[ALOCHONA] Desco Share Case : 14 Governmnet Officials Chased

DESCO SHARE SCAM CASE
Warrants for arrest of 14 govt officials issued

A Dhaka court on Sunday issued arrest warrants against six serving bureaucrats and nine other serving and former officials of the Dhaka Electric Supply Company as they were shown absconding in a share scam case.
Metropolitan sessions judge M Azizul Haque issued the warrants after accepting the charge-sheet filed by the Anti-Corruption Commission with his court. The judge also asked the police to report the court by June 4 on the execution of the orders.
The six serving bureaucrats against whom the warrants have been issued are the Bureau of Manpower’s labour and training director Azizul Rahman, the Power Division’s joint secretary ASM Mesbahul Islam, its deputy secretaries Abdullah Masud, Laila Jesmin and Ismat Ara Jahan, and its former assistant secretary Ali Hossain, now posted at the liberation war affairs ministry.
The seven DESCO officials against whom warrants have been issued are its managing director Saleh Ahmed, secretary AHM Nurul Huda, former chairman and Summit Group’s managing director Towhidul Islam, the Power Division’s administrative officer Chanchal Krishna Talukdar and its board members Manzur Rahman, Kudrat-e-Elahi and Mansuz Rahman.
Two others — former deputy energy secretary Zahidur Rahman and DESCO’s former director Khan Lodi Saiful Haque who have been implicated in the case — have also been issued arrest warrants.
The Anti-Corruption Commission on May 29 submitted charge-sheets against detained former power secretary ANH Akhtar Hossain and 15 others for causing a loss of Tk 10,20,00,891 to the state exchequer by distributing shares of Dhaka Electric Supply Company to the officials and employees of the Power Division from the reserved shares of the company’s officials and employees.

[ALOCHONA] BNP: Falu jailed for 5 years

Mosaddak jailed for 5 years in
relief goods misuse case

Courtesy New Age 3/6/08

Former Bangladesh Nationalist Party lawmaker Mosaddak Ali was on Monday sentenced to rigorous imprisonment for five years for misappropriation of corrugated iron sheets meant for relief operation.
Tanzina Ismail, the judge of the special judge’s court 6 set up on the Jatiya Sangsad complex, gave the verdict, the first against Mosddak, who was arrested on February 3, 2007.
The court ordered confiscation of the 900 pieces of iron sheets which were misappropriated and fined Mosaddak Tk 5.35 lakh. If he fails to pay the fine, Mosaddak will need to serve one more year’s rigorous imprisonment.
The court also ordered the execution of the sentences beginning February 3, 2007, when Mosddak was arrested.
The court, however, acquitted of the charge another accused, Manirul Islam Sohel, an employee of Mosaddak’s factory from where the iron sheets were seized.
Ashulia police subinspector Ismail Hossain filed the case against Mosaddak on February 10, 2007.
The case was filed after the police had seized the iron sheets from Mosaddak’s factory, Dhaka Shanghai Ceramics, at Ashulia.

[mukto-mona] Moulana Bhashani

WRT: http://groups.yahoo.com/group/mukto-mona/message/48535

Dr Subimal Chakrabarty's informative response deserves thanks.

Bhashani was a great leader but his progressive side was dual, not firm, typically like colonial bourgeoisie. Let me share with SC and others an episode. During the Liberation Struggle of 1971, NAP (Bhshani)'s general secretary Mashiur Rahman came to Calcuuta and briefed CPI(M) State Committee about the Liberation Struggle. I am not going to mention what he said. Among the listeners were Jyoti Basu, Promode Dasgupta, Harekrishna Konar, Saroj Mukherjee, Syed Mansur Habibullah, Abdullah Rasul, Benoy Chowdhury, Biman Bose etc.

Abanti Sanyal, noted intellectual and literatteur wrote a long letter disclosing the antecedents of Mashiur Rahman a k a Jadu Mian. In mid-1940s , during the high-voltage days of Tebhaga Struggle, share-croppers (adhiars) assembled at a rally at Rangpur, led by Saroj Mukherjee and Syed Mansur Habibullah. Jadu Mian, belonging to the gentry, opened fire at the subalterns and several of them were injured (one possibly succumbed to injury). I got the matter verified from the late Abani Lahiri, secretary, Bangiya Pradeshik Krishak Sabha, of those days.

How could an arch reactionary get a place in the top brass of NAP (Bhashani)?

I have nothing to opine of Awami League, as whether AL was a puppet of Indian government doesn't seem relevant here. But barring the Government of India and PM Indira Gandhi, victory of Liberation Struggle would not have been relatively easy.

[ALOCHONA] Bangladesh: Great surprise next week

Bangladesh: Great surprise next week

Great surprise for people in Bangladesh waits next week. According to various confirmed reports, both of the former Prime Ministers, Khaleda Zia and Sheikh Hasina will be allowed to participate in the ongoing 'dialogue' between the military backed interim government and political parties.

