NEPAL IN SEARCH OF LOST IDENTITY

INTRODUCTION
South Asia is injured and bleeding due to the chicaneries of India using her intelligence agencies as the tools of governance within and without the frontiers of her country to make its dream of expansionism realize by grabbing the land, sucking the resources and placing its own stooges in the parliaments of neighbouring countries. Whether it's Bangladesh, Bhutan, Pakistan, Srilanka, Myanmar, Tibet or Nepal, the water resources are being ceased by India while making barrages and dams all along to turn the neighbour's land barren and this aqua bombing has since long been pounding but it is an apathy on the part of suffering countries who are keeping silent on this criminal quagmire thus making it more mournful and lugubrious.
 
All the intelligence agencies of India, especially the "RAW" are following the philosophy of "Chankya"alias Kautilya (literal meaning 'crooked'). 'Chankya' advocates deceit, guile, hypocrisy, machination, killing and gore are nearly 2500 years old lessons adopted by 'RAW' truly following her God Father (Chankya). With a friend like you (India) who needs a foe. Indian doctrine to display friendly gesture towards any country means becoming parasite and thus making it weaker by sucking its resources. 'Chankya' teaches that to whom you want to kill, first make him a thick friend and cut his main artery when offers you his neck and then let every one know of this truth but no one would believe rather they all would become sympathetic that you have lost the senses when confessing the guilt. The inbuilt geographical weakness of Nepal has been blessed with the cactus called land locked country fully being cashed by India through her 'RAW' the RASCAL.
 
Name anything and there one finds the impure hands of 'RAW' scratching Nepal's proud & rich civilization having its roots since time immemorial. Whether it's a parliament or drafting of constitution, eviction of monarchy or driving out Maoists from the government, according of citizenship to an unauthorized Indians or the matter of electricity, the massacre of king's family or grabbing the precious land of Nepal, every where there hangs a logo of India enameled with intrigue set by the 'RAW'. What a comic tragedy, if one asks a common citizen that who is the Prime Minister of Nepal, he would simply reply that 'Swine Sood' is the Premier of Nepal.
 
GREATER NEPAL
 
"GREATER NEPAL" is a concept or a dream yet to be realized. The existing Nepal is not the real picture of Nepal depicting its bonafide land as that had been shrinked due to the mischief of India getting in to intrigue with some of the Nepalese leaders at the helm of an affair at that point of time when the Britishers were leaving this subcontinent. India kept folding the precious land and the leaders of Nepal kept grabbing the benefits or the bones thrown by India. This selling of their motherland is still continuing by the politicians to be purchased by India on a much lesser rate than the prostitute who sells her chastity.
 
The book written by "Jasoosi ko Jaalo" by Saroj Adhikari" a well renowned journalist has mentioned until the time of publishing of the book, it has been revealed there are an estimated 70,000 people working in 'RAW' including 30,000 permanent secret agents, part timers and agents. Likewise, it is assumed that there are about 15,000 'RAW' agents deployed in countries including Pakistan, Bangladesh, Srilanka, Maldives, Afghanistan, Bhutan, China & Nepal. The activities of 'RAW' in all its neighbouring countries clearly expose its intention. Another famous writer Wang Khangwe Jo, a Professor of Beijing Institute of Asian Pacific Studies, has said, "Bharat wants to make Nepal a second Sikkim or Bhutan". Further he said, that the leaders of Nepal who are always complaining of foreign intervention in the country, when they get to the power, they are the ones dancing to the tunes of the foreigners in order to remain in power.
 
These politicians do not mind even the drifting of border pillars today when India trying to encroach the land of Nepal because making objection means loosing the seat or position in the parliament due to the prevailing hegemonic influence of India on Nepal. Where as the UNNF (United Nepal National Front) and other nationalist organizations in Nepal are demanding for the lawful return of Nepal's extended territories beyond present boundaries that were ceded by the British East India Company after the Saugauli treaty. At the public meeting organized in Ratnapark, the president of UNNF, Mr. Phanindra Nepal a flag bearer of the concept of 'Greater Nepal' demanded that the idea of 'Greater Nepal' must be included in the new constitution that is to be drafted by the Constituent Assembly in Nepal.
 
 "In the year 1960, The UN Security Council had passed a resolution against Colonization, in such a scenario India can no longer occupy Nepal's legitimate territories", Mr. Phanindra Nepal said. As per the International Laws, in the absence of the British East India Company with which the Nepal Government had signed the treaty in 1816, that automatically becomes null and void and the ceded lands must be handed over to Nepal as in no way India has any right to illegally possess the same. In addition, the clause 8 of the 1950 treaty of Peace and Friendship with India clearly advocates that "with this treaty in force, the past treaties signed by Nepal become obsolete" which mean that the territories lost by Nepal under the Saugauli treaty automatically should fall back to Nepal.
 
