Doctors in Uzbekistan Say Government Forcibly Sterilizing Women

Journalist Natalia Antelava talks with Marco Werman about what she
says is a secret program by the government of Uzbekistan to sterilize
women against their will.

Antelava, who was barred from entering Uzbekistan to report her story
for the BBC, interviewed Uzbek women and doctors who had crossed the
border into Kazakhstan, and she contacted others by telephone and
e-mail. They told her of a government plan to limit the size of
families through sterilization, sometimes without a woman's consent or
even her knowledge.

"After I gave birth to my second child, doctors told me that I
shouldn't have any more," said one Uzbek woman, who asked not to be
identified. "I was under a full anesthetic. They didn't ask me
anything. They just cut out my uterus."

Doctors told Antelava that the Ministry of Health has ruled that they
must perform such surgical sterilizations. "It's ruling number 1098,"
said one doctor, "and it says that after two children, in some areas
after three, a woman should be sterilized."

In a written response to the BBC's request for comment, the government
of Uzbekistan called such allegations slanderous and insisted they
bore no relation to reality.

Uzbekistan's policy of secretly sterilising women

The BBC has been told by doctors that Uzbekistan is running a secret
programme to sterilise women - and has talked to women sterilised
without their knowledge or consent.

Adolat has striking looks, a quiet voice and a secret that she finds
deeply shameful.
She knows what happened is not her fault, but she cannot help feeling
guilty about it.Adolat comes from Uzbekistan, where life centres
around children and a big family is the definition of personal
success. Adolat thinks of herself as a failure.

"What am I after what happened to me?" she says as her hand strokes
her daughter's hair - the girl whose birth changed Adolat's life.

"I always dreamed of having four - two daughters and two sons - but
after my second daughter I couldn't get pregnant," she says.Every
doctor is told how many women are to be sterilised - there is a quota"

Uzbek gynaecologist

She went to see a doctor and found out that she had been sterilised
after giving birth to her daughter by Caesarean section."I was
shocked. I cried and asked: 'But why? How could they do this?' The
doctor said, 'That's the law in Uzbekistan.'"Sterilisation is not,
officially, the law in Uzbekistan.

But evidence gathered by the BBC suggests that the Uzbek authorities
have run a programme over the last two years to sterilise women across
the country, often without their knowledge.

Foreign journalists are not welcome in Uzbekistan, and in late
February of this year the authorities deported me from the country. I
met Adolat and many other Uzbek women in the relative safety of
neighbouring Kazakhstan. I also gathered testimony by telephone and
email, and in recordings brought out of the country by courier.

None of the women wanted to give their real names but they come from
different parts of Uzbekistan and their stories are consistent with
those of doctors and medical professionals inside the country.

"Every year we are presented with a plan. Every doctor is told how
many women we are expected to give contraception to; how many women
are to be sterilised," says a gynaecologist from the Uzbek capital,
Tashkent.

Like all doctors I interviewed, she spoke on a condition of anonymity.
Talking to a foreign journalist could result in a prison term, in a
country where torture in detention is the norm."There is a quota. My
quota is four women a month," she says.

Two other medical sources suggest that there is especially strong
pressure on doctors in rural areas of Uzbekistan, where some
gynaecologists are expected to sterilise up to eight women per
week."Once or twice a month, sometimes more often, a nurse from the
local clinic comes to my house trying to get me to the hospital to
have the operation," says a mother of three in the Jizzakh region of
Uzbekistan."Now it's free, but later you will have to pay for it, so
do it now," the nurse tells the mother.

Another mother says she experienced months of mysterious pain and
heavy bleeding following the birth of her son. Then she had an
ultrasound check and discovered that her uterus had been removed."They
just said to me, 'What do you need more children for? You already have
two,'" she says.

The BBC gathered similar testimony from the Ferghana Valley, the
Bukhara region and two villages near the capital Tashkent.

According to a source at the Ministry of Health, the sterilisation
programme is intended to control Uzbekistan's growing population,
which is officially held to be about 28m people. Some demographers are
sceptical, however, pointing to the large numbers of people who have
emigrated since the last census in 1989, when the population stood at
around 20m.On paper, sterilisations should be voluntary, but women
don't really get a choice"

Uzbek doctor

"We are talking about tens of thousands of women being sterilised
throughout the country," says Sukhrob Ismailov, who runs the Expert
Working Group, one of very few non-governmental organisations
operating in Uzbekistan.

In 2010, the Expert Working Group conducted a seven-month-long survey
of medical professionals, and gathered evidence of some 80,000
sterilisations over the period, but there is no way of verifying the
number and some of the procedures were carried out with the patient's
consent.

The first cases of forced sterilisation were reported in 2005, by
Gulbakhor Turaeva - a pathologist working in the city of Andijan who
noticed that uteruses of young, healthy women were being brought to a
mortuary where she worked.

After gathering evidence of 200 forced sterilisations, by tracing
women from whom the uteruses were removed, she went public with her
findings and asked her bosses for an explanation. Instead they sacked
her.

In 2007 Turaeva went to jail, accused of smuggling opposition
literature into the country. Like many others, she refused to be
interviewed for this report because of fears for her and her
children's safety.
Sterilised mother The women who were interviewed did not want to be identified

In 2007, the United Nations Committee Against Torture also reported
forcible sterilisations and hysterectomies in Uzbekistan, and the
number of cases of forced sterilisation appeared to fall.

