Suranjit Becomes Minister Without Portfolio :We Fail To Understand This Strange Decision of the Government

Daily Star has reported that in  a dramatic move, the government yesterday made Suranjit Sengupta a minister without portfolio, just a day after he stepped down as railway minister amid the railwaygate scandal.The government issued a handout in this regard yesterday but it neither said anything about Suranjit's announcement of resignation nor rejected media reports that he had been made to quit."With the authority vested in her under article 3 (IV) of the Rules of Business 1996, the prime minister has appointed Suranjit Sengupta as minister without portfolio, relieving him of the charge of the railway ministry," said a Press Information Department handout last night.A minister without portfolio holds charge of no ministry but enjoys all facilities of a minister, and can be given a portfolio whenever the prime minister wants. Contacted by The Daily Star, Communications Minister Obaidul Quader explained the government's change of heart in such a short time."He [Suranjit] was neither accused nor found guilty in the cash recovery incident. He was relieved of his charge by the prime minister to ensure a fair and transparent investigation. There is nothing wrong in it," he told The Daily Star last night.Mahbubul Alam Hanif, joint general secretary of the ruling Awami league, echoed his views."The graft allegation against him [Suranjit] does not go with his 55-year political career. Considering this, making him a minister without portfolio is befitting," said Hanif.

And amid all these twists over Suranjit's fate, the railway ministry was without a minister yesterday. The ministry was formed in December last year through splitting the communications ministry into two. Barely five months into taking over as railway minister, Suranjit at a crowded press briefing on Monday announced he was stepping down in light of his discussion with the prime minister the night before.“At the meeting with the prime minister on Sunday night, I told her that I wanted to relieve myself of the charge of the railway ministry, and she happily accepted it,” a pale-looking Suranjit had told the press briefing at the Rail Bhaban.

He also took "full responsibility" for the railwaygate scandal surrounding the recovery of Tk 70 lakh form the microbus of his now-fired assistant personal secretary on the night of April 9.The money is said to have been part of the bribe taken from railway job seekers, and the microbus carrying Omar Faruq Talukder, the sacked APS, and two other top railway officials was headed for Suranjit's Jigatola residence.The two railway officials are now-suspended general manager (East) Yusuf Ali Mridha and suspended Dhaka division security commandant Enamul Huq.Driver Ali Azam Khan drove the vehicle into the BGB Pilkhana headquarters in the capital, having been refused Tk 5 lakh as a share of the amount, sources told The Daily Star.The four men were kept in BGB's custody that night.

The BGB claimed to have freed them all the next day, but Enamul told this paper after his release that the border force had not freed Azam.Azam has remained untraced since. Contacted by The Daily Star, his family could not say anything about his whereabouts since the scandal surfaced.Meanwhile, more than a week into the sensational railwaygate scam that led to Suranjit's resignation, the police have neither filed any case in this connection nor launched any drive to trace Azam.Inspector General of Police Hassan Mahmood Khandker said his force did not move as no complaint had been lodged in this regard.“We'll take steps if the family members of the missing person or the probe bodies formed in this connection request us to find him," he told The Daily Star yesterday.

Today, the Anti-Corruption Commission is set to interrogate Mridha and Enamul about their involvement in the scandal.The anti-graft body summoned them to appear before a three-member committee formed yesterday to probe their role and also that of Faruq in the incident.Meanwhile Enamul yesterday submitted his written statement on his involvement in the scam before the railway DG-led probe body.Enamul, who had earlier told The Daily Star on record that they had been going to Suranjit's house, yesterday made a U-turn.“The general manager asked me to accompany him for security reasons, but I didn't know where we were headed,” he told reporters at the Rail Bhaban after his appearance before the committee.On why the GM needed security that night, he said he had not asked the GM about that. “He is a senior officer and can ask for security.”Asked about the scandal, he said, “I had no idea about the money being carried by the vehicle. I did not see any bag inside the car.”He said the BGB personnel kept the four of them in a room and freed them around 9:00am on April 10. “An acquaintance of Faruq drove the microbus out of the BGB headquarters, leaving the driver in the custody of BGB personnel.”


The opposition BNP has strongly condemned the appointment of Suranjit as a minister without portfolio, saying this will impede an impartial investigation into the railwaygate scandal.Reappointing a minister who has resigned proves that the government and the entire state machinery have become corrupt, said party acting secretary general Mirza Fakhrul Islam Alamgir at BNP chief Khaleda Zia's Gulshan office last night.

We are simply unable to understand this decision of the government.Without a full scale investigation by a high powered judicial investigating committee into this incident and property and bank transactions of Suranjit Sengupta and his relations, Mr Sen can not be absolved of responsibility and should not have been made a minister

[mukto-mona] Hoodbhoy: India-Pakistan -- How to become "normal neighbors"



             We in Bangladesh know a thing or two about the difficulty of talking about water with India. The good advice Hoodbhoy suggests to his countrymen applies to Bangladeshi officials too when they talk to Indians about river-water sharing. I would venture to add another tip to the Pakistani water negotiators with India. When faced with an impasse, please do not hesitate to ask: After all the hogging of the downstream flow, cheating, lying and breaking promises of release of water to your neighbor, how have you benefited your own people and improved your own country's overall water management in the last 60 years?

<< Second, let them talk about water - seriously. But please have the Pakistani side well-prepared for solid technical discussions. This means having real experts with facts at their fingertips. They must know about spillway design, sediment control, DSLs, drawdowns, sluicing, etc. I have seen too many duffers represent our side at Pakistan-India meetings where water inevitably comes up. 1. WHEN MANMOHAN SINGH COMES TO ISLAMABAD

The coincidence between President Asif Ali Zardari's sprint to Delhi last week, and the $10 million head-money on Hafiz Saeed announced by the US could be purely accidental. But this action certainly refocused Indian attention on the alleged Mumbai attack planner, who heads the pantheon of jihadi "heroes" that now freely parades across Pakistan. In such circumstances, holding the olive branch before PM Manmohan Singh surely required guts. The scepticism to Zardari in India was, of course, predictable.

