BSF kills Bangladeshi on Jessore border

The Border Security Force of India beat a Bangladeshi to death on Gatipara border of Benapole in Jessore early Saturday.
   The deceased, Amir Hossain, 35, of Gatipara, was a cattle trader, the police said.
   The Indian border guards have killed 15 Bangladeshi civilians since September 27, the day on which the directors general of Bangladesh Rifles and the BSF met in Dhaka to discuss border issues.
   The BSF troops of Pirojpur camp chased a group of cattle traders along the border in the early hours of Saturday, said Abdul Jabbar, a councillor of Benapole municipality.
   According to Jabbar, the BSF troops caught Amir, beat him to death on the spot, and then bayoneted the body. The rest of the cattle traders however managed to flee.
   He said, the BSF members later dumped the body into the Isamati, he added.
   Being informed by the locals, the Indian police recovered the body from the river, he added.
   The commanding officer of 22 Rifles Battalion, lieutenant colonel Md Hasib Alam, said they were yet to receive any confirmed information that any Bangladeshi had been killed by their Indian counterparts.
   The BSF also had beaten to death Amir's elder brother Samir Hossain about two months back, Abdul Jabbar said.
   Villagers of Gatipara, however, claimed that another Bangladeshi had been missing since the incident.
   The killing took place a day after the US-based Human Rights Watch had published a report, which said India and Bangladesh should take immediate steps to end killings of hundreds of their citizens on the West Bengal-Bangladesh border by the Indian border guards.
   According to Odhikar, a leading rights organisation, 875 Bangladeshis were killed, 923 wounded by shots, and 933 abducted by the BSF between January 1, 2000 and August 31, 2010.
   The BSF troops have killed 66 Bangladeshis in the nine months till November 30 last.

It is my opinion that those who love AL should also be critical of Hasina. The sooner Khaleda and Hasina leave BNP and AL, the better it is for supporters of both parties and the better it is for Bangladesh.

WikiLeaks cables: Pope wanted Muslim Turkey kept out of EU
 
Vatican diplomats also lobbied against Venezuela's Hugo Chávez and wanted 'Christian roots' enshrined in EU constitution
 

The pope is responsible for the Vatican's growing hostility towards Turkey joining the EU, previously secret cables sent from the US embassy to the Holy See in Rome claim.

In 2004 Cardinal Ratzinger, the future pope, spoke out against letting a Muslim state join, although at the time the Vatican was formally neutral on the question.

The Vatican's acting foreign minister, Monsignor Pietro Parolin, responded by telling US diplomats that Ratzinger's comments were his own rather than the official Vatican position.

The cable released by WikiLeaks shows that Ratzinger was the leading voice behind the Holy See's unsuccessful drive to secure a reference to Europe's "Christian roots" in the EU constitution. The US diplomat noted that Ratzinger "clearly understands that allowing a Muslim country into the EU would further weaken his case for Europe's Christian foundations".

But by 2006 Parolin was working for Ratzinger, now Pope Benedict XVI, and his tone had distinctly chilled. "Neither the pope nor the Vatican have endorsed Turkey's EU membership per se," he told the American charge d'affaires, "rather, the Holy See has been consistently open to accession, emphasising only that Turkey needs to fulfil the EU's Copenhagen criteria to take its place in Europe."

But he did not expect the demands on religious freedom to be fulfilled: "One great fear is that Turkey could enter the EU without having made the necessary advances in religious freedom. [Parolin] insisted that EU members – and the US – continue to press the [Turkish government] on these issues … He said that short of 'open persecution', it couldn't get much worse for the Christian community in Turkey."

The cables reveal the American government lobbying within Rome and Ankara for Turkish EU membership. "We hope a senior department official can visit the Holy See and encourage them to do more to push a positive message on Turkey and integration," concluded the 2006 cable.

But by 2009, the American ambassador was briefing in advance of President Barack Obama's visit, that "the Holy See's position now is that as a non-EU member the Vatican has no role in promoting or vetoing Turkey's membership. The Vatican might prefer to see Turkey develop a special relationship short of membership with the EU."

