Bangla: The UN's next official language

It was obvious to see raised eyebrow of the other customers as we had a loud conversation at a busy Starbucks coffee shop in Midtown Manhattan, New York in the last Saturday night. We felt chagrined exceedingly while we noticed two girls were approaching toward us. But they altered our assumption and asked in which language we were taking. We felt proud while they commented on our language: "It sounds so sweet guys, carry on."
 
Every language matters as it is important to bridge differences. Languages are indeed essential to the identity of groups and individuals, and to their peaceful coexistence. They constitute a strategic factor of progress towards sustainable development, and a harmonious relationship between the global and the local context. Languages are the most powerful instruments of preserving and developing the tangible and intangible heritage. Every language has the right to be regarded as actual, existing organism.
 
Considering the rich heritage of Bangla (Bengali) language, its historical background as it is the identity of a nation, its importance in the global arena, its singular place as a symbol of people's faith in the power of languages to sustain cultures, or the number of people who speak in this language, prime minister of Bangladesh Sheikh Hasina called for the United Nations to adopt Bangla as one of its official languages, which is spoken by 250 million people worldwide. "I seek support of the UN member-states to get recognition of Bangla as an official language of the United Nations," she said in an address before the UN General Assembly (UNGA) on Saturday, September 26, 2009.
 
In theory, every country who is a member of the UN has the right to request that their language be allowed for official usage.
 
An international organization must have effective ways to overcome language barriers to avoid becoming a Tower of Babel. Since almost every country in the world is represented at the United Nations, it is not an exaggeration to say that the United Nation is a microcosm of the world. The Organization uses six official languages in its intergovernmental meetings and documents, Arabic, Chinese, English, French, Russian, and Spanish. The languages were decided by the General Assembly where all countries took part and it could also add or subtract languages in the future. And to add or subtract any language is relatevely associated with budgetary reasons, humanitarian reasons, practical issues, and of course with historical background.
 
Budgetary reasons because it is very expensive to publish, translate, and interpret into multiple languages, keeping in mind that the additional cost for each new language is exponential because for each language we add, we must translate into it and from it for all of the other languages. Humanitarian reasons because the UN has a very restricted budget even much smaller than that of New York City and the money that it would need to spend in order to use more languages is money that it and its member States would not be able to spend on development and humanitarian work. Adding a new language is also a practical issue to facilite the work of the UN rather than to increase the beauty of the charter of UNO. And finally, historical background of a language if it represnts the oldest and most influential civilizations of the World.
 
Bengalees are an ancient people, tracing history back to 1600 BC. In historical times, Bangladesh was ruled some times by dynasties from northern South Asia, and some times by independent rulers. During the Medieval Period (1200-1757), Persian, the language of the new Muslim rulers in India (including Bangladesh) became official language, as also the medium of instructions. The Muslim rulers also encouraged vernacular education in various regions relevant to the mother languages. As a matter of fact, Bangla as a language got a fillip from the patrons of the Hossian Shahi Dynasty.
 
Bangla is the mother language of the dominant majority of the population of Bangladesh, and is also the state. It evolved from Prakrit language which again was an off-shoot of Sanskrit language. Bangla is also the dominant language of West Bengal, Tripura, Meghalaya, and Assam states and Andaman Islands of India. Poet Rabindra Nath Tagore won Nobel Prize for literature in 1913 for his Bangla poetic work, Gitanjali.
 
Though UNO is yet to accept Bangla as it is official language, but its pertinent to mention here that the UNESCO has paid tribute to the sacrifice of martyrs for Bangla language movement of 1952, by way of proclaiming 21 February the Mother Language Martyrs Day, as "International Mother Language Day" to be observed every year in all the UN member states and at UNESCO Head Quarters. On May 16, 2007, to encourage all of its partners to increase and reinforce their activities in favor of the promotion and protection of all languages, particularly endangered ones, in all individual and collective contexts, the UNGA proclaimed 2008 to be the International Year of Languages and formally recognized the observance of the International Mother Language Day. In last year's UNGA session, a resolution seeking to recognize Bangla was cosponsored by 124 nations but it was yet to get the acknowledgement.
 