It is easy to pooh-pooh the visit. Mr Zardari is not a popular president or a clean one, and the PPP is unlikely to survive the elections scheduled in a few months from now. Plus, he wields no power on issues that India considers critical: nuclear weapons, Kashmir, and Afghanistan. Most importantly, he can do nothing to rein in the anti-India jihadist network, a matter that belongs squarely to the army's domain. Moving against Hafiz Saeed is not an option. Zardari cannot forget Memogate - which he somehow survived but Ambassador Husain Haqqani did not.

And yet, a weak and embattled government did something refreshingly good for the country. According India, the MFN status for trade and related commercial activity is sure to be a game-changer that could bring peace and prosperity to the region.Ignoring the angry howls of the Difah-e-Pakistan crowd, the government for once listened to the country's majority - most Pakistanis do want trade with India even though they consider it a threat.

Still better news is that the Zardari-Singh joint communique says "practical, pragmatic" solutions will be sought for disputes. Showing his willingness to put Mumbai 2008 on the back-burner, Singh accepted Zardari's invitation to Islamabad. This is exactly the way it should be; frequent high-level meetings are the best confidence-building measures.

But what should the two sides talk about? Surely, there are many issues but here are the top five on which progress is both necessary and, more importantly, possible.

First, let both countries agree to immediately vacate the killing ice fields of Siachen. This insane war at 22,000 feet has claimed hundreds of lives on both sides; 138 Pakistani soldiers and civilian contractors are still being searched for after a mountain of snow crashed on them last week. Maintaining control over a system of Himalayan glaciers has come at a dreadful cost to human lives and resources, and has also irreversibly polluted a pristinely pure environment. But to what end? There are no minerals in Siachen; not even a blade of grass can grow there. This is just a stupid battle between two monster-sized national egos.

Second, let them talk about water - seriously. But please have the Pakistani side well-prepared for solid technical discussions. This means having real experts with facts at their fingertips. They must know about spillway design, sediment control, DSLs, drawdowns, sluicing, etc. I have seen too many duffers represent our side at Pakistan-India meetings where water inevitably comes up. Their lack of knowledge becomes painfully apparent and the Indians start smirking.

In water matters geography has favoured India; every upper riparian state can control outflows and India could be potentially unfair to Pakistan. But, although there are frequent allegations to this effect, are they really correct? The Indus Waters Treaty, negotiated in 1960, has so far kept matters on an even keel; neutral experts have adjudicated complaints received from Pakistan. Water has therefore not been a strong reason for war until now. But this stability may be drawing to an end because both countries - Pakistan more so than India - are becoming water stressed. Rising populations would strain resources even if the other country did not exist. Therefore, sensible and well-informed high-level discussions are critical.

Third, do away with the absurd and provocative daily flag ceremonies at Wagah. Instead, let the leaders talk about how ordinary people can travel more easily across the border. This is a natural right, and a step towards real peace. If you travel to the other side and see that people there have greater likeliness to you than anywhere else in the world, the urge to go to war diminishes. Yet, for a Pakistani to get an Indian visa, or an Indian to get a Pakistani one, is presently an ordeal.

Fourth, Pakistan and India have technical issues regarding trade and transit rights that need discussion. Although Pakistan has finally granted MFN status to India, the real dividend will come if non-tariff barriers are removed and bank transfers are allowed. There are estimates that Pakistan-India trade could rise to an awesome $8 billion per year. To achieve this goal, the onus lies on India.

Fifth: let them talk about exchanging academics, both teachers and students, between the two countries. Pakistan is starved of good teachers in almost every field, especially at the higher levels of education. The Higher Education Commission's plan to bring in university teachers from overseas has flopped. A breakthrough is only possible if Indian teachers could be brought to Pakistan. Indians would find it easier to adapt to local ways and customs than others. Plus, they would have smaller salary expectations than most others. The huge pool of strong Indian candidates could be used to Pakistan's advantage - we could pick the best teachers and researchers, and those most likely to make a positive impact on our system.

The above list has two deliberate omissions. The first is terrorism, which will displease the Indian side. But this matter lies beyond what any elected national leader in Pakistan can do; basically it is for the Pakistan Army to rethink its goals. In all likelihood, change will only come when the internal costs of maintaining strategic jihadist assets become too large. The present informal truce is unlikely to last forever, and jihadists could be attacking their handlers once again in the not-too-distant future.

The second omission is Kashmir, which displeases the Pakistani side. But, given the tortured history of Pakistan-India conflict on this conflict, it is difficult to imagine that progress is possible. Pragmatism therefore requires keeping the conflict on the backburner instead of demanding an instant solution. For now, it is more important that Pakistan and India become normal neighbours and deal with their disputes reasonably.

