Truth is unacceptable for rulers in Bangladesh

Bangladesh is a nation with many past histories of pride. It is the nation, which fought for mother-language and finally snatched the right from the mighty Pakistani authorities. In 1971, this nation fought a war of independence and just in nine months, snatched the victory thus making a glorious presence of a country named Bangladesh in the global map. Bangladeshis by nature are extremely courageous, hard-working and optimistic. But, unfortunately, this nation is continuing to witness administration by rough politicians for decades.

Right after the independence of Bangladesh, 75 million people in the country entrusted Bangabandhu Sheikh Mujibur Rahman with the great responsibility of a ruler with the hope of seeing a ´Golden Bengal´ under the dynamic and charismatic leadership of Mujib. He (Bangabandhu) too promised a prosperous nation with right of expression, freedom of press and above all citizen rights. But, just in 4 years, Sheikh Mujibur Rahman decided to form one party rule thus banning newspapers, suffocating freedom of expression and abusing citizen rights under a heneous black law named ´Special Powers Act´. Thousands of political opponents were detained under SPA and many killed by the special paramilitary force named Rakkhibahini formed by the Awami League government under the leadership of the man, who is the founding father of the nation. In political history in the world, it will be impossible to locate a second leader like Mujib, who adopted series of laws and rules to suppress and repress his own people, just for the sake of safeguarding his rule.

There is no controversy regarding the towering high personality of Bangabandhu. He is the hero, who led the war of independence of the country sitting in isolated prison in West Pakistan. But, other than partisan people, no one supports what he did by forming one party rule named BAKSAL and suppression and repression of people as well suffocating freedom of press and expression.

During December 29, 2008 general election, Bangabandhu´s daughter Sheikh Hasina Wajed snatched landslide victory in the general election by defeating her arch rival Bangladesh Nationalist Party and the alliance. This time, daughter of Mujib promised changing the country into a land of infinite possibility thus announcing her ´Digital Bangladesh´ or ´Vision 2021´ projects. Electoral manifesto of Bangladesh Awami League attained high appreciation in Bangladesh and abroad for a number of reasons.

But, just in less than 100 days in administration, Awami League is unfortunately unmasking its very repressive face to the nation as well as international community. On April 11, 2009, ruling party lawmaker Captain (Retired) Giasuddin Ahmed and his thugs physically assaulted Abdullah Al Amin Biplob, a correspondent of vernacular daily The Shamokal. The ruling party MP reportedly threatened the journalist of refraining from writing anything against his misdeeds during the entire five-year tenure of the present government.

Similar attitude is witnessed in other cases too. Some hired intellectuals and so-called writers are continuing to publish malicious articles and commentaries on me, since I picked up the BDR massacre issue and started exposing many facts, where it was becoming crystal clear that many of the heavyweights in the ruling party were involved behind this tragic massacre.

A former ambassador belonging to Bangladesh Awami League quarter, wrote to a number of newspapers in the world, asking to refrain from publishing my articles, as this ambassador claimed, contents of my write-ups were not prolific. As he could not give a single example of any of my comments to be untrue, for obvious reason, international media are ignoring such ridiculous request and continuing to publish my pieces as they did for past few decades.

Some Awami League pals claim, I have picked up the pen since the BDR massacre! This is a lie of highest order. I have been writing for decades and even during 2005 of BNP rule, I was only one of those very few individuals who wrote against the misdeeds of BNP´s political office Hawa Bhaban as well as many of the king-stars of this hated building.

Many of my writings were refereed in a number of prominent newspapers in Bangladesh during that period. I continued my pen during the interim government too.

But, none of these writing had ever been either questioned or criticized by Awami Leaguers. But, this time, when I am exposing facts behind the BDR massacre, there is visibly wild media war against me by a section of anti-army elements inside and outside Bangladesh. Entire scenario creates doubt in my mind about the sincerity of the ruling government in Bangladesh about publishing a real and neutral investigation report on the BDR massacre and punishing the culprits.

There is even rumor in Bangladesh that the government led by Sheikh Hasina Wajed may not at all allow the investigation report conducted by Bangladesh Army to see the light of sun.

But, neither government´s dubious attitude towards the BDR massacre or its maligning campaign against me will ever stop my pen. Investigation committees should carefully scrutinize each and every piece of information published in Bangladeshi and international press on this extremely sensitive issue.

Today, I have to raise few more fresh questions related to the BDR massacre:

1. Why the student wing leader of Bangladesh Awami League, Liakot Sikder is missing from public appearance?

2. Sikder appeared in a TV talk show on Ekushey Television right after the general election, along with Mohiuddin Khan Alamgir, Brigadier General (Retired) Hannan Shah and others leaving tears while stating ´brutal treatment´ by the army during the interim government´s tenure..

3. Mohiuddin Khan Alamgir said in the same program that ´proper actions will be taken against those army officers who were active during the interim government rule´.

