladesh is run today.
