Dear All
Today forwarding a small subject in  country context,
but with far reaching impact on future of the country.
Persons with status of university teacher and cader
service officer taking shooting training with illegal
firearms from university students known as arms
cader of the ruling party students faction.  News
with pictures came in national dailies, except the
govt supporter ones.  No actions taken yet by the 
law enforcing authorities, except 'Temporary Expel'
of the two students by the university.  Could any one
dream of doing such things in 'brutal pakistani period' ?

Where the law & order situation of the country is taken
by the ruling party BAL, so busy in promoting spirit of
'Muktijuddah'.  Did the freedom fighters gave their
lives to see university teacher or cader service
officer go to illegal arms training.  It seems
apprehension that BAL has distributed 
thousands of illegal weapons to its
supporters to suppress opponents in
the coming years to continue its rule by
force - is possibly true.  If no legal action
is taken on this subject, that apprehension
will be established.  Pl wait and see.  Thanks.

According to Ribeiro, never confuse the terrorists with the community whose cause they claim to champion. The challenge lies in winning the community's trust and thus isolating the terrorists.

Until recently we only needed to worry about Pakistan's Inter-Services Intelligence (ISI), the agency responsible for funding, training, arming and showing the terror path to a small number of Indian Muslims.

Now we also need to think of the Islamic State of Iraq and Syria (currently in control of large parts of Iraq and Syria) and the newly launched chapter of the Al Qaeda in the Indian sub-continent (AQIS).
First thing on Friday morning, many Muslims from Mumbai, me included, received a text message from businessman and social activist, Farid Batatawala. Here it is with a few spellings corrected: "Ayman al-Zawahiri (Al Qaeda leader) is a big shaitan (devil), and Abu Bakr al-Baghdadi (leader of the ISIS, self-proclaimed Caliph of all Muslims) is a follower of that shaitan. They are all agents of America and Israel. Because they want to sell their arms, America and Israel are both trying to disturb the peace in India. But inshallah India will become a superpower within few years".
Other Muslim organisations and individuals have been as prompt in condemning Al Qaeda's intrusion into India, without any reference to the conspiracy theory. The President of the All-India Muslim Majlise Mushawarat, Dr Zafrul Islam Khan, has declared that "Indian Muslims would fight Al Qaeda if it tried to enter India" while the Khudai Khidmatgar has called upon them to "chase away any dubious character trying to spread Al Qaeda ideas." And Maulana Daryabadi, general secretary, All-India Ulema Council has commented that "secular Hindus" are more than sufficient allies for India's minorities. The ISIS and Al Qaeda are part of the problem, not the solution, for Indian Muslims.
Nonetheless, perhaps we should all be chanting inshallah now. With a multitude of "jihadi" extremists hallucinating about a new Caliphate, Islamic State and Sharia law on one hand and the increasingly belligerent crusaders for a "Hindu Rashtra" on the other, it looks like India could do with some divine intervention from Ishwar-Allah.
It is highly doubtful whether the multiple entrants in competitive criminality will, in itself, lead to a significant surge in the number of Muslim youth ready to be recruited for killing innocents, or dying, in the name of Islam. But that's no good reason for complacency. In the war for control of limited toxic territory, none can rule out attempts at "spectacular terror" to "outshine" rival seekers of foot soldiers. Were such a heinous crime to be successfully executed, the communal cauldron could boil over which, in turn, could create future potential recruits.
To break this vicious cycle, I believe the country has something to learn from two retired IPS officers from the Maharashtra cadre. No doubt there are many, many other serving and retired officers in khaki of whom secular India should be proud of. My reason for naming just two of them is because of what I have learnt from them through personal engagement over the years these lessons have a direct bearing on the issue at hand.
