[mukto-mona] চুক্তিশর্ত ভঙ্গকারী, সংবিধান বিরোধী, দেশের বিরুদ্ধে ষড়যন্ত্রকারী, বংশগতভাবে রাজাকার ও যুদ্ধপরাধী সন্তু লারমা গংকে অবিলম্বে রাষ্ট্রদ্রোহী আইনের আওতায় এনে সন্ত্রাস দমন আইনে শাস্তি দেয়া উচিত।






পার্বত্য এলাকায় বিরাজমান সমস্যা একটি জাতীয় ইস্যু। এটিকে ছোট করে বা হেলাফেলা করে দেখার সুযোগ নেই। পার্বত্য চট্টগ্রাম এবং এর সমাধানের প্রক্রিয়ার প্রতি সমগ্র জাতির দৃষ্টি নিবদ্ধ। এ সমস্যাটি দীর্ঘদিনের। পার্বত্য জনগণ ও রাষ্ট্রশক্তির মধ্যে বিশ্বাসযোগ্যতা, সমস্যা সমাধানে পাহাড়ি নেতাদের ঔদ্ধ্যত্যপূর্ণ ব্যবহার, বাঙালিবিদ্বেষী মনোভাব, সর্বোপরি পারস্পরিক আস্থার অভাব এবং সমতলভূমির সাথে পাহাড়ি উপজাতি জনগণের জীবন-জীবিকা, সামাজিক, অর্থনৈতিক ব্যবস্থায় সৃষ্ট ব্যবধানের পরিণতিই বর্তমান সঙ্কটের কারণ।
পার্বত্য চট্টগ্রামে প্রশাসনিকভাবে রাঙ্গামাটি, বান্দরবান ও খাগড়াছড়ি জেলার মর্যাদা লাভ করে ১৯৮৩ সালে। পার্বত্য চট্টগ্রাম তৎকালীন পূর্ব-পাকিস্তানের সাথে যুক্ত হয় ১৯৪৭ সালের ২০ আগস্ট। স্বাধীন বাংলাদেশে ১৯৭০ সালে নির্বাচিত গণপরিষদ সদস্য এমএন লারমা ১৯৭২ সালে পার্বত্য চট্টগ্রামের জনগণের সংগঠন পার্বত্য চট্টগ্রাম জনসংহতি সমিতি প্রতিষ্ঠা করে। এরপর ১৯৭৩ সালে তারা সংগঠনের সামরিক শাখা শান্তিবাহিনী গঠন করে এবং সশস্ত্র সংগ্রাম করার সিদ্ধান্ত নেয়। শান্তিবাহিনী পাহাড়ি এলাকায় হত্যা, গুমসহ বিভিন্ন নাশকতামূলক কার্যে লিপ্ত হয়। এই অবস্থার মোকাবেলার জন্য তৎকালীন আওয়ামী লীগ সরকার ওই এলাকায় প্রথম সেনাবাহিনী মোতায়েন করে। শান্তিবাহিনীর আক্রমণে এ পর্যন্ত সেনাবাহিনী, বিডিআর, পুলিশ ও আনসার বাহিনীর প্রায় ৪ শতাধিক সদস্যসহ বিশ হাজার বাঙালি শহীদ হয়েছেন বলে জানা যায়।
পার্বত্য চট্টগ্রাম চুক্তি স্বাক্ষরের দীর্ঘ ১৭ বছর অতিক্রান্ত হয়েছে। ১৯৯৭ সালের ২ ডিসেম্বর (২০১৪) সরকার ও পার্বত্য চট্টগ্রাম জনসংহতি সমিতির (জেএসএস) মধ্যে এ চুক্তিটি সই হয়। এর মূল লক্ষ্য ছিল, দেশের সংবিধান অনুসারে পার্বত্য চট্টগ্রাম সমস্যার রাজনৈতিক সমাধান। চুক্তির পর থেকে উপজাতিদের উচ্চাভিলাষী সন্ত্রাসী নেতা সন্তু লারমা গং দাবি করে আসছে পার্বত্য চট্টগ্রামকে বিশেষ অঞ্চলের স্বীকৃতি দিয়ে বিশেষ শাসনব্যবস্থা কায়েম করতে হবে। 
কিন্তু তার এ দাবি আমাদের সংবিধানসম্মত নয়। আমাদের সংবিধানে কেন্দ্রীয় রাষ্ট্র ব্যবস্থার কথা বলেছে। সংবিধানে কোন অঞ্চল বিশেষের জন্য আলাদা শাসনতন্ত্র তৈরীর সুযোগ নেই। চুক্তি স্বাক্ষরের পর থেকে প্রতিটি সরকার দাবি করে এসেছে যে, চুক্তির বাস্তবায়ন কাজ এগোচ্ছে। বর্তমান মহাজোট সরকার চুক্তির শর্তানুযায়ী পার্বত্য চট্টগ্রাম থেকে অসংখ্যা সেনা ক্যাম্প প্রত্যাহারও করেছে।
