Sycophancy - Bangla Eshtyle.

If I remember correctly the PM's late husband was also an eminent scientist of some sort.

And not forgetting most army officers serving or even dead ones are also referred to as "brilliant". Bangladesh in my humble estimation seems to have a surplus of "brilliant" army officers. Whatever that is!!!

 

To be fair to Joy,  may be he doesnt want this type of sycophancy. I am guessing here.........!!!

 

But they need to make it clear publicly again again that they dont want this type of sucking up. It will take time but will begin to stop. But until the leadership makes a stand and publicly humiliates the sycophants this is going continue

Telecoms plan unveiled

Fibre-optic network to connect unions; hospitals, schools to get computers, net facilities

Prime Minister Sheikh Hasina yesterday unveiled an ambitious digitisation plan for building Bangladesh as a country fully furnished with modern telecommunications system for faster delivery of services to the people.

Under the mega-scheme 'Digital Bangladesh: Plan of Connecting People', all Union Parishads will be linked with fibre-optic network, upazilas will also get Community e-Centre, and hospitals and schools get computer, web-cam and internet.

Already, 100 Union Parishads have been selected for giving fibre-optic cable connections while another 1,000 unions will be bound with the cross-country cable network soon.

Addressing the inaugural ceremony of Concept Paper on 'Digital Bangladesh: Plan of Connecting People' at a city hotel, the PM urged the country's scientists, technological experts and engineers to turn Bangladesh self-sufficient in using technologies rather than depending on foreign countries and agencies.

Prime Minister's son, eminent computer scientist Sajeeb Wazed Joy, presented the theme paper of the function presenting and suggesting the priority tasks to turn Bangladesh into a true digital country.

Pushing a button of a computer, the premier opened the technical part of the agenda, aimed at breaking the digital divide between the advanced world and a developing country like Bangladesh.

Hasina disclosed that Community e-Centre will be set up in all upazilas of the country. Already, five upazilas have got Community e-Centre and 128 upazilas computer labs.

She said in line with government's commitment to provide quality health services to the mass people, the government will give computers, web-cam and internet facilities to all hospitals of the country.

Besides, e-centre for Rural Community will be set up at 8,500 post offices of the country to ensure proper management of the postal services.

Moreover, the government is making arrangement to provide videoconferencing facility between PM's office and the cabinet division, deputy commissioners of 64 districts and 7 divisional headquarters.

The government is also constructing necessary infrastructures to set up Hi-tech Park in Gazipur and install country's own satellite to strengthen local telecommunications system, she informed.

Hasina said it is not possible to implement all the development programmes by the government alone and urged all concerned to help the government turn Bangladesh into a digital, modern country by 2021.

"I strongly hope joint ventures under public-private partnerships will fulfil our dream of building a digital Bangladesh," she said.

Hasina mentioned that the ICT Policy 2009 has already been approved and the ICT ACT 2009 formulated, which will expedite the country's ICT industry's growth and joint efforts of public and private sectors.

The PM said some 1,500 laptops have been distributed to various educational institutions while computer labs equipped with internet facilities will be set up gradually.

"Our children are working successfully in various international institutions. If they are given necessary facilities, they will make tremendous contribution to the effort for turning Bangladesh into a technology-based modern country," she told.

Post and Telecommunications Ministry arranged the function with its Minister Rajiuddin Ahmed Raju in the chair. International Telecommunications Union (ITU) Secretary-General Dr Hamadoun I Toure addressed the function as special guest.

Post and Telecommunications Secretary Sunil Kanti Bose and BTRC Chairman Maj Gen (rtd) Zia Ahmed also addressed the function.

Taslima article sparks riot; 2 killed in police firing in Shimoga

Communal violence erupted in Shimoga and Hassan, in the Malnad region of Karnataka on Monday, resulting in the death of two persons in police firing.

Riotous incidents across the two cities were sparked off by protests by the minority community against a controversial article, by Bangladeshi writer Taslima Nasreen, published in a Kannada daily in its Sunday edition. Scores of people were injured in incidents of stabbing and large scale stone-throwing.

The article, about the purported views of Nasreen on the purdah system, led to protest marches in the two cities by Muslims, prompting retaliatory demonstrations by a section of Hindus.

The counter-protests, parades and demonstrations worsened the situation and the violence went into a spiral as mobs from various parts of the towns took to the streets, burning police vehicles, smashing cars, stoning buildings and causing damage to  public property.

Curfew was imposed on Shimoga and prohibitory orders under Section 144 of the CrPC was clamped on Hassan.

