The international conference onAutism in Dhaka with high profile
participants like the Indian National CongressPresident and chief of
the UPA government Sonia Gandhi as chief guest with someother special
dignitaries saw in the sidelines the presence of another new facein
the person of Saima Hossain Wazed ( Putul) last week

Prime Minister Sheikh Hasinapresented her daughter to the audience as
a social worker and specialist onautistic disorder who, she said, as
an organiser of the conference from behindthe scene has inspired her
to make arrangement.

But political analysts in thecapital wonder something that may have
bearing beyond the conference, ended atthe week-end after three-day
technical sessions with the adaptation of theDhaka declaration to set
up a joint platform to fight for the cause at regionallevel.

But they wonder at the same timewhy Sajeeb Wazed Joy, the Prime Minister's son
and her sister Sheikh Rehana weremost conspicuous by their absence
from the floor.

It may be part of a strategy,they said to allow Saima Wazed a singular
demonstrative outreach from theconference floor not be overshadowed by
any other family member.

It may be a good explanation ofthe absence of Joy. But how can one
explain the absence or lack of visibilityof Sheikh Rehana from the
floor, they said wondering is it also an agreeddecision or part of a
unilateral decision of the Prime Minister to go alone.

The high profile projection ofSaima Wazed at the opening of the
conference, her intensive interactions withSonia Gandhi on the floor
and the constant presence on the conference flooruntil it ended
brought her time and again on the TV camera lance portraying
heractivities as an emerging face to public life.

But analysts wonder how to lookinto the absence of Rehana from the
scene. Is it that she is going into thesideline in the way Ms Manika
Gandhi, widow of Sanjoy Gandhi disappeared fromthe center of politics
of the Gandhi family?

In India Rahul and Priyanka arenow dominating the political thinking
as the future heir of the Gandhidynasty.

The Prime Minister may also bepromoting her daughter to public life,
the Autism conference may have promptedit and there is nothing wrong,
analysts' say. But it looks like an excitingnews to many, they say.

India promises to end border killings

India has pledged to put an end to killings of Bangladeshi nationals by its border guards along the porous border.
Visiting Indian home minister P Chidambaram says the disputes over the border and adversely-held enclaves will be settled during Indian prime minister Manmohon Singh's planned visit to Bangladesh in September.

The Indian authorities have already issued strict instructions for "not to fire" under any circumstance while people from Bangladesh or from India try to illegally cross the border, Chidambaram says. He made the comment on Saturday at a joint press conference after a meeting with his Bangladesh counterpart Shahara Khatun at the Home Ministry.

Chidambaram led a 12-strong Indian delegation, while a 17-member home team was led by Shahara to the meeting.
The message of "not to fire" has been carried down to the BSF guards and after the issuance of instruction, the number of killings has decreased substantially, he claimed.

For a better border management, the two sides on Saturday signed a joint plan to deal with smuggling and human trafficking along its more than 4000-kilomtre border. The meeting's outcome was important as it was held amid concern by an influential global human rights group that India must investigate the killings of Bangladeshis by its border force along the border.

New York-based Human Rights Watch has long been pressing for the investigation into the alleged killings, and it earlier this week made a renewed call to do so.

The government of India should undertake a speedy, fair, and transparent criminal investigation into fresh allegations of killings, torture, and other abuses by the Border Security Force (BSF) at the border with Bangladesh, Human Rights Watch said on July 25.

It said those against whom there is credible evidence of culpability should be prosecuted as part of an effort to end longstanding impunity for abuses along the border. Bangladesh has also been demanding for years for not using lethal weapons when people from both sides attempt to illegally cross the border.

When Chidambaram's attention was drawn to the alleged killing of a Bangladeshi national by throwing stones by BSF, Chidambaram denied the allegation. "I flatly deny it. No body was found. I requested my Bangladesh counterpart to investigate to find (out) the truth," he said.

Home minister Sahara Khatun said Bangladesh always protested when there was a border killing. When her attention was drawn to that killing, she said, "You have heard what the Indian minister has said."

"The Indian side has expressed positive attitude and assured that they will work to stop firing along the border," she said. Chidambaram's visit is crucial ahead of a planned Sept 6-7 visit to Dhaka by Indian prime minister Manmohan Singh. The minister arrived in Dhaka late Friday for a 24-hour official visit.

ENCLAVE ISSUE

Saturday's meeting was held following last week's joint headcounts in 162 adversely-held enclaves on both sides of the two nations. Of this, 111 are Indian territories inside Bangladesh. The enclaves are locked by territories belonging to the other side, a contentious issue between the two countries since the partition of the subcontinent.

A Joint Boundary Working Group meeting between the two sides and subsequent home secretary-level discussions earlier this year had agreed to expedite the process of exchanging the enclaves under a 1974 Indira-Mujib deal.

Chidambaram said issues relating to enclaves, adversely possessed land (APL) and undemarcated border will be resolved during the visit of prime minister Dr Manmohan Singh.

The headcounts completed last week found that some 51,000 people live in the enclaves. "The APL issue is almost resolved and there're one or two cases which need to be taken care of, while 6.5 kilometres of undemarcated boundary will be resolved before the visit of the Indian prime minister."

Bangladesh and India share over 4,000 kilometres of boundary and there are 111 enclaves in Bangladesh, while 51 in India. The Joint Boundary Working Group meeting was held in November last year and both sides already engaged in a process to seek an amicable solution to the outstanding boundary issue, he said. "Both sides have made a substantial progress to resolve the land boundary issue."

Shahara said they had a fruitful discussion on enclave exchange and hoped that they would be able to resolve all the disputes, including the border problems, very soon. The round-the-clock access of Bangladeshis living in Dahagram and Angurpota also came up at the meeting for discussion at the meeting, she added.

