They are replacing phensidyl with equally destructive Codeine because of severe criticism and mounting pressure against phensidyl.The BGB commander urged the police to provide them copy of final report or charge sheets of drug cases for assisting them to arrest the drug dealers.The meeting was informed that at least 32 codeine manufacturing factories are located on Indian side of 238 km Satkhira border.

India raises 16 new BSF battalions, chopper bases along Bangla border

Bangladesh's closest neighbour, India, has not stopped killing unarmed citizens along the border despite repeated requests from Bangladesh side and official commitments made by Indian authorities.
   'It is the BSF which opens fire which results in Bangladesh's unarmed people being killed. That is where our concerns are,' said Border Guards Bangladesh (BGB) Director General Major General Rafiqul Islam at the end of a five-day biannual border coordination conference in New Delhi between the BGB and the BSF last month. He said Bangladesh wanted the BSF to follow 'rules of engagement, which are internationally accepted'.
   BSF Director General Raman Srivastava responded to Dhaka's concerns saying that India was introducing non-lethal weapons, primarily to avoid casualties along the India-Bangladesh border.
   However, BSF DG's commitment to provide non-lethal weapon to his forces has not been fulfilled by Indian authorities. But Bangladesh has provided its border guards with mere batons to face the bullets in guarding her sovereignty.
   Taking the advantage of friendship with the Awami League government, Delhi has initiated a series of mega plans for increasing vigil along the 4,095 km international border with Bangladesh, including raising of new battalions of the Border Security Force (BSF), creation of helicopter bases, construction of a new frontier headquarters of the BSF etc.
   According to The Assam Tribune, the Inspector General (Operations) of BSF, H Desai said last week that the process of raising 16 new battalions of the border guarding force has started and the new additions to the force would be used exclusively for increasing vigil along the international border with Bangladesh. He said that the process of raising new battalions is likely to be completed by end of this year.
   Desai, who is holding additional charge of IG, Assam-Meghalaya frontier, said that the new battalions would be deployed in the vulnerable patches along the international border, including the riverine border areas. He said that the riverine international border in West Bengal, Assam, Mizoram and Tripura are considered most vulnerable and the other patches along the border have also been identified for deployment of the forces to improve border management.
   The new frontier headquarter of the BSF, headed by an officer of the rank of IG, would start functioning in Guwahati from July or August this year. He said that the new frontier headquarter would look into the international border in the Dhubri sector of Assam up to Coochbehar. At present, the frontier headquarter in Shillong is looking after the Assam-Meghalaya sector and after the establishment of the new frontier headquarter, the Shillong office would exclusively look into the international border in Meghalaya. A new office of the DIG of the BSF has also been established in Jowai in Meghalaya.
   
   Helicopter bases
   To augment use of helicopters by the personnel of the border guarding force in difficult terrain, the Government of India has sanctioned creation of helicopter bases of the force in the Northeast. One such base has already been created in Tripura and another base would be created in Guwahati. Desai said that the BSF has already been using helicopters to provide supplies to the border outposts located in the remote areas, but with the establishment of the helicopter bases, the force would be able to make more frequent use of choppers whenever required.
   The Government of India has also sanctioned installation of floodlights all along the border with Bangladesh, which will be a great boost to the BSF personnel deployed along the Indo-Bangladesh border. India's Border Management Wing of the Ministry of Home Affairs (MHA), is monitoring the process of installation of floodlights and the BSF is providing the required support to the personnel engaged in the job. Back-up generators would be provided to ensure that the floodlights function even in case of power cuts.
   BSF IG Desai further revealed that the relation between the BSF and the Bangladesh Border Guards improved considerably with the holding of regular meetings and hoped that the joint survey to settle the disputes would be completed soon. The process of installation of "single fencing" in areas where the fencing cannot be constructed 150 yards within the Indian territory also started in patches of the border in consultation with the Bangladesh authorities.
   It may be mentioned here that India has 4,095 kilometres of border with Bangladesh, of which 2,216 kilometres are in West Bengal, 856 kilometres in Tripura, 443 kilometres in Meghalaya, 318 kilometres in Mizoram and 262 kilometres are in Assam.
   Meanwhile, another report published in The Assam Tribune last week reveals that differences with Bangladesh over "areas under adverse possession" in the Meghalaya sector of India continues to persist while talks to resume the joint border survey remains uncertain. It has been close to a month that the two sides agreed to talk and frame modalities and begin the stalled joint survey of the remaining areas under adverse possession.
   The major point of difference is in nine areas which is "adversely held by India" and claimed by Bangladesh. The nine areas include, Pyrdiwah, Lyngkhat, Amki-Amjalong, Ranghong, Naljiri, Tamabil, Kurinala and Muktapur mostly in East Khasi Hills and Jaintia Hills districts of Meghalaya and Sylhet district in Bangladesh.
   India and Bangladesh have so far surveyed 80 per cent of the International border. A large tract of this area has been fenced. Survey and subsequent sealing of the rest of the border would help India tackle cross border insurgency, smuggling and other illegal activities more efficiently. "There is no progress to start the joint border survey in the Meghalaya sector," an Indian survey official said.
   The joint border survey started last year after a mutually agreed understanding between the two neighbours. Survey work of Lobacheera, a tea growing area, held in adverse possession of Bangladesh was completed, although details are yet to be exchanged between the two nations. But, the survey work was stopped thereafter on December 23 amidst claims and counter-claims by Indian and Bangladeshi surveyors that border guards were interfering in the survey works. After a hiatus of over three months, Bangladesh's Directorate of Land Record and Survey initiated the talks to resume the stalled joint survey on April 5 this year. But, so far the talks have been fruitless.