The two leaders shall be granted bail on parole for hours in order to take part in the dialogue. Meanwhile, it is also learnt that, although Bangladesh Nationalist Party [BNP] possibly may not finally join the electoral run, it is quite obvious that Bangladesh Awami League [BAL] will join the election as part of their under table negotiations with the government. It is learnt from various dependable sources that, a handsome deal has already been concluded between Bangladesh Awami League and the ruling interim government, which includes BAL's participation in the next general election, against the government's promise of setting Hasina free on bail. It is anticipated that Sheikh Hasina may be even allowed to leave the country 'for treatment', while her post will be replaced by her younger sister Sheikh Rehana.
It may be mentioned here further that, Sheikh Rehana also faces numerous corruption charges, and might get into trap once she comes to Bangladesh with the aspiration of becoming another Netri [leader] in Bangladeshi politics.

It is also learnt that, several influential leaders in Bangladesh Awami League are bargaining with the government on several conditions, such as allowing Hasina to leave Bangladesh for treatment, allowing her son Joy to be become the next president of Bangladesh Awami League and a complete reshuffle in the presidium of the party.

On condition of anonymity a source told Weekly Blitz that, as part of the ongoing dialogue, to give more credibility to Bangladesh Awami League, as well put extra pressure on its leaders, at least two of the top ranking leaders of the party will be arrested in next seven days. The leaders are Tofael Ahmed and Sajeda Chowdhury, both facing numerous corruption charges. It is also indicated that, front ranking leaders like Amir Hossain Amu, Suranjit Sen Gupta and Abdur Razzak may also see the 'prison lane' in couple of weeks.
Meanwhile, anticipating his imminent arrest, mayor of Dhaka City Corporation and most controversial man, Sadeq Hossain Khoka has finally decided to revolt against the present government leaving his long silence.

During a recent meeting of Bangladesh Nationalist Party [BNP], Khoka termed it to be the "most popular party" in the country and demanded release of former Prime Minister Khaleda Zia from prison. It is learnt that handcuffs are getting set to catch Khoka on various corruption charges in next couple of weeks.

Despite the fact of putting extreme pressure on major political parties, the military backed interim government is also negotiating secretly with Khaleda Zia for her assurance of never running in election in exchange of letting her two corrupt sons be allowed to leave Bangladesh. According to information, Khaleda Zia's second son Arafat Rahman Koko, who is suffering from various physical complications, may be sent abroad by mid June as part of the negotiation. But, the former Prime Minister is continuing to show uncompromising attitude till date, saying, she is ready to face any consequence right by staying in Bangladesh. The former Prime Minister has rejected proposals of leaving Bangladesh on 'treatment ground'.

Another source indicates that, anticipating victory of Democrat candidate Barack Obama in United States during the upcoming election in November, the military backed interim government is planning to bring Nobel laureate Professor Muhammad Yunus into political battle ground, as the next President or Chief Advisor in Bangladesh. Some of the policymakers are considering Muhammad Yunus as the most influential man in the global arena having high acceptability in various policymaking quarters in United States. Moreover, Professor Yunus reportedly signaled to the government that, his inclusion will be extremely beneficial to Bangladesh in various ways, once Democrats win the Presidency in November.
But, political analysts in United States are considering such plan of the Bangladeshi rulers as 'naïve' and 'funny' saying; Professor Yunus has already lost his credibility to many of the policymakers in United States for his questioned role, especially after winning the Nobel Prize. Moreover, Yunus turned into the funniest man in Bangladesh after declaring his political urge and quickly stepping back from it seeing tremendous reaction from the politicians and people, who even started disclosing many of his misdeeds as the top man of Grameen Bank.

"He has no credibility in Bangladesh because of his dubious role being the virtual proprietor of Grameen Bank and in United States, he has no influence except the identity of being a friend of Clintons", says an analyst.

Bangladeshi interim government is taking the decision of setting a new phase of government with Muhammad Yunus as the team leader at a time, when importers of readymade garments and shrimp in US market are already considering a boycott. Yunus gave high hopes to Bangladeshi leaders and Bangladesh Readymade Garments Manufacturers & Exporters Association [BGMEA] of getting Free Trade Agreement [FTA] from United States, which he already failed despite numerous efforts and persuasions. It is learnt from dependable sources that, Yunus could not even get the required number of supports in the Senate to move the bill [Senate Bill 652], which was brought in favor of according special trade benefit to Bangladesh.

"This is a man with big mouth. If he failed to manage Free Trade Agreement for Bangladesh, what he can do for the nation. He has no credibility except the identity of a Nobel Laureate", says an economic analysts in Washington.

Meanwhile, unconfirmed sources said, Professor Muhammad Yunus is also getting known in the Western society as a close patron of Islamists who maintains links with a number of top figured notorious individuals belonging to Islamist militancy groups.

[ALOCHONA] Human Rights and Migrants

Thanks for addressing me like this. Moslims normally get so mad if someone opposes their views that they start throwing obscenities at them instead. My comments are inserted below wipe-out your crazy Racist and Religious theories, sir.

mufassil islam <mufassili@hotmail.com> wrote:

Dear Mr. Turkman:

Thank you for a categorical response. I do support some of your views but for the rest - note the following:

