Marx for Christmas

Sankar Ray
Tuesday, October 22, 2013 (http://www.thenews.com.pk/Todays-News-9-209449-Marx-for-Christmas)

Scholars around the world shall have a unique Christmas gift – The Oxford Handbook of the History of Communism (OHC). The book, enriched with 35 papers, has been edited by Steve Smith, professor of history at the European University Institute in Florence and currently senior research fellow at the All Souls College, University of Oxford.

In the preface, 'Towards a Global History of Communism', Smith says ingenuously that, "Communism was the twentieth century's most idealistic political experiment, yet major Communist regimes evolved into some of that century's most bloody tyrannies. At the peak of its influence in the 1970s, states purporting to espouse Communist principles (Leave aside the question of whether they were in any genuine sense 'Communist') governed about a third of the world's landmass. Throughout the colonial, post-colonial and underdeveloped worlds millions viewed such states with sympathy for having apparently broken with the injustices and inequalities of capitalism and big-power politics."

But Smith thinks "the Communist experiment was finished" in contrast to what a doyen among India's political theorists, Dr Randhir Singh, thinks: that the collapse of the once-mighty Soviet Union didn't mean the defeat of Marxism but the fall of 'official Marxism'. Small wonder then that Bloomberg News carried an opinion piece by George Magnus, captioned 'Give Karl Marx a Chance to Save the World Economy'.

According to Magnus, "The spirit of Marx has risen from the grave amid the financial crisis and subsequent economic slump. ...Today's global economy bears some uncanny resemblances to the conditions he foresaw".

The most theoretically significant paper is written by Prof Paresh Chattopadhyay, an outstanding Marx scholar, 'Karl Marx and Friedrich Engels on Communism'. Belonging to the Subcontinent and part of the teaching staff of the Department of Political Economy at Quebec University, Chattopadhyay is a member of the workshop (werkstatt) of the ongoing project of a 15-volume Historical-Critical Dictionary of Marxism under the sponsorship of Institut Fur Kritische Theorie, InkriT, Berlin.

Prof Chattopadhyay has the advantage of being comfortable with the French, Russian, German, Russian and Italian languages, something that helped him study the texts. After reading the first draft, Smith wrote candidly "Your erudition – across the range of Marx's writing and in various languages – is staggering and I learned a great deal that I didn't know before".

Among others who contributed to the invaluable treatise in the theoretical section on ideology – Marx and Engels in German Ideology warned the proletariat against ideologies and ideologues, arguing that "in all ideology, men and their circumstances appear upside down as in a camera obscura" – are Lars T Lih ('Lenin and Bolshevism'), Kevin McDermott ('Stalin and Stalinism') and Timothy Cheek 'Mao and Maoism').

Chattopadhyay takes up cudgels for the validity of Marx and his works, "The proletariat is the 'bad side' of the present society, and 'history moves by the bad side'", as Marx reminded Proudhon in 1847. Marx and Engels, he reminds, enunciated that the 'consciousness of the necessity of a profound revolution, the communist revolution, arises from this class itself'. Communism indeed is "the beginning, and not the end of human history".

But the top brass of Indian communist parties, the Communist Party of India (Marxist), Communist Party of India, and various Maoist groups of the Communist Party of India (Marxist-Leninist) and other so-called Marxist parties such as the Revolutionary Socialist Party of India have been lukewarm to the idea of this Oxford publication. The reasons are not difficult to guess.

Chattopadhyay is ranked among top Marxist scholars such as Maximilien Rubel, David Borisovich Riazanov (who discovered shelved texts like the Economic and Philosophical Manuscripts of 1844, The German Ideology, Holy Family, Contribution to the Critique of Political Economy and Grundrisse), Anton Pannekoek, formulator of Council Communism, and Charles Bettelheim author of the four-volume Class Struggles in the USSR. Chattopadhyay has to his credit seminal works such as The Marxian Concept of Capital and the Soviet Experience and papers like 'Myth of Twentieth Century Socialism' and 'Two Approaches to Socialist Revolution: Marx Versus Lenin and Trotsky'.