The Kaspersky Kidnapping - Lessons Learned

On April 24, officers from the anti-kidnapping unit of Moscow's Criminal Investigation Department and the Russian Federal Security Service (FSB) rescued 20-year-old Ivan Kaspersky from a dacha in Sergiev Posad, a small town about 40 miles northeast of Moscow. Kaspersky, the son of Russian computer software services billionaire Eugene Kaspersky (founder of Kaspersky Lab), was kidnapped on April 19 as he was walking to work from his Moscow apartment. A fourth-year computer student at Moscow State University, Kaspersky was working as an intern at a software company located near Moscow's Strogino metro station.

Following the abduction, Kaspersky was reportedly forced to call his father and relay his captors' demands for a ransom of 3 million euros ($4.4 million). After receiving the ransom call, the elder Kaspersky turned to Russian law enforcement for assistance. On April 21, news of the abduction hit the Russian and international press, placing pressure on the kidnappers and potentially placing Kaspersky's life in jeopardy. In order to defuse the situation, disinformation was leaked to the press that a ransom had been paid, that Kaspersky had been released unharmed and that the family did not want the authorities involved. Kaspersky's father also contacted the kidnappers and agreed to pay the ransom. Responding to the ruse, four of the five members of the kidnapping gang left the dacha where Kaspersky was being held to retrieve the ransom and were intercepted by Russian authorities as they left. The authorities then stormed the dacha, arrested the remaining captor and released Kaspersky. The five kidnappers remain in custody and are awaiting trial.

According to Russia's RT television network, Russian officials indicated that the kidnapping was orchestrated by an older couple who were in debt and sought to use the ransom to get out of their financial difficulties. The couple reportedly enlisted their 30-year-old son and two of his friends to act as muscle for the plot. Fortunately for Kaspersky, the group that abducted him was quite unprofessional and the place where he was being held was identified by the cell phone used to contact Kaspersky's father. Reports conflict as to whether the cell phone's location was tracked by the FSB, the police anti-kidnapping unit or someone else working for Kaspersky's father, but in any case, in the end the group's inexperience and naivete allowed for Kaspersky's story to have a happy ending.

However, the story also demonstrates that even amateurs can successfully locate and abduct the son of a billionaire, and some very important lessons can be drawn from this case.

The Abduction

According to the Russian news service RIA Novosti, Kaspersky's abductors had been stalking him and his girlfriend for several months prior to the kidnapping. This pre-operational surveillance permitted the kidnappers to determine Kaspersky's behavioral patterns and learn that he did not have any sort of security detail protecting him. Media reports also indicate that the kidnappers were apparently able to obtain all the information they required to begin their physical surveillance of the victim from information Kaspersky himself had posted on Vkontakte.ru, a Russian social networking site. According to RT, Kaspersky's Vkontakte profile contained information such as his true name, his photo, where he was attending school, what he was studying, who he was dating, where we was working for his internship and even the addresses of the last two apartments where he lived.

Armed with this cornucopia of information, it would be very easy for the criminals to establish physical surveillance of Kaspersky in order to gather the additional behavioral information they needed to complete their plan for the abduction. Kaspersky also appears to have not been practicing the level of situational awareness required to detect the surveillance being conducted against him — even though it was being conducted by amateurish criminals who were undoubtedly clumsy in their surveillance tradecraft. This lack of awareness allowed the kidnappers to freely follow him and plot his abduction without fear of detection. Kaspersky made himself an easy target in a dangerous place for high net worth individuals and their families. While kidnapping for ransom is fairly rare in the United States, Russian law enforcement sources report that some 300 people are kidnapped for ransom every year in Russia.

Denial

In terms of being an easy target, Kaspersky was not alone. It is not uncommon for the children of high net worth families to want to break free of their family's protective cocoon and "live like a regular person." This means going to school, working, dating and living without being insulated from the world by the security measures in place around their parents and their childhood homes. This tendency was exemplified by the well-publicized example of George W. Bush's twin daughters "ditching" their Secret Service security details so they could go out and party with their friends when they were in college.