But according to medical sources, in 2009 and 2010 the Uzbek
government issued directives ordering clinics to be equipped to
perform voluntary surgical contraception. In 2009, doctors from the
capital were also despatched to rural areas to increase the
availability of sterilisation services.

There is evidence that the number of sterilisations then began to rise
again."On paper, sterilisations should be voluntary, but women don't
really get a choice," says a senior doctor from a provincial hospital,
who wished to remain unnamed.

"It's very easy to manipulate a woman, especially if she is poor. You
can say that her health will suffer if she has more children. You can
tell her that sterilisation is best for her. Or you can just do the
operation."

Several doctors I spoke to say that in the last two years there has
been a dramatic increase in Caesarean sections, which provide surgeons
with an easy opportunity to sterilise the mother. These doctors
dispute official statements that only 6.8% of women give birth through
C-sections.

"Rules on Caesareans used to be very strict, but now I believe 80% of
women give birth through C-sections. This makes it very easy to
perform a sterilisation and tie the fallopian tubes," says a chief
surgeon at a hospital near the capital, Tashkent.

Uzbekistan: Infant and maternal deaths

Uzbekistan ranked 140th out of 194 countries in terms of infant
mortality in 2005-2010, according to data from the UN Population
DivisionThis put it just behind Laos, Madagascar and Bolivia, and just
ahead of Bangladesh, Ghana and Papua New Guinea

Figures from the UN Population Fund indicate that Uzbekistan had a
maternal mortality ratio of 30 deaths per 100,000 live births in 2008
- a 44% improvement on 1990.This ratio put it level with Iran, just
ahead of Albania and Malaysia (31) and just behind Armenia (29),
Romania and Uruguay (27)

Several doctors and medical professionals said forced sterilisation is
not only a means of population control but also a bizarre short-cut to
lowering maternal and infant mortality rates.

"It's a simple formula - less women give birth, less of them die,"
said one surgeon.
The result is that his helps the country to improve its ranking in
international league tables for maternal and infant mortality.

"Uzbekistan seems to be obsessed with numbers and international
rankings," says Steve Swerdlow, Central Asia director at Human Rights
Watch.

"I think it's typical of dictatorships that need to construct a
narrative built on something other than the truth."

Swerdlow believes foreign governments could do more. Until recently
Uzbek President Islam Karimov was a pariah in the West, but in recent
years both the US and the EU have lifted sanctions, including a US ban
on arms sales.

This is apparently related to America's worsening relationship with
Pakistan and Nato's increased use of routes through Central Asia,
including Uzbekistan, to get supplies and troops in and out of
Afghanistan.

A number of Western dignitaries have visited Uzbekistan in recent
months, but few have made any public comment on the country's human
rights record."Karimov has managed to get to the point in his
relationship with the West when there are no consequences for his
actions and human rights abuses," says Swerdlow.

"There is a deafening silence when it comes to human rights. Reports
of forced sterilisation add urgency to breaking this silence."

In a written reply to the BBC's request for comment, the Uzbek
government said the allegations of a forced sterilisation programme
were slanderous and bore no relation to reality.

The government also said that surgical contraception was not
widespread and was carried out only on a voluntary basis, after
consultation with a specialist and with the written consent of both
parents.

The Uzbek government stressed that Uzbekistan's record in protecting
mothers and babies is excellent and could be considered a model for
countries around the world.

However, Nigora is among many for whom forced sterilisation is a
reality. She had an emergency C-section. A day later she was told she
had been sterilised. On the same day, her newborn died.Nigora is 24
and will never have children.

Before you question my depth of 'ignorance', you should learn the history of Islam properly.  As yet you don't seem to know, for example, who Harb was.  If it is alright to spread 'lies' about Abu Lahab, it might be so about your 'beloved prophet'.  After all, they were related by marriage and otherwise before family feud, growing out of poetry competition, split them apart with the consequent advent of Islam.

I would advise Mr. Rahman to read the biography of the prophet and the history of Islam again.  He would find out that Abu Sufian wasn't as inimical to Muhammad(for many years the Meccans offered protection to Muhammad, when they didn't, he migrated to Medina) as Abu Lahab and was too powerful to be killed by a bunch of mercenaries hired to conquer HejajThe prophet, though he loved Hejaj more than Yathrib preferred to go back there as he didn't really trust Abu Sufian and his community in Hejaj(Mecca)

Now a little correction to the comment made any prophet Muhammad (PBUH). As usual you are attempting to spread wrong information about history of Islam. The prophet (PBUH) had no reason to " loved Hejaj more than Yathrib" as Yathrib (Modern day city of Medina where prophet was buried) is PART of the Hijaz province. Click here to see the map. It is an absurd statement because it is like saying Mr. Rahman liked loved Bangladesh more than Dhaka!!

Also prophet Muhammad (PBUH) spent most of his time in the city of Mecca than Medina. So the comment about Abu Sufiyan is a guess at best but not a fact of life. If saving his own life was so important than he would have left Mecca long time ago. He actually spent 13 years more AFTER he received revelations from our Maker. He spent much less time in Medina and left for Medina to avoid bloodshed in Mecca.


Lastly I like to "Advise" you to pick a more civilized hobby than spreading lies about a man who died 1400 years ago. He is not around to answer to these distortion.
I am still trying to find reasons behind wholesale distortion campaign about Islam and prophet Muhammad (PBUH). Guess my earlier statement about having good and bad people in every community is an accurate one. It seems SOME Bangladeshi Hindus are quite capable of being "Communal" and discriminatory as rest of the population.

