জয় আতংক !!

আগামী দিনের নেতা , ডিজিটাল বাংলাদেশের রূপকার সজীব ওয়াজেদ জয়ের প্রথম রাজনৈতিক ভাষণেই বিএনপির ঘুম হারাম ! পাতী নেতা থেকে শুরু করে ল্যাংড়া , ডিগবাজি সবাই কোরাসের সুরে জয়ের বস্তুনিষ্ঠ ভাষণকে বিকৃত করে অপপ্রচারে, আদাজ্বল খেয়ে নেমে পড়েছে ! সচেতন মহল বলছেন এক ভাষণেই বিএনপির এই ত্রাহি অবস্থা , না জানি সারা দেশ জুড়ে মায়ের সাথে ভাষণ দিয়ে বেড়ালে তখন কি অবস্থা দাড়ায় ! জয়ের উদ্দীপ্ত ভাষণে তখন "নৌকায়" এমন জোয়ার আসবে যে সেই জোয়ারে "ধানের শিষের" আর আলোর মুখ দেখতে হবেনা ! এই কথা ভেবেই বিএনপি নেতাদের আজ ঘুম হারাম ! বিএনপির থিঙ্ক-ট্যাংক জয়ের অগ্রযাত্রা প্রতিহত করার জন্য নানা অংক কষছেন ! বেশ কিছুদিন ধরে বিএনপি এবং তার তল্পিবাহকরা জয়ের পারিবারিক বিষয়ে মিথ্যা বানোয়াট অপপ্রচার করে আসছিলো কিন্তু এবার সস্ত্রীক দেশে আসার পর তাদের সেই কুত্স্যা রটনা জনগনের নিকট ধরা পরে গেছে ৷

যুব লীগের ইফতার পার্টিতে জয় যুগোপযোগী সত্য কথাই বলেছেন ৷ তার নিকট তথ্য আছে বলে জয় আওয়ামী লীগ এবং বিএনপির শাসনামলের দেশের উন্নতির তুলনামূলক তথ্যের কথাই বুঝিয়েছেন , তিনি বোঝাতে চেয়েছেন গত সাড়ে চার বছরে আওয়ামী লীগ দেশের যা উন্নতি করেছে বিএনপি গত দুই টার্মে একত্রে তার সিকি ভাগও করতে পারেনি ! তার কাছে তথ্য আছে বলে জয় বিএনপির দুর্নীতির সাথে আওয়ামী লীগের তুলোনামূলক তথ্যের কথাই বোঝাতে চেয়েছেন ! দুর্নীতিতে বিএনপি পর পর পাঁচবার বিশ্ব চ্যাম্পিয়ন হয়েছিলো আর আওয়ামী লীগ সেই কালিমা থেকে জাতিকে মুক্তি দিয়ে দেশকে ৪০ নাম্বারে নিয়ে এসেছে ! বিএনপির "যতসব" অপপ্রচার রুখে দিয়ে , টেকনাফ থেকে তেতুলিয়ায় এই সব তথ্য সঠিক ভাবে প্রচার করলে আওয়ামী লীগ আবার জয়ী হবে বলেই জয় বোঝাতে চেয়েছেন কিন্তু বিএনপির "গলাবাজ" নেতারা তা বুঝেও না বুঝার ভান করছে এবং দেশবাসীকে বিভ্রান্ত করার অপপ্রয়াস চালাচ্ছে !