Having personally worked as a member of an executive protection detail responsible for the security of a high net worth family, I have seen firsthand how cumbersome and limiting an executive protection detail can be — especially a traditional, overt-security detail. A low-key, "bubble-type" detail, which focuses on surveillance detection and protective intelligence, provides some space and freedom, but it, too, can be quite limiting and intrusive — especially for a young person who wants some freedom to live spontaneously. Because of the very nature of protective security, there will inevitably be a degree of tension between personal security and personal freedom.

However, when reacting to this tension, those protected must remember that there are very real dangers in the world — dangers that must be guarded against. Unfortunately, many people who reject security measures tend to live in a state of denial regarding the potential threats facing them, and that denial can land them in trouble. We have seen this mindset most strongly displayed in high net worth individuals who have recently acquired their wealth and have not yet been victimized by criminals. A prime example of this was U.S billionaire Eddie Lampert, who at the time of his abduction in 2003 did not believe there was any threat to his personal security. His first encounter with criminals was a traumatic kidnapping at gunpoint. But this mindset can also appear in younger members of well-established families of means who have not personally been victimized by criminals.

It is important to realize, however, that the choice between security and freedom does not have to be an either/or equation. There are measures that can be taken to protect high net worth individuals and children without employing a full protective security detail. These same measures can also be applied by people of more modest means living in places such as Mexico or Venezuela, where the kidnapping threat is pervasive and extends to almost every strata of society, from middle-class professionals and business owners to farmers.

In this type of environment, the threat also applies to mid-level corporate employees who serve tours as expatriate executives in foreign cities. Some of the cities they are posted in are among the most crime-ridden in the world, including such places as Mexico City, Caracas, Sao Paulo and Moscow. When placed in the middle of an impoverished society, even a mid-level executive or diplomat is, by comparison, incredibly rich. As a result, employees who would spend their lives under the radar of professional criminals back home in the United States, Canada or Europe can become prime targets for kidnapping, home invasion, burglary and carjacking in their overseas posts.

The Basics

Before anything else can be done to address the criminal threat, like any other issue, the fact that there is indeed a threat must first be recognized and acknowledged. As long as a potential target is in a state of denial, very little can be done to protect him or her.

Once the threat is recognized, the next step in devising a personal protection system is creating a realistic baseline assessment of the threat — and exposure to that threat. This assessment should start with some general research on crime and statistics for the area where the person lives, works or goes to school, and the travel corridors between these places. The potential for natural disasters, civil unrest — and in some cases the possibility of terrorism or even war — should also be considered. Based on this general crime-environment assessment, it might be determined that the kidnapping risk in a city such as Mexico City or Moscow will dictate that a child who has a desire to attend university without a protective security detail might be better off doing so in a safer environment abroad.

Building on these generalities, then, the next step should be to determine the specific threats and vulnerabilities by performing some basic analyses and diagnostics. In some cases, these will have to be performed by professionals, but they can also be undertaken by the individuals themselves if they lack the means to hire professional help. These analyses should include:

  • In-depth cyberstalking report. Most of the people for whom we have conducted such reports have been shocked to see how much private information analysts are able to dig up on the Internet. This information is available for free (or for a few dollars) to anyone, including criminals, who might be targeting people for kidnapping, extortion or other crimes. The problem of personal information being available on the Internet is magnified when potential targets gratuitously post personal information online, as in the Kaspersky case. Even in cases where personal information is available only to online "friends," it is quite easy for savvy Internet users to use a false social networking account with an attractive photo to social engineer their way into a circle of friends using common pretexting tactics. Therefore, potential targets need to be extremely careful what they post online, and they also must be aware of what information about them is publicly available on the Internet and how that information may make them vulnerable to being targeted. If it is determined that the information available makes them too vulnerable, changes may have to be made.
  • Baseline surveillance diagnostics. Surveillance diagnostics is a blend of surveillance-detection techniques that are designed to determine if an individual is under systematic criminal surveillance. This can be conducted by the potential targets themselves, if they receive the necessary training, or by a specialized professional surveillance-detection team. As the name suggests, this diagnostic level helps establish a baseline from which to plan future security and surveillance-detection operations.
  • Route analysis. This type of analysis examines the regular travel routes of a potential target in order to identify locations such as choke points that can be used by criminals for surveillance or to conduct an attack. Route analysis can be performed by the same team that conducts surveillance diagnostics, or even by a potential target if the person will thoughtfully examine his or her daily travel routes. Such an analysis allows the potential target to be cognizant of such locations and of the need to increase situational awareness for signs of surveillance or a potential attack as he or she passes through them — especially during a highly predictable move like the morning home-to-work commute.
  • Physical security surveys. Such surveys are performed for the home, workplace or school of the potential target. While individuals can effectively conduct such surveys using common sense, a professional assessment can be useful and will often be performed for free by alarm companies. Obviously, any security upgrades required at a workplace or school will require coordination with the security managers for these locations.
  • Response capability assessment. This is a realistic assessment of the capabilities and responsiveness of the local police and security forces as well as fire and medical first-responders. In some places, security personnel themselves may be involved in criminal activity, or prove to be generally unresponsive or incompetent. Knowing their true capabilities is necessary to create a realistic security plan.