Guess I am going to come up with some basic information about Muhammad (PBUH),so the majority members can use that as reference to verify basic information about Islam.

Isn't Mr. Chakrabarty himself a believer in 'Maharshi Muhammad', Ramkrishna, Bankim, Vivekananda, and a host of other great men who believed in miracles?  The Rhodes scholar was my friend and classmate, his father was a madrasah imam.  He might have carried a few beliefs from his father.

Jamat-e-Islam isn't more Islamic than the Deobandis, and the former is branded heretic by the latter.  Their followers do not pray together.  I think, Bangladesh has more than 10% minorities.  The census bureau creates data on the desk.  The Govt. might have ulterior motives behind it.

Even when he was most powerful after amazing victory of Mecca (Return to Mecca without any bloodshed), he forgave the very people who attacked him and wished to kill him for 22 long years.

I think Mr. Subimal Chakrabarty's post below contains very little of message, and almost all about the messengers.
 
I do not think that calling Jamat-i-Islam anti-Islamic is an honest statement. They try to follow Islam by the book more than people who criticize them. People who criticize the Jamatis by calling them anti-Islam are probably trying to make a gradual change of mindset by appeasing Islamic sentiments through selective following/praising of Islam, while the goal really is to discard/de-emphasize some parts of Islam.
 
Now let me make a few comments on Mr. Rahman's post below.
 
Ideally, hatred, discrimination, persecution, barbaric atrocities, etc. against the religious minorities should not be a minority-majority issue. It should be a serious issue for the whole country. Unfortunately, Pakistan and Bangladesh have failed on this miserably over the last 65 years. That is why Bangladesh now has less than 10% non-Muslims, compared to more than 30% in 1947. Even today, Mr. Chakrabarty's favorite personalities such as Mr. Rahman would rather deny the facts of persecution of religious minorities in the country. I doubt if people like Mr. Rahman would have recorded the Satkhira episode as a fact if it was not talked about strongly in this forum. In any case, I am glad that Mr. Rahman has made some convincing points below.
 
As for Mohammad forgiving some people who wanted to kill him, it is not comparable to the followers of Mohammad forgiving people who insult him. If the followers really believe in the greatness of Mohammad, they should ignore the insults by thinking that he could not be tainted so easily. They can be upset, they can think and say loudly that the insulters were ignorant fools, but they should not go on to a crime spree. If he is diamond, he will shine; no need to commit barbaric atrocities on his behalf to establish his radiance.

Mr. Q. Rahman, Mr. Hannan, and Mr. M. Anwar---all are believers. But I am amazed to see the diametrically opposite views on the issue----Mr. Rahman on one extreme and Mr. Hannan + Mr. Anwar  on the other. It seems to be clear that Jamaati ideology is anti-Islamic.

I do not think it is helpful to make it a "Hindu-Muslim" issues. Obviously there were people from both religions in the drama and people from all backgrounds took part what followed the drama. First of all it was a failure of our law enforcement departments to protect these people.

Even if someone did insult prophet Muhammad (PBUH), NO ONE had any right to pick law on their own hands. As per Islamic laws, even criminals have right to defend themselves.

From the news it seems some members from minority community were framed by politicians to destroy communal harmony in our country.

I remember when some "Less intelligent Muslims" took part in some violence in various parts of the world, common Muslims were confused. Then some great scholars posed a simple question. They said, If our noble prophet (PBUH) was alive today, how do you think he would have responded? Everyone knew the answer and they just needed a reminder. In fact there were many many occasions when prophet was insulted, he forgave them or educated them about true teachings of Islam. Even when he was most powerful after amazing victory of Mecca (Return to Mecca without any bloodshed), he forgave the very people who attacked him and wished to kill him for 22 long years.

First of all, by acting like barbarians these people (Those who allegedly attacked innocent Hindus!) insulted the spirit of Islam. Such is the level of our ignorance about Islam!!

Lastly I would hope our leaders realize that, they have failed our minorities one more time. Blaming opposition cannot excuse such failure. The majority population put our leaders to power and we want to feel secured in our OWN country for a change.

I strongly demand that, our leaders do our best to find those people who took up law on their own hand and oppressed people in the name of Islam.  These criminals need to explain how this happened and if found guilty, they should be PUNISHED. If we allow criminals (No matter what religious or political back ground they are from) to get away with violence, our "Independence" will be reduced to some empty slogans. Last time I checked that was not the dream of Bangabandhu Sheikh Mujibur Rahman.

Now a days there are plenty of people who profess their love for Bangabandhu, let us work hard to make his dream come true. I can guarantee that he would have preferred to have a secured Bangladesh over having one more institution to be named after him. I do not know how many more stories of injustice we have to witness before we stop sleep walking and start standing beside people who need to be protected.

The last thing I like to see is communities standing against each other. That cannot solve any issues. We have to stand up in ONE VOICE against any oppression. Be that against Muslims, Hindus, Christians or people of no faith.


O ye who believe! Be steadfast witnesses for Allah in equity, and let not hatred of any people seduce you that ye deal not justly. Deal justly, that is nearer to your duty. Observe your duty to Allah. Lo! Allah is Informed of what ye do.

Lastly, I would just remind people, this is not a "Hindu issue" rather it is a "Bangladeshi issue". until we strive to establish justice, we (Muslims) cannot expect to be treated justly by others.