The Rajiv Gandhi University of Health Sciences postponed the scheduled examinations in the Faculty of Pharmacy, Nursing and Allied Health Science throughout the State in view of the situation in the two districts. New dates would be notified later.

Sadiq (23) and Latif (25) died of bullet injuries in Shimoga when the police tried to quell the group violence. East range IGP Satyanarayan Rao issued shoot-at-sight orders and curfew was imposed on the town till the evening of March 3.

Vehicles parked along B H Road and Nehru Road were targeted by miscreants. A KSRTC bus, two four-wheelers and 20 two-wheelers were badly damaged in the incident. A mob ransacked and set fire to shops at Amir Ahmed Circle and Shivappa Nayaka Circle areas of the city.
Two multi-storied buildings were badly damaged as shops located in them were set ablaze.

Thousands of people gathered at Wakf Board premises on Sir M V Road in the morning to protest against the article. A procession taken out turned violent near B H Road as a KSRTC bus was stoned. Police resorted to mild lathi-charge to quell the mob.

At Shivappa Nayaka Circle, the mob vented its wrath on shops. Stones were thrown at the procession and a group clash ensued. Two-wheelers parked along Nehru Road and B H Road were set ablaze. Police lobbed teargas shells and then opened fire at the the mob, resulting in the death of two persons.

Violence again re-erupted in the evening and shops were looted along Kote Road, Gandhi Bazaar, Nehru Road and surrounding areas. Incidents of looting, torching and stabbing were reported from extensions in city outskirts. The office of a newspaper group which had published the article was attacked.

The district administration declared education institutions closed on Tuesday. Buses bound for the city plied on alternative routes as burning tyres blocked roads at several places.

Similarly in Hassan, as many as 14 persons including five policemen and a woman were injured when miscreants resorted to stone throwing on Monday, in protests against the article. The mob set fire to 43 petty shops, three autorickshaws and 17 two-wheelers. Two places of worships were also targeted.

Police have imposed prohibitory orders under Section 144 of CrpC on the entire city for next three days. Seven persons have been arrested.

The violence began when hundreds of people took out a procession to protest against the article. The processionists threw stones at shops and set fire to two-wheelers and other vehicles parked on roads. The police resorted to lathi-charge to disperse the mob.
People belonging to other community also resorted to strike protesting against the violence. Violence spread to other areas and the police had a tough time bring the situation under control.

When the mob torched parked vehicles, police lobbed teargas shells and resorted to a lathi-charge. Several people including policemen were injured in stone-throwing.

Cases booked against dailies

Chief Minister B S Yeddyurappa on Monday said the Bangalore police have booked cases against two dailies –– one Kannada and another Urdu –– for publishing articles which led to violent protests in Shimoga and Hassan, reports DHNS from Bangalore. The chief minister said the dailies had already expressed regret for publishing the articles.

How low one can go, how desperate one can be to stage a bomb attack to attain attention. Police had launched a manhunt to arrest Akhter Hamid alias Paban the infamous son of iniquitous father Khondoker Delwar Hossain happen to be BNP Secretary General in connection with February 23rd cocktail bomb attack on BNP chairpersons office .

 

Some news media reporting quoting reliable sources that BNP Secretary Generals harden criminal son is just an escape goat, he and his co-conspirators was asked to carryout a high command decision to create a security situation to justify BNP Chairperson's demand for SSF protection.

 

Akhter Hamid Paban received guarantee from BNP Senior Joint Secretary Mr. Mirza Fakhrul Islam Alamgir and Opposition chief whip Zainul Abdin Farroque of awarding Organizing Secretary position in Dhaka City Unit of Jatiotabadi Dol if he can complete the operation successfully. Whip Zoinal Abedin provided one of the hit force member from his constituency, person identified as Prodip Secretary of Jatiotabadi Chatro Dol local branch who is now in police custody. According to news sources this callous master plan were chalked out during BNP Senior Joint Secretary General Mirza Fakhrul Islam Alamgir's London meeting with Taraque Rahman eldest son of Khaleda Zia. This shameless fiasco was a part and parcel of larger blue print of BNP to destabilizing the government and create panic among common citizen.

 

Unfortunate Paban who claimed to be injured in bomb blast and was admitted to a local hospital is now fugitive since apprehension and confession of co-conspirator friends of his about the staged drama in front of BNP office.