But who will bell the cat as India is alien to the decent and friendly language. Will this be done by the parliamentarians to include the stance in the new constitution which looks to be impossible or by the UN Security Council to implement the resolution but who will agitate the point when annoying Bharat Mata who is sitting like a serpent in Nepal in the shape of 'RAW' and the only course left for the Nationalist Groups is to launch a public awareness to create momentum in the movement against India for the rightful cause of taking the land back from the mouth of this 'Alligator' called India.
 
NEPAL'S CONSTITUTION

The preparation of constitution of Nepal is still in dole drum. It is a daunting task to complete the constitution by May 28th, 2010, as it has yet to be clothed in the first draft which is long awaited. All the major parties almost get in to the rifts whenever it sets forth its direction. If the parties are sincere to give constitution to the nation then they have to change their working style while paying no heed to the Indian dictation. The tragedy is there are some who always look towards the Indian ambassador 'Rakesh Sood' to score the point rather than keeping in mind the interest of the country. They always have an idea that their blessings begin and end in Delhi. This is the vital reason of the constitution not getting in to shape. There are many challenges the constitution is facing like confrontational position amongst the political parties and the prevalent situation deprived of peace process in the country. These both forms are the outcome of Indian doctrine so to create unrest and unhealthy atmosphere for the constitution to breathe in Nepal.
 
This must be remembered that any nation without constitution is no nation and there is always the constitution which brings people at par with the world at large and thus describe their character, justice and moral philosophies of life. There is lot to be done in context of the constitution within six months but every time obstructions being created by those who are dancing like puppets in the hands of an unseen forces primarily keeping the strings obviously lead by the "RAW" are the real culprits whiling away the precious time of this poor nation. It is rumoured that draft of Constitution of Nepal by the Constituent Assembly is a humbug as the same has already been prepared by India, if so the parliamentarians will always remain answerable to the people of Nepal who had bestowed trust on them to draft a 'New Constitution of Nepal' and not the one imported from Delhi having written on its face, 'The Constitution of Nepal, (Made in India)'.
 
INDIA STRETCHING LEGS IN NEPAL & TARGETING TERAI

How doleful it is that India through its illegitimate son 'RAW the Rascal' is bent upon mounting on to the back bone of Nepal called Terai region which is the precious economic belt of the country. It is continuously changing the demographic complexion of 'Terai". 'RAW' is mostly pushing the criminals and the offenders across the independent border existing between Nepal and India. These criminals are ruthlessly on behest of this very monstrous 'RAW' are involved in the heinous offences like raping women, killing innocent civilians and looting villages adjacent to the border areas, thus forcing people to flee. Since its independence in 1947, India has been settling the outlawed in the jungles and various parts of Terai especially in the border areas that have been stealing the precious wood from the jungles of Terai and then moving it to India.
 
Now this sizeable force of Indian origin works as eyes and ears of the 'RAW' against Nepal and China to safeguard the interest of India. They are fully armed and can explode violence in Terai region as and when asked by the 'RAW'. Not only this hundreds and thousands of Indians have contracted forcible marriages with the Nepalese women, hence during the period of last Interim Government, the Indians managed to get the Citizenship Act passed, by virtue of which all those Indians related to Nepalese by marriage and their offspring, were given Nepalese Citizenship. The aim is to have Indian population ascendancy to outnumber the real Nepalese origin people to make them elect as MPs in the parliament, thus in turn to safeguard Indian interests.
 
But interestingly a dangerous kind of contraband item is in use called FICN (Fake Indian Currency Notes) floating mostly by the Indian agents of the' RAW' infiltrating in to Nepal. The Indian fake currency is being sent across the border for the purpose of collapsing the economy of Nepal. Not only had this in all the major sectors Indian hegemony is exposed seriously thus causing alarm in the society as well.
 
'RAW' has sent its agents in Nepal, in the guise of journalists who are mainly working in the Himalayan Times and also in Kantipur whereas the editorial staff belongs to India, for the purpose of propagation and justifying the India's hegemonic designs. Most of the Indian agents have got married in Nepal which provides them the natural cover for conducting subversive acts.
 
All the outfits and the criminals are being provided weapons in Terai by agents of the 'RAW". The main aim is to cut Terai morally, physically and isolate it from rest of Nepal. And after doing so capture it like Sikkim & Bangladesh while making hue and cry in the world that this adventurism has been done only to save the people of Terai from the aggression of Nepal's Army. Man Mohan Singh must not fall prey to 'RAW's" scheme of intelligence because these buffoons lack intelligence and so untrustworthy they are that always tries to stab their benefactors like got killed Mrs. Indira Gandhi and same way the 'RAW' wrote the fate of her son (Rajiv Gandhi) to bring him to a point where the suicide bomber was there to embrace him for death.
 