Roman Catholicism is the only religion in the world with the status of a sovereign state, allowing the pope's most senior clerics to sit at the top table with world leaders. The cables reveal the Vatican routinely wielding influence through diplomatic channels while sometimes denying it is doing so. The Vatican has diplomatic relations with 177 countries and has used its diplomatic status to lobby the US, United Nations and European Union in a concerted bid to impose its moral agenda through national and international parliaments.

The US charge d'affaires D Brent Hardt told Parolin, his diplomatic counterpart in Rome, of "the Holy See's potential to influence Catholic countries to support a ban on human cloning" to which Parolin emphasised his agreement with the US position and promised to support fully UN efforts for such a ban.

On other global issues such as climate change, the Vatican sought to use its moral authority as leverage, while refusing itself to sign formal treaties, such as the Copenhagen accord, that require reporting commitments.

At a meeting in January this year Dr Paolo Conversi, the pope's representative on climate change at the Vatican's secretariat of state, told an American diplomat that the Vatican would "encourage other countries discreetly to associate themselves with the accord as opportunities arise".

The Americans noted that Conversi's offer to support the US, even if discreetly, was significant because the Vatican was often reluctant to appear to compromise its independence and moral authority by associating itself with particular lobbying efforts.

"Even more important than the Vatican's lobbying assistance, however, is the influence the pope's guidance can have on public opinion in countries with large Catholic majorities and beyond."

The cables also reveal that the Vatican planned to use Poland as a trojan horse to spread Catholic family values through the structures of the European Union in Brussels.

The then US ambassador to the Holy See, Francis Rooney, briefed Washington in 2006, shortly after the election of Pope Benedict XVI, that "the Holy See hopes that Poland will hold the line at the EU on 'life and family' issues that arise" and would serve as a counterweight to western European secularism once the country had integrated into the EU.

The cable notes that Pope Benedict is preoccupied with Europe's increasing psychological distance from its Christian roots.

"He has continued to focus on Poland's potential in combating this trend. This was one of the themes of the visit of several groups of Polish bishops to the Vatican at the end of last year [2005]. 'It's a topic that always comes up,' explained Monsignor Michael Banach, the Holy See minister of foreign affairs country director for Poland. He told us that the two sides recognised that the Polish bishops needed to exert leadership in the face of western European secularism."

Across the Atlantic, the Vatican has told the Americans it wants to undermine the Venezuelan president, Hugo Chávez, in Latin America because of worries about the deterioration of Catholic power there. It fears Chávez is seriously damaging relations between the Catholic church and the state by identifying the church hierarchy as part of the privileged class.

Monsignor Angelo Accattino, in charge of Caribbean and Andean matters for the Vatican, said Obama should reach out to Cuba "in order to reduce the influence of Chávez and break up his cabal in Latin America".In December last year, America's adviser for western Europe at the UN, Robert Smolik, said the Vatican observer was "as always active and influential behind the scenes" and "lobbied actively and influentially in the corridors and in informal consultations, particularly on social issues".

In 2001 another American diplomat to the Vatican stated: "The Holy See will continue to seek to play a role in the Middle East peace process while denying this intention." (1792)