4. Brig. Gen. (Retired) Hannan Shah gave descriptive statements containing anti-army sentiment.

5. Mohiuddin Khan Alamgir, Barrister Moudud Ahmed, Sheikh Fazlul Karim Selim, Jahangir Kabir Nanak, Mirza Azam, Shahid Uddin Chowdhury Anie, Mirza Abbas, Salauddin Qader Chowdhury, Sajeda Chowdhury, Abdul Jalil, Barrister Fazley Noor Taposh, Lt. Col. (Retired) Faruk Khan, Suranjit Sen Gupta, Abul Hossain, Maj. Gen. (Retired) Subid Ali Buiyan, Sahara Khatun, Tanjim Ahmed Taj Sohel and many others gave extremely offensive statements in the parliament against Bangladesh Army.

6. Sheikh Hasina Wajed´s son and advisor Sajib Wajed Joy was active in lobbying against Bangladesh Army in United States and other countries. He even gave interviews to foreign media as well wrote several articles projecting Bangladesh Armed Forces as ´militancy infected´.

7. Although Bangladeshi investigators are checking cell-phone call list of the ruling party leaders, but, who knows if they were also using several SIM cards which were not properly registered? It is well known fact that in Bangladesh, it is easy to buy a cell phone connection even without providing any information on the user.

8. The ruling party is continuing to do everything to divert the attention of people from BDR massacre to anything else. Even recently Prime Minister Sheikh Hasina Wajed gave a strange statement saying Bangladesh was willing to launch a satellite. It is evidently understood that behind such sudden statement of the Bangladeshi PM was to even divert the global attention to ´satellite´ issue than BDR massacre.

9. Extortion, rape, murder, abduction and various forms of crimes are on high rise in Bangladesh since installation of the new government. In most cases, such crimes are conducted by ruling party men. For obvious reason, rulers in Dhaka are trying t ignore all such notoriety.

10. Brother of the home minister Sahara Khatun in a newspaper interview said, on April 10, 2009 when members of Rapid Action Battalion (RAB) entered his residential hotel in Dhaka for nabbing a gang of counterfeit money makers, his son named Polash stopped the RAB members of conducting the raid. At one stage, he introduced himself as the nephew of the home minister and threatened dire consequences if RAB members tried to raid his residential hotel. Later this young boy was arrested by RAB and the raid conducted thus finding huge volume of counterfeit currency as well as equipment for making such items. But, while the RAB men were supposed to leave the premises with the arrested people, including the nephew of the Home Minister, she phoned the RAB members instructing to leave her nephew. Such tendency and nepotism by a home minister will possibly give a picture of today´s Bangladesh under the rule of Bangladesh Awami League.

11. If the Home Minister could interfere in setting her nephew released from the charge of abetting making of counterfeit currency, should it not be suspected that the ruling government may do anything in salvaging their party men from the BDR massacre investigation?

12. Many of the pro-Awami League journalists in Dhaka have started saying that the BDR massacre crisis was already handled by the government. Do they want to mean by saying this that the rulers in Dhaka have successfully buried the investigation process of the massacre? Why Awami League leader Torab Ali Akhand is placed out of focus suddenly? Why there is no further information on his son, who was also arrested in connection to the massacre?

Unfortunately, truth is unacceptable for rulers in Bangladesh. The present government is no exception to it. This time, the ruling party, instead of using state machinery in repressing press, is using their hired intellectuals and ´obedient´ media in putting pressure on anyone exposing truth. This is a clear example of media terror by the rulers. And, there is no example of final survival of any government in the world, which suffocates freedom of expression.

—Hundreds of micro-credit organisations in the country are operating without any authorisation, said the social welfare minister on Monday. Some 744 out of 1864 micro-creditors are unapproved, said Enamul Huq Mustafa Shahid. The next session of parliament will form a body to investigate the activities of all NGOs registered with different agencies, he told reporters. Before that, the issue will be raised before the cabinet, he added.

"Following the Green Crescent incident in Bhola, the government is discussing how to take quick measures with different ministries," the minister told reporters. He said, "We hit a beehive. We will bring NGOs under proper regulation with the cooperation of all."

"Taking advantage of our economic weakness and helplessness, some countries are funnelling money for fundamentalists. We will not allow that to happen."  "On the other hand, we will support those NGOs serving humanity," said Shahid.

'States within a state'

"Some NGOs have created 'states within a state'. This also has to be stopped," he said. The programmes of some NGOs have gone sky high and they are very powerful and influential. They shall have to come under certain regulations," said the minister.

Huge task

Over 1.5 lakh NGOs are operating throughout the country, said Shahid. "From 1961 to date, 55,439 NGOs have been registered with the ministry. Of them, 32,159 NGOs are active and the remaining 23,280 NGOs are inactive," he said.

"Outside the social welfare ministry, NGOs are also registered by the NGO Affairs Bureau, cooperatives directorate, women's affairs directorate, Bangladesh Bank and other organisations," the minister said.

The social welfare ministry registers NGOs on condition that they cannot carry out micro-credit programmes, said the minister. The majority of organisations which are engaged in such programmes are registered by the micro-credit regulatory authority controlled by the Bangladesh Bank, he said. "But in our investigation, it has been found that 1864 NGOs are running micro-credit programmes, and of them 744 are running without approval."

"Legal steps will be taken against those without authorisation," said the minister.

