Pakistan's Religious Minority Problem

On Sunday, August 11, Pakistan will celebrate National Minorities Day, giving recently-elected Prime Minister Nawaz Sharif his first formal opportunity to recognize the value of religious minority communities to the nation. 

 

Created in 2011, this day is a bittersweet irony for Pakistan.  

 

On the one hand, it recalls the inclusive and tolerant vision of the past: of Quaid-e-Azam Mohammed Ali Jinnah, Pakistan's founder, whose speech to the nation on August 11, 1947 included these words:

 

"You are free.  You are free to go to your temples, you are free to go to your mosques or any other places of worship...You may belong to any religion or caste or creed - that has nothing to do with the business of the state."

 

On the other hand, it highlights the stark realities of the present: how Pakistan has betrayed Jinnah's vision by failing to fulfill his words with concrete actions that protect religious minorities from harm.  Indeed, Islamabad has done little to stem a rising tide of violence against members of Pakistan's Ahmadi, Christian, Hindu, Shi'a, and Sikh communities.

 

Last month, the U.S. Commission on International Religious Freedom (USCIRF) released the findings from its Pakistan Religious Violence Project.  Tracking publicly reported attacks against religious communities over the past 18 months, the project collected alarming data that catalogued the human toll of Pakistan's intolerance and hatred.  During that time period, there were more than 200 incidents of sectarian violence that led to 1,800 casualties, including more than 700 deaths.

 

Many of those killed or injured were Shi'a citizens, with some of the most lethal assaults taking place during Shi'a holy months and pilgrimages.  During the year-and-a-half period covered by the study, there were 77 attacks against the Shi'a, 54 against Ahmadis, 37 against Christians, 16 against Hindus, and 3 against Sikhs.

 

Since the publication of USCIRF's report, the death toll has continued to rise.  On July 27, at least 57 people were killed and more than 150 woundedby bombs targeting a market frequented by Shi'a in northwestern Pakistan.

 

To his credit, Sharif raised concerns about the plight of religious minorities in his maiden speech to Pakistan's National Assembly and tasked his government to crack down on militants targeting the Shi'a.  Hopefully his comments reflect a realization that the time for mere talk and symbolism has passed and that resolute action is needed to ensure that the perpetrators of violence against religious communities are arrested, prosecuted, and jailed along with the violent extremist groups that have spurred the bloodshed. 

 

Moreover, police officers must be held accountable for thwarting justice when they turn a blind eye to attacks or refuse to file police reports when the victims are religious minorities.  

 

With luck, Sharif's comments also intimate that the government will reconsider its enforcement of blasphemy and anti-Ahmadi laws which violate international human rights standards and encourage extremist attacks on perceived transgressors.  Just recently, a Christian man, Sajjad Masih, was found guilty of denigrating the Prophet Mohammed and sentenced to life imprisonment, despite the accuser recanting.  He joins nearly 40 others who either are on death row or serving life sentences for allegedly blasphemous activity. 

 

Interestingly, Masih's sentencing occurred on the eve of the fourth anniversary of attacks against Christians in Punjab in the village of Gojra -- where Masih is from-- in which eight were killed, 18 were injured, two churches and at least 75 houses were burned, and not a single perpetrator was brought to justice. 

 

Pakistan's surreal inversion of justice, in which some are punished for alleged words and beliefs while others commit literal acts of violence against them with impunity and without consequence, must end.  Sharif's government must prove it is serious about ending this dual attack on its most vulnerable citizens.  One simple step it can take immediately is to reopen the Federal Ministry of Interfaith Harmony and reaffirm its mission of promoting respect for members of all religious communities, particularly religious minorities.  In the meantime, USCIRF will keep monitoring the situation and the Sharif government to determine whether it should continue recommending that the United States designate Pakistan a "country of particular concern," marking it as among the world's most egregious violators of freedom of religion or belief.

 

Sixty-six years ago, Pakistan's founding father laid a dream of equality and freedom before his nation.  It is time for Pakistan's government to honor that dream not merely by repeating its words, but enacting it through deeds.

