The bloodthirsty monster Mohishasur in our Mohiuddin is awakened and excited, and is ready to leap into action!

In 2004 he was jumping up and down in joy in the wake of the creation of RAB by the then Govt. He gloated in the indiscriminate killing spree of RAB, and I had a number of posts trying in vain to explain "extra-judicial killing." [Someone could check those posts in mukto-mona and dig them out].  Nothing could dampen the glee of adorer Jamai babu at the killing spree of RAB . That was the context when he retorted: (I'm paraphrasing) What else do you do with criminals other than kill them out right? Put them in jail and give them jamai ador?

Last year we got more ugly exposure of his psychopathic depravity in the discussion of the beheading of Bangladeshi men in public square in the Kingdom of Jahiliya (otherwise known as Saudi Arabia). He expressed fondness of going to watch public beheadings with his family. Readers in mukto-mona were repulsed at his lack of any sense of shame, humanity or any need to have a sense of decency.

Now he shows the same bloodthirstiness by the nakedly threatening statement below:

If government fails that and protects Sri Pijush and other killers, I believe Shibir will
take care of the killers. Therefore,  it's important that government ensures justice.

I don't agree this is the worst law and order situation in BD since liberation. We have seen much worse during BNP's time. One of the major causes of Khaleda Zia's downfall was her two sons.I don't agree situation has reached a point of no return. You may be day dreaming.

Mr. Subimol,

Thanks for your understanding.
Yes, this is the biginning of the end. When government fails to understand peoples concern they protect their
own cadres and ultimately pay the price. If Hasina government fails to win public support in next election, the main reason will
be Chatro League terrorism. As a leader Hasina  failed miserably to containher her Golden Boys
(Chatro League AZrmed Cadres). Inefficient Home MInister Miss Shahara Khatun was also equally responsible for inaction
to control Chatro League terrorism. If  Hasina appointed a strong efficient Home Minister she could have protected her public
support to win the public support. But unfortunately it's too late to act now and she can'ty change the situation overnight and
has no  power to remove unpopular inefficient Home  Minister. She is committed to keep her in this Ministry.
Law and order situtaion in the country is worst since our liberation under Home Minister Miss Shahara Khatun.

[ALOCHONA] 'Europe is poor so should live within its means'

Europe is poor so should live within its means

For decades the West has lectured the East on how to manage its economies. Not any more. Now the emerging economies of Asia look like models of steady, consistent policy and sustained growth while Europe, America and Japan are mired in debt and are growing achingly slowly, if at all.

So what can the West learn from the East?

According to former Malaysian Prime Minister Mahathir Mohamad, the message is simple but devastating: Europe must face up to the new economic reality. "Europe... has lost a lot of money and therefore you must be poor now relative to the past," he reasons in an interview with BBC World Service's Business Daily. "And in Asia we live within our means. So when we are poor, we live as poor people. I think that is a lesson that Europe can learn from Asia."

State of denial

Dr Mahathir is well qualified to pass judgement. If any Asian leader can make claim to having laid the groundwork for his country's economic expansion, it is he.

During his two decades in power, Dr Mahathir helped transform Malaysia from a sleepy former colony into an economic tiger. But his advice will not make happy reading in the capitals of Europe.

Dr Mahathir believes European leaders are in a state of denial. "You refuse to acknowledge you have lost money and therefore you are poor," he says."And you can't remedy that by printing money. Money is not something you just print. It must be backed by something, either good economy or gold."Dr Mahathir may be 86 years old, but he still holds very strong views.

In particular, he believes Europe and the West must begin the long slow process of restructuring their economies to reduce their dependence on the financial sector."I think you should go back to doing what I call real business - producing goods, providing services, trading - not just moving figures in bank books, which is what you are doing."His big bugbear is still currency trading, which he believes did huge damage to the Malaysian economy during the financial crisis that hit Asia in the late 1990s.

"Currency is not a commodity", he says."You sell coffee. Coffee… can be ground and made into a cup of coffee.
"But currency, you cannot grind it and make it into anything. It is just figures in the books of the banks and you can trade with figures in the books of banks only."There must be something solid to trade, then you can legitimately make money."

Tough message

But even if Europe takes his advice, Dr Mahathir believes there will be no quick return to economic health.
"To recover your wealth you have to work over many years to rebuild your capacities, to produce goods and services to sell to the world, to compete with the eastern countries," he says.

European workers are overpaid and unproductive, Dr Mahathir believes."I think you have paid your workers far too much money for much less work," he says."So you cannot expect to live at this level of wealth when you are not producing anything that is marketable."

