Brother, I would not be naive to expect anything free from India or any other countries. And also, I would not wait for full delivery of all Indian promises. That is a mere stupidity and I would not hold my breath for such thing ever to occur. Let me announce loud and clear! It will be a "give and take" between the countries. If BNP and Jamat come to the power and start the same tantrum like last time, nothing will be delivered. If BNP/Jamat wants to play hard ball with Indians, they will play harder. So, please do not get excited yet. It will be their national interests vs ours. With Myanmar getting closer to Indo/US sphere, India will play the Myanmar card very effectively. It is harder to fight a larger country. But, I think, we should be able to get a fair deal from the Indians if they consider us a fair partner.

Recently our leadership gave away most of Indian demands about transit but gotten a big zero in return. Late Sheikh Mujibur Rahman gave away "Chitmahals" right after we gotten our independence but India is yet to give our "Chitmahals" to us.

There are many similar issues which prohibits us from getting excited about this good announcement. One has to stay in the country to understand feelings of common people.

I'll wait till India delivers in her promises.

ভারতের পানিসম্পদ সচিব ধ্রুব বিজয় সিং সোমবার নয়া দিল্লিতে বাংলাদেশি সাংবাদিকদের বলেন, "বাংলাদেশ আমাদের সঙ্গে না এলে আমরা নির্মাণের দিকে (টিপাইমুখ প্রকল্প) এগোবো না।"

ভারতের মনিপুর রাজ্যের টিপাইমুখ বহুমুখী প্রকল্প এলাকা পরিদর্শনের জন্য বাংলাদেশের প্রতিনিধি দল বর্তমানে ভারত সফর করছেন।

সিলেট সীমান্তের কাছে টিপাইমুখে বাঁধ নির্মাণ করে জলবিদ্যুৎ প্রকল্প বাস্তবায়নের পরিকল্পনা রয়েছে ভারতের। ওই বাঁধ হলে তার বিরূপ প্রভাব বাংলাদেশে পড়বে বলে পরিবেশ বিশেষজ্ঞদের আশঙ্কা। এনিয়ে বাংলাদেশে প্রতিবাদ চলছে।

বিজয় সিং বলেন, টিপাইমুখ প্রকল্পের কী কী প্রভাব বাংলাদেশের ওপর পড়তে পারে, তার সব দিক খতিয়ে দেখার জন্য সমীক্ষা শুরু করতে উভয় দেশের যৌথ নদী কমিশনের উপ-কমিটি এ মাসের শেষ দিকে বৈঠকে বসতে যাচ্ছে।

২০০ কোটি ডলারের এই প্রকল্পে অংশীদারিত্বের ভিত্তিতে বিনিয়োগের জন্য বাংলাদেশকে প্রস্তাব দিয়েছে ভারত এবং যৌথ নদী কমিশনের উপ-কমিটি অংশীদারিত্বের ভিত্তিতে বিনিয়োগের বিষয়টিও পর্যালোচনা করবে।

ভারতের সচিব বলেন, এই প্রকল্প সমস্যা সৃষ্টি করতে পারে বলে ভারতের কাছে মনে হলে অন্য কোথাও বাঁধ নির্মাণ করা হবে।

টিপাইমুখে কোনো নির্মাণ কাজ এখনো শুরু হয়নি বলেও জানান তিনি।

'টিপাইমুখ প্রকল্পের প্রস্তাব ১৯৭৪ সালে'

সাংবাদিকদের সঙ্গে মতবিনিময়ে ভারতের পানিসম্পদমন্ত্রী পবন কুমার বানসাল জানান, বাংলাদেশের পক্ষ থেকে ১৯৭৪ সালে টিপাইমুখ প্রকল্পের প্রস্তাব দেওয়া হয়েছিল।

এ সংক্রান্ত তথ্য দেখতে চাইলে তার দপ্তর থেকে ১৯৭৩ সালের নভেম্বরে যৌথ নদী কমিশনের বৈঠকের সম্মতিপত্র তুলে ধরা হয়।

তাতে লেখা হয়, "ভারত ও বাংলাদেশে বন্যার পরিপ্রেক্ষিতে বরাক বাঁধ প্রকল্প নিয়ে সমীক্ষার বিষয় বিবেচনা করছে কমিশন এবং সুপারিশ করা হচ্ছে যে, বন্যা নিয়ন্ত্রণ এবং সিলেট, কাছাড় ও এর আশপাশের এলাকার সুরক্ষায় বাংলাদেশ ও ভারতের বিশেষজ্ঞরা এই প্রকল্প পর্যালোচনা করবেন।"

ভারতে বাংলাদেশের হাইকমিশনার তারেক এ করিম সাংবাদিকদের বলেন, ১৯৭২ থেকে ১৯৮২ সাল পর্যন্ত বিষয়টি এমনই ছিল। কিন্তু ১৯৮২ সালে যখন দেখা যায়, এই প্রকল্প বাংলাদেশের জন্য ক্ষতির কারণ হতে পারে, তখন দৃশ্যপট পাল্টে যায়।

১৯৭২ থেকে ১৯৭৫ সাল পর্যন্ত যৌথ নদী কমিশনের ১৩টি বৈঠক হয়। এরপর ১৯৭৮ থেকে ১৯৮২ সাল পর্যন্ত (বিএনপি আমলে) আটটি বৈঠক, ১৯৮২ সাল থেকে ১৯৯১ সাল পর্যন্ত ১১টি বৈঠক হয়। তবে ১৯৯১ থেকে ১৯৯৬ সাল পর্যন্ত প্রতিবেশী দুই দেশের যৌথ নদী কমিশনের কোনো বৈঠক হয়নি।

১৯৯৬ থেকে ২০০১ সালে তিনবার, ২০০২ থেকে ২০০৬ সাল মেয়াদে দুইবার এবং বর্তমান সরকারের মেয়াদে একবার বৈঠকে বসেছে যৌথ নদী কমিশন।

বিদ্যুৎ

টিপাইমুখ বাঁধ প্রকল্পে ২২ হাজার হেক্টরের একটি জলাধার নির্মাণের পরিকল্পনা করা হয়েছে এবং বন্যার সময় এটা পূর্ণ করা হবে।

