I am not sure what to make of the above statements, Dr. Anis Rahman.

You are hoping that BNP will be a better corruption fighter than AL, even though you have seen the level of corruption during their last tenure.

You are also hoping that BNP, this time, will setup a fair and impartial judicial system, unlike ICT by AL. Where do you get such hope from?

Also, you wish BNP will punish corrupt Awamis through the impartial judicial system.

 
First, government party has to refrain from corruption to install a fair and impartial judicial system; otherwise - they will get tangled in their own web of corruption.

Both AL and BNP have dark past; how can we expect that they will be ready to face the same judicial system they have just installed? Can we expect such honesty and high level of moral standard from BNP?

So, I think your above statements are just your wish list, without logic. There is no hope of eradicating corruption overnight through a mock democracy.

Now, if I am not mistaken, I think Awami League, for the first time in the history of Bangladesh, has tried to make Judicial System somewhat independent of the Executive Branch constitutionally. The system may not be perfect yet, but the process has started. Should we give them some credit for it or not? You want impartial judicial system, but you are not ready to support a party that has made some effort to do that. Instead, you want other party to accomplish that goal even though they have never attempted such change during their tenure in the past.

If my memory serves me, I think BNP/Jamat was engaged in a mission to spread their tentacles in every branch of the government and non-government agencies during their last tenure. That situation facilitated unprecedented level of corruption in Bangladesh, which brought the country to the top of the list of the most corrupt countries in the world.

If anything, we should be able to call a spade, a spade. Otherwise, we are just like anybody else. Bangladeshis are too politically vested along party lines; polarization is so strong that - they can't distinguish the right from the wrong. Nothing will change in Bangladesh if this kind of mentality prevails.

It is true that Awami League is scared to death that they will be brought to books for their misdeeds. But it is too late. They should have realised that during their term of office. Now after committing crimes, corruption etc. they want to stop the due process. That constitutes double crime.

Khaleda Zia has already expressed that - if her party wins in the election - she will put leaders of Awami League in the jail. Is this a democratic political discourse?

So, I agree - election is very much risky for Awami League. There is no doubt about it. It also means – Awami League can't afford to lose. None of these situations guarantees free and fair election.

Actually, free and fair transition of power is quite rare in the 42 years of history of Bangladesh. Whoever came to power in the past – never promoted such idea or created such environment. In fact, politicians are not trained in democratic language and etiquette at all. Instead, they are trained orators to arouse public sentiment to incite violence against the oppositions. That has been the norm of the political discourse. No democratic system, be that election or parliament, can operate properly in such environment.

May be, what we need first is - re-education crush course for politicians to learn democratic language, etiquette, and skills for civil public discourse before the election.

মতিউর রহমান চৌধুরীর উপস্থাপনায় তিনি বলেন, ইকোনমিস্ট পত্রিকা বলেছে, নির্বাচনের ডামাডোলে যতই সর্বদলীয় সরকার গঠন করা হোক না কেন, পুরো প্রক্রিয়ায় বিএনপি লাভবান হবে। এ পত্রিকাগুলো গুরুত্বপূর্ণ, কারণ এগুলো খুবই পুরনো এবং আন্তর্জাতিকভাবে ব্যাপক প্রভাবশালী। আপাতদৃষ্টিতে মনে হচ্ছে এরশাদকে এনে আওয়ামী লীগ অনেক কিছু নিয়ন্ত্রণে নিয়ে এসেছে। গতবার বিএনপি যখন নির্বাচন নিয়ে অনেক বেশি চালাকি করছিল তখনো মনে হয়েছিল বিএনপি সবকিছু কন্ট্রোল করে ফেলেছে। পারেনি। তখন জনমত বিএনপির বিপক্ষে চলে গিয়েছিল। এবার জনমত আওয়ামী লীগের বিপক্ষে। আর জনমত বিপক্ষে চলে গেলে আন্দোলনের মাধ্যমে কোনো একটা দলের একচ্ছত্র আধিপত্য পরাভূত করার অভিজ্ঞতা ও ঐতিহ্য দুটোই দেশের জনগণের আছে। আসিফ নজরুল বলেন, এ সরকারকে সর্বদলীয় বলা হচ্ছে। এখানে তো যারা আছে সবাই আওয়ামী লীগের মিত্র। এটা কোনো অর্থেই সর্বদলীয় সরকার নয়। এখানে আছে চারটি দল। তার মধ্যে আওয়ামী লীগ ছাড়া দুটি দলই নৌকা প্রতীক নিয়ে নির্বাচন করেছে। এরশাদের কথা তো বলার অপেক্ষা রাখে না। তিনি তো নিজের বিবেক, আত্দমর্যাদা, ব্যক্তিত্ব সবকিছুকে বিক্রি করে দিয়েছেন। যতই নাটক করুক না কেন, পুরো প্রক্রিয়াটা আওয়ামী লীগের নমুনা অনুযায়ী হয়েছে তা বলার অপেক্ষা রাখে না। কেউ কেউ বলেন, বিএনপি গেলেই পারে। তারা ১০-১২টি মন্ত্রণালয় পাবে। যেসব বিশ্লেষকরা এসব কথা বলেন তাদের বোধহয় বাংলাদেশের সংবিধান, রুলস অব 'ল' সম্পর্কে ভালো ধারণা নেই। লেখাই আছে 'সকল নির্বাহী ক্ষমতা প্রধানমন্ত্রী কর্তৃক প্রযুক্ত হবে।' ভারতে রাষ্ট্রপতি কেবিনেটের সিদ্ধান্ত অনুযায়ী চলেন। আমাদের এখানে রাষ্ট্রপতিও প্রধানমন্ত্রীর সিদ্ধান্ত অনুযায়ী চলেন। রুলস অব বিজনেস অনুযায়ী এ মুহূর্তে খালেদা জিয়াকে যদি জনপ্রশাসন মন্ত্রণালয়ে বসিয়ে দেওয়া হয় তবুও সব যুগ্ম সচিব বা তার উপরের পর্যায়ের কোনো পোস্টিং খালেদা জিয়ার সিদ্ধান্তে হবে না। ওইখানে প্রধানমন্ত্রীর অনুমোদন লাগবে। এখানে প্রধানমন্ত্রীর পদটা এত গুরুত্বপূর্ণ যে, ওই পদে শেখ হাসিনা থাকলে বাকি সবাই যদি বিএনপির সদস্য হন, নির্বাচন নিরপেক্ষ করা সম্ভব নয়। বলা হচ্ছে স্থানীয় নির্বাচন সঠিক হয়েছে। সেটা তো বিএনপি আমলেও হয়েছিল।

