Dhaka, Sep 20 (bdnews24.com)—The lead financier of the Padma bridge project, the World Bank is finally back on board ending days of speculations and frantic negotiations after the global lender pulled out of the project about two and half a months back. 

Bangladesh Ambassador to the United States Akramul Qader confirmed bdnews24.com on Thursday about the reversal of its previous decision to pull out citing evidence of corruption. 

"The World Bank has decided to engage itself in Padma bridge project and informed other lending agencies about the decision," Qader said over phone. 

Earlier in the afternoon, Finance Minister AMA Muhith had said the World Bank will also have to 'leave' certain things, along with the government, to reach an agreement. 

The Ambassador was expecting a formal announcement from the global lender on Thursday night. 

The World Bank decision followed the visit of Prime Minister's International Affairs Advisor Gawher Rizvi to Washington. He was supposed to meet the World Bank officials once again for further discussions. 

The Washington-based lender suspended its pledged $1.2 billion credit last year raising graft allegations against some senior government officials, and set some conditions for its return to the project. It finally cancelled the deal on June 29 saying no measures were taken to meet those conditions. 

The government responded by announcing that the bridge would be built with own resources, if need be, but continued pursuing the World Bank for reconciliation. 

As part of the process, former Communication Minister Syed Abul Hossain eventually resigned and Bridges Division Secretary Mosharraf Hossain Bhuiyan was sent on leave. 

Sources in the government said on Sep 18 that the Prime Minister's Economic Affairs Advisor Dr Moshiur Rahman, who was the Integrity Advisor of the project, had been sent on leave, but Moshiur denied this. 

The news of Moshiur going on leave gave rise to the latest wave of speculation that the final obstacle to World Bank's return to the project was removed. 

Rizvi left for Washington this month for meeting World Bank officials at its headquarters. The team of representatives from the Bangladesh government had met a group of World Bank representatives on Wednesday.

"I talked with Gawher Rizvi this morning too. He is scheduled to meet the World Bank officials today (Thursday)," said Ambassador Qader. 

Muhith had also hoped in the afternoon that the lending agency could make an announcement on the issue 'any moment'. "The government will also make its announcement once they make theirs." 

When asked about the latest situation regarding Moshiur, the Finance Minister said, "Moshiur Rahman will not have links with any economic matters, including the Padma bridge." 

The government had struck the deal with four international lenders – World Bank, Asian Development Bank, Japan International Cooperation Agency and the Islamic Development Bank – for building the bridge which was one of its major electoral pledges. 

A design for the 6-km long two-storied bridge establishing rail and road communications with the southern region was finalised. The government also began taking over land for the $ 2.9 billion bridge. 

The crisis began to unfold after Canadian engineering firm SNC Lavalin was charged by Canadian police with corruption in the bidding process for getting a supervisor for the project. The World Bank suspended the pledged $ 1.2 billion loan. 

The government had been refuting the allegation ever since it surfaced and refused to initiate any move to fulfil the World Bank conditions, leaving the project fate uncertain. 

The bank cancelled its contract in June this year alleging that the government had failed to meet its requirements, drawing strong reaction from Prime Minister Sheikh Hasina herself. 

The decision to build the bridge with own resources was taken in the Cabinet too, while talks went on with the government of Malaysia for funding. 

But, Muhith had always been optimistic about getting the bank back in the project. 

"In the beginning, the World Bank alleged corruption had taken place in the Padma bridge project. After our continuous denial and presenting facts before them, they are now talking in terms of a 'possible graft'," Muhith said in the afternoon. 

The Finance Minister said the government had to initiate some 'tough measures' over the issue. 

He also observed that the bank's change of heart has upheld the nation's goodwill, which was stained over the graft allegations. 

The World Bank pullout saw other lenders like the Asian Development Bank, Japan International Cooperation Agency and the Islamic Development Bank suspend their part of the loan. However, the ADB and the JICA extended their disbursement deadline twice at the government's request.

Actress in anti-Muslim film to ask for injunction

LOS ANGELES (AP) — An actress who appears in the anti-Muslim film trailer that has been blamed for causing riots in the Middle East wants a judge to order YouTube to take down the clip.
Attorneys for Cindy Lee Garcia plan to seek the injunction Thursday against the 14-minute YouTube trailer for "Innocence of Muslims" in a Los Angeles court.
On Wednesday Garcia filed a lawsuit against the filmmaker for fraud and slander, claiming she was duped by Nakoula Basseley Nakoula, the man behind "Innocence of Muslims" who has gone into hiding since the trailer rose to prominence last week.

She said she was unaware of the film's anti-Muslim content and the pages of the script she received had no mention of the prophet Muhammad, religion or sexual content, according to her complaint.
YouTube has refused Garcia's requests to remove the film, according to the lawsuit. The complaint contends that keeping it online violates her right of publicity, invades her privacy rights and the post-filming dialogue changes cast her in a false light. "(Garcia) had a legally protected interest in her privacy and the right to be free from having hateful words put in her mouth or being depicted as a bigot," the lawsuit states.

YouTube said it is reviewing the complaint and its lawyers will be in court on Thursday. The site is owned by search giant Google and has blocked users in Saudi Arabia, Libya and Egypt from viewing the "Innocence of Muslims" trailer. It has also blocked the video from being viewed in Indonesia and India because it violates laws in those countries.