পাচ পাচটি সিটি কর্পোরেশনের নির্বাচনে আওয়ামী লীগ সমর্থিত প্রার্থীদের পরাজয়ের পর কর্মী এবং সমর্থকরা ছিলো প্রচন্ড হতাশ , প্রাণচাঞ্চল্য ছিলোনা কোথাও ! অন্য দিকে বিএনপির কর্মী আর সমর্থকরা ছিলো উজ্জীবিত , মনে হচ্ছিলো তারা যেনো জাতীয় নির্বাচনে জয়ী হয়েছে ! কিন্তু জয়ের সময়োপযোগী ভাষণ নিস্তেজ কর্মীদের উজ্জীবিত করতে "টনিকের" মতো কাজ করেছে , আওয়ামী লীগ এবং তার অঙ্গ সংগঠনের কর্মী , সমর্থকরা হতাশা কাটিয়ে আজ আবার জেগে উঠেছে ! তারা আজ বুঝতে পেরেছে "অন্তর্দ্বন্দ" ভুলে গিয়ে ঐক্যবদ্ধ ভাবে কাজ করলে কোন অপপ্রচারই আগামী সাধারণ নির্বাচনে আওয়ামী লীগের জয়যাত্রা রুখতে পারবেনা ৷ বিএনপি এবং তার মিত্ররা তা ভালোভাবেই বুঝতে পেরেছে আর তাই তারা আগামী দিনের জননায়ক সজীব ওয়াজেদ জয়কে বিতর্কিত করতে উঠে পরে লেগেছে ! তারা আজ "দিবা-রাত্রি জয় আতংকে" ভুগছে !!

Sheikh Hasina Saved Bangladesh from the Islamic Jihadists

There was a frightening conspiracy of the Islamic Jihadists of Hefajot-e-Islam, BNP, Jamat-e-Islami and an 18-party alliance against Sheikh Hasina's secular government of Bangladesh on the 5th and 6th  of May, 2013. Their master plan was to overthrow Sheikh Hasina's government through the Dhaka Siege Program of Hefajot-e-Islam on the 5th of May 2013 to be followed by the sit-in-strike of BNP-Jamat and their 18-party alliance, thus creating anarchy and lawlessness through arson and the massive destruction of public and private properties as well as through attacking law enforcement forces in Dhaka. They wanted to install a Taliban-style Islamic Sharia-Law-based government as in Pakistan, Afghanistan and Iran. Fortunately, the Great Almighty Allah has given enough strength and courage to Prime Minister Sheikh Hasina to save Bangladesh from the Islamic Jihadists by chasing them from Dhaka and foiling their conspiracy.
Hefajot-e-Islam, an ultra-extremist Islamic organization, besieged Dhaka, the capital city of Bangladesh on May 05th 2013 creating turmoil in Bangladesh's national politics. The six entrances of Dhaka were occupied in the early morning by the workers and supporters of Hefajot-e-Islam, mainly students and teachers of the Madrasas, Islamic institutions. They had travelled from different places in the country for a sit-in strike and isolated Dhaka from rest of Bangladesh. Even transport was not allowed to get in or to leave the city. Afterwards, they marched to Shapla Chottor of Motijheel commercial area at the heart of the Bangladesh's financial district. It is just opposite the Bangladesh Bank, the Central Bank of Bangladesh & Sonali Bank, the largest government owned commercial bank.
The public meeting near the central bank, the largest government bank and many other banks and financial institutions was planned to be held in the afternoon. The aim of this meeting was to force the government to accept the 13 demands; otherwise, they would take over the government the very next morning. This Hefajot-e-Islam (Protector of Islam) had a large public meeting following a Long March - about quarter of a million individuals on April 06th 2013 at the same venue putting forward their 13-point demands, they announced that any government would have to accept their demands to remain in power.
The Hefajot-e-Islam leaders complained that Sheikh Hasina was permitting Ahmedia, Kadiani, Hindus, Christians, Buddhists, and  the atheists to live freely in Bangladesh. Thus, they called for Jihad, a holy war organized to safeguard Islam in Bangladesh against the secular government of Sheikh Hasina. For every Muslim, jihad is a religious duty to fight to protect Islam from abolition. The followers believe that those who die in jihad become saints and are ensured a place in heaven. However, the notion of jihad in the 21st century has become aim at creating a perfect Islamic society by combating Western influences and secular governments. Hence, Hefajot-e-Islam has called a jihad to oust Sheikh Hasina's secular government and install an ultra-orthodox Islamic Sharia-based government. The Chairperson of the Bangladesh National Party (BNP) and an 18-party alliance, and the opposition leader in the Parliament, Begum Khaleda Zia, had a public meeting on May 04, 2013 where she declared  her full support and solidarity with the movement of Hefajot-e-Islam. She also gave a 48-hour ultimatum to Prime Minister Sheikh Hasina to meet her (Khaleda Zia) demand for a non-party care-taker government for holding the next general election;  otherwise, her 18-party alliance would also have itsr own Dhaka siege starting on May 6th 2013. After the 48-hour dead line, Begum Zia, along with her 18-party alliance including Jamat-e-Islami and Hefajote-e-Islam would remove Hasina's government from power.
Evidently, both Khaleda Zia's 18-party alliance and Hefajot-e-Islam secretly collaborated on the same agitation on the 5th and 6th of May, 2013, to occupy  Dhaka, the President's Palace "Bangobhaban" and the Prime Minister's office and home "Gono Bhaban" with the assistance of the mass Islamic Jihadists. Thus, they were confident in ousting Sheikh Hasina's 14-party secular grand alliance government only eight months before the general election, after four years and four months after forming government which has almost a three-fourths majority in the parliament.