শংকর কুমার দে ॥ রেলমন্ত্রী সুরঞ্জিত সেনগুপ্তের এপিএস ওমর ফারুক তালুকদারসহ তিনজন ৭০ লাখ টাকাসহ বিজিবির সদর দফতরে আটক নাটকের কাহিনী শেষ হয়েও শেষ হচ্ছে না। কোন প্রভাবশালী মহলের ইন্ধনে ড্রাইভারকে হাত করে এ ধরনের ঘটনা ঘটিয়ে সরকারকে বিব্রতকর অবস্থার মধ্যে ফেলার অপচেষ্টা কিনা তা নিয়েও দেখা দিয়েছে প্রশ্ন। রেলমন্ত্রীর পদত্যাগের ঘোষণা, রেলমন্ত্রীর এপিএস ওমর ফারুক তালুকাদারকে চাকরি থেকে অব্যাহতি, রেলের পূর্বাঞ্চলের জিএম ইউসুফ আলী মৃধা ও রেলের কমান্ড্যান্ট এনামুল হককে সাসপেন্ড করার পর এখন ঘুরেফিরে এ ধরনের প্রশ্ন তদন্তের সামনে চলে আসছে। এসব প্রশ্নের উত্তর খুঁজছে দুর্নীতি দমন কমিশন (দুদক), তদন্ত কমিটি, গোয়েন্দা সংস্থা।
এক সপ্তাহ আগে গত ৮ এপ্রিল মধ্যরাতে ৭০ লাখ টাকাসহ রেলমন্ত্রীর এপিএস ওমর ফারুক তালুকদার, রেলের পূর্বাঞ্চলের জিএম ইউসুফ আলী মৃধা, রেলের কমান্ড্যান্ট এনামুল হক রেলমন্ত্রীর বাসভবন অভিমুখে যাওয়ার পথে তাদের বহনকারী গাড়িটি বিজিপি সদর দফতরে ঢুকিয়ে দেয় ড্রাইভার আলী আজম। রেলমন্ত্রী সুরঞ্জিত সেনগুপ্ত সোমবার সংবাদ সম্মেলনে বলেছেন, নিরপেক্ষ ও প্রভাবমুক্ত তদন্তের স্বার্থে ব্যর্থতার দায়দায়িত্ব নিয়ে তিনি পদত্যাগ করেছেন। কিন্তু সেই রাতের ঘটনার পরদিন রেলমন্ত্রী বলেছেন, গভীর রাতে তাদের আটকের সঙ্গে সঙ্গে মিডিয়ার টিভি ক্যামেরা ঘটনাস্থলে গেল কিভাবে? গভীর রাতে তাদের খবর দিয়েছে কে? কেউ না কেউ তাৎক্ষণিকভাবে ফোন করে মিডিয়া, বিশেষ করে টিভি ক্যামেরাকে খবর দিয়েছে। তা না হলে তো গভীররাতে তাদের আসার কথা নয়। কে বা কারা মিডিয়া, বিশেষ করে ইলেকট্রনিক মিডিয়াকে আটকের ঘটনার পর পর খবর দিয়েছে তা খুঁজে বের করা না গেলে ঘটনার নেপথ্যের অনেক কাহিনীই অজানা থেকে যাবে।
রেলমন্ত্রী সেই রাতের ৭০ লাখ টাকাসহ সেই আটক কাহিনীর ঘটনার ব্যাপারে সাংবাদিকদের জানানোর জন্য ১২ এপ্রিল সংবাদ সম্মেলন করে বলেছেন, তিনি ষড়যন্ত্রের শিকার। যুদ্ধাপরাধীদের বিরুদ্ধে কথা বলেছেন তিনি। তিনি রেলকে দুর্নীতিমুক্ত করতে গিয়ে একটি গ্রুপ তার বিরুদ্ধে চক্রান্ত করছে। আজীবন তীর ছুড়েছি। এবার তীরবিদ্ধ হয়েছি। তীরের কি জ্বালা আমি বুঝি। রাজনৈতিক মিত্রের সঙ্গে তাঁর শত্রুর সংখ্যাও কম নয়। তাহলে কি তিনি সত্যিই ষড়যন্ত্রের শিকার? রেলমন্ত্রীর নিরপেক্ষ ও প্রভাবমুক্ত তদন্তের স্বার্থে পদত্যাগের পর তিনি ষড়যন্ত্রের শিকারে পরিণত হয়েছিলেন বলে যে দাবি করেছেন তা এখন তদন্তকারীদের খুঁজে বের করা অপরিহার্য হয়ে পড়েছে।
সেই রাতের আটক ও ছাড়া পাওয়ার কাহিনীর পর রেলমন্ত্রী সুরঞ্জিত সেনগুপ্তকে সাংবাদিকরা প্রশ্ন করেছিলেন তাঁর এপিএসের কাছে যে ৭০ লাখ টাকা পাওয়া গেছে তা সরকারী টাকা কিনা? রেলমন্ত্রী উত্তর দিয়েছিলেন, প্রশ্নই ওঠে না। সোমবার রেলওয়ের পূর্বাঞ্চলের জিএম ইউসুফ আলী মৃধা তদন্ত কমিটির সামনে হাজির হলে সাংবাদিকদের প্রশ্নের উত্তরে বলেছেন, টাকা যে এপিএস ওমর ফারুক তালকুদারের তা সে নিজেই স্বীকার করেছেন। রেলমন্ত্রীর বাসভবনে যাওয়ার সময় গাড়িতে টাকা ছিল তাও তাঁর জানা ছিল না। রেলমন্ত্রী এও বলেছেন, তিনি রাত ১০টার মধ্যে ঘুমিয়ে পড়েন। গাড়িতে পাওয়া ৭০ লাখ টাকা যে রেলমন্ত্রীর এপিএস ওমর ফারুক তালুকদারের সে বিষয়টি নিশ্চিত ও মীমাংসিত। কিন্তু এই টাকা কোথা থেকে এসেছে? টাকা কার জন্য নিয়ে যাওয়া হচ্ছিল সেই প্রশ্নে তদন্ত হচ্ছে।
রেলমন্ত্রী গত ৮ এপ্রিল রাতে ৭০ লাখ টাকাসহ আটক ও ছাড়া পাওয়ার কাহিনীর পরদিন বলেছিলেন তিনি শুনেছেন, তাঁর এপিএস ওমর ফারুক তালুকাদারকে ব্ল্যাক মেইল ও হাইজ্যাক করার জন্য ড্রাইভার গাড়ি বিজিবি সদর দফতরে ঢুকিয়ে দেয়। সদ্যপদত্যাগী রেলমন্ত্রীর এই অভিযোগ তদন্তের সামনে আসছে। প্রশ্ন উঠেছে, গত ৮ এপ্রিল গভীররাতে রেলমন্ত্রীর এপিএস, পূর্বাঞ্চলের জিএম, রেলের কমান্ড্যান্ট ও ড্রাইভার আলী আজম আটক হওয়ার পর সবাইকে ছেড়ে দেয়ার কথা জানানো হয়। কিন্তু যে ড্রাইভার গাড়িটি বিজিবির সদর দফতরে ঢুকিয়ে দিয়েছে সেই ড্রাইভার আলী আজমের কোন হদিস নেই। দীর্ঘ ৮ দিন ধরে ড্রাইভার আলী আজম কোথায় আছে কেউ জানাতে পারছে না। তার পরিবারের পক্ষ থেকেও তার খোঁজসহ নিরাপত্তা চাওয়া হয়েছে। বিজিবির সদর দফতরের সংশ্লিষ্ট থানা ও পুলিশ কর্মকর্তারাও ড্রাইভারের হদিস দিতে পারছেন না। তাহলে ড্রাইভার আলী আজম কোথায়? ড্রাইভার আলী আজমকে জনসমক্ষে এনে ঘটনার বর্ণনা ও জবানবন্দী নেয়া হলে গোটা ঘটনার রহস্য উদ্ঘাটনে সহায়ক হবে।
সদ্য পদত্যাগী রেলমন্ত্রী সুরঞ্জিত সেনগুপ্ত অভিযোগ করে আসছেন, তিনি ষড়যন্ত্রের শিকারে পরিণত। রেলমন্ত্রীর অভিযোগ অনুযায়ী যুদ্ধাপরাধীদের বিচার, রেলের দুর্নীতিবাজ গ্রুপ, রাজনৈতিক শত্রুরা কি তাহলে ষড়যন্ত্র করে ড্রাইভারকে দিয়ে ৭০ লাখ টাকা দিয়ে বিজিবির সদর দফতরে ঢুকিয়ে দিয়েছে? ড্রাইভারকে জনসমক্ষে হাজির করে এ ব্যাপারে তার জবানবন্দী নেয়া গেলে সেই গভীররাতের নেপথ্য কাহিনী বের হয়ে আসবে। সদ্য পদত্যাগী রেলমন্ত্রী সুরঞ্জিত সেনগুপ্ত সোমবার সংবাদ সম্মেলনে ঘোষণা দিয়েছেন, তদন্তে নির্দোষ প্রমাণিত হয়ে আবার রাজনীতিতে ফিরে আসবেন। রেলমন্ত্রী পদত্যাগ করে তদন্তকে প্রভাবমুক্ত ও নিরপেক্ষভাবে চলতে দেয়ার ঘোষণা অনুযায়ী তদন্তকারীরা এখন তদন্ত শুরু করেছে।
গোয়েন্দা সংস্থার এক কর্মকর্তার দৃষ্টি আকর্ষণ করা হলে নাম প্রকাশ না করার শর্তে তিনি জানান, বিজিবি সদর দফতরে গভীর রাতে ৭০ লাখ টাকাসহ আটকের ঘটনাটি কোন স্বাভাবিক ঘটনা বলে মনে হচ্ছে না। এভাবে কোন মন্ত্রীকে কেউ ঘুষ দেয়ও না, আবার কোন মন্ত্রীও এভাবে ঘুষ নেন না। আর গাড়ির ড্রাইভারইবা কোন সাহসে এভাবে তার বসদের বিজিবি সদর দফতরে ঢুকিয়ে দিবে? এসব প্রশ্ন কোনভাবে মিলানো যাচ্ছে না। তবে রেলমন্ত্রীর দাবি অনুযায়ী ষড়যন্ত্রের গন্ধও পাওয়া যাচ্ছে। সঠিক তদন্তই এ বিষয়ে সত্য বের হয়ে আসবে। সেই গভীর রাতে বিজিবি সদর দফতরে ৭০ লাখ টাকাসহ আটকের নেপথ্যে সরকারকে বিব্রতকর ও বেকায়দায় ফেলতে পরিকল্পিত ষড়যন্তের নীলনকশার কোন কাহিনী লুকিয়ে আছে কিনা তদন্ত করে দেখা হচ্ছে। বর্ষীয়ান ঝানু পার্লামেন্টারিয়ান রাজনীতিবিদ সুরঞ্জিত সেনগুপ্তের বর্ণাঢ্য রাজনৈতিক ক্যারিয়ারকে ধ্বংস করার জন্য তাঁকে দাবার ঘুঁটি বা বলির পাঁঠা বানানো হয়েছে কিনা তাও তদন্তের সামনে আসছে।