প্রস্তাবিত এই জলাধারে ৯০০ কোটি ঘনমিটার পানি ধারণ ক্ষমতা থাকবে, যা কাপ্তাই লেকের চেয়ে ছয় গুণ বড়।

জলশক্তি ব্যবহার করে এই প্রকল্পে দেড় হাজার মেগাওয়াট বিদ্যুৎ উৎপাদনের পরিকল্পনা নেওয়া হয়েছে।

ভারতের উচ্চ পর্যায়ের এক কূটনৈতিক সূত্রের বক্তব্য, এই প্রকল্পে বিদ্যুৎ উৎপাদন খুব বেশি লাভজনক হবে না।

পানি সেচ প্রকল্প

ভারতের পানিসম্পদ সচিব বলেন, সেচের কোনো পরিকল্পনা না থাকায় টিপাইমুখ প্রকল্পে পানি প্রত্যাহার করা হবে না।

ফুলের তলে ব্যারেজ নির্মাণের বিষয়ে জানতে চাইলে তিনি বলেন, এ ধরনের কোনো প্রকল্পও তাদের নেই।

টিপাইমুখ থেকে একশ' কিলোমিটার ভাটিতে ফুলের তলাতে ব্যারেজ নির্মিত হবে বলে কথা উঠেছে।

তিস্তা চুক্তি

ভারতের পানিসম্পদমন্ত্রী বলেন, তিস্তার পানি বণ্টন চুক্তি নিয়ে উভয় দেশের সরকারের মধ্যে রাজনৈতিক সদিচ্ছা রয়েছে এবং যত দ্রুত সম্ভব এ চুক্তি সইয়ের জন্য তারা চেষ্টা করছেন।

গত বছরের সেপ্টেম্বরে ভারতের প্রধানমন্ত্রী মনমোহন সিংয়ের ঢাকা সফরের সময় তিস্তার পানি বণ্টন চুক্তি সই হওয়ার কথা ছিল। কিন্তু শেষ মুহূর্তে পশ্চিমবঙ্গের মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের আপত্তিতে তা আটকে যায়।

I am sure there are plenty of Khandokar like teachers still exist in Bangladesh and probably knowingly or unknowingly preparing students for the global economy. A strong minded student with hungry mind should not be intimidated by mere bigotry. There might be some temporary setbacks for certain students but in long run, the bigots will be remembered as only small bumps on the road.

Prof. Khandkar was never consistent in his manners.  He had connections on the top politicians.  He allowed a sick bed to Shaikh Shahidul Islam because he was the nephew of Bangabandhu, it is said.  He never really risked his life by giving shelter to a Hindu student.  In fact that story I am hearing for the first time.  A person who fought with rickshaw pullers for two annas every day is not expected to show such magnanimity.  Khandkar never announced his intention to produce no more Hindus for India, it was another teacher of another Department who did it.  However, education at Dacca University was less than that of international standard those days.  Only a fool could be proud of it though it was the best the land could offer.

I would not pass any comment on Dr. Khondokar behavior because I do not know him at all. What I can understand from your writings is that he was a nationalist and showed a great deal of favor towards certain group of students. However, he was a civil teacher but could not hide his disgust about some Hindu students chose to leave the country. Since those students overwhelmingly left for India rather than US, he probably got very upset. He had no understanding why those people wanted to flee. Maybe, he wanted them to stay in the country and serve and fight for their rights? If good people just leave without giving a fight, it also put more burden to the next generations.

Now, why he saved a student from Pakistanis by risking his own life, we would never know. That might be due to his human quality that was still there with him? There are times when a monster can do good things too.

Our memory fades. After 40 years it is hard to separate myths and facts from a mixture of these two. Let us assume that Dr. M. Khundakar, as the head of the department, was actually against producing chemists for India. Given the animosity between Pakistan and India, Khundakar was a great nationalist, but at the same time he was very poorly professional. Why did he take Hindu students at all? Once taken, how could he make a Hindu learn less and therby make him lesser of a chemist? During the Pakistani occupation period (March-Devcember 1971) he sheltered a brilliant Hindu student in his own home (Kamal-da might have been his classmate and hence may be able to reconfirm it). By doing this he risked his own life! Is it not intriguing that Khundakar was in the process of making a first-class-first Hindu chemist in the very Pakistan period in his own hands? Is it also not inspiring and wonderful? How a feat of professionalism be better? Is it not a wonderful piece of the untold history of our great liberation war and communal harmony as well? 
By the by I should mention from whom I heard about Dr. M. Khundakar's alleged unwillingness to produce chemists for India. He was Ganapati Haldar. He was another brilliant student and was my roommate for one year in the dorm when we were students of Dhaka college. He came of a poor family. He got involved in a politics that made him dream of changing the society. He got killed in the hands of the antiliberation forces.

Well, we deserve no better than mediocrity. The worms are already planted in the brains of students and teachers. Only few might be coming out right from the system with an open mind while the rest will paying some money to the middlemen and get some mundane jobs and will carry on living happily after. I think the battle is already lost. Good and fair teachers for Bangladeshis? Why and who cares? (Sorry for my sarcasm)

Very well said, Deeldar! 
Communality blurs one's vision to see the talent in the people belonging to a different community from theirs. This practice gives undue advantage to a preferred community over the others. Although the preferred community may gain from this practice in the short term, but the country will lose in the long run due to mediocrity, as you so justly said.  This practice encourages brain-drain, which causes irreparable damage to a country. Therefore, people who really love their county can never be communal.
You also said that talented people will always shine wherever they are. That's so true. I think communality anywhere in a country, especially in the academic institutions, is the highest form of betrayal to a country.
I taught Physics at Dhaka University for 3 years (1978 – 1981). While grading paper, my only thought used to be - if I was being fair to my students, nothing else. Never a thought of communal discrimination ever crossed through my mind during my academic tenure. I think - most of our teachers think that way also. Some Islamist-teachers may possess communality in Bangladesh. The same way, some Hindutyabadi-teachers in India may possess communality. I believe - these are exceptional cases only. It will always be there.