ভারতীয় উপমহাদেশ বিভক্তির পর ৬৬ বছর পূর্ণ হতে চলল। বিভক্তির প্রেক্ষাপটে ১৯৪৭ সালের ১৪ ও ১৫ আগস্ট পাকিস্তান ও ভারত নামে আলাদা দুটি রাষ্ট্র অস্তিত্ব লাভ করে। কিন্তু প্রতিবেশী হিসেবে তারা আজও শান্তিপূর্ণ সহাবস্থানে থিতু হতে পারেনি, বন্ধু হিসেবে তো নয়ই। দুই দেশে সীমান্তে গিজগিজ করছে সেনা, অনিবার্যভাবে ঘটছে সংঘর্ষ। এই তো কদিন আগেই ভারতীয় সেনাবাহিনীর পাঁচ সদস্যকে হত্যা করা হলো। হত্যাকাণ্ডের সঙ্গে পাকিস্তানি সেনাবাহিনী হয়তো সরাসরি সম্পৃক্ত নয়। কিন্তু এভাবে জিহাদি গ্রুপগুলো, এমনকি তালেবানও ভারতে অস্থিতিশীল পরিস্থিতি সৃষ্টির পরিকল্পনা বাস্তবায়নের সুযোগ পাচ্ছে। মনে হচ্ছে, ইসলামাবাদ ও নয়াদিল্লির মধ্যে আপস-সমঝোতার ব্যাপারে পাকিস্তানের সেনাবাহিনী আগ্রহী নয়। যখনই দুই দেশের মধ্যে সংলাপ শুরু হতে যায়, তখনই একটা না একটা ঘটনা ঘটানো হয়।
হিন্দু ও মুসলমান এই দুটি সম্প্রদায়ের মানুষ হাজার বছরেরও বেশি সময় ধরে একত্রে বসবাস করার পর কেন বিভক্ত হয়ে গেল—এই প্রশ্নের ব্যাখ্যা আমি কারোর কাছেই পাইনি; না কোনো সামনের সারির রাজনীতিবিদ, না কোনো ইতিহাসবিদ, না অন্য কোনো বিশিষ্ট ব্যক্তি বিভক্তির কারণটা ব্যাখ্যা করতে পেরেছেন।
কট্টরপন্থীরা দাবি করতে পারেন যে তাঁরা শান্তিশৃঙ্খলা বজায় রেখেছেন, কারণ তাঁরাই ছিলেন শাসক। কিন্তু বাস্তব সত্য হলো, এই যে হিন্দু ও মুসলমানেরা মিলিতভাবে এমন এক বৈচিত্র্যপূর্ণ সংস্কৃতি গড়ে তুলেছে, যেখানে দুই সভ্যতার সম্মিলনের প্রতি স্বীকৃতি ছিল, যেখানে বিভক্তির মেরুকরণের ঝোঁক পরাস্ত হয়েছিল। উভয় সম্প্রদায়ের মানুষের মধ্যে সামাজিক যোগাযোগ ছিল নিয়মিত ব্যাপার, উভয় সম্প্রদায়ের উৎসবগুলো উদ্যাপন করা হতো যৌথভাবে। কিন্তু গত শতকের তিরিশের দশকে সেই বন্ধন ছিন্নভিন্ন করে দিতে ধর্মীয় পরিচয়ের প্রবক্তাদের বেগ পেতে হয়নি। ভারতবর্ষীয় সমাজের বহুবৈচিত্র্যময়তা কি তাহলে ছিল বিভেদ-পার্থক্য ঢেকে রাখার একটা বাতাবরণ মাত্র? বাস্তবে কি দুই সম্প্রদায়ের মানুষ কখনোই এক আঙিনায় বাস করেনি, পরস্পর থেকে দূরে সরে থেকেছে?
এটাই যদি সত্য হবে, তাহলে যখন দেশভাগের কথা ভাবা হচ্ছিল, তখন কেন সব মুসলমানকে পাকিস্তানে আর সব হিন্দুকে ভারতে পাঠানোর কথা ভাবা হলো না? এমনকি মুসলমানদের জন্য পৃথক আবাসভূমি পাকিস্তানে যত মুসলমান গেছে, তার চেয়ে বেশি মুসলমান ভারতেই রয়ে গেলেও মুসলমানদের পক্ষ থেকে কোনো আপত্তি তোলা হয়নি। হিন্দুরা পাকিস্তান ছেড়ে ভারতে চলে এসেছে, পাঞ্জাব ও উত্তর ভারতের কয়েকটি শহরের মুসলমানদের অনেকে পাকিস্তানে চলে গেছে। কিন্তু এগুলো স্বতঃস্ফূর্ত দেশত্যাগ ছিল না, ছিল জবরদস্তিমূলক উচ্ছেদ। উভয় সম্প্রদায়ের মানুষ নিজ নিজ জন্মভূমি ত্যাগ করতে বাধ্য হয়েছিলেন।
দেশভাগের দাবি আড়ালে-আবডালে ছিল অনেক আগে থেকেই। কিন্তু তিরিশের দশকে দ্বিজাতিতত্ত্ব উচ্চারিত হওয়ার আগে পর্যন্ত সেই দাবির প্রতি মুসলমানেরা তেমন কর্ণপাত করেনি। কায়েদে আজম মোহাম্মদ আলী জিন্নাহ যে মুসলিম লীগের মধ্যে প্রাণের সঞ্চার ঘটিয়েছিলেন, সেই দলটি অনায়াসে বিজয়ী হয়েছিল। ১৯৩৭ সালের নির্বাচনে ১১টি রাজ্যে ৫৭টি মুসলমান আসনের মধ্যে মুসলিম লীগ জয়ী হয় ৪৮টিতে। এক দশক পর ১৯৪৬ সালের নির্বাচনে মুসলিম লীগের বিজয় ঘটে ভারতজুড়ে। বাংলায় ১১৯টি আসনের মধ্যে ১১৬টি, বিহারে ৫০টির মধ্যে ৪৩টি, উত্তর প্রদেশে ৬১টি আসনের মধ্যে ৫৪টি, সিন্ধু প্রদেশে ৩৪টি আসনের সবগুলোতেই জয়ী হয় দলটি। মুসলিম লীগ সংখ্যাগরিষ্ঠতা অর্জনে ব্যর্থ হয়েছিল শুধু উত্তর-পশ্চিম সীমান্ত প্রদেশে, যেখানে জয়ী হয়েছিল কংগ্রেস দল (লাল কুর্তা পার্টি)।
পাকিস্তানের জন্ম নিয়ে বিতর্ক করে কোনো লাভ হবে না। দেশটি এখন ক্রমেই আরও উগ্রপন্থার দিকে চলে যাচ্ছে, আরও বেশি তালেবানীকরণ ঘটছে সেখানে। কিন্তু ভারত ও পাকিস্তান উভয় দেশেই হিন্দু-মুসলমান উভয় সম্প্রদায়ের মধ্যে অনেক উদারপন্থী নেতা আছেন। পৃথিবীর অন্যান্য অংশেও উদারপন্থী মানুষ আছেন, যাঁদের প্রশ্ন এই দুটি সম্প্রদায়ের মানুষ শত শত বছর ধরে একত্রে মিলেমিশে বসবাস করার পরও কেন আলাদা হয়ে গেল, বিভক্ত হয়ে গেল।