[ALOCHONA] The Yunus Saga

   I REPLY to the comments made by a reader on the Yunus saga in your esteemed newspaper on Tuesday.
   The said report most certainly did not seek to divert the reader from the issue at hand. Rather, the report, along with the line taken by this newspaper, rightly sought
to provide a balanced opinion, urging restraint and judicious commentary by all, prior to any investigations. The report sought to counter the wild assertions of criminality and corruption made against Yunus by none other than our ruling party, despite the Norwegians making it clear at the outset that they were not alleging any kind of corruption. It is indeed important to clarify the nature of the transfer and where the funds ended up.
   Time will soon tell if the transfer was actually illegal. It certainly appears, in the light of developments, to have been poorly considered.
   In the meantime, let us be clear. Yunus perhaps should have informed the Norwegians of the transfer. However, after the transfer, there was a clear discussion between the parties and they came to an agreement with which both the parties have lived with for over a decade.
   I suggest the reader not be too concerned about transparency, accountability and the rights of the tax payer in Norway, given the condition of these values within a ten mile radius of wherever she lives in Bangladesh. We would be lucky to have a tiny fraction of what the Norwegians have of these qualities regardless of the compromise their donor agency deemed expedient. This, I believe, judging by the lack of interest in this matter abroad, will turn into a typically-local storm in a teacup.
   Let us come to more important matters other than the funds transferred by one of our finest men from one company to another within the same group of companies without pocketing a taka for himself. It is contradictory that the ruling party of one of the world's most corrupt countries, which has never demanded an investigation into any of its own members for corruption, now demands an investigation into one of the few living icons of the land. It is contradictory that the ruling party demands a public investigation into this transaction but has never had cause to investigate any of the billions and billions of dollars worth of transactions under its reign. It is contradictory that the only people alleging corruption are Sheikh Hasina and her party leaders, when party members practise mayhem and violence on a daily basis. It is contradictory that Sheikh Hasina calls him a blood sucker profiting from the plight of the poor but her party has never actually done anything about this in its two terms in the office. It is contradictory that Sheikh Hasina says the issue will damage our reputation abroad when she herself is the only one making the accusation in front of the media. It is contradictory for Sheikh Hasina to speak of decorum and responsibility when she herself openly exhibits glee at this unfortunate event, expressing it in the most unappetising language. It is contradictory that Sheikh Hasina should use such accusatory language when her own administration has overseen the public interest, in the forms of both share ownership and board membership, across two terms, in the same company.
   The real issue of the day is the plight of the electorate that continues to live with the pettiness, jealousy and mean-mindedness of our political leaders. Yunus has been muzzled by the ruling party from the day it came to power. Now, openly, it seeks to ruin him. Seemingly, such is the affront he caused to Sheikh Hasina when he dared exercise his democratic right to enter politics—when politics is the personal fiefdom of our two political dynasties. Many may be the clever writers who seek to divert us from this.
   The Grameen Bank has dispensed more than five billion dollars in small loans to more than five million borrowers over many years, with substantial growth under each term of her government. Sheikh Hasina now alleges she sees no example of success – only suffering. If so, then it is her government that must be held to account for allowing the suffering of millions.
   We should, in fact, praise Yunus and the Norwegians for making any compromise regarding this transaction. Thanks to them, we have a transaction, complete with published documents which we can talk about. It is not as if any of our government could ever have found, or disclosed, any other transaction for us to talk about.
   Justice, truth and the law, brutalised again and again by blind partisanship and our politicians, will find little solace in grandstanding over this transaction.

I WOULD request the minister who commented that `Yunus is corrupt' to apologise not only to Yunus but also to the whole nation. That minister should look at himself and his party men to check whether they are out and out honest themselves; and comment only then about someone who at least brightens the name of the country in the comity of the nations.
   I ask Yunus and Grameen Bank to sue that minister for publicly terming him corrupt. The newspapers that ran the story with headlines such as `Yunus siphoned off money' should also be brought to trial because there was no hint in the news about Yunus pocketing the amount for himself.
   Our politicians seem afraid of the possible demolition of their fortress of ruling this nation in the near future. Yunus's effort to organise a third force in 2008 is what made our `ever peace-loving, honest and people-loving' politicians angry, afraid and antagonistic of Yunus.
   A question for the politicians—can you claim yourselves to be honest? So far you have failed to submit detailed accounts of your properties as promised by the prime minister; many lawmakers submitted false statements for the allocation of a piece of land in the Purbachal and Uttara projects and we see allegations of numerous irregularities in the dailies.
   If you attempt purification from within, we won't need a Grameen Bank to work for poverty alleviation. The country needs honest and visionary leadership to advance and get rid of poverty.
   When the prime minister says Yunus is sucking blood from the poor, or that he charges high interest, we don't see any alternative idea coming from her to counter the programme. Since the government has a 25 per cent stake in the Grameen Bank and representatives in its board of directors, why doesn't she insist on reducing the interest rate or come up with new ideas? She would become a potential candidate for the Noble Prize, I am sure, if she did so. Bangladesh would have been far better off if we had honest, sincere and patriotic politicians.