An official of the foreign ministry wishing anonymity told The Daily Star that there was a violation of protocol. According to the protocol, the Indian foreign secretary should have held official talks with his counterpart first before making courtesy calls on the foreign minister and the PM.Not only the media, officials in the Prime Minister's Office (PMO) and the foreign ministry were also unaware of Menon's possible visit, the sources said.(The Daily Star )

Dhaka asked to send team to visit Tipaimukh Dam

India yesterday invited a Bangladeshi delegation to see the construction of the planned Tipaimukh Dam on the River Barak, which environmentalists fear will eventually dry up the Meghna River in the greater Sylhet region.The invitation came at a meeting between Bangladesh Foreign Minister Dipu Moni and visiting Indian Foreign Secretary Shiv Shankar Menon.

Menon came to Dhaka on a surprise visit on Sunday night, and met Prime Minister Sheikh Hasina and Army Chief Gen Moeen U Ahmed. Both the Indian high commission and Bangladesh foreign ministry maintained secrecy about his visit, leaving the local media totally in the dark, which led to widespread speculation in the diplomatic circle.

"I thought you knew it, as the media knows ahead of us," a smiling Bangladesh Foreign Secretary Touhid Hossain told reporters. Menon said he had no specific agenda of discussion.

Asked about his surprise visit, the Indian foreign secretary said, "We meet regularly. We don't have a set schedule. We meet whenever we feel. We feel that many of the issues that we might have had difficulties with in the past are now coming right to a situation where we can move forward."

Foreign ministry sources said this is for the first time an Indian foreign secretary came to Bangladesh without prior announcement and in such a short notice.

The diplomatic circle in Dhaka also expressed their astonishment, as they knew nothing in advance about such a high profile visit. Not only the media, officials in the Prime Minister's Office (PMO) and the foreign ministry were also unaware of Menon's possible visit, the sources said.

An official of the foreign ministry wishing anonymity told The Daily Star that there was a violation of protocol. According to the protocol, the Indian foreign secretary should have held official talks with his counterpart first before making courtesy calls on the foreign minister and the PM.

"This time the protocol was violated as the Indian foreign minister was allowed to meet the prime minister first, and then the army chief," said the official.

When contacted, a spokesman of the Indian High Commission termed Menon's visit a regular one, saying they usually do not make public announcements if anyone comes from India. "It is rather on the host to announce the arrivals of such foreign dignitaries," he added.

At the meeting with Menon, Dipu Moni expressed Dhaka's concerns about the controversial project, lest it eats up Bangladesh's due share of the international River Meghna, which supplies water to hundreds of water bodies in the region.

"They are trying to remove our concerns about the Tipaimukh Dam. He told me that Bangladesh should send a delegation comprising technical and political people to see the project firsthand," Touhid Hossain told reporters following his meeting with Menon. He said through the proper forum Bangladesh will take a decision regarding the invitation.

"On water, for instance, there were some concerns expressed and I said we would be very happy to receive a delegation from Bangladesh, to show them exactly what is happening, what we planned," Menon told reporters after he met Dipu Moni, State Minister for Foreign Affairs Hasan Mahmud, and the foreign secretary.

"What we planned is a river project which will not affect the down stream flow at all," Menon said adding, "This is a part of the on going dialogue between friends, between neighbours, it is natural, we will keep discussing the issues finding ways forward."

He said security was also one of the issues he discussed with Dipu Moni. "We discussed it in all the conversations, about how important it is for both Bangladesh and India. And this is something that is in our common interest, that we eliminate terrorism from our region, and that we do this together. So, we will continue to work together in that direction." The Indian foreign secretary left Dhaka last night.

India in 2003 initiated the move to construct a dam over the cross-boundary River Barak which enters Bangladesh through Sylhet region ultimately meeting the Meghna. It started the construction work by the end of last year without consulting Bangladesh.

[mukto-mona] BAL's Achilles' heel BNP must exploit

When Mr. Syed accused us with a charge in his words: "BAL's Achilles' heel BNP must exploit". I think, it deserves a response.

The propagandist like Mr. Syed's audacious, even arrogant, behaviour that he has employed ever since PM Hasina's failure to protect ARM offices' life while she had the upper hand to let the killers go away with their crimes at the dark of the night; hence Mr. Syed has no right to tell who is exploiting the situation rather the finger of shame should be pointed at the PM Hasina's failure and advise her, so that she rectifies her regime's acts.

Instead Mr. Syed has been producing talking memos advising BAL on the kind of persuasive political language they (bal) should use and his art of political lying and advising the head of political parties to believe their own invented lies which has proved pernicious consequences of late, both for his party and for our nation.

The Hasina's regime should not forget that we live in a information age where no one is immune from it. You can't lie your ways out nor can you ask others to muzzle up. It is the best wishes for my part to ask them to be transparent all the way till the next election. And it is the best advise one can give from far way.

It is a shame that he and his party has not only embarrassed our nation but also it would be criminal to let their crimes go unpunished.

The arts of deception has employed by BAL sympathizers' like Mr. Syed to win our support for his causes or his parties' practise, belief or ideals while he has stacked falsehood against the truth, used under-emphasis or over-emphasis to dodge the issue and even still tried/tries to evade/omits facts.