Agonising as it may seem to those generations that gravitated to Marx through Lenin's works, Lenin's distortions of Marx did considerable damage to the possibilities of a proletarian revolution. For instance, Marx never stated that socialism is the lower stage of communism, but conceived socialism, communism, republic of labour, cooperative society, society of free and associated producers as interchangeable and synonymous. Lenin's formulations – namely, 'socialist state' or 'commune state' are brazen deviations from the fundamentals of Marx and Engels.

"The existence of the state is inseparable from the existence of slavery", Marx categorically stated in theCritical Notes on the Article: The King of Prussia and Social Reform. Lenin himself stated in his The State and Revolution that state and freedom are mutually exclusive. Not only Chattopadhyay, but Cyril Smith, Marcello Musto and other Marxist scholars who studied Marx and Engels in the original have stated unhesitatingly that all the so-called socialist states were actually capitalist states.

The attraction of the upcoming book for scholars – particularly Marxist scholars not adhering to the Leninist tradition – is irresistible. The first task before them and prosperity is to present Marx in the Marxist way.

[mukto-mona] Dispatches from Bangladesh by Nicholas Schmidle

Dispatches from Bangladesh.

The village of Gosaipur. Click image to expand. The village of Gosaipur

The people of Gosaipur, a village in northwestern Bangladesh just outside the city of Dinajpur, regard Khokan as their finest hunter. Yet in his turquoiseloongi, a traditional Bangladeshi man-skirt, and navy blue T-shirt with a screen-printed portrait of a female Bengali film star, he didn't strike me as a fearsome figure. But the skills needed for hunting turtles andkuchia, a species of eel that lives in the swamp, don't require bravado or great strength. "You need to be quick," Khokan said, describing his technique for catchingkuchia with his hands. "You watch for the fin print in the mud, and then you pounce." And the turtles? He shrugged, feigned nonchalance, and added, "I just chase them down and stick a spear through their shell."

Khokan belongs to a caste of Hindus known as "Mushaheris," a Sanskrit word meaning mice-eaters. The Mushaheris are Dalits, the lowest of the low, according to the Hindu caste system. They were known as untouchables before the Indian subcontinent became politically correct. Some say that if so much as the shadow of a Dalit touches a person from an upper caste, the aristocrat should bathe thoroughly to cleanse any impurities. Dalits, numbering about 1 million in Bangladesh (and well over 100 million in Hindu-majority India), are socially immobile. Potential employers shy away from hiring someone labeled an untouchable by their co-religionists. Men and women are usually left toiling as brick-breakers. Yet the wages from breaking bricks are meager—around 70 cents a day—and not enough to buy meat. To compensate for protein deficiencies, Dalits hunt and eat anything they can find. Mice are the most common, thus the name "mice-eaters." But mouse season recently ended, Khokan said. Kuchia were abundant. He ran off to retrieve the spoils of yesterday's hunt: two barbequed eel heads, skewered on a knobby twig.

After showing me his tools for breaking bricks and spearing turtles, Khokan offered a tour of the village. A distinct smell of urine wafted through the air. In one corner, the village pig rolled in dirt while a cow on a short leash circled around a pole. Both animals, Khokan explained, are investments for a rainy day; a Christian village will buy the pig for about $100 next Christmas, and the cow could fetch several hundred dollars.

Gosaipur's temple to Shiva. Click image to expand.Gosaipur's temple to Shiva

Gosaipur's main attraction is a soccer-goal-sized temple dedicated to Shiva, the Hindu god of creation and destruction. Apparently, Shiva liked to get stoned, and so, to fully show his veneration, Khokan smoked a lot of pot. He pulled a hash-packed chillum, a pipe traditionally used by Hindu mystics to smoke hashish, from his pocket and suggested we light up. I declined as diplomatically as possible, not wanting him to think my refusal reflected bias against sharing a pipe with an untouchable. "It's only 9 in the morning," I said. "And I still have a day's worth of meetings to attend." Picturing an afternoon of the munchies with the eel heads was enough to make anyone decline the invitation.

After saying farewell to Khokan and leaving Gosaipur, I learned that Muslims inhabit the neighboring village. Bangladesh is a Muslim-majority country, but about 10 percent to 12 percent of the population of around 145 million is Hindu. Bangladeshis boast that their vibrant, liberal culture is a product of Hindus and Muslims living side by side for centuries. Rabindranath Tagore, a Bengali poet, artist, and novelist who won the Nobel Prize for literature in 1913 and is hailed as Bangladesh's Shakespeare, was a Hindu. Two of Tagore's poems would later be adopted as national anthems by both India and Bangladesh.