Discrimination has been pretty rampant in schools/colleges/universities without any doubt. You can't do much about it unless strong individuals step in and do the right thing. Nobody can stop a bright student becoming whatever he or she wants to do in his/her life. But with persistent practice of discrimination, you create mediocrity in your academic institutions. The very brights will leave while mediocre students will stay and create more mediocre students. And, you can guess what happens next. If you add politics and religion into the equation, that would lower the quality even further and set the standard as garbage in garbage out mode! -SD

Physics department had very good reputation of being secular, in those days (1960s). I never had any personal experience of religious hatred from any of my Muslim teachers; instead, I only experienced their selfless love and affection. But, I heard allegation from some Hindu students about communal treatments towards them from the very same teachers. What could be the explanation for these two different treatments from the same person(s)?  This is what I also noticed – accusation always came from students after receiving not so satisfactory grades from those teachers. Therefore, when I hear this type of allegation, I think many of them may be either unfounded or mistaken interpretations of the event.
This is not to say that there was no communality in any of our teachers. In some special circumstances, it may have happened. I heard that communality may have played a role when two students, one Hindu and one Muslim, compete for the top rank (first-class-first) and their scores are too close to call. Top rank used to come with guaranteed job as a faculty or in the civil services. This was a consideration at the time of awarding the top rank during the Pakistani-era. I won't be surprised if there was unwritten instruction to the department-Heads from the state authority in favor of communal discrimination. Therefore, teachers might not have choice but to comply. Who knows...

I can input some data to make the story more complete. 
1. Before 1971 the Chemistry dept  head of DU used to tell the class that he was not going to produce chemists for India. I heard about it from a student (killed in liberation war) of the same dept. I don't if that was an exaggeration. The same teacher have shelter to a brilliant Hindu student during the occupation period. This student spent the entire 9 months in Dhaka city. I have seen hindu students referring to him as a Rajakar. That person is now in America and doing good. The thing is still a riddle to me. 
2. One Hindu student from English dept. told us about a departmental professor who had bitter experience as a minority student in Calcutta University. He used to suffer from inferiority complex and used to sit on a back seat all by himself. One day one professor pointed to him and asked, "Is that a Musselman?"

When they do not find any common enemy, they will find differences within the same group and fight the people who look different or behave differently. Yes, for some good or bad reason, people would like to be connected to the Arabian royal blood in order to be able to  boast about their ancestry. That is because of their poor self confidence and education. I would agree with you about Pakistani Muslims hating more their Hindu ancestry than Bengali Muslims. New converts are always less tolerant to their past. The reason is obvious!
The bottom line is that God is not a solution when people think their God is better and more powerful than other people' Gods. It is rather a refuge for certain scoundrels, who do not want to answer some tough questions. It is rather a business with no productivity except producing more illiterates for the society. To a small starving child, an "omnipotence" God has no value at all in comparison to a small piece of bread.

While I salute Dr. Das for his successful fight against a wrong trend, I must say that during my student life at Dhaka University Chemistry Department (1975-1981), an overwhelming majority of my professors were non-communal decent human beings of the Muslim background. In fact, I consider quite a few of them as the best teachers of my life. The clear concepts that I got from them made me increasingly interested in Chemistry. Most of the ones that I got a chance to mix with at a personal level were helpful and understanding.
 
Unlike Dr. Das, I actually doubt if the Pakistani Muslims had more respect for their Hindu ancestry than the Bengali Muslims. The state of Pakistan during its entire lifetime (1947 to date) does not support what Dr. Das felt. I think one needs to mix intimately with people, while asserting his/her rights, to know their real character.
 
Talking about Arabian ancestry, I think Bengali Muslims overall are too irrational when it comes to the looks, sounds and smells of their religion; but I doubt if they are worse than the Pakistani Muslims. Of course, there are exceptions to the overall picture.

Chemistry Department stopped awarding first class to any student bearing Hindu name since the 1965 war between India and Pakistan, the tradition continued till I changed it four years later.  Most of my classmates agreed that I changed it by fighting the whole Department. Most people of Pakistani origin I came across in my life were respectful of their Hindu ancestry.  However, the story is different with Bengali Muslims.  They think, their ancestors came from some place in the Arabian land.

Pakistan or not, if Hindus did not face the kind of discrimination, hatred, and barbaric atrocities that they did in East Bengal since 1947, if they did not leave East Bengal, the academic circle of any Bangladeshi university that would be worth calling "the Oxford of the East" would be dominated by Hindus over the Muslims even today. Let me give a few examples: 1) in my B. Sc. Honors class at the Dhaka University Chemistry Department, graduating in 1980, four students got the first class, and two of them were Hindus, 2) two years before us no one got the first class in Chemistry honors program from the university proper; only one student, a Hindu, got the first class from BM College in Barishal, 3) in our honors batch, the most distinguished scholar in the Science Faculty (the Kalinarayan Scholar) was a Hindu student from Physics. These are in spite of all the migration of mostly the elite class of Hindus from East Bengal beginning in 1947. The most sudden drop in the quality of Dhaka University was probably in 1947, when Hindu professors left en masse for India, and their void filled with unqualified and poorly qualified Muslims.
 
Of course, Pakistan was not in the horizon in 1921. Thus, the establishment of Dhaka University in reality had nothing to do with higher education for the Muslims; because the Muslims were not expected to be the principal components of the university. People who suggest that Rabindranath Tagore opposed the establishment of Dhaka University because he was anti-Muslim have a hateful objective of dissociating the greatest Bangalee poet from Bangladesh.
 
Now let me address a side point made by Q. A. Rahman. His point was that Pakistan was needed for breaking the Hindu domination in East Bengal. His argument was utterly foolish and hateful when he was indifferent to the fact of the migration of Hindus due to discrimination, hatred and barbaric atrocities in their home of centuries. He was essentially saying that it was OK for displacing the Hindus for giving the Muslims some privilege.
 
