As we do not have a think tank for the patriots, we are dependent on individuals who sincerely do the work whatever way they can.  
 
Bhaskar Roy is a regular contributor to reportedly RAW's website, South Asia Analysis Group (SAAG). He frequently writes for the Bangladesh section of the SAAG website.

One of the other regular contributors to this website is B. Raman or Bahukutumbi Raman, a former Additional Secretary (Retired), Cabinet Secretariat of the Government of India and former head of the counter-terrorism division of India's external intelligence agency RAW. He is currently the director of the Institute for Tropical Studies, Chennai. As a former intelligence official, B. Raman regularly writes about security, counter-terrorism and military issues regarding India and South Asia (from Wikipedia).

There is another frequent contributor to SAAG, Kazi Anwarul Masud, a former diplomat and Secretary of Bangladesh. He projects the views of RAW.

Bhaskar Roy doesn't understand why the people of Bangladesh are not happy with India, though he praises Bangladesh Awami League and Mujib.

In his article Eurasia Review he says : "In 1971, the most common words on the lips of a common Indian was "Joi Bangla", victory to Bangladesh. The India-Bangladesh honeymoon lasted till August 15, 1975, the day Sk. Mujibur Rahman was assassinated" …. that one night India-Bangladesh relations went into a tail spin".

He asks, "Should religion divide Bangladesh and India? If that were so, then East Pakistan would not have broken away from West Pakistan to liberate itself. Language, culture, tradition, blood and history proved much stronger than religion. India has around 18 per cent Muslims and Bangladesh has around 14 per cent Hindus".

Why Mr Roy informed 14% Bangladeshis are Hindus I do not know. Did he make mistake? or over the years the population of Hindu migration into Bangladesh increased, or they have plan to migrate ? Let me not become paranoid now before reading the whole article.

Though Mr Roy gave us wrong data, this is not my problem, the problem is his claim "Language, culture, tradition, blood and history proved much stronger than religion" which sounded very contradictory to me. Because:

1. Urdu was created inside India, yet did not get place.

2. People of Bangladesh, who are Muslims and mixed have blood connection with Afghanis, Middle Eastern gene pole (Muslims are not restricted to marrying within castes).

3. Traditional (e.g.,celebrating EID, Shab-e-Batar) similarities with other Muslim countries. 4. Bangladeshis have clearly afghan and middle eastern influenced eating habits (Polaw,Firni, use of various spices, Halwva etc).

4. Along with many other ancestors (e,g., adivasi tribes ) Bangladeshis have blood connection with Afghan, Persia and other Middle Eastern countries. The blood connection also connects them with Muslims in India and also in Pakistan apart from religion.

5. The most striking difference is suggested by History which suggest that there were a clear difference between East Bengal and West Bengal even before the arrival of the Muslims.

Therefore, when Mr Roy tells, "Historically, in the region of greater India that is Bangladesh there was hardly any religious conflict to talk about between the two communities" I did not have anything to say, as he completely forgot to mention all the conflicts and the struggles that the people of this part were having and how they were subjected to change themselves to adjust with the minority.

But things did not stop here , he surprised me while advises "it would be wise for today's politicians like Begum Khaleda Zia to heed the advice of these roving philosophers of yester years if they really want peace and development."

When the/a Roy tells about the development of Bangladesh, it may scare our people as probably people will not be able to trust it. The article itself contains the main reasons. One obvious reason is that Mr Roy's inability to understand the reasons behind the dissatisfaction of the people of Bangladesh.
Later he accuses two political parties of this country, BNP and Jamaat for harbouring "visceral hate-India mindset" because "After all, they were committed to Pakistan and remain so" . Especially he deliberately accuses Jamaat-e-Islami (JEI) and its allied religious groups.

I have no information on if Jamaat and other Islamic parties expressed its hatred towards India, but, if anyone criticise Indian aggression and actions towards its neighbouring countries and if this is interpreted as "visceral hate-India mindset" I question the objective of such articles.

Mr Roy keeps on saying, "In the early part of this decade the JEI leaders appeared to have been confident to form the government in Dhaka on their own by 2012. They also spoke of making Bangladesh a confederate of Pakistan." At this point it seems he is scared of a Bangladeshi Party in Bangladesh for its work inside Bangladesh. I wonder why is that?

