Pakistan puts spy agency under civilian control


ISLAMABAD (Reuters) - Pakistani Prime Minister Yousaf Raza Gilani put the military's main spy agency under the control of the Interior Ministry on Saturday, a move seen as asserting civilian authority over the intelligence network.


The Inter Services Intelligence (ISI) agency is known to have wielded great influence on foreign and security policies, especially towards India and Afghanistan.Critics say it played a major role in the creation of the Islamist Taliban movement which took control of Afghanistan in the 1990s and harboured al Qaeda until it was forced from power by U.S.-led forces in the wake of the Sept. 11 attacks.


Last month, Pakistan denied accusations by Afghan authorities that the ISI was behind an attempt by Taliban militants to kill Afghan President Hamid Karzai in April."The Prime Minister (has) approved the placement of Intelligence Bureau and Inter Services Intelligence under the administrative, financial and operational control of the Interior Division with immediate effect," the Pakistani government said in a statement on Saturday.


The Intelligence Bureau is Pakistan's main civilian security agency.Security analysts said the decision was the first move by the civilian government formed after February elections, led by the party of slain former Prime Minister Benazir Bhutto, to assert its authority over Pakistan's intelligence network.

SUSPICION
"Undoubtedly, it's a good decision. It will ensure better coordination between the intelligence agencies," former general turned analyst Talat Masood said."It's an effort to assert civilian oversight on the affairs of the intelligence agencies."The government announcement came hours after Gilani embarked on his first official visit to the United States.


Pakistan dropped support for the Taliban and joined the U.S.-led campaign against terrorism after the Sept. 11 attacks organised by Osama bin Laden, a guest of the Taliban.
But it has been unable to completely dispel suspicion that for various national security reasons, some elements of its security forces are still helping the Taliban.Military issues are always closely watched in Pakistan, which has been ruled by generals for more than half of its 60 years of independence.


Pakistani President Pervez Musharraf, who seized power as a general in 1999, stepped down as army chief in November to become a civilian leader.General Ashfaq Kayani, who succeeded Musharraf as army chief, has taken several steps to take the army out of politics, including ordering all army officers out of civilian posts and barring them from meeting politicians.

For the over 18 months that it has been in power, the military-controlled interim government has insisted that it does not have a political agenda and has not been engaged in political engineering. Even when it was clear, in March and April of last year, that the regime was actively trying to exile our country's two top political leaders as part of a plan to neutralise them politically, the regime denied having any such agenda and has continued to deny since the very existence of a `minus-two' programme even though it has perceivably carried on its efforts to implement that programme in different ways and through different means.

 

Against that backdrop, the statements made by the communications adviser Golam Quader, on Thursday, regarding the regime's behind-the-scenes maneuvering with Bangladesh Nationalist Party chairperson, Khaleda Zia, proves that this regime has been disingenuous with the people of this country.


Through his admission that the regime has been trying to strike a deal with Khaleda similar to a deal that was apparently reached with Awami League president Sheikh Hasina that resulted in her temporary release, the communications adviser has confirmed our worst fears as expressed in these columns on countless occasions – that the military-controlled government has been almost singularly focused on political engineering through its direct interference in the political process rather than on its primary duty of creating a level playing field for the existing political parties to contest parliamentary elections.

   
Although we are not sure about the contents of the deals that are under discussion or ones that may already have been struck, speculation has it that the regime has been trying to get both Khaleda Zia and Sheikh Hasina to commit to leaving the country on the pretext of seeking medical treatment, or to retire from active politics in exchange for their release from jail. It is extremely unfortunate that a regime that announced immediately after it seized power that it would strengthen democracy is undermining the very ideal of democracy by imposing such deals on the political parties for its self-preservation. Had the government worked sincerely towards the holding of elections rather than getting itself embroiled in the political process and trying to advance its self-serving political agenda, it would not have needed to impose deals on the political parties.   


Moreover, the fact that the regime is deal-making with political leaders who were earlier arrested on charges of corruption and while they are under trial further erodes the credibility of the incumbents' entire anti-corruption campaign and betrays its lack of commitment to the rule of law. Had the regime ensured that due process was strictly adhered to in the investigations, arrests, interrogations and prosecutions of those suspected of corruption, it would have been able to have greater faith in the legal system and not feel it necessary to have to bypass it by deal-making with allegedly corrupt political leaders to keep them out of politics. The extent to which this regime has botched both its anti-corruption campaign and its attempts to change the nature of politics is almost beyond comprehension. 