No, Muslims had to get themselves interested in real education in order to break the Hindu domination. Hatred can give a short-term gain, which Pakistan did for the Muslims. But look, for example, the elite of Bangladeshi Muslims who have a significant health problem go to India for treatment. Aren't those Hindu doctors in India saving the elite Muslims of Bangladesh?
 
Talking in terms of political domination, I do not think the Muslims needed Pakistan. Without Pakistan, Muslims would be dominating all of Bengal today; because democracy was inevitable, and because to be a voter one does not need to be very scholarly or rich. Of course, if that political domination was combined with the wisdom of promoting education, Muslims would have had their fair share of power in all respects in due course without the help of hatred.
 
I would advise people like Mr. Rahman to wake up for progress for all people, especially for the Muslims. Sprouting madrasahs in Bangladesh like wild mushrooms in dirty soil, and promoting hateful religious stupidity will not help the Muslims; real education in humanities, science and technology will.

Angry Kamaruzzaman accuses a few AL leaders of war crimes

Jamaat leader Muhammad Kamaruzzaman yesterday told the International Crimes Tribunal-2 that he could have evaded trial for war crimes had he joined the Awami League.Kamaruzzaman, senior assistant secretary general of the Jamaat-e-Islami, made the remark when the tribunal asked if he pleaded guilty or not.
Ignoring the judges' objection to making any political speech in court, he said, "There were similar allegations against Faizul Huq and Nurul Islam of Jamalpur. But they have not been brought to justice; rather they were made ministers as they joined the Awami League."AK Faizul Huq, son of Sher-e-Bangla AK Fazlul Huq, served as state minister for jute and textiles during the 1996-2001 tenure of the Awami League government. He passed away in 2007.Moulana Nurul Islam was state minister for religious affairs during the tenure of the same AL government. He is no longer involved in politics.
The International Crimes Tribunal-2 yesterday framed charges against Kamaruzzaman for crimes against humanity during the Liberation War.The Jamaat leader, however, denied the charges and claimed he was innocent.He suggested that others, including a brother of State Minister for Law Qamrul Islam, should be brought to book for their involvement in crimes against humanity. "State Minister Qamrul Islam's brother Hafez Moulana Azizul Islam was a Razakar, and the question of his trial also arises."Asked whether his brother had links with Razakars, State Minister for Law Qamrul Islam told The Daily Star, "I don't know."

Kamaruzzaman said many judges, university teachers and government officials pledged allegiance to the then Pakistan government in 1971."Thirty one intellectuals, including Professor Kabir Chowdhury, issued a statement in support of Pakistan [during the Liberation War]. But they were not brought to book," he told the tribunal.Kamaruzzaman, who was a college student in 1971, said, "There is no instance in history that a higher secondary student has been tried for crimes against humanity," Referring to the trial of Charles Taylor and Augusto Pinochet, he said those who had been tried for such crimes were state leaders.Kamaruzzaman yesterday termed the International Crimes (Tribunals) Act 1973 a "black law." He and other accused of 1971 war crimes are now being tried under this act.He said the Awami League was out to establish fascist rule in the country. Though the Jamaat leader was supposed to only plead, the court gave him five minutes after he sought time from the court to say a few words. He also mentioned that Tribunal-1 had allowed the accused to make speeches.At one point of his speech, one of the three judges interrupted him and said it was not a place where the Jamaat leader could give a political speech. The judge told him that he would get the scope to defend himself later.As Kamaruzzaman continued with his speech, a judge asked police to take him away from the dock.When police officials approached the dock, Kamaruzzaman loudly told them, "Don't touch me."