The second political party he accuses is BNP. "But what is Begum Khaleda Zia's enduring problem with India?", he asks . "Her late husband President Zia-ur-Rehman was a liberation war hero and fought along with Indian soldiers. But why did he turn against India so viciously? He even banned "Rabindra Sangeet, songs written by Nobel Laureate Rabindranath Tagore. But he stopped short of changing the Tagore Song "Amar Shonar Bangla" which Bangladesh adopted as its national anthem after liberation. Today, Tagore is more alive in Bangladesh than even in India, clearly underlining how strong culture can be as a cohesive bond surmounting religious barriers."

Again , I am not sure if Mr and Mrs Zia ever expressed their "visceral hate-India mindset" and banned "Rabindra Sangeet? Neither I realised why he was advocating for Tagore written national anthem which was written 100 years ago when the condition of the subcontinent was completely different.
Then he keeps going on, "But she has always suggested by her behaviour and policy a deep emotional link with Pakistan". Yes , Mr Roy mentions current Pakistan's 13 times, expressed his enormous "visceral hate-Pakistan mindset". Completely forgot that in 1947, the people of east Bengal constituted Pakistan willingly along with other present Pakistani provinces. He was completely oblivion of the fact that the present day Pakistan was a part of British India, quite a big number of its population migrated from present India too. If he could not forget expressing his hatred to formation of Pakistan , if India could not remove its animosity towards its own people for choosing and wanting to build a nation and harbour their "visceral hate-Pak mindset", how can how can they expect others to love them?

The article is a packed with wrong information, hatred towards Pakistan, hatred towards the muslims, accusation towards two political parties supported by many Bangladeshi people, alluring people towards development, and showing Bangladeshis the "only way" of development is to suck up India, preparing people not to change national anthem, accusing people for their personal choice (liking or disliking India) and of course trying to make people grateful towards India for the distress caused during 71.

Please note, the writer Mr Roy writes for SAAG. SAAG is the South Asia Analysis Group, a non-profit, non-commercial think tank. It says "The objective of SAAG is to advance strategic analysis and contribute to the expansion of knowledge of Indian and International security and promote public understanding", in other words to influence and change opinion of people according to their goal. In other words this is part of Indian Intelligence.

Personally it is hard for me to hate anyone though I get annoyed by these
types of works. In Bangladesh I have seen many writers are feeding people with their garbage works. And exploiting peoples' trust to satisfy I request those pretending "atel" garbage writers to grow some social responsibility and not to engage in exploiting peoples' trust.

My words will not stop people from working in ignorance, rage, anger, envy , jealousy or even in exchange of tangible interests , but nothing wrong in asking for being sensitive and accept those people who are different and bear their difference.

I also request people from remain alert and aware about the activities of those organisations, such as, SAAG. This is an example of how India keeps its eyes on other countries and influence.

A video is making rounds on the internet on YouTube. It is a speech of a well known and well respected retired bureaucrat at a seminar in the city. He wanted people present at the seminar to know that India has not accepted the partition of 1947 and that they have a plan to reunite Bharat Mata.


He spoke of a resolution that Pandit Jawaharlal Nehru helped adopt at a meeting of the Central Working Committee of the Congress a month after the 1947 partition. When he was charged for the failure of the Congress to protect Bharat Mata, Pandit Nehru found a way out of a tight spot by adopting a resolution that described the 1947 partition as "temporary" and that India would be united again.

The retired bureaucrat gave a range of examples from his official and personal life on the Indian intent. In one of these examples, he revealed that Bangladesh had given India permission for running the Farakkha Barrage on a trial basis during Bangabandhu's time for seven days only that India unilaterally extended permanently till the 1997 treaty was signed.


Facts clearly prove that the bureaucrat is correct about India. The way India handled the issue of Teen Bigha is a shame. The way India constructed the Farakkha Barrage and unilaterally withdrew waters of the Ganges was an unfriendly act. India's failure to be fair to Bangladesh on trade issues is equally unfortunate. Their decision to construct Tippaihmukh and indiscriminate killing of Bangladeshis in the border are unfriendly and insensitive acts.


However, to conclude from these examples that India has a plan to annex Bangladesh to undo the 1947partition is farfetched. Lots of water has gone under the bridge that has thrown many new factors into the equation that has changed the way Pandit Nehru and his colleague's viewed India's destiny in 1947. For one, Pakistan has since emerged as a nuclear power and thus has a rock solid insurance against Bharat Mata.


Bangladesh has emerged in blood. People have tasted freedom. It is not just that; Bangladesh now has a population of 150 million highly politically conscious people. The country has done well all around except in politics. Seven million Bangladeshis live abroad. The country's GDP by 2010 estimates was over US$ 100 billion. Its homogeneity could be the envy of nations that suffer ethnic, religious, regional or rich-poor divides .If only it could set its political in order, Bangladesh could someday become the most successful country in South Asia.


