Revelations the US Central Intelligence Agency is operating a secret, 3,000-man Afghan mercenary force whose mission is assassinating Taliban and al-Qaida fighters has caused a major stir in the United States.
This dramatic report comes in an authoritative new book, "Obama's Wars," by investigative reporter of Watergate fame, Bob Woodward. He has long enjoyed privileged access to the White House. 
 
The US armed, paid and directed hunter-killer force was set up to operate inside Pakistan, where US troops are officially not allowed to go. The mercenaries are mostly Afghan Tajiks, Uzbeks, and Hazara – all traditional enemies of the majority Pashtun – as well as renegades, common criminals, and mercenaries.  
 
Their raids into Afghanistan's tribal territory are sometimes coordinated with CIA's intensifying drone attacks on Pakistani tribesmen that are causing heavy civilian casualties. 
 
CIA also runs its own secret militias in southern Afghanistan and, reportedly, in Tajikistan and Uzbekistan.
 
To what degree, if any, CIA's killer units cooperate with US Special Operations Forces, who have the same assassination mission, is unknown. CIA's  assassination campaign in Afghanistan and Pakistan is based on the agency's successful campaign in Iraq. 
 
These Afghan guns for hire are richly rewarded by local standards and boast of high enemy body counts. Neither the US-installed Afghan government in Kabul or Pakistan's government has any control over these paramilitary forces.
 
Crimes,  atrocities and mistaken killings committed by CIA's Afghan mercenaries go unreported and unpunished. They are a law unto themselves, with no apparent links to the US military command in Afghanistan. In addition, various other groups of US mercenaries and assassins from private "contractors" like the former Blackwater are also operating in Afghanistan and Pakistan.
 
The result is a dangerous, confusing melee of hired gunmen, US special forces, militias and government troops – an Afghan/Pakistani version of America's wild Dodge City.
 
No one should be surprised by the news that US-led mercenaries are crossing into Pakistan and killing Pakistani Pashtun tribesmen as well as Taliban and even an occasional al-Qaida member. This writer has received reports of the hunter-killer force for years. It's an open secret in Islamabad and Kabul. 
 
Pakistan's government has turned a blind eye, or even quietly approved US-led troops violating its sovereignty and assassinating its citizens. Islamabad  also permits US drones to stage lethal attacks across the tribal zones of northwest Pakistan without any prior approval.     
 
In fact, the US has a long record of using mercenaries in its wars.
 
During the Vietnam War, CIA created mercenary forces of Hmong and Meo mountain tribesmen( Operation Hotfoot) and ethnic Chinese Nungs to hunt and kill Vietcong cadres. 
 
They formed part of CIA's notorious Phoenix Operation that reportedly assassinated some 26,000 Communist cadres and sympathizers.
 
CIA mercenaries were also used during the 1980's in Nicaragua and El Salvador's brutal conflict between rightists  and Marxist rebels.   El Salvador's ruthless death squads were highly effective in liquidating leftists, as I saw while covering these conflicts 
 
The model of El Salvador's death squads was transposed to Iraq, where mercenaries, criminals and renegades were used to liquidate Sunni resistance groups. 
 
The Soviets also used similar tactics during their occupation of Afghanistan from 1979-1989. Gangs of ferocious Uzbek mercenaries know as "Jowzjani" were sent to slaughter Pashtuns resisting Soviet occupation. Other gangs of Tajik and Uzbek fighters were employed by Moscow to stir ethnic discord.  
 
Concern is growing in the United States over CIA's rapidly increasing paramilitary role in Afghanistan and Iraq – to which Yemen, Somalia, Sudan, Kenya, Uganda and West Africa are now being added.         
 
Many intelligence professionals warn that CIA's primary role of providing unbiased intelligence to the president is being undermined by its growing combat mission. Once your men and "assets" are involve in assassinations and fighting, it's very difficult to remain objective, detached and neutral. The US State Department is also taking on a paramilitary role in Iraq, risking the same clouding of its judgment. 
 
The US military is highly displeased by CIA's paramilitary role, accusing the agency of being "cowboys" and "armchair warriors."  Some veteran CIA staff are also dismayed,  claiming their job is to think, not to kill.  
 
But funds are flowing to CIA's warriors. Running gunmen in Pakistan is the agency's new, hot assignment.  Certainly more sexy than writing reports.

At least 50 top leaders and activists of different separatist groups of India, nabbed by Bangladeshi law enforcement agencies, have been handed over to India since Awami League assumed power in 2009.(The New Nation )

Bangladesh handed over 16 Indian separatists along with their family members to Indian authorities over the weekend, officials said yesterday.

The rebels, of the United Liberation Front of Assam (ULFA), were arrested by Bangladeshi security forces from the country's north-eastern region bordering India.The ULFA rebels, the main rebel group in north-eastern Indian state of Assam, have fought for a separate Assamese homeland since 1979. Indian officials said a group of 27, including the rebels and their family members, were handed to the Indian Security Forces by their Bangladesh counterparts at the border outpost of Dawki in India's Meghalaya state.

The arrested rebels include some top leaders like Anjan Borthakur, who was in charge of an important ULFA base in Bangladesh, and Anu Borgohain, who led the group's publicity wing. ULFA chief Paresh Barua said in a statement e-mailed to the media that "Some of our activists have been compromised in a neighbouring country and they are now in enemy hands." He said some of them had indeed given themselves up to the Bangladesh security forces with their families.