আমেরিকান এ্যাম্বাসেডর ড্যান মজেনা সম্প্রতি সাংবাদিকদের সঙ্গে এক মতবিনিময়ে বলেছেন বাংলাদেশের সব থেকে বড় সাফল্য; দেশটি নিজের প্রয়োজনীয় খাদ্য নিজে উৎপাদন করতে পারে। পৃথিবীর খুব কম দেশই এ সাফল্য অর্জন করেছে।
বাংলাদেশ নিজের প্রয়োজনীয় প্রধান খাদ্য ধান উৎপাদনে স্বয়সম্পূর্ণ হয়েছিল প্রথম ১৯৯৮ সালে; যা ছিল ওই সরকারপ্রধান শেখ হাসিনা ও কৃষিমন্ত্রী মতিয়া চৌধুরীর অনন্য সাফল্য। বাংলাদেশের মতো একটি অতিরিক্ত জনভারগ্রস্ত ছোট দেশের পক্ষে এই মূল খাদ্য উৎপাদনে স্বয়ংসম্পূর্ণ হওয়া যে কত বড় সাফল্য, তা আমরা সেদিন বুঝতে পারেনি। এবং সত্যি অর্থে এ সাফল্যের সঠিক মূল্যায়নও আমাদের অর্থনীতিবিদ বা সুশীল সমাজ করেনি। সেদিন যদি এটার মূল্যায়ন করা হতো, জনগণকে বোঝানো হতো; বাংলাদেশ কত বড় সাফল্য অর্জন করেছে তাহলে এর ধারাবাহিকতা থেকে দেশ বের হয়ে আসতে পারত না। ১৯৯৮ থেকে ২০০১ অবধি দেশ প্রধান খাদ্য চালে স্বয়ংসম্পূর্ণ ছিল। ২০০১-এ দেশের রাজনৈতিক পটপরিবর্তন ঘটে। বিএনপির নেতৃত্বে কট্টর মৌলবাদী ও জঙ্গীবাদীরা ক্ষমতায় আসে। কট্টরপন্থীরা এবং জঙ্গী ও মৌলবাদীরা কখনই কোন দেশে খাদ্য উৎপদানের পক্ষে নয়। কারণ, কোন দেশকে খাদ্য উৎপাদনে স্বয়ংসম্পূর্ণ হতে হলে কৃষির পেছনে তাদের অনেক ভর্তুকি দিতে হয়। কট্টরপন্থীরা কখনই কৃষিতে ভর্তুকি দেয়ার পক্ষে নয়। যার প্রমাণ বাংলাদেশের ২০০১-এর পরে বিএনপির নেতৃত্বে মৌলবাদী ও জঙ্গীবাদীরা ক্ষমতায় এলে পাওয়া যায়। তাদের অর্থমন্ত্রী সাইফুর রহমান সেদিন বলেছিলেন, দেশে ভর্তুকি দিয়ে খাদ্য উৎপাদনের থেকে আমদানি করা অনেক লাভজনক। এ ছাড়া দেশে প্রয়োজনীয় খাদ্য উৎপাদন না করার পক্ষে মৌলবাদী ও জঙ্গীবাদীদের আরও কিছু কারণ আছে। তারা দেশের দারিদ্র্য বজায় রাখতে চায়। কারণ, দেশে প্রচুর দরিদ্র না থাকলে অর্থের বিনিময়ে তারা জঙ্গী সৃষ্টি করতে পারে না। দারিদ্র্য সব সময়ের জন্যই জঙ্গী বা সন্ত্রাসী সৃষ্টিতে সহায়ক। বাংলাদেশ ২০০১-এর পরে সেই নীতি গ্রহণ করে। যার ফলে ২০০২ থেকে বাংলাদেশে আবার ধান উৎপাদন কমতে থাকে। বর্তমান সরকার যখন ক্ষমতায় আসে তখন বাংলাদেশ পুরোপুরি খাদ্য ঘাটতির একটি দেশ। এই বিপুল জনগোষ্ঠীর খাদ্য ঘাটতি থাকলে দেশ ও দেশের মানুষ কি দুর্দিনে পড়ে তার চিত্র এ দেশের মানুষ ২০০৭ ও ২০০৮-এর তত্ত্বাবধায়ক সরকারের আমলে দেখেছে। এমনকি এই সরকার প্রথমে ক্ষমতায় আসার পর তাকে পাগলের মতো সারা পৃথিবীতে চালের জন্য হন্যে হয়ে বেড়াতে হয়েছে। ওই সময় খাদ্য আমদানি করতে গিয়ে বাংলাদেশ কি দুর্বিপাকে পড়েছিল তার কিছু কিছু বিষয় এ কলামে লিখেছি। তাছাড়া এ নিয়ে পত্র-পত্রিকায় ও ইলেকট্রনিক মিডিয়ায় বার বার রিপোর্ট হয়েছে। সেখানে দেখা গেছে প্রতিবেশী রাষ্ট্র ভারত ৫ লাখ টন চাল বাংলাদেশের কাছে বিক্রি করার প্রতিশ্রুতি দেবার পরও চার বছরেও তারা কোন চাল দিতে পারেনি। অন্যদিকে অন্যতম চাল উৎপাদনকারী দেশ থাইল্যান্ডের প্রাকৃতিক দুর্যোগের কারণে তাদের পক্ষেও বাংলাদেশের কাছে চাল বিক্রি সম্ভব হয়নি। তাছাড়া চাল উৎপাদনকারী দেশ থাইল্যান্ড, বার্মা, ভারত ও ইন্দোনেশিয়ায় চাল উৎপাদন কম হওয়াতে গোটা পৃথিবীতে চালের দাম বেড়ে যায়। যার ফলে বাংলাদেশ অনিবার্য এক দুর্ভিক্ষের মুখে পড়ে। বর্তমান সরকারের এই সাধারণের খাবারের দিকে বিশেষ নজর থাকা ও খাদ্যমন্ত্রী আব্দুর রাজ্জাকের একান্ত প্রচেষ্টার ফলে শেষ অবধি ভিয়েতনাম থেকে চাল এনে সে দুর্ভিক্ষ অবস্থা থেকে দেশকে রক্ষা করা হয়।
দেশ বাস্তবে এই দুর্দিনে পড়েছিল ২০০১-এর পর জঙ্গী ও মৌলবাদী সরকারের ভুল নীতির ফলে। তাদের অর্থমন্ত্রী সাইফুর রহমান উৎপাদনের থেকে আমদানি সহজ ও লাভজনক এই নীতি গ্রহণ করার ফলে দেশ ২০০৫ থেকে এই চরম সঙ্কটে পড়তে শুরু করে।
বর্তমান সরকার শুরু থেকেই দেশকে এই ভ্রান্ত নীতি থেকে বের করে আনার নীতি গ্রহণ করে। যার ফলে বর্তমান সরকার কৃষককে বিনামূল্যে সেচের বিদ্যুত দেয়ায় খরা কবলিত সময় ধান উৎপদানে সমর্থ হয়েছে। বাংলাদেশ সরকারের এই নীতি পরবর্তীতে ভারত সরকারও গ্রহণ করে তাদের খরা কবলিত এলাকার জন্য। এমনিভাবে একের পর এক কৃষক ও কৃষিবান্ধব নীতি গ্রহণ করার ফলে তিন বছরে এসে আবার দেশ প্রধান খাদ্যে স্বয়ংসম্পূর্ণ হয়েছে। এমনকি আপদকালীন খাদ্য মজুদ ও সুগন্ধী চাল রফতানির যোগ্যতাও দেশ অর্জন করেছে; যার প্রভাব এ মুহূর্তে দেশের দরিদ্র জনগণের কাছে বেশ বড় হয়ে দেখা দিচ্ছে। কারণ কৃষি শ্রমিক এখন একদিন কাজ করে কখনও কখনও বিশ কেজি চালের মূল্য রোজগার করছে। বাংলাদেশের ইতিহাসে কখনও দিনমজুররা এ ধরনের রোজগার ও খাদ্য যোগাড়ে সফল হয়নি। এছাড়া বিশ্ব বাজারে যে সময় চালের মূল্য অনেক বেশি সে সময় বাংলাদেশের সাধারণ মানুষ তুলনামূলক যথেষ্ট কমমূল্যে চাল কিনতে পারছে। দেশে এই খাদ্য উৎপাদন না হলে কোনমতেই এটা সম্ভব হতো না। আর বর্তমান আন্তর্জাতিক মূূূল্যে যদি দেশের সাধারণ মানুষকে চাল কিনে খেতে হতো তাহলে বাংলাদেশের অর্ধেক মানুষকেই অনাহারে কাটাতে হতো। এ ছাড়া দেশীয় বাজার থেকে চাল কিনে সরকার দারিদ্র্যসীমার নিচের জনগোষ্ঠী ও কম আয়ের মানুষকে যে সহায়তা দিচ্ছে সেটাও সম্ভব হতো না। সরকার এ মুহূর্তে গ্রামে ও শহরে কম আয়ের মানুষের জন্য খোলা বাজারে কম দামে চাল বিক্রি করছে। তাছাড়া বিভিন্ন কর্মসূচীর মাধ্যমে দেশের দরিদ্রসীমার মানুষ কম দামে চাল পাচ্ছে। কম দামে চাল দেয়া হচ্ছে ৩৮ লাখ মহিলা গার্মেন্ট শ্রমিককে। সরকারের এই সহায়তা ও বাজারে চালের মূল্য কম থাকায় ইতোমধ্যে সার্বিক মূল্যস্ফীতি কমে এসেছে। এবং চলতি বছরের বোরো উৎপাদানকে যোগ না করেই দেখা যাচ্ছে দেশের অর্থনীতির প্রবৃদ্ধির হার ৬.২ ভাগ হয়েছে। বোরো যোগ হলে এটা প্রায় সাতের গায়ে চলে যাবে। যেখানে ভারতের অর্থনৈতিক প্রবৃদ্ধি ৯ থেকে ৭-এর নিচে নেমে এসেছে। চীনের অর্থনৈতিক প্রবৃদ্ধি ১৩ থেকে ৮-এ নেমে এসেছে। এ ধরনের বিশ্ব অর্থনৈতিক মন্দার ভেতর বসে বাংলাদেশের এ সাফল্যের পেছনে অনেক উপাদান যুগিয়েছে এই চাল উৎপাদন।