Julio Ribeiro, who was earlier police commissioner, Mumbai, was handpicked by then Prime Minister Rajiv Gandhi and deputed as DGP Punjab to tackle the Khalistani challenge in the state in the 1980s. To this day, Ribeiro attributes his success in dealing with the extremist menace in Punjab to a simple policy: Never confuse the terrorists with the community whose cause they claim to be championing. The greatest challenge in fighting terrorism lies in winning over the trust of the community and thus isolating the terrorists. It's evident from the experience of other countries, which also tells us that a bullets-alone approach is never the answer to terrorism.
Satish Sahney was made police commissioner of Mumbai (it was Bombay then) in November 1993. Below the surface calm then lay a wounded metropolis: because of the December 1992-93 Shiv Sena led anti-Muslim pogrom followed by the serial bomb blasts engineered by Dawood Ibrahim and his accomplices in March 1993. As was widely acknowledged at the time, partisan police conduct during the communal carnage had led to a complete breakdown of communication between the city's Muslims and the law-enforcement machinery.
Given this very unhappy state of affairs, Sahney single-mindedly embarked on the task of damage repair. Over several months in 1994, he along with a dozen or more of his top officers were often to be found inside a Muslim mohalla, seated among a large gathering of Muslim men and women. Mostly they listened, as account after painful account was narrated, from mohalla after mohalla, about how the police did nothing or acted in blatant communal fashion when Muslims turned to them for security.
There was anger, there was anguish, there was shouting and screaming, there was sobbing and crying. At times the meeting continued for several hours. In the process there was healing too. Sahney's "this should never have happened, never will" approach helped re-establish communication between Muslims and the police.
Perhaps there is something the Indian police could learn from this. But I recall one such meeting with Sahney and his officers from which the Muslim community too has something to learn. In the midst of a meeting, a journalist-activist (incidentally a non-Muslim) alleged that over 70-80 per cent of Bombay's police force was communal. This was hotly denied by some of the police officers present and an argument erupted. Minutes later, the meeting was brought back to order with a telling comment from the soft-spoken Sahney. "It is not a question of numbers. For me, as police commissioner of the city and for the police force under me, it should be a matter of great shame if even one police man or woman is communal." Call it "zero tolerance" policy.
For Muslims, the takeaway from Sahney's comment should be this: It is not a question of how many Muslim youth have taken to terrorism. Since it is oft reiterated that Islam strictly prohibits the killing of even one innocent person, it should be a matter of great shame for all maulanas, muftis and maulvis if even one Muslim is involved in a terror act. Who would pretend there is none?
If the police were to listen to voices such as that of Ribeiro and Sahney, if Muslims were to adapt the latter's "zero tolerance" policy to their own context, India would be better placed to face the growing terror threat.

JERUSALEM – Israel's Army Radio caused a stir here Monday when it reported that Egyptian President Abdel Fattah al-Sissi had proposed ceding parts of his country's territory in the Sinai Peninsula to create an autonomous, demilitarized Palestinian state. The plan, according to the radio report, was rejected last month by Palestinian Authority President Mahmoud Abbas.
The report was just four paragraphs long, and it was attributed to anonymous sources. It was also flatly denied by all parties involved, with Egyptian state media quoting Sissi as saying "no one can do that" and Palestinian presidential spokesman Nabil Abu Rudeinah releasing a statement saying no such proposal had ever been discussed.
Nevertheless, after a summer of bloody warfare in the Gaza Strip, the concept of an expanded Palestinian state in the sand dunes of the Sinai desert as a possible solution to the Israeli-Palestinian conflict was immediately thrown into the spotlight -- and heartily embraced by some Israeli politicians.
"What a wonderful proposal by the Egyptian president to give the Palestinians land five times the size of Gaza to create their state," Israel's Transportation Minister Yisrael Katz wrote in a Facebook post.
Israel's Minister of Science and Technology, Yaakov Peri, told Army Radio that it was certainly a "creative proposal," and a worthwhile one for Israel to examine in more detail, despite Abbas's purported rejection.
According to the radio report, Egypt would give up nearly 1,000 square miles of its territory adjacent to Gaza and, in return, Abbas would drop on his demands to form a Palestinian state within the 1967 lines that once divided Israel and Jordan.
