ক'দিন পরেই আলফ্রেডকে দরকারি
কাজে প্যারিস থেকে যেতে হলো
স্টকহোমে। বার্থা রয়ে গেলেন
প্যারিসের হোটেলে। পরদিনই
দুটো টেলিগ্রাম পেলেন বার্থা
হোটেলের ঠিকানায়। একটা
পাঠিয়েছেন আলফ্রেড - স্টকহোমে
পৌঁছেছেন ঠিকমত। দ্বিতীয়
টেলিগ্রামটা এসেছে আর্থারের
কাছ থেকে। আর্থার লিখেছেন -
"তোমাকে ছাড়া আমি বাঁচতে পারবো
না বার্থা।"

উথাল-পাথাল সুখে উদ্বেল হয়ে
উঠলেন বার্থা। দ্রুত ব্যাগ
গুছিয়ে নিলেন। [...]

আজ থেকে তিন দিনের রাষ্ট্রীয় শোক
ফিরোজ মান্না ॥ দিনটি ছিল ১৯৯৭ সালের ২৬ মার্চ। দক্ষিণ আফ্রিকার প্রেসিডেন্ট কিংবদন্তি নেতা নেলসন ম্যান্ডেলা রাষ্ট্রীয় সফরে বাংলাদেশে এসেছিলেন। রাজধানীর সোহরাওয়ার্দী উদ্যানে আয়োজিত স্বাধীনতা দিবসের অনুষ্ঠানে যোগদান করেন এই মহান নেতা। অনুষ্ঠানে উপস্থিত ছিলেন ফিলিস্তিনি নেতা ইয়াসির আরাফাত এবং তুরস্কের প্রেসিডেন্ট সুসেসান ডেমিরেল। তিনজনই স্বকীয়তার জন্য বিশ্বমানবতার নেতা হিসেবে পরিচিত হয়েছিলেন। ওই অনুষ্ঠানে উপস্থিত ছিলেন বাংলাদেশের তৎকালীন রাষ্ট্রপতি বিচারপতি সাহাবুদ্দিন আহমেদ, প্রধানমন্ত্রী শেখ হাসিনা। সেদিন উপস্থিত ছিলেন দেশের বিরোধীদলের নেতা বেগম খালেদা জিয়া। আজ থেকে ১৭ বছর আগের কথা। ১৯৯৭ সালের স্বাধীনতা দিবসের অনুষ্ঠানে রাষ্ট্রীয় অতিথি দক্ষিণ আফ্রিকার প্রেসিডেন্ট নেলসন ম্যান্ডেলা এক কালজয়ী বক্তৃতা করেছিলেন। তিনি বলেছিলেন, আমি যদি আজ ঘণ্টার পর ঘণ্টা বলি বর্ণবাদী শাসকগোষ্ঠী যুগযুগ ধরে আমাদের দেশ শাসন করার কারণে দেশের কোন উন্নয়ন হয়নি। এতে আমাদের দেশের মানুষের কোন লাভ হবে না। বরং আমাকে স্মরণ রাখতে হবে দেশের মানুষ অপশাসনের অবসান ঘটিয়ে আমাকে প্রেসিডেন্ট নির্বাচিত করেছেন। সেদিন তিনি বলেছিলেন, আজ আমাকে ভাবতে হবে আমি তাদের সেই স্বপ্ন ও আকাক্সক্ষা পূরণে কতটুকু সচেষ্ট হয়েছি। আমার সারাজীবন উৎসর্গ করেছি আফ্রিকার জনগণের মুক্তি সংগ্রামে। আমি লড়েছি শ্বেতাঙ্গ কৃষ্ণাঙ্গ শোষণের বিরুদ্ধে। 
বাংলাদেশের অকৃত্রিম বন্ধু নেলসন ম্যান্ডেলার মৃত্যুতে শনিবার থেকে সোমবার তিন দিন রাষ্ট্রীয়ভাবে এই শোক পালন করা হবে। তথ্য অধিদফতরের উপপ্রধান তথ্য কর্মকর্তা ও মন্ত্রিপরিষদ বিভাগের দায়িত্বপ্রাপ্ত জনসংযোগ কর্মকর্তা এএসএম আমিনুল ইসলাম জানান, এই তিন দিন সব সরকারী-বেসরকারী কার্যালয় ও বিদেশে বাংলাদেশের সব মিশনে জাতীয় পতাকা অর্ধনমিত থাকবে। তবে দাফতরিক কার্যক্রম স্বাভাবিকভাবেই চলবে। 
