Maoist Warriors: More than foot soldiers

Predictably, Delhi's Left-dominated intellectual circles have condemned the reported move on the part of Chhatisgarh police to implicate a high-profile Delhi University Professor for her alleged links with the Maoists in the state. Like the professor concerned, most of these intellectual elites come from highly influential families – in fact, many of them are the children of top bureaucrats and academicians.

Many of them have been educated abroad. And most of them spend more time in foreign junkets and seminar circuits, mostly conducted in five-star hotels. They talk about the poor and exploited but their personal lifestyles are typically that of upper middle class. They earn their names by criticizing the actions of the Indian "State", which they accuse of being the worst offender of human rights and the greatest exploiter of the toiling classes.

They extol the ideas and activities of the Maoists, Muslim-fundamentalists and the secessionist terrorists. They do not believe in the idea of India and its present constitution. They would like a new revolution, but not exactly clear what that revolution should lead to. And they are not bothered whether India survives in its present form or disintegrates.

The Maoists leaders' ultimate aim is to capture political power, which they cannot attain under our parliamentary democracy.

And yet, when in trouble for their various acts of omission and commission, they do not lose any time in utilizing their family connection and other clouts to seek respite from the same "State" or the government. The family of the aforementioned Delhi University Professor is hyperactive these days in seeking favour from the senior ministers and bureaucrats of the central government so as to neutralize the fears generated form the government of Chhatisgarh.

And in this endeavour, the "secular" credentials of the Professor and her husband, who is a high profile journalist, are being highlighted so that the "secular" central government restrains a "communal state government" of Chhatishgarh from contemplating any action against the professor.

Interestingly, however, both the central government and Chhatisgarh government are on the same side as far as fighting the Maoists are concerned. There are, of course, some differences between them over the manner of using the paramilitary forces in the state, but these differences are only tactical.

On May 6, 2010, the Union Home Ministry issued a statement saying that, "It has come to the notice of the government that some Maoist leaders have been directly contacting certain NGOs and intellectuals to propagate their ideology and persuade them to take steps which would provide support to the CPI (Maoist) ideology." Government officials warned members of civil society that the Unlawful Activities (Prevention) Act, 1967, which calls for imprisonment of up to 10 years, could be used to punish individuals in contact with the Maoists.

Union Home Minister P. Chidambaram had earlier called upon civil society demanding "voices of condemnation of those who have, erroneously, extended intellectual and material support to the CPI (Maoist)." And it is precisely under this set of laws that the Professor could be implicated since the telephone record of one of the arrested Maoist functionary in Chhatisgargh suggests that he was in touch with her.

Now, the so-called human rights activists challenge this set of laws. They argue that these laws are draconian and fascist, leading to the suppression of their freedom of speech and political rights. Therefore, these laws are threats to the civil society and must have no place in a democracy, they add.

Its warriors are not only foot soldiers but also supporters who facilitate their ideas in disseminating them fast though media, films, lectures and seminars. Here the battle is for the domination of the mind space.

In other words, the activists like our professor would like to make a distinction between the Maoists fighting violently on the ground and those who intellectually support them "for fighting and speaking for the rights of the marginalized, including landless peasants, tribal groups, and Dalits".

Though these activists claim not to approve Maoists' violence, their opposition is nothing but superficial. Because, at the same time they say that they understand the Maoists' noble goal of ending exploitation and how their violence is with a cause.

This being the case, they totally underplay if the Maoists destroy schools and hospitals and indulge in extortion, torture and killings. They hardly bother to speak about the death of police personnel gunned down by the Maoists but make a lot of hue and cry if a Maoist is questioned or gunned down. These activists do not consider of any minimum but uniform standard to oppose all rights violations irrespective of who its victims are or who commits them.

All this leads to the question: where exactly should one draw a line between the Maoists on the ground and their intellectual supporters under the grab of human rights activists? The question is all the more relevant when the Maoists are literally fighting a war against the nation as a whole. Let us have no pretension that they are fighting for the poor and downtrodden; their leaders, most of whom incidentally come from the privileged backgrounds, are exploiting and recruiting the poor and downtrodden as foot soldiers.