According to Ethnologue (a web and print publication of languages of the World" that contains statistics for 7,358 languages in the 16th edition, released in 2009), Bangla is the sixth most spoken language in the world while two other UN official languages Russian and French stand eight and fifteen position respectively.
 
Emphasizing the urgency of rebuilding a world order with equitable opportunities for all in the global village, Bangladesh always upholds the charter of UN charter since its joining in UNO on September 17, 1974. It urges member nations to adopt common global strategies for tackling the grim challenges stemming from climate change, economic turmoil, and terrorism at this turning-point in the human history. On the score of ensuring peace throughout the world, Bangladesh is proud of its outstanding role as a major troop-contributing country, serving the United Nations in maintaining peace and security worldwide. Sierra Leone accorded Bangla the status of second state language out of gratitude to Bangladeshi blue helmet soldiers in UN peach keeping mission in the civil war torn African country.
 
To further strengthen her appeal, Sheikh Hasina referred to a recent parliamentary resolution adopted by Bangladesh Parliament to request the UN to acknowledge Bangla as an official language and in addition, she delivered her speech in Bangla and became the second Bangladeshi head of the government to speak in the language at the world body. Though different political parties and social organizations in Bangladesh have hailed Sheikh Hasina's attempt, but it needs active support and work beyond any political and personal interests. Apparently non-resident Bangladeshis across the world can double the initiative as they always play a pivotal role when country needs. Bangla Academy can do a lot consulting with the proper authority. The well-known Nobel laureate Professor Muhammad Yunus can be an ideal person to draw the attention of the member nations of UN to fulfill this dream as he himself is an institute across the globe.
 
People, who love the diversity of language, are more likely to be for the addition of more languages. In order to facilitate the mission of the UN, there should be more standardization because they can not allow themselves to be caught up on little details like language. The languages used by the UN should reflect the countries involvement with its mission. Today or tomorrow, UN is likely to add a 7th official language in the list.
 
To become a strong candidate, Bangladesh should start extensive and intensive consultations with the 192 member states and make immediate diplomatic moves to seek the status of official language for Bangla at the United Nations.

In 2008, the median household income of Bangladeshi family increases by 5586 dollars which was 45,033 dollars in 2007 and 50,619 dollars in 2008. The national average family household income in USA was 52,029 dollars in 2008. That means, on average Bangladeshi's are doing fairly well compare to the national average household income. The per capita income of Individual Bangladeshi's was 25, 546 dollars and nationwide USA average was 27, 589 dollars.

I cannot fathom how Tajuddin Ahmed's own son would talk like that against India, specially since we owe our independence to them.
 
Mr. Munshi is a fanatic anti-Indian guy, very much along the lines of Glen Beck and Rush Limbaugh followers here in the US. He takes liberty with facts and makes very broad assumptions that simply cannot withstand critical analysis. One cannot argue against wild speculation and conjectures.
 
If you still claim that you are indeed Sohail Taj, send me a private email with your tel number and I will find out within 48 hours who you actually are.
 
Please don't take us for fools.
 
Good luck hiding behind a veil. If you had any guts, you wouldn't hide behind a false identity.

Do you ask these questions because my comments are inconvenient to you? When I was criticizing Barrister Munshi 2 years ago none of you questioned my identity. Now that I have revealed the truth that the pro-liberation forces have been perpetrating a fraud and have tried to cover up the truth contained in The India Doctrine my identity is suddenly to be doubted.

 

Why did no one come forward at that time to challenge the content of Barrister Munshi's work? Why was their utter silence on the issue which even after 3 years of publication still has not been broken? If the pro-liberation forces represent the truth why could they not have undertaken a successful challenge against The India Doctrine as I had proposed?

 

Finally why does not the new report on the DeshCalling blog on the BDR mutiny stir our conscience into action? Why again have we stuck our heads into the sand? Is it because we are afraid of the truth that we have been living a lie? Does not the death of 57 officers pain us immeasurably? Why are we not ashamed of our silence? Have the Indians forever taken our voices and our courage? Are we a now only a nation of cowards and fools?