Still, there are others who think that the rise of Islamist groups in Bangladesh poses a threat to the Hindu minority, especially the outcast Mushaheris. "Jamaat-i-Islami has taken advantage of their weaknesses," said Shah Mobin Jinnah, director of the Community Development Association, an NGO based in Dinajpur. Jinnah believes that the Islamists are using the Mushaheris' illiteracy and destitute poverty to encourage conversions. Can you blame them? I asked Jinnah. Wouldn't you consider converting to another religion if the one you belonged to classified you as untouchable? It's been done before. On Aug. 14, 1956, B.R. Ambedkar, a primary author of India's constitution and a Dalit by birth, converted himself—and 380,000 other untouchables—to Buddhism.

After my meeting with Jinnah, I headed to another Mushaheri village about 30 miles outside Dinajpur. The company that normally runs buses between the main road and the village had, for unknown reasons, scrapped their service for the day, so we rented a "van." I'm unsure how a bicycle pulling a flatbed with two wheels and a lantern dangling underneath was ever dubbed a van, but a friend and I loaded onto the back of it, held the sides so as not to slide off, and went bumping along. After a chilly, 45-minute bike ride on a two-lane road that meandered through rice paddies, we arrived in the second village, Subarna Khuli, or "golden field," at dusk. Three kids played catch with a ball of tape. Across the village, one family performed mundan,a Hindu ritual in which the male child's first haircut involves shaving the boy's head. Fellow villagers gathered to celebrate, and the family distributed handfuls of rice wrapped in banana leaves. The village had toilets and a schoolhouse. A few people even had jobs.

A short, thin man named Donasher introduced himself as a rice farmer. He had just finished a day's work, standing knee-deep in grimy water planting rice. A frequent and violent cough sounded like someone was beating him on the back with a 2-by-4. Soon enough, Donasher said, the rice season would end and he'd have no work. "How do you make your earnings last through the year?" I asked. "We can't," he said. During other "off seasons" he hunted and ate mice. But lately, Donasher hasn't needed to go out hunting. About two years ago, village life improved dramatically when everyone converted—to Christianity.

Donasher recalled how two teams of missionaries, one from the Bangladesh Lutheran Church and another from Thali Ta Khumi Church, entered Subarna Khuli and told the village elders: "We will look after you." They immediately built a church. They followed that with a school, where the children receive one meal a day. "They have given us winter clothes, and in workless times, they have given us money," Donasher said. Before long, responding to the churches' persistent requests, government engineers installed a tube well to pump safe drinking water. "They have helped us both spiritually and economically," he said.

I thought back on what Shah Mobin Jinnah had told me earlier in the day. And he was right: The Mushaheris are a vulnerable lot. Their own religion doesn't seem to want them, so why should they feel compelled to stay Hindu forever? More than that, however, the story of Subarna Khuli illustrates how religious conversions take place. There are plenty of stories about domineering missionaries using force or manipulative tactics to convert. But often, it is just a matter of satisfying people's basic needs. Christian, Muslim, or Buddhist—whichever missionaries can improve the lives of people like Donasher will ultimately win their allegiance.

Nevertheless, neither church has delivered electricity to Subarna Khuli yet. An hour after we arrived, the sky fell pitch black, and Donasher ran off to get a bottle of molasses moonshine. Four of us sat on the floor of his single-room home and passed around the bottle, using the light of my cell phone to find one another's hand. I took one gulp that immediately sent a burning sensation down to my toes. After another swig, we boarded the van and, holding tight, meandered back through the rice paddies.

[mukto-mona] The Untouchables of Bangladesh

 International Humanist and Ethical Union
The world union of Humanist organizations

The Untouchables of Bangladesh

Submitted by admin on 21 August, 2009 - 11:48

Bangladesh embodies a combination of Bengali society and culture, a Hindu and Buddhist heritage and later Muslim traditions. The caste system and prejudice against "untouchables" are part of Hindu culture. Although Hindu in origin, work-based discrimination and social exclusion have been a reality in both theHindu minority and the Muslim majority communities in Bangladesh. Many traditional occupations tend to be descent- based, forming communities who work in unappealing environments and live either in public housing or in slums. The living areas of the workers are segregated and they suffer abuse related to their jobs and status. Rigid religious and psychological barriers impede any change in habitat or occupation.