1. Go back to Bangladesh? Why? After the west has sucked our blood for over tow hundred years and now telling us we were ruled for less than one hundred? looted our Kohinoor and crowned the Queen? Go back? This going back notion has crumbled the US economy to dire straits and put the history's worst and most unpopular man as President (even now voted vy Americans as the most unpopular) and he keeps on referring to stupid remarks like being a broker in Palestinian causes and taking the sides of the Zews openly and saying - they are the people of the book. What a fanatic. History will throw him to the bin when he refers to history as 'who cares about history - we will all be dead'. An idiot man who ravished lands for a handfull of fanatics who cannot be controlled with all the money and CIA power and you have to bomb millions of Afghnis.
TURKMAN:  Your Knowledge is superficial. Proof? "Only 1400 of our men have been dead ...", statement of Ambassador of Talibani Afghanistan to Pakistan published in all Pak Newspapers a month after fall of his government and you claim, USA bombed millions of Afghans. ... Though I was not against bombing of crazy Taliban, I was against invasion of Iraq. Please tell me, how can God start fall of nations like USA, if He does not make its people  elect someone  like Bush Jr. to run their country in 21st Century West?
----------------------------------

2. I wonder how US people were fooled again in voting this man for his utterly fear factor game of politics. 'Vote me I will save you'. I wonder why most of the Americans hate him now. Have you woke up or are you still in love with this man?
TURKMAN: I had hated him before he got elected as an American Citizen.
-----------------------------------

3. It is true that we have serious social stigmas and I abhor the idea that the faiere the prettier. Look we have a white Jesus from the middle east with blue eyes. The answer I had from a Baptist Chrich in UK - Jesus cannot be ugly. Hypocrats. I challenged the 'fair and lovely product' in Bangladesh and its publicity and many medias now have banned the product's advertisement which uses to decrade the less white skin.
TURKMAN: Look. It would make this post very long if I published my research to prove that not only Jesus but also Prophet Ibrahim was a White man. Stop being a Racist ...! In Mexico, they portray Jesus as a brown man but its because of the hate against Whites, not because of their research. Modern Scientific DNA Gnome research also proves that Jews are not brown people and Jesus was a Jew by birth and had nothing to do with Africa or India to be Black or Brown.
-----------------------------------

My following article shows the views:

http://www.thedailystar.net/law/2007/11/02/opinion.htm

But do you know the reason? We are so much in love with the West that we have lost our self-esteem. The ruler was white - the whiter - the better. Britush standard specification - the correct - the Western democrarcy - even if many people take to the streets against the war in London - democracy delivers the right voice - well the leaders Tony Blair said - a leaders at times have to sacrifice popularity for something good? Huh? Isn't popularity the basis of democracy?
And my guess was right - you do have a personality problem - you are in a limbo - you do have Western people in the family - no wonder how true I was. But I think you have been blinded. You want to remain close to them more - you want to become unquestionably part of the West by westernising your thoughts. How else I could pry that information out. Your ideas have been blinded with foolishness and apathy.
TURKMAN: Are we at some kind of Racial War with the West, sir? You are proving again that you are a Racist.
-----------------------------------------

4. Why US allows migrants? Alas you do not know the history of constitution. You do not know how Mohicans and all other races were systematically wiped out in thousands from Americans. I request the readers to read history of any country especially of any South Anmerican countries in Wikipedia - how they were brutalised. The land belongs to all the God's people - not only to Europeans. They just cannot go there a few hundred years ago and seal our entry by saying ' Go back' - Immigration law applies. What a stupid idea. Only until a few years ago - the american newspapers used to allow only one page out of 1000 pages of their daily newspapers - for international news. What a boxed up arrogant world. But good thing is they are reading more international news now - in fact more than any other nation. Are you?
TURKMAN: Of course European Colonists were Racists in 15th Century and much later just like we still are but why are you claiming they still are, when they are no more and since 1952 USA has been permitting citizenship to people of all Races? Have we reached 1600's, when Christians had started granting immigration of Non Whites and Non Christians in their lands yet? If so, please tell me the name of such a Moslim Country ...! Which Moslim Country is open for any Bangladeshi to Immigrate for good to? In all advanced Christian Countries, Moslim Immigrants make at least Minimum Wage and the one's who still can't afford are helped by charity of the state in the shape of Cash Welfare monthly payments, Food Stamps, Subsidized Housing, free Medical, free lunch for their school-going children, no School Fees etc. Please tell me, why Bangladeshi Immigrants to Pakistan live under Tin Roofs in Karachi next to 'Un-touchable' Schedule Caste 'Bhangi' or Shit Picking people, working as House Maids and Cleaning Men and when I was on an assignment in Karachi, why my Teenage Bangladeshi Maid was surprised to learn that some Bangladeshis can really be rich enough to afford her? She was also surprised to learn that some Bangladeshis could be White. She was so poor that looking at Dry Kidney Beans and Black Eye Peas, she asked me, what were they? Tears were in my eyes after hearing her question.
---------------------------------

5. If you are so much in love with the west - and hate our ethos and morals so much - why bother coming to Alochona online? Sorry I had to be harsh - bt your unfounded brandishing of people like me with a mere excuse of Osama or Mulla does not stand logic. You have simply lost the plot with your shouts.

Mufassil M M Islam
Human Rights Advocate
TURKMAN: Its a habit of Racists and Mollaas to be harsh because they are only following some of their 7th Century obsolete verses in Qoraan. Since they are brain-washed, its hard for them to find humility and Human Instincts. They take a refuge pretending to be Human Rights Advocates just to oppose right-mindedness in the West using all their hate against the West with punity in this disguise hiding their Racism and Mollaaism that they have been raised in. Allaho Akbar ...!

mufassil islam <mufassili@hotmail.com> wrote:
Dear Mr. Aziz, Mr. Turkman and Other Readers:

It is easy to get carried away into the vortex of conflicting issues if we do not take on board, patience and constructive critocims of opposing view holders on board.