মুজিবনগর দিবসে যুদ্ধাপরাধীর বিচার দ্রুত সম্পন্ন, সরকারী ছুটি ঘোষণা ও অসাম্প্রদায়িক দেশ গড়ার দাবি
বিশেষ প্রতিনিধি ॥ যুদ্ধাপরাধীদের বিচার দ্রুত সম্পন্ন করে জাতিকে কলঙ্কমুক্ত করা, মুজিবনগর দিবসকে রাষ্ট্রীয়ভাবে সরকারী ছুটি ঘোষণা এবং অসাম্প্রদায়িক বাংলাদেশ প্রতিষ্ঠার জোর দাবির মধ্য দিয়ে মঙ্গলবার রাজধানী ঢাকাসহ সারাদেশে যথাযোগ্য মর্যাদায় পালিত হয়েছে ঐতিহাসিক মুজিবনগর দিবস।
দেশের প্রথম সরকারের শপথ গ্রহণ ও স্বাধীনতার ঘোষণাপত্র পাঠের ৪১ বছর পূর্তি উপলক্ষে ঐতিহাসিক এ দিনটি স্মরণে রাজধানী ঢাকার পাশাপাশি স্মৃতিবিজড়িত মেহেরপুরের বৈদ্যনাথতলার আম্রকাননেও জাতীয়ভাবে নানা কর্মসূচী পালিত হয়েছে। দিবসটি উপলক্ষে আয়োজিত প্রতিটি অনুষ্ঠানেই ঐতিহাসিক মুজিবনগর দিবসে সরকারী ছুটি ঘোষণার দাবি উঠেছে।
মেহেরপুরের মুজিবনগর দিবস উপলক্ষে আয়োজিত আলোচনাসভায় আওয়ামী লীগের সাধারণ সম্পাদক ও স্থানীয় সরকারমন্ত্রী সৈয়দ আশরাফুল ইসলাম বলেন, একাত্তরের মুজিবনগর সরকার কোন বিপ্লবী বা অস্থায়ী সরকার ছিল না, জনগণের ভোটে নির্বাচিত প্রথম সাংবিধানিক সরকার ছিল। জ্ঞানপাপিরা ইতিহাস বিকৃত করেছে। যার কারণে আমরা নতুন প্রজন্মের কাছে সঠিক ইতিহাস তুলে ধরতে পারিনি। দেশের সব সরকারের ধারাবাহিকতায় এই মুজিবনগর সরকার। সাংবিধানিকভাবে মুজিবনগর আম্রকাননে প্রথম বাংলাদেশ সরকারের মন্ত্রিসভার সদস্যরা শপথ নিয়েছিলেন। বিরোধীদল যখন ক্ষমতায় ছিল তখন তাদের ইচ্ছামতো ইতিহাস বিকৃত করেছে। এ সরকার আর কোন ইতিহাস বিকৃত করতে দেবে না।
এদিকে ঢাকায় ভোরে ধানম-ির ৩২ নম্বর ঐতিহাসিক বঙ্গবন্ধু ভবন, কেন্দ্রীয়সহ সারাদেশের দলীয় কার্যালয়ে দলীয় ও জাতীয় পতাকা উত্তোলনের মাধ্যমে দিবসের কর্মসূচী শুরু হয়। প্রধানমন্ত্রী শেখ হাসিনা সকাল ৭টায় বঙ্গবন্ধু ভবনের সামনে রক্ষিত জাতির পিতা বঙ্গবন্ধু শেখ মুজিবুর রহমানের প্রতিকৃতিতে শ্রদ্ধার্ঘ্য অর্পণ করেন। শ্রদ্ধা নিবেদনের পর প্রধানমন্ত্রী সেখানে এক মিনিট নীরবে দাঁড়িয়ে থাকেন। এ সময় মন্ত্রিসভার সদস্যবৃন্দ, প্রধানমন্ত্রীর উপদেষ্টাগণ, প্রতিমন্ত্রীগণ এবং দলীয় সংসদ সদস্যবৃন্দ উপস্থিত ছিলেন। পরে প্রধানমন্ত্রী আওয়ামী লীগের সভাপতি হিসেবে দলের পক্ষে দলের কেন্দ্রীয় নেতাদের সঙ্গে নিয়ে পুষ্পস্তবক অর্পণ করেন।
এ সময় সংসদ উপনেতা সৈয়দা সাজেদা চৌধুরী, আওয়ামী লীগের উপদেষ্টা পরিষদের সদস্য আমির হোসেন আমু, সভাপতিম-লীর সদস্য বেগম মতিয়া চৌধুরী, ড. মহীউদ্দীন খান আলমগীর, ইউসুফ হোসেন হুমায়ুন, সতীশ চন্দ্র রায়, প্রধানমন্ত্রীর উপদেষ্টা ডা. সৈয়দ মোদাচ্ছের আলী, নৌপরিবহনমন্ত্রী শাহজাহান খান, গৃহায়ন ও গণপূর্ত প্রতিমন্ত্রী আবদুল মান্নান খান, আওয়ামী লীগের সাংগঠনিক সম্পাদক আফম বাহাউদ্দিন নাছিম, আহমেদ হোসেন, মেজবাহউদ্দিন সিরাজ, স্বরাষ্ট্রপ্রতিমন্ত্রী শামসুল হক টুকু, মৃণাল কান্তি দাস, অসীম কুমার উকিল, মোফাজ্জল হোসেন চৌধুরী মায়া বীরবিক্রম, একেএম রহমতউল্লাহ এমপি, আখতারুজ্জামান, মির্জা আজম এমপি, সুজিত রায় নন্দী, এনামুল হক শামীমসহ সহযোগী সংগঠনের নেতৃবৃন্দ উপস্থিত ছিলেন।
ধানম-িতে শ্রদ্ধাঞ্জলি নিবেদনের পর সকাল সাড়ে ৭টায় বনানী কবরস্থানে তিন জাতীয় নেতা সৈয়দ নজরুল ইসলাম, তাজউদ্দীন আহমদ, ক্যাপ্টেন এম মনসুর আলীর সমাধিতে সৈয়দা সাজেদা চৌধুরীর নেতৃত্বে আওয়ামী লীগ নেতৃবৃন্দ পুষ্পমাল্য অর্পণ করেন। এ সময় কবর জিয়ারতসহ বিদেহীদের আত্মার মাগফেরাত কামনা করে বিশেষ মোনাজাত অনুষ্ঠিত হয়। রাজশাহী সিটি কর্পোরেশনের মেয়র এইচএম খায়রুজ্জামান লিটনের নেতৃত্বে আওয়ামী লীগের নেতারা সেখানে চিরনিন্দ্রায় শায়িত আরেক জাতীয় নেতা এইচএম কামরুজ্জামানের মাজারে শ্রদ্ধার্ঘ্য নিবেদন করেন।