কিন্তু ১৯৯৭ সালের ২ ডিসেম্বর স্বাক্ষরিত শান্তিচুক্তিতে পাহাড়ি উপজাতিদের শান্তির কথা বিবেচনা করা হলেও ভাবা হয়নি পহাড়ে বসবাসকারী বাঙালিদের কথা। হাজারো সমস্যার মধ্যে দিনাতিপাত করছে তারা। দুর্গম পাহাড়ে নিরাপত্তাহীনতায় বসবাস করছে বাঙালিরা। তাদের অনেককে ৫ একর জমি ও এককালীন অর্থ দেয়ার কথা বলে সরকার পার্বত্য চট্টগ্রামে নিয়ে আসে। কিন্তু তারা কেউই এক থেকে দেড় একরের বেশি জমি পায়নি। উপজাতিদের কাছে হরহামেশা নির্যাতিত বাঙালিরা এখানে তৃতীয় শ্রেণীর নাগরিকের মর্যাদাও পাচ্ছে না। এখানে পাহাড়ি উপজাতিরা সশস্ত্র শান্তিবাহিনী প্রতিষ্ঠার পর থেকে বাঙালিদের উপর বিভিন্ন প্রতিশোধমূলক হামলা চালায়। ১৯৮০-৯১ সালের মধ্যে সন্ত্রাসী শান্তিবাহিনীর আক্রমণে ৯৫২ জন বাঙালি নিহত হয়। পাহাড়ে বসবাসকারী বাঙালিরা দুর্গম পাহাড়ে টিকে থাকতে না পেরে গুচ্ছগ্রামে বাস করে। গুচ্ছগ্রামেগুলোতে একটা ঘরই তাদের সম্বল। চিকিৎসা এবং স্যানিটেশন অবস্থা ভালো নয়। এরপরও এক খ- জমি তাদের ভাগ্যে জুটছে না। বাঙালিদের জীবন-জীবিকা, শিক্ষা, চাকরি, ব্যবসা-বসবাস সবকিছুর নিয়ন্ত্রক উপজাতি নেতারা। পার্বত্য এলাকায় বসবাস, ফসল লাগানো কিংবা বিক্রি করতে হলে জেএসএস, ইউপিডিএফসহ উপজাতিদের বিভিন্ন সন্ত্রাসী সংগঠনকে নিয়মিত চাঁদা দিতে হয়।
পার্বত্যাঞ্চলে সরকারি, আধাসরকারি, বেসরকারি ও স্বায়ত্তশাসিত প্রতিষ্ঠানে শতকরা ৮০ ভাগ চাকরির সুবিধা ভোগ করে উপজাতিরা। বাকি ২০ ভাগ বাঙালিদের জন্য। বাঙালি পরিচয়ই যেন এখানকার সবচেয়ে বড় অভিশাপ। বার্ষিক বরাদ্দকৃত প্রায় ৯৫ হাজার মেট্রিক টন খাদ্যশস্যের মধ্যে ২০ হাজার মেট্রিক টন বিশেষভাবে বরাদ্দ করা হয় উপজাতিদের জন্য। অবশিষ্ট অংশ বণ্টন করা হয় শরণার্থী, গুচ্ছগ্রাম ও উপজাতি অধ্যুষিত অঞ্চলের বিভিন্ন উন্নয়নে। এক্ষেত্রে বাঙালিদের জন্য কোনো বরাদ্দ নেই। উন্নয়ন বরাদ্দের শতকরা ৯০ ভাগ উপজাতিদের জন্য ব্যয় করা হয়। কথিত শান্তিচুক্তি অনুযায়ী আঞ্চলিক পরিষদ ও জেলা পরিষদের এ দুটি গুরূত্বপূর্ণ সরকারি দফতরের প্রধান কর্তা-কর্মচারীরা উপজাতি। সে কারণেও দুটি সরকারি দফতর থেকে বাঙালিরা কোনোরকম সুবিধাই পাচ্ছে না। সংবাদপত্র তথা মিডিয়া এবং দেশের দালাল বুদ্ধিজীবী শ্রেণী সবাই পাহাড়ি উপজাতিদের অধিকারের কথা তুলে ধরে। কিন্তু সেখানে বসবাসকারী বাঙালিদের দুঃখ ও কষ্টের কথা কেউ তুলে ধরে না। পার্বত্য চট্টগ্রামে নিয়োজিত কতিপয় এনজিও'র কর্মপরিধিও ভ্রান্তিমূলক। যা পার্বত্য শান্তি প্রক্রিয়ার সাথে সাংঘর্ষিক।
