Bangladesh Minority Watch (BDMW) investigated the incident of attack on Minority communities belonging to Hindus setting fire on their houses, looting wealth and sexually assaulting women on 4th of August, 2012. ( The Daily Protidin, The daily Ekdin, The Daily Pally Barta, The Karatoa dated 10th of August,2012)
 
Thousands of Muslims militant attacked and destroyed about 50 Hindu houses, ransacked, looted and injured Minority Hindus on 4th of August,12 at about 9 a.m.to 12 a.m. in front of police at Chiriribandor Upazila of Dinajpur District in BANGLADESH.
 
 
1)Chirir Bandar P.S. case No.08 dated 07.08.2012 under section 4(1)5 of speedy Trial Act,2002 against 110 perpetrators.
2)Chirir Bandar  P.S. case No.09 dated 04.08.12 under section 143/323/325/307/332/323/435/436/379/427/186/188/114/ of penal code against 64 perpetrators.
3)Chirir Bandar P.S. case No.10 dated 09.08.2012 under section 4(1)5 of Speedy Trial Act,2002 against 13 perpetrators.

Place of occurrence: Within Rajapur Mouza of Abdulpur Union of Balai Bazaar, Chirir Bandar P.S., District –Dinajpur – Bangladesh.

Name of investigator: Advocate Rabindra Ghosh, Advocate Abdul, Aziz Kamal Karmakar, Shymol Banarjee, Uttam Kumar Mondal, Joytirmoy Banarjee, Danonjoy Mohanta, Biswanath Singh.
 
Religion of the victims: Hindus.
 
Investigation:

I, on behalf Bangladesh Minority Watch (BDMW) on 09.8.12 along with Mr.Satish Chandra Roy - Ex Minister for Fisheries - Presidium Member  of Awami League and more than 20 HR activists visited the spot, talked with victims, seen the sign of atrocities committed by Muslim perpetrators. We have been given to understand that 72 cows, 105 goats belonging to Hindus have been looted, 16 dwelling houses set on fire, belongings, utensils broken, looted, women had been sexually assaulted. During our fact finding investigation Mrs. Shova Rani and her relatives disclosed that the perpetrators unclothed five women their wearing clothes have been put in the fire which were extinguished and they became nude.
 
Reason for the attack was that, local Muslims were building a Mosque forcefully in a Hindu owned land. The Hindu landlord opposed and filed a case. Because there were tensions, he requested and was able to convince the administration to impose 144. But Muslims broke 144 in front of police and police was silent spectators during the attack. Many injured had been taken to nearest Hospital for treatment.
 
It is also alleged that the Mr.Serajul Munnf Kabir- Upazila Nirbahi Officer (UNO) instigated peaceful Muslims to attack those unarmed and peaceful Hindus on the plea that some Hindus were trying to occupy the lands belonging to Ms. Hamida Begum who was trying to erect a Mosque on the ground of Hindu religious place .The allegation of Ms.Hamida Begum was circulated through sound media which infuriated Muslims resulting serious law and order situation at 6-Union Parishad of Balai Bazaar- Amarpur, Hossainpur and Khaizapur. Imam of UNO Office Mosque and Iman of Ghugra Tali Mosque with intention circulated a wrong information towards peaceful Muslims relating to oppose to construct Mosque Balai Bazar nearer to some Hindu temples.
 
The following victims of Rajapur Union gave us to understand how much damage caused by setting fire and looting on their houses on the date of incident:
 