His methods of argument employs distortion and resorts to lies and creates a smoke screen of clamor by raising a new issue when he wants an embarrassing (perhaps criminal) matter forgotten. Whether or not "Avijit is a new kid in the block with a mask" is not relevant or is Mr. Syed trying to paint me and Mr. Ayubi as devils to fight and BAL as Brahmin's gods to adore, and in effect, helping the criminals go unpunished? so who is really exploiting BAL's Achilles heel?

The word BNP is just an abstract name for a party which has no way of knowing how to exploit. So It's a false charge against BNP for that matter. Can Syed or anyone else point a finger where did we say or write against BAL's deceptions that he is hell bent on to defending it?

He and his party officials aught to sincerely repent for their misdeeds and should not try to use muzzle as a method of tactics to silence their opponents nor forgiveness is not the way out of either. So Mr. Syed must realise that the killers and the supporters of those killers are equally guilty of the crime.

[ALOCHONA] BAL's Achilles' heel BNP must exploit

When Mr. Syed accused us with a charge in his words: "BAL's Achilles' heel BNP must exploit". I think, it deserves a response.

The propagandist like Mr. Syed's audacious, even arrogant, behaviour that he has employed ever since PM Hasina's failure to protect ARM offices' life while she had the upper hand to let the killers go away with their crimes at the dark of the night; hence Mr. Syed has no right to tell who is exploiting the situation rather the finger of shame should be pointed at the PM Hasina's failure and advise her, so that she rectifies her regime's acts.

Instead Mr. Syed has been producing talking memos advising BAL on the kind of persuasive political language they (bal) should use and his art of political lying and advising the head of political parties to believe their own invented lies which has proved pernicious consequences of late, both for his party and for our nation.

The Hasina's regime should not forget that we live in a information age where no one is immune from it. You can't lie your ways out nor can you ask others to muzzle up. It is the best wishes for my part to ask them to be transparent all the way till the next election. And it is the best advise one can give from far way.

It is a shame that he and his party has not only embarrassed our nation but also it would be criminal to let their crimes go unpunished.

The arts of deception has employed by BAL sympathizers' like Mr. Syed to win our support for his causes or his parties' practise, belief or ideals while he has stacked falsehood against the truth, used under-emphasis or over-emphasis to dodge the issue and even still tried/tries to evade/omits facts.

His methods of argument employs distortion and resorts to lies and creates a smoke screen of clamor by raising a new issue when he wants an embarrassing (perhaps criminal) matter forgotten. Whether or not "Avijit is a new kid in the block with a mask" is not relevant or is Mr. Syed trying to paint me and Mr. Ayubi as devils to fight and BAL as Brahmin's gods to adore, and in effect, helping the criminals go unpunished? so who is really exploiting BAL's Achilles heel?

The word BNP is just an abstract name for a party which has no way of knowing how to exploit. So It's a false charge against BNP for that matter. Can Syed or anyone else point a finger where did we say or write against BAL's deceptions that he is hell bent on to defending it?

He and his party officials aught to sincerely repent for their misdeeds and should not try to use muzzle as a method of tactics to silence their opponents nor forgiveness is not the way out of either. So Mr. Syed must realise that the killers and the supporters of those killers are equally guilty of the crime.

[ALOCHONA] First 90 days of AL rule in Bangladesh

AL came to power with a very big margin during the Dec 2008 election. The people from all walks of life lend a big hand to this surprise win by a big margin and they were expecting a big change that they can be proud of. Instead the happening of the last 90 days are a bit disappointing and deserves a closer look. Mostly AL's methods of governing and accountability are at stake and needs to change.