Hefajot-e-Islam was formed in 2010 by a number of extreme Islamic religious organizations which claimed to be non-political. However, a few of their partners are also members of the 18-party alliance led by BNP, the main opposition party in the Parliament. Hefajot-e-Islam  incorporates the notorious Jamat-e-Islami, Nezam-e-Islami, a faction of Islami Oikko Jote, and Islami Chhatro Shibir. This shows that the relation of Hefajot-e-Islam with Begum Khaleda Zia, the leader of 18-party alliance,  is very close. Moreover, their behaviors are very violent as well; the Jamat Shibir, Nezam-e-Islami, and Hefajot-e-Islam were not only against the Bangladesh's liberation war; they did not want the independence of Bangladesh. Instead, they wanted Pakistan to continue to rule Bangladesh as East Pakistan. Thus, they sided directly with the Pakistani occupation forces and formed  forces such as Razakar, Al-Badar, and Al-Shams and fought against the war of independence directly. Moreover, they directly participated in the killing of 3 million innocent people, raped thousands of women, burnt houses and properties that were worth billions of dollars. They destroyed industries, roads, and bridges and committed genocide along with the Pakistani forces in 1971. The Amir of Hefajot-e-Islam, Moulana Allama Shah Ahmed Shafi, was said to be an organizer of Al-Badr Force and collaborated with the Pakistani forces against the independence of Bangladesh.
The leaders and workers of Hefajot-e-Islam began marching towards the business center of Dhaka from different corners. While their processions were passing through the streets, the government forces (police and the Rapid Action Battalion -- RAB) were helping them move through the busy city roads easily. Since it was a week day in Bangladesh, thousands of individuals were out on the streets, and the roads were filled with public and private transportation. During the processions, some of the people started throwing Molotov cocktails, bombs, bricks and stones at the police and RAB forces. They threw stones and set every vehicle on fire. Moreover, they destroyed shops, stores, food places and offices on both sides of the busy streets of Dhaka. They, in addition vandalized, and burnt bank ATM machines, bank buildings, and even some political party offices. They also plundered police stations, cut many trees, obliterated road islands, and plundered cash and gold ornaments from the banks and jewelry stores. The Islamic Jihadists also entered the National Stadium and destroyed the galleries, VIP boxes, furniture and equipments, worth millions of dollars.
When the RAB and police tried stopping these unruly thugs the Islamic terrorists attacked them with bombs, Molotov cocktails, stones, bricks, and guns. Police responded by firing tear gas, water cannons, sound grenades and rubber bullets depending upon the aggressiveness and intensity of attacks. Police tried to scatter them and move them far from the spot. However, the Islamist thugs in the processions were so combative that they pursued the police and RAB forces with sticks and batons. Government forces had sometimes to retreat in the face of their aggressive attacks. Hence, it was the open battle between the two armed camps:  the government forces ( police and RAB) and the Islamic Jihadists. Such armed  fights continued at different places on the Dhaka streets from 11 am and on into the night. In the mean time, the Jihadists destroyed and burnt Dhaka and burnt Holy Qurans.
Later, Hefajot-e-Islam sought permission from the government to hold a peaceful public meeting at the commercial area of Motijheel Shapla Chottor from noon to 6 pm. This public meeting of the Hefajot-e-Islam began in the morning, and the leaders spoke out against Sheikh Hasina's  secular government, asking the government to implement their 13-point demands including changing the constitution and making Bangladesh an Islamic Country, making Islam  the state religion, forbidding women from working outside, forbidding girls and women from going to schools and colleges/universities, passing blasphemy laws with death penalties for anyone - who might insult Islam and the prophet Mohammad (PBUH), hanging atheist bloggers who write against Islam and the Prophet in their online journals, introducing Islamic instruction at all educational institutions as well as establishing Shariah-based state and social laws.
