Recognition Delayed, but not Denied: Resolution on Bangladesh Mourns 1971 War Crimes Victims
Washington D.C. (July 30, 2015) -- Yesterday, a bipartisan group of lawmakers, led by Congresswoman Tulsi Gabbard (D-HI), introduced H.Res. 396 to recognize victims of war crimes committed by Pakistan's military and local Islamist militias against Hindus and secular Bengalis during the 1971 Bangladesh liberation movement. The resolution, which also notes recent human rights violations against all religious minorities, was strongly supported by the Hindu American Foundation (HAF) and other organizations advocating for a secular Bangladesh*.  Gabbard was joined by four other House members as original co-sponsors of H.Res. 396, including Chairman Matt Salmon (R-AZ) and Ranking Member Brad Sherman (D-CA) of the House Foreign Affairs Subcommittee on the Asia and Pacific.
"I am particularly concerned over issues of religious freedom, and specifically, attacks against minority Hindus, Christians, Buddhists, and others, in Bangladesh," said Gabbard, as she introduced the resolution on the House floor. "All too often perpetrators of crimes against minorities go unpunished. [This resolution] calls on the government of Bangladesh to protect the human rights of all its citizens, particularly its vulnerable minorities, strengthen democratic institutions and rule of law, and prevent the growth of extremist groups."
While shedding light on the atrocities committed by Pakistan's military and local collaborators during Bangladesh's War of Independence in 1971, H.Res. 396 referenced several growing trends of religious violence and fundamentalism in recent years. Since 2013, the Bangladesh Nationalist Party (BNP) with its coalition ally, Jamaat-e-Islami (JeI), the largest radical Islamist group in the country and its student wing, Islami Chhatra Shibir (ICS), have engaged in systematic violence against Hindus and other minorities.
In election related violence between November 2013 and January 2014, BNP, JeI, and ICS activists attacked, damaged, or destroyed 495 Hindu homes, 585 shops, and 169 temples. JeI and ICS members populated many of the militias that collaborated with the Pakistani army in committing war crimes during 1971.
Religious extremists have increasingly targeted Christians, Buddhists, and Ahmadi Muslims, in addition to publicly murdering three atheist bloggers in 2015, including American citizen Avijit Roy.
"We thank Congresswoman Gabbard and her colleagues for bringing the untold stories of persecuted religious minorities in Bangladesh, from past and present, to the forefront of U.S. foreign policy concerns," said Jay Kansara, HAF Director of Government Relations. "We encourage all Congressional leaders to demand accountability from Bangladesh's government and all political parties for ongoing human rights violations, by co-sponsoring H.Res 396."
