Yes, voice can be doctored too. I hear and see actors, mimicking political leaders on television satires all the time. They not only mimic their appearances, but also voices. Also, now a day, modern music CDs are produced by editing and manipulating voices.
This was an easy one; just adding a slogan at the end of the speech. I noticed, two slogans – 'Joy Bangla' and 'Joy Pakistan,' almost overlapped, which is unnatural. It would have normal interval between them - if they were pronounced by the same person. Whoever doctored this audio clip did not do a professional job. Obviously, this casts doubt on everything Khondakar has said in his book.