I agree that the nourishment of freedom of speech in EU (sorry but I do have further reservations about the US) is held high but these rights are often manipulated and misguided in the name of atrocious laws as rightly said by Karl Marx once that law is the toll of oppression by the ruler. Al must agree that during and soon after second world war - may fundamental human rights were currauled even for the UK citizens in UK for the sake of national security and I believe these sorts of checks should be allowed when national security is doomed but the question is for how long and for how much?
TURKMAN: Until the problem exists.
----------------------------------
The recent atrocities and threats of atrocities in the West has very reasonable justifications of putting a check on people at random or even basing on their religious and national entities whilst visiting the West - esxpecially the US. I was more than once checked by the authorities and I have had no reason to worry as the authorities did explain that it was a random checking even though it did appear to me that the system did target me. It is also true that the criminals do not necessarily have to wear a beard to pose a threat and even may be of European origin.
TURKMAN:  I think, profiling is a better way and they should only check the teens to the ones up to 38 years old because all the Terrorists are covered in that age group. Women and Children should be spared because not many children and women have blown themselves up. The problem is, I have seen a 90 years old White American Lady being picked for special screening and a famous Jewish Movie Actor here in USA.
--------------------------------

But it is not true as well that we are not curtailed of our freedom of expressions in the West. It is not at all right to presume that our thoughts can be told at full. Here are some examples:

The issue of Palestinians blowing themselves up - although I do not support the act at all but it is also true that these acts do emanate from decades of utter frustration and from series of torture by the Israeli regime which is being backed blindly by the US government. Mrs. Blair was subjected to severe criticisms and even calls were made by the media to boycot her when she had expressed that she did feel the utter frustration of the Palestinians.
TURKMAN: Palestinian cause is a victim of 9/11.
--------------------------------

There are criminals and crazy people in Iraq who are against peace but its is also true that there are people in that country who want to see the Americans go and if they declare war and pick up arms in defence of the liberty of their motherland - West will never allow them to be called 'freedom fighters' as under the 'glorification' clause of the Terrorims Act 2006 in UK or under the Homeland Security Act of the US. An example of this is the comments against George Galloway MP (UK) when he had done so. What about many MPs in UK who had lost their party nominations after they had mentioned that the UK parliament was a poodle of the zionist regime? Or what about the Historian who had questioned the depth of the authenticity of the German atrocities on the zews? Or what about the several examples of money lending scandals from the zewish peers in UK and what about Mr. Lor Levi being posted as a Minister even though he was part of the money lending scandal in the British Government?
TURKMAN: Democracy is, what majority of  people think, not what you think. Osama and Mollaas should have thought about it before starting it.
---------------------------------

I don't know why Mr. Turkman talks as always baselessly and without examples. I challenge that the Western view is not democratic.
TURKMAN: Whichever system creates a better society and keeps people satisfied giving them all their rights is Democratic. Does any of our systems do that? If you do not like Western views, go back to Bangladesh and fight with your Mollaas ...!
---------------------------
We do go their for practical means of survitude and benefits of this world but that does not mean we the people of the East are blindly unethical. What do you call the US policy or the Amnesty International's report about US being the worst violators of Human Rights in the world?
TURKMAN: Not really 'the worst'. USA is the only country of the world where Illegal Aliens have a right to come on the streets to protest and vandalize demanding they should be granted citizenship. Tell me, which country of the world permits this kind of attitude?
-----------------------------
If you do not know the statistics - please ask me brother but Mr. Turkman's utter use of bad and vulgar language proves the point that either he has a close relative in the family who is White Christian American and that has pushed him to be utterly biased or he has lost the plot simply because he is uninformed. We do not have any grudges about white, yellow or blue or even against people of other faiths but we must not be carried away blindly.
TURKMAN: Yeah, this is why, when I was a Teenager, my country's people used to make fun of me because of my too fair complexion and good looks that my mother must have had slept with an Iranian to have a boy like me. Of course, I had Anglo-Indian Christian Friends before I arrived in USA and all my wife's relatives and a lot of my friends are White American Christians and they are a lot better people than my Daishi Moslim, Hindu and Sikh friends.
--------------------------------

As for Islam I have only a few excerpts from the Quran and that should suffice for Muslims travelling to other country:
Sura Al Araf:
On Entry into new city:

161. And (remember) when it was said to them: "Dwell in this town (Jerusalem) and eat therefrom wherever you wish, and say, '(O Allh) forgive our sins'; and enter the gate prostrate (bowing with humility). We shall forgive you your wrong-doings. We shall increase (the reward) for the good-doers."