Bangladesh has been at the center of the Foundation's human rights advocacy work in 2015, following a fact-finding trip to the country earlier in the year. প্রধানমন্ত্রী ও আওয়ামী লীগ সভাপতি শেখ হাসিনা বলেছেন, ১৯৭৫-এর ১৫ আগস্ট জাতির পিতাকে সপরিবারে হত্যার ঘটনাটি শুধু একটি পরিবারের ওপর হামলার ঘটনা ছিল না। হামলাটি ছিল একটি স্বাধীন রাষ্ট্রের বিরুদ্ধে স্বাধীনতা যুদ্ধে পরাজিত শক্তির প্রতিশোধের আঘাত। বাঙালি জাতি যাতে মাথা উঁচু করে না দাঁড়াতে পারে সেজন্যই ওই হামলা। জাতির জনককে হত্যা। আর তারই ধারাবাহিকতায় জেলখানায় জাতির মহান আরও চার নেতাকে হত্যা। বঙ্গবন্ধু কন্যা শেখ হাসিনা বলেন, ৩১ জুলাই আমি আর রেহানা দেশের বাইরে গেলাম। সবাইকে রেখে গেলাম। কিন্তু মাত্র পনেরো দিনের ব্যবধানে একটি দিনে আমরা পুরোপুরি নিঃস্ব হয়ে গেলাম। আমি একদিনেই সব হারালাম। গতকাল শনিবার রাজধানীর ধানমন্ডির বত্রিশ নম্বরে বঙ্গবন্ধু ভবন সংলগ্ন সবুজ চত্বরে বাংলাদেশ কৃষক লীগ আয়োজিত এক আলোচনা সভায় প্রধান অতিথির বক্তব্যে শেখ হাসিনা এসব কথা বলেন। 'জাতির জনক বঙ্গবন্ধু শেখ মুজিবুর রহমানের ৪০তমশাহাদাতবার্ষিকী' উপলক্ষে আওয়ামী লীগের ৪০ দিনব্যাপী কর্মসূচির অংশ হিসেবে এই সহযোগী সংগঠনটি স্বেচ্ছায় রক্তদান কর্মসূচি ও আলোচনা সভার আয়োজন করে।প্রধানমন্ত্রী শেখ হাসিনা বলেন, একটি স্বাধীন দেশে কৃষক শ্রমিক মেহনতি মানুষের সার্বিক উন্নয়নে জাতির জনক যখন কাজ করে যাচ্ছিলেন, যখন সোনার বাংলা গড়ার লক্ষ্যে এগিয়ে যেতে শুরু করেন_ তখনই তাকে সপরিবারে হত্যা করা হয়। প্রধানমন্ত্রী বলেন, ৩১ জুলাই আমি আর রেহানা দেশের বাইরে গেলাম। সবাইকে রেখে গেলাম। কিন্তু মাত্র পনেরো দিনের ব্যবধানে মাত্র একটি দিনে আমরা পুরোপুরি নিঃস্ব হয়ে গেলাম। পরিবারের সদস্যদের হারানোর পর নিজের দেশে ফেরা নিয়ে তৎকালীন সরকার যেসব বাধা সৃষ্টি করে সেগুলোর উল্লেখ করে শেখ হাসিনা বলেন, একপর্যায়ে বাধা উপেক্ষা করেই দেশে ফিরি। এবং আওয়ামী লীগের হাল ধরি।আওয়ামী লীগ দীর্ঘ আন্দোলনের মধ্য দিয়ে রাষ্ট্রক্ষমতায় ফেরার পর এখন দেশের উন্নয়নে অব্যাহতভাবে কাজ চালিয়ে যাচ্ছে। ক্ষমতায় আসার পর তার সরকারের নেয়া বিভিন্ন উন্নয়ন পরিকল্পনার কথাও উল্লেখ করেন প্রধানমন্ত্রী। এই উন্নয়ন কাজেও বিএনপি-জামায়াত চক্র বাধা দেয়ার চেষ্টা চালিয়ে যাচ্ছে উল্লেখ করে শেখ হাসিনা বলেন, তাদের বাধা সত্ত্বেও দেশ এগিয়ে যাচ্ছে। এখন বাংলাদেশকে আর কেউ অবহেলার চোখে দেখে না। এখন বাংলাদেশ উন্নয়নের রোল মডেল।শেখ হাসিনা বলেন, দেশের মানুষ যাতে মর্যাদা নিয়ে বাঁচতে পারে সেজন্য খাদ্য নিরাপত্তা নিশ্চিত করা হয়েছে। জাতির জনকের স্বপ্নের সোনার বাংলার কথা উল্লেখ করে তিনি বলেন, দেশের মানুষকে যাতে ভিক্ষা করতে না হয় সেটাই নিশ্চিত করা হচ্ছে। শেখ হাসিনা বলেন, ঘোষণা দিয়েছিলাম ২০২১ সালের মধ্যে বাংলাদেশ মধ্যম আয়ের দেশ হবে। ২০১৫ সালেই দেশ নিম্ন-মধ্য আয়ের হয়েছে। তবে আমরা নিম্ন-মধ্য আয়ের দেশ হয়ে থাকতে চাই না। দেশ হবে উন্নত। ২০৪১ সালের মধ্যে তা নিশ্চিত করা হবে।কৃষক লীগের আয়োজনে স্বেচ্ছায় রক্তদান কর্মসূচির প্রশংসা করে শেখ হাসিনা বলেন, রক্তদান একটি মহান কাজ। আপনার দান করা রক্ত বাঁচাতে পারে অন্যের জীবন। আর সে কারণে বেশি বেশি রক্তদান করতে হবে। শেখ হাসিনা বলেন, আমিও একসময় নিয়মিত রক্ত দিয়েছি। এখন বয়স বেড়ে যাওয়ায় রক্ত দেয়া যাচ্ছে না। যারা রক্তদান করতে পারেন তারা নিয়মিত রক্তদান করবেন সেটাই আমার প্রত্যাশা। বক্তৃতার শেষ পর্যায়ে কৃষক লীগের আয়োজনে ওই রক্তদান কর্মসূচির উদ্বোধন ঘোষণা করেন প্রধানমন্ত্রী।এ সময় আওয়ামী লীগের সভাপতিম-লীর সদস্য ও স্বাস্থ্যমন্ত্রী মোহাম্মদ নাসিম, কৃষি বিষয়ক সম্পাদক ড. আব্দুর রাজ্জাক, সংসদ সদস্য ব্যারিস্টার ফজলে নূর তাপস, কৃষক লীগের সভাপতি আলহাজ মোতাহার হোসেন মোল্লা প্রমুখ উপস্থিত ছিলেন।

