Huji hideout busted : Accused in Udichi, Ramna blasts cases arrested

Rapid Action Battalion yesterday arrested two members of banned Islamist militant outfit Harkatul Jihad al Islami (Huji), including its acting chief Abdul Hannan Sabbir, from a hideout at Keraniganj.Sabbir, 51, is an accused in sensational cases for carrying out bomb attacks on an Udichi programme in Jessore and a Pahela Baishakh celebrations event at Ramna Batamul, said Rab officials at a press conference at its headquarters in the capital.The other arrestee Ainul Haq, 28, was coordinating recruitment and secret training of Huji militants.

Sabbir was also sued in a case filed for planting a 76 kilogram bomb at Sheikh Hasina's rally venue at Kotalipara in Gopalganj in 2000.According to Rab, the arrestees rented a house near Pachgona Government Primary School in Ati Bazar area a month ago by disguising themselves as garment workers.Three teams of Rab-10, including members of its bomb disposal unit, jointly raided the house around 2:00am yesterday and captured the Huji men.The law enforcers also recovered some compact disks (CDs), a bomb-making manual and organisational books of the outfit.

Huji has been trying to reorganise recently, claimed Commander M Sohail, director of Legal and Media Wing of Rab. "Huji members were visiting different madrasas to recruit members and impart training to them. Analysis of such activities suggests they were planning to carry out subversive activities," he told The Daily Star.

An Afghan war veteran Sabbir was the founding organising secretary of Huji and later acted as commander of its northern unit. Hailing from Bogra, he used to reside in Rajshahi and run a women's madrasa there. He absconded from Rajshahi after the present government took over and launched a combing operation against militants, mentioned the Rab official. The militant took training on arms and explosives at camps in Ukhia under Cox's Bazar to join Iraq war in 1988, but Indian police arrested him for trespassing.Later in 1993, he returned home and started training the new recruits of Huji.

On December 14 last year Rab busted a Huji den at Raujan of Chittagong and arrested four military trainers. Sabbir was present there and managed to escape arrest.According to confessions made by already arrested Huji leaders, the militants are responsible for more than 20 deadly bomb and grenade attacks since 1999 that killed over 100 people.

US knew Guantanamo detainees were innocent: WikiLeaks



WASHINGTON (AFP) - The United States held hundreds of inmates who were either totally innocent or low-risk for years and released dozens of high-risk Guantanamo inmates, according to leaked classified files.

The new leaks reveal that inmates were held without trial on the basis of often seriously flawed information, such as from mentally ill or otherwise unreliable co-detainees or statements from suspects who had been abused or tortured, The New York Times reported.

In another revelation, a top detainee reportedly claimed that a nuclear bomb has been hidden somewhere in Europe to be detonated if Al-Qaeda chief Osama bin Laden is ever caught or killed.

The Times was among a group of US and European media outlets that also included The Daily Telegraph, NPR, El Pais, Le Monde, Der Spiegel and La Repubblica to receive 779 documents from the whistle-blowing website WikiLeaks.

At least 150 Guantanamo detainees were innocent Afghans or Pakistanis, including drivers, farmers and chefs, according to the Telegraph.

They were rounded up as part of frantic intelligence-gathering in war zones and then detained at the US naval base in southeastern Cuba for years due to mistaken identity or simply for being at the wrong place at the wrong time, the British daily said.

It said that overall, US military analysts considered only 220 of all the suspects in the George W. Bush-era "war on terror" ever detained at Guantanamo to be dangerous extremists.

Another 380 were deemed to be low-ranking foot soldiers who traveled to Afghanistan or were part of the Taliban, the Telegraph reported.

In dozens of cases, senior US commanders were said to have concluded that there was "no reason recorded for transfer" to Guantanamo Bay.

Prison officials were aware in at least two cases that they were holding innocent men behind bars and even acknowledged that in writing in their prison files, and yet it took months for them to be returned to their home countries, according to the public radio station NPR.

Meanwhile, about a third of the 600-some men who have been transferred to third countries were branded "high-risk" before being released or handed to other governments, The New York Times noted.

Of the 172 prisoners who remain at Guantanamo, 130 have been rated as posing a "high-risk' threat.

The Times said the files, which detail the background of each of the 779 people who have passed through the prison facility since 2002, revealed little about harsh interrogation tactics used at Guantanamo that sparked widespread condemnation around the world.

According to the paper, the best-documented case of an abusive interrogation at Guantanamo was the questioning in 2002 and 2003 of Mohammed Qahtani, a Saudi believed to have taken part in plotting the September 11 attacks.

Qahtani was leashed like a dog, sexually humiliated and forced to urinate on himself, the paper said.

"Although publicly released records allege detainee was subject to harsh interrogation techniques in the early stages of detention," Gahtani's file noted, his confessions "appear to be true and are corroborated in reporting from other sources."

However, a number of other prisoners were said to have made false claims of torture.