কংগ্রেস দলের অন্যতম শীর্ষনেতা মাওলানা আবুল কালাম আজাদ সতর্ক করে দিয়ে বলেছিলেন, উত্তর প্রদেশ, বিহার ও মাদ্রাজের মুসলমানেরা এক সকালে উঠে আবিষ্কার করবে যে নিজ নিজ জন্মভূমিতেই তারা রাতারাতি বিদেশি আগন্তুকে পরিণত হয়েছে। শিল্প, শিক্ষা ও অর্থনীতিতে পিছিয়ে থাকা এই জনগোষ্ঠীগুলো বিশুদ্ধ হিন্দু রাজের কৃপার পাত্রে পরিণত হবে।
জওহরলাল নেহরু বলেছিলেন, ভারত ভাঙলে 'দুই জাতি'র সমস্যার সমাধান হবে না; কারণ হিন্দু ও মুসলমানেরা ছড়িয়ে আছে ভারতের সর্বত্র। মাওলানা আজাদের ব্যক্তিগত সচিব হুমায়ুন কবির আমাকে বলেছিলেন, মাওলানা মনে করতেন কংগ্রেসের নেতারা (নেহরুর বয়স তখন ৫৮ বছর, আর সরদার প্যাটেলের ৭২) দেশভাগ মেনে নিয়েছিলেন এ জন্য যে তাঁরা ভীষণ ক্লান্ত হয়ে পড়েছিলেন, ব্রিটিশদের বিরুদ্ধে আন্দোলন-সংগ্রাম চালিয়ে যাওয়ার ধৈর্য আর তাঁদের ছিল না এবং তাঁরা বাকি জীবনটা ব্যয় করতে চেয়েছিলেন স্বপ্নের ভারত গড়ে তোলার কাজে। মুসলমান সম্প্রদায়ের লোকেরা মাওলানা আজাদের নাম দিয়েছিলেন 'হিন্দুদের পুতুল'।
দেশত্যাগের ঢল নেমেছিল। দুই দিক থেকেই। কেউ ভাবতেও পারেনি, কেউ চায়নি, কিন্তু আর কিছু করার ছিল না। দেশ বিভাগের পরপর বিপুলসংখ্যক মানুষের দেশত্যাগের ফলে উদ্ভূত সমস্যাসহ অন্য অনেক বিশৃঙ্খলাময় সমস্যা মোকাবিলার চেষ্টা করতে গিয়ে দুই দেশ পরস্পরকে দোষারোপ করেছে। জন্মভূমি ছেড়ে যাঁরা অন্য দেশে চলে যেতে বাধ্য হয়েছেন, তাঁরা শুধু মনভর্তি তিক্ততা আর প্রতিহিংসা নিয়েই নতুন দেশটিতে যাননি, সঙ্গে আরও নিয়ে গেছেন তাঁদের পরিত্যক্ত গ্রামগুলোতে নৃশংস হামলার অজস্র কাহিনিও, যেসব গ্রামে তাঁরা অন্য সম্প্রদায়গুলোর মানুষের সঙ্গে মিলেমিশে বাস করেছেন শত শত বছর ধরে। দেশভাগ যদি হয়ে থাকে ধর্মের ভিত্তিতে, এই ঘটনাগুলোর কারণে সেই ধর্মীয় বিষয়গুলো ঢুকে গেছে আরও গভীরে।
দেশভাগের ফলে ব্যক্তিগতভাবে আমি কী ক্ষতির শিকার হয়েছি, তা অনুভব করি যখন আমাকে সীমান্ত পাড়ি দিতে হয় কপর্দকশূন্য অবস্থায়। আমি একা ছিলাম না। অধিকাংশ হিন্দু ও মুসলমানের মনেই নিশ্চিত বিশ্বাস ছিল যে গোলমাল থেমে গেলে সবাই নিজ নিজ ঘরে ফিরে যাব। কিন্তু তা আর কখনো ঘটেনি। আমাদের আর নিজ গৃহে ফিরে যাওয়া হয়নি।
মুসলিম লীগের ঘাঁটি ছিল উত্তর প্রদেশ আর বিহার। পাকিস্তান প্রতিষ্ঠার আগ পর্যন্ত ওই দুটি রাজ্যের মুসলমানেরা ধর্মনিরপেক্ষতার আদর্শকে ঘৃণার চোখে দেখত। আজ তারা ধর্মনিরপেক্ষতার নামে কসম খায়। সন্তানসন্ততিদের কাছে তারা তাদের এই দুই বিপরীত অবস্থানের কী ব্যাখ্যা দেয়? কীভাবে এটাকে জায়েজ করে?
দেশভাগের পাল্টা জবাব হচ্ছে ধর্মনিরপেক্ষতাবাদ। এটা যদি মানুষের বিশ্বাস না হয়ে থাকে, তবে তারা পেছন ফিরে তাকিয়ে দেখতে পারে। আজকে অনেক হিন্দুও একই ধরনের জাতীয়তাবিরোধী দৃষ্টিভঙ্গির শিকার হচ্ছে।
আমি ভেবেছিলাম, ব্রিটিশরা চলে গেলে এবং পাকিস্তান গঠন করা হলে ধর্ম নিয়ে উন্মাদনা থেমে যাবে। কিন্তু হিন্দু সম্প্রদায়ের ভেতরেও যে বিচ্ছিন্নতাবাদীরা সক্রিয় ছিল, তাদেরকে হিসাবে নেওয়া হয়নি আমার। আজকের বিজেপি হচ্ছে বিভাগপূর্ব মুসলিম লীগের মতো। গুজরাটের মুখ্যমন্ত্রী নরেন্দ্র মোদি হয়ে উঠেছেন হিন্দুত্বের সবচেয়ে বড় ধ্বজা!
ধর্মীয় দৃষ্টিভঙ্গির কারণেই উপমহাদেশ বিভক্ত হয়ে গেছে। আজ সেই একই তত্ত্ব আওড়াচ্ছে বিজেপি, ধ্বংস করে দিচ্ছে জাতীয় ঐক্য। যে মোদি গুজরাটের মুখ্যমন্ত্রী হয়ে ওই রাজ্যের মুসলমানদের হত্যাযজ্ঞকে সমর্থন দিয়েছিলেন, একবার কল্পনা করে দেখুন, সেই লোকটি ভারতে প্রধানমন্ত্রী হতে যাচ্ছে। তার মানে, একটা ধর্মনিরপেক্ষ দেশ ও সমাজ গড়ে তোলার লড়াইটা আবার নতুন করে শুরু করতে হবে। এ ছাড়া আর কোনো পথ নেই। কারণ, সংখ্যাগরিষ্ঠের আগ্রাসী মনোভাব ফ্যাসিবাদে রূপান্তরিত হতে পারে। যাঁরা গণতন্ত্র ও বহুত্ববাদী সমাজের কথা চিন্তা করেন, এই সন্ধিক্ষণে তাঁদের হাত গুটিয়ে বসে থাকার সুযোগ নেই।