দীর্ঘদিন ফুসফুসের সংক্রমণে ভুগে বৃহস্পতিবার জোহানেসবার্গে নিজের বাড়িতে মারা যান দক্ষিণ আফ্রিকার কিংবদন্তি নেতা ম্যান্ডেলা। তাঁর মৃত্যুতে রাষ্ট্রপতি আবদুল হামিদ, প্রধানমন্ত্রী শেখ হাসিনা, বিরোধীদলীয় নেতা খালেদা জিয়াসহ বিশ্ব নেতৃবৃন্দ গভীর শোক প্রকাশ করেছেন। প্রতিবেশী দেশ ভারতও ম্যান্ডেলার মৃত্যুতে পাঁচদিনের রাষ্ট্রীয় শোক ঘোষণা করেছে। বাংলাদেশের স্বাধীনতার রজতজয়ন্তী উদ্যাপনে ১৯৯৭ সালের ২৬ মার্চ বাংলাদেশে এসেছিলেন নেলসন ম্যান্ডেলা।
বৃহস্পতিবার স্থানীয় সময় রাত পৌনে ১০টার দিকে দক্ষিণ আফ্রিকার বর্ণবাদবিরোধী আন্দোলনের অবিসংবাদিত নেতা নেলসন ম্যান্ডেলা পৃথিবী ছেড়ে মহাপ্রয়াণে চলে যান। এই খবর নিশ্চিত করেন, দেশটির প্রেসিডেন্ট জ্যাকব জুমা। তিনি রাষ্ট্রীয় টেলিভিশনে ম্যান্ডেলার পরলোকগমনের খবর ঘোষণা করেন। 
মানব মুক্তির অগ্রপথিক নেলসন ম্যান্ডেলা বাংলাদেশে এসেছিলেন আজ থেকে ১৭ বছর আগে। দিনটি ছিল ১৯৯৭ সালের ২৬ মার্চ। এদিন বাংলাদেশে একটি গুরুত্বপূর্ণ জাতীয় স্থাপনা উদ্বোধনের জন্য একই সারিতে দাঁড়িয়েছিলেন ম্যান্ডেলা, ফিলিস্তিনের অবিসংবাদিত নেতা ইয়াসির আরাফাত, তুরস্কের রাষ্ট্রপ্রধান সুলেমান ডেমিরেল, বাংলাদেশের তৎকালীন প্রধানমন্ত্রী শেখ হাসিনা। দিনটি ছিল বাংলাদেশের জন্য খুবই তাৎপর্যময়। স্বাধীনতার রজতজয়ন্তী। এ দিন রাজধানীর সোহরাওয়ার্দী উদ্যানে রজতজয়ন্তীর স্মারক 'শিখা চিরন্তন' উদ্বোধন করেন মানব মুক্তির নেতা নেলসন ম্যান্ডেলা।
সেদিন সোহরাওয়ার্দী উদ্যানে তাঁকে দেখতে মানুষের ঢল নেমেছিল। এই মহান নেতাকে দেখতে মানুষের ভিড় সামাল দিতে সেদিন আইনশৃঙ্খলা বাহিনীর হিমশিম খেতে হয়েছিল। বাংলাদেশের মুক্তিকামী মানুষ এমন একজন মুক্তবাকের মানুষকে পেয়ে আনন্দে আত্মহারা হয়েছিলেন। সেদিনের স্মৃতি আজ এক মহান ইতিহাস। বাংলাদেশ যত দিন বেঁচে থাকবে ওই ইতিহাসও তত দিন বেঁচে থাকবে। দিনটি বাংলাদেশের ইতিহাসে সোনার অক্ষরে লেখা আছে। থাকবেও চিরদিন। বাংলাদেশ ম্যান্ডেলাকে শ্রদ্ধা করে। আজও এ দেশের মানুষ শ্রদ্ধাভরে