বঙ্গবন্ধু হত্যাকাণ্ডের তদন্ত 'আটকেছিলেন' জিয়া

বঙ্গবন্ধু হত্যাকাণ্ডের তদন্তে যুক্তরাজ্যে যে অনুসন্ধান কমিশন গঠিত হয়েছিল, তার সদস্যদের বাংলাদেশে আসতে দেওয়া হয়নি।

১৯৮১ সালে বিদেশি এই কমিশনের সদস্যদের বাধা দেওয়ার সময় বাংলাদেশে রাষ্ট্রপতি ছিলেন জিয়াউর রহমান, যিনি বঙ্গবন্ধু হত্যাকাণ্ডের পর ক্ষমতার কেন্দ্রে চলে আসেন।

যুক্তরাজ্যের এই কমিশন ১৯৮২ সালের ২০ মার্চ তাদের প্রাথমিক প্রতিবেদন প্রকাশ করেছিল, যার একটি অনুলিপি বিডিনিউজ টোয়েন্টিফোর ডটকম হাতে পেয়েছে।

কমিশন তাদের প্রতিবেদনে বলেছে, বঙ্গবন্ধু হত্যাকাণ্ডের ক্ষেত্রে আইনি ও বিচার প্রক্রিয়াকে তার নিজস্ব পথে এগোতে দেওয়া হয়নি। আর এজন্য সরকারই দায়ী।

বিচার পাওয়ার পথে প্রতিবন্ধকতা দূর করতে বাংলাদেশ সরকারের প্রতি আহ্বান রেখেছিল স্বাধীন এই অনুসন্ধান কমিশন, যদিও তাতে কান দেওয়া হয়নি।  

বাংলাদেশের স্বাধীনতার চার বছরের মাথায় ১৯৭৫ সালের ১৫ অগাস্ট সপরিবারে হত্যা করা হয় জাতির জনক শেখ মুজিবুর রহমানকে। একদল সেনাসদস্য এই হত্যাকাণ্ড 

ঘটালেও এর পেছনে দেশি-বিদেশি ষড়যন্ত্র ছিল বলে মনে করা হয়। বঙ্গবন্ধুর দুই মেয়ে শেখ হাসিনা ও শেখ রেহানা তখন ইউরোপে থাকায় প্রাণে বেঁচে গিয়েছিলেন।

বঙ্গবন্ধু হত্যাকাণ্ডের পর ইনডেমনিটি অধ্যাদেশ জারি করে বিচারের পথ আটকে দেওয়া হয়েছিল।

তখন প্রবাসে থাকা বঙ্গবন্ধু পরিবারের সদস্য এবং  জেল হত্যাকাণ্ডের শিকার জাতীয় চার নেতার পরিবারের সদস্যদের আবেদনে 

যুক্তরাজ্যে এই কমিশন গঠিত হয়েছিল। এছাড়া বঙ্গবন্ধু হত্যাকাণ্ডের প্রতিবাদে ইউরোপের বিভিন্ন শহরে সমাবেশ থেকে ওঠা 

দাবিও কমিশন গঠনে ভূমিকা রেখেছিল।

কমিশনের চেয়ারম্যান ছিলেন ব্রিটিশ পার্লামেন্ট সদস্য স্যার টমাস উইলিয়ামস, সদস্য ছিলেন অ্যামনেস্টি ইন্টারন্যাশনালের 

সাবেক প্রেসিডেন্ট, আয়ারল্যান্ডের সাবেক মন্ত্রী, শান্তিতে নোবেলজয়ী শন ম্যাকব্রাইড, ব্রিটিশ পার্লামেন্ট সদস্য জেফরি টমাস; 

সদস্য সচিবের দায়িত্বে ছিলেন অব্রে রোজ।

১৯৮০ সালের ১৮ সেপ্টেম্বর কমিশন প্রথম বৈঠকে বসে, এরপর সদস্যরা সিদ্ধান্ত নেন বাংলাদেশে ঘটে যাওয়া ঘটনাটির বিষয়ে অনুসন্ধান চালাবেন তারা।

এরপর কমিশনের সদস্যরা বাংলাদেশে যাওয়ার সিদ্ধান্ত নিয়েছিলেন এবং ভিসার জন্য লন্ডনের বাংলাদেশ দূতাবাসের শরণ নেন।

১৯৮১ সালের জানুয়ারিতে কমিশনের পক্ষে বাংলাদেশে যেতে ভিসার আবেদন করেছিলেন জেফরি টমাস এবং তার এক সহকারী।

প্রতিবেদনে বলা হয়, "ভিসা না পাওয়ায় এই সফর হয়নি। কেন ভিসা দেওয়া হয়নি, সে বিষয়ে দূতাবাসের পক্ষ থেকে কিছু জানানোও হয়নি। 

দূতাবাসে কয়েকবার চিঠি দিলেও তা গ্রহণ করা হয়নি।"

'শেখ মুজিব মার্ডার ইনকোয়ারি: প্রিলিমিনারি রিপোর্ট অব দ্য কমিশন অব ইনকোয়ারি' প্রতিবেদনটি পুস্তিকা আকারে  লন্ডন থেকে প্রকাশিত হয়, যার মুখবন্ধ লিখেছিলেন বঙ্গবন্ধুকন্যা শেখ হাসিনা, যিনি এখন বাংলাদেশের প্রধানমন্ত্রী।