1. The Upazila election during the month of January had a very low participation rate. May be its because the government was not supportive of the idea of the Upazila system. Upazila system that was initiated by the Ershad government, truly was a remarkable achievement and helped to grow the enthusiasm of the ordinary people of Bangladesh.
2. Handling of the BDR Massacre was a mess and full of controversy. The government stood by and let the mutiny suspects kill more than 60 of the best Army officers of Bangladesh. What is worse, there was no recourse of actions or even firing of the people who were suppose to handle the situation maturely. Even the junior state minister Taj who was in Washington DC to cater to his Subway restaurant was not even reprimanded and removed for this carelessness and lack of responsibility.
3. Passage of the Upazila Parishad bill which was a complete disappointment for the people. Giving the MP's the say into everything what the Upazila chairman does and will do is a complete opposite to the spirit of the bill and will hamper the sovereign activities of the Upazila chairmans, not to mention the hold ups.
4. Removal of the eminent VC Prof Nazrul Islam of Bangabandhu Sheikh Mujib Medical University (BSMMU), was very much done to satisfy the pro-Awami League doctors' association Swadhinata Chikitsak Parishad. Prof. Nazrul Islam was installed by the last caretaker government of Fakhruddin and was a very able body personal and respected widely.
5. Force Removal of the ACC chairman Hasan Mashud Chowdhury is a disgrace for the AL lead government and its pledge to fight corruption and nepotism in the Government. What is striking is comments by some ministers who were branded as corrupt by the same ACC they are going after now. I guess the corrupt triumphs again.
6. Cabinet decision to remove Khaleda Zia from her residence was an act of vengeance and cruelty. Removing any person specially an opposition leader of the house is wrong and done not for the good of the nation but for pure vengeance.
7. Dilly delaying of the award of Off Shore oil block to Conoco Phillips and others. In the mean time, India has called for its tender to award off shore blocks for exploration. The question remains was it done to give India more time, so that they can encroach more of our areas and bid as their own? The visit by Indian Foreign Secretary Shiv Shankar Menon right after their floating of tender is rather suspicious.
8. Closing of various education institutions by the AL student terrorist activities are becoming a norm of the nation. Session jams are increasing as a matter of fact and hampering the real growth of the education system of Bangladesh.
9. Continuous branding of Bangladesh as a Islamic fundamentalist heaven is self destructive and bears no good for Bangladesh. It only tarnishes the image of Bangladesh to the world. I am not sure how it helps AL by branding Bangladesh a terrorist country.
10. Relying heavily on Russia to build our first Nuclear power plant to augment our electricity generation. While there are other options and chance to have similar agreements to construct more Nuclear Power plants with the assistance of China and South Korea, the government of AL is only looking a viable deal with Russia. Russia has a bad reputation about completion of their projects and we should not rely only on one source for our energy rather have multiple sources.
11. The transit deal and water transport deal was done hastily with India without any opinion from public.
12. Daily shuffle of Administrative officials are becoming a major stumbling block for progress and enthusiasm of secretariat officials are at an all time low. There should be some kind of a rule about their shuffle and reshuffle without hampering the day to day activities of the officials and their state activities.

Now some positive outcomes:

1. The much anticipated go ahead for Padma Bridge design.It will undoubtedly be the biggest project of this government.
2. The go ahead to implement Rooppur Nuclear Power plant is another milestone in AL's time.
3. Pledge to hold war crimes trial through special tribunal courts.
4. Pledge to dredge major rivers of Bangladesh to mitigate the sufferings of people and safeguard the river system of Bangladesh.
5. Pledge to go ahead with the caretaker government plan to construct multiple roads and transport system in and around Dhaka to fix the traffic problem.
6. Pledge to set up a performance based system for Government employees.
7. Pledge to construct Deep sea port at Sonadia and subsequent expansion of the port facilities.
8. The jails of JMB activists and their arrests.
9. The passage of the CrPC bill.
10. The passage of the Biman Bangladesh, Bangladesh Telegraph and Telephone Board, and Dhaka Electricity Supply Authority bill that was promulgated by the Caretaker government
11. Finally the legality of the caretaker government by the AL lead parliament.
12. Instruction to not to go overboard with the founding father of the nation Sheikh Mujibur Rahman was a strategic move.

I might have left some other details and lists. But most of all, the people of the country will decide what AL or its partners did in the last 90 days. If I was, I would have been more careful and taken into account the emotions of the people of Bangladesh and judge from their perspective. After all, they are the true judges of our activities. Leaders come and go but their legacy stays and haunt others. Election pledges are easy to say but harder to do.

Recession starts to hit Bangladesh

The World Bank (WB) has said that the current economic situation in Bangladesh is stable, but this cannot be taken granted as the country has started experiencing backlash of global recession.


All the important sectors of the economy including export, import, remittances and revenue collection are sliding down. As a result the GDP (gross domestic production) growth rate is likely to be 5.5 per cent in the current fiscal. "The growth rate could be as low as 4.5 per cent if export and remittances collapse in the last quarter of FY09", the WB said.


The WB senior economist Zahid Hussain Monday made a presentation on the state of Bangladesh economy and policy response to the global financial crisis at WB Dhaka office. He said that the non-RMG export has been declining for last several months. During July''08 to Feb''09 period export of frozen food declined by 11 per cent, leather by 33 per cent, jute goods by 18.1 per cent and the pharmaceuticals by 15.5 per cent.
"Only woven garments and knitwear show significant growth but the rate of growth has also been declining".


During the July 08 to Feb 09 period the woven garments and knitwear exports grew 19.3 per cent and 23.1 per cent respectively, which was 58.5 per cent and 84.7 per cent during the corresponding period of the last fiscal. It would further slide down because of the reported order cancellation.


The BKMEA experienced negative growth during the December-March period.
Besides that buyers were renegotiating prices and it was reported that rebates of 15 to 25 per cent on already placed orders are being re-negotiated. The frozen shrimp has experienced steep decline in price from US$5 per kg to US$3.7 per kg.


The investment in the manufacturing sector has been declined sharply during the first 8 months of the current fiscal. Import of capital machinery declined by 30 per cent and import of the construction materials was also declined by 17.5 per cent. This has created negative impact in the banking sector. Till Feb''09 banking sector was experiencing huge liquidity surplus amounting to Tk 215 billion, which was Tk 130 billion in July''08.


The WB, however noted some improvement in the private sector credit growth through January 2009. The private sector credit grew at 20.9 per cent in January''09, which 14.2 per cent in January''08.
The World Bank lauded the performance of the agriculture sector. The Aus and Aman production in 2008 was 11.2 million tonnes and 14.9 million tonnes respectively. The Boro production in 2009 is likely to be 18 million tonnes.