I have translated the heading into English, so that the non-Bengali readers can also see what is being talked about. I would also suggest Bangladesh Hindu Buddhist Christian Unity Council to publicize their work in English. I am including the link for their description of the crimes in Satkhira in Bengali (from Dr. Jiten Roy's post) here. I am sure, all readers would understand quite a bit of it from the pictures.
 
We are talking about an episode of four days of barbaric atrocities committed by Muslim criminals against the Hindus in two villages in a sub-district of Bangladesh. The excuse was a drama staged in the local high school. The drama, written by a Muslim, is alleged to contain insulting words against Mohammad. Newspaper reports are not clear on how many of the drama actors were Hindus and how many were Muslims, and who played the Mohammad-insulting part. There is no doubt, however, that most of the Hindu villagers were not actors in the drama; and as far as I know about Satkhira, most of the inhabitants of the villages are likely to be Muslims.
 
It is encouraging that the students of Jagannath Hall of the University of Dhaka have caused some suffering in Dhaka in a civilized manner to expose, and protest against, the barbaric atrocities on religious minorities in Satkhira. It is refreshing that the Muslim Vice-Chancellor and the Muslim Proctor of the university have expressed their solidarity with the students. However, so far I know, no Muslim student lives in Jagannath Hall. It is discouraging that Muslim students from other dormitories did not join in to support the non-Muslim students.
 
Of course, most politicians and intellectuals in Bangladesh have been culpably denying the facts of minority repression in the country. That is why the field criminals have been committing their crimes with impunity. In this particular case, the police remained spectators while Muslim criminals burned and looted the properties of the non-violent Hindus, along with causing physical injuries. No one got killed, because there was no viable protest from the victims. As usual, it was not a riot between two groups; it was a one-sided organized crime spree committed by Muslim criminals on the Hindus.
 
I think the Hindus and the other minority groups should increase their vigilance. They should protest in Bangladesh. They should demand proper share of positions of power for them in the country. They should expose the barbaric atrocities to the world in order to pressure Bangladesh from outside.
 
The Bangladeshi Muslims need to improve on their education in civilized behavior. If they care about a better future for Bangladesh, they have no choice but to respect the rights of the religious minorities. They need to educate themselves to realize that even real mocking/insulting of Muhammad or Allah is not a crime for the any kind of humans (including Muslims) to prosecute; if it is sinful, it should be left for Allah himself to punish the mocker/insulter, with absolutely no criminal act by the Muslims. If the Muslims do not like it, they should condemn it in words, not through barbaric crimes.
 
Of course, in the case of Satkhira, if the fanatics were angry, they should have condemned the Muslim writer in a civilized manner, instead of committing crimes against the powerless Hindus. The government of Bangladesh should bring these criminals to justice. The barbarians have been committing their heinous crimes against religious minorities with impunity for too long in East Bengal (which now constitutes most of Bangladesh). This should be stopped now.
 
To be an honorable nation, civilization of Bangladesh need to come through self-realization from within, and not through any kind of carrot (reward) and stick (punishment) from some powerful forces from outside. The intelligentsia of Bangladesh needs to be mindful of this.

