[ALOCHONA] VOIP racket looting billions of Taka by Zahid Al Amin

VOIP racket looting billions of Taka by Zahid Al Amin

by Zahid Al Amin

Well organized racket inside Bangladesh Telecommunications Company Limited [BTCL] is causing revenue loss to the country by keeping Call Detail Recorder [CDR] inoperative on a regular basis, by establishing undue alliance with unscrupulous operators of Voice Over Internet Protocol [VOIP]. A large number of corrupt officials and engineers at BTCL along with some of the top brasses in the Telecommunication Ministry in Bangladesh are reported linked with this racket. It is even alleged that the minister in the same ministry receives a significant portion of the bribe amount received by the racket from the unscrupulous VOIP operators, who actually keeps the matter aloof from the attention of the Prime Minister as well as other policymakers in the government.

Seeking anonymity, a number of sources inside BTCL told Weekly Blitz that the Call Detail Recorder [CDR] is kept inoperative almost 18-20 hours every day, as per secret arrangement made between the unscrupulous VOIP operators, where the country is deprived of revenue worth TK. 50-70 million every day, while the racket inside BTCL receives a portion of the stolen amount of money from the licensed thus unscrupulous VOIP operators. It is further learnt that the only source of connecting global telecommunication network is based at Satellite Earth Station located at Mohakhali Earth Satellite Station in Dhaka. From this place, all incoming and outgoing international calls are monitored through Call Call Detail Recorder [CDR]. As the racket keeps the CDR system inoperative on a daily basis, the exact numbers of such calls are never detected by the authorities concerned. The source further said that the CDR is an important tool in generating revenue from the VOIP calls for the country. But there is no real monitoring of the pilferage of the VOIP call data at the Call Detail Recorder [CDR] in Bangladesh.

It may be mentioned here that the government initiated tougher policies in combating corruption and pilferage inside Bangladesh Telecommunications Company Limited, in order to stop manipulation of the Call Detail Recorder [CDR]. Various intelligence agencies, including Rapid Action Battalion [RAB] have been engaged in combating illegal VOIP calls. But, none of the intelligence agencies or RAB has any constant monitoring on the Call Detail Recorder [CDR] system in Bangladesh, which is the key route of pilferage of millions of Taka every day.

The sources in Bangladesh Telecommunications Company Limited as well as the ministry concerned told Weekly Blitz that a general manager of BTCL sent a letter to the managing director of the organization giving information on how the Call Detail Recorder [CDR] system has been kept inoperative by a racket inside BTCL thus causing huge revenue loss to the country. Following such letter, a committee was formed to investigate the total volume of time as well as amount of loss incurred due to illegal activities with the Call Detail Recorder [CDR] as well as illegal VOIP calls in past 10 years. It is alleged that, more than US$ 1.5 billion had already been looted from the expected amount of revenue by the unscrupulous VOIP operators as well as organized racket inside Bangladesh Telecommunications Company Limited by keeping the Call Detail Recorder [CDR] inoperative.

But, none of the kingpins of such huge illegal activities are brought into book. It may be mentioned here that, following publication of an investigative report in Weekly Blitz in 2006, the first ever illegal VOIP call centre in Dhaka was busted by the members of the Rapid Action Battalion. This illegal call centre was owned by Helal Khan, a leader of the cultural front of the Bangladesh Nationalist Party. Though a case was later lodged with the Ramna Police Station in this connection, Helal Khan managed to escape legal actions as well as paying due compensation by bribing various influential people as well as by using the influence of the BNP aligned caretaker government of Professor Iajuddin Ahmed. It is also alleged that Helal Khan was regularly compensating various influential figures at infamous Hawa Bhaban [unofficial political office of the Bangladesh Nationalist Party] as well as the then political secretary to the Prime Minister, Harris Chowdhury. It is further learnt that Nowfal Zamir [son of Jamir Uddin Sircar] is also running VOIP business in Bangladesh through companies named Zamir Telecom [UK], Maisha Telecom [UK]. Name of the local partner of Maisha Telecom is Masud A. Mazher. According to information, this company is taking a major stake of the looted amount of revenue by keeping excellent relations with the BTCL. Weekly Blitz already received names of some of the corrupt officials at BTCL, who are collaborating the unscrupulous racket, as well as many discrepancies centering this business. Reports detailing all such information will appear in the near future.