বাংলাদেশের এই অর্থনৈতিক সাফল্যের পেছনে তাই অনেক সহায়তা যুগিয়েছে শেখ হাসিনা ও মতিয়া চৌধুরীর বাঙালী গৃহস্থের হাজার বছরের অর্থনৈতিক ধারণা। এখানে বই পড়া কোন বড় অর্থনীতিবিদের তত্ত্ব কাজ করেনি। শেখ হাসিনা ও মতিয়া চৌধুরী দু'জনই বিশ্বাস করেনÑসংসারে যদি গোলা ভরা ধান থাকে তাহলে ওই সংসার যেকোনভাবে হোক চলে যায়। কখনও বিপদে পড়ে না। তাই দেখা যাচ্ছে, শেখ হাসিনা যখন প্রধানমন্ত্রী থাকছেন ও মতিয়া চৌধুরী কৃষিমন্ত্রী থাকছেন ওই সময় যেকোনভাবেই হোক বাংলাদেশ নামক তাদের সংসারটির গোলা ধানে ভরে উঠছে। তার সুফল দেশের অর্থনীতি ও দেশের মানুষ পাচ্ছে। বাংলাদেশে নিযুক্ত আমেরিকার এ্যাম্বাসেডরও বলছেনÑপৃথিবীর খুব অল্প কয়েকটি দেশ যে সাফল্য অর্জন করেছে বাংলাদেশ সেটাই অর্জন করেছে। বাংলাদেশ নিজের খাদ্য নিজে উৎপাদন করতে পারে। ১৯৯৮ সালেও বাংলাদেশ এই সাফল্য অর্জন করেছিল। কিন্তু সেদিন এই সাফল্যের সুফল সঠিকভাবে বাংলাদেশের মানুষকে বোঝানো হয়নি বলেই দেশে ওই সুফলের ধারাবাহিকতা রক্ষা করা সম্ভব হয়নি। পরবর্তী সরকার এসে যখন ওই ধারাবাহিকতা নষ্ট করে দেবার জন্য ভিন্ন নীতি গ্রহণ করে তখন জনগণের ভেতর থেকে কোন প্রতিবাদ ওঠেনি। জনগণ সেটাকে রুখে দাঁড়ায়নি। এর পরে প্রায় চৌদ্দ বছর পরে এসে বাংলাদেশ আবার ওই সাফল্য অর্জন করেছে। আর এই সাফল্য অর্জন করতে বর্তমান সরকারকে গত তিনটি বছর কাজ করতে হয়েছে। এ সরকার যখন এই সাফল্য অর্জন করেছে তখন সরকারের হাতে আর সময় আছে দুই বছরেরও কম। এই সময় যদি বড় কোন প্রাকৃতিক দুর্যোগ না হয় তাহলে আশা করা যায় খাদ্য উৎপাদনের এই ধারাবাহিকতা রক্ষা হবে। কিন্তু এর থেকে বড় প্রশ্ন এখনÑবাংলাদেশ নীতিগতভাবে এই ধারাবাহিকতা রক্ষা করবে কিনা?
খাদ্য উৎপাদনে স্বয়ংসম্পূর্ণ থাকার এই ধারাবাহিকতা রক্ষা নিশ্চিত করতে পারে একমাত্র দেশের সাধারণ মানুষের উপলব্ধিতে বিষয়টি পৌঁছানো। সরকারের কৃষি মন্ত্রণালয়ের যেমন দায়িত্ব থাকে কৃষি উৎপাদনের মাধ্যমে দেশকে খাদ্যে স্বয়ংসম্পূর্ণ করা, খাদ্য মন্ত্রণালয়ের দায়িত্ব থাকে ওই খাদ্য যথাবণ্টন করা তেমনি তথ্য মন্ত্রণালয়ের দায়িত্ব থাকে বিষয়টি প্রচারের মাধ্যমে সাধারণ মানুষের উপলব্ধিতে নেয়া। কৃষি ও খাদ্য মন্ত্রণালয় তাদের দায়িত্ব পালন করেছে কিন্তু তথ্য মন্ত্রণালয় বিষয়টি মাথায় নিয়েছে বলে মনে হয় না। কারণ, বাংলাদেশের এটা যে বড় সাফল্য সেটা তথ্য মন্ত্রণালয়ের আগে দেশের মানুষকে শুনতে হলো বাংলাদেশে নিযুক্ত আমেরিকার এ্যাম্বাসেডরের কাছ থেকে। আগেও এ কলামে লিখেছি আবার লিখলে মনে হবে ব্যক্তিগত কোন উদ্দেশ্য থেকে হয়ত লিখছি। কিন্তু সত্য বলতে হলে এটা বলতেই হবে যে, বর্তমানে এই মন্ত্রণালয়ে যে মন্ত্রী বা সচিব আছেন তাঁরা কেউ এই মন্ত্রণালয়টির কাজ কি সেটা বোঝেন বলে মনে হয় না। দেশে বা আন্তর্জাতিক মিডিয়ায় তাদের কাজের কোন ছাপ নেই।
তাই এখন স্বাভাবিক প্রশ্ন উঠছেÑদেশে খাদ্য উৎপাদনের এই সাফল্যের ধারাবাহিকতা রক্ষার যে প্রয়োজন এটা সাধারণ মানুষের উপলব্ধিতে কিভাবে আসবে? কারা এ কাজটি করবে? কারণ, বাংলাদেশের রাজনৈতিক ভূমিটি খুবই জটিল। একদিকে উদার গণতান্ত্রিক শক্তি অপরদিকে জঙ্গী-মৌলবাদী শক্তি। মাঝখানে কোন মধ্যডান গণতান্ত্রিক শক্তি নেই। যার ফলে কোন ধরনের রাজনৈতিক পটপরিবর্তন হলে সাধারণ মানুষের কল্যাণের কোন অর্জনের ধারাবাহিকতা রক্ষা হবে এর কোন নিশ্চয়তা নেই। কেবল যদি উদার গণতান্ত্রিক শক্তি তাদের রাজনৈতিক ধারাবাহিকতা রক্ষা করতে পারে, তাহলেই কেবল এই ধারাবাহিকতা রক্ষা হবে। অর্থাৎ দেশ ধারাবাহিকভাবে খাদ্য উৎপাদনে স্বয়ংসম্পূর্ণতা রক্ষা করে চলবে। এবং এটা মনে রাখা দরকার, আমাদের জনসংখ্যা যে হারে বাড়ছে তাতে আগামী দিনে এটা খুবই কঠিন কাজ। তাই নীতিগতভাবে যে সব রাজনৈতিক দল উদার গণতান্ত্রিক ও জনকল্যাণে বিশ্বাস করে কেবল সেই রাজনৈতিক শক্তি ক্ষমতায় থাকলে এই ধারাবাহিকতা রক্ষা হবে। জঙ্গী বা মৌলবাদীরা ক্ষমতায় এলে কোনমতেই সেটা সম্ভব হবে না। বর্তমান সরকারের তথ্য মন্ত্রণালয়ের উচিত ছিলÑবিষয়গুলো যথাভাবে মানুষের উপলব্ধিতে নেয়া। কিন্তু সেখানে তাদের কোন সাফল্য নেই। এ কারণেই শঙ্কা থাকে বাংলাদেশের এই অর্জনের সূর্যটি আবার হঠ্যাৎ করে অস্ত যাবে না তো?
তবে বাংলাদেশের এই খাদ্যে স্বয়ংসম্পূর্ণ হবার সাফল্যে এখনও সামান্য ত্রুটি আছে। সরকার ও তাদের নীতিনির্ধারকদের বাস্তবতার ভিত্তিতে সিদ্ধান্ত নিয়ে এ ত্রুটি দূর করতে হবে। কারণ খাদ্য উৎপাদনের এই সাফল্য, পাশাপাশি দরিদ্র জনগোষ্ঠী কম দামে মূল খাদ্য পাওয়া এই অর্জনের পাশে একটি ব্যর্থতা দেখা যাচ্ছে। কোনমতেই সম্ভব হচ্ছে না অধিক উৎপাদনের সঙ্গে সঙ্গে উৎপাদনকারীর মুনাফা নিশ্চিত করা। বিশেষ সাবসিডি হোক বা বাজার ব্যবস্থার স্তরবিন্যাস করে হোক সরকারকে এই নিশ্চয়তাটির পথ খুঁজতে হবে। কারণ এটাও ধারাবাহিক খাদ্য উৎপাদনের সাফল্য নিশ্চিত করার জন্য একান্ত জরুরী।