There are some very good private training facilities that can provide individuals with training in things like attack recognition/avoidance, surveillance detection and route analysis as well hands-on skills like tactical driving.

Guns Alone Are Not the Answer

Even if a potential target is being afforded a protection detail, it must be remembered that guards with guns are not in and of themselves a guarantee of security. If a group is brazen enough to undertake a kidnapping, they will in many cases and many places not hesitate to use deadly force in the commission of their crime. If they are given free rein to conduct pre-operational surveillance, they will be able to make plans to overcome any security measures in place, including the neutralizing of armed security personnel.

After recognizing that a threat indeed exists, the next key concept that potential targets need to internalize is that criminals are vulnerable to detection as they plan their crimes, and that ordinary people can develop the skills required to detect criminal activity and take measures to avoid being victimized. The fact is, most criminals practice terrible surveillance tradecraft. They are permitted to succeed in spite of their lack of skill because, for the most part, people simply do not practice good situational awareness.

The good news for potential targets is that being aware of one's surroundings and identifying potential threats and dangerous situations is more a mindset or attitude than a hard skill. Because of this, situational awareness is not something that can be practiced only by highly trained government agents or specialized surveillance detection teams — it is something that can be practiced by anyone with the will and the discipline to do so. In the Kaspersky case, it is very likely that had the young man been practicing good situational awareness, he would have been able to note the criminals conducting surveillance on him and to take appropriate action to avoid being kidnapped.

Armed guards, armored vehicles and other forms of physical security are all valuable protective tools, but they can all be defeated by kidnappers who are allowed to form a plan and execute it at the time and place of their choosing. Clearly, a way is needed to deny kidnappers the advantage of striking when and where they choose or, even better, to stop a kidnapping before it can be launched. This is where the intelligence tools outlined above come into play. They permit the potential target, and any security officers working to protect them, to play on the action side of the action/reaction equation rather than passively waiting for something to happen.

[ALOCHONA] Lessons from a Donkey's Getting Rid of a Pitfall



One day a farmer's donkey fell down into a well. The animal cried piteously for hours as the farmer tried to figure out what to do. Finally, he decided the animal was old, and the well needed to be covered up anyway; it just wasn't worth it to retrieve the donkey.

 

He invited all his neighbors to come over and help him. They all grabbed a shovel and began to shovel dirt into the well. At first, the donkey realized what was happening and cried horribly. Then, to everyone's amazement he quieted down.

 

A few shovel loads later, the farmer finally looked down the well. He was astonished at what he saw. With each shovel of dirt that hit his back, the donkey was doing something amazing. He would shake it off and take a step up.

 

As the farmer's neighbors continued to shovel dirt on top of the animal, he would shake it off and take a step up. Pretty soon, everyone was amazed as the donkey stepped up over the edge of the well and happily trotted off!

 

MORAL:
Life is going to shovel dirt on you, all kinds of dirt. The trick to getting out of the well is to shake it off and take a step up. Each of our troubles is a steppingstone. We can get out of the deepest wells just by not stopping, never giving up! Shake it off and take a step up.

Jatinga Bird Mystery Promotes Tourism in Assam



The world is often thrown into mystical debates by the occurrence of unexplained phenomenon which initiates scientific search for answers. Something similar happened in the beginning of this year in many parts of the world. Some are inclined towards believing that such incidents are a sign that the world is coming to an end in 2012 as predicted and believed by many. Others, especially from the scientific group are suggesting that it's all natural and there is nothing to worry or be really alarmed of at least as for as the 2012 fear is concerned.

It started as a welcoming note during the advent of the new year 2011.  A large number of drum fish reportedly washed up dead on the shores of the Arkansas River in U.S. on New Year's Eve. An estimated number of around 5,000 dead red-winged blackbirds dropped from the sky as well. The Southern American country of Brazil witnessed 100 tons of dead sardines wash up its shores. While in another continent, New Zealand reported millions of tiny fish going belly up in Chesapeake of Maryland. The list recently added 100 jackdaws that were found dead in Sweden while approximately 40,000 devil crabs washed ashore along Kent coast beaches of England.

Scientists are still trying to figure out the exact cause of such mass dying of animals across the globe. Experts are claiming that mass die-offs are common due to weather, disease or poisonings. While research for answers and anticipation goes on, a small village in Assam in Northeastern part of India struck my mind. The place has a long history of an unexplained natural phenomena that has also become a boon for tourism. Scientists and experts are still looking for answer and struggling to solve this natural mystery.

As fog comes on a moonless night….

Jatinga turns into an island of search light,
And birds appear like ghosts from nowhere.