         This recalls the Jamaati honcho S A Hannan's argument against a secular Bangladesh.  He does not realize (or may be he realizes it too well) that to run the State according to the RELIGION of the majority of the population is tantamount to fascism.  The most immediately noted fascist characteristic of Bangladeshi Jamaat is its intolerance for any cultural diversity within the Bangali Muslim traditional religious practices.

ভারতীয় উপমহাদেশ বিভক্তির পর ৬৬ বছর পূর্ণ হতে চলল। বিভক্তির প্রেক্ষাপটে ১৯৪৭ সালের ১৪ ও ১৫ আগস্ট পাকিস্তান ও ভারত নামে আলাদা দুটি রাষ্ট্র অস্তিত্ব লাভ করে। কিন্তু প্রতিবেশী হিসেবে তারা আজও শান্তিপূর্ণ সহাবস্থানে থিতু হতে পারেনি, বন্ধু হিসেবে তো নয়ই। দুই দেশে সীমান্তে গিজগিজ করছে সেনা, অনিবার্যভাবে ঘটছে সংঘর্ষ। এই তো কদিন আগেই ভারতীয় সেনাবাহিনীর পাঁচ সদস্যকে হত্যা করা হলো। হত্যাকাণ্ডের সঙ্গে পাকিস্তানি সেনাবাহিনী হয়তো সরাসরি সম্পৃক্ত নয়। কিন্তু এভাবে জিহাদি গ্রুপগুলো, এমনকি তালেবানও ভারতে অস্থিতিশীল পরিস্থিতি সৃষ্টির পরিকল্পনা বাস্তবায়নের সুযোগ পাচ্ছে। মনে হচ্ছে, ইসলামাবাদ ও নয়াদিল্লির মধ্যে আপস-সমঝোতার ব্যাপারে পাকিস্তানের সেনাবাহিনী আগ্রহী নয়। যখনই দুই দেশের মধ্যে সংলাপ শুরু হতে যায়, তখনই একটা না একটা ঘটনা ঘটানো হয়।
হিন্দু ও মুসলমান এই দুটি সম্প্রদায়ের মানুষ হাজার বছরেরও বেশি সময় ধরে একত্রে বসবাস করার পর কেন বিভক্ত হয়ে গেল—এই প্রশ্নের ব্যাখ্যা আমি কারোর কাছেই পাইনি; না কোনো সামনের সারির রাজনীতিবিদ, না কোনো ইতিহাসবিদ, না অন্য কোনো বিশিষ্ট ব্যক্তি বিভক্তির কারণটা ব্যাখ্যা করতে পেরেছেন।
কট্টরপন্থীরা দাবি করতে পারেন যে তাঁরা শান্তিশৃঙ্খলা বজায় রেখেছেন, কারণ তাঁরাই ছিলেন শাসক। কিন্তু বাস্তব সত্য হলো, এই যে হিন্দু ও মুসলমানেরা মিলিতভাবে এমন এক বৈচিত্র্যপূর্ণ সংস্কৃতি গড়ে তুলেছে, যেখানে দুই সভ্যতার সম্মিলনের প্রতি স্বীকৃতি ছিল, যেখানে বিভক্তির মেরুকরণের ঝোঁক পরাস্ত হয়েছিল। উভয় সম্প্রদায়ের মানুষের মধ্যে সামাজিক যোগাযোগ ছিল নিয়মিত ব্যাপার, উভয় সম্প্রদায়ের উৎসবগুলো উদ্যাপন করা হতো যৌথভাবে। কিন্তু গত শতকের তিরিশের দশকে সেই বন্ধন ছিন্নভিন্ন করে দিতে ধর্মীয় পরিচয়ের প্রবক্তাদের বেগ পেতে হয়নি। ভারতবর্ষীয় সমাজের বহুবৈচিত্র্যময়তা কি তাহলে ছিল বিভেদ-পার্থক্য ঢেকে রাখার একটা বাতাবরণ মাত্র? বাস্তবে কি দুই সম্প্রদায়ের মানুষ কখনোই এক আঙিনায় বাস করেনি, পরস্পর থেকে দূরে সরে থেকেছে?
এটাই যদি সত্য হবে, তাহলে যখন দেশভাগের কথা ভাবা হচ্ছিল, তখন কেন সব মুসলমানকে পাকিস্তানে আর সব হিন্দুকে ভারতে পাঠানোর কথা ভাবা হলো না? এমনকি মুসলমানদের জন্য পৃথক আবাসভূমি পাকিস্তানে যত মুসলমান গেছে, তার চেয়ে বেশি মুসলমান ভারতেই রয়ে গেলেও মুসলমানদের পক্ষ থেকে কোনো আপত্তি তোলা হয়নি। হিন্দুরা পাকিস্তান ছেড়ে ভারতে চলে এসেছে, পাঞ্জাব ও উত্তর ভারতের কয়েকটি শহরের মুসলমানদের অনেকে পাকিস্তানে চলে গেছে। কিন্তু এগুলো স্বতঃস্ফূর্ত দেশত্যাগ ছিল না, ছিল জবরদস্তিমূলক উচ্ছেদ। উভয় সম্প্রদায়ের মানুষ নিজ নিজ জন্মভূমি ত্যাগ করতে বাধ্য হয়েছিলেন।
দেশভাগের দাবি আড়ালে-আবডালে ছিল অনেক আগে থেকেই। কিন্তু তিরিশের দশকে দ্বিজাতিতত্ত্ব উচ্চারিত হওয়ার আগে পর্যন্ত সেই দাবির প্রতি মুসলমানেরা তেমন কর্ণপাত করেনি। কায়েদে আজম মোহাম্মদ আলী জিন্নাহ যে মুসলিম লীগের মধ্যে প্রাণের সঞ্চার ঘটিয়েছিলেন, সেই দলটি অনায়াসে বিজয়ী হয়েছিল। ১৯৩৭ সালের নির্বাচনে ১১টি রাজ্যে ৫৭টি মুসলমান আসনের মধ্যে মুসলিম লীগ জয়ী হয় ৪৮টিতে। এক দশক পর ১৯৪৬ সালের নির্বাচনে মুসলিম লীগের বিজয় ঘটে ভারতজুড়ে। বাংলায় ১১৯টি আসনের মধ্যে ১১৬টি, বিহারে ৫০টির মধ্যে ৪৩টি, উত্তর প্রদেশে ৬১টি আসনের মধ্যে ৫৪টি, সিন্ধু প্রদেশে ৩৪টি আসনের সবগুলোতেই জয়ী হয় দলটি। মুসলিম লীগ সংখ্যাগরিষ্ঠতা অর্জনে ব্যর্থ হয়েছিল শুধু উত্তর-পশ্চিম সীমান্ত প্রদেশে, যেখানে জয়ী হয়েছিল কংগ্রেস দল (লাল কুর্তা পার্টি)।