বাংলাদেশের সম্মতি ছাড়া বরাক নদীর টিপাইমুখে বাঁধ নির্মাণ হবে না বলে আবার আশ্বস্ত করেছে ভারত।

Having said that, I feel IF India even become sincere about Bangladesh (Specifically about water sharing and more trade), it will be a true win-win partnership for both nations. Because of very bad track record, India has to work VERY hard to earn trust back from us.

Recently our leadership gave away most of Indian demands about transit but gotten a big zero in return. Late Sheikh Mujibur Rahman gave away "Chitmahals" right after we gotten our independence but India is yet to give our "Chitmahals" to us.

There are many similar issues which prohibits us from getting excited about this good announcement. One has to stay in the country to understand feelings of common people.

I'll wait till India delivers in her promises.

ভারতের পানিসম্পদ সচিব ধ্রুব বিজয় সিং সোমবার নয়া দিল্লিতে বাংলাদেশি সাংবাদিকদের বলেন, "বাংলাদেশ আমাদের সঙ্গে না এলে আমরা নির্মাণের দিকে (টিপাইমুখ প্রকল্প) এগোবো না।"

ভারতের মনিপুর রাজ্যের টিপাইমুখ বহুমুখী প্রকল্প এলাকা পরিদর্শনের জন্য বাংলাদেশের প্রতিনিধি দল বর্তমানে ভারত সফর করছেন।

সিলেট সীমান্তের কাছে টিপাইমুখে বাঁধ নির্মাণ করে জলবিদ্যুৎ প্রকল্প বাস্তবায়নের পরিকল্পনা রয়েছে ভারতের। ওই বাঁধ হলে তার বিরূপ প্রভাব বাংলাদেশে পড়বে বলে পরিবেশ বিশেষজ্ঞদের আশঙ্কা। এনিয়ে বাংলাদেশে প্রতিবাদ চলছে।