The Palestinians, the report said, would continue holding onto areas in the West Bank that are currently under the control of the Palestinian Authority, but the expanded Gaza strip would form the bulk of Palestinian lands.
The idea of of expanding the coastal enclave into Egypt has been broached in the past by Israeli academics and leaders -- who, in the view of many Palestinians, very much want to foist Gaza onto Egypt, in part to further split the population of Gaza from that of the West Bank.
In 2008, the former head of Israel's National Security Council, Giora Eiland, suggested Egypt transfer some of its land to help form a Palestinian state and in return Israel would ease its restrictions on Egypt's military presence in the Sinai. Eiland's plan was to add a square at the northwestern tip of the Sinai Peninsula onto the 140-square-mile Gaza -- a space, according to Eiland, that is far too small to successfully support its more than 1 million residents. The plan was rejected at that time by Egypt.
Abbas met with the Egyptian president in Cairo last week, and throughout the summer's war in Gaza, he consistently supported Sissi's ceasefire plan. But tensions remain high between Egypt and Hamas, the militant Islamist group that controls Gaza and is an offshoot of Egypt's Muslim Brotherhood, which Sissi's military-backed government has declared a terrorist group. Egypt has also been struggling to regain control of the vast Sinai desert, where unrest and Islamist extremism have simmered since the 2011 revolution in Egypt.
The Palestinian Maan News Agency reported Monday that al-Tayyib Abd al-Rahim, the secretary-general of Abbas's office, as saying that the Palestinian leadership would not accept any alternative to a Palestinian state on 1967 lines with East Jerusalem as its capital."
Despite the interest -- and, perhaps, wishful thinking -- in Israel, Ruth Wasserman Lande, a former diplomat at the Israeli embassy in Cairo, insisted the plan "had nothing to do with Israel."

এ কে খন্দকার কেন এই বই লিখলেন