The 'RAW' did all this massacre of Nehru family because it could not digest the popularity of this elite family who had devoted their lives in the politics of their country and more so had spent billions of rupees on up-bringing of this illegitimate spoilt son of India. But what a price they had to pay for the kind gestures displayed by the family of Nehru and the reward paid by the 'RAW' to drive them one by one to an altar to get slaughtered. So if the 'RAW' is pampering Mr. Man Mohan Singh to chop off Terai from rest of Nepal and annex it with India to mount on the back bone of Nepal may turn out to be a nightmare like Hitler who tried to go on to Ukraine to satisfy its lust for wealth. The people of Nepal will never allow this misadventure of India committing a folly on behest of 'RAW the Rascal'. India has to shed away the hypocritical style of hegemonic designs like her going in to Sri Lanka with the motive of capturing it but failed miserably, moving in to Bangladesh with the aim of making it her colony but her aim went in vain, spending billions of rupees on subversive activities of 'RAW' to disturb peace of Pakistan but since long hitting her head with a strong wall, India is leaving no stone unturned to create fuss in Tibet to stand against China and not allowing Nepal to construct 16 miles shingle road adjoining Nepal with China to form hurdles to restrict trade & commerce between the two countries.
 
After giving illegally the right of Citizenship to almost 80,000 Indians, having well settled on the grabbed Land of Nepal fully loaded with weapons and making Hindi as an official language would force Nepalese to hibernate in the refugee camps that too in their own country exactly on the lines of Bhutanese, hence before 'RAW' tries to inject this menace, the nation has to strike against thugs of the 'RAW" mostly working under the umbrella of 'Rubbish Swine'.
 
UNBECOMING OF AN AMBASSADOR

In Nepal, Rakesh Sood is popularly known as 'Rubbish Swine' who mostly displays the conduct 'Unbecoming of an Ambassador' and is mostly remembered as a miscreant, a rake and a rogue. There are so many spy net works working under-cover of diplomatic mission in Nepal but still no action has been taken against the 'RAW'. 'RAW' was responsible for the Royal massacre through its agent named 'Devyani Rana' and it was done so to destabilize the country. The same tradition is being followed by the Unbecoming of an Ambassador the one and the only 'Rubbish Swine' who in all the sectors of Nepal have planted agents of the 'RAW' to disturb peace in the country. Is there any country in the world where rules the unelected members who sit in a parliament except in Nepal and wear the caps of a Foreign Minister to the Premier, solely by the 'Rubbish Swine' having blessings of the Prime Minister Man Mohan Singh. Rubbish Swine is a 'Vulture of Fortune' who draws the luck lines on the palm of politicians for the ultimate gains of India.
 
 The impression outside the world is given as if Nepal is not a sovereign state but is one of the states of India. India through 'RAW' was the one which provided weapons to the Maoists to make the country crawl on its knees and after making her weak brought Maoists in to power, the group called as the terrorist that too none other than the India herself. And when the Maoists looked towards China to break the iron curtain of Land Locked Country and Mr. Parchanda had all the plans to visit China for the second time but was forced by Delhi through 'Rubbish Swine' to step down and that too once for all.
 
 At that point of time the extra ordinary jumping of 'Rubbish Swine' like a monkey was a worthwhile show to witness his maestro gutsy gestures of withering one elected government and shoe polishing the members on the other who had lost miserably in the elections but yet being garlanded as victorious to rule the country. Unbecoming of an Ambassador displays hateful debonair and is in a habit of summoning the parliamentarians to Indian embassy as to mark their presence in the school of faithfulness like the kindergarten students are counted in the class. But here these buffoons of parliamentarians of Nepal are baptized by the 'RAW' to do all those acts where India stands like pylon and Nepal as Pygmalion. Rakesh Sood will always be remembered like the character of a 'SHYLOCK' as in Shakespeare's drama.
 
Rakesh Sood is a real 'Rubbish Swine' an active agent of the 'RAW' & an Unbecoming of an Ambassador, the character of a Shylock in the history of Nepal and the one who turned Indian embassy in Nepal, in to a den of spies.
 