   
The military-controlled government must by now realise that it does not have the mandate, the authority or the know-how to try to positively impact politics or strengthen democracy by engaging in political engineering. It is high time, therefore, that it abandons its political agenda and focuses on its main responsibility of aiding the Election Commission in holding parliamentary elections and overseeing the peaceful transition to an elected government.

Arunachal, Meghalaya favour trade ties with China, B'desh

As India is intensifying its efforts to broaden trade ties with South East Asia, two northeastern states have pitched for opening of border trading posts with neighbouring countries, including China.
Notwithstanding Beijing's claim over his state, Arunachal Pradesh Chief Minister Dorjee Khandu said opening of border trade posts with the communist nation would bring prosperity to the people of the state.
"We want opening of trading posts along our borders with Bhutan, China and Myanmar," Khandu told PTI here.
Meghalaya Chief Minister Donkupar Roy said New Delhi should look at the immediate neighbours of the Northeastern states as it would be more beneficial for them.
"Bangladesh is our immediate neighbour. The Central government should explore the possibilities of expansion of trade with that country," Roy said.
Arunachal Pradesh is pitching for opening of traditional trade points with China at Bumla and Kenzamane in Tawang, Mechuka in West Siang, Gelling in Upper Siang and Kibithu in Anjaw districts.
It has also already sought security clearance from the Union Home Ministry for development of traditional trade routes to revive border trade with Bhutan and Myanmar.
Roy said Meghalaya, which currently has a trading post along the Bangladesh border at Dawki, would be happy to see more such posts coming up in the near future.
The opening of the proposed Dongsengmang-Bleeting road will reduce the travel time between Bhutan and Arunachal Pradesh significantly. Besides trade, the road link is expected to help increase the tourist inflow.
Under the ASIDE (Assistance to State for Developing of Infrastructure for Export) scheme, minimum infrastructure for development of border trade with Myanmar and Bhutan from Arunachal Pradesh has been created.
To accelerate border trade, the Union Government is mulling the issue of opening trade centres in Avangkhu and Lungwa in Nagaland, Zowkhathar in Mizoram, Pangsau Pass in Arunachal Pradesh and Behiang, Skip and Tusom in Manipur (all along Indo-Myanmar border).
Union Minister of State for Commerce Jairam Ramesh has said that he was in favour of normal trade across the Myanmar border without any restriction or specification of commodities.
At present, the border trade (at Moreh) is only restricted to 22 permitted items.
India has expressed interest in developing the hydel power potential on the Chindwin River in Myanmar. India is already involved in similar projects with Bhutan and Nepal.
New Delhi is also helping Myanmar in developing the Sittwe port in the Arakan region on the Bay of Bengal. The facilities at the port will be expanded to accommodate goods traffic under an agreement signed by the two governments in April this year.
From Sittwe, the Kaladan river will be made navigable for 225 km up to a place called Kaletwa. From there, a 62-km highway will take the traffic to the India-Myanmar border in Mizoram. A road from the border will then link the project to National Highway-54.
The sea distance between Kolkata and Sittwe is about 540 km. India is financing the entire project at a cost of Rs 546 crore.

That means you don't want the current CTG to try the 1971 war criminals. That also means, you don't agree with Humayun Ahmed on this point. 
Neither AL nor BNP nor JP tried these criminals. There is no guarantee that these parties, even if they manage to come to power in future, will complete this incomplete task. Probably that is the reason why Humayun Ahmed wants this to be done right now. I wonder why you don't agree with him.
Let's finish the job. Let the world know that the war criminals have been tried, punished and kept away from the politics of the land. Why do you want to wait!

This CTG belongs, consciously and unconsciously, knowingly or

desperately needs change at the heart of its politics.