Jatinga is a village on a ridge, which is located in the North Cachar Hills district of Assam State in India. Jatinga is the only hill station in the State, located at the foothills of the Borail range. It is located 330 km south of Guwahati city and it proudly hosted the first three-day International Jatinga Festival last year. The main attraction of the festival is the decades old rare bird phenomenon that occurs every year in the village. On a moonless night, when the mist and fog bearing south-westerly winds blow over the Jatinga valley, different species of local migratory birds are believed to get attracted to strong light sources or bird trap lights. It is believed that birds get caught in the fog and wind, get disoriented and seek solace of the light sources put up by the villagers. They hit against trees or other objects and get injured in their flight towards the light source and drop dead.

According to historical belief, the village was originally inhabited by the Jeme Naga people. But the Jeme Naga abandoned the village as they believed it was the demon coming in the form of birds. Some Jaintia people who came there around 1903 in search of suitable land for growing betel nut stayed back as they found the place very suitable. The village later became a popular destination for many in the 1980s due to the bird phenomenon. However in recent times, insurgency played havoc and visitors count fell down badly. Currently with the cease fire pact signed between existing insurgency groups and the government, tourism spell is back in the village. The village is back on the tourism map, and the festival build around the bird phenomenon is also acting as a vehicle for spreading the message of communal harmony amongst the people of the area.

It took long to discover the bird phenomenon and it's taking longer to explain the cause or find answer, but it did well for the village and tourism industry in the state. (NaturalNews) Fasting has been a popular practice among health conscious individuals for centuries. In general, doctors have discouraged the practice of fasting deeming it a dangerous fad among ignorant health seekers. Recent research has proven that regular fasting is not merely a fad, but a health promoting practice. Research conducted at Intermountain Medical Center's Heart Institute identified several health benefits offered through periodic fasting.

Dr. Benjamin Horne stated that 'fasting is not just an indicator for a healthy lifestyle, it is actually the fasting that reduces the risk of disease.' During fasting, the body utilizes fat as a source of fuel instead of glucose. This results in a decrease in fat cells within the body reducing the risks for high cholesterol, insulin resistance, and diabetes according to Dr. Horne. The benefits in the study were seen by merely skipping at least two meals on a regular basis.

Researchers conducted the study on over 200 individuals consisting of patients from the medical center and healthy volunteers. One group eliminated both food and drink for 24 hours while the other group performed a water-only fast. Participants were monitored for the duration of the study to evaluate cardiac risk factors, markers of metabolic risk, and general health assessments. Fasting improved blood glucose levels, reduced body fat, and lowered triglycerides after the fast was completed. Many of the participants were regular fasters, so researchers set out to isolate the benefits of fasting with a follow-up study.

Researchers conducted a second study to ensure the results were not merely the result of a healthier lifestyle among fasters. They selected a group of individuals who did not engage in regular fasting. The participants were evaluated for general health markers and then put on a 24 hour water fast. X-ray scans revealed narrowing of the arteries in around 75 percent of those who didn't fast. In contrast, clogged arteries only affected 63 percent of those in the earlier study who engaged in regular fasting. Researchers began to uncover the health benefits of regular fasting.

Planned, periodic fasting increases human growth hormone that regulates glucose and insulin in the body. Human growth hormone increases the metabolism and burning of fat stores. The increased HGH levels seen during fasting can reduce insulin resistance and diabetes risk. In the study, regular periodic fasting reduced the risk of diabetes in half.

Dr. Horne stated that fasting could prevent the onset of diabetes for those who are at risk and it can improve general overall health. Patients were evaluated in the coronary artery study from 1994 to 2002 and it was found that those who participated in periodic fasting had lower risk of coronary artery disease and diabetes risk. Several doctors with Intermountain Medical Center's Heart Institute are presenting their recent discovery on the physiological benefits from fasting at the American College of Cardiology in New Orleans. Regular, periodic fasting of merely two meals per month can offer significant health benefits and should become a regular part of a health promoting lifestyle.

Chittagong rights violations continue, says UN

DHAKA, 28 April 2011 (IRIN) - The Chittagong Hill Tracts Peace Accord has yet to be fully implemented, with human rights violations continuing more than a decade after it was signed in December 1997 says the UN.

The accord ended a 25-year low-intensity guerrilla war between 11 indigenous groups (Jumma) and the government and was intended to establish self-governance in this southeastern part of Bangladesh, home to half a million people.

However, a recent study by UN Rapporteur Lars-Anders Baer found an extensive military presence and ongoing land disputes in the Chittagong Hill Tracts (CHT) in 2010.

"When the idea of the study was presented to the UN's Economic and Social Council, the Bangladesh delegation... argued that there were no 'indigenous' people in Bangladesh. This was a surprise," he told IRIN.

Raja Devavish Roy, king of the Chakma Circle, the largest ethnic group in the Jumma, who was also appointed to the UN Permanent Forum on Indigenous Issues, says a widespread lack of knowledge about the area's long history of autonomy has resulted in discrimination against its inhabitants.