CONCLUSION

India has all along been intoxicated to drive South Asian states to concur with an idea of designing hegemony which has never hesitated to culture economic strangulation, political blackmailing and even carrying out naked aggression against the neighbouring countries. But Nepal has suffered a lot due to the treacherous tentacles spread by the 'RAW' which almost sits on the wealth of the country. Nepal's traditional pride of having to be ruled by the king was abolished due to the massacre in the palace hatched by the 'RAW" to kneel down the country for its ulterior motive. India, compelling Deputy President of Nepal to announce 'Hindi' as an official language which had met the major opposition from the public sector. Awarding citizenship of Nepal to those who were hardened criminals and were mainly settled by the 'RAW' in the border areas. Most of the land comprising of thousands of hectors area was grabbed by India. And the most hateful personality, an unbecoming of an ambassador, the persona non gratis, and the only 'RUBBISH SWINE" enjoys facilities like the ruler of Nepal.
 
There are so many pitfalls made by India, which have compelled Nepal to search for her lost identity and yet voicing 'Nepal as my friend'.

After the much-hyped Sheikh Hasina - Manmohan Singh summit in India last week, the question which agitates the public mind is: What does the balance-sheet of bilateral ties between the two friendly neighbours now look like? Hasina?s Government has agreed to give a significant number of real concessions and benefits to India ?- but what has Dhaka received? There are quite cogent reasons for the Bangladeshis to scrutinise what economic weakling Dhaka gained from Delhi, the third strongest economic powerhouse of the world.
   The people want to know how business will benefit from the ?opening of a new era of political relations with India? is a new question the country?s business community is now thinking about following the Prime Minister?s visit to Delhi.

   With the opening of transit to India?s northeast, Bangladesh may see a new garment industry growing in the state of Assam, Meghalaya, Tripura, Nagaland and Mizoram in the first place to beat back Bangladesh?s domestic RMG sector.
   Moreover, with the growth of a new socio-economic perspective, most FDI flows may find a new destination now to the Indian northeast at the cost of Bangladesh, experts here say. Most likely Indian investment from the capital-rich western wing may now pour in to the northeast which India so far denied to Bangladesh to protect its market there.
   
   Multimodal transit, security threats
   Now fabrics and machinery may come from western India to use cheaper manpower of the northeast and eventually Bangladesh may face the pressure from both in the Western part of India as well as from its northeast.
   Moreover, India is already lobbying with major multilateral agencies and bilateral donors to put in their resources to the northeast to beat back insurgency at a time when Bangladesh foreign ministry and other investment promotion agencies are passing easy time without any vision or strategy how to face the new situation now in the process of making.

   Prime Minister Sheikh Hasina has agreed during her visit to provide transit to India by road, railway and waterways, albeit under the cover of regional connectivity along with so many other consequential concessions. But what she has secured in return is a big question now facing increasing scrutiny as she got back an almost empty basket however, opening a new window of threats to Bangladesh domestic manufacturing and business.
   
   The Indian press
   The Indian press on conclusion of the visit applauded Prime Minister Dr Manmohan Singh for achieving everything that India wanted from the visit. It includes multimodal transit to India?s northeast through Bangladesh, right to use Chittagong and Mongla port, besides firm commitment of Bangladesh Prime Minister to fight Indian insurgents and working closely with Delhi in Bangladesh?s domestic politics.

   At certain stage, as newspaper report said, Sheikh Hasina and Sonia Ghandi and their children in informal chats and expression of fraternity presented the impression to the media of a family reunion in the sideline of diplomatic festivities. Hasina went to the extent of saying that late Indira Ghandi was like a mother to her; and she is now trying to follow policies in Bangladesh similar to those once followed by Mahatma Ghandi and Pandit Jawharlal Nehru.
   
   Unresolved issues
   Sheikh Hasina made no secret of the scheme when she said on return from Delhi that apart from closer diplomatic and political ties with India, she wants to integrate Bangladesh with the Bengali spirit of West Bengal.
   What Sheikh Hasina got in return is a big question. Observers say, she failed to resolve water issues, Tipaimukh dam issues, linkage to isolated chhitmahal or enclaves, duty-free market access of Bangladesh exports to Indian market and removal of para-tariff and non-tariff barriers, except an assurance from the Indian government that they would make duty-free export of some products easier to the Indian market.

   Even Indian finance minister Praban Mukherjee, who worked as a post-box of Bangladesh PM Sheikh Hasina to Indian administration, avoided naming the list of products as Bangladesh was pushing for, saying Delhi would take care of it later. Breaking diplomatic norms, Hasina even visited his New Delhi home for seeing her ailing wife. But their heart remained unmoved as far as they did not make any substantive concession to the Prime Minister in this regard except the big promise. It looked like an one way traffic, said an observer pointing to the joint communiqué ©ssued after the visit.