উল্লেখ্য, সংবিধানের ১নং অনুচ্ছেদ অনুসারে বাংলাদেশ এককেন্দ্রীক রাষ্ট্র হিসাবে স্বীকৃত। তাতে আঞ্চলিক শাসন ব্যবস্থার কোনো সুযোগ রাখা হয়নি। সংবিধানের ১৯(১) অনুসারে রাষ্ট্রের সকল নাগরিক সমান সুযোগ-সুবিধা ভোগ করবে। অনুচ্ছেদ ২৭ অনুসারে রাষ্টের সকল নাগরিক আইনের দৃষ্টিতে সমান এবং আইনের সমান অধিকার লাভকারী। অনুচ্ছেদ ২৮(১) অনুসারে কেবল ধর্ম, গোষ্ঠী, বর্ণ, নারী-পুরুষের ভেদ বা জন্মস্থানের কারণে কোনো নাগরিকের প্রতি রাষ্ট্র বৈষম্য প্রদর্শন করিবে না। অনুচ্ছেদ ২৯(১) উল্লেখ আছে, 'প্রজাতন্ত্রের কর্মে নিয়োগ বা পদ লাভের ক্ষেত্রে সকল নাগরিকের জন্য সমান অধিকার থাকিবে'।
এদিকে সন্তু লারমা বলেছে, জেএসএস আগামী বছরের অর্থাৎ ২০১৫ সালের মে মাস থেকে আন্দোলনে যাবে। সন্তু লারমা সংবাদ সম্মেলনে ৯ দফা দাবিও উপস্থাপন করেছে। তার উত্থাপিত ৯ দফার মধ্যে রয়েছে স্থায়ী বাসিন্দাদের দিয়ে পার্বত্য চট্টগ্রামে একটি তালিকা প্রণয়ন, আঞ্চলিক পরিষদের সুপারিশে ভূমি কমিশন আইন ২০০১ সংশোধন করা, অপারেশন উত্তরণসহ সেনাক্যাম্প প্রত্যাহার ইত্যাদি। শান্তিচুক্তি স্বাক্ষর করার সতেরো বছর পর সন্তু লারমা যখন আবার 'আন্দোলনের' কথা বলে, যখন অবৈধ অস্ত্রসহ জেএসএস কর্মীরা ধরা পড়ে, তখন সঙ্গতকারণেই আমরা আশঙ্কিত না হয়ে পারি না। কেননা জেএসএসের সঙ্গেই শান্তিচুক্তিটি স্বাক্ষরিত হয়েছিল। আজ তারাই বলছে 'সশস্ত্র আন্দোলনের' কথা। অথচ এরই মধ্যে চুক্তির অনেক শর্ত বাস্তবায়ন করা হয়েছে।
এদিকে, গত বেশ কয়েক বছর ধরে সন্তু লারমা সংবাদ মাধ্যমে যেসব বক্তব্য দিয়ে আসছিল, তা শুধু বর্ণবিদ্বেষীই নয়, বরং শান্তি চুক্তি বাস্তবায়নের ছিল প্রধান অন্তরায়। যেখানে শান্তিচুক্তির মধ্য দিয়ে বাঙালি ও পাহাড়িদের মধ্যে 'স্ট্যাটাসকে' বজায় রাখা জরুরি ছিল, সেখানে সন্তু লারমা বারবার বাঙালিবিরোধী কথাবার্তা বলে আসছিল; কিন্তু দুঃখজনক হলেও সত্য, সরকার তার বিরুদ্ধে কোনো ব্যবস্থা নেয়নি। গত ১৭ বছর ধরে অবৈধভাবে সে আঞ্চলিক পরিষদের চেয়ারম্যানের পদটি দখল করে আছে এবং সব ধরনের সুযোগ-সুবিধা ভোগ করছে। সে নির্বাচিতও নয়। যেখানে বাংলাদেশের রাষ্ট্রপতিও ৫ বছরের বেশি ক্ষমতায় থাকতে পারে না, সেখানে সন্তু গত ১৭ বছর ধরে একজন উপমন্ত্রীর সুযোগ-সুবিধা ভোগ করে আসছে।
সন্তু লারমার প্রতিটি বক্তব্য আপত্তিকর ও সংবিধানবিরোধী। সংবিধানবিরোধী কথাবার্তা বলার জন্য তাকে অভিযুক্ত করা অনিবার্য। আরো একটি গভীর আপত্তিকর কথা সে বলেছে, বাঙালিদের সে চিহ্নিত করেছে 'সেটলার' হিসেবে। মূলতঃ বাঙালিরা সেখানে 'সেটলার' নন; বরং চাকমারাই 'সেটলার'। 