Agree! Modern societies need to be governed by fair laws for everybody whether a person is male, female, gay or transgender. Nobody has any automatic right to punish another person because the person is mightier than his/her opponent. Nobody really can testify with full confidence that prophet did not abuse his spouses. Granted he did not, it would it would a grand contradiction to swallow why verses would propose such draconian punishment for the women? And why this punishment only for a weaker gender? Because men can? Because men crafted the draft?

What I don't understand is - why does a religion even prescribe how to beat wife? Isn't it demeaning to women? Apart from that -  if Prophet did not do so, why would he even suggest others how to do it? None of these make sense.

Bear in mind, as you have said, (and I too emphasize) "Prophet (PBUH) never hit 
his wife."...

I personally think that abuse (physical or mental) of  the wife by a husband is 
totally unacceptable.

Although Surah Nisah has some allowance for ""মৃদু প্রহার" of "disobedient wife",
it (i,e beating wife)is not obligatory either.....

However, some muslim men use the text as an excuse for domestic violence.
In Bangladesh, a land of 90% muslims wife-beating for trifling matters are

Salma Akhtar 22, a housewife of district Naogaon in Bangladesh was brutally beaten by her husband on February 24. She was accused of wishing to get more institutional education. After the beating, her husband, Shohag Ali, burned her with kerosene, seriously scorching her over 90% of her skin. She is currently under treatment at the Rajshahi Hospital..
In the last two months alone, 76 cases of assaults by husbands have been published in different local dailies in Bangladesh. This practice does not happen by fits and starts; is in full swing throughout the country -- not only to wives from rural areas; sometimes even educated wives who are university graduates suffer beatings.
According to the "Bangladesh Demographic And Health Survey-2007" by the National Institute of Population Research and Training under Ministry of Health and Family Welfare, 60 percent of the women in Bangladesh are victims of spousal violence in the country.
The research table reports that the most widely accepted reasons for wife beating are: disobeying elders 24%; arguing with the husband 22%; going out without permission or having informed one's husband 18%, and neglecting the children 16%. Only 9% percent of women feel that denying sexual intercourse is a reason for a man to beat his wife.
On attitudes toward wife beating, the survey says, 36% of Bangladeshi man age 15-49 agree that at least one of the reasons given is sufficient justification for wife beating.
Although it is not mentioned in the survey, the progressive intellectuals in the country believe that part of this attitude is derived from and inspired by some Quranic verses. A verse (4:34), Surah An-Nisa [the women] of Qur'an says, "Men are the protectors and maintainers of women, because Allah has made one of them to excel the other, and because they spend from their means. Therefore the righteous women are devoutly obedient to Allah and to their husbands, and guard in the husband's absence what Allah ordered them to guard. As to those women on whose part you see ill conduct, admonish them first, next, refuse to share their beds, and finally, beat them, but if they return to obedience, seek not against them means. Surely Allah is ever most high, most great."
Most of the people in the country strongly believe that the Qur'an is the source and code of life. All the interpretation commonly claim that man are superior to women on account of the qualities with which Allah has gifted the one above the other, because they spend their wealth to maintain them. Good women are obedient. As for those from whom you fear disobedience, admonish them and send them to beds apart and beat them.
The formal law on the repression of women is tight in Bangladesh. There have been some amendments; apparently now it is satisfactory to the Women Lawyers Association of Bangladesh. But the laws are not effective. With the direct and indirect help of the U.N., the Bangladesh government has established hundreds of village courts which work on family matters with the help of local representatives. But due to the dominance of Islamic instruction, these courts do not administer true justice. The Imams of the more than 250,000 Mosques in the country are ordering the locals, especially men who are arguing with their wives, to follow the orders given by Allah.

(তাফসীরে কুরতুবী) Are you sure this is an authentic interpretation? Lot of contemporary scholars do not agree with this interpretation of "hitting with a মেসওয়াক".
 
Like I said before people sometimes use sources which haven't gone through scrutiny meaning they are not authentic.  
 
Allah SWT is compassionate and forgiving and Prophet (PBUH) never hit his wife.
 
Can you give me a small example why and how someone should beat his wife?