   The most significant part of the new political alignment is a total surrender of Bangladesh economy and infrastructure to Indian monopolistic control. Here in this case India offered loans to the tune of US$ 1.0 billion for Bangladesh infrastructure development linked to widening roads, ports, highways, dredging rivers and other facilities which would create additional capacity for multi-modal transport to support Indian transit connectivity through Bangladesh.
   News report said it may take at least three year to set up cross border power grid and the electricity is yet to be generated at Tripura passing equipment through Bangladesh opening the transit route in the first place for the purpose.
   Analysts say three-year period is a very long time: ?- Why is the government depending on India for the purpose without exploiting the time and resources to set up its own plants to become self-reliant?
   
   Telecom, submarine cable, Padma bridge
   Indian telecommunication companies have already bought Warid Telecom of Bangladesh and the government allowed it breaking existing law on transfer of such utility to third party only to accommodate India?s move to establish control on Bangladesh telecommunication system.
   The Indian companies are also vying to share the submarine cable landing station of Cox?s Bazar to extend its telecommunication network to Indian northeast.

   The government has also decided to buy 100 buses from India to strengthen the transportation system of Dhaka city. Moreover, sources close to diplomatic circle said Dhaka has already informally decided to give construction contract of Padma bridge to Indian conglomerate Tata and the design lay out of the bridge has been developed accordingly to build a steel frame bridge.
   India will also sell railway logistics to Bangladesh, provide dredging ships and equipment, in addition to taking over maintenance of such work related to developing transit network.
   
   Opposition parties
   In the end the control of the country?s economy is quickly passing to Indian hand and this is how Sheikh Hasina is moving to integrate Bangladesh with Indian economy and institutions. She possibly believed that once such integration will be at work, India will take active interest in Bangladesh to see that parties opposing such sell-out ?- such as BNP or Jammat and such other parties ?- would never have the opportunity to come to power. India will take care of it to protect its interest.

   Very interestingly, the 47 member trade delegation entourage with the Prime Minister has hardly any known face, except the BGMEA and BKMEA president. Most participants in the business entourage were party men who takes interest in it more as jamboree in a diplomatic mission. A banker led the delegation who was never visible in past trade negotiation with India.

[ALOCHONA] Indian Border Security Force (BSF) Killed 815 Bangladeshi Citizens.

One more Bangladeshi citizen was killed along Daulatpur border in Benapole early Tuesday as the killing spree of Indian Border Security Force (BSF) on the Bangladesh border continues unabated despite India's repeated pledges to stop such killings. With this, four Bangladeshis were killed by BSF in the first 11 days of 2010 taking the total number of deaths from January 1, 2009 to January 11, 2010 to 90. The number of Bangladeshis killed by BSF during the ten years period from January 1, 2000 to January 11, 2010 stands at 815. BSF also injured 857 and abducted 897 Bangladeshis in the same period.

In regard to the border killings, the agreement (MOU) that is signed by the Indian government with the Bangladesh prime minister during her diplomatic tour to India. With this latest killing of Ala, 30, son of Akbor Ali of Goira village, the Indian Government has already violated their agreement of bringing the border killings to a halt. This sort of brutality by the giant neighbor against poor Ala and many others has been continuing for decades; it has made thousands of young children fatherless, hundreds of young women widows and brought untold amounts of suffering for hundreds of families for the past decade.

While there are organizations like the UN, Amnesty International, and all other Human rights organizations created to protect the weak from this sort of injustices. Every single one of those organizations seems to be remaining silent or perhaps oblivious of the situation. The reality is, the Bangladesh government its self has cowardly failed to protect its citizens. But the question is how many more Ala's can we offer to the Indian bullet? How many more crying mothers, children, widows and fathers are we prepared to see? How long can we allow these barbaric killings to continue on the innocent human beings?

This type of speculation is futile, and damaging to Bangladesh. "An Indian influential weekly magazine.." that is how Indian propaganda machinery works to create as much confusion within Bangladesh polity and society that we fail to sort out/mend our own security systems in the quiet. India uses its influential mediums to lull us. Just as it plants stories into Bangladesh journals and newspapers. Often the technique involves planting a story in Dhaka and then using it as factual reference in their propaganda materials. 
 
India uses all types of psychological and media techniques learnt in Israeli schools. India may be poverty stricken but has enough manpower on the cheap to eventually damage its targets. We must wise-up and very judicious in the way we make use of any information they may be targeting at us. Remember India uses Chinese whispers to make enemies of each other.

Is it true that the members of the United Liberation Front of Assam (ULFA) living in Bangladesh were involved in the revolt by the Bangladesh Rifles in February 2009? Whether they were involved in anti-Awami League propaganda during last general election? An Indian influential weekly magazine reported about the ULFA?s involvement in such activities. The most influential weekly news magazine for researchers and academics the Economic and Political Weekly in an article in it?s recent 52nd issue elaborately stated about the debacles in the structure and politics of the ULFA.