 

BNP Secretary General Delwar Hossain who has been widely accused by all national news media of stilling ginger, onion, dry red and green chili, rice, flour, edible oil excreta from Parliament pantry during his tenure as Chief Whip in last government has produced two notorious son Paban and Dablu who follows their fathers footstep (BAPKA BETA SHIPOY KI GHORA) and partnered in crime from attempt to murder to carjacking to ransom to extortion and what not.

 

Masha Allah, BNP party Chairman as well as Secretary combine has two plus two which makes four enough to bore the rest about politics. Reportedly in a private conversation (attending a reception party) in Dhaka) in receipt of complain about his two son Paban and Dablu Delwar Hossain got furious and has said Joto Dosh Nondo Ghosh, Uporer Dujoner (he meant Tarique and Koko) Belay Shob Maff Amar Belay Bap Ra Bap.

 

Abdul Hamid Dablu and Akhter Hamid Paban both of them were arrested and charged not once but too many times in too many crimes not just in recent past but also during BNP-Jamaat was in power. I am copying some facts from old news reporting about this notorious Paban. I hope that BNP high command will take a lesson out of this debacle and promise to come back in straight path and refrain from wrong doing in future.

Two sons of the chief whip — Abdul Hamid Dablu and Akhter Hamid Paban — were on Wednesday charged with giving death threats to the authorities of a city shopping centre, who filed four extortion cases against them three days ago.
   The Good Luck Real Estate Limited, developer of the Motaleb Plaza shopping centre at 8 Paribagh, filed a general diary against the brothers and their unnamed associates with the Ranma police alleging that they had been threatening to kill the owner and directors of the centre.
   'We were compelled to file the general diary as they were threatening to kill our owner and directors after the filing of the extortion cases against the two brothers,' Good Luck general manager Mohammad Ali Manu, who lodged the diary, told New Age.
   The director of Moteleb Plaza project, Mokhter Hossain Polash, and three land owners — Abdur Rahim, Abdus Samad and Abdus Selim — filed the cases under the speedy trial act against Paban, also an accused in an attempted murder case with the Kotwali police, his brother and six others.
   The complainants in the cases said Paban, Dablu and their associates, equipped with firearms, went to the third floor of Motaleb Plaza on September 9 and demanded Tk 10 lakh from each of the shop owners to run their business there.
   Mokhter alleged that Paban had taken possession of only one shop in the shopping centre in 2002, forcibly given possession of several shops on the fifth floor by taking huge amount of money and now he was trying to grab the entire market.
   About Dablu's presidency of the Shop Owners Welfare Society at the plaza, he said Paban and his associates at gunpoint forced him to sign the paper in favour of his brother in 2002.
   However, Dablu, who on Monday filed a civil case against the director and two others with a Dhaka court seeking a temporary injunction, said, 'The shopping centre owner filed the cases out of envy as I gained money by distributing the possessions, which is not possible for them.'
   'I took the possession of the shops from their owners through power of attorney. But the owners recently attempted to forcibly take their possessions,' he said.
   The Ramna police said they had been trying to arrest the accused, but they had gone into hiding after the filing of the cases.