Daily Janakanta/3rd April, 2010: সাতক্ষীরায় সংখ্যালঘু পরিবারের ঘরবাড়ি পুড়িয়ে দেয়া হয়েছে পুলিশ ছিল নীরব দর্শক॥ হামলা, অগ্নিসংযোগ লুটপাট পূর্বপরিকল্পিত মিজানুর রহমান, কালীগঞ্জের চাকদহা থেকে ফিরে চারদিকে পোড়া গন্ধ। হাঁড়ির ভাত, মেটেতে রাখা চাল, পোড়া কাপড়, হাঁড়ি পাতিল, ঘরের চালের টিন আর মাটির পোড়া গন্ধের মধ্যে বসে দীর্ঘশ্বাস ছাড়ছে চাকদহা গ্রামের ৭টি সংখ্যালঘু পরিবার। রবিবার সন্ধ্যা পর্যন্ত এসব ব্যবসায়ী পরিবারে সহায় সম্বল আর খাদ্য সবই ছিল। সোমবার সকালে এসব পরিবারে চলছে সব হারানোর বোবা কান্না।
প্রচ- রোদে মাথা গোঁজার ঠাই নেই। গৃহবধূ থেকে স্কুলছাত্র সকলেই একটি পরিধেয় বস্ত্রে এখন দিন কাটাচ্ছে। রবিবার রাত থেকে সোমবার দুপুর পর্যন্ত এ সব পরিবারে কোন চুলো জ্বালানো সম্ভব হয়নি। ভাংচুর, লুটপাট আর অগ্নিসংযোগে এরা এখন নিঃস্ব। কালিগঞ্জের ফতেপুরে ধর্মান্ধদের তা-বের পর চাকদহা গ্রামের নারকীয় তা- হার মানিয়েছে '৭১-এর পাকসেনা তাদের দোসরদের।
চাকদহা গ্রামে যেভাবে হামলা করা হয়
ফতেপুর গ্রামের লক্ষ্মীপদ -লের মেয়ে নমিতা চাকদহা গ্রামের শ্যামাপদ সরদার পরিবারের গৃহবধূ। শনিবার রাতে হামলাকারীরা পুড়িয়ে দেয় ফতেপুরের লক্ষ্মীকান্তের বসতবাড়ি। রবিবার দুপুরে বাড়ির পুকুর ঘাটে বসে শ্যামাপদের স্ত্রী ললিতা সরদার (৪৫) পাশের গ্রামের ফজর আলির স্ত্রী আনুরা (৪০)এর মধ্যে কথা হয় ফতেপুরের হামলার ঘটনা নিয়ে। ফতেপুরের নিরীহ গ্রামবাসীর বাড়ি পুড়িয়ে দেয়া অন্যায় হয়েছে এমন মন্তব্যে নাখোশ হয় আনুরা বেগম। নবীজি সম্পর্কে কটূক্তি করেছে ললিতা এমন প্রচারে বিকাল থেকেই এই সরদার পরিবারের বাড়ির সামনে লোক জড়ো হতে থাকে। সন্ধ্যার কিছু আগে স্থানীয় নাজিমগঞ্জ বাজার কমিটির সভাপতি ফিরোজ কবীর কাজল, স্থানীয় ইউপি মেম্বারসহ সকলে ললিতার বাড়িতে বসে তাকে এধরনের কথা বলার জন্য ক্ষমা চাইতে চাপ প্রয়োগ করে। সমঝোতা বৈঠকে উত্তেজিত হয়ে ওঠে বাইরের গ্রাম থেকে আসা শতাধিক যুবক ও ক্যাডার। তারা লাথি মেরে তাদের ভারতে পাঠিয়ে দেয়ার হুমকি দিয়ে জড়ো হতে থাকে, এসব বাড়ি থেকে প্রায় ৫শ' গজ দূরের চৌরাস্তায়। পরিস্থিতি ঘোলাটে হতে পারে এই আশঙ্কায় সেখানে প্রায় ৩০ সদস্যের পুলিশ রাখা হয। সন্ধ্যার পর প্রায় ৭টার দিকে মোবাইলের মাধ্যমে ডেকে আনা হয় উপজেলার বিভিন্ন গ্রাম থেকে কয়েক হাজার কিশোর যুবককে। পূর্ব প্রস্তুতি নিয়ে থাকা এসকল বহিরাগতরা আধাঘণ্টার মধ্যেই চিকার দিতে দিতে জড়ো হয় এসকল বাড়ির সামনে। পুলিশের উপস্থিতিতে তারা ইটপাটকেল ছুড়তে থাকে বাড়ির মধ্যে। একপর্যায়ে জীবন বাঁচাতে পরিবারের নারী শিশু সদস্যরা ঘর থেকে বের হয়ে নিরাপদ আশ্র্রয়ের জন্য ছুটতে থাকলে শুরু হয় লুটপাট। দরজা জানালা ভেঙ্গে তারা ঘরে ঢুকে টাকা, স্বর্ণালঙ্কার, মূল্যবান কাপড়সহ জমির দলিল, মূল্যবান কাগজপত্র সব কিছু লুট করতে থাকে দলবদ্ধ ভাবে। ঘর থেকে পালিয়ে যাওয়ার সময় তারা সুজিতের স্ত্রীর কানের দুল খুলে নেয়। ললিতার হাতে থাকা সোনার গয়নার কৌটা কেড়ে নেয় তারা কৃষ্ণপদ, শ্যামাপদ, রন সরকার, সুধীর সরদার, নিরঞ্জন, শিবু, ভবরঞ্জন, জগদীশ, বিশ্বজিতসহ ১০টি পরিবারের ওপর হামলা চালিয়ে সর্বস্ব লুট করা হয়। লুটের মালামাল নিরাপদ স্থানে রেখে এসে তারা পেট্রোল দিয়ে আগুন ধরিয়ে দেয় শ্যামাপদ সরদারের পাকা ঘরে। সময় পুড়িয়ে দেয়া হয়
কৃষ্ণপদের ৩টি, শ্যামাপদের ২টি, রনসরকারের ৩টি সুধীর সরদারের ১টি বসতঘর। পুলিশের উস্থিতিতে প্রায় ঘণ্টা ধরে এই নারকীয় তা- চললেও পুলিশ ছিল নির্বিকার নীরব দর্শক।
 
আগুন নেভাতে বাধা
ধর্মীয় ইস্যুকে পুঁজি করে চাকদহা গ্রামে ধর্মান্ধদের হামলা ও অগ্নিসংযোগের তা-বে পুলিশ আইন প্রয়োগকারী সংস্থার সদস্যদ্যের নমনীয়তার কারণে আগুন নেভাতে যাওয়া অগ্নিনির্বাপক দলের সদস্যরা এলাকায় ঢুকতে পারেনি। আগুনের লেলিহান শিখায় ৮টি বাড়ি পুড়ে শেষ না হওয়া পর্যন্ত হামলাকারীরা অগ্নিনির্বাপক দলের সদস্যদের ব্যারিকেড দিয়ে রাখে। রাতে জেলা প্রশাসক, পুলিশ সুপার, এডিশনাল ডিআইজি, ্যাব সদস্যসহ রাজনৈতিক নেতৃবৃন্দ ঘটনাস্থলে গিয়ে পরিস্থিতি নিয়ন্ত্রণে আনার চেষ্টা করেন।
 