Dear Robin,

 

As Barrister Munshi explained I sent him your comments on the BDR mutiny article to which he replied directly to me and then I merely copied and pasted back his reply to Alochona.

 

I had originally been very hostile to Barrister Munshi after I read his book 'The India Doctrine' and some of his other articles which I felt demeaned our liberation struggles in 1971 and also our secularist philosophy. I had asked many intellectuals, writers, lawyers, journalists and politicians (who I thought had similar views to me) to reveal the lies being perpetrated by Munshi. Not a single person came forward to protest his book and uncover the truth. I was extremely saddened and depressed by this response.

 

A few months later I visited Bangladesh again and purchased a copy of the second edition of the book now titled 'The India Doctrine (1947-2007). I realized that I had made the mistake about Munshi and that he was merely trying to expose the truth about Indian activities against Bangladesh. I have had to change my entire outlook due to this book and also because of the lack of support from the pro-Liberation lobby who by their failure to act accepted by default Munshi's interpretation of events before and after 1971. I think it should be made compulsory for everyone to read the book.

British Indians outsourcing murder

Some say up to 100 overseas Indians are killed every year in Punjab

A BBC investigation has uncovered the deadly practice of British Asians travelling to India to hire contract killers.

Family and business associates, who are lured to the sub-continent, are often the targets.

In a country where murder is cheaper and less fraught with risk, the perpetrators of these crimes are rarely brought to justice.

Campaigners in both India and the UK believe this to have claimed the lives of hundreds of victims over several years.

These armchair murder plots are hatched in the living rooms of Britain and executed mainly in the rural Indian state of Punjab.

'Foul play'

I made the journey to India to investigate these sinister crimes.

In a remote village, surrounded by lush green fields, a rickety ox-drawn cart trundles along the dusty lane.

It is here that a British woman, who was on holiday with her husband visiting relatives, was killed - the apparent victim of a hit-and-run accident.

But her relatives in India suspect foul play.

"Her husband wanted to re-marry. He told her to leave him - she said, 'I'll die but I won't let him go'," her mother revealed.

She was one of the first to arrive on the scene.

"They beat her up. They dumped her in the ditch and made it look like an accident. They wanted to show it like an accident. There was no blood, no car and no tyre marks."

Despite a lengthy police investigation, charges are yet to be brought against the suspects in India.

For legal reasons, we can not name the victim or her family.

Her killing bears striking similarity to that of another British woman, Surjit Athwal.

The 26-year-old mother of two disappeared in Punjab in 1998.

Two years ago, a British court found her mother-in-law and husband guilty of arranging her murder.

They had hired criminals in India to kill her. She was strangled and her body dumped in a river.

Her brother, Jagdeesh Singh, now campaigns for other victims' families.

"I think Surjit's case exposed for the first time in this country overseas outsourced killings. How the Punjabi community, settled in Britain, send their females back to the land of origin, in the full knowledge that they can have them murdered easily, swiftly and efficiently."

'Simple'

It is not only women that are lured abroad to be killed in these types of murders.

Raju, not his real name, recalls his brother's death during a visit to their ancestral village in Punjab.

"He was found on the floor, with a bullet in the head. We have evidence to suggest the murder was arranged by his wife and her lover. We believe the motive was to fraudulently claim insurance money."

So how easy is it for British Asians to outsource murder?

According to Indian journalist, Neelam Raaj, finding a person to carry out the killing is simple.

"The person who's taking the contract would just be a small-time criminal. He's usually a goon in the village."

In India, murder is cheap, with hired assassins paid up to $800 (£500).

Formerly, the modus operandi was a drive-by shooting, now it is likely to be a staged road accident.

And it appears there are few risks.

In the bustling city of Ludhiana, Jassi Khangura juggles life as a successful entrepreneur with a career in Indian politics.

He used to be a businessman in London, now he is an elected representative for the ruling Congress party in the Punjab legislative assembly.

"What we have in Punjab - and in many other states of India - is a criminal nexus that takes place between the police, the politicians and the criminals. That nexus gives the Indians that live in the UK a large degree of cover.

"Even if they're identified as the perpetrators of the crime, they're given a considerable degree of protection and that means they never get charged."