Anything but govt's commitment to democratic transparency

GIVEN the rivalry between the two camps of mainstream politics in the country, no Bangladeshi is perhaps surprised at the bitter criticism that the prime minister and president of the ruling Awami League, Sheikh Hasina, has recently launched against Khaleda Zia, a former prime minister and chairperson of the opposition Bangladesh Nationalist Party. Moreover, no citizen aspiring for democratic transparency of amassing wealth by the politically powerful people like Hasina and Khaleda may have any reason to object to the idea of the former of investigating into the sources of personal wealth of the latter, for such investigations and subsequent public revelation of the findings would definitely help establish democratic accountability of the politicians to the people. If the powerful ones can be made accountable, it is common sense that the others would almost automatically be forced to remain transparent in their financial transactions. It is, therefore, welcome that the prime minister wants the government machinery to investigate into the source of wealth of the former prime minister.
   However, one does not have any reason to believe that the prime minister wants to investigate into the source of Khaleda Zia's wealth for establishing democratic accountability of the politicians in general. If she really had, she would not have gotten the corruption charges brought against her, and those of her party colleagues, by the previous government withdrawn by using her executive authority as the prime minister, and that too immediately after taking over of the office in 2009. Her questionable commitment towards financial transparency of the politicians was further evident in the fact that she backed out of an electoral promise that the members of her cabinet and the MPs belonging to her party would make their wealth statement public every year. That she and her party colleagues have not disclosed their wealth statements yet, and that too in clear violation of an electoral pledge, is a primary testimony to the public perception that they have already amassed wealth illegally by using the state machinery which they have been controlling for more than two years now.
   The citizens would have been very happy to see that the incumbents, while expressing their desire to investigate into the wealth of the opposition leader, are also serious about the transparency of their own wealth-making process. If they fail to do so, the governmental attempts to investigate into the source of wealth of the opposition leader would naturally be seen as another attempt to harass their political rivals. The incumbents' over-enthusiasm in exaggerating the number and valuation of furniture and household appliances shifted from Khaleda Zia's cantonment house after her eviction has already been considered by many as nothing but a crude partisan attempt to belittle a formidable political rival. Even if the government-sponsored politically-motivated TV broadcast of the furniture and appliances found in the residence of Khaleda Zia, a prime minister for more than two terms, is taken seriously, anyone having the knowledge of the lifestyle of the ruling elite has to conclude that there are many a house of many a rich person in the capital where one can find more furniture of greater financial value at any time.
   The democratically-oriented citizens, we believe, have all the reasons to know whether or not the former prime minister's property are ill-gotten, and see them confiscated in favour of the state, if found so. But, equally, the citizens would have no reason to spare the incumbents for amassing wealth illegally. In that case, the people need to get the property of both the politicians investigated by a neutral agency, local or foreign, and thus establish democratic accountability of the top politicians to the people.

When Prophet Muhammad encouraged his people to seek knowledge if necessary to go to China, I am sure there was no madrassa there to produce more mullahs. Muhammad Ramzan who is very famous in this forum for his do or die Islam pasand attitude clearly forgot that the prophet himself was in favour of a secular education system. His genius realized that education must be all encompassing not only hadith and Koran. If we like freedom of expression and total enlightenment our education system must be free from religious dogmatism. It should be made clear that dogmas are based on fables and pure knowledge is based on questions. The present plight of the Muslims is only because of their resistance towards embracing the realities of our times, they love their past and afraid of the future. The aim of education is to push the student towards the future not to create hallucination for the past. The importance of Stephen Hawking is more pressing that what imam Bokhari said. What Islami Chatra Shibir did before and is doing now is to create a lethal brew of religion and politics.