ঘটনার সূত্রপাত যে কারণে
স্বাধীনতা দিবসের অনুষ্ঠানে কালীগঞ্জের দক্ষিণ শ্রীপুর ইউনিয়নের ফতেপুর মাধ্যমিক বিদ্যালয়ের ছাত্ররা ডিগ্রী বাংলা ভাষা পাঠ্য বইয়ের প্রখ্যাত সাহিত্যিক রাজনীতিবিদ আবুল মনসুর আহমদের লেখা 'হুজুর কেবলা' নাটকটি অভিনয় করে। এই নাটকে নবীজী সম্পর্কে কটূক্তি করা হয়েছে এই অভিযোগে স্থানীয় একটি দৈনিকে ২৯ মার্চ রিপোর্ট প্রকাশিত হলে উত্তেজনা ছড়াতে থাকে। এ ঘটনায় কালীগঞ্জ থানায় দায়ের করা মামলায় বাদী আবু জাফর সাপুই লিখিত অভিযোগে বলেছেন, দৈনিক দৃষ্টিপাতে বিষয়ে লেখা প্রকাশিত হলে কালীগঞ্জসহ ফতেপুর ওই এলাকায় ধর্মপ্রাণ মুসলমানরা উক্ত আসামিদের বিরুদ্ধে বিক্ষোভে ফেটে পড়ে। তারা মিছিল মিটিং করে আসামিদের বিচার দাবি করে। কারণে তিনি ইউপি চেয়ারম্যান দিদারুল ইসলামসহ জনকে আসামি করে মামলা দায়ের করেন বলে
মামলার এজাহারে উল্লেখ করেন। কালীগঞ্জ থানা পুলিশ এই মামলায় স্কুলের প্রধান শিক্ষক, সহকারী প্রধান শিক্ষিকাকে ডেকে এনে গ্রেফতার করলেও শনিবার সকাল থেকে বহিরাগত কয়েক হাজার মানুষ গ্রামে হামলা চালিয়ে ভাংচুর, লুটপাট অগ্নিসংযোগের ঘটনা ঘটায়। রাতে তারা হাজতে আটক স্কুল শিক্ষিকা মিতা রানীর বাড়িসহ আরও ৩টি সংখ্যালঘু পরিবারের বাড়িতে আগুন ধরিয়ে পুড়িয়ে দেয় এবং লুটপাট করে। পুলিশের উপস্থিতিতে এই নারকীয় তা- হলেও কালীগঞ্জ থানার ওসি ফরিদউদ্দিনসহ পুলিশের জেলা পর্যায়ের চেন অব কমান্ড ভেঙ্গে যায় বলে বিভিন্ন রাজনৈতিক নেতা অভিযোগ করেন। এই হামলা উত্তেজনায় মদদদাতা হিসেবে প্রায় সাড়ে বছর ধরে
কালীগঞ্জ থানায় থাকা ওসি ফরিদ উদ্দিনের প্রত্যাহারসহ জেলা পুলিশের প্রত্যাহার দাবি করেন। ফতেপুর গ্রামে অব্যাহত হামলা তান্ডবের পর রবিবার ফতেপুর গ্রামবাসী এলাকায় শান্তি মিছিল প্রতিরোধ গড়ে তুললেও ফতেপুর থেকে প্রায় ১৫ কিলোমিটার দূরে চাকদহা গ্রামে একই ইস্যুকে পুঁজি করে এই হামলা, লুটপাট অগ্নিসংযোগের ঘটনা ঘটানো হয়। হামলায় অংশ নেয়া অধিকাংশ ব্যক্তির
১৬ থেকে ২৫ বছর বয়সী বলে জানিয়েছেন এলাকাবাসী।
 
রাজনৈতিক নেতাদের তোপের মুখে ডিসি এসপি
জেলায় আইনশৃঙ্খলা পরিস্থিতির অব্যাহত অবনতির মুখে সোমবার জেলা প্রশাসকের সম্মেলন কক্ষে জরুরীভাবে আইনশৃঙ্খলা কমিটির সভা ডাকা হয়। জেলা প্রশাসক .মুহা. আনোয়ার হোসেন হাওলাদারের সভাপতিত্বে সভায় জেলা আওয়ামী লীগের সভাপতি ইঞ্জিনিয়ার মুজিবুর রহমান এমপি, সাধারণ সম্পাদক নজরুল ইসলাম, দেবহাটা উপজেলা চেয়ারম্যান এ্যাডভোকেট গোলাম মোস্তফা, ওয়ার্কার্স পার্টির সাধারণ
সম্পাক এডভোকেট মোস্তফা লুফুল্লাহসহ বিভিন্ন রাজনৈতিক নেতা আইনশৃঙ্খলা রক্ষায় ব্যার্থতার অভিযোগ এনে ডিসি এসপিকে সাতক্ষীরা থেকে স্বেচ্ছায় চলে যাওয়ার পরামর্শ দেন। সভায় সদর এমপি আব্দুল জব্বার, জেলা পরিষদ প্রশাসক মনসুর আহমেদ, অধ্যাপক আবু আহমেদ, মুক্তিযোদ্ধা আবু নাছিম ময়না, কালীগঞ্জ উপজেলা চেয়ারম্যান শাহাদাত হোসেনসহ বিভিন্ন রাজনৈতিক নেতৃবৃন্দ
জনপ্রতিনিধিরা এই হামলাকারীদের বিরুদ্ধে কঠোর ব্যবস্থা নেয়ার দাবি জানান। জেলা প্রশাসক এই ধর্মীয় ইস্যুকে উস্কে দেয়ার জন্য স্থানীয় একটি দৈনিককে চিহ্নিত করে বলেন, হামলাকারীরা ফতেপুরে একটি বাড়িতে আগুন দিয়ে সেখানে কোরান শরিফ পুড়িয়েছে। নতুন করে কাউকে ঘটনা ঘটাতে দেয়া হবে না উল্লেখ করে প্রত্যককে আইনের আশ্রয়ে নেয়া হবে বলে জেলা প্রশাসক জানান।
এদিকে পরিস্থিতি নিয়ন্ত্রণে রাখতে জেলা শহর থেকে প্রায় ৪০ কিলোমিটার দূরের চাকদহা গ্রামে পুলিশ ্যাব মোতায়েন রাখা হয়েছে। বিজিবিকে সতর্ক অবস্থায় রাখা হয়েছে। সোমবার দুপুরে এলাকায় গিয়ে দেখা গেছে হামলা ও বর্বরতার শিকার পরিবারগুলোতে রয়েছে অজানা আতঙ্ক। আবার হামলা হতে পারে এই আশংকায় লাখ লাখ টাকার ক্ষতি, মা-বোনদের সম্ভ্রমহানির ঘটনাগুলোও তারা
সাংবাদিকদের কাছে বলতে ভয় পাচ্ছেন।
 