পাকিস্তানের জন্ম নিয়ে বিতর্ক করে কোনো লাভ হবে না। দেশটি এখন ক্রমেই আরও উগ্রপন্থার দিকে চলে যাচ্ছে, আরও বেশি তালেবানীকরণ ঘটছে সেখানে। কিন্তু ভারত ও পাকিস্তান উভয় দেশেই হিন্দু-মুসলমান উভয় সম্প্রদায়ের মধ্যে অনেক উদারপন্থী নেতা আছেন। পৃথিবীর অন্যান্য অংশেও উদারপন্থী মানুষ আছেন, যাঁদের প্রশ্ন এই দুটি সম্প্রদায়ের মানুষ শত শত বছর ধরে একত্রে মিলেমিশে বসবাস করার পরও কেন আলাদা হয়ে গেল, বিভক্ত হয়ে গেল।
কংগ্রেস দলের অন্যতম শীর্ষনেতা মাওলানা আবুল কালাম আজাদ সতর্ক করে দিয়ে বলেছিলেন, উত্তর প্রদেশ, বিহার ও মাদ্রাজের মুসলমানেরা এক সকালে উঠে আবিষ্কার করবে যে নিজ নিজ জন্মভূমিতেই তারা রাতারাতি বিদেশি আগন্তুকে পরিণত হয়েছে। শিল্প, শিক্ষা ও অর্থনীতিতে পিছিয়ে থাকা এই জনগোষ্ঠীগুলো বিশুদ্ধ হিন্দু রাজের কৃপার পাত্রে পরিণত হবে।
জওহরলাল নেহরু বলেছিলেন, ভারত ভাঙলে 'দুই জাতি'র সমস্যার সমাধান হবে না; কারণ হিন্দু ও মুসলমানেরা ছড়িয়ে আছে ভারতের সর্বত্র। মাওলানা আজাদের ব্যক্তিগত সচিব হুমায়ুন কবির আমাকে বলেছিলেন, মাওলানা মনে করতেন কংগ্রেসের নেতারা (নেহরুর বয়স তখন ৫৮ বছর, আর সরদার প্যাটেলের ৭২) দেশভাগ মেনে নিয়েছিলেন এ জন্য যে তাঁরা ভীষণ ক্লান্ত হয়ে পড়েছিলেন, ব্রিটিশদের বিরুদ্ধে আন্দোলন-সংগ্রাম চালিয়ে যাওয়ার ধৈর্য আর তাঁদের ছিল না এবং তাঁরা বাকি জীবনটা ব্যয় করতে চেয়েছিলেন স্বপ্নের ভারত গড়ে তোলার কাজে। মুসলমান সম্প্রদায়ের লোকেরা মাওলানা আজাদের নাম দিয়েছিলেন 'হিন্দুদের পুতুল'।
দেশত্যাগের ঢল নেমেছিল। দুই দিক থেকেই। কেউ ভাবতেও পারেনি, কেউ চায়নি, কিন্তু আর কিছু করার ছিল না। দেশ বিভাগের পরপর বিপুলসংখ্যক মানুষের দেশত্যাগের ফলে উদ্ভূত সমস্যাসহ অন্য অনেক বিশৃঙ্খলাময় সমস্যা মোকাবিলার চেষ্টা করতে গিয়ে দুই দেশ পরস্পরকে দোষারোপ করেছে। জন্মভূমি ছেড়ে যাঁরা অন্য দেশে চলে যেতে বাধ্য হয়েছেন, তাঁরা শুধু মনভর্তি তিক্ততা আর প্রতিহিংসা নিয়েই নতুন দেশটিতে যাননি, সঙ্গে আরও নিয়ে গেছেন তাঁদের পরিত্যক্ত গ্রামগুলোতে নৃশংস হামলার অজস্র কাহিনিও, যেসব গ্রামে তাঁরা অন্য সম্প্রদায়গুলোর মানুষের সঙ্গে মিলেমিশে বাস করেছেন শত শত বছর ধরে। দেশভাগ যদি হয়ে থাকে ধর্মের ভিত্তিতে, এই ঘটনাগুলোর কারণে সেই ধর্মীয় বিষয়গুলো ঢুকে গেছে আরও গভীরে।
দেশভাগের ফলে ব্যক্তিগতভাবে আমি কী ক্ষতির শিকার হয়েছি, তা অনুভব করি যখন আমাকে সীমান্ত পাড়ি দিতে হয় কপর্দকশূন্য অবস্থায়। আমি একা ছিলাম না। অধিকাংশ হিন্দু ও মুসলমানের মনেই নিশ্চিত বিশ্বাস ছিল যে গোলমাল থেমে গেলে সবাই নিজ নিজ ঘরে ফিরে যাব। কিন্তু তা আর কখনো ঘটেনি। আমাদের আর নিজ গৃহে ফিরে যাওয়া হয়নি।
মুসলিম লীগের ঘাঁটি ছিল উত্তর প্রদেশ আর বিহার। পাকিস্তান প্রতিষ্ঠার আগ পর্যন্ত ওই দুটি রাজ্যের মুসলমানেরা ধর্মনিরপেক্ষতার আদর্শকে ঘৃণার চোখে দেখত। আজ তারা ধর্মনিরপেক্ষতার নামে কসম খায়। সন্তানসন্ততিদের কাছে তারা তাদের এই দুই বিপরীত অবস্থানের কী ব্যাখ্যা দেয়? কীভাবে এটাকে জায়েজ করে?
দেশভাগের পাল্টা জবাব হচ্ছে ধর্মনিরপেক্ষতাবাদ। এটা যদি মানুষের বিশ্বাস না হয়ে থাকে, তবে তারা পেছন ফিরে তাকিয়ে দেখতে পারে। আজকে অনেক হিন্দুও একই ধরনের জাতীয়তাবিরোধী দৃষ্টিভঙ্গির শিকার হচ্ছে।
আমি ভেবেছিলাম, ব্রিটিশরা চলে গেলে এবং পাকিস্তান গঠন করা হলে ধর্ম নিয়ে উন্মাদনা থেমে যাবে। কিন্তু হিন্দু সম্প্রদায়ের ভেতরেও যে বিচ্ছিন্নতাবাদীরা সক্রিয় ছিল, তাদেরকে হিসাবে নেওয়া হয়নি আমার। আজকের বিজেপি হচ্ছে বিভাগপূর্ব মুসলিম লীগের মতো। গুজরাটের মুখ্যমন্ত্রী নরেন্দ্র মোদি হয়ে উঠেছেন হিন্দুত্বের সবচেয়ে বড় ধ্বজা!
ধর্মীয় দৃষ্টিভঙ্গির কারণেই উপমহাদেশ বিভক্ত হয়ে গেছে। আজ সেই একই তত্ত্ব আওড়াচ্ছে বিজেপি, ধ্বংস করে দিচ্ছে জাতীয় ঐক্য। যে মোদি গুজরাটের মুখ্যমন্ত্রী হয়ে ওই রাজ্যের মুসলমানদের হত্যাযজ্ঞকে সমর্থন দিয়েছিলেন, একবার কল্পনা করে দেখুন, সেই লোকটি ভারতে প্রধানমন্ত্রী হতে যাচ্ছে। তার মানে, একটা ধর্মনিরপেক্ষ দেশ ও সমাজ গড়ে তোলার লড়াইটা আবার নতুন করে শুরু করতে হবে। এ ছাড়া আর কোনো পথ নেই। কারণ, সংখ্যাগরিষ্ঠের আগ্রাসী মনোভাব ফ্যাসিবাদে রূপান্তরিত হতে পারে। যাঁরা গণতন্ত্র ও বহুত্ববাদী সমাজের কথা চিন্তা করেন, এই সন্ধিক্ষণে তাঁদের হাত গুটিয়ে বসে থাকার সুযোগ নেই।

