I think, you have very low IQ or you think you are God of Knowledge and everybody is lying just like you are so, you have to never agree.
You wrote, if Afghanistan is using Pak Port for that Transit of Foreign Import Trade "then duties are payable".
Go to Pakistan and tell this to Pakistanis so they can laugh at you asking, when Afghanistan is paying for the imports, what right we have to collect Tariff on them.
Afghans are not even there to get their imports unloaded from ships. Its job of Pakistan to deliver them in to Afghanistan through her Trucking Companies.

* Why would not be a lot of new permanent jobs created in BD Trucking Industry?
Pakistan runs a Trade Surplus with Afghanistan or not has nothing to do with Afghanistan not paying Pakistani Tariffs because Tariffs are basically imposed to defend Local Industry and those goods going to Afghanistan have no effect on local consumers.

I feel real bad for BD because you have just proven that General Knowledge and IQ level of even educated people like you is so low. No wonder BD is still poorer than Pakistan despite 39 years of freedom and actually now almost twice poorer than Pakistan, when she was Per Capita Income disparity was not this much in 1971.