His message is tough, he acknowledges, before adding with a laugh: "We used to get tough messages from you before, remember?"

"And now, what is the result? Sometimes you undermined our currency and we became very poor. Well, we learn from each other. We were Euro-centric before. I think it should be a little bit Asia-centric now."

A tough message indeed.

[ALOCHONA] No maintenance puts major bridges at risks

No maintenance puts major bridges at risks

No periodical maintenance of major bridges and infrastructures has reduced the longevity putting at risks important bridges such as Jamuna, Meghna and Kanchpur bridges and other structures such as highways, experts said.

Experts also said that successive governments had not ensured periodical maintenance of the infrastructures only because projects funded by donors could be initiated whenever the structures would be at risk.

The poor condition of the Kanchpur, Meghna and Meghna-Gumti bridges for lack of maintenance has compelled the government to speed up efforts to build three bridges alongside the old ones to ensure uninterrupted traffic on the Dhaka–Chittagong Highway.

On the other hand, lack of initiatives to repair the cracks in the Bangabandhu Bridge that were detected five years ago has widened the cracks, threatening the life-span of the bridge and its load capacity.

'Yes, of course, lack of maintenance reduces the longevity of infrastructures such as bridges and highways and put them at risk,' Jamilur Reza Choudhury, who headed the first investigation team for the Bangabandhu Bridge, told New Age on Saturday.

Jamilur Reza said that engineers at the time of sketching the design of a bridge or an infrastructure give a time line of when what kind of maintenance of the infrastructure should be carried out.'Certain maintenance work is needed to be carried out at certain intervals and if the maintenance work mentioned by the engineers concerned is not carried out in time, the infrastructure loses its lifespan,' Choudhury opined.'The present condition of the Meghna Bridge shows what can happen if the maintenance work is not carried out in time,' he said.

The Meghna Bridge is under a threat as riverbed scouring has made several piers vulnerable while a high traffic volume and overloaded trucks are damaging the deck prompting the authorities to operate ferry services for heavy vehicles to reduce pressure on the bridge.

Experts who surveyed the bridge called for immediate repairs. The Meghna Bridge is crucial to smooth road communications between Dhaka and Chittagong.Jamilur Reza, involved with different big projects of the government including the proposed Padma Bridge, said that governments often remained apathetic to disbursement of and looked towards foreign funds for repairs of the infrastructures at one go.

In reference to the Meghna Bridge, the authorities' pre-emptive measures could have easily stopped the bridge from running into the situation it is today.Roads and Highways Department engineers believe that the scouring of the riverbed could have been the result of large vessels plying underneath.

Former vice-chancellor of Bangladesh University of Engineering and Technology AMM Shafiullah said, 'Fast water flow has caused the scouring. The RHD should have monitored the bridge and resolved all the problems.'Retired additional chief engineer of the Roads and Highways Department MA Muqtadir Belal, who was the project director of the Bhairab Bridge, also echoed wbat Jamilur Reza said, saying that the maintenance work was carried out in such as way for any of the big bridges.

He said that bathymetric surveus should be conducted every 15 days to get a detailed topographic data of the riverbed and riverbanks for every bridge.'But, as far as I know, such a survey has been not been conducted for any of the bridges,' said Muqtadir, also the managing director of Structural Services Limited.

At the time of construction of the Bhairab Bridge, 'We appointed a joint-venture company, Sigma-RCL, to operate and maintain the bridges apart from toll collection.'But such a mechanism does not exist in the case of other bridges, he added.

RHD executive director Abdullah Al Mamun said there were many reasons for lack of maintenance work of the bridges. He, however, declined to give the details.

It has become essential to build three bridges as trouble with any of the existing bridges will severely hamper transport of goods through the country's busiest highway, communications ministry officials said.

The communications minister, Obaidul Quader, recently visited the three bridges and said that they were risky. He directed RHD officials to repair the bridges immediately to ensure uninterrupted vehicle movement on the highway.

Construction of three bridges with four lanes will require an estimated Tk 2,500 crore. The one alongside the Kanchpur Bridge will cost about Tk 900 crore, the new Meghna Bridge nearly Tk 830 crore and the new Meghna-Gumti bridge about Tk 700 crore. The bridges will be constructed under three projects that will include renovation of the three old bridges, ministry officials said.