সাতক্ষীরায় মিতারানীর বাড়িও পোড়ানো হলো পুলিশের সামনে
সোমবার, এপ্রিল ২০১২: স্টাফ রিপোর্টার, সাতক্ষীরা ধর্মীয় ইস্যুকে কাজে লাগিয়ে সাতক্ষীরার কালিগঞ্জের ফতেপুর গ্রামে বহিরাগত হামলাকারীদের তা-বের পর এলাকাবাসী এখন তাদের বিরুদ্ধে প্রতিরোধ গড়ে তুলছে। পুলিশের সঙ্গে গ্রামবাসী মোড়ে মোড়ে বহিরাগত হামলাকারীদের প্রতিহত করতে পাহারা বসিয়েছে। শনিবার সন্ধ্যায় ফের বহিরাগতরা গ্রামে ঢুকে স্কুল শিক্ষিকা মিতারানীর লুট করা ভেঙ্গে দেয়া বসতবাড়িটি আগুন ধরিয়ে পুড়িয়ে দেয়ার পর গ্রামবাসী এখন একতাবদ্ধ হওয়ার চেষ্টা করছে। শনিবার রাতে মিতারানীর সঙ্গে আগুনে পুড়েছে লক্ষ্মীপদ -লের বসতবাড়ি, আসবাবপত্র, ধানের গোলা। হামলাকারীরা সুভাস হাজরার বাড়িতেও আগুন লাগায়। শনিবার দুপুরে জেলা প্রশাসক, পুলিশ সুপার, উপজেলা নির্বাহী কর্মকতা, উপজেলা চেয়ারম্যানসহ সকলেই পরিস্থিতি নিয়ন্ত্রণে রয়েছে বলে দাবি করলেও সন্ধ্যা ৭টায় পুলিশের উপস্থিতিতে ফের ৩টি সংখ্যালঘু পরিবারের বাড়িতে আগুন ধরিয়ে সবকিছু ভস্মীভূত করার ঘটনা ঘটলেও আইন প্রয়োগকারী সংস্থার সদস্যরা ছিল নির্বিকার। সময় বাঁচার জন্য পালিয়ে যাওয়া প্রায় ১০টি পরিবারের বাড়িতে লুটপাট করার ঘটনাও ঘটে। এই ঘটনায় স্থানীয় পুলিশের চেন অব কমান্ড নিয়ে প্রশ্ন উঠেছে। কালিগঞ্জ থানায় দু'দফায় প্রায় সাড়ে বছর চাকরিরত রাজনৈতিক নেতার আর্শীবাদপুষ্ট ওসি ফরিদ আহমেদের প্রশাসনিক দক্ষতা নিয়েও প্রশ্ন তুলেছে বিভিন্ন রাজনৈতিক সামাজিক সংগঠন। এলাকাবাসীসহ বিভিন্ন রাজনৈতিক নেতৃবৃন্দ ঘটনার সুষ্ঠু তদন্ত, জড়িতদের বিরুদ্ধে আইনানুগ ব্যবস্থা গ্রহণ চেন অব কমান্ড ভেঙ্গে যাওয়া পুলিশ প্রশাসনের আশু বদলি দাবি করার পাশাপাশি সম্প্রদায়িক সম্প্রীতি বজায় রাখতে বিষয়ে প্রয়োজনীয় ব্যবস্থা গ্রহণের জন্য প্রধানমন্ত্রী স্বরাষ্ট্রমন্ত্রীর হস্তক্ষেপ কামনা করা হয়েছে।
ফতেপুর গ্রামজুড়ে আতঙ্ক। ফের হামলা লুটতরাজের আশঙ্কায় বাঁশতলা বাজারের প্রায় ১০ জন দোকানি শনিবার রাতে তাদের মূল্যবান মালামাল সরিয়ে নিয়েছে নিরাপদ স্থানে। ফতেপুর গ্রামের সংখ্যালঘু পরিবারগুলো তাদের পরিবারের সদস্যদের দূরগ্রামে নিকট আত্মীয়দের বাড়িতে পাঠিয়ে দিচ্ছে। হামলা, লুটপাট, ভাংচুরের রবিবার বিকেল পর্যন্ত থানায় কোন মামলা রেকর্ড হয়নি। ওসি ফরিদ আহমেদ বলেন, পুলিশের পক্ষ থেকে শুধু জিডি করে রাখা হয়েছে। ভবিষ্যতে কেউ অভিযোগ দিলে মামলা রেকর্ড করা হবে। ঘটনায় এদিকে বহিরাগতদের হামলা, ভাংচুর, লুটতরাজ, অগ্নিসংযোগ প্রতিহত করতে এবং এলাকায় সব ধর্মের মানুষদের মধ্যে সৌহার্দ্য ফিরিয়ে আনতে রবিবার বের করা হয় শান্তি মিছিল। রবিবার দিনভর দক্ষিণ শ্রীপুর ইউনিয়নের ফতেপুর গ্রামের মানুষ শান্তি সৌহার্দ্যরে পক্ষে মিছিল করেছে।