You must be political worker of AL. I used to respect Hasina but since she comments against DR. Younus before investigation I do not have any respect to her. She is also talks like you (worker), not like a leader. Hasina deserve nothing as well as Khaleda. Just forget about Nobel prize. That was RAW (india) prize.Your Hasina and someboy's Khaleda will get kick by Bangladeshi. Those two leaders are corrupted.

'Army biggest violator of indigenous people's rights'

Dhaka, Dec 11 (bdnews24.com)—An indigenous people's organisation has
claimed that the army is most responsible for human rights violation
in the Chittagong Hill Tracts.

Kapaeeng Foundation made the allegation on the basis of two-year-long
findings contained in a human rights report unveiled at the National
Academy for Planning and Development auditorium in the capital's
Kataban on Saturday. Foundation advisor Mangal Kumar Chakma
highlighted the key findings.

"In 2009-2010, roughly five Jumma women were killed and around 14
others were raped and molested by the security forces and Bengali
settlers," the report said.

"The Parliament passed the National Human Rights Commission Act on
July 9 2009. However, probes into human rights violation of
indigenous/Adivasi and ethnic minorities by the military and law
enforcers were left out of the commission's jurisdiction," it added.

The report also pointed out that only a few of the 453 temporary
military camps in the hill tracts have been removed. It also alleged
that the government claim of their removal causing anarchy in the area
is only a cover-up for their unwillingness to do so.

It added that 511 indigenous homes were set on fire and 97 Jummas
injured, pointing out that the police arrested 10 indigenous people
over these incidents, but no settler.

The report also claimed that even the budgetary allocations are
discriminatory; even though indigenous people constitute 1.13 percent
of the total population, they have been allocated only 0.32 percent of
the Annual Development Programme allocations.

It also claimed that there are no set policies regarding admission
quota for indigenous people and said, "In some cases, it is totally
dependent on the whims of the concerned institution's authority."

The programme's chief guest retired justice Ghulam Rabbani pointed out
that the inequality is only possible as the constitution does not
ensure the rights of the indigenous communities. He added that it is
high time to preserve their rights through making constitutional
amendments, formulating new tenancy regulations for them and founding
indigenous academies.

Mangal said that the observation was carried out with the assistance
of Oxfam and that a similar report was published earlier in 2008.

English-language Daily Sun editor Syed Anwar Hossain urged the
government to determine the nationality and exact number of indigenous
people. At the same time, he urged the government to re-consider
referring to indigenous people as Upajati (sub-nation).

The programme was presided over by the organisation president
Rabindranath Saren. Among others, Oxfam resident representative Gareth
Price Jones and Dhaka University teacher Dalem Chandra Barman
addressed the programme.

Person is innocent until found guilty: Prof Yunus


Dr Muhammad Yunus, the founder of Grameen Bank, on Saturday said a
person is innocent until found guilty. Allegations might be raised
against someone, but no one should be deemed guilty until it is
proven, Yunus, also a Nobel laureate, said on his arrival at Shahjalal
International Airport in the capital from France in the morning, Desh
TV reports.

A documentary, titled "Fanget i Mikrogjeld" or "Caught in Micro debt",
was aired on Tuesday on the National Norwegian Television, NRK,
brought allegations that Grameen Bank (GB) had transferred about $100
million it received from donors to Grameen Kalyan in 1996 and then got
back the money as loan in breach of agreement. This led to a spat
between the Norwegian government and Grameen Bank.

On Wednesday, Norwegian Minister for Environment and International
Development Erik Solheim clarified that Grameen Bank had not embezzled
the donor's funds or used the money for unintended purposes

[ALOCHONA] Communist China. A growing danger to the world.



China's phenomenal rise as an economic giant and a military power is definitely amazing but China can become a danger to world peace and regional security. From 1949 China lived mostly as a secluded nation and its communist system kept it outside the realm of global enlightenment. Historically China as a nation was full of wisdom but those fine qualities has all been virtually wiped out by a dumb communist totalitarian system. Chinese people's perception of the outside world is very limited and their intellectual qualities are virtually nil. A regimented society always suffers from limited knowledge which led to them to believe in fantasies. The economic miracle China is showing to the world is mot a magic in anyway. They are taking advantage of the capitalist world's selfishness to enrich some at the cost of millions. The inherent danger is just showing up among the rich western nations of the world whose economies are being ravaged by a recession at this time. The notion of a welfare state where citizens are taken care by the state is crumbling fast. They are realizing that those cozy days are long gone when everything was guaranteed.