The Japan International Cooperation Agency has showed interest in financing the projects, they said.'A JICA team arrived in Dhaka on December 26, 2011 and the team is conducting a study on the Kanchpur and Meghna-Gumti bridges,' said Shahanuddin Khan, superintending engineer of the Roads and Highways Department (Dhaka Circle). He said that the communications ministry had requested JICA to finance also the new Meghna Bridge.

[ALOCHONA] Smart Minister: Extortion be made legal

Minister pulls for extortion

Shajahan Khan asks JS body to recommend legalising the crime to stop rampant corruption in transport sector

It was none but a minister who before a parliamentary sub-committee yesterday demanded that extortion be made legal to stop rampant corruption in the transport sector.

Shipping Minister Shahjahan Khan, who heads the Bangladesh Sarak Paribahan Sramik Federation, made the mind-boggling demand before the committee yesterday. Transport leaders led by him did not stop there; they placed a 17-point demand before the committee, in which they chalked out ways of how the "legal toll collection" would be made from buses, trucks, auto-rickshaws and labourers working in the sector.

In defence of their demands, Shahjahan Khan and Khandaker Enayet Ullah, a top transport owners' leader, yesterday said illegal money collection would stop on the country's roads once "toll collection" was legalised.

The controversial minister became the talk of the country last year when he suggested that professional drivers did not need education.

The transport leaders yesterday asked the sub-committee to form another committee led by none other than Shipping Minister Shajahan Khan to implement their recommendations. They also wanted Jatiya Party leader Moshiur Rahman Ranga, executive president of Bangladesh Sarak Paribahan Samity, and six others as members of the committee.

The parliamentary sub-committee, chaired by M Israfil Alam, held the meeting with top leaders of transport labourers and owners at the Jatiya Sangsad Bhaban yesterday to devise ways of stopping raging extortion in the sector. The committee had its first meeting on October 13 last year.

After the first meeting, the sub-committee informed reporters that transport workers' leaders, especially a minister-led labour organisation, were running an extortion regime and the minister's organisation was having the largest piece of the pie."It collects at least Tk 51 crore a year in the name of raising funds for workers' welfare," Israfil told reporters, quoting other transport leaders, following the October meeting.

The sub-committee chief had said at the time that its findings were only the tip of the iceberg and they were yet to get the full picture. He had said rampant "toll collection" resulted in transport fare hikes by 40 to 200 percent. People end up paying high fares and also increased prices for all commodities, he said.According to the sub-committee, more than 23 lakh workers are employed in the transport industry, which has over 5 lakh buses. There are 7,490 workers' unions, 510 workers' organisations and 412 bus owners' associations.

At yesterday's meeting of the sub-committee, Shahjahan Khan, Enayet Ullah and others demanded fixing a minimum charge which labourers and owners would pay to run their respective bodies. They said labourers and owners organisations operating light vehicles and auto rickshaws should be allowed to charge each vehicle Tk 20 a day to run their organisations.Truck owners and labourers organisations should be allowed to collect Tk 20 a day from each member as organisation running cost, said the recommendation placed before the committee. They also recommended that each bus and truck pay Tk 20 on ferries to meet the expenses of labourers working there.

At the goods loading and unloading points, every truck would have to pay Tk 10. Trucks would have to pay Tk 10 at the beginning and conclusion of every journey.Leaders of labourers and bus-truck owners organisations recommended that every inter-district bus and truck pay Tk 20 each to labourers and owners unions. The leaders want payment of Tk 20 for each vehicle requisitioned for the labourers' and owners' unions and to compensate vehicle owners as also meet the daily expenses of labourers.

Shahjahan Khan, labour leaders and Enayet Ullah-led transport owners' leaders yesterday also recommended the formation of a committee comprising all stakeholders to implement policies on running their organisations and different bus terminals. The committee yesterday did not make any observation regarding the 17-point demand that was placed before it.

Re: [mukto-mona] What happened in Cricket inauguration in Dhaka--please read--daily Naya Diganta editorial

There is a need for competition in the sports' business. I am not sure about the structure of BPL. If BPL is not a private organization, it should be. Government should not manage this organization; government treasury should receive a fixed percentage of BPL's revenue only. In that case, government won't need worry about how they spend their money. If government wants to control this organization, it will fail due to massive corruption and fraud. It seems like - there is too much money in the game, which is well and good. I hope it is not subsidized by the government treasury. Government needs to stay out.

Based on the report, it appears that cricket fans were happy and the whole thing was a blast. As long as the whole finale was not funded by the government funds, I am all for it. If it was done with government funds, that will be a total disgrace, when millions of people are struggling to survive each day.