The Maoists leaders' ultimate aim is to capture political power, which they cannot attain under our parliamentary democracy. By any stretch of imagination, they will not grant us the rights and facilities which their intellectual supporters are claiming for them if they acquire political power through a violent revolution. They do not believe in the principle of reciprocal recognition and respect of rights that ensures that one's own rights will be protected as much as that of one's adversary.

The war that the Maoists are fighting is like any other typical "Fourth Generation Warfare (4GW)" in which the war is within, amongst, and sometimes even against, the people, and is not centered around the armed forces on a battlefield. Its objective is to foster a collapse of the enemy internally, rather than that of its armed forces physically.

Its warriors are not only foot soldiers but also supporters who facilitate their ideas in disseminating them fast though media, films, lectures and seminars. Here the battle is for the domination of the mind space. The 4G warrior is now extremely powerful because he or she has now got enough opportunities provided by a democracy like ours to manipulate the public opinion by magnifying minor tactical successes out of proportion.

In my humble opinion, any human right activist, howsoever celebrated he or she may be, has to be dealt under the laws legitimately framed in accordance with the country's constitution. If he or she is supporting, irrespective of whether directly or indirectly, the ideas and activities of the Maoists, then he or she should be branded as a 4GW soldier and prosecuted accordingly. He or she cannot claim any special concessions in the name of human rights.

In any case, international law also recognises that human rights can be limited or even pushed aside during times of national crises. And Maoism today constitutes a national crisis in the country. The Maoists are hard core terrorists, not like ordinary criminals. They and their supporters need to be treated sternly by the State with all its might.

US seeks to expand military presence in Asia

On his way to Australia for annual security talks, Mr Gates said closer ties with Australia would help the US expand its role in South East Asia.(Reports BBC)

The US would focus on fighting piracy, improving counter-terrorism, disaster aid and cyber-security, he said.
He said the US move was not to contain China, which is engaged in various territorial disputes in the region.
Mr Gates said Washington had no plans for more bases in the region.But he expressed hopes for increased co-operation on issues such as missile defence and "space surveillance". "We're looking at a number of different options," he said.

Concerns have intensified around the region since China published maps earlier this year claiming the entire South China Sea as part of its territory. But Mr Gates said: "This isn't about China at all."
 
"It is more about our relationships with the rest of Asia than it is about China," he told reporters travelling with him.

A senior US defence official told reporters that the Pentagon is "looking at how we can make sure our forces are not just oriented in north-east Asia, but are looking down to south-east Asia and then into the Indian Ocean as this part of the security environment becomes more important".We want China to be a force for good, strongly engaged in global and regional architecture, strongly engaged in a rules-based framework"

Australian Prime Minister Julia Gillard said everyone hoped China could play a larger role in regional co-operation.
"I think we will be talking about the geopolitics of our region, and that means of course we'll be talking about the rise of China and as China rises, what sort of force it is going to be in the world," she said.

"I believe we have a shared perspective with the United States that we want China to be a force for good, strongly engaged in global and regional architecture, strongly engaged in a rules-based framework." She spoke of the benefits for Australia of closer military ties with the US.

To the Patriotic Writers and Intellectuals of Bangladesh

[This is in response to a few writers, who expressed their concern about the present state, and the future, of our independence and sovereignty]

 

I fully understand your concern for the independence and sovereignty of Bangladesh. There is no doubt that India has been able to dictate terms since 1/11 2007, but they have been able to do so because of support from the US(Bush) and their allies, including their rubber stamp, the UN. However, the people of Bangladesh are, in general, against the hegemony of India. Thus, if the people are organised, then they would be strong enough to repel any external aggression or hegemony that they may face. It has been proved time and again that the people at the grass roots level can defeat super powers,  as it has been proved in Korea, Vietnam, Afghanistan, Iraq and elsewhere in the world.