[ALOCHONA] Fwd: Daily Jugantor's opinion poll: AL 69, BNP 170....

Subject: RE: Daily Jugantor's opinion poll: AL 69, BNP 170....
To: Isha Khan <bdmailer@gmail.com>

Thank you for forwarding the following Jugantor report, which says: If election is held today, then BNP will win 170 seats, BAL 69, JP 23, JI 14, close contest in 21 seats, others 3, according to a two-month opinion survey by Jugantor field reporters.

http://jugantor.us/enews/issue/2012/02/01/index.htm

Kader Siddiqui a
lso said on 31 January 2012, if election is held tomorrow and if Awami League wins more than 50 seats in that election, then he would wear bangles in both hands!
http://www.amadershomoy2.com/content/2012/02/02/news0563.htm

Many think BAL hasn't got more than 20% support now. The daily Star 'respondents' on 6 January 2012 showed 39% support for the govt (do
wn from 81% in 2009), but these respondents of the daily Star are mostly pro-BAL and pro-India!

However, going back to 2007, the BNP-JI alliance was still the favourite to win the election scheduled for 22 January 2007 (in spite of a
lleged corruption, etc. of their 2001-06 govt), according to some reports. But Manmohan-Bush conspiracy, supported by their allies and their rubber stamp, the UN, cancelled the election and staged a covert military coup by Moeen U on 1/11 2007. They later rigged the election of 2008 to put Hasina in power.

At present, the lure of winning the election of 2013 hands down could be fatal for the opposition.

Over the last 5 years, since 1/11 2007, India has established a firm grip on BD. They will try to defend BAL govt, if necessary by all means, including military ones that is, according to Anandabazar Patri
ka, Kuldip Nayar's article and the cacophony of the other Indian reporters and analysts. Court cases, imprisonment, dividing the opposition, emergency rule, armed crack-down or search operation to find 'armed fundamentalists' or using whatever pretext (as Mujib's Rakkhi Bahini did to dismantle armed resistance), Indian military incursion, etc. cannot not be ruled out. Krishna and Pronob are both likely to visit BD this month!

The opposition
has been talking of mass uprising ASAP. Obviously inspired and buoyed by the mammoth rally last Monday, Moudud said yesterday that the govt's farewell bell will start ringing from their mammoth rally on 12 March. But are they prepared for the whole range of possibilities of BAL-India counter offensive? Foreign Diplomats may play a role, but may not be enough to rein in India. India defied the US over their purchase of oil from Iran, also over IO-Kashmir three years ago and over Yunus and Grameen Bank in BD! Last year, India also snubbed the US by deciding 'not to buy American F-16's or F/A-18's for the biggest defense tender in its history -- a .. $10 billion-plus contract for 126 multi-role combat aircraft' (Foreign Policy magazine 29 April 2011) and the US ambassador to India resigned straight away!

Thus, the situation in BD is totally uncertain. The opposition needs to force it in their favour, by connecting
with the people.

[ALOCHONA] Fwd: SAAG analysis....

Bhaskar Roy is a regular contributor to one of RAW's website, South Asia Analysis Group (SAAG). The present article is also from the Bangladesh section of the SAAG website. Please see below for reference. Here he goes again spitting venom against Bangladesh. All these cock and bull stories and malicious distortion of facts, which have been called analyses!

Nearly all 'Islamic terrorist' operations, which were enacted in Bangladesh, were false flag operations. It is believed by many that JMB was organised by RAW and a section of HuJI-B by Mossad, during the Bush era, to impart a terrorist image on Bangladesh so that India could perpetrate aggression of hegemonism over Bangladesh with international support. This conspiracy later took the shape of 1/11 2007.

I think many countries understand it now, as the Economist report on the 'failed coup plot' suggests, but not India, which has still been pursuing its old hackneyed tricks. But they will not succeed!