"In the Chittagong Hill Tracts, all Millennium Development Goals... are well below the national average," Devavish said.

The study states that "gross human rights violations" continue, including "arbitrary arrests, torture, extra-judicial killings, harassment of rights activists and sexual harassment".

It recommends that the government formally endorse the UN Declaration on the Rights of Indigenous Peoples and that the Human Rights Commission of Bangladesh investigate alleged human rights violations.

Displaced

During the insurgency, about 70,000 indigenous people fled Bangladesh and more than 100,000 were internally displaced. The study found that most international refugees had been repatriated and rehabilitated; however, "no practical steps have been taken to rehabilitate the internally displaced persons".

But State Minister Jatindra Lal Tripura MP, chairman of the Taskforce for Repatriation of Tribal Refugees and the Rehabilitation of Internally Displaced People, insisted: "The current situation is better than the past. At present, there is harmony and peace [in CHT]."

De-militarization

According to the report, a third of Bangladesh's army is deployed in the CHT, an area that comprises just a tenth of the country's territory.

"This is an excessive amount, by any standards, especially in a country not participating in a war," the study says.

The report cites the military presence as the main reason for human rights violations against the local population and says the withdrawal of temporary military camps is "crucial for re-establishing normalcy".

But how the military factor into establishing and maintaining peace in CHT remains unclear, Baer said. "The government has been open, but a big problem has been gathering relevant information about... the military presence in CHT. The 'black hole', so to speak, in my work, is the role of the military establishment in the CHT peace process," Baer said.

Land rights

According to the study, disputed land rights remain the most important issue, with forced evictions and expropriation of ancestral lands continuing at an "alarming rate".

The Bangladesh government has long seen the CHT as empty land on to which it can move poor Bengali settlers, with scant regard for the area's Jumma inhabitants, activists insist.

"The government set up the land commission [to settle land disputes] without due consideration of the opinions of the indigenous community. Therefore, indigenous people feel an unwillingness to cooperate with it," said National Human Rights Commission chairperson Mizanur Rahman.

The study recommends that the government create a timeline for implementing all remaining provisions of the accord, warning that failure to do so could lead to "renewed political instability and ethnic conflict in the region".

On 21 April, Survival International - an organization working for the rights of tribal people worldwide - reported that six indigenous Jumma villages were razed to the ground and many Jumma were attacked by Bengali settlers in the CHT.

Violence erupted when Jumma landowners discovered settlers clearing their land and building shelters. A fight ensued that resulted in the death of three settlers. Following this incident, settlers, with the support of the army, burned down more than 90 Jumma houses and at least 20 Jummas were injured, the UK-based group reported.

US authorities describe the main Pakistani intelligence service as a terrorist organisation in secret files obtained by the Guardian.

Recommendations to interrogators at Guantánamo Bay rank the Inter-Services Intelligence Directorate (ISI) alongside al-Qaida, Hamas and Hezbollah in Lebanon as threats. Being linked to any of these groups is an indication of terrorist or insurgent activity, the documents say.

"Through associations with these … organisations, a detainee may have provided support to al-Qaida or the Taliban, or engaged in hostilities against US or coalition forces [in Afghanistan]," says the document, dated September 2007 and called the Joint Task Force Guantánamo Matrix of Threat Indicators for Enemy Combatants. It adds that links to these groups is evidence that an individual poses a future threat.

The revelation that the ISI is considered as much of a threat as al-Qaida and the Taliban will cause fury in Pakistan. It will further damage thealready poor relationship between US intelligence services and their Pakistani counterparts, supposedly key allies in the hunt for Osama bin Laden and other Islamist militants in south Asia.

Relations between America and Pakistan have been tense for years. A series of high-level attempts have been made in recent weeks to improve ties after the American CIA contractor Raymond Davis killed two Pakistanis in January.

In November the Guardian published evidence that US intelligence services had been receiving reports of ISI support for the Taliban in Afghanistan for many years. The reports were frequent and detailed, if unconfirmed and sometimes speculative.

The Threat Indicator Matrix is used to decide who among the hundreds of Guantánamo detainees can be released. The ISI is listed among 36 groups including Egyptian Islamic Jihad, led by al-Qaida deputy leader Ayman al-Zawahiri; the Sabotage Battalion of Chechen Martyrs; the Iranian intelligence services; and the Muslim Brotherhood.

Though the document dates from 2007 it is unlikely the ISI has been removed from the current Threat Indicator Matrix.

In classified memos outlining the background of 700 prisoners at Guantánamo there are scores of references, apparently based on intelligence reporting, to the ISI supporting, co-ordinating and protecting insurgents fighting coalition forces in Afghanistan, or even assisting al-Qaida. Pakistani authorities have consistently denied any links with insurgents in Afghanistan or al-Qaida.