বিজয় সিং বলেন, টিপাইমুখ প্রকল্পের কী কী প্রভাব বাংলাদেশের ওপর পড়তে পারে, তার সব দিক খতিয়ে দেখার জন্য সমীক্ষা শুরু করতে উভয় দেশের যৌথ নদী কমিশনের উপ-কমিটি এ মাসের শেষ দিকে বৈঠকে বসতে যাচ্ছে।

২০০ কোটি ডলারের এই প্রকল্পে অংশীদারিত্বের ভিত্তিতে বিনিয়োগের জন্য বাংলাদেশকে প্রস্তাব দিয়েছে ভারত এবং যৌথ নদী কমিশনের উপ-কমিটি অংশীদারিত্বের ভিত্তিতে বিনিয়োগের বিষয়টিও পর্যালোচনা করবে।

ভারতের সচিব বলেন, এই প্রকল্প সমস্যা সৃষ্টি করতে পারে বলে ভারতের কাছে মনে হলে অন্য কোথাও বাঁধ নির্মাণ করা হবে।

টিপাইমুখে কোনো নির্মাণ কাজ এখনো শুরু হয়নি বলেও জানান তিনি।

'টিপাইমুখ প্রকল্পের প্রস্তাব ১৯৭৪ সালে'

সাংবাদিকদের সঙ্গে মতবিনিময়ে ভারতের পানিসম্পদমন্ত্রী পবন কুমার বানসাল জানান, বাংলাদেশের পক্ষ থেকে ১৯৭৪ সালে টিপাইমুখ প্রকল্পের প্রস্তাব দেওয়া হয়েছিল।

এ সংক্রান্ত তথ্য দেখতে চাইলে তার দপ্তর থেকে ১৯৭৩ সালের নভেম্বরে যৌথ নদী কমিশনের বৈঠকের সম্মতিপত্র তুলে ধরা হয়।

তাতে লেখা হয়, "ভারত ও বাংলাদেশে বন্যার পরিপ্রেক্ষিতে বরাক বাঁধ প্রকল্প নিয়ে সমীক্ষার বিষয় বিবেচনা করছে কমিশন এবং সুপারিশ করা হচ্ছে যে, বন্যা নিয়ন্ত্রণ এবং সিলেট, কাছাড় ও এর আশপাশের এলাকার সুরক্ষায় বাংলাদেশ ও ভারতের বিশেষজ্ঞরা এই প্রকল্প পর্যালোচনা করবেন।"

ভারতে বাংলাদেশের হাইকমিশনার তারেক এ করিম সাংবাদিকদের বলেন, ১৯৭২ থেকে ১৯৮২ সাল পর্যন্ত বিষয়টি এমনই ছিল। কিন্তু ১৯৮২ সালে যখন দেখা যায়, এই প্রকল্প বাংলাদেশের জন্য ক্ষতির কারণ হতে পারে, তখন দৃশ্যপট পাল্টে যায়।

১৯৭২ থেকে ১৯৭৫ সাল পর্যন্ত যৌথ নদী কমিশনের ১৩টি বৈঠক হয়। এরপর ১৯৭৮ থেকে ১৯৮২ সাল পর্যন্ত (বিএনপি আমলে) আটটি বৈঠক, ১৯৮২ সাল থেকে ১৯৯১ সাল পর্যন্ত ১১টি বৈঠক হয়। তবে ১৯৯১ থেকে ১৯৯৬ সাল পর্যন্ত প্রতিবেশী দুই দেশের যৌথ নদী কমিশনের কোনো বৈঠক হয়নি।

১৯৯৬ থেকে ২০০১ সালে তিনবার, ২০০২ থেকে ২০০৬ সাল মেয়াদে দুইবার এবং বর্তমান সরকারের মেয়াদে একবার বৈঠকে বসেছে যৌথ নদী কমিশন।

বিদ্যুৎ

টিপাইমুখ বাঁধ প্রকল্পে ২২ হাজার হেক্টরের একটি জলাধার নির্মাণের পরিকল্পনা করা হয়েছে এবং বন্যার সময় এটা পূর্ণ করা হবে।

প্রস্তাবিত এই জলাধারে ৯০০ কোটি ঘনমিটার পানি ধারণ ক্ষমতা থাকবে, যা কাপ্তাই লেকের চেয়ে ছয় গুণ বড়।

জলশক্তি ব্যবহার করে এই প্রকল্পে দেড় হাজার মেগাওয়াট বিদ্যুৎ উৎপাদনের পরিকল্পনা নেওয়া হয়েছে।

ভারতের উচ্চ পর্যায়ের এক কূটনৈতিক সূত্রের বক্তব্য, এই প্রকল্পে বিদ্যুৎ উৎপাদন খুব বেশি লাভজনক হবে না।

পানি সেচ প্রকল্প

ভারতের পানিসম্পদ সচিব বলেন, সেচের কোনো পরিকল্পনা না থাকায় টিপাইমুখ প্রকল্পে পানি প্রত্যাহার করা হবে না।

ফুলের তলে ব্যারেজ নির্মাণের বিষয়ে জানতে চাইলে তিনি বলেন, এ ধরনের কোনো প্রকল্পও তাদের নেই।

টিপাইমুখ থেকে একশ' কিলোমিটার ভাটিতে ফুলের তলাতে ব্যারেজ নির্মিত হবে বলে কথা উঠেছে।

তিস্তা চুক্তি

ভারতের পানিসম্পদমন্ত্রী বলেন, তিস্তার পানি বণ্টন চুক্তি নিয়ে উভয় দেশের সরকারের মধ্যে রাজনৈতিক সদিচ্ছা রয়েছে এবং যত দ্রুত সম্ভব এ চুক্তি সইয়ের জন্য তারা চেষ্টা করছেন।

গত বছরের সেপ্টেম্বরে ভারতের প্রধানমন্ত্রী মনমোহন সিংয়ের ঢাকা সফরের সময় তিস্তার পানি বণ্টন চুক্তি সই হওয়ার কথা ছিল। কিন্তু শেষ মুহূর্তে পশ্চিমবঙ্গের মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের আপত্তিতে তা আটকে যায়।