Meanwhile, according to the Telegraph, senior Al-Qaeda commander Khalid Sheikh Mohammed claimed that the terrorist group has hidden a nuclear bomb in Europe and unleash a "nuclear hellstorm" if Bin Laden is ever caught or killed.

In their top-secret detainee assessments, military analysts also provided fresh information about the self-proclaimed September 11 mastermind.

He was said to have ordered a one-time Baltimore resident in 2002 to wear a suicide bomb vest and perform a "martyrdom" attack against then Pakistani president Pervez Musharraf.

The assignment turned out to simply be a test of Majid Khan's "willingness to die for the cause."

President Barack Obama's administration, which has struggled to shutter Guantanamo, denounced the "unfortunate" release of the classified documents, part of a massive cache of secret memos leaked to WikiLeaks last year.

In a statement, the government said the Obama and Bush administrations had "made every effort to act with the utmost care and
diligence in transferring detainees from Guantanamo."

Shady business with OMS, VGD rice:3,750 sacks seized in Ctg, Bogra

Rapid Action Battalion (Rab) seized 3,750 sacks of rice meant for open market sale (OMS) and vulnerable group development programme from six warehouses in Chittagong and Bogra yesterday.
In the port city, a team of Rab-7 conducted a drive at the Pahartali rice market and seized 2,500 sacks of OMS rice from five warehouses -- Gaffar Traders, Selim Traders, Lucky Traders, Faruk Traders, Safa Traders, said Rab.

However, owner of Faruk Traders Md Faruk showed two memos and claimed they bought the rice from N Alam Traders of Tabalchhari in Rangamati. He also claimed N Alam Traders had bought the rice through a tender held at Rangamati Cantonment.The sacks were seized in presence of the Executive Magistrate of Chittagong Md Samsuzzaman who said the papers are fake.He also said the rice of food department cannot be stored in any private warehouse. Nobody can either sale or store the rice, he added.

Rajib Kumar Dey, inspector of food, Pahartali, who was also present at the spot said if the owners can show proper documents that they have bought the rice of food for work programme then they will be relieved.

In Bogra, Rab seized 1,250 bags of rice meant for OMS and VGD from a warehouse of a rice mill at Peergachha under Gabtoli upazila. A mobile court also jailed Emran Hossain Nahid, 26, son of the mill owner Abdul Khaleq, on charge of assisting in illegal hoarding and sale of rice outside of the public food distribution system. Nahid's father Khaleq and maternal uncle Jalaluddin Akhand escaped the scene sensing the raid, said Rab-12 commander Major Mostafa Asad Iqbal who led the team that raided the warehouse around 2:30am and seized 71 metric tonnes of government rice imported from Vietnam.

Gabtoli upazila food officer Mizanur Rahman filed a case with Gabtoli Police Station against Khaleq and Akhand under special powers act. Nahid, however, claimed during primary interrogation that his maternal uncle Akhand used to keep the rice in their warehouse and denied his and his father's involvement in it.Mizanur Rahman said the accused accumulated the rice worth Tk 17 lakh from various areas of the district for illegal sale in the market.

Experts call for basin-wide regional management of rivers originating from Himalayas


Experts at a workshop on Monday called for basin-wide regional management of Himalayan rivers for benefit of the people of the countries through which they pass through.

The Workshop Steering Committee under the sponsorship of IFC, New York organized the day-long international workshop on Sustainable Management of Himalayan Rivers at CIRDAP.The workshop focused on the scarcity of fresh water faced by the people in the region.

Foreign experts Dr Sudhirenda Sharma and Ramananda Wangkheirakpam from India, Dr Upendra Gautam from Nepal, Arshad Abbasi and Dr Shaheen from Pakistan and Dr Monirul Quader Mirza and local experts Dr SI Khan, Prof Jahiruddin Chowdhury, Prof Asif Nazrul, Farhad Mazhar and Syeda Rizwana Hasan, among others, took part in the workshop.The scarcity was exacerbated by the unsustainable development of water resources leading to deaths of rivers, said experts.

In a message sent to the workshop, State Minister for Environment and Forests Dr Hasan Hahmud hoped the workshop would help find an approach which is acceptable to all to save rivers, because the deaths of the rivers have caused not only environmental degradation, but also loss of livelihood and forced people to migrate.
He said it is extremely urgent for the people of all the countries dependent on the rivers flowing down the Himalayans to put their hands together and work out ways to sustainable management of these precious resources.

Representatives from a number of foreign diplomatic missions including USA, China, Pakistan and Canada took part in the workshop and called for looking at the flow of rivers not only from the representative of only water users but also from the perspective of the rivers themselves.

'Yunus lied to review committee'

The Grameen Bank inquiry committee has caught Muhammd Yunus lying on a number of issues, including his role in running many Grameen companies. The committee also concluded the 1996 fund transfer that caused all the trouble for the Nobel laureate was done without any lawful authority but admitted that the dispute had indeed been settled, although after a lot of wrangling, with the Norwegian government.