These workers may be termed "Dalits" – "broken people". In Bangladesh with its Muslim majority, Hindus are a minority and Dalits are the most marginalised and deprived section of that minority community. They are considered "unclean", living in their own neighbourhoods apart from "clean" groups. Most Dalits, particularly among the Hindus, are descendants of Indians from other parts of what was British India, largely imported by the colonial regime to provide menial services. They are denied entry to the temples, social centres and burial grounds of non-Dalits.

Hindu caste and the social stratification of Islam in Bangladesh
Caste practice in Bengal before partition of the Subcontinent had both hierarchical and territorial characteristics. In the census of 1941, 118 castes were counted in Bengal, including 62 scheduled castes.

There were 7.1 million members of scheduled castes in Bengal at the time of the partition of India.

Islam preached egalitarian principles and a true Muslim should not speak evil of others, irrespective of their religion. But Islam introduced a new type of social stratification, in which the highest were those closest to the Prophet in blood, faith and geography. Muslims of the subcontinent use the sayings of the Prophet to maintain their caste and class distinctions. According to the Sunni school of jurisprudence:

1. An Arab is superior to a non-Arab(Ajami) Muslim,
2. Amongst Arabs: a) The descendents of Hazrat Ali come first, b) The Quraysh are above all other Arabs, save Hazrat Ali's descendents,
3. The descendents of the Caliphs,
4. A learned non-Arab (Ajami) is equal to an ignorant
Arab,
5. A Qazi (Muslim judge) or a Faqih (Muslim jurist theologian) ranks higher than a merchant, and a merchant than a tradesman.

So the Islamic hierarchy is not the same as the Hindu caste system.

Bengali Muslims were stratified into four major castes – Syed, Mughal, Sheikh, and Pathan, a parallel to theHindu Varna system. All are noble, but the former two, representing the tribe of the Prophet and the direct progeny of Ali, his son-in-law, are pre-eminent. The community has unfortunately inherited the divisions of both their Hindu and Muslim forbears, and caste prejudices have left their mark upon many. There are about 35 separate Muslim castes in Bengal.

Bengali Muslims, unlike Hindus, or Muslims in many other regions, did not welcome modern education or the improved quality of life brought to the mass of the people by modernisation. As a consequence, Bengali Muslims, the majority of whom were rural poor and illiterate, never formed a viable middle class.

At the beginning of the 20th century Muslims constituted a large part of the agricultural population of Bengal, but most were tenants rather than landowners. Land was mainly owned by absentee Hindulandlords. Many Muslim tenants suffered at the hands of the unsympathetic agents of these landlords.

Like the higher-caste Hindus, foreign Muslims (Arabs, Persians, Afghans) and their descendents classified themselves as Ashraf (noble-born) and looked with contempt upon groups such as weavers, cotton-carders, oil-pressers, barbers and tailors. The lowest castes were forbidden to enter the mosque or use the public burial grounds.

The Ashraf refused to be identified with locality, Bengali cultural heritage and language, speaking Urdu at home. Many indigenous Bengali Muslim converts spoke a language mixed with Persian and Arabic words known as Mussalmani-Bengali. When educating their children, they chose Urdu, because it was likely to raise their social status.

The Hindus of Bangladesh are traditionally divided into Brahmin, Kashtriya and Vaishya and the lower castes known as Shudra – the traditional serfs, craftsmen, agricultural labourers, and outcastes (Atishudras). Traditionally, each caste followed a particular hereditary occupation. In Bangladesh, scheduled or low castes have different status from untouchables and as a result experience different kinds and degrees of discrimination.

The International Dalit Solidarity Network (IDSN) estimated in 2006 a population of 5.5 million Dalits in 45 different communities in Bangladesh, segregated by occupation and caste.

Human rights, discrimination and the Constitution of Bangladesh
Secular Bengali nationalism acted to unite all the people regardless of religion in a bond of fraternity. Four fundamental principles – nationalism, socialism, democracy, and secularism – were embodied in the Bangladesh Constitution of 1972.