And we must respect their laws but not at the cost of our souls and you want us out of there?
TURKMAN: That Verse was for the city, where 1st Qiblaa of Moslims was located, not for any Western City. Allah doesn't consider those Moslims, who live amongst Non Moslims. Read Verse 8 : 72 ...! I'm violating that verse myself because I think, its now obsolete. I haven't sold my soul. Your Soul is possessed by Demon of Tribalism and backwardness and this is why becoming civilized means selling your soul to you.
----------------------------------
Surprised - how you became a poodle as you decided not to enter into the world of intellectual battle. Allah made us poor financially but spiritually rich so that we can all work for the spread of Islam - the only peaceful life. Read Sura Al Araf it also teaches us to be patient as people will surely hurl abuses.
TURKMAN: Spread the word for what? To make USA become another corrupt country like Bangladesh or Pakistan? And I can see, how patient you are by hurling abuses at me, calling me a Poodle.
---------------------------------

I don't know under law of which country the Government can cease passports for ever as suggested by Mr. Turkman but is a good advise to lecture the prospective migrant to advise them about foreign culture as adopted by Phillipines (Post Departure Seminar) - Mr. Turkman you forgot to give an example and I am giving it for all.

TURKMAN: You are again showing lack of your General Knowledge. Passport has been Government Property of the country that issues it since the first Passport was issued in this world. It can be confiscated, whenever any issuing Government wants to. Go Read the Booklet smart Alec ...! Passport is not a right. Its a privilege. Stop acting like a Know-all, when you are a Knows-nothing ...!
Best of all, learn to spell words instead of giving readers such a hard time trying to understand, what the hell you have written ...! You have more than a dozen spelling mistakes in your above post. Please do not converse with me Mollaa, I have no time for illiterate ignorant nuts like you.

We don't blame the full nation for that, do we? Why then Bangladeshi?

[mukto-mona] Desertification=Africanisation

Desertification's EU synonym is Africanisation. Globalisation takes the toll in a different way- in Spain.
SR