 

We need to persevere in our sustained political campaign to unite the people against Indian hegemony. The present government, whatever support it had amongst the people, because of US and European backing, has now lost it. The government may resort to more severe repression, but it would only create more resentment among the people and it would unite the opposition more, the combined result of which in the end would probably push the govt to its doom. The BAL  General Secretary Ashraf already said that they have been following BKSAL policies. About a week ago, Sajeda said that BNP and Jamaat would not be allowed to exist. Indeed, India wants to demolish the BNP, Jamaat and the army.

 

It was stipulated in the 7-point agreement, which Tajuddin signed with India in 1971, that Bangladesh would have no army and that Bangladesh would have only a para-military national guard for internal law and order. Accordingly, during 1972-75, the army was made powerless in the cantonment and the 'Jatio Rakkhi Bahini' (the National Guard Force) was raised with Indian money, arms, training and Indian command. Shortly afterwards, 30,000 patriots were massacred to wipe out opposition to the BAL government and Indian hegemonism. The govt's reign of terror, and the plunder of BAL and India, caused the man-made famine of 1974, in which 3 to 5 hundred-thousand people perished. But the uprising of 7 November 1975 delivered a severe set-back to the Indian hegemonists for the next three-and-a-half decades.

 

It is only because of Bush's policies that the Indian hegemonic influence was back again through 1/11 2007 conspiracies.However, Bangladesh survived the horrors of 1972-75. It also survived the covert army rule of 2007-08 and its horrors. It will survive Hasina's BKSAL autocratic repressions and her sell-out of national interests. But, we need to work for it. It is only through sustained efforts that we can see better days.

  

Please keep on writing on the conspiracies in the CHT, border killings, the conspiracy of transit, the adverse effects of Farakka, Tipaimukh, Teesta Barrages, and the 54 rivers, the economic and cultural aggression of India, India's conspiracies to turn Bangladesh into a vassal state, the conspiracy against the BDR and the Army, Govt's sell-out of national interests, poverty (root cause: colonialism and neo-colonialism) and the need for economic development, India's war plans against China and Pakistan and how India wants to use Bangladesh territory in their war efforts, India's 25 year proxy war in Sri Lanka and how Sri Lanka defeated it with the help of its alliance with China, Pakistan and Iran, the need for Bangladesh to develop alliance with China, Pakistan, Iran, Sri Lanka, Myanmar, Nepal, Bhutan etc., the geo-politics of South Asia especially in relation to Indian hegemonism, India's internal problems, World politics, Palestine, Kashmir, Seven Sisters States etc. etc.

  

Please remember that we fought colonialism for 190 years and then we succeeded. Thousands of people were sold out, yet millions were steadfast. We have now been fighting against Indian hegemonism and we shall certainly win! Many are certainly sold out, but millions are steadfast. We have to shape the political resistance. We will keep on campaigning.

 
Writers like Rousseau, Voltaire, Thomas Paine, Shelley inspired the people to change the society. In our fight against colonialism, our National poet Nazrul inspired millions to stand up and fight for independence and against injustice. 
 
The patriotic writers and intellectuals today have been inspiring the people of Bangladesh to unite and fight against Indian hegemonism. So, please continue your noble and patriotic efforts, and keep on imbuing people with inspiration and vision. We shall certainly overcome! We may have difficulties today, but our future is bright!

Dear Alochoks,

This is another interesting news about the transit route for India. So, India will save 70% of transport cost at the expense of Bangladesh. This means India will be able to export their goods at a much cheaper cost and be more competitive. So what will happened to industries in Bangladesh?

What has India done so far for Bangladesh? What has happened to trade imbalance between Bangladesh and India? Why cannot Bangladesh sale its goods and services to India without any entry barriers?

Certain groups of people with vested interest trying to hood wink the population of Bangladesh into thinking that a transit route for India is good for Bangladesh. This is indeed very bad news  for Bangladesh. India can look after its interest but who is looking after Bangladesh's interest. Certainly not our politicians.