I do not think it is bullshit. ( I do not know why I hear such expressions at all.) I believe Hasan Mahmud has rather hit the bull's eye. It is not irrelevant to ask what is Bengali and what is not. Perhaps we have come to this pass because we fail to ask questions like this.

Fatemolla (Hasan Mahmud of Canada)r bull shit.  It is dangerous at this juncture to pontificate on 'what is Bangalee' or what is not.  It creates the unnecessary binary opposition of Musulman v. Bangalee.  Yet, we know that it is a fact that there is no such thing as "non-Bangalee razakar".  The ones who are facing trial for crimes committed in 1971 at the Dhaka War Crimes Tribunal right now are all Bangalee.

ধর্মীয় দৃষ্টিভঙ্গির কারণেই উপমহাদেশ বিভক্ত হয়ে গেছে। আজ সেই একই তত্ত্ব আওড়াচ্ছে বিজেপি, ধ্বংস করে দিচ্ছে জাতীয় ঐক্য। যে মোদি গুজরাটের মুখ্যমন্ত্রী হয়ে ওই রাজ্যের মুসলমানদের হত্যাযজ্ঞকে সমর্থন দিয়েছিলেন, একবার কল্পনা করে দেখুন, সেই লোকটি ভারতে প্রধানমন্ত্রী হতে যাচ্ছে। তার মানে, একটা ধর্মনিরপেক্ষ দেশ ও সমাজ গড়ে তোলার লড়াইটা আবার নতুন করে শুরু করতে হবে। এ ছাড়া আর কোনো পথ নেই। কারণ, সংখ্যাগরিষ্ঠের আগ্রাসী মনোভাব ফ্যাসিবাদে রূপান্তরিত হতে পারে। >>

         This recalls the Jamaati honcho S A Hannan's argument against a secular Bangladesh.  He does not realize (or may be he realizes it too well) that to run the State according to the RELIGION of the majority of the population is tantamount to fascism.  The most immediately noted fascist characteristic of Bangladeshi Jamaat is its intolerance for any cultural diversity within the Bangali Muslim traditional religious practices.