প্রধানমন্ত্রী প্রায়ই উচ্চারণ করে, দেশ চলবে মদীনা সনদ এবং পবিত্র বিদায় হজ্জ উনার খুতবা মুবারক অনুসারে। 
পবিত্র বিদায় হজ্জ মূলতঃ হুদাইবিয়ার সন্ধিরই বিজয়ী ফল বা পরবর্তী ঘটনা প্রবাহ এবং সমার্থক।
তাই হুদাইবিয়ার সন্ধির মতোই চুক্তি ভঙ্গকারীদের সাথে চুক্তি ভঙ্গ করতে হবে।
দেশের গণমানুষের স্বার্থ বিপন্ন করে এবং স্বাধীনতাকে প্রশ্নবিদ্ধ করে প্রধানমন্ত্রী শান্তিচুক্তি করলেও জনগণের তীব্র আপত্তির মুখে তা অধিকাংশ বাস্তবায়ন করলেও রাজাকার সন্তু গং চুক্তির অধিকাংশ শর্তই ভঙ্গ করেছে এবং অতি শীঘ্রই আগের চেয়েও বেশি সন্ত্রাসী তৎপরতায় যাওয়ার প্রকাশ্য হুমকি দিয়েছে।
কাজেই চুক্তিশর্ত ভঙ্গকারী, সংবিধান বিরোধী, দেশের বিরুদ্ধে ষড়যন্ত্রকারী, বংশগতভাবে রাজাকার ও যুদ্ধপরাধী সন্তু লারমা গংকে অবিলম্বে রাষ্ট্রদ্রোহী আইনের আওতায় এনে সন্ত্রাস দমন আইনে শাস্তি দেয়া উচিত।
এবং গণবৈষম্যমূলক ও গণধিকৃত তথাকথিত শান্তিচুক্তি বাতিলের ঘোষণা দিয়ে প্রধানমন্ত্রীর হুদাইবিয়ার সন্ধি ও অনুসরণ করা দরকার।