Foiled Bangla Coup – Many Targets to a Single Goal

By Bhaskar Roy

Neither the investigations of nor the debates on the December, 2011 foiled coup by a group of religiously misdirected middle level army officers are over. Nor should they be. Reverting to complacency in either case can result in unmitigated disaster for the country in not too distant a future.

Although the founding father of Pakistan Mohammad Ali Jinnah had the vision of a liberal, democratic, secular and Islamic Pakistan, it never happened. Mr. Jinnah's vision had inherent contradictions as seen from the view point of the growing Wahabi Islam promoted by an oil rich Saudi Arabia. Gradually, religion was used in Pakistan as an instrument of politics.

In East Pakistan (Bangladesh since 1971), Islam as practiced was more liberal than that in the western wing. It had historical roots. In several sections of life, Islam and Hinduism, in their basic philosophy had many commonalities. For example, in the Mafrati (Muslim) and Baul (Hindu) devotional songs, the worship of Satya Pir and Satya Narayan or in Lalan fakir's soul rending songs which transcended religious barriers. But over the decades since 1947, many of these societal values receded in Bangladesh.

Jinnah wanted cordial relations with India. It was a very conscious decision. India was a much larger country. He had full knowledge of India, having been a leading independence leader. And he possessed no religious bigotry. But things changed rapidly.

East Pakistan and West Pakistan started with cultural and linguistic incompatibility. Punjabi arrogance and domination did not sit well with the Bengalis of East Pakistan. And when West Pakistan did away with the fiery Bengali leader Sheikh Mujibur Rahman's claim to Prime Ministership of Pakistan, it pioneered the Bengalis' fight for freedom. Bangladesh won its independence in 1971 with some assistance from India. But it was basically a movement started, owned and delivered by the people of Bangladesh.

Sheikh Mujibur Rahman, the first Prime Minister of Bangladesh introduced a secular constitution in 1973. He created a special relationship with India. But little did he know that people close to him were plotting against him. They resented his pro-India tilt and his secular philosophy. These were time servers with Sk. Mujib, and they turned Bangladesh step by step into a country that the Sheikh did not believe in.

There have been comments in the Bangladesh media in connection with the recent coup attempt that this was an act by a few middle level officers driven by their faith, and that top level officers were not involved. Hence, it is not a matter of great concern.

This view may be simplistic and dangerous, glossing over a threat that is yet to be investigated fully. It was a group of young army officers, no one senior that a Lt. Colonel that assassinated Prime Minister Sk. Mujibur Rahman and his extended family in the early hours of August 15, 1975. Most senior army officers were not involved. In fact, the army Chief, Lt. Gen. Khaled Musharraf was also killed subsequently.

As the developments continued, it was evident that senior political leaders were involved. Top Awami League leader Khondokar Mustaq, became President in a hastily formed government. A series of killings continued, both judicial and extra-judicial. Zia-ur-Rehman, who as a major fought in the liberation war, swiftly moved up the ranks through these machinations, became army chief and the President of Bangladesh. He rehabilitated the Jamaat-e-Islami as a political party. The JEI was banned by Sk. Mujibur Rahman because of their collaboration with the Pakistani army in 1971, for war crimes and crimes against humanity.

The clock was turned back 360 degrees. Pakistan became the No.1 friend – India the No.1 enemy. And the religious extremists owing full allegiance to Pakistan, returned to the political centre stage. During the BNP-JEI rule (2001-2006), it was evident to everyone that the government went out of the way to execute an acrimonious relationship with India. It was the worst period in India-Bangladesh relations. Indian Prime Minister Dr. Manmohan Singh took a very sagacious position. This policy was – be good to Bangladesh and hope they will reciprocate. India's positivity went to the extent of not retaliating to the abduction and brutal killing of BSF officers by the BDR personnel. India refused to bite the bait.

Two trends of discussions noticed among BNP and JEI leaders and officials were important in the 2001–2006 period. One was to establish a federal relationship with Pakistan. Under this premise, the BNP-JEI government opened up its territory for the ISI to launch terrorist operations in India. The ISI reared and sponsored Lashkar-e-Toiba (LET) and its ally the HUJI (BD), were the main instruments for this strategy.