This CTG's failures do not diminish the validity of its ambitions -

BAL is responisble for all that ails the country today.. In 1996 the street vilolence and agitation forced the government to accede to BAL demandd for a unheard of Caretaker government system only to hold election.  they did not have the foresight to see that they are keeping a big giaping hole in the system for a unconstitutional foce to intervene in the politifl scene through that hole... We are suffering today because of myopic BAL policy.. No country in the world has been stupid to follow this idiotic system. the job could have been done properly by strenghenin the Election commission..  It is poor people like us who has to bear the brunt because of the stupidity of our leaders. 
             This  politics of agitation and street politics must end. things must be sorted out in the parliament and no where else. Absenting from parliament for more than 10% of the session days  attendence should disqualify the parlamentarian to contest election in future unless the absences had been on genuine health fround.
                    Such stupid and idiotic exoperiment with demcracy must also end forthwith.

 Anti Corruption or Shaming the Nation?

 Eversince the CG (CareTaker Government) came to power, things have changed for worse.  Bangladesh already has image problem. Putting the two Prime Ministers in jail for over a year with thousands of political leaders, business leaders, the latter led the dynamism in the economy to compete inyernationally were also the targets and were put in jail. The whole nation was stunned. Judiciary came under the military's control. Even killing and paralyzing people before finding them guilty, terrorizing the nation with vindictiveness, people now are beginning to question, whose Care-taker government is this? Is this Anti Corruption or Shaming the Nation? We have no clue where is Bangladesh heading for?
 
The Chronology of events might give some clues:
BNP's term of office was going to be over in December 2007.
December 2006 Hasina led country wide strike and demonstration alledging favouratism by the appointed caretaker government officials.
January 2007 hooded man set fire in Bangladesh's garment factories, the High Court was vandalized.
January 2007 10 people were killed on day light in front of the Baitul Mokarram Mosque. Hasina said, "We will kill ten for one."
January 2007 Bangladesh's ports remained closed.
AL prepareing the coalition, and accepts Ershad, accepted Khalafat. Suddenly Hasina boycotted election after Ershad was declared disqualified to join election.
January 11, 2007 Motiur Rahman of Prothom Alo, a pro-Indian journalist instead of keeping safe distance from the seats of power invited the army to help form a care taker  government.
 
Who is who in the Care Taker government!
Chief advisor was a former World Bank employee under Profullah Patel of Guzrat.
 Iftikher Chowdhury was a Pope's prize winner, for what? The pope was a Muslim antagonist.
The army chief Moin U who was appointed by Khalida Zia at the recommendation of a Noakhali BNP leader. Moin U was a former pro-Indian mujibbadi.
Motiur Rahman was a former Moni Singh pro-Indian-Moscowvi te communist now a free-thinker.
Anam of the Daily Star is also involved with the care-taker government. In the past he was a leader of the Muzaffer NAP, now is a free-thinker.
Devebpriya now the head of the Bangladesh mission in Geneva is a pro-Indian element.
 
The Care Taker Government made Tarek the epitome of corrupted person. Report shows he was both immature and arrogant; it was his mother as the Prime Minister who should have been stern with Tarek.. He was too young for a responsible job. Surprisingly,  it is not Tarek alone, it is both of our former Prime Ministers who were arrested on corruption charges along with their innumerable ministers, some on alchohol charges.  However, some recently published works on General Mion U shows he himself was involved in favouratism to his relatives.
 
When Ershad came to power, his was also to fight corruption. Remember, Abdus Satter and his cabinet was made to look as the most corrupt people. Whatever, it is now clear that the corruption charges were deliberately orchrastrated more then it is in reality. So we question whose care taker govt is this? Why immediately after the coup in Feb 2007 Moin U goes to India and was given a state honor and awarded 7 horses by the Indian government? In whose wings did he fly to India? In the past, many other declared pro-Indian Generals like Khaled Moshraf seen as betrayer couldn't even cross the Dhaka city limit! 
 
It appears that the whole act of corruption charges is to shame the nation by forces that doesn't want to respect the sovregnity of Bangladesh. The victim is obviously Bangladesh and the Bangladesh nationalist forces that India wishes to destroy to make Bangladesh dependent on India- a matter of Nehru's chauvanistic India Doctrine!.Was Rajib Gandhi, Amitav Baschand were arrested and put in jail on corruption charges? No. If we don't know how to respect ourselves no one would!