এটাই যদি সত্য হবে, তাহলে যখন দেশভাগের কথা ভাবা হচ্ছিল, তখন কেন সব মুসলমানকে পাকিস্তানে আর সব হিন্দুকে ভারতে পাঠানোর কথা ভাবা হলো না? এমনকি মুসলমানদের জন্য পৃথক আবাসভূমি পাকিস্তানে যত মুসলমান গেছে, তার চেয়ে বেশি মুসলমান ভারতেই রয়ে গেলেও মুসলমানদের পক্ষ থেকে কোনো আপত্তি তোলা হয়নি। হিন্দুরা পাকিস্তান ছেড়ে ভারতে চলে এসেছে, পাঞ্জাব ও উত্তর ভারতের কয়েকটি শহরের মুসলমানদের অনেকে পাকিস্তানে চলে গেছে। কিন্তু এগুলো স্বতঃস্ফূর্ত দেশত্যাগ ছিল না, ছিল জবরদস্তিমূলক উচ্ছেদ। উভয় সম্প্রদায়ের মানুষ নিজ নিজ জন্মভূমি ত্যাগ করতে বাধ্য হয়েছিলেন।
দেশভাগের দাবি আড়ালে-আবডালে ছিল অনেক আগে থেকেই। কিন্তু তিরিশের দশকে দ্বিজাতিতত্ত্ব উচ্চারিত হওয়ার আগে পর্যন্ত সেই দাবির প্রতি মুসলমানেরা তেমন কর্ণপাত করেনি। কায়েদে আজম মোহাম্মদ আলী জিন্নাহ যে মুসলিম লীগের মধ্যে প্রাণের সঞ্চার ঘটিয়েছিলেন, সেই দলটি অনায়াসে বিজয়ী হয়েছিল। ১৯৩৭ সালের নির্বাচনে ১১টি রাজ্যে ৫৭টি মুসলমান আসনের মধ্যে মুসলিম লীগ জয়ী হয় ৪৮টিতে। এক দশক পর ১৯৪৬ সালের নির্বাচনে মুসলিম লীগের বিজয় ঘটে ভারতজুড়ে। বাংলায় ১১৯টি আসনের মধ্যে ১১৬টি, বিহারে ৫০টির মধ্যে ৪৩টি, উত্তর প্রদেশে ৬১টি আসনের মধ্যে ৫৪টি, সিন্ধু প্রদেশে ৩৪টি আসনের সবগুলোতেই জয়ী হয় দলটি। মুসলিম লীগ সংখ্যাগরিষ্ঠতা অর্জনে ব্যর্থ হয়েছিল শুধু উত্তর-পশ্চিম সীমান্ত প্রদেশে, যেখানে জয়ী হয়েছিল কংগ্রেস দল (লাল কুর্তা পার্টি)।
পাকিস্তানের জন্ম নিয়ে বিতর্ক করে কোনো লাভ হবে না। দেশটি এখন ক্রমেই আরও উগ্রপন্থার দিকে চলে যাচ্ছে, আরও বেশি তালেবানীকরণ ঘটছে সেখানে। কিন্তু ভারত ও পাকিস্তান উভয় দেশেই হিন্দু-মুসলমান উভয় সম্প্রদায়ের মধ্যে অনেক উদারপন্থী নেতা আছেন। পৃথিবীর অন্যান্য অংশেও উদারপন্থী মানুষ আছেন, যাঁদের প্রশ্ন এই দুটি সম্প্রদায়ের মানুষ শত শত বছর ধরে একত্রে মিলেমিশে বসবাস করার পরও কেন আলাদা হয়ে গেল, বিভক্ত হয়ে গেল।
কংগ্রেস দলের অন্যতম শীর্ষনেতা মাওলানা আবুল কালাম আজাদ সতর্ক করে দিয়ে বলেছিলেন, উত্তর প্রদেশ, বিহার ও মাদ্রাজের মুসলমানেরা এক সকালে উঠে আবিষ্কার করবে যে নিজ নিজ জন্মভূমিতেই তারা রাতারাতি বিদেশি আগন্তুকে পরিণত হয়েছে। শিল্প, শিক্ষা ও অর্থনীতিতে পিছিয়ে থাকা এই জনগোষ্ঠীগুলো বিশুদ্ধ হিন্দু রাজের কৃপার পাত্রে পরিণত হবে।
জওহরলাল নেহরু বলেছিলেন, ভারত ভাঙলে 'দুই জাতি'র সমস্যার সমাধান হবে না; কারণ হিন্দু ও মুসলমানেরা ছড়িয়ে আছে ভারতের সর্বত্র। মাওলানা আজাদের ব্যক্তিগত সচিব হুমায়ুন কবির আমাকে বলেছিলেন, মাওলানা মনে করতেন কংগ্রেসের নেতারা (নেহরুর বয়স তখন ৫৮ বছর, আর সরদার প্যাটেলের ৭২) দেশভাগ মেনে নিয়েছিলেন এ জন্য যে তাঁরা ভীষণ ক্লান্ত হয়ে পড়েছিলেন, ব্রিটিশদের বিরুদ্ধে আন্দোলন-সংগ্রাম চালিয়ে যাওয়ার ধৈর্য আর তাঁদের ছিল না এবং তাঁরা বাকি জীবনটা ব্যয় করতে চেয়েছিলেন স্বপ্নের ভারত গড়ে তোলার কাজে। মুসলমান সম্প্রদায়ের লোকেরা মাওলানা আজাদের নাম দিয়েছিলেন 'হিন্দুদের পুতুল'।
দেশত্যাগের ঢল নেমেছিল। দুই দিক থেকেই। কেউ ভাবতেও পারেনি, কেউ চায়নি, কিন্তু আর কিছু করার ছিল না। দেশ বিভাগের পরপর বিপুলসংখ্যক মানুষের দেশত্যাগের ফলে উদ্ভূত সমস্যাসহ অন্য অনেক বিশৃঙ্খলাময় সমস্যা মোকাবিলার চেষ্টা করতে গিয়ে দুই দেশ পরস্পরকে দোষারোপ করেছে। জন্মভূমি ছেড়ে যাঁরা অন্য দেশে চলে যেতে বাধ্য হয়েছেন, তাঁরা শুধু মনভর্তি তিক্ততা আর প্রতিহিংসা নিয়েই নতুন দেশটিতে যাননি, সঙ্গে আরও নিয়ে গেছেন তাঁদের পরিত্যক্ত গ্রামগুলোতে নৃশংস হামলার অজস্র কাহিনিও, যেসব গ্রামে তাঁরা অন্য সম্প্রদায়গুলোর মানুষের সঙ্গে মিলেমিশে বাস করেছেন শত শত বছর ধরে। দেশভাগ যদি হয়ে থাকে ধর্মের ভিত্তিতে, এই ঘটনাগুলোর কারণে সেই ধর্মীয় বিষয়গুলো ঢুকে গেছে আরও গভীরে।
দেশভাগের ফলে ব্যক্তিগতভাবে আমি কী ক্ষতির শিকার হয়েছি, তা অনুভব করি যখন আমাকে সীমান্ত পাড়ি দিতে হয় কপর্দকশূন্য অবস্থায়। আমি একা ছিলাম না। অধিকাংশ হিন্দু ও মুসলমানের মনেই নিশ্চিত বিশ্বাস ছিল যে গোলমাল থেমে গেলে সবাই নিজ নিজ ঘরে ফিরে যাব। কিন্তু তা আর কখনো ঘটেনি। আমাদের আর নিজ গৃহে ফিরে যাওয়া হয়নি।
মুসলিম লীগের ঘাঁটি ছিল উত্তর প্রদেশ আর বিহার। পাকিস্তান প্রতিষ্ঠার আগ পর্যন্ত ওই দুটি রাজ্যের মুসলমানেরা ধর্মনিরপেক্ষতার আদর্শকে ঘৃণার চোখে দেখত। আজ তারা ধর্মনিরপেক্ষতার নামে কসম খায়। সন্তানসন্ততিদের কাছে তারা তাদের এই দুই বিপরীত অবস্থানের কী ব্যাখ্যা দেয়? কীভাবে এটাকে জায়েজ করে?
দেশভাগের পাল্টা জবাব হচ্ছে ধর্মনিরপেক্ষতাবাদ। এটা যদি মানুষের বিশ্বাস না হয়ে থাকে, তবে তারা পেছন ফিরে তাকিয়ে দেখতে পারে। আজকে অনেক হিন্দুও একই ধরনের জাতীয়তাবিরোধী দৃষ্টিভঙ্গির শিকার হচ্ছে।
আমি ভেবেছিলাম, ব্রিটিশরা চলে গেলে এবং পাকিস্তান গঠন করা হলে ধর্ম নিয়ে উন্মাদনা থেমে যাবে। কিন্তু হিন্দু সম্প্রদায়ের ভেতরেও যে বিচ্ছিন্নতাবাদীরা সক্রিয় ছিল, তাদেরকে হিসাবে নেওয়া হয়নি আমার। আজকের বিজেপি হচ্ছে বিভাগপূর্ব মুসলিম লীগের মতো। গুজরাটের মুখ্যমন্ত্রী নরেন্দ্র মোদি হয়ে উঠেছেন হিন্দুত্বের সবচেয়ে বড় ধ্বজা!
ধর্মীয় দৃষ্টিভঙ্গির কারণেই উপমহাদেশ বিভক্ত হয়ে গেছে। আজ সেই একই তত্ত্ব আওড়াচ্ছে বিজেপি, ধ্বংস করে দিচ্ছে জাতীয় ঐক্য। যে মোদি গুজরাটের মুখ্যমন্ত্রী হয়ে ওই রাজ্যের মুসলমানদের হত্যাযজ্ঞকে সমর্থন দিয়েছিলেন, একবার কল্পনা করে দেখুন, সেই লোকটি ভারতে প্রধানমন্ত্রী হতে যাচ্ছে। তার মানে, একটা ধর্মনিরপেক্ষ দেশ ও সমাজ গড়ে তোলার লড়াইটা আবার নতুন করে শুরু করতে হবে। এ ছাড়া আর কোনো পথ নেই। কারণ, সংখ্যাগরিষ্ঠের আগ্রাসী মনোভাব ফ্যাসিবাদে রূপান্তরিত হতে পারে। যাঁরা গণতন্ত্র ও বহুত্ববাদী সমাজের কথা চিন্তা করেন, এই সন্ধিক্ষণে তাঁদের হাত গুটিয়ে বসে থাকার সুযোগ নেই।

I always possess the opinion of freeing the political field from criminals.  Something that rarely happens.  Modi has been exonerated by Indian legal system.  Criminals of Calcutta riots had H. S. Suhrawardy at the top of the list and he did not even face the court.  Can a few Islamist from Bangladesh/Pakistan and a rotten opportunist from Cambridge, Mass. prevent Modi from being elected.  Apparently, he is so popular that even Rahul Gandhi refuses to campaign against him.