While the boisterous Islami Jihadists were vandalizing, pulverizing and burning the city, Begum Khaleda Zia, the leader of the opposition, the Chairperson of BNP and the leader of the 18-party alliance asked the leaders, supporters, and  workers of the alliance and people of Dhaka city to turn out in favor the Hefajot-e-Islam and help them make their program a victory. Accordingly, a hefty portion of the 18-party alliance leaders and workers joined the Hefajot-e-Islam's dangerous crusade.
The Hefajote Jihadists were ready to engage in eye-to-eye battles with the government forces on the streets of Dhaka. They brought hundreds of bags full of gun powder, cans of gasoline, explosives, weapons, ammunition, lighters, Molotov cocktails, hand bombs, and many other lethal weapons. They announced that they had thousands of volunteers in their suicide squads who would fight to oust the Hasina's secular government. There was anarchy and mayham - all around in the streets in the center of Dhaka.
The Hefajot-e-Islam assembled at the Shapla Chottor in Motijheel Commercial Area where a platform was set up for the leaders to address the public. The leaders of the Hefajot-e-Islam were uproariously yelling at the administration and, at the same time, instigating the Hefajote members to give up their lives to safeguard Islam by taking part in the jihad.
The General Secretary of Bangladesh Awami League, the ruling party, Mr. Syed Ashraful Islam had a press conference at 5 pm on May 5th when he asked the Hefajot-e-Islam to end their program and leave the city by evening; otherwise,  law enforcement agencies would be forced to push them out of Dhaka. When seeking permission to hold the public meeting the Hefajot-e-Islam promised that they would end their program in a peaceful manner and leave the city before sunset. However, they failed to keep their promise, pronouncing their sit-in-strike until the government accepted their 13-point demands or leave power. A significant number of Hefajoti workers continued their vandalisms all through the financial region of Dhaka untill the early morning of May 6th.
 The government's intelligence service accumulated information that the Hefajot-e-Islam had been constrained by the Jamat-e-Islam and BNP and their 18-party alliance who had asked them not to leave Dhaka, rather, they should continue their attack on the government forces for an  indefinite period of time. The Hefajot-e-Islam Amir (Chief)  Moulana Allama Shah Ahmed Shafi was going to Shapla Chottor in the afternoon to declare the end of their Dhaka Siege Program, but he was halted by the central leaders of BNP who asked him not to go to the public meeting. The BNP leaders guaranteed Moulana Allama Shah Ahmed Shafi of Hefajot-e-Islam that, if  they could carry on their sit-in Dhaka attack over the night, millions of workers and supporters of 18-party alliance would go along with them starting the next day. When Khaleda Zia's 48-hour ultimatum to Prime Minister Sheikh Hasina ended, the BNP, Jamat, Shibir and their 18-party alliance would join Hefajot-e-Islam and launch an Islamic revolution. In this way, if  they could make such turmoil in the city, a portion of the military might break away and join them in the uprising. Thus they could occupy the Secretariat, President's Palace and Prime Minister's office and residence, and, beyond any doubt, they would topple the government. At that point, they would form their own government and turn Bangladesh into an ultra-orthodox Islamic country. Some Hefajoti leaders were offered positions as Ministers, and Hefajoti leader Moulan Shafi was offered the presidency.
Hefajot-e-Islam disregarded the request of the ruling party general secretary and carried on their unlawful criminal acts. At this critical juncture, the popularly elected government had  no other choice but to stop this anarchy and the jihadists aim of toppling the elected government. The government had to send forces to disperse the unruly political jihadists and bring the situation back under the government's control.