Warming Leads to Water Shortage and 'Africanization' of Spain By Elisabeth Rosenthal
3 Jun 08 (http://www.nytimes.com/2008/06/03/world/europe/03dry.html?_r=1&hp&oref=slogin)
FORTUNA, Spain — Lush fields of lettuce and hothouses of tomatoes line the roads. Verdant new developments of plush pastel vacation homes beckon buyers from Britain and Germany. Golf courses — dozens of them, all recently built — give way to the beach. At last, this hardscrabble corner of southeast Spain is thriving.
There is only one problem with the picture of bounty: this province, Murcia, is running out of water. Swaths of southeast Spain are steadily turning into desert, a process spurred on by global warming and poorly planned development.
Murcia, traditionally a poor farming region, has undergone a resort-building boom in recent years, even as many of its farmers have switched to more thirsty crops, encouraged by water transfer plans, which have become increasingly untenable. The combination has put new pressures on the land and its dwindling supply of water.
This year, farmers are fighting developers over water rights. They are fighting one another over who gets to water their crops. And in a sign of their mounting desperation, they are buying and selling water like gold on a rapidly growing black market, mostly from illegal wells.
Southern Spain has long been plagued by cyclical droughts, but the current crisis, scientists say, probably reflects a more permanent climate change brought on by global warming. And it is a harbinger of a new kind of conflict.
The battles of yesterday were fought over land, they warn. Those of the present center on oil. But those of the future — a future made hotter and drier by climate change in much of the world — seem likely to focus on water, they say.
"Water will be the environmental issue this year — the problem is urgent and immediate," said Barbara Helferrich, a spokeswoman for the European Union's Environment Directorate. "If you already have water shortages in spring, you know it's going to be a really bad summer."
Dozens of world leaders will be meeting at the United Nations Food and Agriculture Organization headquarters in Rome starting Tuesday to address a global food crisis caused in part by water shortages in Africa, Australia and here in southern Spain.
Climate change means that creeping deserts may eventually drive 135 million people off their land, the United Nations estimates. Most of them are in the developing world. But Southern Europe is experiencing the problem now, its climate drying to the point that it is becoming more like Africa's, scientists say.
For Murcia, the arrival of the water crisis has been accelerated by developers and farmers who have hewed to water-hungry ventures highly unsuited to a drier, warmer climate: crops like lettuce that need ample irrigation, resorts that promise a swimming pool in the backyard, acres of freshly sodded golf courses that sop up millions of gallons a day.
"I come under a lot of pressure to release water from farmers and also from developers," said Antonio Pérez Gracia, the water manager here in Fortuna, sipping coffee with farmers in a bar in the town's dusty square on a recent morning. He rued the fact that he could provide each property owner with only 30 percent of its government-determined water allotment.
"I'm not sure what we'll do this summer," he added, noting that the local aquifer was sinking so quickly that the pumps would not reach it soon. "I come under a lot of pressure to release water, from farmers and also from developers. They can complain as much as they want, but if there's no more water, there's no more water."
Rubén Vives, a farmer who relies on Mr. Pérez Gracia's largess, said he could not afford the current black market water prices. "This year, my livelihood is in danger," said Mr. Vives, who has farmed low-water crops like lemons here for nearly two decades.
The hundreds of thousands of wells — most of them illegal — that have in the past provided a temporary reprieve from thirst have depleted underground water to the point of no return. Water from northern Spain that was once transferred here has also slowed to a trickle, as wetter northern provinces are drying up, too.
The scramble for water has set off scandals. Local officials are in prison for taking payoffs to grant building permits in places where there is not adequate water. Chema Gil, a journalist who exposed one such scheme, has been subject to death threats, carries pepper spray and is guarded day and night by the Guardia Civil, a police force with military and civilian functions. 2
"The model of Murcia is completely unsustainable," Mr. Gil said. "We consume two and a half times more water than the system can recover. So where do you get it? Import it from elsewhere? Dry up the aquifer? With climate change we're heading into a cul-de-sac. All the water we're using to water lettuce and golf courses will be needed just to drink."
Facing a national crisis, Spain has become something of an unwitting laboratory, sponsoring a European conference on water issues this summer and announcing a national action plan this year to fight desertification. That plan includes a shift to more efficient methods of irrigation, as well as an extensive program of desalinization plants to provide the fresh water that nature does not.
The Spanish Environment Ministry estimates that one-third of the county is at risk of turning into desert from a combination of climate change and poor land use.
Still, national officials visibly stiffen when asked about the "Africanization" of Spain's climate — a term now common among scientists.
"We are in much better shape than Africa, but within the E.U. our situation is serious," said Antonio Serrano Rodríguez, the secretary general for land and biodiversity at Spain's Environment Ministry.
Still, Mr. Serrano and others acknowledge the broad outlines of the problem. "There will be places that can't be farmed any more, that were marginal and are now useless," Mr. Serrano said. "We have parts of the country that are close to the limit."
While southern Spain has always been dry and plagued by cyclical droughts, the average surface temperature in Spain has risen 2.7 degrees compared with about 1.4 degrees globally since 1880, records show.
Rainfall here is predicted to fall 20 percent from this year to 2020, and 40 percent by 2070, according to United Nations projections.
The changes on the Almarcha family farm in Albanilla over the past three decades are a testament to that hotter, drier climate here. Until two decades ago, the farm grew wheat and barley, watered only by rain. As rainfall dropped, Carlo Almarcha, 51, switched to growing almonds.
About 10 years ago, he quit almonds and changed to organic peaches and pears, "since they need less water," he explained. Recently he took up olives and figs, "which resist drought and are less sensitive to weather."
Mr. Almarcha participates in a government water trading system, started last year, in which farmers pay three times the normal price — 33 cents instead of 12 per cubic meter — to get extra water. The black market rate is even higher. Still, his outlook is bleak.
"You used to know that this week in spring there will be rain," he said, standing in his work boots on parched soil of an olive grove that was once a wheat field. "Now you never know when or if it will come. Also, there's no winter any more and plants need cold to rest. So there's less growth. Sometimes none. Even plants all seem confused."
While Mr. Almarcha has gradually moved toward less thirsty crops, the government's previous water transfer plans have moved many farmers in the opposite direction. The farmers have shifted to producing a wide range of water-hungry fruits and vegetables that had never been grown in the south. Murcia is traditionally known for figs and date palms.
"You can't grow strawberries naturally in Huelva — it's too hot," said Raquel Montón, a climate specialist at Greenpeace in Madrid, referring to the nearby strawberry capital of Spain. "In Sarragosa, which is a desert, we grow corn, the most water-thirsty crop. It's insane. The only thing that would be more insane is putting up casinos and golf courses." Which, of course, Murcia has.
In 2001, a new land use law in Murcia made it far easier for residents to sell land for resort development. Though southern Spain has long had elaborate systems for managing its relatively scarce water, today everyone, it seems, has found ways to get around them.
Grass on golf courses or surrounding villas is sometimes labeled a "crop," making owners eligible for water that would not be allocated to keep leisure space green. Foreign investors plant a few trees and call their vacation homes "farms" so they are eligible for irrigation water, Mr. Pérez Gracia said.
"Once a property owner's got a water allotment, he asks for a change of land use," he explained. "Then he's got his property and he's got his water. It's supposed to be for irrigation, but people use it for what they want. No one knows if it goes to a swimming pool."
While he said his "heart goes out to the real farmers," he did not have the personnel to monitor how people use their allotments.
With so much money to be made, officials set aside laws and policies that might encourage sustainable development, Mr. Gil, the journalist, said. At first, he was vilified in the community when he wrote articles critical of the developments. Recently, as people are discovering that the water is running out, the attitude is shifting.
But even so, people and politicians tend to regard water as a limitless resource. "Politicians think in four-year blocks, so it's O.K. as long as it doesn't run out on their watch," said Ms. Montón of Greenpeace. "People think about it, but they don't really think about what happens tomorrow. They don't worry until they turn on the tap and nothing flows."

RE: [ALOCHONA] Some facts about Jamat-e-islame Bangladesh

If Bangladesh fought for democracy then there should be democracy. If people do not vote for any party then that party will not come to power. Let the people of Bangladesh decide that.

As it stands now, it will be difficult for Islamic parties to come to power for the same reason the left leaning liberal parties will find it difficult to attract votes. Bangladesh has ways to travel before the masses get out of the frame of mind of AL and BNP.

Are you suggesting that Bangladesh fought the War of Liberation with the sole aim of having a political party like Jamaat take over the Nation?

What sort of "MORALITY" do you see in the description of "aims and objectives" of Jamaat described below that is compatible with the morals underlying the creation of Bangladesh and its Constitution (1972)?

How many members of this forum agree with this Jamaat supporter who claims it is the only party in Bangladesh's destiny?