We need a lot of metaphysical concepts to explain reality, e.g., we need imaginary numbers to describe quantum mechanics of electron. That does not make imaginary number more real than unicorn.

I fully understand why many people think mind is real. The problem is: a real thing does exist in reality or can be created/built with the raw materials. If a mind is real, we should be able create it. 
We can't do it right now but it would be foolish for me to say that the idea is totally impossible in the future. So, stay tuned for the future development!

This should be the right approach (adopted by Prof. Das and Mr. Deeldar) to study mind as this is the scientific approach. Old fashioned and unscientific approach will take us nowhere except that it will simply help us in engaging fascinating but unproductive intellectual exercises. Number of neurons and their configuration and complexity in the brain explain many phenomena including memory and learning of our mental faculty. I will say that mind is real although not tangible as I will continue to use Metaphysics ( and hence the adjective metaphysical) as a distinct branch of philosophy that deals with subjects not within the jurisdiction of science proper particularly Physics.

Mind is rather an abstract metaphysical idea, which does not posses any physical structure except it is an embodiment of great numbers of neurons connecting to each other forming a giant network hub. A sane mind can become a cripple one with death of only few critical neurons in the temporal lobe.
So, metaphysically, we can say, it exists as long we have a fully functional connected hub in our brain. We can create some great products by using our mind. But then question arises whether a robot has a mind too? How much do we need to create a small miniature mind?

Now, let's think about meditation. You will see it requires a focal-point of thought. During simple meditation routine, instructor will ask participants to concentrate on his/her breathing. Why is that? It is to concentrate on the breathing, which occupies the focal-spot of the thought, and help participants to concentrate. Meditation can take us to the gate of the spiritual world. But, once you are at the gate, then what? You need a superior tour guide to achieve something meaningful in the spiritual world. Tagore had spiritual idol, so does everybody. Otherwise, it will be simply unproductive meditation.

I have read my post again. I don't see where I have written 'modern meditation'. 

I would request you to educate me on how 'divine idol' helped the 'spiritual' geniuses like RN and ancient sages to write creative pieces. Did all the sages believe in any sort of divine idol? Did they need it for all the 'revelations' that came to them? All the creative writings of RN are not devotional. On what did he concentrate to write them? Ustad Alauddin Khan had Saraswati in front of him, but what did Mozart have?

Dr. Roy, I have respect for science and rational analysis. But I don't know much about meditation. I am interested in knowing if there is any general theory on creativity. Blissful mystic experience is one thing, but the proponents go to extremes like claiming that one can walk across the river with the power of yoga. I am allergic to para science. 

You started your rebuttal with concentrating on 'breathing vs. frog' idea. That might have given my

How could someone create anything in a meditative phase? And, why would anyone require concentration on breathing while creating something? How did he come to these conclusions from what I said? The above sentence tells me Mr. Chakraborty did not understand anything I said. Something is wrong with his cognitive ability.  
He threw a term - modern meditation, but never spelled out - how this modern meditation works, and how it's different from the conventional method of meditation. I have no clue about the modern meditation. May I ask Mr. Chakraborty to tell us something about the modern meditation?

I can see Dr. Jiten Roy is getting intolerant. That's O.K. 
There have been innumerable creative geniuses in every field of arts, music, and literature. I don't think a singe genius has ever concentrated on breathing or frog to create creative pieces. Psychologists study the process of creativity or creativeness although these two terms are not synonymous. Instead of practicing concentrating on breathing or a frog I will learn about it from the modern experts.

Sure, you don't need to concentrate on breathing, you can concentrate on a 'frog.'
 
Oh yes, about the need for spiritual divine idol. Let's think about it. What did Rabindra Nath do with his spiritual idol? He created thousands of poems, songs, literary assays centering him. What did Sufis do? They brought profound knowledge and wisdom for ordinary people. What did ancient Rishis do? They brought knowledge and enlightenment for people. Instead, if you go to the spiritual world with a 'blank' mind, you will come back with a 'blank' mind; it will be a feel good meditation.
 
Spiritualism without divinity is incomplete. Divinity, by itself, cannot bring toxicity, toxicity comes from politics with divinity.

Mind itself is not a metaphysical construct although we use mind to construct metaphysical entities. Higher level thinkers like poets and philosophers use this tool. My understanding is that 'atma', 'paramatma', 'purusha', and 'prakriti' are metaphysical constructs. The learned in the trade may not quite agree with me. Mind is not tangible but it is very much real. It has been studied extensively and scientifically as well over the last hundred years or so. The prominent ones include Freud, Jung, and Erickson. I guess Deeldar can shed more light on it. 

The terms 'good' and 'bad' are relative. Therefore the conscious or absolute conscious---whatever we call it has to subjective. It cannot be universal. Rabindranath's 'jeebon debota' (for the sake of argument let us call it a metaphysical construct although probably it is not) or his 'religion of man' is based on the Upanushads. A metaphysical construct like a physical construct must have building blocks and the relationships among the same so that the construct becomes a unified whole. 