The documents detail extensive collaboration between the ISI and US intelligence services. Many of those transferred to Guantánamo Bay, including senior al-Qaida figures such as Khaled Sheikh Mohammed, who planned the 9/11 attacks, and Abu Farraj al-Libbi, one of the group's most capable operators, were arrested with Pakistani help or turned over to American authorities by Pakistani intelligence services.

The memos rely on a variety of sources to make their case. Though the broad argument for releasing or detaining an individual has sometimes been made public during military tribunals at Guantánamo, the material underpinning those arguments has remained secret until now. Sources for that material include the interrogation of the detainee whose release is being discussed, as well as the records of the questioning of hundreds of other prisoners.

Intelligence from elsewhere, including foreign spy agencies such as the Afghan National Directorate of Security, appears to have been extensively used. There is little independent corroboration for the reporting and some of the information is likely to have been obtained under duress. Systematic human rights abuses have been recorded at Guantánamo.

The details of the alleged ISI support for insurgents at the very least give an important insight into the thinking of American strategists and senior decision-makers who would have been made aware of the intelligence as it was gathered. Many documents refer to alleged ISI activities in 2002 or 2003, long before the policy shift in 2007 that saw the Bush administration become much more critical of the Pakistani security establishment and distance itself from Pervez Musharraf, who was president.

One example is found among reasons given by Guantánamo officials for the continued detention of Harun Shirzad al-Afghani, a veteran militant who arrived there in June 2007. His file states he is believed to have attended a meeting in August 2006 at which Pakistani military and intelligence officials joined senior figures in the Taliban, al-Qaida, the Lashkar-e-Taiba group responsible for the 2008 attack in Mumbai and the Hezb-e-Islami group led by Gulbuddin Hekmatyar.

The meeting was to discuss operations in Afghanistan against coalition forces, says the memo. It cites an unidentified letter in the possession of US intelligence services describing the meeting which, it says, ended with a decision by the various insurgent factions "to increase terrorist operations in the Kapisa, Kunar, Laghman and Nangarhar provinces [of Afghanistan], including suicide bombings, mines, and assassinations".

Harun Shirzad al-Afghani was reported to have told his interrogators that in 2006 an unidentified Pakistani ISI officer paid 1m Pakistani rupees to a militant to transport ammunition to a depot within Afghanistan jointly run by al-Qaida, the Taliban and Hekmatyar's faction.

According to Afghani, who was captured in the eastern Nangarhar province, the depot contained "about 800 rockets, AK-47 and machine gun ammunition, mortars, RPGs [rocket propelled grenades] and mines" and had been established "in preparation for a spring 2007 offensive".

More than 230 western troops were killed in Afghanistan in the course of 2007; 99 between January and June.

A separate document about a 42-year-old Afghan detainee cites intelligence reports claiming that in early 2005 Pakistani officials were present at a meeting chaired by Mullah Mohammed Omar, the supreme chief of the Taliban, of an array of senior insurgents in Quetta, the Pakistani city where it has long been believed the Taliban leadership are based.

"The meeting included high-level Taliban leaders … [and] representatives from the Pakistani government and the Inter-Services Intelligence Directorate," the document says. It adds: "Mullah Omar told the attendees that they should not co-operate with the new infidel government (in Afghanistan) and should keep attacking coalition forces."

Many references are more historic. A memo about another detainee,Abdul Kakal Hafiz, cites intelligence that in January 2003, insurgents in the Zabul province of Afghanistan received a month of training in explosives, bomb-making and assassination techniques from "three Pakistani military officers". The training was apparently "conducted in preparation for a planned spring campaign to assassinate westerners". A Red Cross water engineer, Ricardo Mungia, was shot and killed by insurgents on 27 March 2003 in Oruzgan province. The murder had a major effect on humanitarian and development programmes in south and eastern Afghanistan and was a huge setback for western-led efforts.

According to the files on an Afghan known simply as Hamidullah, captured by Afghan national army soldiers in July 2003, intelligence "reporting" from December 2002 "linked detainee to a Pakistani ISI initiative to create an office in [the Pakistani frontier city of] Peshawar combining elements of the Taliban, HIG [Hekmatyar's group] and al-Qaida".

The memo said that intelligence indicated "the goal of the initiative was to plan and execute various terrorist attacks in Afghanistan" including one on the HQ of foreign entities in Kabul in January 2003.

Another file on a high-profile Afghan religious and political leader detained months after the initial invasion of Afghanistan and released in 2008 refers to ISI operations in the eastern province of Kunar during 2002 that were, the memo says, designed to destabilise the new Afghan government under Hamid Karzai, who had been installed as interim president by the US-led coalition.

"In January 2002 ISI financed the activities of several factions … in Kunar … in order to destabilise the Afghan [government]. In March 2002 [the ISI] reportedly provided $12,000 … to finance military operations against the new government," the document says.

The file reveals that the detainee, Mullah Haji Rohullah, was working with the British government, and possibly MI6, when detained. "This detainee … had dealings with the United Kingdom and with the Pakistani [ISI]," says the memo, dated 17 June 2005.