  1. Birendra Nath Roy of Rajapur who lost properties, houses  due to fire.
  2. Chandra Kanta Roy of Rajapur who lost tube well, cow due to looting of properties.
  3. Niren Roy of Rajapur incurred loss by setting fire, looting of 7 cows and properties.
  4. Subash Chandra Roy of Rajapur incurred loss by setting fire, looting of 4 cows and properties.
  5. Ratan Chandra Roy of Rajapur incurred loss by fire, looting of 2 goats and properties.
  6. Jogesh Chandra Roy of Rajapur incurred loss by fire, looting of valuable properties.
  7. Tapan Chandra Roy of Rajapur incurred loss by fire, looting 4 cows and valuable materials.
  8. Jiten Chandra Roy of Rajapur incurred loss by fire, looting 2 cows and 5 goats including valuable articles. 
  9. Narayan Chandra Roy of Rajapur incurred loss by fire, loot of 1 cow and necessary valuable articles.
  10. Chandan Roy of Rajapur incurred loss by fire, loot of valuable commodities.
  11. Prem Hari Chandra Roy of Rajapur incurred loss by fire, loot of valuable articles.
  12. Heren Roy of Rajapur incurred loss by fire at home, loot of valuables.
  13. Jogen Chandra Roy incurred loss by fire at home, loot of 2 cows, Taka 24,000/- burnt, 14 mounds of paddies, wheat, jute and valuables.
  14. Ranjit Chandra Roy incurred loss by fire, loot of 7 cows and necessary valuables.
  15. Dilip Chandra Roy incurred loss by fire, loot of tube well, 4 cows and necessary articles.
  16. Naresh Chandra Roy incurred loss by fire, looting valuables and utensils. 
  17. Uzzal Chandra Roy incurred loss by looting a cow and valuables.
  18. Sudhir Chandra Roy incurred loss of a cow by looting.
  19. Mohani Chandra Roy incurred loss by fire, looting 2 cows, 5 goats, 2 bags of paddies, 3 mounds of jutes.
  20. Birendra Nath Roy incurred loss by fire, looting 2 cows and 3 goats and necessary articles.
  21. Sudhir Chandra Roy incurred loss by fire, looting of valuables and utensils.
  22. Shambaru Roy incurred considerable loss by fire and destruction.
  23. Niren Chandra Roy incurred loss by fire, looting of 3 cows, 1 tube wells and necessary articles. 
  24. Monindra Nath Roy incurred serious bodily injuries on head and looting of Taka 5,000/- and mobile set.
  25. Ms.Pathani Rani Roy incurred loss of 3 goats by looting.
  26. Sudhir Chandra Roy of Chota Hashimpur incurred loss of houses by fire and looting.
  27. Prafullah Chandra Roy of Chota Hashimpur incurred extinguishing fire on his house.
  28. Jowtish Chandra Roy of Chota Hashimpur was seriously injured by weapon.
  29. Bablu Roy of Chota Hashimpur incurred loss through ransacking his dwelling house.
  30. Shib Nath Roy of Rajapur lost Bi-cycle due to setting fire on it.
  31. Toruni Kanta Sutradhar lost a Bi-cycle due to setting fire by perpetrators.
  32. Krishna Chandra Adhikari lost a Bi-cycle due to setting fire by perpetrator.
  33. Gour Hari Roy lost by looting decorator commodities worth Taka  30,000/-
  34. Shib Babu Roy of Abdulpur incurred loss by setting fire on his house and belongings looted.
  35. Debi Prasad Roy of Abdulpur incurred loss by setting fire on his house, looting TV, Cycle, fans, gold ornaments amounting of Taka 75,000/-
  36. Prodiwp Roy, Gold merchant of Abdulpur incurred a loss of goods, breaking houses, looting of 3 carets of gold and valuables.
  37. Biren Roy of Abdulpur incurred a loss of belongings, looting of 1 carets of gold, one cycle and T.V set and necessary articles.
  38. Shambaru of Abdulpur incurred a loss by looting and breaking houses, one thousand taka, 1 caret of gold and necessary goods.
  39. Prakash of Abdulpur incurred a losses by setting fire of his house, seriously injured now in the Medical hospital.
  40. Bhavesh Roy of Abdulpur incurred loss by setting fire of his house, seriously injured, looting of a cycle and mobile set.
  41. Tapan Roy of Abldulpur incurred loss by setting fire on his house, breaking of steel goods, looting of cycle and other goods; he is in the Hosptal for treatment.
  42. Dasharat Chandra Roy of Abdulpur incurred loss by setting fire on his house, looting of cycle, TV set, breaking of latrine and looting of golden ornaments of Taka 1,50,000/-
  43. Bijoy Roy Abdulpur incurred loss by setting fire on his house, looting of Taka 8,000/-, breaking valuables goods and physical assault. 
  44. Kamal Roy of Abdulpur incurred loss by setting fire on house and shelter house for cows and animals and necessary merchandise looting.
  45. Nipen Roy of Abdulpur incurred loss by setting fire and perpetrators tried to setting fire on baby aged about 3 months of Nipen Roy, he also incurred loss of uncountable valuables.
  46. Debesh Roy Abdulpur incurred loss of a Cycle, one goat, necessary wearing clothes and looting of goods.
  47. Ms.Jutika Roy of Abdulpur incurred loss by attacking women and children, loss of golden herrings, and necessary goods for the house. She was molested by perpetrators.
  48. Toroni Kanta Roy of Abdulpur sustained serious injuries on his body and he is in the Hospital.
  49. Nironjan Roy of Abdulpur sustained a loss of two goats which were looted by the perpetrators.
  50. Ramesh Roy of Abdulpur lost Cycle, TV Set, and cash amounting to Taka 10,000/-
  51. Krishna Pada Roy of Abdulpur was attacked by perpetrators, physically attacked and looting.
  52. Avinash Roy of Abdulpur sustained seriously injured and looting of goods.
  53. Hanu Roy of Abdulpur sustained damage of his house and looting.
  54. Sudasan Roy Abdulpur sustained damage of his house and looting.
  55. Shibu Roy Abdulpur  sustained damage of his house.
  56. Dinesh Roy Abdulpur sustained severe loss by setting fire, physical attack and looting of a cycle, TV sets, one fan and necessary commodities.
  57. Monoranjan Roy Abdulpur sustained loss of a goat which was looted by perpetrators.
 