At that time, the JEI had claimed that by 2011-12, they hoped to win majority in the parliament and establish Sharia law. To succeed, they not only spread their indoctrination work far and wide, but also began to penetrate the armed forces. JEI Amir Matiur Rahman Nizami is on record having said that 30 percent of the forces were JEI member or supporters.

The second trend was that both the JEI and the BNP concentrated on making the armed forces political. This was basically concentrated on new entrants from soldiers to officers level. Assessment of influence of political parties in the armed forces was JEI 30%, BNP 30%, Awami League 15-20%, others non-political. The only saving grace was the presence of middle to senior levels who were mainly apolitical, but maintained a low profile.

The set-back for the BNP and JEI came with the exposure of their links with and support to terrorist organizations. The country was shaken when the Jamatul Mujahidin Bangladesh (JMB) detonated synchronized explosions in August 2005 in 63 out of 64 districts in the country. From there on, the BNP-JEI's down hill journey started. This government was close to being declared a sponsor of terrorism. The BNP was proved to be the most corrupt government ever in Bangladesh. There was no way that the BNP-JEI combine could win the December 2008 elections. The backlash from the people was too strong.

Returning to the recent coup attempt, the Hizbut Tehrir (HUT) propaganda literature emphasizes the following (i) Khilafat rule in Bangladesh (ii) anti-India propaganda calling for restoration of Islamic rule in the India (iii) to protect Muslims, urging army personnel to topple sheikh Hasina's government which they perceive to be backed by India and the US, (iv) overseas connections. India comes out as the most prominent target. The targets are almost exactly that of the ISI in Bangladesh and India.

Most intriguing and important is the disclosure by Bangladeshi investigators that like minded terrorist organizations are co-operating with HUT to carry forward terrorist activities, and HUJI was named as one of as the partners. Has HUT, which was banned in Bangladesh only in 2009, made some readjustment in their operations doctrine in Bangladesh?

Compared to other terrorist organizations fighting for Islamic rule and cleansing western and Zionist influence and ideas in Muslim countries, HUT can be considered quite unique. Founded in 1953 in a Palestinian village in Jerusalem by Islamic scholar Taquiddin al-Nabahani, it has spread legally to many countries in the west especially the UK, US and Germany among others. It is also active in several Arab and Central Asian countries and came to Bangladesh in 2000.

HUT's open stance avows non-violence. But at the same time it does not rule out violence in the long run as central to its goal of Caliphate (Khilafat). It sees the Hamas movement against Israel as basically misconceived, because a poorly armed movement cannot match the might of Israel. HUT would rather wait for a strong Caliphate to defeat Israel.

HUT's philosophy may sound somewhat simple, but it is realistic. Their political advancement is based on creating a mass opinion among Muslims as a first step. The next or even concurrent step is to penetrate officers in the armed forces, political and social leaders, educated youth and professionals. The final step is to move to establish the Caliphate. With indoctrination of these sections of society who hold power and have influence over the people, success is inevitable. This strategy can be best described as a "creeping coup".

What intrigues this observer is that while the HUT generally maintains a distance from Islamic terrorist tanzims who immediately attract the wrath of the powers that be, why are they associating with terrorist group like the HUJI, and others in Bangladesh?

The HUT strategy in Bangladesh, as reported in the local media and from briefing given to the media by the security organizations, does not reflect its established principles.

So what is it? Do the HUT's main leaders find that Bangladesh is ripe to transit to a Caliphate? Or, are there powers inside and outside the country who have convinced them in this direction?

It may be remembered that the HUT leaders in Bangladesh are not Arabs of the Middle East, but Bangladeshis with their native characteristics and idiosyncrasies. The issue is India, Indian influence in Bangladesh, and those in Bangladesh who favour good relations with India, and secularism. It boils down to the premise laid down earlier in this article.

It is reasonable to ask how seriously is this threat being taken in Bangladesh? At a seminar addressed by army Chief, Lt. Gen. Mainul Islam in Dhaka on January 23 on the issue, it was regrettable that there was no representation from the Navy and the Air Force. Are they certain that these two arms of the Bangladeshi armed forces have not been infiltrated? Or, is no importance being given to the development?