   Udayan Misra, a national fellow of Indian Council of Social Science Research in his article ULFA: Beginning of the end stated: The change of government in Dhaka was already making things difficult for it when reports surfaced about ULFA?s involvement in the revolt by the Bangladesh Rifles in February 2009. This along with reports that the outfit had worked against the Awami League in the general elections, seemed to have been the decisive factor in the Sheikh Hasina government?s moves to crackdown on the ULFA leaders and push them out of the country. Ever since the ULFA leaders moved to Bangladesh in the 1990 and started operating from there, they had invested massive sums in Dhaka?s commercial banks and had built up huge assets for themselves. This, along with the support they received from anti-India elements in Bangladesh, had made Dhaka turn blind eye to the activities of the insurgent outfit. For instance, the ULFA general secretary Anup Chetia has been in a Bangladesh jail since 1998 and repeated efforts by the Indian authorities to have him sent back to India were met with indifference by the Bangladesh government.

   This correspondent discussed the matter with the Bangladeshi leaders, who recently visited New York and wanted to know whether the reported version regarding ULFA was true? Most of them expressed their ambivalent opinion, while they did not want to be quoted.Chairman of the Parliamentary Standing Committee on Foreign Affairs, who was a well known and carrier Foreign Service official A H M Muhmudul Hasan, on being informed about the report said, that might be. But he did neither confirm the report nor denied.

   However according to diplomatic sources in New York, who keep eyes on developments in Bangladesh, the allegation is quite significant. They further opined that in fact the issue could be the main point of discussion during the visit of Prime Minister Sheikh Hasina to India. They said that now a days the India?s main target is to put down the insurgency in India?s north eastern provinces. Not only the ULFA, rather all other insurgent groups including those from Nagaland, Tripura, Mizorum and Monipur states are now active in the north eastern provinces.

   The Indian initiative to have easy access in terms of transportation of goods and other relevant equipments to the north eastern provinces and easy communication system with that isolated area through building up fibre optics network in Bangladesh will be harmonized during the visit of Prime Minsiter Sheikh Hasina, the sources said. This time, the source added, India had already sounded that it would not give pressure on Bangladesh for transit, but still the north eastern issue will be the most important part of the agenda during the visit.

   The Economic and Political Weekly of India, in fact, has discussed the matter to shed initial light regarding the agenda. The sources said that without resolving the internal problems in the north eastern province, any kind of transit except the developed communication system may be counter productive for India as well as for Bangladesh. The armed cadres of ULFA and other insurgent groups might get together to disrupt the transit frequently.

   Since the beginning of the insurgency a total of 12,000 people were killed in Assam for achieving sovereignty. The ULFA commander Poresh Barua has not yet given up his demand for sovereignty. The bloodshed that had already experienced by the region may call for further bloodshed. Now the Indian government probably is trying to make a joint effort with Bangladesh to eliminate the threat of armed struggle by the Assamese.
 
  The issue is deeply rooted, says a diplomatic source in the UN, stating that, if the ULFA fighters were involved in BDR revolt, they have the power to attack further. So the arrests of Rajkhoa or Raju Barua and hand them over to India or force them to surrender before Indian forces would not end the tunnel. Because if the report of the Economic and Political Weekly is true, the followers of the arrested ULFA leaders (who were already on the verge of retirement to allow the new comers to occupy their places in the leadership) may be more fatal for Bangladesh.

The Largest Wave of Suicides in History

The number of farmers who have committed suicide in India between 1997 and 2007 now stands at a staggering 182,936. Close to two-thirds of these suicides have occurred in five states (India has 28 states and seven union territories). The Big 5 – Maharashtra, Karnataka, Andhra Pradesh, Madhya Pradesh and Chattisgarh– account for just about a third of the country's population but two-thirds of farmers' suicides. The rate at which farmers are killing themselves in these states is far higher than suicide rates among non-farmers. Farm suicides have also been rising in some other states of the country.
 

It is significant that the count of farmers taking their lives is rising even as the numbers of farmers diminishes, that is, on a shrinking farmer base. As many as 8 million people quit farming between the two censuses of 1991 and 2001. The rate of people leaving farming has only risen since then, but we'll only have the updated figure of farmers in the census of 2011.

 

These suicide data are official and tend to be huge underestimates, but they're bad enough. Suicide data in India are collated by the National Crime Records Bureau (NCRB), a wing of the Ministry of Home Affairs, government of India. The NCRB itself seems to do little harm to the data. But the states where these are gathered leave out thousands from the definition of "farmer" and, thus, massage the numbers downward. For instance, women farmers are not normally accepted as farmers (by custom, land is almost never in their names). They do the bulk of work in agriculture – but are just "farmers' wives." This classification enables governments to exclude countless women farmer suicides. They will be recorded as suicide deaths – but not as "farmers' suicides." Likewise, many other groups, too, have been excluded from that list.