The documents show the varying interpretations by American officials of the apparent evidence of ISI involvement with insurgents in Afghanistan. There are repeated "analyst's notes" in parentheses. Several in earlier documents stress that it is "rogue elements" of the ISI who actively support insurgents in Afghanistan.

One describes how "rogue elements of the ISI are known to have had sympathies for and provided support to anti-coalition militia. The most significant was sniper training and the use of remote control improvised explosive devices." Another file from 2005 says that "rogue factions from the ISI have routinely pursued private interests and acted against the stated policy of the government of Pakistan".

The analysis that such operations were not sanctioned policy for the ISI was current among US and British intelligence officials as late as 2007. By 2008 the view of western services had changed and such caveats are rare in later documents.

The files reveal much of the shadow war in Afghanistan fought out by secret services – a contemporary form of the 19th century Great Game. There are a series of references to Iranian intelligence; these again are unconfirmed. One intelligence report cited in the file on an Afghan calledKhair Ulla Said Wali Khairkhwa, who arrived at Guantánamo in May 2002, refers to "a meeting initiated by Iran, possibly by Iran's Islamic Revolutionary Guard Corps" between Iranian officials and Taliban representatives near the Afghan-Iranian border in October 2001. The officials allegedly offered to broker a coalition between the Northern Alliance, which was allied with the west, and the Taliban in their fight against US intervention. According to the memo, the Iranian delegation "offered to open the borders to Arabs who wanted to cross into Afghanistan to fight against US and coalition forces".

Around 18 months after the fall of the Taliban, another memo claims,Iranian intelligence gave a former Taliban commander and Hekmatyar US$2m to fund "anti-coalition militia" activities. Citing further intelligence reports, the file says: "In December 2005, representatives of Ismail Khan, former governor of Herat and minister of water and power in Afghanistan, met with two Pakistanis and three Iranians to discuss the planning of terrorist acts and to create better lines of communication between the [Hekmatyar group] and Taliban."

This latter claim appears highly speculative as Khan is a long-term enemy of Hekmatyar and the Taliban – in 2009 he narrowly survived a suicide attack for which insurgents claimed responsibility.

Why are they powerful? Why are Muslims powerless?

Here's another reason. We have lost the capacity to produce knowledge.
 
o In the entire Muslim World (57 Muslim Countries) there are only 500 universities. (there are only 44 Moslim Majority Countries in the world)
o In USA alone, 5,758 universities
o In India alone, 8,407 universities
o Not one university in the entire Islamic World features in the Top 500 Ranking Universities of the World
o Literacy in the Christian World 90% (12 years of education is 75%)
o Literacy in the Muslim World 40% (If you count Literacy by 12 years of Schooling, its 17%)
o 15 Christian majority-countries, literacy rate 100% (Not really. 17% can not read and write despite that they have graduated from High Schools).
o Muslim majority - countries , None
o 98% in Christian countries completed primary
o Only 50% in Muslim countries completed primary.
o 40% in Christian countries attended university (Not true. Only 13% have gotten 16 years of Education)
o In Muslim countries a dismal 2% attended.
o Muslim majority countries have 230 scientists per one million Muslims
o The USA has 5000 per million
o The Christian world 1000 technicians per million.
o Entire Arab World only 50 technicians per million.
o Muslim World spends on research/development 0.2% of GDP
o Christian World spends 5 % of GDP
Conclusion:
o The Muslim World lacks the capacity to produce knowledge (because they are born to produce Babies only)

Another way of testing the degree of knowledge is the degree of diffusing knowledge.
o Pakistan 23 daily newspapers per 1000 citizens
o Singapore 460 per 1000 citizens
o In UK book titles per million is 2000
o In Egypt book titles per million is only 17
Conclusion:
o Muslim World is failing to diffuse knowledge
Applying Knowledge is another such test.
o Exports of high tech products from Pakistan is 0.9% of its exports
o In Saudi Arabia is 0.2%
o Kuwait , Morocco and Algeria 0.3%
o Singapore alone is 68%
Conclusion:
o Muslim World is failing to apply knowledge
 
What do you conclude? No need to tell. The figures are speaking themselves very loudly. We are unable to listen.
Advice:
Please educate yourself and your children. Always promote education, don't compromise on it, don't ignore your children's slightest misguidance from education (and please, for Allah's Sake, don't use your personal contacts or sources to promote your children in their education. If they fail, let them, and make them learn to pass. If they can't do it now, they can't ever).
We are the world's (2nd) biggest nation, all we need is to identify and explore ourselves. Our victory is with our knowledge, our creativity, our literacy...

p.s--In my professional career in USA, there were three Jewish mentors who played a crucial role in my career development and I am grateful. When the Muslim community has come under 'fire' of politicians in USA many Jewish colleagues/Rabbis have publicly defended the Muslims, lets refrain from passing sweeping judgement on an entire community---Allah will take care of that on the day of judgment.