স্বাধীনতা দিবসের সাংস্কৃৃতিক অনুষ্ঠানে ছাত্রদের অভিনীত একটি নাটকে নবীজী সম্পর্কে কটূক্তি করা হয়েছে এই অভিযোগে দক্ষিণ শ্রীপুর ইউপি সদস্য আবু জাফর সাঁপুই বাদী হয়ে বিদ্যালয় পরিচালনা পরিষদের সভাপতি, তিনজন সদস্য, দু'জন শিক্ষক নাটক পরিচালনাকারীর নাম উল্লেখ করে শুক্রবার থানায় একটি মামলা দায়ের করেন। মামলা করার পরই ওসি স্কুলে এসে প্রধান শিক্ষক সহকারী প্রধান শিক্ষকদ্বয়কে বাড়ি থেকে স্কুলে ডেকে এনে তাদের গ্রেফতার করেন। ধর্মীয় অনুভূতিতে আঘাত হানার ঘটনায় আইনী প্রক্রিয়া শুরু হলেও শনিবার সকাল থেকে বহিরাগত ইউনিয়নের গ্রাম থেকে আসা হাজার হাজার উগ্র মানুষ তা- চালায় ফতেপুর গ্রামে। হামলা চালিয়ে লুটপাট করে হাজতে আটক থাকা মিতারানীর বসতবাড়ি। আগুন জ্বালিয়ে পুড়িয়ে দেয় স্কুল ম্যানেজিং কমিটির সদস্য আকুল মেম্বারসহ তার তিনভাই-এর বসতবাড়ি। পোড়ানো হয় স্থানীয় সাংস্কৃতিক পরিষদ। ভেঙ্গে তছনছ করা হয় ফতেপুর মাধ্যমিক বিদ্যালয়ের চেয়ার, টেবিলসহ আসবাবপত্র। লুট করা হয় হাকিমের বাঁশতলা বাজারের কম্পিউটারের দোকান। শনিবার সকাল ১১টায় ইউনিয়নের বাইরে থেকে আসা কয়েক হাজার মানুষ এই অতর্কিত হামলায় অংশ নেয়। জেলা প্রশাসন, পুলিশ প্রশাসনসহ বিভিন্ন আইন প্রয়োগকারী সংস্থার জেলা প্রধানদের উপস্থিতিতে হামলাকারীরা আর কোন অঘটন ঘটাবে না বলে প্রশাসনিক কর্মকর্তাদের আশ্বস্ত করলেও সন্ধ্যার পর ফের হামলা, ভাংচুর, অগ্নিসংযোগ লুটপাটের ঘটনা ঘটে। এই হামলা, অগ্নিসংযোগ লুটপাটের কথা স্বীকার করে কালিগঞ্জ থানার ওসি ফরিদ উদ্দিন রবিবার বিকেলে জনকণ্ঠকে বলেন, ধর্মীয় অনুভূতিতে আঘাত হানার অভিযোগে দায়ের করা মামলার বাদী জাফর সাপুই-এর ভাই জুলফিকার সাপুই-এর নেতৃত্বে ৪শ' থেকে ৫শ' জন লোক লাঠিসোটা মিছিল নিয়ে ফতেপুর গ্রামের বিভিন্ন বাড়িতে হামলা, লুটতরাজ অগ্নিসংযোগের ঘটনা ঘটায়। শনিবার সকালে ভেঙ্গে দেয়া লুটকরা শিক্ষিকা মিতারানীর বাড়িতে তারা পেট্রোল ঢেলে আগুন দিয়ে পুড়িয়ে দেয়। সময় আরো ৩টি সংখ্যালঘু পরিবারের বাড়িতে হামলা, লুটতরাজ অগ্নিসংযোগের ঘটনা ঘটে বলে ওসি স্বীকার করেন।

এদিকে দেয়ালে পিঠ ঠেকে যাওয়া ফতেপুর গ্রামবাসী এখন বাঁচার লড়াইয়ে নেমেছে। সকালে শান্তি মিছিল চলাকালে শনিবার রাতের হামলার নেতৃত্বদানকারী জুলফিকার সাপুই শান্তি মিছিলের সামনে পড়ে জনরোষের মুখে পালিয়ে বাঁচেন। এলাকাবাসীর অভিযোগ, মৌলবাদী সংগঠনের সদস্য এলাকার জনৈক কলেজ শিক্ষক বিভিন্ন মসজিদে যেয়ে বিষয়টি নিয়ে উস্কে দিয়ে এই পরিকল্পিত হামলার পট তৈরি করে সরকারের ইমেজ নষ্ট করেছেন। এই ইস্যু তৈরির নেপথ্যে যারা জড়িত তাদেরও খুঁজে বের করার দাবি উঠেছে।