 

The spate of farm suicides – the largest sustained wave of such deaths recorded in history – accompanies India's embrace of the brave new world of neoliberalism. Many reports on that process and how it has affected agriculture have been featured right here, on the Counterpunch site. The rate of farmers' suicides has worsened particularly after 2001, by which time India was well down the WTO garden path in agriculture. The number of farmers' suicides in the five years – 1997-2001 – was 78,737 (or 15,747 a year on average). The same figure for the five years 2002-06 was 87,567 (or 17,513 a year on average). That is, in the next  five years after 2001, one farmer took his or her life every 30 minutes on average. The 2007 figures (detailed below) place that year, too, in the higher trend.

 

What do the farm suicides have in common? Those who have taken their lives were deep in debt – peasant households in debt doubled in the first decade of the neoliberal "economic reforms," from 26 per cent of farm households to 48.6 per cent. We know that from National Sample Survey data. But in the worst  states, the percentage of such households is far higher. For instance, 82 per cent of all farm households in Andhra Pradesh were in debt by 2001-02. Those who killed themselves were overwhelmingly cash crop farmers – growers of cotton, coffee, sugarcane, groundnut, pepper, vanilla. (Suicides are fewer among food crop farmers – that is, growers of rice, wheat, maize, pulses.) The brave new world philosophy mandated countless millions of Third World farmers forced  to move from food crop cultivation to cash crop (the mantra of "export-led growth"). For millions of subsistence farmers in India, this meant much higher cultivation costs, far greater loans, much higher debt, and being locked into the volatility of global commodity prices. That's a sector dominated by a handful of multinational corporations.

 

The extent to which the switch to cash crops impacts on the farmer can be seen in this: it used to cost Rs.8,000 ?($165 today) roughly to grow an acre of paddy in Kerala. When many switched to vanilla, the cost per acre was (in 2003-04) almost Rs.150,000 ($3,000) an acre. (The dollar equals about 50 rupees.)

 

With giant seed companies displacing cheap hybrids and far cheaper and hardier traditional varieties with their own products, a cotton farmer in Monsanto's net would be paying far more for seed than he or she ever dreamed they would. Local varieties and hybrids were squeezed out with enthusiastic state support. In 1991, you could buy a kilogram of local seed for as little as Rs.7 or Rs.9 in today's worst affected region of Vidarbha. By 2003, you would pay Rs.350 -- ($7) -- for a bag with 450 grams of hybrid seed. By 2004, Monsanto's partners in India were marketing a bag of 450 grams of Bt cotton seed for between Rs.1,650 and Rs.1,800 ($33 to $36). This price was brought down dramatically overnight due to strong governmental intervention in Andhra Pradesh, where the government changed after the 2004 elections. The price fell to around Rs.900 ($18) – still many times higher than 1991 or even 2003.

 

Meanwhile, inequality was the great man-eater among?the "Emerging Tiger" nations  of the developing world. The predatory commercialization of the countryside devastated all other aspects of life for peasant farmer and landless workers. Health costs, for instance, skyrocketed. Many thousands of youngsters dropped out of both school and college to work on their parents' farms (including many on scholarships). The average monthly per capita expenditure of the Indian farm household was just Rs.503 (ten dollars) by early this decade. Of that, 60 per cent roughly was spent on food and another 18 per cent on fuel, clothing and footwear.

 

Farmers, spending so much on food? To begin with, millions of small and marginal Indian farmers are net purchasers of food grain. They cannot produce enough to feed their families and have to work on the fields of others and elsewhere to meet the gap. Having to buy some of the grain they need on the market, they are profoundly affected by hikes in food prices, as has happened since 1991, and particularly sharply earlier this year. Hunger among those who produce food is a very real thing. Add to this the fact that the "per capita net availability" of food grain has fallen dramatically among Indians since the "reforms" began:  from 510 grams per Indian in 1991, to 422 grams by 2005. (That's not a drop of 88 grams. It's a fall of 88 multiplied by 365 and then by one billion Indians.) As prof. Utsa Patnaik, India's top economist on agriculture, has been constantly pointing out, the average poor family has about 100 kg less today than it did just ten years ago – while the elite eat like it's going out of style.  For many, the shift from food crop to cash crop makes it worse. At the end of the day, you can still eat your paddy. It's tough, digesting cotton. Meanwhile, even the food crop sector is coming steadily under corporate price-rigging control. Speculation in the futures markets pushed up grain prices across the globe earlier this year.