যুক্তরাজ্যে গঠিত এই কমিশনের সদস্যদের প্রতি আস্থা রেখে তিনি লিখেছিলেন, "তাদের নামগুলো এই নিশ্চয়তা দেয় যে 

তাদের তদন্ত বিচার ব্যবস্থার সর্বোচ্চ মান অক্ষুণ্ন রেখেই হত।"

ব্ঙ্গবন্ধু হত্যাকাণ্ডের একুশ বছর পর শেখ হাসিনার নেতৃত্বে আওয়ামী লীগ ক্ষমতায় যাওয়ার পর বিচারের পথ খোলে।

বিচারের রায় হওয়ার পর ক্ষমতার পালাবদলে জিয়ার দল বিএনপি সরকার গঠনের পর তা ঝুলে যায় আবার।

২০০৮ সালে আওয়ামী লীগ ফের ক্ষমতায় যাওয়ার পর বিচার শেষ করে পাঁচ খুনির মৃত্যুদণ্ড কার্যকর করে। 

এখনও বিদেশে পালিয়ে আছেন মৃত্যুদণ্ডে দণ্ডিত ছয়জন।

The convicted killers

Five individuals convicted of murdering Bangabandhu were hanged in 2010.

They are Syed Faruque Rahman, Sultan Shahariar Rashid Khan, Bazlul Huda, Mohiuddin Ahmed and AKM Mohiuddin.

Another, Abdul Aziz Pasha, who was hiding in Zimbabwe, died there in 2001, police say.

The authorities said they were not sure about the whereabouts of convict Risaldar Moslehuddin (Khan).

The other five are Abdur Rashid, Shariful Haque Dalim, M Rashed Chowdhury, AHMB Noor Chowdhury and Abdul Mazed.

Rashid had gone to Pakistan from Libya while Dalim was in Pakistan, Prime Minister Hasina had earlier said.

Four others are either in the US or Canada.  Hasina's government has repeatedly said that it is trying to bring them back to the country.

Twelve army officers involved in the assassination had been rewarded with jobs in diplomatic missions 

abroad in 1977 when Ziaur Rahman came to power through a military coup.

Clearly the Hindus of Bangladesh have been getting more religious also. It is going backward along with the Muslims.

About 20 years back, I used to write some commentaries in an internet newspaper in Bangladesh. The editor of that newspaper sent me Janmashtami greetings - wishing something like 'blessings of Lord Krishna' on me and my family. (I am trying not to reveal the identity of that Muslim gentleman because I did not obtain his permission to use it in a public forum.) That was the first and last Janmashtami greetings that I have received in my life of more than 60 years. I thanked the gentleman, but told him that I and the Hindu people that I had mixed with by then, including all my extended family, were not religious enough to ever exchange Janmashrtami greetings.

I am disappointed with this regression of Hindus in Bangladesh. But I suppose, when the majority moves toward religiosity, it is more challenging for the minority to move toward secular humanity. I can also see that the Muslims of Bangladesh can get some praise here - they are being tolerant and welcoming of the religious celebration of the Hindus.

History: Kedarnath Datta Bhaktivinoda Thakura (1838-1914 http://bit.ly/2fSaL B8) was an influential thinker and spiritual reformer of the Bengali Renaissance period who cultivated a more open form of Gaudiya Vaishnavism (one of the major traditions in Hinduism). In 1880, he was the first to send writings on Caitanya's theology to the Western world when he sent his works to Ralph Waldo Emerson in the U.S. and to Reinhold Rost in Europe. His son Bhaktisiddhanta Sarasvati Thakura (1874-1937) took a vow of pious renunciation (sannyasa) and started Gaudiya Matha monastic organization in 1920. In 1932, Mahatma Gandhi challenged India's leading orthodox Hindu organisations on the practice of untouchability. In reply, Bhaktisiddhanta Sarasvati disregarded caste/social background as a criteria for religious eligibility and argued that Vishnu temples should be open to anyone. Gaudiya Vaishnavism did not spread globally until one of his disciples, A.C. Bhaktivedanta Swami Prabhupada (1896–1977) http://bit.ly/2gur eiz, decided at age 69 to bring Gaudiya Vaishnavism to the United States. In 1966, he founded the International Society for Krishna Consciousness (ISKCON) in NYC. A temple was then started in SF, then some devotees started one in London where they met George Harrison. The movement then became more popular throughout India after Prabhupada returned there in 1971.  In 1996, the Government of India issued a commemorative stamp to honor Prabhupada. In 1998, India's then-prime minister Atal Bihari Vajpayee stated, "If the Bhagavad Gita, the holy text of the Hindu traditions, is printed in millions of copies and scores of languages and distributed in all nooks and corners of the world, the credit for this great sacred service goes chiefly to ISKCON. For this accomplishment alone, Indians should be eternally grateful to the devoted spiritual army of Swami Prabhupada, the founder of the Hare Krishna movement, and to his followers ... The arrival of Bhaktivedanta Swami Prabhupada in the United States in 1965 and the particular popularity his movement gained in a very short span of 12 years must be regarded as one of the greatest spiritual events of the century."