Many more have fled to India to evade capture and have been picked up by Indian border guards and police.High official of the Government always denied that they had not handed over any Indian separatists to India.

Meanwhile, Assam Chief Minister Tarun Gogoi yesterday said that the ULFA militants, who had reportedly surrendered in Bangladesh, were with their "own people" in the state and not in police custody. "The militants have come into the state and are not in the custody of the state police but in their own places among their own people," Gogoi said in Guwahati on Monday on the sidelines of a function launching a model health project, reports Press Trust of India."The militants are coming as they are interested in holding talks and this has made us more hopeful of holding talks at the earliest," he added.

More militants were coming in and it was an indication that they want a solution to their grievances through talks."They have realised that there is no point in an armed struggle and that the development in Assam is only possible if their problems are resolved through talks and discussions," he added.Asked whether talks would be held without the outfit's Commander-in-Chief Paresh Barua, Gogoi said that efforts were on to bring him for talks but there was a "time limit and we cannot wait for him indefinitely".

This just in, for anyone in the United States who still cares: Israel has not renewed the partial settlement freeze it imposed ten months ago. Which means that the direct talks with the Palestinians born this month may die in the crib. You could hardly find a better test case than Benjamin Netanyahu. Until last year, Netanyahu had not just spent his entire political career opposing a Palestinian state; he had repeatedly compared such a state to Nazi Germany. He opposed the Oslo peace talks at their inception, and as prime minister in the late 1990s so consistently reneged on commitments made by his predecessors that U.S. envoy Dennis Ross later noted that "neither President Clinton nor Secretary Albright believed that Bibi had any real interest in pursuing peace." In 2005, when Prime Minister Ariel Sharon proposed dismantling Israeli settlements in the Gaza Strip, Netanyahu resigned from his cabinet in protest. Netanyahu was still on record as opposing a Palestinian state in 2009, when he again ran for prime minister. He hewed to this position when forming his coalition government, even though doing so helped keep Tzipi Livni's centrist Kadima party from joining his cabinet, thus preventing Netanyahu from assembling the national unity government he claimed to want in order to confront Iran. Through all of this, the major American Jewish groups still refused to publicly entertain the idea that Netanyahu was anything but a champion of peace.

Then, last summer, under intense pressure from the United States, Netanyahu reversed course. In a speech at Bar Ilan University, he announced that he now supported a Palestinian state—before adding two conditions that no previous Israeli prime minister had imposed. The first was that the Palestinians not merely recognize Israel, but recognize it as a Jewish state. The second was that all of Jerusalem remain under Israeli sovereignty, a condition that precluded the offers that Ehud Barak had made in 2000 and 2001 and Ehud Olmert made in 2008. As Livni commented after the speech, "Netanyahu doesn't really believe that two states, a Jewish state and a Palestinian state, even a demilitarized one, is an Israeli interest. But…he understood that at this stage he needs to utter the words 'two states.'" America's Jewish organizations, by contrast, hailed the speech as a sign of Netanyahu's commitment to peace.

Obama pressured Netanyahu to curb the growth of Israeli settlements in the West Bank. The harder the White House pushed, the more American Jewish groups objected.

"Mr. President—The Problem Isn't Settlements," declared a summer 2009 advertisement by the Anti-Defamation League. But when Netanyahu did agree to a partial (and, as it would turn out, lightly enforced) settlement moratorium, AIPAC hailed it as a sign of, you guessed it, "Israel's Peace Commitment."

So let's get this straight. When Netanyahu agrees to a settlement moratorium, it's a sign of his commitment to peace. And now that he has let the moratorium end? It's still a sign of his commitment to peace because, as AIPAC now insists, negotiations must proceed without preconditions. It's back to "the problem isn't settlements."

But the problem—or at least a crucial problem—is settlements. Creating a contiguous Palestinian state in the West Bank could easily require moving 100,000 settlers—ten times as many as Israel removed in Gaza, on far more theologically charged land. All those settlers will have to be financially compensated (at least partially, judging from the Oslo discussions, with U.S. taxpayer dollars). Many will have to be violently confronted, a terrifying prospect given that militant settlers comprise a larger and larger share of the Israeli officer corps. (Yitzhak Rabin, remember, was assassinated for merely contemplating the removal of West Bank settlements). And even if all this can be done without civil war, any land Israel keeps in the West Bank will likely have to be traded for land within pre-1967 Israel, and there's not much land to trade.

Extending the settlement freeze might have prompted some of Netanyahu's right-wing coalition partners to quit his government. But a prime minister genuinely interested in a final status deal would have said good riddance, and brought in Livni's Kadima instead, thus creating a government composed of people who actually support a Palestinian state. Netanyahu, however, has not done that, just as he refused to create a centrist government during his first stint as prime minister. The reason is that he likes governing alongside racist, pro-settler parties like Avigdor Lieberman's Yisrael Beiteinu and Ovadiah Yosef's Shas. They give him political cover to do what he has wanted to do all along: Make a viable Palestinian state impossible.

He's well on his way. Whether or not the Obama administration can strong-arm Palestinian leader Mahmoud Abbas into continuing the negotiations, Netanyahu's decision has empowered the settlers, strengthened Hamas and made it more likely that sometime in the next year or two, the occupied territories will again explode into violence. But there is one silver lining. By his actions, Netanyahu has laid bare the criteria that American Jewish organizations actually use for evaluating the behavior of an Israeli leader. To be labeled a champion of peace by the American Jewish establishment, it turns out, a prime minister of Israel only really has to do one thing: be prime minister of Israel.