তখন ঢাকার মেয়রপদে হানিফ নির্বাচিত হয়েছিলেন। চট্টগ্রামে মহিউদ্দিন নির্বাচিত হন। সে জন্য কি আওয়ামী লীগ নিরপেক্ষ তত্ত্বাবধায়ক সরকারের দাবি থেকে সরে এসেছিল?

সঞ্চালকের প্রশ্নের জবাবে আসিফ নজরুল বলেন, বাংলাদেশে এর আগে যত সামরিক শাসন এসেছে তার মধ্যে অন্তত দুটিতে আওয়ামী লীগের সঙ্গে সমঝোতা ছিল। এরশাদ আসার পর আওয়ামী লীগ নেত্রী বলেছেন, 'উই আর নট আন হ্যাপি'। মইনুল সরকার আসার পর তিনি বলেছেন, 'এ সরকার আমাদের আন্দোলনের ফসল'। জামায়াতের প্রতিষ্ঠার ব্যাপারে বিএনপির একটা বড় ভূমিকা ছিল। কিন্তু '৯৬ ও '৯৫ সাল দুই বছর জামায়াতকে আওয়ামী লীগ সহযোগিতা করেছে। বাংলাদেশে সবকিছুই সম্ভব।

রাষ্ট্রপতির উদ্যোগ প্রসঙ্গে তিনি বলেন, সংবিধান অনুযায়ী রাষ্ট্রপতি প্রধানমন্ত্রীকে নির্বাচনকালীন সরকারপ্রধানের বিষয়টি আলোচনার জন্য মন্ত্রিসভায় উত্থাপন করতে বলতে পারেন। সেক্ষেত্রে প্রধানমন্ত্রীকে সেটা করতে হবে। কিন্তু এ রকম র্যাডিকেল ব্যক্তিত্ব তো হামিদ সাহেবের নেই। বেগম খালেদা জিয়া আর শেখ হাসিনার সঙ্গে এতদিন সবকিছু মেনে রাজনীতি করেছেন, এখন হঠাৎ করে তিনি অসীম সাহসী একজন প্রেসিডেন্ট হয়ে যাবেন কীভাবে? এটা সাহাবুদ্দীন সাহেবের পক্ষে সম্ভব হয়েছিল। বি. চৌধুরী সাহেব একটুখানি সাহস দেখাতে গিয়ে বিএনপির কাছে নির্মমভাবে অপদস্ত হয়েছেন। বিষয়টা মন্ত্রিসভায় তুললেই কিছু একটা হয়ে যাবে তা নয়। তবে রাষ্ট্রপতি এটা তুললে মানুষ এটার গুরুত্ব বুঝবে। কিন্তু তিনি এটা করেননি। এত প্রাজ্ঞ একজন মানুষ হয়ে যদি এটুকু করতে না পারেন তাহলে এখানে তো ইয়াজউদ্দিনের মতো একজন রাষ্ট্রপতি হলেই হতো।