The aim is to create chaos in the country in one way or another. Prime Minister Sk. Hasina and her government stand in the way primarily. Next, India is a sensitive issue, and can be used to provoke some people. Putting the two together can divert the people's focus from main issues and in course, derail the war crimes trial. Importantly, after the coup attempt, internet postings have come up to foil the 1971 war crimes trials. Because, if the trials were to conclude, the top level of JEI and some from the BNP would be eliminated. Pakistan, especially the ISI, would lose their Trojan Horses in Bangladesh. It would be a major defeat for them after 1971.

Certainly, Bangladesh has suffered a series of coups and attempted coups, and still survived to pursue its original goals. The new threat is very different. It aims primarily at a genetic change among the people of Bangladesh. This is neither stated lightly, nor should it be taken lightly. The future of Bangladesh is at stake.

Re: [mukto-mona] Rising Seas From Antarctica to Bangladesh

Well, I heard about the Bangladeshi-slum near Mumbai after one of those bomb blasts, a few years back, when police were looking for a Bangladeshi-perpetrator. Police traced him through his cell phone record. Police were looking at the Bangladeshi-slum where he used to dwell. I can't remember where I got this information from (TV or online report).  I learned about the Bangladeshi slum around Delhi right around the time of Push-back initiative by Indian authority. They were talking about these slums. After hearing this news, I was scratching my head as to how they went there. I remember an interview of a person from the settler by an Indian reporter. Again, I don't remember where this information came from TV or online report. I would have definitely recorded sources, if I knew somebody will quiz me on them later.

Main stream media will not talk about these sensitive issues; they are afraid of retaliation on these poor people. They exist, no doubt about it. Assam and the North Eastern belt of India have more than ~ 4 millions of those settlers (please don't ask for the proof). Authority in Assam is talking about push-back initiative there also.   West Bengal has plenty of these people. The push-in from Bangladeshi settlers is displacing the locals inward.

I am not trying to blame these poor people. The population in Bangladesh is growing like mushroom; no end in sight. Nobody is talking about it. Where will they go? If you want to do something about it, talk about birth control program in Bangladesh, instead of investigating Bangladeshi-settlement information in India. They exist. They are in India, whether main stream media report or not. Many of my relatives left Bangladesh for India for a totally different reason. I pay attention to these issues, because their fates are also attached to it.

My main message did not catch your attention. And that was, I wanted to convey that - politics in Bangladesh create anti-Indian sentiment. That is the only political capital BNP/Jamat has. They can't run on their record. They have nothing to show, except anti-Indian propaganda. Under the circumstances, I believe, it will not be wrong to say 60 - 70% of Bangladeshi possess anti-Indian sentiment, that includes many Awami Leagers also. How are you going to heal these mental wounds? You can't, because there is no initiative, and there will be none in the future. Are you not going to infiltrate India with anti-Indian people? Don't you think, once 37 million more move to India, they will create problems there to destabilize the whole region forever, just like Kashmir? Where is our long term remedial program for that? Every time I want to talk about it, people will call me RSS or RAW or Shangh Parivar member, as you have inferred also. How can we change the Anti-Indian sentiment in Bangladesh - if the so called intellectuals possess the very same sentiment also?

This reminds me of a quote from Bhutto: "We want A-bomb even if we have to live on grass." He will be happy to see from his grave that both of his dreams are fulfilled.

<< Colonies after colonies of Bangladeshi settlers are already present all around Delhi, Bombay, and Gujrat; >>

What is the source of this information? Give us one news story published in the Indian mainstream media dealing with the overwhelming presence of Bangladeshi refugees.
You may have access to 'special' sources that are not available to ordinary Indians. Such statements are regularly concocted by RSS and other Sangh Parivar outfits whenever they are spewing anti-Muslim rhetoric, statements that are never ever verified by the media when they are reporting on these Hindu Nationalists gatherings.