So we question, why Motiur Rahman of Prothom Alo, a known India -lover was the go-between with Moin U?
Why lately India prepared a draft of transit and demanded from an unelected government?
Why Iftikhar Ahmed said he will leave the transit issue in such a position that future governments will have to give transit to India and under public outrage shyed away from it? 
Why the CG is signing the Gas and other treaties with foreign companies?
Why is it delaying election?
Why the US is surveying Bangladesh with full permission of the Chief Advisor?
Was the Dec 2006 and January 2007 events of anarchy were staged? Is the great AL party's decision not to join the election opportunist or manipulated by outside forces?
Is Hasina's AL now infiltrated by the RAW?
 
Who is running under the tide? Who is the third force?
 
Moin U seems to be a low calibred, opportunist and power hungry military General but keeps immense courage. If there is no election in December, if the two national Parties are not allowed to join the election, he will surely be seen misleading a country of 150 million. Is Moin U then going to be remembered as the Mir Jafforullah of Bangladesh? For Moeen U. Ahmed said in April and BBC reported: "We do not want to go back to an elective democracy where corruption becomes all pervasive, governance suffers in terms of insecurity and violation of rights, and where political criminalisation threatens the very survival and integrity of the state," Lt Gen Moeen U Ahmed told a conference in the capital Dhaka".

Tariq is not the leader that Bangladesh can look forward to.  He does not have the vision. I fail to understand as to why he tried to woo the Visva behaya  , a RAW operative and killer of Zia.  He can never be part of the nationalist forces. This behaya was behind all the problems that we are seeing today.
         It was his tactical mistake to remove B. Choudhury from his position. The time was not right and it damaged the party and its image.
        His selection of the Army chief was made without thorough checking of the background of the person concerned.
          The problem that BNP is in today is the resut of Tariq's imature actions. I refuse to say iktidae tu behazal Imam to him..

From the  newspaper report and write of Ranju sarkar published in Amadershomoy, it is clear that the  diplomate of the big brother in the subcontinent  in bangladesh forced CTG to arrest  Tareq zia and now working against his release for treatment.
 
 What i understand is that  Tareq's vision to run a  coalition government of all pro- Bangladeshi parties( for which he was eager to get Ershad with four party allience ) which has made  pro-indian force  ascending to power very difficult  has become  dangerous for the life of Tareq.
 

May Allah  be helpful to the pro- Bangladeshi people and leaders.

We like to know who these Peers and Mashaikhs are. These Peers and Mashaikhs are the ones who prescribe complete veil for their womenfolk and they strongly suggest (would like to enforce) the same for others, but when it comes to their beloved madam, they apply totally opposite standard. Her excessive use of makeups and not complete Islamic attire do not disqualify her from being the leader of the pack. But we know for sure they had a lot of them - Tarek, Mamun, Falu, Babar, Coco, Mirza Abbas, Huda, Saka Chow, Haris Chow, Pintu etc. etc. May be Al Badr Co-Chief and pathological liar Mujahid meant them as their Peers and Mashaikhs. Where have all the possible good candidates gone?
Its not about good or bad, per se. It is about reality. It is a question whether you have the proper framework and system in place that will enable and encourage the honest, competent people to become involved in the politics. Until you do that, its only a long talk.  
 
There are around 5500 local observers for the 4 city corporations and 9 poura shovas. Presumably, these are all well educated, responsible person who are acting for the sake of social responsibility and patriotism.
 
On the flipside, it has been alleged that there are few good candidates (honest and competent) in these local body elections. It seems that there is a lack of interest among the possible good candidates to run for office, compared to the interested people who wants to ensure the fairness of the votes.
 
So, its not true that there is not enough people who want to make sure that change happens in the governance scenario. At the same time, it is also true that all these possible candidates are prefering to stay part-time volunteens for the sake of the good governance!
 
How to change this dynamics? Do our policy makers understand the topic that we are trying to convey? We have discussed this elsewhere, let us repeat it again. The posts of elected officials are currently designed to be voluteer type job. However, the time and commitment that these positions need are more than a professional position. These positions do not even pay that is competitive enough for a sportsman, let alone competent, hard-working and honest youth. As a result, the current scenario is happening, as expected.
 
The real volunteers are all observers.
 