"A review of minutes of Board meetings shows that decisions on associate companies of Grameen Bank are taken after deliberations in the meetings. But Dr Muhammad Yunus told the review committee that these companies had nothing to do with Grameen Bank," the committee report said.

The five-strong panel was led by Dhaka University economics professor Dr A K Monaw-war Uddin Ahmad, who specialises in regulatory issues and teaches international trade. The committee, formed in January, submitted its report to the government on Monday. Dr Ahmad's team included central bank deputy governor Nazrul Huda, former deputy Comptroller and Auditor General Rokeya Deen, former bank management professor R M Devnath, and Supreme Court lawyer Mohsin Rashid.

Not just Yunus, the committee found, "Grameen Bank executives are acting as directors of 30 companies". On September 30, 2003, a board meeting gave permission for Yunus to act as chairman of 20 companies, the report said. "Until 2003, the Managing Director of Grameen Bank without the permission of the Board had been acting as Chairman/Director of other companies of the Grameen family," it said.

"There is no Board approval (yet) for Grameen Bank executives to act as directors of other companies. "According to the Grameen Bank Ordinance 1983, setting up of associate companies such as Grameen Fund and Grameen Kalyan is beyond its jurisdiction and therefore the Board of the Bank cannot even authorise the Managing Director and other executives to work as Chairman/Director of these organisations."

The inquiry also found that Yunus, being an employee of the bank, and other fellow executives went beyond their authority when they gave personal guarantees to set up at least 12 limited companies. A Grameen Bank spokesperson, general manager Jannat-E-Q-Quanine. when contacted by bdnews24.com at 11pm, declined to comment.

No respect for law

Grameen Bank broke laws in everything it did, according to the inquiry. "It grew big riding on a country-wide expansion of micro-credit. But in all the activities—administrative decision-making, procurement, role of directors in the Board, creation of different companies and organisations, use of funds, inter-company transfer of funds etc—there has been a tendency to violate laws and rules in Grameen Bank."

"In fact, the organisation did not follow rules and laws, rather grew completely dependent on one individual," the report said.

Female directors

The committee found that the much-trumpeted board representation from among poor borrowers of the bank was all sound and fury, signifying nothing. "It is also apparent from the proceedings of Board meetings that the elected female directors of the Grameen Bank do not play any role (in the deliberations). "It has been seen that the three government-nominated directors and the managing director are involved in all activities. The government-nominated directors form the executive committee. It is obvious that the elected female directors only attend the meetings.

"There is no relation between the principles and objectives of Grameen Bank and other associate companies. And it is clear from their (meeting) deliberations," the report said. "The full-time managing director of Grameen Bank Dr Muhammad Yunus is a public servant. But in the Article and Memorandum of Associations of Grameen Cybernet Ltd and Grameen Babsha Bikash, he has described himself as businessman.

"In Grameen Trust, he is a professor; and in Grameen Uddog, he introduces himself as Managing Director of Grameen Bank. In Grameen Textiles Mills Ltd Memorandum and Article, his address is Medical College Road, Panchlaish, Chittagong (not the usual address of Grameen Bank Complex)."

Fund transfer 'ultra vires'

The committee said that Grameen Bank indeed stepped beyond its legal authority to divert billions of takas of aid money to another arm of the Grameen family in 1996. It said that a 'credit account' was created in Grameen Kalyan by transferring the fund in the organisation to make the fund interest bearing. "It seems that the dispute regarding use/transfer of Norad aid funds for Grameen Bank has been settled. But the fund transfer to different organisations by Grameen Bank was beyond its authority (ultra vires)," the report said.

"Grameen Bank, from its revolving fund received from (Norwegian aid agency) Norad and other donors, transferred Tk 3.47 billion (Tk 347.18 crore) to Grameen Kalyan. "The bank in its balance sheet made revolving fund account debit and 'borrowing from Grameen Kalyan' account credit meaning it decreased equity and increased liabilities," the inquiry found.

"By doing so, the ownership of the fund was transferred. It can be considered as aid as no liabilities were incurred from Grameen Kalyan. Revolving fund should be used by Grameen Bank repeatedly," the report said.

"Besides, fund transfer issue was not mentioned in the agreement between Norad and the Bangladesh government. It means the action (fund transfer) of Grameen Bank was ultra vires. As a result, the objection raised by Norad on 15 December, 1997 seems logical."

"Grameen Bank sent a letter to Norwegian embassy on 8 January, 1998 and clarified that if the fund was managed by other organisations then efficiency would be increased, accounts of revolving fund would be properly utilised and it would reduce the tax burden." But, the committee said, it was not within the legal authority of Grameen Bank to transfer fund without the permission of donors on the excuse of reducing tax burden.

Hence if any one present at that time does not commit the intercourse , the victim should request them to do so. Otherwise benefit of doubt will be given to all the rapists.
7. It is important for the victim to understand that rapists belong to "respectable" family , they would not commit rape in their own home , therefore it will be in the benefit of the victim to "arrange" the rape in her own home. Otherwise keeping in account the "respectability" of the rapist's family, benefit of doubt will be given to rapist.