He alleges police corruption in the state is responsible for a trend which he believes claims the lives of up to a 100 overseas Indians a year.

Missing

But in the manicured grounds of his colonial-style villa in Punjab's capital, Chandigarh, inspector general of police for Jalandhar district Sanjiv Kalra says the figures are exaggerated and denies his force is riddled with corruption.

"From my experience, these kinds of things are more talked about than they are actually present on the ground," he said.

However, for many victims' families the search for justice in India is elusive.

They are now turning to the authorities in the UK for help. British detectives are increasingly being called in to solve these murders.

Commander Steve Allen of the Metropolitan Police Service has this stark warning.

"We have increased our knowledge of and our confidence in dealing with murders of British citizens overseas. We will follow you, we will pursue the evidence and we will bring you to justice wherever in the world you commit these offences."

Meanwhile, the Foreign and Commonwealth Office says it is currently aware of six British nationals who have gone missing in the Delhi and Punjab area.

Jalil simply confirmed what the informed circle already know, that it was the most rigged election in Bangladesh. India, the US and their allies claimed that it was the most free, fair and credible election, which are a load of rubbish and a pack of most unadulterated lies. We all remember their lies about WMD as a pretext to start the Iraq war.

 They certified the election as they are the ones who engineered one-eleven 2007 and it is them also who engineered this rigged election through the government of four Uddins (Moeen Uddin, Masud Uddin, Fakhruddin and Iajuddin), DGFI and EC in similar ways as they did in Iraq and Afghanistan. Down with these imperialist and hegemonist powers!

London, Sep 29 (bdnews24.com)–Former Awami League general secretary Abdul Jalil has said 'sorry' for his recent comments about the party, chief Sheikh Hasina and her cabinet, and the general elections.

The disgruntled ruling AL MP said he still suffers from trauma caused by the torture by the military intelligence DGFI during detention, which makes him say things that he wished he had not uttered.

"It pain still drives me mad. That's why I had sought justice in parliament and before her.

But he did not get justice and often has often has a fit for that, Jalil said, trying to explain his raving.

"I may have said things that welled up from the anger, I'm sorry for that," he said in the 15-minute interview.

Continued Jalil: " I will hope that my leader Sheikh Hasina will redress this torture."

"I'm 70 years now. My father, while he was alive, didn't ever take me to task, didn't beat me.

"It's painful how DGFI had misbehaved with me after taking me into custody.

"I'll be in politics, will pursue Awami League's politics under Sheikh Hasina. I believe and respect her."

He blamed a 'stubborn' BNP chief Khaleda Zia for the failure of the dialogue between him and former BNP secretary-general Abdul Mannan Bhuiyan in 2006 .

"Khaleda Zia didn't want a fair and neutral election," said Jalil, currently on a visit to the UK.

'Never questioned polls credibility'

He refuted his claim that the government had come to power by striking a 'compromise' with the military-installed caretaker government.

"The elections could not be held if there was no 'deal'. I wanted to mean that a situation was created for the elections, like, my leader was arrested. Khaleda, ourselves were also arrested.

"There was a talk with the leader (Hasina) to conduct a fair election.

"This is what I wanted to mean.

"I didn't say anything about the election process. This was the most fair election among the all I have ever witnessed in my entire life... in the history of Bangladesh, and even during the Pakistan period.

"About the deal I wanted to mean that there was a mutual discussion with then president Iajuddin Ahmed, while there was a movement to conduct a fair election.

"The advisers had meeting with the [AL-led 14-party and BNP-led 4-party], which were not successful.

"The next caretaker government came as the earlier discussions failed. They stayed for one-two years. There was also a meeting about a fair election through which we've achieved a fair election, this is what I meant.

"I didn't mean someone put Awami League to office, and I didn't say so, I don't even believe that."

'Torture'

Was he really tortured?

"Definitely," Jalil says. "They tortured me physically, psychologically, made me to sign, didn't they?

"They took me to remand for 5, 6 days, made tapes and sent those abroad through Concord.

"How could this tape fly abroad if they didn't send it. I asked them, 'How (did it happen)?' They said a journalist has stolen.

"I asked, 'how did a journalist get in there?' I said, 'You are lying'."