The WB also noted that the macro economic situation was stable as the inflation was declined to 6.1 per cent and the current account balance was at the positive side. The WB senior economist said that poor ADP implementation and the fall of import were the major causes of the current account surplus, which is not a healthy sign for the economy. The budget deficit would remain four per cent of the GDP and the government borrowings from the banking sector remained within the budgetary target.
The government borrowings from the banking sector stood at Tk 73.4 billion as on April 2, 2009 and the budget target was of Tk 135 billion.


Zahid Hussain strongly pleaded for immediate policy response to face the recession. He suggested continuing the financial sector reform and the reduction of tax and tariff. He also suggested about the reduction of lending interest. According to him bank rate in Bangladesh remains at higher side.
He also suggested quality investment in the public sector and said that the government should not focus on the big size of the ADP rather it should focus on the implementation of the ADP. He also said that public expenditure should focus on infrastructure development including power, communication, education and the public health.

Global Recession

Realtors feared the global recession might undermine the real estate sector's prospective growth unless special initiatives are taken, although the sector began to expand after a two-year sluggish trend when its growth slowed to 7.05 percent in 2006-07 from 8.31 percent a year earlier.

Construction takes up 9.16 percent of GDP (gross domestic product), according to 2006-07 data.

As exports and remittances are two major inputs to the economy, a negative impact of a prolonged and deepened global financial crisis on these two sectors is likely to affect the real estate sector.

"The remitters and their families buy around 35 percent of our total flats, while 40 percent apartments are sold to businesspeople majority of whom are exporters. So if exports and remittances are affected, there will be a negative impact on the real estate sector, said Sheikh Aftab Ahmed, chief operating officer of Shanta Properties Ltd, a real estate company.

Besides buying flats, people also undertake different construction works including building houses with the remittance that might be affected if inflow of foreign currency decreases on the global financial crisis, he added.

According to official reports, the country's exports slumped in the months of October and December of the current fiscal year that the businessmen attributed to the global financial meltdown.

Although the overall remittance inflow remains positive so far, reports said overseas workers in the Middle Eastern countries, the main source of remittances for Bangladesh, are now being forced to leave jobs.

In January some 4,817 migrant workers came back home on job losses, while the number was 701 in the previous month, according to official statistics.

"We all know that the recession in the USA originated from housing sector later crept into other potential sectors including banking and insurance," said Tanveerul Haque Probal, president of Real Estate and Housing Association of Bangladesh (REHAB).

Against this backdrop, the government will have to take safeguard measures so people do not lose confidence and invest in real estate sector, which he said would keep the economy rolling.

More investment in the sector will create more employment and keep the linkage industries of the sector vibrant, he added.

The realtors also urged the government to increase the volume of public construction works under the Annual Development Programme (ADP) to keep the real estate sector and hundreds of its linkage industries pulsating.

Bricks, cement, rods, furniture, paints and tiles are the main backward linkages of the real estate sector.

This year works in the real estate sector increased compared to the last two years, said Abdur Razzaq, general secretary of Imarat Nirman Sramik (building construction workers) Union of Bangladesh. But yet many of the construction workers do not get jobs regularly.

Now around 75 percent of some 40 lakh construction workers of the country can manage a job everyday but if the market performs badly, there will be a shortage of demand for workers, said Razzaq.

He however said the sector is performing better now compared to previous year since the job rate of the construction workers was around 65 percent last year.

Motaher Hossain, a member of Bangladesh Brick Manufacturers Owners Association, said recently consumption of bricks has increased what he believes due to a reduction in rod prices that led to resumption of different construction projects.

"But the performance of the construction sector is yet to reach the expected level as the implementation of public works has been very low for the last two years and the trend is still continuing," he added.

Forty percent of bricks produced in the country are consumed by the public sector, while the rest 60 percent by the private sector, he said.

According to statistics, the government implemented 69.58 percent of the original ADP for fiscal year 2007-08.

However rod manufacturers said reduction in prices has given rise to a demand for rods, inspiring different re-rolling mill owners to resume operations.

Now prices of 40-grade rod hover between Tk 41,000 and Tk 42,000 per tonne that was around Tk 65,000 in June last year, said Masudul Haque Masud, former general secretary of Bangladesh Re-rolling Mill Owners Association.

Prices of 60-grade rod are now ranging between Tk 50,000 and Tk 51,000, down from around Tk 70,000 in mid-last year.

But the cement manufacturers said their export to the seven-sister states of India jolted in recent months due to an imposition of 12 percent additional duty by the Indian government on cement import from Bangladesh.

"The production capacity of 50 cement factories in the country is between 14-15 million tonnes when the domestic demand is from 8 million tonnes to 9 million tonnes, which led to a shut down of 15-20 small cement factories in recent times," said Mostafa Kamal, president of Bangladesh Cement Manufacturers Association.

He suggested the government should construct concrete roads instead of making roads with bitumen to increase cement consumption.

"Many countries in the world construct roads with concrete as these are much more durable than bitumen-made roads, Kamal said, adding that such construction will increase domestic cement consumption.