Pandit Nehru's vision did not take any of these facts into consideration. He could not because these facts have emerged after his death. Nevertheless, these facts have altered the dream of Nehru and many like him who took comfort in the belief that Pakistan would not last and India would again become one. However, there are still many in India who believes in the vision that Nehru left in their psyche. Bharatiya Janata Party's concept of Hindutva that it espoused while in power is Pandit Nehru's vision of 1947 in a different name.


However, BJP' dream of Hindutva was a manifestation of its irrational beliefs that millions of Hindu fundamentalists hold that partition allowed the Muslims to escape the clutches of an independent and united India under Hindu domination that would have allowed the majority Hindus to settle the score of Muslim domination for 800 years. India, looking into the future at this stage of its history, knows too well that such a desire would stand between India and its vision to emerge as a regional leader of world stature with permanent membership in an expanded UN Security Council.


One must also think about what India would gain by fulfillment of Panditji's vision. For one, India would with Bangladesh a part of it; have to accept all of Bangladesh's demands made to it over the last 4 decades. It will have to take care of 160 million people who can be very troublesome. Indians would also have to consider nearly 300 million Bengalis of Bangladesh and West Bengal uniting under Bengali nationalism which could be the start of India's disintegration. Equally dangerous to India's unity would the prospect of 150 million Bangladeshi Muslims uniting with an equal number of Indian Muslims that would make India the largest Muslim nation on earth. If Indian leaders are sensible there is no good reason for India today to believe in Panditji's vision in the physical sense.

India has already achieved more than it bargained for in 1971.


When it entered the Bangladesh war of liberation, it was not sure whether it would be able to break Pakistan. Having done that, India has relieved itself of Pakistan's pressure from the East. The value of this, given the nature of problems in India-Pakistan relations, is fantasy becoming a reality. Nevertheless, the retired bureaucrat's apprehensions were right about Bharat Mata. There is a genuine problem for Bangladesh with Pandit Nehru's vision. This is coming less from India but more from amongst us. All of a sudden, some of us and the number is not small, have woken to the fact that those raising apprehensions about India are wrong; that India is our friend in need.


These Bangladeshi friends of India do not see any harm in Farakkha, or in trade deficit or Tippaihmukh. Nor do they care how generations of Muslims on either side of 1947 partition have suffered from the Zamindari system overwhelmingly dominated by the Hindus or from their Hindu neighbours. Strangely, they say that the problem then and now is with us; that we are fundamentalists and that Islam makes us that way.


he video of the retired bureaucrat is a must watch one for these friends of India. While they watch it, they should spare a moment and think about India that they admire for its history; its democracy and its secularism. Our history is as rich as is India's and our democracy, conflict ridden as it may be, has made significant strides. India has hundreds of millions of active members of the RSS and the Hindu Mahashaba, both stridently Hindu fundamentalist organizations who support the BJP that has formed government at the centre.BJP has a Chief Minister in Gujarat who has genuine aspirations of becoming an Indian Prime Minister who stands accused by the United States for personally supervising killings of Muslims in Gujarat. In the context of religious fundamentalism, we are still in the minor league because the overwhelming majority of our people have kept the religious fundamentalists parties insignificant. In India, the BJP with hundreds of millions of its supporters is in the super league and espouses Hindu fundamentalism proudly and has no qualms with Hindutva that proposes to make India a land of the Hindus.


Panditji was right about Pakistan being temporary though but not the way he envisioned or the retired bureaucrat concluded. Pakistan was the need of history arising out of the British policy of "divide and rule." Having taken power from the Muslims without firing a single shot, the British ruled us for 200 years by playing the Muslims against the Hindus. To Hindus, they gave education, job, and commerce. When the Muslims became politically conscious at the turn of the 20th century, they found that the British had given the Hindus a head start and had prepared for them, a second class status in an independent India.


Pakistan allowed the Muslims to escape such a predicament. Everything else about Pakistan was illogical. West Pakistani leadership ended the illogical state by its genocide in 1971, although its destruction was embedded in its creation in 1947. Bharat Mata in the physical sense or the way Panditji visualized is a myth for India was united only under the British in the sense we understand an independent country today. Nevertheless, Bharat Mata is in Indian psyche; the urge to dominate the Muslims of South Asia for reasons of history. That is what India has manifested all these 4 decades with Bangladesh. Our only chance to escape the grasp of Bharat Mata is to unite. The spirit of 1971 demands of us that unity.