Government forces spoke first to the leaders of the Hefajot-e-Islam at the sit-in-strike at the Shapla Chottor and encouraged them to abandon the spot peacefully, giving them an opportunity to clear out by 2:30 am. However, the leaders of Hefajot-e-Islam did not honor the request of the authorities. Instead, they killed a soldier of the BGB (Border Guard of Bangladesh) force and a police officer when they went to their podium to speak to them. The Hefajote leaders were speaking loudly, inciting people to sacrifice their lives by joining their jihad in order to protect their religion.  
Thus, having failed to persue the leaders of the Hefajot-e-Islam to leave Shapla Chottor, a couple of hours later, the joint forces of police, RAB and BGB began their campaign of expelling the Hefajote leaders, workers and supporters from the city streets with the aim of "Zero Casualties".  The Joint Forces began their campaign from two sides and kept the other two sides open for the Hefajote Jihadists to exit easily. The forces began discharging rubber bullets, sound grenades, tear gas, smoke shells, and water cannons in the air, hundreds at a time, no lethal weapons. However, soon  before the removal campaign of the law enforcing agencies began, the leaders of the Hefajot-e-Islam had escaped the spot covertly, despite ordering their workers to continue to battle against the government forces and to perish for paradise.
Many Hefajot-e-Islam's workers and supporters, especially the suicidal squads who were trained in arms and weapons became terrified at the ground shattering sound and began fleeing Shapla Chottor. It took just 10 minutes for the government forces to scatter the Hefajot-e-Islam's leaders, workers and supporters to leave the Shapla Chottor, but it took another two hours to find the Hefajotes in the buildings and side roads where they were hiding. The Hefajotes were allowed to leave the city and return to their homes safely.
Of the many Hefajote workers and supporters who surrendered to the government forces, majority of them were found to be 8 to 16 year old children, students of the Madrasas (Religious Schools), and a significant number of them lived in the orphanages. They confessed  to the police that they were compelled by their teachers to come to Dhaka, but they did not know that they were coming to overthrow the government. Many of them  had never been to Dhaka in their life. If they did not come, their Huzurs (instructors) would have whipped them in their classes.
            Subsequently, the master plan of the jihadists of the BNP – Jamat-Shibir's 18-party alliance and the Hefajot-e-Islam for launching an Islamic Revolution for toppling Sheikh Hasina's secular government failed totally. Jamat-Shibir needed to dismantle the International War Crime Tribunals where a number of their top leaders including their former and current Amirs, Secretary General,and  Nayebe Amirs were being tried, and some had already been given death penalties. These leaders of Jamat-e-Islami and Islami Chhatro Shibir committed crimes against humanity and all sorts of criminal acts carried out throughout the liberation war of Bangladesh in 1971. They want to get their acused leaders free and released unconditionally.
A few leaders of Hefajote and Jamat-e-Islami are also refugees from Afghanistan and Pakistan. They headed off to Afghanistan and Pakistan as volunteers, joined the Al-Qaida, and met with Osama Bin Laden and other Al-Qaida leaders. They went there to become Taliban and received political, religious and arms training there. They returned to Bangladesh and joined the prohibited Islamic terrorist under ground forces such as Hizbul Tahir, Hizbat Ul Jihad (HUJI), JMB, JMJB and so on. They imported Taliban-style  guerrilla warfare into Bangladesh. Thus, they subtly upheld their relations with the Jamat-e-Islam and Hefajot-e-Islam and wanted to start  a Taliban-style armed Islamic insurgency in Bangladesh. Fortunately, the Great Almighty Allah has given Prime Minister Sheikh Hasina enough strength and moral courage to save Bangladesh from the so-called Islamic Jihadists.