বঙ্গবন্ধুর প্রতিকৃতিতে মানুষের ঢল
সকাল থেকেই আওয়ামী লীগ এবং এর সকল সহযোগী সংগঠন ছাড়াও অসংখ্য সামাজিক, সাংস্কৃতিক ও পেশাজীবী সংগঠন, স্কুল-কলেজের ছাত্রছাত্রী এবং সর্বস্তরের মানুষের পদচারণায় মুখরিত হয়ে ওঠে বঙ্গবন্ধু স্মৃতি জাদুঘর প্রাঙ্গণ। সর্বস্তরের মানুষের ঢল নামে। কানায় কানায় পূর্ণ হয়ে ওঠে ধানম-ির ৩২ নম্বর সড়ক ও এর আশপাশের এলাকা। শ্রদ্ধা নিবেদন শেষে প্রধানমন্ত্রী বঙ্গবন্ধু ভবন ত্যাগ করার পর বঙ্গবন্ধুর প্রতিকৃতি সকলের জন্য উš§ুক্ত করে দেয়া হয়। এরপর যুবলীগ, ছাত্রলীগ, মহিলা আওয়ামী লীগ, যুব মহিলা লীগ, স্বেচ্ছাসেবক লীগ, শ্রমিক লীগ ও কৃষক লীগসহ আওয়ামী লীগের সহযোগী সংগঠনের নেতৃবৃন্দ বঙ্গবন্ধুর প্রতিকৃতিতে পুষ্পস্তবক অর্পণ করে। এছাড়া স্বাধীনতা চিকিৎসক পরিষদ, মৎস্যজীবী লীগ, যুব শ্রমিক লীগ, হকার্স লীগ, তাঁতী লীগ, মুক্তিযোদ্ধা জনতা লীগ, বঙ্গবন্ধু সৈনিক লীগ, মোটরচালক লীগ, ওলামা লীগ, জাতীয় বিদ্যুত শ্রমিক লীগ, ছিন্নমূল হকার্স লীগ, বাস্তুহারা লীগ, জয়বাংলা সাংস্কৃতিক ঐক্যজোট, বঙ্গবন্ধু স্মৃতি সংরক্ষণ পরিষদ, বঙ্গবন্ধু শিল্পী গোষ্ঠী, মুক্তিযোদ্ধা ঐক্যজোট, রিকশা-ভ্যান শ্রমিক লীগ, নির্মাণ শ্রমিক লীগসহ অসংখ্য দল ও সংগঠন এবং সর্বস্তরের মানুষ বঙ্গবন্ধুর প্রতিকৃতিতে পুষ্পার্ঘ্য অর্পণ করে।
এ সময় বিভিন্ন সংগঠনের ব্যানারে উপস্থিত হাজার হাজার নারী-পুরুষের কণ্ঠে উচ্চারিত হতে থাকে 'জয় বাংলা, জয় বঙ্গবন্ধু', 'জামায়াত-শিবির রাজাকার এই মুহূর্তে বাংলা ছাড়', 'যুদ্ধাপরাধীদের ফাঁসি চাই দিতে হবে', 'মুজিবের বাংলায় খুনীদের ঠাঁই নাই' ইত্যাদি।