Could you tell me why entry to a temple should not be controlled? Are you unaware that – there are people who would love to destroy all temples from the face of the earth, if they could?

In response, can I say that - many societies have become defenseless due to extreme liberalism, such as yours? Therefore, conservatism needs to rise accordingly to counterbalance the growth of liberalism any further.

I am deeply distressed to read news reports that some temples in Goa
have imposed a dress code restricting visitors while some others
have banned the entry of foreigners altogether. There are further
indications that many more temples in India's Tourist Capital are
likely to follow suit which is a matter of high concern as it violates
certain fundamental rights.

The idea of conservatism is slowly raising its head. In the name
of restoring temple decorum and sanctity, there are attempts being
made to dictate the lives of others which is unfortunate. Women are
liable to be the biggest victims of these new regulations, where in
one such case; a young girl was disallowed from entering the temple
because she was wearing shorts.

Goa has always been unique for its pluralistic traditions, its
cultural ambiance and its respect for universal human values which
distinguishes it from some other parts of the Country. That is what
gives it an element of charm and makes it one of the most favored
destinations for tourists worldwide. The temple authorities, who have
framed these fresh set of laws and restrictions, have neglected the
great pride of place our society has given to the tourist. By imposing
unreasonable restrictions, they also seem to have not taken into
account the varying cultural aspects of other Nations and their cultures.

The foreign tourist who arrives in Goa is our esteemed guest who we
must treat with dignity and honor. It is one thing to impose
reasonable restrictions on the basis of existing laws of 'Obscenity
and Public conduct' while it is quite another to act as some kind of a
moral and cultural policeman who sacrifices the principles of freedom
and liberty at the altar of supposed temple decorum and sanctity.

It is pertinent to note that Hinduism has always held the guest in
high esteem. Hinduism's inherent principles of "Atithi devo bhavah" or
"the Guest is God" have even been used by the Tourism Department of
India in its Social Awareness Campaign aimed at providing the inbound
tourist a sense of being welcomed to the country. As such, the new
temple regulations, far from making the Tourists feel welcome, are
denying them their personal space and freedom in a State that has
always embraced cultural diversity.

Our Constitution has been founded on the core principles of liberty,
freedom, and equality, which ensures that individuals are free to make
their own personal choices without unreasonable State interference and
discrimination. These regulations appear to be sheer violation of our
fundamental rights and are liable to be used/ misused by the
authorities to unintentionally or otherwise harass tourists/ other
citizens who do not fit into their narrow walls of conservatism.  Even
those who adopt modern fashionable attire may find disfavor of the
authorities and may even be barred by the authorities, which is a
scary and frightening proposition.

What next? Are we taking our society backwards into time? Do
foreigners really vitiate our temple decorum and sanctity? Are our
Gods really insulted by all this? When I see the politics of
mis-governance happening all around me, I recount the words of Goan
poet, the late Bakibab Borkar, who in one of his books wrote:

"In the whole of India, Kashmir, Kamarupa, Kerala and Konkan are
supposed to be the richest in scenic beauty. I have had the good luck
of drinking deep in the founts of their distinctive charm and thus
have my aesthetic sense refined. But if I am to be born again and I am
allowed to choose my future birth place, I shall undoubtedly opt for
Goa because its great beauty has a supernatural quality of refining
the human mind and turning it inward into the depths of creativity and
spirituality..."

When I read these wonderful words, I begin to wonder whether Goa's
legendary Poet would write the same today. There is corruption
happening all around. There is indiscriminate looting of public assets
and resources happening all around. There are citizens who do not have
access to proper education, food and shelter. Even God, who gifted us
such a beautiful land, must be crying aloud wondering what we are
trying to do in his name.  When land which is our greatest asset is
being destroyed, when there still exist citizens do not have even the
basic civic amenities to live a dignified life. Will God really feel
insulted by all this or by the foreigner's attire?

In the light of all the aforesaid, I appeal to all concerned
authorities to initiate steps for the reversal of the decision taken
by the Temple authorities on dress code restrictions. The clock of
prosperity and progress must not be turned backwards.  A true
democracy is one that thrives on diversity and embraces different
cultural values. If our society has to progress, then this kind of
moral policing has to be strongly opposed. Goa, the land of diversity,
cannot be allowed to be taken over by an orthodox mindset. Modern
principles of human rights and respect for all must be adopted.

True justice can be done to God by serving the needy and the
downtrodden, by restoring our land to its pristine glory, by Good
Governance. Not by curbing the individual freedoms of others.  I hope
the temple authorities will consider this plea rationally and
liberally.
