The way I see is that - Dharma and religion are not the same thing. Human (Manab) Dharma refers to certain characteristics that distinguish human-being from other species, such as animal.
When a human violates human-dharma, he/she could become animal. There is only one Dharma for all human-beings.
On the contrary, there are multiple religions for human-beings; each one prescribes certain deeds in this world with a hope of gaining a better world after death. Since, there is no accountability of any of those acts, some of them are motivated by religious political expediency. In fact, some of these acts could be inhuman as well, violating human-dharma.
While Dharma brings contentment in this world, religion promises contentment in the illusionary after world.