মুজিবনগরে মানুষের ঢল
মেহেরপুরের মুজিবনগর বৈদ্যনাথতলার আম্রকাননে মুজিবনগর দিবসের মূল কর্মসূচী পালিত হয়। সেখানে মুজিবনগর স্মৃতিসৌধে শ্রদ্ধার্ঘ্য নিবেদন, শেখ হাসিনা মঞ্চে আলোচনা ও সাংস্কৃতিক অনুষ্ঠান, গার্ড অব অনার প্রদান ছাড়াও বিভিন্ন কর্মসূচী পালিত হয়।
মেহেরপুর থেকে ফজলুল হক জানান, সকালে সূর্যোদয়ের সঙ্গে সঙ্গে মেহেরপুর জেলা প্রশাসনের পক্ষ থেকে জেলা প্রশাসক সাহান আরা বানু জাতীয় পতাকা উত্তোলন করে দিনের কর্মসূচী সূচনা করেন। বেলা ১১টায় আওয়ামী লীগের সভাপতিম-লীর সদস্য ও মন্ত্রী আব্দুল লতিফ সিদ্দিকীর নেতৃত্বে দলের কেন্দ্রীয় নেতারা প্রধানমন্ত্রীর পক্ষ থেকে মুজিবনগর স্মৃতিসৌধে পুষ্পস্তবক অর্পণ করেন। বেলা সোয়া ১১টায় দলীয় পতাকা উত্তোলন করেন সৈয়দ আশরাফুল ইসলাম এবং জাতীয় পতাকা উত্তোলন করেন আব্দুল লতিফ সিদ্দিকী। পতাকা উত্তোলন শেষে মুক্তিযোদ্ধা কমান্ড কাউন্সিলের পক্ষ থেকে গার্ড অব অনার গ্রহণ করেন নেতারা। খুলনা বিভাগের দায়িত্বপ্রাপ্ত আওয়ামী লীগের সাংগঠনিক সম্পাদক বিএম মোজাম্মেল হক এমপির পরিচালনায় আলোচনাসভা শেষে মনোজ্ঞ সাংস্কৃতিক পরিবেশন করা হয়।
পরে শেখ হাসিনা মঞ্চে বস্ত্র ও পাটমন্ত্রী আবদুল লতিফ সিদ্দিকীর সভাপতিত্বে অনুষ্ঠিত আলোচনাসভায় আওয়ামী লীগের সাধারণ সম্পাদক সৈয়দ আশরাফুল ইসলাম ছাড়াও সাবেক স্বরাষ্ট্রমন্ত্রী মোহাম্মদ নাসিম, যুগ্ম সাধারণ সম্পাদক মাহবুব-উল-আলম হানিফ, মুক্তিযুদ্ধবিষয়ক প্রতিমন্ত্রী ক্যাপ্টেন (অব) এবি তাজুল ইসলামসহ কেন্দ্রীয় ও স্থানীয় নেতারা বক্তব্য রাখেন।
মোহাম্মদ নাসিম বলেন, খালেদা জিয়ার প্রথম প্রেম হলো পাকিস্তান। তাই তিনি পাকিস্তানকে ভুলতে পারেন না। খন্দকার মুশতাক আহাম্মেদ জাতির সঙ্গে বেইমানি করেছিল। আজকের বেইমান খালেদা জিয়া। শেখ হাসিনা সব হারিয়ে গণতন্ত্রকে ধরে রেখে দেশকে এগিয়ে নিচ্ছেন। মানুষকে জিম্মি করে হাওয়া ভবন তৈরি করেননি শেখ হাসিনা। বঙ্গবন্ধু আমাদের দিয়েছিলেন একটি বাংলাদেশ, শেখ হাসিনা সমুদ্র জয় করে দিয়েছেন আরেকটি বাংলাদেশ।
মাহাবুব-উল-আলম হানিফ বলেন, রেলমন্ত্রী সুরঞ্জিত সেনগুপ্ত পদত্যাগ করে ইতিহাসে এক উজ্জ্বল দৃষ্টান্ত স্থাপন করেছেন। এতে সরকারের ভাবমূর্তিও উজ্জ্বল হয়েছে। এ সরকার যে দুর্নীতিকে প্রশ্রয় দেয় না তার প্রমাণ মিলেছে। আমরা দৃঢ়ভাবে আশাবাদী সুরঞ্জিত সেনগুপ্ত যে দুর্নীতির সঙ্গে জড়িত নয় তার প্রমাণ মিলবে। তিনি বলেন, খালেদা জিয়া স্বাধীনতার ৪১ বছরে একবারও মুজিবনগরে আসেনি। বিএনপি আইএসআইর কাছ থেকে টাকা নিয়েছেন তার জন্য খালেদা জিয়াকে জাতির কাছে ক্ষমা চাইতে হবে। প্রতিমন্ত্রী ক্যাপ্টেন এবি তাজুল ইসলাম বলেন, শেখ হাসিনা না থাকলে যুদ্ধাপরাধের বিচার কেউ করবে না। কাজেই শেখ হাসিনাকে বাঁচিয়ে রাখতে হবে। আমরা আর জাতির পিতার মতো শেখ হাসিনাকে হারাতে চাই না। তিনি প্রধানমন্ত্রীর নেতৃত্বে ঐক্যবদ্ধভাবে কাজ করার আহ্বান জানান।