Please do not sidestep the question by citing misrule of the two big political parties. We have had enough discussions about that.  It is time to seriously ponder the question: If the judiciary of Pakistan of 1954 thought Jamaat's vast propaganda machinery was subversive and seditious, on what grounds should people of Bangladesh accept such a political party as "legitimate'?

Incidentally, the judiciary of Pakistan in 1954 was a tad more superior to the ham of a judiciary we are hamstrung with.

Hope some sensibility will prevail in our response to these questions.

Report on Punjab Disturbances of 1953

Report of The Court of Inquiry

JAMA'AT-I-ISLAMI

Before dealing with the question of the responsibility of Jama'at-i-Islami, it is necessary to give a brief account of the aims and objects of the Jama'at and the scope of its activities. The Jama'at-i-Islami existed before the Partition with its headquarters at Pathankot in the district of Gurdaspur, and Maulana Abul Ala Maudoodi was its founder. On Partition the Maulana came over to Pakistan and in 1952 framed a new constitution for Jama'at-i-Islami in Pakistan. The Indian Jama'at-i-Islami still functions and has its own constitution.

The ideology of the Jama'at-i-Islami is perfectly simple. It aims at the establishment of the sovereignty of Allah throughout the world which, in other words, means the establishment of a religio-political system which the Jama'at calls Islam. For the achievement of this ideal it believes not only in propaganda but in the acquisition of political control by constitutional means and where feasible by force. A Government which is not based on the Jama'at's conception, as for instance where it is based on the conception of a nation, is, according to Maulana Amin Ahsan Islahi, a Satanic Government, and according to Maulana Abul Ala Maudoodi himself kufr, all persons taking part in such Government, whether as administrators or otherwise, or willingly submitting to such system being sinners. The Jama'at was, therefore, professedly opposed to the Muslim League's conception of Pakistan, and since the establishment of Pakistan, which it described as Na Pakistan, has been opposed to the present system of Government and those who are running it. In none of the writings of the Jama'at produced before us there is to be found the remotest reference in support of the demand for Pakistan, and. on the contrary, these writings which contain several possible hypotheses, are all opposed to the form in which Pakistan came into being and at present exists. According to the statement of the founder of the Jama'at before a Military Court, short of an armed rebellion the Jama'at believes in, and has its objective the replacement of the present form of Government by a Government of the Jama'at's conception. The Jama'at has a head who is called an Amir and though its membership is limited, consisting of only 999 persons at present, the Jama'at has a vast publication and propaganda machinery.

Dear Mr. Shamim

Many thanks for your interest about Jamath e Islami.

Infect, my observation, which most of the Jamath e Islami might not think (though I am also a supporter), Jamath e Islami had reached its highest pick on its scientific proliferation. I would like to mean its organisational structure and most honest interactions between jamath e islamis.

Nowadays, I always interpret other movement in the name of Islam to learn from Jamath e Islami.

Off course, there might be a lot of deficiencies in the Jamath, that's why we all not blind at all when following our leaders, is another course of action, to keep the jamath in the right path.

I certainly presume, its leadership, based on moral training, perhaps still billion times better than any other political leaders and their workers.

Bangladesh and its people will need such a party to develop its economy and standard of living on moral test where other political specimen are failed.

After collapse of two family bound politics in Bangladesh then the Jamath e Islami is the only address where Bangladesh will get its final destination.

Thanks

Mohammed Ramjan Ali Bhuiyan

Subject: [ALOCHONA] Some facts about Jamat-e-islame Bangladesh

The Originally the organization was named Jamat-e-islami Hind. Maulana Syed Abul Ala Moududi was its founder. Though established in 1941 the organization was foreshadowed when Maulana Moududi began a vehement criticism of Pakistan and the Muslim League in his speeches, addresses and religious sermons. After the Lahore Resolution was adopted a conference was arranged called by Maulana Moududi. At this conference, on 26 August, 1941 Jamat-e-Islami Hind was formed. A sixteen-member majlis-e-shoora was constituted and Maulana Moududi was elected the Amir of the party.

In March the next year (1942) at a session of majlis-e-shoora an allegation was made that Maulana Moududi lived an ostentatious life which was repugnant to the tenets of Islam. Demand for his resignation was made at this session. Though ultimatewly he succeeded in retaining the post of Amir, four members quit the party.

In 1942 he shifted the headquarters of the party from Lahore to East Punjab. In 1944 he appointed Mia Tofael Ahmed secretary-general of the party. The next year (1945) from April 19 to 21 the first central rokon (workers) council was held at Pathancourt for the last time.

After the partition of India, in 1948, Maulana Moududi came over to Pakistan accompanied by 306 of the party's 533 members and began party activities in his new home. As the Maulana decreed that the jehad in Kashmir was haram (forbidden act in Islam) he, along with a few members of Jamat was arrested in 1948. The first council of the party in Pakistan was held from 6 to 8 May. Maududi came out of prison in 1950 and built up a liaison with a few other Islamic parties.

In January, 1953 at a conference of clerics Maulana made a demand for declaring the members of the Ahmediya community as non-Muslim. At this time Maududi made many provocative statements against the Ahmediya community which incited a riot against the Ahmediyas at the end of February, 1953 which escalated further in March that year. In Punjab a frenzied bloodbath ensued killing thousands of people. After this Maulana Moududi and his followers were arrested and tried. In the trial the Maulana was awarded the death sentence and his followers were convicted to imprisonment of various terms. Maulana Abdul Hamid Khan Bhashani and Maulana Akram Khan opposed the verdict of death sentence. Later the death sentence was set aside and he was given life term. Of course, for political reasons Maududi was released in 1955.