Chief whip's lavish entertainment bill
I haven't done anything illegal, he says


Khandaker Delwar Hossain is entitled to Tk 1 lakh a month for his livelihood as the chief whip, but he has been taking additional Tk 1 lakh every month since July 2004 as entertainment cost for his office.
According to the Bangladesh Whips Order 1972, the chief whip enjoys the status of a minister and accordingly gets the salary, allowances, house rent and other facilities. Still the unusual expenditure in the name of entertainment by him has raised questions about his integrity.
Reportedly, he had been taking a substantial amount of daily essentials like rice, sugar, and oil from the parliament cafeteria for his family. The Parliament Secretariat had to cover the cost from the entertainment fund earmarked for the offices of the whips, sources said.
Delwar Hossain however sees nothing wrong in this 'unusual' expenditure financed by the Parliament Secretariat.
"I haven't done anything illegal. What I have taken are very much covered by my privileges," he told The Daily Star at his office yesterday, responding to the allegation of making an unusual expenditure.
Sources at the Parliament Secretariat said the chief whip had taken over Tk 8 lakh in last eight months during the current fiscal year (05-06) as entertainment cost. During the same period, the other six whips had taken Tk 1 lakh to 1.5 lakh each.
About Tk 27 lakh was allocated as entertainment cost for the offices of the whips in the last fiscal (04-05). The chief whip alone has spent over half of the allocation.
The expenditure on entertainment rose because of his taking essentials from the Parliament Secretariat.
"Tk 8 lakh is not too much for a chief whip's office to spend," said Delwar, also chairman of the House Committee that is commissioned to oversee the accommodation and other facilities for the lawmakers.
Besides, there is no ceiling on expenditure of the chief whip's office. "The Parliament Secretariat could have withheld the bills if the expenditure was really excessive," he said.
The chief whip directed the officials at his office to look into the situation about the expenditure and essential taken from the Parliament Secretariat and the cafeteria. "I personally don't submit any requisition or bill, it is the job of my office staff."
Deputy Leader of the Opposition Abdul Hamid said there should be some kind of limits on the expenditure of any office. "Question has already been raised whether the expenditure was excessive," he observed.
In accordance with the laws pertaining to the remuneration, allowances and other facilities of the ministers, the chief whip is entitled to have at least Tk 12 lakh a year. He is entitled to have Tk 29,000 a month in salary, Tk 25,000 in house rent, Tk 750 in daily allowance and a yearly optional fund of Tk 3 lakh. Besides, he has the right to allowances for travel, medical, telephone and an amount for maintenance of an office in his constituency.
But Khandakar Delwar, sources at the parliament cafeteria said, had taken essentials from the cafeteria for about two years. The cafeteria would send the commodities to his residence at the beginning of each month. But for the last two or three months, they did not supply those to the residence of the chief whip.
A national daily on Monday published a news story on the matter and it was the talk of parliament secretariat yesterday.
Khandakar Delwar denied taking any illegal benefits and said the news was aimed to malign him before the next parliamentary election.
He said it is true that he has taken essentials for the use of his residence. "My residence is a part of my office. I can entertain guests there."
About taking cash from the cafeteria and submitting bill to the Parliament Secretariat through the cafeteria, he said, "My office took cash to buy goods only when the cafeteria failed to supply those."
Whip Zahed Ali Chowdhury who was present at that time echoed the view. Both the lawmakers blasted the cafeteria for hiking the prices of different items.
Sources said the office of the speaker, the custodian of the Jatiya Sangsad, has no plans to probe the allegation of excessive expenditure by any office.

Paban denied bail again


A Dhaka court yesterday rejected the bail petition of Aktar Hamid Paban, son of Chief Whip Khandakar Delwar Hossain, for the fourth time after he was arrested on charge of carjacking on June 7.
Metropolitan Magistrate Mohammad Shafique Anwar passed the order following the hearing.
Earlier, separate courts rejected Paban's bail petitions thrice saying that the charges brought against him were primarily proved. Moreover, Paban's accomplice Zahirul Islam Robin confessed to a magistrate that he and Paban were involved with an organised carjacking ring.
Moving the bail petition yesterday, Paban's lawyers argued that their client was implicated in the case as part of a conspiracy to harass him and since Robin did not mention him as a leader of any carjacking ring, he should be granted bail.
Opposing the petition for bail, the prosecution told the court that Paban was directly involved with carjacking and Robin's confessional statement proves it.
A Detective Branch (DB) team captured Paban on Bailey Road with a stolen Toyota Premio on June 7.
Three criminals in Motijheel hijacked the vehicle at gunpoint on October 13 last year.
DB produced Paban before the Chief Metropolitan Magistrate's court on June 8. The court then ordered to send him to jail rejecting the bail prayer.
The same court placed Robin on a four-day remand against the prayer of a 10-day one.

Chief whip's son sent to jail


Akhter Hamid alias Paban, son of Chief Whip Khondoker Delwar Hossain, who was arrested in connection with an attempt-to-murder case, was sent to the Dhaka Central Jail after rejection of his bail petition yesterday.
Metropolitan Magistrate Shafiq Anwar passed the order when Paban was produced before the court on completion of a one-day remand.
The Detective Branch (DB) of police produced Paban before the Chief Metropolitan Magistrate's Court at about 1:30pm with a forwarding report.
In the report, DB Inspector Ruhul Amin, who is also investigating the case, mentioned that during the one-day remand, Paban disclosed some names of his accomplices and gave important information about his illegal firearms, which was used in the shooting.
So he should be confined in the jail custody until the investigation completes, the investing officer said in the report.
The defence lawyers submitted a bail petition saying their client was implicated in the case as part of conspiracy to harass him falsely.
The prosecution opposed it saying that the charges brought against Paban were primarily proved.
A team of DB police arrested Paban on February 28 for firing on a phone-fax shop owner at Bangshal.

Remanded in arms case

Paban
Akhter Hamid Paban, son of immediate past BNP secretary general Khandaker Delwar Hossain, was placed on a two-day remand yesterday in an arms case.