                This Barrister Moudud was a smooth liar from way back, even before he was married to my Jasim Nana's daughter. His career as a political opportunist of very low morality is known to any casual observer of BD politics.  I cringe every time he opens his big lying mouth and feel sad thinking about Kobi Jasimuddin, who was an honest, upright man, and a close murubbi to me.

               The louder the BNP-wallas are screaming for bloody murder and for Suranjit's head, the more it is becoming apparent that the whole thing about "going to the Minister's house with the money" scenario was concocted and staged.  Awami League is such a stooge of Jamaat and knows only to act like mouse-like cowards against such scare-tactics!

                 How can a Minister, only 4 months in the job, be responsible for a long, long trend of corruption in the Railway ministry which must have gone on even during the BNP/Jamaat administration?

                 For the moment, Barrister Moudud wants to interpret the law to be  -- "guilty until proven innocent" in Suranjit's case.

DHAKA: BNP standing committee member Barrister Moudud Ahmed Thursday alleged that huge amounts of bribed money could be recovered from the possessions of the ruling party leaders, ministers and lawmakers if door to door raid is conducted.
"All ministers and lawmakers of the government, except two or three, are involved in corruption. Massive raids on their houses should be conducted to recover the illegal money," Moudud told a discussion meeting on the country's prevailing political situation, organised by Zia Nagoric Forum at the National Press Club.
Referring to the incident of money recovered from the possession of the railway minister Suranjit sengupta's personal assistance, Moudud said the country has already been turned into an ocean of corruption.
"If such incident would have taken place in any other country like India, the concerned minister would not only be forced to resign but also legal actions would have been taken instantly," he pointed out.
Moudud demanded exemplary punishment of the masterminds behind the bribery incident and said a high level judicial inquiry would be able to unearth the mystery and fix the culprits.
The senior BNP leader reminded that his party had for long been accusing the government of breeding massive corruption. "The latest scandal involving Suranjit and his personal staff had proved that the opposition's assertions were right," Moudud said and called the railway minister's immediate resigntion.

Aren't you glad the sacred month of February is over? All that hypocrisy and whining about the language movement. Though we still have to get through the sacred month of March. And all this so soon after the sacred month of December. Add to that the sacred month of Ramadan and we Bongus have 4 sacred months out of 12 months! Yahoo!