হঠাৎ করে এ কে খন্দকারের ১৯৭১ : ভেতরে বাইরে নিয়ে সবাই যেন বিস্মিত ও বিমূঢ় হয়েছেন। তাঁকে সবাই সজ্জন বলেই জানেন। কিন্তু এই কাজটা তাঁর জন্যে কি জরুরী ছিল? আবার একই সঙ্গে এই প্রশ্ন দেখা দিচ্ছে, তিনি নিজে এই বই লিখেছেন কিনা? তাঁর মতো মানুষ অন্যের লেখা বইয়ে নিজের নাম ব্যবহার করতে দেবেন? তাও ভাবতে কষ্ট হয়। এ কে খন্দকার সাহেব এই বইতে যা লিখেছেন তা কখনই তিনি প্রমাণ করতে পারবেন না। যুক্তরাষ্ট্রের রাষ্ট্রীয় গোপন দলিল থেকে এখন স্পষ্ট করে অনেক তথ্য জানা যায়। ইয়াহিয়া খান সব সময় বলেছেন, 'শেখ মুজিবের শক্তি বাঙালী জাতি ও বাঙালী জাতীয়তাবাদকে ঘিরে। এর বাইরে তাঁর করার কিছুই নেই।' ১৯৭১ সালের ১৫ মার্চ মার্কিন পররাষ্ট্র দফতরের ওয়াশিংটনস্থ এশিয়ার নিকটপ্রাচ্য বিভাগের সহকারী সচিব যোসেফ জে. সিসকো, পররাষ্ট্রমন্ত্রী উইলিয়াম পি রজার্স বরাবর নিচের গোপন তথ্য স্মারকটি পাঠান- "পূর্ব পাকিস্তানের শাসনভার মুজিবের হাতে : ইয়াহিয়ার ঢাকা গমন।" এই শিরোনামযুক্ত স্মারক বিবরণটি নানান কারণে আমাদের কাছে দারুণ বলে বিবেচিত হয়েছে। কী কী কারণে বঙ্গবন্ধু শেখ মুজিবুর রহমানকে পূর্ব পাকিস্তানের শাসনভার নিজের হাতে তুলে নিতে হয়েছে, তার বিস্তারিত বিবরণ তুলে ধরেছেন। এ কে খন্দকার তাঁর বইয়ের ৩০ পৃষ্ঠায় লিখেছেন, 'শোনা যায়, মার্চ মাসে ঢাকা বিশ্ববিদ্যালয়ের ইকবাল হলের (বর্তমানে সার্জেন্ট জহুরুল হক হল) ছাত্ররা নিজ উদ্যোগে পুরনো ৩০৩ রাইফেল নিয়ে শত্রুর মোকাবেলা করার প্রস্তুতি গ্রহণ শুরু করেছিল।' আবার তিনিই প্রশ্ন তুলেছেন যুদ্ধের জন্য কোন রাজনৈতিক নেতাদের প্রস্তুতি ছিল না। আসলে খন্দকার সাহেব মুক্তিযুদ্ধের প্রেক্ষাপট বুঝতে অসমর্থ হয়েছিলেন। তিনি তাঁর বইতে উল্লেখ করেছেন মার্চের প্রথম সপ্তাহে নাকি বাঙালীরা শুধু অবাঙালীদের সম্পত্তি লুটপাট করেছে। এটা তিনি প্রত্যক্ষ করেছেন। অবশ্য তাঁর এ প্রশ্ন করার আছে। তিনি তখন কোথায় ছিলেন? আর এটাকেই তিনি বলছেন আইনশৃঙ্খলা পরিস্থিতির ভেঙ্গে পড়া। সবচেয়ে আপত্তিকর কথা রয়েছে বইয়ের ৩২ পৃষ্ঠায়। দ্বিতীয় বিশ্বযুদ্ধের সময় উইনস্টোন চার্চিল শত্রুপক্ষকে আকাশে, মাটিতে এবং জলরাশিতে আক্রমণ করতে চেয়েছিলেন; তখন তাঁর সঙ্গে প্রবল শক্তিশালী মিত্রশক্তি ছিল। কিন্তু ৭ মার্চে বঙ্গবন্ধু 'আমরা ভাতে মারব, পানিতে মারব' কথাগুলো উচ্চারণ করেছিলেন সর্বাধুনিক অস্ত্র, যুদ্ধপ্রযুক্তি ও উন্নত কৌশলসমৃদ্ধ পাকিস্তান সেনাবাহিনীর উদ্দেশে। তাই তো শেখ মুজিবের ৭ মার্চ ভাষণ নিয়ে আজ সারা পৃথিবীতে গবেষণা হচ্ছে। যুক্তরাজ্য থেকে সম্প্রতি একটি গ্রন্থ প্রকাশিত হয়েছে - ' we shall fight on the beaches : the speeches that inspired history|এখানে