The AL frontbencher said the pain renders him restless sometimes.

"This is why I spoke about it in parliament, I asked for the constitution of a parliamentary committee hoping to have justice for their (DGFI) misusing power.

"I've got no redress yet. I hope someday my leader will redress this.

"I can't digest it that a man, who was never beaten by his parents, never rebuked, he is tortured by a DGFI staff... for whom I pay... they are paid by my taxes."

The veteran was reminded in the interview that it was Hasina who had made him the general secretary, a technocrat minister when he failed to get elected in 1996 and made him the head of a standing committee.

So, why does he rant and rave against her?

"No, no, I don't have any grievance. I didn't say anything about grievance or protest. I think I don't deserve more than what she has given me.

"She made me general secretary, a minister, I could not be those without her blessings.

"But my pain is that she gave me punishment. I wanted to know why she did so. She can do that, even hundred times, for she is my leader.

"But I wanted to know what mistake I made.

"I was the only person to speak for the leader when everyone was speaking about reforms to exclude Sheikh Hasina from politics.

He asserted that he was still on her side.

"Yes, I'm. 'Boat' is not someone's own asset. It's owned by Bangabandhu, Sheikh Hasina and the people who are with it.

'Khaleda is responsible'

Questioned why he and Mannan Bhuiyan did not agree in that 2006 dialogue, Jalil blamed it on Khaleda.

"Khaleda Zia is responsible for that. Because, if you recall, we sat for 10 minutes in the last day, where we agreed that we'd sit again on one point.

"Bhuiyan was asked to come with his leader's consent and I with the 14 parties', and we'd meet again for half an hour.

"I got the nod of my leader and 14-party alliance. She said, 'Go ahead', she gave me permission.

"I was waiting all day, but couldn't reach him. It was 11:30pm when I found him. I asked him to sit for 10 minutes, saying that journalists were moving around.

"He said, 'Jalil Bhai, you've got your leader's consent, but I couldn't contact her (Khaleda). What would I say there if I don't see her or get permission?'"

"The leader later sat with the 14-party on the point we agreed, endorsed it and told me, 'Go ahead and tell the press'."

"But Bhuiyan couldn't come due to the stubbornness of Khaleda Zia. She didn't want a fair election that time.


Asked if he would be in active politics after his return home, the AL MP said: "Certainly, why not? I represent a constituency.

"Why won't I do politics? Certainly I'll and it'll be the politics of Awami League, under her leadership.

"I rate her very high and I don't believe that there won't be any change in the country under her leadership.

"So I said out of frustration that there has been no success in the nine months."


Flak from the across the board

Hasina said in New York on Sunday that Jalil should as well resign from parliament before he questions the credibility of the Dec 29 elections.

"He was given the party ticket and has been elected," added Hasina.

"Has he been elected that way? He should resign first before making such allegation," she snapped.

She referred to domestic and international recognition that Dec 29 elections were the fairest and the freest in Bangladesh's history.

On whether the party would take any action against Jalil, Hasina said: "I don't have any headache about it."

She said Jalil has been saying many things, and "let him speak."

Earlier on Tuesday, chief election commissioner A T M Shamsul Huda dismissed Jalil's comments on the 'election deal' as outpouring of a man utterly frustrated.

Awami League general secretary Syed Ashraful Islam on Monday said Jalil's remarks were aimed to smear the credibility of Hasina.

first spoke to bdnews24.com on Wednesday.

He said he had made a mistake by not going against the party chief, Sheikh Hasina, on his return to the country to protect his post during the 2007-08 caretaker government regime.

Hours before, a London-based ethnic TV station had aired excerpts of an interview in which Jalil repeated his trademark tirade against the military intelligence outfit DGFI.

"It was my mistake not to go against her. My offence was extreme loyalty to her," Jalil said in an interview with bdnews24.com in London on Wednesday.



"Sheikh Hasina ordered me from America to take rest," he said of her pre-election decision, adding he did not protest the leader's command.

"My decision was wrong. I should have taken her head-on."

Jalil said the party advisory council has no function now and there is no chance to make it effective.