The fake volunteers are all candidates.
 
Election Commission has the responsibility to change this, only if they understand it. For details, read this article:
 
"Government should make the elected positions attractive to the young generation. Make this positions professional, i.e. an elected mayor or a chairman of a union parishad or an MP should earn more money than those of their peers who, for example, plays professional cricket or professional football or working 8-hours a day job. After all, these positions are supposed to be a 24-hour jobs if they are really willing to serve. Doesn't it make sense to make the most important jobs in the country to be professional, instead of the current part-time nature of these positions (if you are not sure whether the elected officials jobs are professional or not, read closely the job-description and their salary structure). "
 
   
One related question which many of my friends would usually ask, is it the same reason that we do not volunteer ourselves to the real field of politics, instead of writing columns which seems to be on-target in many cases? That is really a good question - a tough one, too. That is a topic for another day. But let us say this for today: It might be possible to volunteer ourselves and may be, some might become elected. However, the few number would not be enough to change the system. Give me something similar which are proposed in these articles, we will deliver a better Bangladesh in a decade, with visible changes from the upcoming elections, by accelerating a rather complex and social system. How? Because if the policymakers make these elected offices as professional posts, only then, there will be enough winners to make the system bow down to the need of the general people, to the need of the country. That is if you want to make the system respond quickly - if you want improve the system now. If we are not prepared to do that for whatever reasons, we should be prepared to be patient. Going into politics is a personal decision - everybody has different circumstances to base their decision. All you can do is change the structure so the individual decisions are easier. And hope that there will be enough number to get the kind of result that you want now.
 
This is probably nth number of time that we are pursuing the same topic. However, the policy makers seems to be irreponsive to the proposal. We have also hypothesized on some of the reasons in our two previous articles. Only they know why they are failing to see the logic. Its not late yet.

5,500 observers to monitor polls

Over 5,500 local and international election observers will monitor the August 4 polls, the first ones to be held under the state of emergency.

What many consider a litmus test for the Election Commission's (EC) preparations for the all-important ninth parliamentary polls, the forthcoming local elections have generated a huge interest among the foreign missions in Dhaka and non-government organisations.

Political analysts say the next month's polls to four city corporations and nine municipalities are crucial also in that they would determine whether a free and fair election is possible under the state of emergency.

So far 16 foreign missions have announced plans to employ 119 observers in the polls while local organisations have sought the EC's permission to deploy around 5,500 observers, sources in the EC Secretariat said.

In the last city corporation polls, held on April 25, 2002, only NDI and the British and Canadian high commissions had election observers and that too was for only the capital. This time, they prepare to observe polls in all four city corporations and some of the nine municipalities.

The number of foreign monitors in 2002 was 19 while that of local ones was 1,883.

The next month's local government election will be the first ones under the military-backed caretaker administration that took over on January 12 last year, a day after the state of emergency was promulgated. It will also be the first election to be conducted by the reconstituted EC.

Major political parties and different foreign missions have repeatedly argued that it would be difficult for the EC to ensure a free and fair conduct of the parliamentary election with the state of emergency in force.

In response, the caretaker government said whether to go for a complete withdrawal of the state of emergency for the parliamentary polls would be decided in the light of how the August 4 polls go.

On June 20, the EC announced the election schedule for four city corporations and nine municipalities. The same day the government relaxed the emergency power rules to allow rallies and processions in the areas going to polls.

According to the electoral rules, the electioneering that began on July 14 will end 32 hours before the polling starts at 8:00am on August 4. The emergency rules will switch back to full mode automatically with the end of electioneering. It means the polls will be held amid the state of emergency in full force.

Of the foreign missions, the European Union Delegation has sought permission for eight observers to be in Khulna and Rajshahi cities and Manikganj municipality, German embassy for three to be in Sylhet city, Swedish embassy for four in Sripur of Gazipur and Phulbaria of Mymensingh, Danish embassy for two in Phulbaria, NDI(National Democratic Institute) for seven in Rajshahi, Khulna, Barisal and Sylhet cities, Dutch embassy for three in Dupchanchia of Bogra, Turkish embassy for two in Sripur, Italian embassy for one in Manikganj, Japanese embassy for 10 in Sripur and Manikganj, Norwegian embassy for one in Phulbaria and Swiss embassy for one observer in Sripur municipality, according to a report by the EC Secretariat.