ঞযব পড়হংবয়ঁবহপবং শিরোনামে ভাষণের ব্যাখ্যাও বিশেষভাবে প্রণিধানযোগ্য। exhortation for a mass uprising led to swift, violent repercussions. He declared East Pakistan to be independent and the nwe state was called Bangladesh। শুধু ভাষণই প্রকাশ করা হয়নি; গুরুত্ব ও তাৎপর্য ব্যাখ্যা করা হয়েছে। বিগত ২৫০০ বছরের ইতিহাসের গোটা দুনিয়ার ৪১টি ভাষণের একটি সঙ্কলন। সেখানে উপমহাদেশের একমাত্র নেতা শেখ মুজিবুর রহমানের ভাষণ সেই বইতে সন্নিবেশিত হয়েছে। ১৯৭১ সালে পাকিস্তানের প্রতি সহানুভূতিশীল অনেক দেশ বাংলাদেশের স্বাধীনতাযুদ্ধকে বায়াফ্রার বিচ্ছিন্নতাবাদী আন্দোলনের সঙ্গে তুলনা করার চেষ্টা করেছিল। কিন্তু দু'টি সংগ্রামের মধ্যে মৌলিক পার্থক্য বিদ্যমান। বঙ্গবন্ধু শেখ মুজিবুর রহমানের মাথায় সব সময় থাকত কোনভাবেই বাংলাদেশ আন্দোলনকে যেন নাইজিরিয়ার বিচ্ছিন্নতাবাদী আন্দোলন বায়োফ্রা'র সঙ্গে তুলনা করতে না পারে। বঙ্গবন্ধু শেখ মুজিব খুবই দক্ষতার সঙ্গে প্রতিষ্ঠিত করতে পেরেছিলেন বাংলাদেশ আন্দোলন একটি সত্যিকার জাতীয় আন্দোলন ও একটি গণতান্ত্রিক সংগ্রাম। বঙ্গবন্ধু শেখ মুজিব বাঙালী জাতিকে ৭ মার্চের জন্য ১৯৬৬ সাল থেকে প্রস্তুত করেছিলেন। এ কে খন্দকার সাহেবের বইতে রয়েছে অসংখ্য অসঙ্গতি। উল্লেখিত বইয়ের ৩৬ পৃষ্ঠায় লেখা হয়েছে 'কচুক্ষেত তখন অনুন্নত উপশহর ছিল। বঙ্গবন্ধুর সাতই মার্চের ভাষণের পর কচুক্ষেতের সাধারণ মানুষ বাজারে কাঁচামাল সরবরাহ বন্ধ করে দেয়। ফলে সেনানিবাসে বসবাসরত সামরিক ও বেসামরিক মানুষের নিত্যনৈমিত্তিক খাদ্যদ্রব্য সংগ্রহ করা কঠিন হয়ে পড়ে। পাকিস্তানী সেনারা সব সময় চোরাগোপ্তা আক্রমণের ভয়ে ভীত থাকত বলে দূরের কোন বাজারে যেত না।' তাহলে দাঁড়াল সাধারণ মানুষ বঙ্গবন্ধু নির্দেশ ঠিকই পেয়ে গিয়েছিল। কেননা অন্তত পাঁচ বছর ধরে বঙ্গবন্ধু একটু একটু করে দেশবাসীকে প্রস্তুত করেছিলেন। ৭ মার্চের ভাষণের পর বাঙালী জাতি বুঝে নিয়েছিল পাকিস্তান মৃত, স্বাধীন বাংলাদেশ বাস্তব সত্য। উল্লেখিত বইয়ের প্রায় সর্বত্র খুবই হাল্কা ধরনের খেলো যুক্তি দিয়েছেন। ৩২ পৃষ্ঠার এক জায়গায় লিখেছেনÑ"বঙ্গবন্ধুর এই ভাষণেই যে মুুক্তিযুদ্ধ আরম্ভ হয়েছিল, তা আমি মনে করি না। এই ভাষণের শেষ শব্দ ছিল 'জয় পাকিস্তান'। তিনি যুদ্ধের ডাক দিয়ে বললেন, 'জয় পাকিস্তান'। এটি যে যুদ্ধের ডাক বা স্বাধীনতার আহ্বান, তা প্রচ-ভাবে প্রশ্নবিদ্ধ এবং তর্কাতীতও নয়। যদি আওয়ামী লীগের নেতাদের কোন যুদ্ধ-পরিকল্পনা থাকত, তাহলে মার্চের শুরু থেকে জনগণ এবং সরকারী, বেসরকারী ও সামরিক