Terming himself and other veteran AL leaders mere 'activists', Jalil said it was a ploy to oust the 'activists' from politics.

He said '90 percent' ministers of the incumbent government are 'reformists'--people who propagated the so-called reform moves in the party to sideline Hasina, allegedly with the patronage of the military-installed interim government.

"Ninety percent members of the cabinet were supporters of the reformists."

Asked to elaborate on his comment on alleged "deal" between the AL and the caretaker government on the elections, he said: "It might have happened."

1/10th of 1% of population, be it Muslim, Christian, Jew, Hindu or Russian, Chinese, Arab, English, Latin or otherwise tends to be extremist. In the USA 1% of our population is incarcerated for a variety of crimes. That does not make any group or nation a bad people.

Bad people are bad people, regardless of the religion they wear.

If we punish them as bad people, not as white, not as black, not as Christian, Muslim or otherwise, we will be doing the right thing.

A true religious person would not kill another soul, yet we have the Bin Ladens, the Jordanian Boy, the abortion clinic killers, McEvays, the Red Brigade… there is not one group who does not have bad people in it, not one group.

Granted at this time, the criminals are far more in number claiming to be Muslim, do we need to give legitimacy to them as Muslim, Jewish, Hindu, Christian or otherwise?

No Muslim in the United States or elsewhere wants their country to be messed around, it affects each one and their lives. They do more harm to Muslim than others – as we get the brunt of it. Muslim Americans are vigilant, if any one of us even gets inkling that some one is dangerous, we would turn them in to FBI.

Pre-marital sex carries a strong social stigma in many Arab societies

A leading Egyptian scholar has demanded that people caught importing a female virginity-faking device into the country should face the death penalty.

 

Abdul Mouti Bayoumi said supplying the item was akin to spreading vice in society, a crime punishable by death in Islamic Sharia law.

 

The device is said to release liquid imitating blood, allowing a female to feign virginity on her wedding night.

 

There is a stigma about pre-marital sex in conservative Arab societies.

The contraption is seen as a cheap and simple alternative to hymen repair surgery, which is carried out in secret by some clinics in the Middle East.

 

It is produced in China and has already become available in other parts of the Arab world.

The device is reported to be on sale in Syria for $15.

 

Professor Bayoumi, a scholar at the prestigious al-Azhar University, said it undermined the moral deterrent of fornication, which he described as a crime and one of the cardinal sins in Islam.

Members of parliament in Egypt have also called for banning import of the item.

We cannot blur the basic truth, opines Yuhud Barak. The US mission in Afghanistan will "likely result in failure" unless troops are increased within a year, the top general there has said in a report.

Gen Stanley McChrystal made his assessment in a copy of a confidential report obtained by the Washington Post.
He recently called for a revised military strategy in Afghanistan, suggesting the current one is failing.
More than 30,000 extra US troops have been sent to Afghanistan since May - almost doubling the US contingent.
The number of US troops in Afghanistan is already set to rise to 68,000 by the end of the year.

Gen McChrystal has dared to use the F-word - "failure". He wants a super-surge of troops to try to avoid that. Reinforcements are already being sent, almost doubling US troops by the end of this year.
Now, the general wants perhaps tens of thousands more. Yet the request is in contrast to the stated goal of handing over operations more and more to the Afghan army.
With the situation so critical, how can that happen? Answer - it cannot for the time being. And will President Obama agree?
He is reluctant just to add to the numbers but without numbers, how can the US and its allies win? And will the Nato allies give more help? This must be doubtful.
Stark concerns have previously been expressed about the viability of the military mission in Afghanistan, but the BBC's Paul Reynolds says what is new about the general's warning is his outright use of the word "failure".
Gen McChrystal, who took over as military commander in May, is expected to make a separate request for tens of thousands of extra forces to be deployed.
He also says that training for Afghan forces needs to be speeded up - and that the growth of Afghan forces should also be accelerated.
A senior adviser to Afghan President Hamid Karzai said the government was not against more international troops being sent, though their success would depend on where they were sent.
But he agreed that domestic forces were crucial to the operation.
"Our official stance is that until our security forces are strengthened, both in terms of numbers and quality, there won't be a long-lasting peace in Afghanistan, " Sebghatullah Sanjar told the BBC.
US President Barack Obama has recently said the right strategy for Afghanistan will have to be found before any fresh commitment of forces can be considered.