For concentration it is not necessary that to concentrate on one's breathing. That is old fashioned yoga. Modern psychology does not need any thing like this. Then who is that superior tour guide? Is it the absolute conscious? It sounds so vague. What does it do as a guide? I know those who practice yoga reach a stage of mind when enjoys the touch of absolute bliss of happiness and truth. Sufis experience this. Their mystical experience is so profound that they feel like having part of it. Then one says: 'I am Shiva'. 
I have no evidence that Rabindranath ever reached that stage although he loved to call himself a baul. As a matter of fact he portrayed himself as a baul in one drawing.

Why is that? It is to concentrate on the breathing, which occupies the focal-spot of the thought, and help participants to concentrate. Meditation can take us to the gate of the spiritual world. But, once you are at the gate, then what? You need a superior tour guide to achieve something meaningful in the spiritual world. Tagore had spiritual idol, so does everybody. Otherwise, it will be simply unproductive meditation.

I appreciate your wisdom. But, not completely agree with this kind of extreme view. I am not talking about adoring a Shalgram Shila but imagining certain thing in a secular way to give our minds a temporary picture of a thing that we do not understand (please ignore the God). Why this would be considered as sinful and toxic when we know that science corrects itself whether we want or not? Why this rigidity when we do not know everything as opposed to an idealist knowing everything about *his/her God and messengers?

Neurons of our brains are autonomous entities even though they work in synchrony. It would be absurd and wrong to say that we control all of them consciously all the time. We don't!! If you consider a secular spirituality is toxic, I must say we are being exposed to it every moment and we have been doing fine since the first man started to walk. Life would be totally disaster without the simultaneous existence of spirituality in our minds. Call it a hardware to function without the software.

My definition of spirituality is some what different from other forum members. I call it a deeper thinking with all doors being open all the time along the line of great Tagore. Thank you all and I stop here.

It is rather an inherent property of our cognitive brain, which is a product of many million years of evolution. Is it always logical? Does it always need to seek a material basis of everything? There are plenty of things that we do not sense with our sensory organs. Does that mean they not exist? There are plenty of things that we would never see even with our fancy instruments but their existence might be proven indirectly with some math equations. Are they real?

I do not think the spirituality should exclusively be boxed with idealism.

I would not equalize a spiritualist with an idealist (people who believe brain being a product of idea). Both an idealist and materialist can be spiritual. I see no problem with that unless you got a different definition for spirituality? As materialist, you can be spiritual about anything and everything. Why that would be a problem, I still do not get it. Thanks.

I agree with Mr. Deeldar. Again we can use Rabindranath as an example. Was he exclusively a materialist or a spiritual man? He wrote devotional songs and songs and poems of love. At the same time he wrote essays including essays on science. You will not smell any spirituality in the latter. In his personal life he maintained two distinct entities within himself----spiritual and materialist. We all more or less are like this. 

Spirituality is real and human brain---to repeat Deeldar---is a product of our brain. The concept of God or ghost one has in his mind is nothing but a subjective reality. This subjective reality can have a big impact on the life of one who believes in God or ghost. But it is not only intangible, in reality it does not exist, or at least one cannot form a refutable hypothesis based on the existence of God or ghost. 

As we know people need God for various reasons. It can even simply be a prejudice instilled by the society in one's mind. Some people through rational thinking and scientific judgement can shake it off, some cannot. Some cannot because they do not want any disequilibrium in life. Some cannot because of fear. Some cannot because of the sense of uncertainty.

 Rabindranath never said any thing against the atheists. He rather praised them at one point. But he used his jeebon debota as his Polaris to which maintained a continuous journey throughout his life. He never boasted of it nor advised any one to follow his unique path. He was not a preacher, but he had innumerable informal followers or disciples. Even Abu Syed Ayub, apparently an atheist, wrote Panthojoner Sakha (Friend of the traveller). We are all traveling and we probably need a friend to guide so that we are in the right track.

It is almost impossible for a strict materialistic to be spiritual. Your definition of spirituality as an open minded attitude towards life and its surroundings is also impractical, because spirituality requires a focal point of thought, just like you require in the meditation. When you do that, you are no longer an open minded people. Most people put God at the focal point of spirituality, as Rabindra Nath did.