 Robert Spencer, a U.S. national and author of considerable reputation, is denied British visa for having doubted the historicity of Prophet Muhammad.  A documentary, "Death of a Princess" portraying life, love and death of a member of the Saudi royal family was initially banned by the PBS, and aired later after a lot of protests from free thinkers.  Such incidents prove  the power of Sunni Islam/petrodollars on the policy of the West.

Modi has better image than Yasir Arafat.  If he really gets elected as the Prime Minister of India, the U. S. Administration would love to reverse its policy towards him.

Let Indian Muslims and Hindus settle their problems of communality. India has enough of competent Muslims who are aware of their problems better than any of you, and are working for a resolution. They do not need solidarity from Bangladeshi people, who do not have clean history of communality of their own. So, Enough about Modi; we have thousands of Muslim-Modi's in Bangladesh, who also soaked their hands with the blood of thousands of innocent Hindus over the years.

Let's not forget so quickly - Major Zia, a Mukti-Joddhya, gave Presidency to Sah Aziz, a high ranking Pakistani collaborator within 3 years of independence, and, thereafter, his wife, Khaleda Zia, gave Ministry to many more Razakars in Bangladesh, who are top most communal elements in the society. When we have such an ugly communal history, shouldn't we look at our own image before we point out ugly images of others? Trust me - Indian Muslims are not such a vulnerable weak group of people, as you may think. Let's solve our own problems of communality.

Should Hindu Nationalist Narendra Modi Be Allowed a U.S. Visa?

Narendra Modi is a powerful Indian politician who could one day lead the country. He's also stoutly anti-Muslim—and banned from receiving a U.S. visa. Shikha Dalmia on the raging debate.


The big debate right now in America is whether to hand more visas to Indian techies who want to study or live in the United States. But the issue that dominated the news cycle in India last week concerned the visa of one man: Narendra Modi, the chief minister of the state of Gujarat, who wants to do neither.

Sixty-five members of the Indian Parliament—some of whom have since backtracked—released a letter they wrote to President Barack Obama urging him to maintain America's eight-year-old visa ban on Modi. The U.S., along with England and other Western countries, imposed the ban after human-rights groups implicated Modi in the 2002 massacre of Muslims in his state. (The Indian Supreme Court exonerated Modi a decade later, but by then many witnesses had been tampered with or died or killed.)
That year, Hindu mobs—some led by figures from Modi's own party, one of whom was eventually convicted—went on a revenge spree against Muslims for burning a train with Hindu pilgrims. They razed Muslim homes, raped Muslim women, and killed Muslim men.
However, when asked by Reuters a few weeks ago if he felt any remorse over the grisly events that unfolded on his watch, his response was: If your driver runs over a "kutte ka baccha"—a crude term for a puppy—you would obviously feel regret; it was a statement that simultaneously dodged responsibility and dehumanized Muslims.
The latest scandal dogging Modi involves the killing of a young Muslim woman with alleged links to Pakistani terrorists in a staged encounter with the Gujarati police.
But none of this has fazed Modi's solid fan base in the majority Hindu population that has made him the opposition BJP's (Bharatiya Janata Party) standard-bearer in next year's elections for prime minister.
Part of Modi's attraction is that, in sharp contrast to the incompetence, corruption, and intellectual bankruptcy of the ruling Congress Party, he is a man of vision—an able administrator who has done wonders for his state's economy. This is an image he feeds constantly. A month ago, a story floated by his PR firm about how he orchestrated the rescue of 15,000 people stranded in a flood zone, even as the Indian army struggled, caused a sensation among his followers. When media investigations proved that Modi's Rambo-like rescue could not possibly be true, they blamed not him but his political opponents for planting the story to embarrass him.
The latest scandal dogging Modi involves the killing of a young Muslim woman with alleged links to Pakistani terrorists in a staged encounter with the Gujarati police. Some of the accused cops have alleged that Modi knew and gave the encounter his blessing.
But the main reason Modi attracts worshipful Hindu throngs is his open contempt for Congress' ideology of secularism that, in his view, has balkanized the country by extending special favors to Muslims and other minorities to win their votes. That is not a baseless accusation. But what is Modi's solution? More balkanization. He proudly calls himself not just a nationalist but a Hindu nationalist. His insult-of-choice for Congress is that it wears a "burqa of secularism"—a thinly veiled reminder to Hindus that Modi represents their—not Muslim—interests.
But the question is: why does Modi covet an American visa, given that unabashed love for the motherland is a central plank of his politics? It is not because Modi is desperate to visit Disneyland. It is because the Hindu nationalist project involves not just changing the perception of Hinduism as a weak religion at home but abroad as well. India's economic success has given Hindus—especially the urban nouveau riche—a resurgent pride in their religion after enduring decades of digs about India's "Hindu rate of growth." They want Hinduism to be seen as the solution to the centuries of mess created by Muslim and British "foreign" rule. They want the world to regard India's success as synonymous with Hinduism.
Modi, a fire-brand Hindu, is perfect for the job—except that he can't do it so long as he remains a pariah on the international stage. Obtaining a U.S. visa is an important step in rehabilitating himself in the West.
All of this puts the United States in a difficult predicament. Should Modi become the elected prime minister of India next year, it would be awkward for the head of the world's most populous democracy—and an American ally—not to be able to travel to America. At that point, an ongoing ban will become a slap in the face not just of Modi and his backers, but of India.
However, removing the ban right now will whitewash his sins and make him more electable. A U.S. visa is not a travel permit; it is an international seal of approval, which is why his backers have been fiercely petitioning the State Department to grant it. The letter that Indian M.P.s wrote was an effort to exert counter-pressure and neutralize that campaign.
There are no good options but, all things considered, America should err on the side of not enhancing Modi's appeal right now—hoping that the core decency of the Indian people keeps this polarizing, saffron-robed figure (who won't wear greenbecause it is the color of Islam) out of New Delhi next year.