 

Their population growth has dwindled, tax revenue falling, societies are overwhelmed by the number of immigrants who are not ready to share their values and the national debt is increasing everyday. China knows all these problems and smartly using their regimented cheap labor force to produce and supply commodities at an unbelievably lower cost. The western democracies are aware of the danger of this economic invasion but can't do anything to stop it. China is not a democracy and the present communist system is not going to open up soon. The economic advantages they are now enjoying as a mass producing nation will face immediate collapse if a democratic system is introduced.

 

In 1962 when China invaded northern India the reason was minimal but the real intention was to show its military prowess to an unprepared India. China's invasions of Tibet and Vietnam demonstrate its Communist regime will show its military muscle when it considers it necessary. However to a large extent China's rise has been based upon avoiding military actions although it is not showing any generous attitude to resolve differences with India, Vietnam, Taiwan and Japan. This attitude has already invited other powers to take sides causing alarm and international instability. Whilst China has attempted successfully to become a major economic power its support for rogue states such as Burma and North Korea does worry its neighbours. The realists who express concerns about the threat posed by China's rise claim it is potentially dangerous due to the decline of the United States and its own unpredictable foreign policy, not to mention its backing those countries that are also determined to undermine global stability.


There is no sign that China as a great power will show much impartial role due to its own limited understanding of the complex international relations. Its surprisingly high profile economic position must match its intellectual capability which is not possible in a regimented society. The international community while accepting Chinas predominant economic position but far from accepting its role as dominant global power. The communist regime is still not ready to accept democracy and openness. A billion strong population lives under a draconian rule, a clearly visible poverty level despite sky rocketing economic growth, very minimal effort is made to offer just and proper education based on freedom of expression.


These are very ominous signs for any nation that has a lofty aim but not prepared to accept the challenge of democracy. More concern for international stability would arguably have reflected China's growing reliance upon foreign trade to bankroll its economic growth and modernisation. China's rise can be traced back to the major economic reforms introduced in the late 1970s. But the demise of USSR  and the collapse of the communist system could not influence the Chinese communist regime to change their course. Although the changes introduced by Deng Hsiao Ping were a tacit admission that Stalinist style industrialisation had failed to make China a regional let alone a global economic power. Yet the Chinese regime aimed to use those reforms to secure its domestic position and then challenge the economic power of Japan whilst weakening the regional position of the Americans. The Chinese successfully increased their regional and international links with countries such as Japan, South Korea, and the United States in order to promote high levels of economic growth that has conversely allowed funding an arms race with the Americans and the Japanese.


In the annals of history every century has its defining moments and in the 21st century the rise of opium drugged, mismanaged, revolutionary,  regimented and almost hermit China's rise as a global power is a defining moment of this century. But the most troubling question is China ready for this role? An immensely powerful nation lacking a necessary global insight and openness can bring disaster for the entire world. Some observers believe that the American era is coming to an end, as the Western-oriented world order is replaced by one increasingly dominated by the East.


 The historian Niall Ferguson has written that the bloody twentieth century witnessed "the descent of the West" and "a reorientation of the world" toward the East. Realists go on to note that as China gets more powerful and the United States' position erodes, two things are likely to happen: China will try to use its growing influence to reshape the rules and institutions of the international system to better serve its interests, and other states in the system -- especially the declining hegemony -- will start to see China as a growing security threat. The result of these developments, they predict, will be tension, distrust, and conflict, the typical features of a power transition. In this view, the drama of China's rise will feature an increasingly powerful China and a declining United States locked in an epic battle over the rules and leadership of the international system. And as the world's largest country emerges not from within but outside the established post-World War II international order, it is a drama that will end with the grand ascendance of China and the onset of an Asian-centered world order.