Besides, the British high commission wants to employ 11 observers, French embassy seven, IRI (International Republican Institute) 28, USAID 26 and DFID four. The report however did not specify the election areas where the observers will be posted.

Corruption if taken as only problem (which I do not consider as such) than we have no remedy. We all are corrupt, true, not with financial embezzlement or such but our line of thinking. Please read on:

 

Bangladesh will go under water – what reasons we attach to it, how do we think on this issue? If billions of tons  of silt that gets deposited from the upstream, though it violates our river systems yet that raises the sea bed and expand the coastline level. Do we know whom or what to blame?

 

Arsenic problem, millions of north and southern population is effected– what reasons do you attach to it. How do you think the water level has gone so down to bring the contamination. Are we talking the underlying reasons and what should be done.

 

Education, after 36 years of independence how come our basic education is still impoverished and far below the level of its usefulness. Do we know what to blame and how to improve on it. What level of priority we must attach to it?

 

Sovereignty of our land, if we really believe in our independence and its social, political integrity, how do we see the border violation and killing of our people everyday, should we accept in silence or we should learn how to protect ourselves. If so how we do it.

 

Rule of law can bring discipline into our daily life and help us prosper in the society. How do we uphold it, what do we think of the implementing agencies with its given structure and authority. When we talk about history and its villains but fail to look into today's villains. If we all are aware in right earnest, how come we can not come up with an unambiguous position.

 

We should not have been poor and oppressed like what we are today, had we, atleast a sizeable majority truly stand for our own causes of today and tomorrow with a reasonable honesty.

 

Notice our daily engagements and outcry, our moral bankruptcy!

Time and time again Bangladesh has been having its corruption problems. The thing is that the MPs who are corrupt are the only candidates available for the election and let me tell you that they do nothing but lie to the people who vote for them, right now the MPs that wre free are trying to get their money back and the thing is that they are most likely to be successful. The best way to get rid of these MPs is to simply kill them and kill all of them we must becasue time is of the essence.

In just about 40 years, bangladesh might as well be 25% flooded and the people of this country will suffer as land will be short for our rapidly growing population. Ofcourse there are good people in this country as well and what we must do is find them out, a person who is not corrupt like a poor guy who is not corrupt and running for mayor in chittagong or dhaka and what we must do is sponsor these guys because those of us who are living abroad have dollars and foreign currencies in our pockets and what we must do is donate a little to the campaign, a lengthy process? Well if you have any ideas, please post them to me.

The people of bangladesh are not speaking out loud and the problem is that those who are educated are very few most of our population consists of poor farmers and landless labourers, they do not understand and so it is easy to buy their votes and this is why the corrupt MPs are coming back again and again. What we must do and i think this is a good idea is that we can sponsor an add becasue a lot of people living in slums have a television maybe one small one for the whole community. So if we put an add somewhere important like when CLOSEUP one happens, what we can do is we can say that people who buy your vote are corrupt and if people want a better Bangladesh then we must understand who and what these people are and to do this we have to go around to the poor and educate them about this! I find this a lengthy and very expensive process but if the TVchannels agree to help us, then we may be able to decrease the costs significantly and for that we need a good negotiator.

dr. ahmed's writing has not helped a single soul, in fact the
quality of his writing and its popularity made people believe that it
is the best, but it is not. a careful analysis and comparison with
other great literature would reveal that to anyone.

we do not need anyone like humayun ahmed (as a writer), his
contribution may seem to help people; but in fact it is destroying many
people's taste of great literature. he has no contribution in
literature that is worth remembering or ponder over.

in fact, his popularity reveals our true understanding of great
literature; if anyone is familiar with great world literature, then
that person would agree that dr. ahmed creates garbage, total and pure
garbage.

there is no need to reach his level for anyone else, he has done enough damage to our literature. so, you telling us that to criticize him we have to be at his level, but to like his writing we can stay where we are? isn't that called blind-belief? from where did you learn to use this kind of reasoning? my friend, please take a look at your education, i am worried to hear this kind of reasoning in the 21st century.

perhaps you are not beyond correction yet.