Article 10 mandates the attainment of a just and egalitarian society free from exploitation. Article 12 requires secularism to be realised by the elimination of communalism, of granting political status in favour of any religion, of the abuse of religion for political purposes, and of any discrimination or persecution of persons practising a particular religion.

Despite the fact that, according to the eighth amendment to the Constitution, Islam is the State religion, article 41 of the Constitution declares, "every religious community or denomination has the right to establish, maintain and manage its institutions". The Constitution does not recognise minorities as groups distinct from the Bengalis.

Although the Constitution confers equal rights irrespective of race, caste, creed or religion, social exclusion is still manifest in both rural and urban areas. Extreme violence, including abduction, rape, torture, destruction of houses, land grabbing and eviction, is from time to time visited on different groups, including Dalits, human rights defenders, media personnel, women, children, NGO personnel and the Adibashi and Ahmedia communities. The culprits are often militant Islamic groups.

Visible discrimination against the minority community, the majority of whom are the low-caste Hindus or untouchables, permeates every sphere of socioeconomic and political life.

In 2008 only 500 Jawans out of 80 000 worked in the defence service. Until 1993, not a single member of the minority community was a chairman or director in government, semi-government or autonomous organisations. No minority member was a director in a bank or financial institution and only one was a general manager among 37 in the nationalised banks.

There are some 3.5 million "untouchable" sweepers in Bangladesh. Nevertheless, officials now recruit people from outside the caste as sweepers, depriving Dalits of work. The Government has decided that no man may be appointed as a sweeper without having an educational qualification.

The negative attitude towards Dalits even spills over into the micro-credit programmes that have made Bangladesh world famous as a pioneer in the fight against poverty. Dalits, having neither permanent jobs nor land for dwellings find it difficult to form groups and save the required small amounts every week. Without a change in the attitude that sees Dalits as liabilities rather than assets, the nation will forever be deprived of the full potential of millions of Dalits.

Policy Recommendation and Challenges
A joint NGO submission by the Bangladesh Dalit and Excluded Rights Movement (BDRM), Nagorik Uddyog and the IDSN related to the fourth UPR (Universal Periodic Review) session, February 2009, provided a number of recommendations on the human rights of Dalits in Bangladesh:

• The vulnerability of Dalits should be identified and more positive attitudes towards Dalits and their families engendered;
• Legislation protecting Dalits from attacks, harassment and misbehaviour must be enforced effectively;
• Dalits should be leased government land and supported by loans to build housing.
• The status of Dalit professionals should be upheld and employment quotas instituted for Dalits;
• Dalits should be helped to a sustainable livelihood.
• Dalits should be encouraged to be involved in policy making and protection of Dalits prioritised during natural disasters and societal hazards such as riots.
• A quota system for education of Dalit children should be implemented in all educational institutes.
• Existing constitutional provisions should be implemented and provisions against bonded labour should be enacted.
• Human rights advocacy programmes by Government and NGOs should be undertaken to empower Dalits, women in particular. Income generation schemes should be undertaken for Dalit women and children.

A draft report by the UN recommends a general framework for the Government of Bangladesh to comprehensively address caste-based discrimination. This should be used to frame the key national priorities for improving the situation of Dalits in Bangladesh. Conclusion Caste hierarchies and discrimination permeate both the Muslim and Hindu populations in Bangladesh, and perpetuate the poverty trap. Dalits live on an amount far below the poverty line with extremely limited access to health and education services. They suffer from very poor housing and lack employment opportunities. Different governments have undermined the principles of secularism, minority rights and basic human rights – including constitutional safeguards. Any attempt to promote rights-based development in Bangladesh must take great care not to perpetuate existing patterns of caste discrimination and must include special measures to reach the Dalits.

Over the last few years, there has been an increasing focus on and state recognition of the situation of Dalits in Bangladesh. The new Government authorities of Bangladesh have invited civil society to discuss the UPR review, and have generally adopted an inclusive and participatory process towards the Dalitcommunity. The Dalit movement managed to raise their demands in the run-up to the national elections in December 2008, and the establishment of the new National Human Rights Commission also brings opportunities for increased attention to this issue. Yet, the widespread practice of discrimination, segregation and untouchability continues to impair the fundamental human rights of the Dalit community in Bangladesh.