It appears that we have to go a long way to get the Quislings uprooted from our holy soil. Be it sure that non can enforce any wrong doing with Bangladeshi for long on any pretext to undo our " Shadhinata " earned by the blood of the patriot " Mukti Jodhdhas" not " Chukti Jodhdhas". In A marked difference from the border ceremony on the India-Pakistan frontier, retreat ceremonies planned for the India-Bangladesh border will include renditions from the works of famous Bengali poet Kazi Nazrul Islam, who spoke about undivided Bengal.

India and Bangladesh decided to organise retreat ceremonies at four places on their frontier after talks in March between their border forces. It was also decided to keep the ceremony cordial, devoid of any feet stomping or aggressive body language.

The ceremony will be held at Petrapole-Benapole and Siliguri in West Bengal and Changrabandha-Burimari and Akhaura in Tripura.

Following the meeting, the BSF proposed inclusion of the works of Nazrul, who was known for his bidrohi (rebel) writings. Nazrul was born in Churulia in present day West Bengal but moved to Bangladesh on its invitation in 1972.

"We decided to include Kazi Nazrul Islam's works as we wanted to do something which projected the common history of both countries. If people from both sides of the border come to watch the ceremony, they should go back with a slice of history. Moreover, it should project the culture of Bengal," said B D Sharma, ADG, BSF.

"The ceremonies will be held from Friday to Sunday as the weekend in Bangladesh starts on Friday itself," he said. The BSF has engaged famous Bengali singer Nirmalya Roy and dancer Alokananda Roy to choreograph the show.

"Everything is in place. Our men are already trained to perform such parades. We will also include school children from both sides in the ceremony. Besides parades, it will also have dance and music," another officer said.

Bangladesh Telecommunication Regulatory Commission (BTRC) in 2005, had allocated spectrum worth billions, completely free of cost to the sixth mobile operator in the country, Warid Telecom, a venture of the Dhabi group, which India's Airtel bought controlling stock of in 2010.

However, the regulator, only two years later, had charged its competitors – Grameenphone, Banglalink and Robi – Tk800m per Mhz of spectrum on the same frequency range. Grameenphone bought 7.4 MHz with the price of Tk5.92bn, Banglalink took another 2.6 MHz in Tk2.08bn and Robi also bought 2 MHz in Tk1.60bn during the caretaker regime.

The "discrimination" was discovered in an audit of the regulator's operation in between 2001 and the 2009-10 fiscal year by the office of the Comptroller and Auditor General (CAG). It also estimated the government lost around Tk12bn due to the free allocation basing their calculations on the 2007 rates.




Contrary to official history and the opinions of the Awami League, Gono Jagoron Mocho, Ekatturer Ghatak Dalal Nirmul Committee and some civil society intellectuals secularism was not a key feature of the 1971 war of Independence. The word 'secularism' did not appear in the Proclamation of Independence of 10th April 1971 issued by the Mujibnagar Government. In fact, the word secularism appeared for the first time only in the Treaty of Peace and Friendship between India and Bangladesh signed on 19 March 1972 a full three months after the war had ended. Secularism became one of the fundamental principles of state policy as defined in the Constitution of Bangladesh passed by the Constituent Assembly on November 4, 1972. In other words, secularism was imposed on the people of Bangladesh by India, the USSR and an unrepresentative body called the Constituent Assembly.