Asked whether the global recession would take its toll on the real estate sector, Prof Nazrul Islam, an urban expert and Chairman of University Grants Commission (UGC), replied in positive.

"The rich, upper-middle and middle-class people are the main customers of the real estate products, so the real estate sector will be affected as the financial crisis is expected to reduce incomes of the people of these brackets dependent on remittances and exports," said Islam, also honorary chairman of Centre for Urban Studies.

He said a major use of remittance is house building, so reduction in remittance inflow is likely to slow housing works and impact all stakeholders.

Dear All,
 
I get lots of inquiries why I do talk about USA economy and Bangladesh economy same times.  My answer is, if you are hungry, you are hungry, it does not matter you live in Bangladesh or India or any part of the world. Helping people is one of the fundamentals, it does not matter which religion you follow.
 
I also believe that crises starts at USA and spiral down to Bangladesh too, that's why its smart move to  track where it started and how Bangladesh can survive in the upcoming economic crises.
 
I also get lots questions why I do not go back Bangladesh and work for the people with my understanding expertise.  I still believe that I can be helpful for Bangladesh being in USA, but if my representation helps people in Bangladesh, I may think about going back.
 
Even though I live in USA but my heart is with 150 million people in Bangladesh.  I am happy with my life and what I have and I am not looking for power in Bangladesh.
 
The intention of my write-up and advice in blogs and media are to make people in Bangladesh aware about what to expect in future and make ready Bangladesh Govt to be prepared for the upcoming challenges and opportunities.
 
I also use harsh word time to time because I have learned that same set of rules do not apply everywhere.  I will be prudent and effective when I know how to give carrot and provide stick at the same times as far as we dealing with Bangladesh and its people including politicians.
 
If we are concern citizen in Bangladesh, we will be looking current Govt to focus on the following priorities:
 
# 1: Economy

#2 : Law and Order

#3: Job Creation
 
#4: Bringing Foreign Investment in Bangladesh.  This may be tough by looking at the world economy.  For example, I am pushing an American company to invest/joint- venture for $30-50 Million in the Pharmaceuticals sector in Bangladesh, but it seems getting tough day by day with the current financial situation in USA.

Note: if you read my article, I not only tell what is the problem, I also put the solution. This is little different than others. We always complain but never give solution how to over come. Please read carefully what I have said. My intention was developing Bangladesh economical condition as much as possible with policy and strategic planning.

I am so much worried about few of Moran Ministers in Bangladesh that they may sink the ship in Bangladesh while they are in driver seats.  The reason of my frustration is that they are stoning wrong birds to accomplish people needs.  Now I am hearing the following statements:
 
 
2) Signing Transit Agreement with India is not ripe time yet.  Every country is building bunkers for their survival, nobody will give you more, so signing with them won't help you a penny.
 
3) South Asian Security Force.  A recipe for a disaster unless Bangladesh is Iraq or Afghanistan situation.  US canceled TIFA since they are in big hole in financial situation.
 
4) Trail of Razakars should be second priority under the current financial condition of Bangladesh.  This will take off our real focus of emergency needs in Bangladesh.
 
5) Law and Order is deteriorating - Taj.  This is the benchmark for any Govt success.
 
6) Mr. Zillur as a President is a wrong choice in wrong time.  Bnagladesh needs a dynamic, strong, visionary person to lead Bangladesh in this tough time.  No time to bring oxygen tanks and carry all places.
 
The bottom line is that why either AL or BNP parties does not have qualified people to run Bangladesh and establish the priorities that they need to focus.  I am more than convinced now that Current Govt needs to bring expertise and experiences NRBs to develop few strategic plan and focus which will help Bangladesh next 3-4 years.
 
I hope that someone in AL Govt listening my call.  Even they do not listen to me,  I have nothing to loose but I believe that I should do for Bangladesh as much as possible with my power and limitation.
 
God Bless Bangladesh and help poor people in this coming financial storm.

The following are real strategies which will help Bangladesh to ride over this upcoming financial turmoil:
 
1) Provide stimulate package to ICT companies and provide all Govt ICT projects to locals to make digital Bangladesh.  If some one in current Govt knows what digital means to them.  Use local programmers and networking engineers to employ as much as possible.  This will create enough works to keep ICT going with creating more jobs.
 
2) Provide enough finance to build the Pharmaceuticals park at Munshigonj.  20% works was done, complete this projects which will create huge jobs for now.
 
3) Since overseas market is bad,  few of NRBs might be interested to come back Bangladesh to develop this country with their expertis and experiences.  Govt needs to make sure to provide tax free income during their stay in Bangladesh like Middle Eastern Countires.  Provide enough facilities and security to perform their work during living in Bangladesh.
 
4) If there is less corruption in Bangladesh,  NRBs might be interested to invest in Bangladesh to take opportunity during this financial turmoil.
 
5) Bangladesh Govt needs to adopt new policy to attract NRBs in Bangladesh.

You may wonder what kind of storm I am talking about.  It's  economical storm that Bangladesh never experienced before.  I am little bit worried that economists and present Minsters in Bangladesh are not paying much attention about this storm.  Well the problem is that if you do not know a Storm is coming, then you won't be prepared for it.  There will be a situation that we will start blame game, he or she didn't tell me, I didn't know, nobody even PM didn't say this.  Well then listen from me please.
 