Meanwhile, the neoliberal model that pushed growth through one kind of consumption also meant re-directing huge amounts of money away from rural credit to fuel the lifestyles of the aspiring elites of the cities (and countryside, too). Thousands of rural bank branches shut down during the 15 years from 1993-2007.

 

Even as incomes of the farmers crashed, so did the price they got for their cash crops, thanks to obscene subsidies to corporate and rich farmers in the West, from the U.S. and EU. Their battle over cotton subsidies alone (worth billions of dollars) destroyed cotton farmers not merely in India but in African nations such as Burkina Faso, Benin, Mali, and Chad. Meanwhile, all along, India kept reducing investment in agriculture (standard neoliberal procedure). Life was being made more and more impossible for small farmers.

 

As costs rose, credit dried up. Debt went out of control. Subsidies destroyed their prices. Starving agriculture of investment (worth billions of dollars each year) smashed the countryside. India even cut most of the few, pathetic life supports she had for her farmers. The mess was complete. From the late-'90s, the suicides began to occur at what then seemed a brisk rate.

In fact, India's agrarian crisis can be summed up in five words (call it Ag Crisis 101): the drive toward corporate farming. The route (in five words): predatory commercialization of the countryside. The result: The biggest displacement in our history.

Corporations do not as yet have direct control of Indian farming land and do not carry out day-to-day operations directly. But they have sewn up every other sector, inputs, outlets, marketing, prices, and are heading for control of water as well (which states in India are busy privatizing in one guise or another).

 

The largest number of farm suicides is in the state of Maharashtra, home to the Mumbai Stock Exchange and with its capital Mumbai being home to 21 of India's 51 dollar billionaires and over a fourth of the country's 100,000 dollar millionaires. Mumbai shot to global attention when terrorists massacred 180 people in the city in a grisly strike in November. In the state of which Mumbai is capital, there have been 40,666 farmers' suicides since 1995, with very little media attention.

 

Farmers' suicides in Maharashtra crossed the 4,000-mark again in 2007, for the third time in four years, according to the National Crime Records Bureau. As many as 4,238 farmers took their lives in the state that year, the latest for which data are available,?accounting?for a fourth of all the 16,632 farmers' suicides in the country. That national total represents a slight fall from the 17,060 farm suicides of 2006. But the broad trends of the past decade seem unshaken. Farm suicides in the country since 1997 now total 182,936.

 

To repeat, the five worst affected states?– Maharashtra, Andhra Pradesh, Karnataka, Madhya Pradesh and Chattisgarh?– account for two-thirds of all farmers' suicides in India. Together, they saw 11,026 in 2007. Of these, Maharashtra alone accounted for?over 38 per cent. Of the Big 5, Andhra Pradesh saw a decline of 810 suicides against its 2006 total. Karnataka saw a rise of 415 over the same period. Madhya Pradesh (1,375) posted a decline of 112. But Chattisgarh's 1,593 farm suicides mean an increase of 110 over 2006. Specific factors in these states nourish the problem. These are zones of highly diversified, commercialized agriculture where cash crops dominate. Water stress has been a common feature, and gets worse with the use of technologies such as Bt seed that demand huge amounts of water. High external inputs and input costs are also common, as also the use of chemicals and pesticides. Mindless deregulation dug a lot of graves, lit a lot of pyres.

Maharashtra registered a fall of 215 farm suicides in 2007.

 

However, no other state even touches the 3,000 mark. And AP (with 1,797) and Karnataka (2,135) – the next two worst hit states – together do not cross Maharashtra's 4,000-plus mark. A one-year dip of 221 occurred in 2005 too, in Maharashtra, only to be followed by an all-time high of 4,453 suicides in 2006. The state's trend shows no turnaround and remains dismal.

 

Maharashtra's 2007 figure of 4,238 follows one and a half years of farm "relief packages" worth around Rs.5,000 crore ($1 billion) and a prime ministerial visit in mid-2006 to the distressed Vidharbha region. The state has also seen a plethora of official reports, studies and commissions of inquiry over 2005-07, aimed at tackling the problem. However, the 12,617 farm suicides in the same years is its worst ever total for any three-year period since the state began recording such data in 1995. Indeed, farm suicides in Maharashtra since that year have crossed the 40,000 mark. The structural causes of that crisis seem untouched.

 

Nationally, farmers' suicides between 2002-07 were worse than for the years 1997-2001. NCRB data for the whole country now exists from 1997-2007. In the five years till 2001, there were 15,747 farmers' suicides a year on average. For the six years from 2002, that average is 17,366 farmers' suicides each year. The increase is distressingly higher in the main crisis states.