Keep up the good work. Another couple of sentences and you will have completed your first paragraph. You can do it.

Could you please explain what you think Robin's opinion is? It's okay if you can't :)

There are religion-specific cultural differences for sure. But they are very minor differences. Bengali Hindu culture and Bengali Mislim culture are almost synonymous. That is reflected in  our literature, music, performance arts, arts and paintings, food habits, and above all in our national aspirations. We belong to a common heritage and have a common tradition. 
A practicing Muslim and a practicing Hindu have a common Bengali culture and that that is reflected in our common and joint cultural programs. 
Most of what you have said refers to differences in religious belief systems. They are not cultural matters. They exist in every religion. 
I believe in freedom of a human being (soul). Nothing should be coercive to it---neither a state nor a religion. The human must not be micromanaged. It needs broader guidelines though and sense of common goals as well for peaceful coexistence and advancement. Values preached to him should be universal as much as possible. Sage Manu's "Dharmashastra" is no more a complete code of life. The world has changed a lot and it is constantly changing. Our sages had long and clear vision. But there was a limit to how far they could see. That's why we need new thoughts and at least new interpretations.

Because in classic concept of religion, it is well structured. For example Judaism has dress codes similar to Islam. Historical Christians used to have dress closer to practicing Muslims. Christianity has "Evolved" and gotten more like Hinduism now a days. So you will see US churches talking about a "Black Jesus" in Afro-American areas, you will see image of Jesus in Mexico making it look like he was Hispanic and "Classic" Euro Christians adopted Jesus to their own standard (Blue eyed blond guy!!). I had a lively discussion with a devout Christian from south about that. I said Jesus was a Jew (As per Bible) and he was from Palestine (His birth place is part of Palestine), so he probably looked more like an Arab Palestinian than a blond guy from Germany!!

Logically one cannot accept "Local culture" and claim to practice an authentic religion for everything.

Hinduism varies a great deal from regions. Even Hindus who migrated in western world slowly but surely changed some of their traditional practices (Ganges is far away, pundits are scares etc).

As per Islamic concept, our Maker gave us a COMPLETE code of life.Unlike most prominent religions it did spell out religious views in a very structured way.

I have to agree with member Hanan that, some of what goes on during "Nobo Borsho" goes against traditional Islamic ideals. Islam does not prohibit us to accept local cultures but practicing Muslims know the limits given by our Maker. In Finland nudity is well accepted in that society. Even incest type relations is quite common in that culture. A practicing Muslim will never embrace those aspects of Finish "Culture". Maybe an Iraqi Arab will change his Arab garbs for suits but it is unimaginable for a "Practicing Muslim" to forgo commandments by Allah (SWT).

So what member Roy and Subimal said is partly correct but as per Islamic ideals we have our limits in how much we can accept of any culture.

What I want to say I'd that a religion must not be too restrictive; it must not spoon feed what to wear and what not to  eat or drink. It should rather focus on the values that are universal.

That is why you will see people from Pakistan play very good Cricket but they don't drink beer (At least the practicing ones!) like Australians or Brits.

In other words for Muslims, we may enjoy some fanfare in moderation but don't expect any Muslim with some sense to embrace IPL cheer leaders type of dance for "Nobo Borsho" anytime soon. ;-)

I do not see any problem with Rabindra Sangits and classic bangla cultural aspect in some cases. "Anandaloke mongol aloke birajo satya sundoro...." has been a favorite of mine for a long time.

As long people understand and respect sensitivities of "Practicing Muslims" in such areas, we can get along nicely.

Culture is a vast thing. 'Indecency' is subjective. If culture means how a group leads its life in general--what the group members eat and how they eat, what they wear, what games they play, what music they listen to, how they deal with their fellow group members, and so on, then it must be mostly local. A religion has almost nothing to do about it. Hindu culture in Kerala is not exactly same as Hindu culture in Bengal. It is more appropriate to say culture in Kerala or culture in Bengal without tying it to a particular religion. There are subcultures within each culture. But we are talking about our national culture in general which must be all inclusive. Culture evolves over time in an interactive way. When you say "…if it is not against Tauhid and does not contain Shirk and Fahisha ( indecency)" you are measuring against STANDARDs that came from a different region (Arabia), and you are trying to comply with it. You are also assuming that this is the bottom line. Before you do so please think about the following scenario – let's assume Prophet and writers of those Islamic religious books were from Bangladesh; what kind of cultural practices they would have prescribed for the Muslim Ummah? Definitely, the religion would have been the same, but the cultural practices for Muslims would have been the local Bengali customary practices. As you see – religious culture reflects local culture, and culture is not absolute, but – the religion is.
 
Therefore, we should not mix up religion with culture. Logically, I would think - even if local practices do not comply with "Tauhid" it should be fine with Islam.  And the standard for Shirk and Fahisha ( indecency) has universal norms; I agree with you on those points.

It is true time has changed. It is also true that Muslim culture has some Arab root, however ninety percent of it is based on teachings of the Quran and Sunnah and in that sense Muslim culture is universal for Muslims. Muslim culture vary from place to place partly as Islam allows acceptance of Urf or local custom if it is not against Tauhid and does not contain Shirk and Fahisha ( indecency).

We have cell phones now; boys and girls can talk as long as they want, which we could not do. These are modern amenities, and they are here to stay. You should not stay in your childhood forever. You cannot stop progress in the society because it was not there before.
 
Also, what you call your religious culture is not your Bengali Muslim culture; it's the Arabian Culture. You are trying to emulate that culture as your religious culture. Every society has distinct culture. Religion is separate from culture. Our Bengali culture is richer than Arabian Culture. Don't try to shun your culture to embrace some foreign culture.