The lawsuit states Garcia responded to an ad and thought she was appearing in an ancient Egyptian adventure film called "Desert Warriors." Dialogue in the amateurish film was later dubbed to include anti-Islamic messages and to portray Muhammad as a fraud, a womanizer and a child molester, and it was also translated into Arabic.

"The film is vile and reprehensible," Garcia's attorney, M. Cris Armenta, wrote in the document. Her client has received death threats since the film's trailer began drawing attention, and she is no longer able to care for her grandchildren, the lawsuit states.

"This lawsuit is not an attack on the First Amendment nor on the right of Americans to say what they think, but does request that the offending content be removed from the Internet," the complaint states.
Garcia, who lives in Bakersfield, Calif., claims her association with the film has harmed her reputation and caused "shame, mortification, and hurt feelings" and will impact her ability to get future acting roles, according to the lawsuit.

A man who answered the phone at the law offices of Steven Seiden, who represents Nakoula on any criminal repercussions he may face, declined comment. He said Seiden does not represent Nakoula, who is on probation for a bank fraud case in which he opened 600 fraudulent credit accounts, in civil matters.

According to the terms of his probation, Nakoula was allowed to only access websites with the permission of probation officials and for work purposes. It is unclear who uploaded the film to the site.
The lawsuit also names Sam Bacile, an alias that Nakoula gave to The Associated Press after the trailer was linked to protests that have since killed at least 30 people in seven countries, including the U.S. ambassador to Libya.

Regarding the Sept. 16 editorial "Winning the Middle East":
As I watched images of burning tires and U.S. flags and heard chants of "Allahu Akbar" on the television screen, I couldn't help but shudder to think that my co-religionists are causing such destruction. Where did they get the notion that any insult to the prophet Muhammad is a license to kill and cause mayhem? Which Koran are they reading that justifies such violence to protect the honor of the very man who was sent as a mercy to mankind?
It is a shame to see the state of the Muslim world today. But no power can change this state unless the people change themselves. I plead to my fellow Muslims: Go back to the true teachings of the Koran and the prophet Muhammad and spend your energy saving and honoring lives and properties, rather than destroying them.

There is no misunderstanding between Europeans and Muslims. This is a war whether you see it or not. These European nations do not want to be overwhelmed by Muslim demography. That is the ugly truth!

I can understand uneasiness among Euro population about immigrant and some of it is justified. However in the long run Europe will have NO choice but to admit more people in the continent. Because of the demographic and economic shift. The welfare based countries would badly need more tax paying citizens to support older beneficiaries.

In next couple of decades you will witness a drastic drop in migration to western world as well. Because African, south American and Asian economies are "Waking up" to a new ere where they will produce more and will likely to be able to support their own population. Also with time global population will learn more about each other and Inshallah will have less violence (Once we solve our water issues with India).

That is how I see it.

It sounds like a pygmy patronizing a great numbers of well educated and far superior civilized people of Europe. Please do not make yourself a fool. Go and live in any European city and find out what they talk about Islam. Most of them are very secular atheist minded and they do not entertain the idea that Islam is their solution. Here I have NOT called anyone "Idiot" (That is more of your style!). However the Europeans do have a long "History" (Many wars/conflicts over centuries) with Muslims. So it is quite obvious there are some misunderstandings between Muslims and non-Muslim Europeans. They lack knowledge of Islam since until recent years Europe was mostly a non-Muslim territory (Since forced deportation/murder of 1492). Also it is important to remember that, most of Muslim world was colonized by Europeans (Except Saudi Arabia and some smaller countries). So it is irrational to expect any "Love fest" instantly.

For example, Bangladeshis fought Pakistanis over 40 years ago, still our majority of politics revolves around 1971 and still it brings a lot of emotion among most of us.

Fortunately, since second world war many Muslims migrated to Europe and western world and relationship is slowly improving. But it is fair to say most western people don't know much about Islam. I am NOT blaming any parties but simply stating facts on ground.

Therefore, I disagree your idea that, there is no misunderstanding about Islam among Europeans. Those who live in or interact with western world knows VERY WELL that, there is a lot of "Opportunities" to remove misunderstanding of Islam in the western world.

Lastly, I do NOT consider all westerners fool neither do I consider myself a fool. I feel our Creator is fair to all of us and distributed fools and idiots among all nations of the world along with good people.

It is not the most important point in a discussion about religion but it has some importance. The fact that, a great number of Europeans reverting to Islam is noteworthy. Europe has been the center of many misunderstanding about Islam.

It is nice to see educated and successful men and women are accepting this faith on their own.

Because of the history Muslims had with mainly Christian Europe, it is worth making a note.

Personally I am more pleased that, many of these highly successful new Muslims are taking a lead on removing misunderstanding about Islam.

Having said that, I agree no one should gloat about it. Most of the people who "Gloat" are the once who does next to nothing to promote Islam. They just want to brag about Islam, their nation, political party, family.......and God knows what else.

It is important to understand, converting is a PERSONAL issue. Islam stands against forcing people to convert (Source: Al Qur'an 2:256).