"Then there is Bangladesh. A one-meter sea level rise - which could happen as soon as 2050 according to some Antarctic specialists - could result in between 22 and 35 million people in Bangladesh relocating from the areas in which they now live and work. Two-thirds of this nation is less than five meters above sea level."
If the above prediction of Al Gore really comes true, can you guess where those 35 million people will go? All of them will move in to India. The eastern belt of West Bengal and Assam is already saturated with Bangladeshi settlers and migrant workers. Colonies after colonies of Bangladeshi settlers are already present all around Delhi, Bombay, and Gujrat; can they take another 35 million Bangladeshi settlers? Most of them will probably be brain-washed anti-Indian or down-right communal cadres of BNP/Jamat. What can India do with such unwanted guests? I do not envision a happy ending. Do you?

Rising Seas From Antarctica to Bangladesh

Al Gore, Reader Supported News
01 February 12

fter crossing the legendary Drake Passage, we came in sight of the Antarctic continent. It is a majestic, otherworldly place. The Antarctic Peninsula, which juts northward toward South America, is lined with ice-covered mountains and surrounded by abundant wildlife in the sea. But even on this continent that looks and feels pristine, a troubling process is underway because of global warming.
The ice on land is melting at a faster rate and large ice sheets are moving toward the ocean more rapidly. As a result, sea levels are rising worldwide. Most of the world's ice is contained in Antarctica - more than 90 percent. The West Antarctic Ice Sheet, which lies south of the Peninsula, contains enough water to raise sea levels worldwide by more than 20 feet. Part of the ice sheet, the Pine Island Glacier ice shelf, is among the many in Antarctica that are shrinking at an accelerating rate. This has direct consequences for low-lying coastal and island communities all over the world - and for their inland neighbors.
In analyzing the relationship between melting ice and sea level rise, it is important to distinguish between two kinds of ice: the ice on land and the ice floating on top of the sea. When floating ice melts, sea level is not affected, because its weight has already pushed the sea level upward. But the melting of glaciers and ice sheets resting on land does increase sea level rise. So far, the melting of small mountain glaciers and portions of ice sheets in Antarctica and Greenland has been the main contributor to sea level rise from the loss of ice. (As the oceans warm up, their volume naturally expands, and this too has been a contributor to a small portion of the sea level rise that has occurred in the age of global warming).
Scientists aren't yet sure precisely how much sea levels will rise over the next century. What we do know is that sea level rise is occurring already, with real consequences for human beings who live near the coasts. In the world's largest port cities, 40 million people are now already at risk of severe coastal flooding. That number could well triple within the next half-century or so.
Even wealthier countries are not immune to the impacts. In the United States, for example, particularly vulnerable areas are: Miami Beach, the Chesapeake region, coastal Louisiana, and coastal Texas. In some of these areas, the land is sinking even as the oceans rise. This will have implications that extend right up to the steps of our nation's Capitol. A recent study found that sea level rise of only a tenth of a meter would lead to $2 billion in property damage and affect almost 68,000 people in Washington, D.C. In addition, the enhanced threat of storm surges was illustrated last year when tropical storm Irene led to warnings that the New York City subway system and tunnels into the city could be flooded.
But the most vulnerable regions lie in developing countries, where populations are still rising fast and there is little money to shore up infrastructure. The cities most threatened by sea level rise are places like Calcutta and Mumbai in India; Guangzhou, China; and Ho Chi Minh City, Vietnam. And of course, there are more than a few low-lying island nations - like the Maldives - that are already in imminent danger.
Then there is Bangladesh. A one-meter sea level rise - which could happen as soon as 2050 according to some Antarctic specialists - could result in between 22 and 35 million people in Bangladesh relocating from the areas in which they now live and work. Two-thirds of this nation is less than five meters above sea level. For the nation's 142 million people packed into a small space, climate change poses a nearly unimaginable challenge. The threat of sea level rise is not simply flooding, but saltwater intrusion that hurts the production of rice, the country's staple crop. Increased damage to rice farmers could soon put 20 million farmers out of work and force them into crowded cities.
Here in Antarctica, it's easy to feel isolated from the rest of the world. But as I look at this exquisite continent buried deep under the ice, it's troubling to think about what will happen as this ice melts ever more rapidly.