Although police arrested 15 perpetrators after the incident and took three cases separately to apprehend more attackers, but no action has yet been taken against Serajul Monnaf Kabir- Upazila Nirbahi officer who is responsible for creating violence against Minorities. The Deputy Commissioner- Dinajpur was communicated many times during our visit, but his mobile was found switched off. The Relief materials so far distributed are too insufficient. Destitute homeless Minorities suffered innumerable difficulties after the attack setting fire and looting on their houses.
 
The Minority Women victims at Balai Bazar-Rajapur within Chirir-Bandar of Dinajpur District disclosed how they have been sexually assaulted by perpetrators on 4th August, 12. They have been unclothed and wearing clothes were put in the burning fire and they became nude. Police was informed on the date of our investigation at the spot but till today no such case of Women and Repression was recorded by them. This type of suppression of facts will certainly encourage responsible perpetrators to commit repeated crime against humanity. BDMW is very much concerned as we have been given to understand by the victims on 9th of August,12 and Mr.Satish Chandra Roy-Ex.Minister and Presidium Member of Awami League was also present during our fact finding report. All the statements of the victims have been video taped.

After our ground zero investigation a protest meeting organized by local people presided over by leaders of Awami League attended by Satish Chandra Roy, Ex. Minister and Presidium Member of Awami League, Advocate Rabindra Ghosh, President, Bangladesh Minority Watch, Azizul Imam Chowdhhury- Administrator Zilla Parishad, Farukuzzam Chowdhury Mical, Monmohan Roy, Khhitish Chandra Roy, Mohammad Motaleb Hossaain Sarkar-Upazila Vice chairman, Abu Sadeque, Md. Choton, Advocate Animesh Roy, Professor-Nikhil Chandra Roy were present and spoken. All of them condemned this barbarous incident of attack on Minorities and demanded immediate punishment of the perpetrators responsible for communal attack.
 
 
 
Recommendations: -
 
  1. Immediate sufficient relief materials should be distributed amongst the victims.
  2. Responsible perpetrators should be arrested and they should be brought to book as per law of the country.
  3. An independent enquiry commission consisting High Court Judges should be formed to find out the cause of attack on innocent Minorities of Balai Bazar within Rajapur, Abdulpur of Chirir Bandar of Dinajpur District on 4th August,12.
  4. The Upazila Nirbahi Officer (UNO) responsible for agitating peaceful Muslims to take unlawful action setting fire on houses and looting of wealth belonging to Hindus should be punished.
  5. Immediate Police Camp should be installed for the protection of remaining peaceful minorities of those areas.
  6. Separate case of Women and Repression Act against perpetrators who unclothed minority women during attack should be filed and those perpetrators responsible for creating havoc in the area minority areas should be brought to book.