My conservative estimate is that economical storm in the world will exist until 2012,  if you can ride on this storm, then you will survive, if you can't then good luck.  I like to provide few strategic outlines what to do in this perfect economical storm in Bangladesh.
 
1) Current Govt should recognize that a perfect storm is coming.  If USA could recognize this storm in 2006,  USA won't be in this position now.
 
2) Put resources in place so Govt can take care its people and feed them trough out the storm period.
 
3) Stop biased or favoritism in Bangladesh.  Once I am hungry,  I won't say I am AL or BNP,  all I will say give me food and job to survive.  So based on basis of human rights,  its current Govt duty to help people regardless his or her party affiliations.
 
4) Bangladesh Real Estate bubble will be burst within year and so, so Govt should be prepared with huge layoff in that sector as well as other sectors.  Most of the Real Estate bubble in Bangladesh were created by NRBs and corrupted money in Bangladesh.  NRBs are real squeeze in financial aspect and won't be able to continue support the sky rocket price of land and apartments in Bangladesh.
 
5) Pharmaceuticals is the only sector which is recession proved in Bangladesh.  I have asked BNP Govt in 2005 to modernize this sector, CTG in 2007 and I am asking AL Govt in 2009 to pay attention and use NRBs expertise to develop this sector.  This is the only sector that you have no choice but to bring experts NRBs in Bangladesh to develop this sector for future growth.
 
6) NRBs and people in Bangladesh should lower their life style to ride on this storm.  Excessive waste will bring up other people's misery.
 
God Bless Bangladesh and help her 150 Million poor people in this coming perfect Storm.
 
Note:  My advise is not to direct any individuals or parties or NRBs, but to reach out to them and what we can do for the people during this bad economical  times.

I think and believe that we in USA are concern like any others about financial impact in USA and rest of the world and where this will lead us in the next 8 years.  I congratulate President Obama for taking the USA leadership but I am cautious like others even though I have campaign for Obama among Bangladeshi Community in USA.
 
Let's see the scenario why USA is in this position which is very different than 1930's and what steps should be taken for the incremental improvement.
 
Reasons for this mess
 
1) More than $20T, start with Trillion dollars of investors money has been lost in the last 12 months including personal 401K money. So the people confidence in companies is lower than ever.
 
2) More than 500,000 jobs have been cut per month by companies in USA, if it's continue then at the end of 2009 total 6 million jobs will be lost.  Adding 2 million jobs already have been lost in the last 24 months.  This is creating a nightmare for the consumers to spend  discretionary money.
 
3) Two third of the economy are depended on consumer spending,  when consumer stopped buying like before,  companies can not make money, their stocks goes down and companies start laying off to make baseline profit for the company.  This is called a cycle of uncertainty.
 
4) Biggest problem is that USA consumers has borrowed two times of their house worth for the last 5 years.  For example, if a house price is $100K in 1999, it went up to $300K in 2006, so extra $200K was borrowed from foreign countries to mortgage people's houses in USA.  Therefore, deficit went over the roof.  If this is continued,  few wealthy countries might not be interested to invest in USA like before because losing confidence into USA economy and their investment returns.
 
5) Once people lost jobs, they can not afford to pay high mortgage which they could not afford at the first place.  US Govt can not pay everybody extra interest for the mortgage they owe to banks.  This might come over $10T, start with Trillion.
 
6) Once companies make less money, the Govt tax collection also becomes low.  So more deficit for USA.  Intake is higher than delivery.
 
7) USA does not have leadership of many technologies like before, so USA has more competitors than before i.e. China and India.
 
8) More liability for baby boomers in years ahead, means need more money to take care her citizens like Social Security and Medicare.
 
9) Iraq war alone costs USA close to $1T and need another $1.2T to take care veterans health and financial liabilities.
 
10) Dollar might go down compare to others currency once foreign countries start withdraw their investment or stopped new investment in USA, i.e.  stop buying USA Bond.
 
Options to way of of this mess:
 
So what do USA have now?  President Obama's sweet talks might not bring much fruits unless he can show leadership and put new policies in place very quickly, so situation does not get out of control.  I personally think that President Obama should do the following for the love of this country.
 
1)  President Obama should provide executive order to cut military budget of $465B to only $50B.  Bring all military installation back home unless foreign countries provide the bill.
 
2) Provide middle class incentives as soon as possible.
 
3) Stop giving big money to banks but give direct loan to consumers from Govt Treasure.  I know it does not sound Capitalist,  but US Govt does not have any other option.  For example,  If I know that this consumer will not able to pay back my money,  I won't make loan to him even I get pressured from Govt unless Govt takes all the toxic assets.  Same situation, Banks are not lending even they got US Govt money.  Banks know consumers do not have enough money or may lose job soon whichever is first.
 
4) Provide stimulate money if there is any Corrective and Preventive Action (CAPA) in place for the new projects which will create jobs.
 
I hope and pray US gets out of this mess but I am very pessimistic now based on the scenario I have presented you here, unless miracle happens in USA.