In his latest assessment, Gen McChrystal is quoted by the Washington Post newspaper as saying: "Failure to gain the initiative and reverse insurgent momentum in the near-term [next 12 months]... risks an outcome where defeating the insurgency is no longer possible."
He warns that "inadequate resources will likely result in failure".
"Additional resources are required," the general states in the summary of the report.
He says that failure to provide adequate resources "risks a longer conflict, greater casualties, higher overall costs, and ultimately, a critical loss of political support".
"Any of these risks, in turn, are likely to result in mission failure."

But Gen McChrystal adds that the increase in troop numbers must come in the context of a revised military strategy in the country.
He has consistently called for a strategy which makes its top priority the protection of the Afghan people.
In the report Gen McChrystal also:
  • Provides new details about the sophisticated nature of the Taliban insurgency
  • Criticises Nato forces for focusing more on tackling insurgents than protecting Afghan civilians
  • Censures the Afghan government for lack of action on widespread corruption
  • Warns that Afghanistan' s prisons have become a sanctuary for active insurgents
All of these factors, he claims, have led to a "crisis of confidence among Afghans" in the face of a resilient insurgency.

The increase in troop numbers would provide security for the Afghan people and create a space in which good governance can take root, Gen McChrystal argues.
In a blunt evaluation, he says that both the Afghan government and international forces face losing credibility among the Afghan population.
"Pre-occupied with protection of our own forces, we have operated in a manner that distances us - physically and psychologically - from the people we seek to protect," he says.
But 2009 has been the deadliest year for foreign troops in Afghanistan since the fall of the Taliban in 2001.
Italy is holding a day of mourning for six soldiers killed in a Kabul bomb attack last week. And the future of German troops in Afghanistan has become a central issue in Germany's election campaign.
The Washington Post says that the report has been presented to US Defence Secretary Robert Gates.
A recent opinion poll showed that a narrow majority of Americans now oppose the conflict.

Last week the chairman of the Joint Chiefs of Staff Adm Mike Mullen, told the US Senate Armed Services Committee that more troops might be required to tackle the mounting Taliban insurgency.
But President Obama later said there was "no immediate decision pending" on sending more troops to Afghanistan.
"You have to get the strategy right and then make the determination about resources," Mr Obama said.
The BBC's security correspondent Nick Childs says the timing of this leak, and the stark language contained in it, is certain to pile the pressure on the Obama administration, particularly when the president has just said he is not ready to make a final decision.
This is largely because the issue has become so politically charged in Washington, our correspondent says.
US MEDIA REACTION TO MCCHRYSTAL REPORT
It's worth remembering that while we're reading about the strategy review's details now, Obama read it weeks ago, and still told David Gregory [on Sunday] that he refuses to add troops until he's convinced that the strategy is correct.
This is a way for McChrystal's voice - missing so far from the debate - to be heard loud and clear, making the case for counter-insurgency tactics and more troops to back them up.

I would guess that this leak is an indication that some on the Obama team are dismayed at the White House's slow response and fear that this is an indication that President Obama is leaning towards rejecting the inevitable requests for additional US forces that this report tees up. By this logic, the leak is designed to force his hand and perhaps even to tie his hands.
What is evident by the McChrystal recommendation (and by the apparent need to leak its contents, stemming no doubt from frustration with the White House stall) is that there is good reason to be concerned that the president's failure to make a prompt decision may in and of itself impair our ability to succeed.
Already, Republicans are warning that Obama had better follow the military's advice, or else. In fact, the president can afford to cross swords with the GOP troglodytes, but what he can't afford is to alienate his own Democratic party base, which has overwhelmingly rejected the war.
What, exactly, does he propose to do with the additional troops? If the idea is to spread them out in some way (for troop training, insurgent fighting, population protection, etc.), his request should probably be viewed skeptically. But if he can propose some key operation or area where additional troops would represent a doubling or tripling of capacity and success might have an outsize effect on the entire conflict, then it might be worth trying.