In the East Pakistan of those Jamat-e-Islami had no organisational base. In 1948 Jamat leader Rafi Ahmed Indori was sent to East Pakistan with the objective of expanding political activities here. Before that Maulana Moududi had visited East Pakistan in an organisational tour, accompanied by the secretary-general of his party. By the persistent efforts of Rafi Ahmed and Abdur Rahim a four-member provincial committee of jamat was formed in East Pakistan. Abdur Rahim was elected Amir of this committee. Gholam Azam who was a teacher in Rangpur Carmichael College joined jamat-e-Islami in 1954 as an associate member. In 1955 he achieved the post of rokon. The same year he became secretary of the party's Rajshahi division and the next year he was given the responsibility of provincial assistant secretary, the Amir of Rajshahi and provincial secretary. At that time the Amir of the provincial branch of the party was Abdur Rahim.

Around this time many allegations against Moududi were again being made within the party. In 1957 he called an all-Pakistan Jamat conference in Bahawalpur. At this conference he became Amir, which prompted the dissidents to quit the party.

In 1962 when General Ayub promulgated Muslim Family Ordinance Moududi opposed the Ordinance. For this on 4 January, 1964 the Ayub government banned Jamat and arrested 60 Jamat members including Moududi. They included 13 Jamat members of East Pakistan , among whom were Gholam Azam. Later, in October the same year the ban on Jamat was lifted.

Jamat-e-Islami opposed the Six Points of Sheikh Mujib and the Fourteen Points of Maulana Bhashani. In 1967 was formed the PDS or Pakistan Democratic Movement. Jamat-e-Islami took part in it. In 1968-69 ayub Khan summoned a roundtable conference with the purpose of foiling the great mass movement. Jamat-e-Islami at this time engaged in various kinds of machinations. The party began to emit venom against NAP and Awami League. Jamat took part in the election of 1970. In West Pakistan the party won only in four seats.

In 1971 when the Liberation War began Jamat-e-Islami took the side of Pakistan. In the month of April Gholam Azam met General Tikka Khan twice within the space of one day and opposing the liberation of Bangladesh offered his full cooperation. Gholam Azam branded the Freedom Fighters as anti-State elements. Gholam Azam played a foremost and active rle in forming the 'peace committees' in the Pak-occupied Bangladesh under the leadership of a Khawaja Khairuddin, president of Council Muslim League. Jamat-e-Islami also had an active rle in the formation of the forces of the 'Razakars', Al Badr and As Shams. Throughout the period of the Liberation War of Bangladesh, the leaders and workers of Jamat-e-Islami and the workers of Chhatra Sangha had been directing many-sided action against the Bangalee nation. This included the obliteration of the Bangalees as a nation, the killing of innocent people and intellectuals, mass arrests, rapes, looting and arson, etc.

On 3 Septamber, 1971 Dr A S Mlik wa sappointed the governor of East Pakistan and on 17 September provincial government was formed here. In this cabinet the Jamat leader Abbas Ali Khan was appointed education minister and Maulana Abul Kalam Mohammed Yusuf became the minister for works and revenue. In August 1970 a by-election was held in which 78 members of National Assembly of the victorious Awami League were declared disqualified from being candidates. In this by-election 58 candidates were elected uncontested. They incluuded 25 Jamat leaders among whom were Gholam Azam, Abdur Rahim, Abbas Ali Khan. After liberation, as all religious parties were banned, Jamat-e-Islami also came under the ban.

In August 1976 the Ziaur Rahman government announced the Political Parties Regulation. According to this regulation, the number of polirtical parties recognised by the state at that time was only 21. One of them were Islamic Democratic League. Jamat-e-Islami played an active rle in the formation of this party. Gholam Azam came to Bangladesh for three months on Pakistani passport and through his leadership from the background Jamat-e-Islami was formed in May, 1979. Abbas Ali Khan was elected the acting Amir. Aqfter this Gholam Azam surrendered his Pakisatani passport and applied for Bangladeshi citizenship.

Jamat helped to promote Ziaur Rahman's politics. After Ershad came to power it directed its activities in the same manner. In 1986 Jamat took part in the election to the third parliament in which ten of its members were elected. In the fifth parliament it won 28 seats, and by supporting BNP in formation of government obtained two more reserved women's seats. Through these happenings Jamat was able to dig its heels in national politics. After the 1991 election during the BNP rule the question of Gholam Azam's citizenship was taken to the court of law following which the court granted him citizenship.

In 1992 under Jahanara Imam on whom was conferred the title 'Shaheed Janani' (the Mother Of Martyrs) a strong movement was built up for the elimination of the killers and collaborators of 1971. This led to a fall in the popularity of Jamat. After this Jamat remained active with Awami League in the demand for caretaker government. Of course, in the 1996 election Jamat won only three seats. The number of votes polled by them throughout the country also dropped sharply. In the post-election years Jamat with BNp formed a four-party alliance and it is fighting the election to the eighth parliament jointly with BNP.