TREATY OF PEACE AND FRIENDSHIP BETWEEN THE GOVERNMENT
OF INDIA AND THE GOVERNMENT OF THE PEOPLE'S
REPUBLIC OF BANGLADESH

INSPIRED by common ideals of peace, secularism, democracy, socialism and nationalism,

HAVING struggled together for the realisation of these ideals and cemented ties of friendship through blood and sacrifices which led to the triumphant emergence of a free, sovereign and independent Bangladesh,

DETERMINED to maintain fraternal and good-neighbourly relations and transform their border into a border of eternal peace and friendship,

ADHERING firmly to the basic tenets of non-alignment, peaceful co-existence, mutual cooperation, non-interference in internal affairs and respect for territorial integrity and sovereignty,

DETERMINED to safeguard peace, stability and security and to promote progress of their respective countries through all possible avenues of mutual cooperation,

DETERMINED further to expand and strengthen the existing relations of friendship between them, convinced that the further development of friendship and cooperation meets the national interests of both States as well as the interests of lasting peace in Asia and the world,

RESOLVED to contribute to strengthening world peace and security and to make efforts to bring about a relaxation of international tension and the final elimination of vestiges of colonialism, racialism and imperialism,

CONVINCED that in the present-day world international problems can be solved only through cooperation and not through conflict or confrontation,

REAFFIRMING their determination to follow the aims and principles of the United Nations Charter, the Republic of India, on the one hand, and the People's Republic of Bangladesh, on the other,

HAVE decided to conclude the present Treaty.

The high Contracting Parties, inspired by the ideals for which their respective peoples struggled and made sacrifices together, solemnly declare that there shall be lasting peace and friendship between their two countries and their peoples, each side shall respect the independence, sovereignty and territorial integrity of the other and refrain from interfering in the internal affairs of the other side.

The high Contracting Parties shall further develop and strengthen the relations of friendship, good-neighbourliness and all-round cooperation existing between them, on the basis of the above-mentioned principles as well as the principles of equality and mutual benefit.

Article 2

Being guided by their devotion to the principles of equality of all peoples and states, irrespective of race or creed, the high Contracting Parties condemn colonalism and racialism in all forms and manifestations and are determined to strive for their final and complete elimination.

The high Contracting Parties shall cooperate with other states in achieving these aims and support the just aspirations of people in their struggle against colonialism and racial discrimination and for their national liberation.

Article 3

The high Contracting Parties reaffirm their faith in the policy of non-alignment and peaceful co-existance as important factors for easing tension in the world, maintaining international peace and security, and strengthening national sovereignty and independence.

Article 4

The high Contracting Parties shall maintain regular contacts with each other on major international problems affecting the interests of both States, through meetings and exchanges of views at all levels.

Article 5

The high Contracting Parties shall continue to strengthen and widen their mutually advantageous and all-round cooperation in the economic, scientific and technical fields. The two countries shall develop mutual cooperation in the fields of trade, transport and communications between them on the basis of the principles of equality, mutual benefit and the

most-favoured nation principle.

Article 6

The high Contracting Parties further agree to make joint studies and take point action in the fields of flood control, river basin development and the development of hydro-electric power and irrigation.

Article 7

The high Contracting Parties shall promote relations in the fields of art, literature, education, culture, sports and health.

Article 8

In accordance with the ties of friendship existing between the two countries each of the high Contracting Parties solemnly declares that it shall not enter into or participate in any military alliance directed against the other party.

Each of the high Contracting Parties shall refrain from any aggression against the other party and shall not allow the use of its territory for committing any act that may cause military damage to or constitute a threat to the security of the other high contracting party.

Article 9

Each of the high Contracting Parties shall refrain from giving any assistance to any third party taking part in an armed conflict, against the other party. In case either party is attacked or threatened with attack, the high contracting parties shall immediately enter into mutual consultations in order to take appropriate effective measures to eliminate the threat and thus ensure the peace and security of their counties.

Article 10

Each of the high Contracting Parties solemnly declares that it shall not undertake any commitment secret or open, toward one or more States which may be incompatible with the present Treaty.

Article 11

The present Treaty is signed for a term of twenty five years and shall be subject to renewal by mutual agreement of the high Contracting Parties.

The Treaty shall come into force with immediate effect from the date of its signature.

Article 12

Any differences in interpreting any article or articles of the present Treaty that may arise between the high Contracting Parties shall be settled on a bilateral basis by peaceful means in a spirit of mutual respect and understanding.