Rapid Action Battalion (Rab) arrested Paban on Tuesday night raiding a Japan Garden City apartment in the city's Mohammadpur area following the leads gathered from three of his associates arrested by Rab earlier on Monday.

Paban's associates -- Anwar Hossain, Masud Ali alias Apu and Delwar Hossain alias Ratan -- were also placed on two days' remand in the same case filed with Pallabi Police Station.

Paban's cousin Nahid alias Mota Nahid, now on the run, is also an accused in the case.

Police quoting the case statement said on Monday, acting upon information that criminals were preparing to hijack a taxicab, Rab first apprehended Anwar and Masud from Dhaka Flood Protection Embankment at Panchabati near Pallabi with two illegal foreign made firearms -- a pistol and a revolver -- along with nine bullets and a motorbike.

During interrogation, Anwar and Masud informed Rab that they got the firearms from Delwar, who had obtained the arms from Paban's cousin Nahid.

Following their statement, Rab arrested Delwar the same day from Pallabi. Delwar admitted that he had collected the firearms from Nahid. He also said that the owner of the firearms is Paban -- who often rented out his firearms, said the case statement.

As Rab continued their manhunt for Paban, they succeeded to capture him from a flat at Japan Garden City of Mohammadpur. All the accused have confessed to all the charges brought against them, added the case statement.

It was also stated in the case statement that the accused formed an organised armed gang led by Paban and carried out criminal activities throughout the city.

Sub-Inspector Khairuzzaman of Pallabi Police Station, also the Investigation Officer of the case, produced the arrestees before the Chief Metropolitan Magistrate's Court, Dhaka with a prayer for seven days' remand for each of them.

The court, however, granted two days' remand for each.

Defence lawyers demanded cancellation of the remand prayer saying that the charges brought against Paban were false and fabricated, as the law enforcers did not recover any firearms or ammunition from his possession. They also claimed that the charges have been brought against Paban to harass him.

On Tuesday, the Dhaka Chief Metropolitan Magistrate's Court issued arrest warrant against Paban for his involvement in a carjacking case.

Paban, the youngest son of Khandakar Delwar Hossain, is accused in at least a dozen criminal cases including drug dealing, land grabbing and extortion. His gang is known as "Batash Bahini" (wind gang) in Manikganj.

Paban was arrested two times before, but was released on bail.

In February 2005, police arrested Paban from near his house at Armanitola in the capital for vandalising a phone-fax shop and creating panic by opening fire at the shop owners.

On September 12, 2005, four cases were filed against Paban and one of his brothers, Dablu, with Ramna Police Station for forcefully taking possession of a large number of stores at Motaleb Plaza in the Hatirpul area.

Charges pressed against ex-tax official

A Dhaka court yesterday allowed the Anti-Corruption Commission (ACC) to interrogate Akhter Hamid Paban, son of Khaleda Zia-backed BNP Secretary General Khandaker Delwar Hossain, at the jail gate in a case for amassing Tk 1.02 crore illegally.

Meanwhile, the ACC pressed charges against joint tax commissioner (suspended) Harun-or-Rashid in a case filed against him for concealing information in his wealth statements submitted to the commission.

CASE AGAINST PABAN
Additional Chief Metropolitan Magistrate Golam Rabbani passed the order for interrogating Paban about his ill-gotten wealth after investigating officer (IO) of the case and ACC Deputy Assistant Director Mahbubur Rahman submitted a petition.

Paban was shown arrested in the case on February 14 following a petition submitted by the ACC.

ACC filed the case with Ramna Police Station against Paban on December 18 last year for amassing wealth worth Tk 1.02 crore illegally.

The first information report (FIR) said Paban concealed information about his properties worth Tk 10 lakh in his wealth statement submitted to the ACC.

It was also mentioned in the FIR that Paban amassed wealth worth Tk 7,491,829 beyond his known sources of income.

Earlier, Paban was arrested for carjacking at Bailey Road in the city. Later he was released on bail.

But he was arrested again in connection with a case for possessing illegal firearms and ammunition.

CASE AGAINST HARUN
ACC Assistant Director Mahfuza Khatun, also the IO of the case, submitted the charge sheet to the Chief Metropolitan Magistrate's Court, showing 26 people as prosecution witnesses.

ACC Assistant Director Shamsul Alam filed the case against Harun with Dhanmondi police on October 29 last year for concealing Tk 2,563,000 in his wealth statements submitted to the commission on September 18 the same year.

Rapid Action Battalion arrested Harun on March 24, 2007 for taking bribe of Tk 39,000. A case was filed against him with Paltan Police Station.