BORDER MANAGEMENT PLAN

Bangladesh and India signed the border management plan to enhance border control and uphold peace and tranquility. Chidambaram said he was glad that the border forces concluded the 'Border Management Plan' and he believed that this would help them manage the border better. "India has taken several measures to enhance border control and we are committed to cooperating with Bangladesh in protecting our borders from illegal activities," he said.

The Border Guard of Bangladesh and the Border Security Forces (BSF) of India signed the border management plan on Saturday. Shahara said the coordinated efforts of BGB and BSF would strengthen the border security by stopping smuggling and trafficking of human, drug and arms.

TRADE

The Indian minister said trade is a great booster of relationship and they were working on several projects to improve trade infrastructure and connectivity. "India has now undertaken to set up seven integrated check posts (ICPs) and a foundation stone of the ICP was laid at Agartala in May 2011," he said.

A new LCS was opened at Fulbari-Banglabandha in January this year and a border haat was inaugurated on Meghalaya-Bangladesh border earlier this month, he added.

HIGH LEVEL VISIT

Chidambaram said the relationship between India and Bangladesh was passing through a very promising phase as both sides embarking on a number of forward looking, pragmatic and mutually beneficial initiatives. "The regular high-level exchanges between our two countries in recent time have further cemented the bilateral relations," he said.

Sonia Gandhi, the president of the Indian National Congress, had been here earlier this week as the chief guest at the Autism conference and to receive Bangladesh Freedom Honour conferred on Indira Gandhi. Vice president of India also visited Dhaka in May marking the inauguration of joint celebrations of the 150th birth anniversary of Rabindranath Tagore, the Indian minister said.

"These events testify the shared struggle and sacrifice by the people of our two countries."

JOINT COMMUNIQUÉ

The Indian minister said a considerable progress had been made in implementation of the joint communiqué declared during the visit of prime minister Sheikh Hasina to Delhi last year.
"Prime minister Sheikh Hasina's visit to India in Jan 2010 has given a new direction to the course of our relationship," he said.

The two prime ministers had a common vision for the future of cooperation between the two countries, he added. "The joint communiqué adopted during the visit outlines various decisions and initiatives and it implementation would transform the bilateral relationship."

MANMOHAN VISIT

India attaches the highest importance to its relations with Bangladesh and seeks a deeper and stronger partnership, Chidambaram said. "We're guided by the fundamental premise that a stable, prosperous, democratic and peaceful Bangladesh is in our mutual interest."

India is committed to pursuing cooperation with Bangladesh that brings prosperity to the people and development of the two countries. Prime minister Manmohan Singh is looking forward to his visit to Bangladesh on September 6-7 at the invitation of Hasina to take forward the mutually beneficial cooperation as envisaged by the two leaders, he said.

Consumers in deep trouble as prices of essentials rise

Consumers vented their anger at the government saying there is no government monitoring in the kitchen market that encouraged traders to sell essentials at prices of their will.

Many essential commodities, consumed widely during the Ramadan, saw significant price-hike ahead of the holy month of fasting though sugar now sells at government-fixed retail price of Tk 65 per kg after repeated requests and directives from the authorities.(UNB)

The traders did not come out from their usual tendency of making hefty profit despite directives from the government and assurance from top business leaders.

Consumers vented their anger at the government saying there is no government monitoring in the kitchen market that encouraged traders to sell essentials at prices of their will.

During a visit to different retail shops in the city and kitchen market on Friday, it was found that prices of onion, chickpea, eggplant, date and spices saw a further hike ahead of the Ramadan. Traders at Malibagh Kitchen market were selling chickpea at Tk 70-Tk 90 per kg, onion at Tk 36-Tk 40 per kg and khesari dal (pulse) at Tk 42-Tk 50 per kg depending on their quality.

"Prices of chickpea, pulse (khesari dal) and onion have increased compared to last week," said Aminur Rahman, a shopkeeper at the kitchen market.

On the other hand, eggplant that is widely used for making 'Beguni', a common item for Iftar, was sold at Tk 40-Tk 50 depending on size and quality.Meanwhile, unpacked date was sold at Tk 280-Tk 300 per kg in the same kitchen market. However, the prices of these items are slightly higher in retail shops in different parts of the city.

Talking to this correspondent, Hafizur Rahman, a buyer at Malibag kitchen market said: "Just look around and see the attitude of the traders. There is no monitoring. How will we survive? Our salary is not increasing everyday." He said the price-hike of essentials can be controlled if the government goes tough against the traders.

Prices of mutton, broiler chicken and fishes have also increased though the price of beef remained mostly stable. Beef was selling at Tk 270 per kg, mutton at Tk 450 per kg and broiler chicken at Tk 135-Tk 140 per kg.

Last week, the traders made hefty profit by selling sugar at Tk 72-Tk 75 per kilogram defying the government directives to sell sugar at Tk 65 per kg.

The retailers now sell sugar at Tk 65 per kg as the sugar refiners resumed supply in adequate quantity and also began selling sugar at different points of the city by their own initiative.Ahead of the holy month of Ramadan, the government on July 22 re-fixed the maximum retail price of sugar at Tk 65 per kg, loose soybean oil at Tk 109 per liter and loose palm oil at Tk 99 per liter.

Meanwhile, state-owned Bangladesh Sugar and Food Industries Corporation (BSFIC) have decided to sell 15 lakh kilograms of sugar in open market during the holy month of Ramadan.

The BSFIC will start selling sugar at Tk 60 per kg from 1st Ramadan. UNB