This issue has such a national importance that it should be put forward to the public in a referendum – let the people of Bangladesh decide whether it is good for them or not. This issue should not be decided by Mujib's daughter or Dictator's wife and sons but by the people of Bangladesh.

I see some analogy  between this issue and the European single currency - UK did not join the single currency the Euro. Had UK joined the single currency (which is dominated by Germany) it would have been a complete disaster for UK economy.

Politicians in the UK put their national interest first whereas politicians in Bangladesh put their parties interest first.

Bangladesh could reap a profit of $2.3bn in a period of 30 years by giving transit facilities to India, Nepal and Bhutan, a think tank has said.

To earn that profit, Bangladesh would, however, have to invest $1.17bn in capital expenditure, operation and maintenance costs for over 30 years to develop corridors for transit traffic, says the Centre for Policy Dialogue (CPD).
Of the amount, $53.74mn and $769mn would be required to set up road and rail links, $79mn and $129mn to upgrade the Chittagong and Mongla ports, and $99mn to operate and maintain them.
Bangladesh and India signed a joint communique in January 2010 creating scope for introducing multi-modal transit and transhipment between the two nations.

After years of nursing reservations that India could gain at its expense, Bangladesh is now preparing the UN-sponsored trans-Asian road and rail network that will link major points in the region.
Prime Minister Sheikh Hasina's pacts with India that allow the trans-Asian linkages have, however, been opposed by the main opposition Bangladesh Nationalist Party.

The CPD study says the transit revenue for Bangladesh would be low in the first five years since many constructions and arrangements would be done during the period. Bangladesh would be able to reap about 10% of the full potential benefit at that time.

"From the sixth year onward, full potential benefits are assumed to be realised," the Daily Star said yesterday.
A team of experts from Bangladesh, India, Nepal and Bhutan prepared the study report. Rahmatullah, former director of the UN Economic and Social Commission for Asia and the Pacific, led the team.

Bangladesh could gain at least three benefits from transit services, says the study.
Freight charges within Bangladesh's transport network would go down and the country would receive revenue in port charges from international cargo at the Chittagong and Mongla ports. Besides, transit fees to be earned by Bangladesh will be equivalent to 70% of India's transport cost saving, it says.

The study covered 14 corridors - eight road routes, five rail routes and a waterway - for transit traffic between Bhutan, India and Nepal through
Bangladesh. IANS

How Bangladesh is not getting "Transit Tariffs" from Indian goods shipped through Bangladesh roads into India's North east region .The whole arguments presented to the people of Bangladesh by the present Government and section of civil society -like Center For Policy Dialog ( CPD ) was that Bangladesh will earn US $ 800 million to 1 billion annually by allowing Transit Facilities to India , this was to be earned by way tariff on Indian goods shipped through Bangladesh territories into Indian Seven states in North East .

This however is not the case anymore , some key advisors in Prime Minister's office under intense pressure and lobby from Indian high Commission in Dhaka has given in and asked relevant authorities to suspend collecting transit fees on Indian goods shipments through it's territories . The question is ? when even Bangladesh transport vehicles has to pay roads and transport tax to use the country's infrastructure , how in the hell Indian Transports gets away without paying any tariff or fees ,while using Bangladesh infrastructure. The strange and ironic thing is that very few Newspapers and Govt official are protesting or debating this critical & impotent issue .

Only Amar Desh and Dinkal motivatedly wrote such article. Actually she said, during AL regime 1996-2001, rice price was TK10.00 but now TK40.00 She also said if AL will win the election rire price will be reduce again. On that time Some of AL supporters raised slowgan "40 taka choul khabo na, BNP ke vote debo na, 10 takai choul khabo Noukai vote debo". It does not mean SK.Hasina promised to reduce rice price TK10.00. It is the fact. Moreover in AL menefesto, they never wrote- rice price will reduce TK 10. I understand BNP Rajakars will say its Hasina's promised, because they are living in Pakistani dream. including (who will comment on my writting)....