কর্মকর্তাদের স্বল্প সময়ে সঠিকভাবে সংগঠিত করা যেত। সেটা করা হলে আমার মনে হয় যুদ্ধটি হয়ত-বা খুব অল্প সময়ের মধ্যে শেষ হয়ে যেত এবং আমাদের বিজয় নিশ্চিত হতো। কিন্তু পরিতাপের বিষয়, সেটা করা হয়নি।" কি আশ্চর্যরকম অপব্যাখ্যা! আবার সেই তিনিই লিখছেন- '২৩ মার্চ পাকিস্তান দিবসে দেশের বিভিন্ন জায়গায় ছাত্র-জনতা পাকিস্তানের পতাকা না উড়িয়ে বাংলাদেশের পতাকা উত্তোলন করে।' বইয়ের ৩৭ পৃষ্ঠায় উল্লেখ করেছেন যে, কর্নেল আতাউল গনি ওসমানীকে ১০ মার্চ বঙ্গবন্ধু শেখ মুজিব তাঁর সামরিক উপদেষ্টা হিসেবে নিয়োগ দেন। ২২ মার্চ অবসরপ্রাপ্ত বাঙালী সেনা, নৌ, বিমানবাহিনীর কর্মকর্তা ও সৈনিকেরা বায়তুল মোকাররমে একটি বিরাট সমাবেশ করেন। তাহলে কি প্রমাণিত হয় যে রাজনৈতিক নেতৃত্বের কোন যুদ্ধের প্রস্তুতি ছিল না। 
লেখক এ কে খন্দকার বইয়ের ৪০ ও ৪১ পৃষ্ঠায় উল্লেখ করেছেন, 'সেই সময় পাকিস্তানের পত্রিকাগুলোতে বঙ্গবন্ধুর বাসা ও আওয়ামী লীগের কার্যালয়ের ঠিকানা ও ফোন নম্বর দেয়া থাকত। প্রেসিডেন্ট বিমানে আরোহণের সঙ্গে সঙ্গে আমি বঙ্গবন্ধুর বাসার একটি টেলিফোন নম্বরে রিং করে ইয়াহিয়া খানের এইমাত্র ঢাকা ছেড়ে চলে যাওয়ার সংবাদটি দিলাম। টেলিফোনের ওপার থেকে কে ফোন রিসিভ করেছিল, তা আমি জানতে পারিনি। কিন্তু গলার স্বর ছিল খুব গম্ভীর ও ভারি। আমি ফোনে কারও নাম ধরেও চাইনি। আর আমার পরিচয়ও তাকে বলিনি। তারপর আমি ক্যান্টনমেন্টের ভেতরে চলে যাই।' এই লাইন ক'টির মর্মার্থ কি? প্রথমত, মার্চের উত্তাল দিনগুলোতে বঙ্গবন্ধুর নেতৃত্ব কতটা জনসম্পৃক্ত ছিল তার প্রমাণ দেয়। বঙ্গবন্ধুর বাসায় টেলিফোন রিসিভ করা ভদ্রলোকের গলার স্বর ছিল খুব গম্ভীর ও ভারী। এখানে কেন এ কে খন্দকার রহস্যময় তথ্য উপস্থাপনে প্রবৃত্ত হলেন? 
মীর জাফররা যুগে যুগে বাঙালী জাতির ভেতরে ছিল। যুদ্ধের আগে ও পরে মোশতাক ও তাঁর সহযোগীরা সংগোপনে মার্কিন প্রতিনিধিদের সঙ্গে যোগাযোগ রেখে চলেছেন। সবকিছু বিবেচনা করে তাজউদ্দীন আহমদের নেতৃত্বে মুজিবনগর সরকার খন্দকার মোশতাক আহমদের যুক্তরাষ্ট্র সফর বাতিল করে। অনেকটা আকস্মিকভাবেই প্রতিনিধি দলের নেতা নির্বাচিত হন লন্ডনে অবস্থানরত বিচারপতি আবু সাঈদ চৌধুরী। একই সময় বাংলাদেশ সরকার আওয়ামী লীগের সব সদস্যকে বিদেশীদের সঙ্গে যোগাযোগ ক্ষেত্রে দলীয় শৃঙ্খলা মেনে চলার পরামর্শ প্রদান করে। এ কে খন্দকার সাহেব বঙ্গবন্ধুর ৭ মার্চের ভাষণে কোন দিক-নির্দেশনা পাননি। কিন্তু তিনি হঠাৎ করে এ রকম একটি বই লেখার দিক-নির্দেশনা কোথা থেকে পেলেন? নাকি এ কে খন্দকার সাহেব ভেবেছেন, এটাই মোক্ষম সময়?