স্মরণ করছেন সেই দিনটি, যেদিন তিনি বাংলাদেশের মাটিতে পা রেখেছিলেন। আজ বাংলাদেশের সংবাদ মাধ্যমগুলো ম্যান্ডেলার বর্ণিল জীবন নিয়ে নানা আয়োজনে সংবাদ পরিবেশন করছে। এসব সংবাদের মধ্যে বাংলাদেশে তাঁর আগমনের দিনটিও সমানে গুরুত্ব পেয়েছে। তাঁর চিরবিদায়ে বাংলাদেশও আজ তাঁকে শ্রদ্ধাভরে স্মরণ করছে। ম্যান্ডেলার দেহের মৃত্যু হয়েছে ঠিকই কিন্তু তাঁর কীর্তির মৃত্যু হবে না কোন দিন। এমন এক কিংবদন্তি মানুষের মৃত্যু হয় না কোন দিন।
বর্ণবাদবিরোধী মহান নেতা নেলসন ম্যান্ডেলার বয়স হয়েছিল ৯৫ বছর। হাসপাতাল থেকে ছাড়া পেয়ে তিনি তাঁর জোহানেসবার্গের হাউটন শহরতলিতে নিজ বাড়িতে বিশেষ ব্যবস্থায় নিবিড় চিকিৎসাধীনে ছিলেন। ফুসফুসে সংক্রমণজনিত অসুস্থতার কারণে প্রিটোরিয়ার মেডিক্লিনিক হাসপাতালে তিন মাস চিকিৎসা নেয়ার পর গত ১ সেপ্টেম্বর বাড়িতে ফেরেন তিনি। 
দক্ষিণ আফ্রিকার জাতির জনক হিসেবে নেলসন ম্যান্ডেলা ১৯৯৪ থেকে ১৯৯৯ সাল পর্যন্ত দেশটির প্রেসিডেন্ট ছিলেন। এর আগে দীর্ঘ ২৭ বছর ৮ মাস কারাভোগ করেন তিনি। ম্যান্ডেলার জন্ম ১৯১৮ সালের ১৮ জুলাই। দক্ষিণ আফ্রিকায় ১৯৪৮-এর নির্বাচনে বর্ণবাদবিশ্বাসী ও বিভিন্ন জাতিকে আলাদা করার পক্ষপাতী দল ন্যাশনাল পার্টি জয়লাভ করে। ন্যাশনাল পার্টির ক্ষমতায় আসার প্রেক্ষাপটে ম্যান্ডেলা সক্রিয়ভাবে রাজনীতিতে জড়িয়ে পড়েন। তিনি ১৯৫২ সালে আফ্রিকান ন্যাশনাল কংগ্রেসের নেতা হিসেবে অসহযোগ আন্দোলনে নেতৃত্ব দেন। ১৯৫৫ সালে জনগণের সম্মেলনে তাঁর ভূমিকা ছিল গুরুত্বপূর্ণ। এখানেই দক্ষিণ আফ্রিকার বর্ণবাদবিরোধী আন্দোলনের মূলভিত্তি মুক্তি সনদ প্রণয়ন করেন তিনি।
ম্যান্ডেলা তাঁর রাজনৈতিক জীবনের প্রথমভাগে মহাত্মা গান্ধীর দর্শন দ্বারা প্রভাবিত হয়ে অহিংস আন্দোলনের সঙ্গে যোগ দেন। কিন্তু দক্ষিণ আফ্রিকার বর্ণবাদী শ্বেতাঙ্গ সরকার ১৯৫৬ সালের ৫ ডিসেম্বর ম্যান্ডেলাসহ ১৫০ জন বর্ণবাদবিরোধী কর্মীকে দেশদ্রোহিতার মামলায় গ্রেফতার করে। দীর্ঘ পাঁচ বছর মামলা চলার পর তাঁরা নির্দোষ প্রমাণিত হন। ১৯৬১ সালে এএনসির সশস্ত্র সংগঠনের নেতৃত্ব হাতে নেন ম্যান্ডেলা। বর্ণবাদী সরকার ও তাঁর সেনাবাহিনীর বিরুদ্ধে অন্তঘাতী ও চোরাগোপ্তা হামলার পরিকল্পনা ও সমন্বয় করেন। এতে বর্ণবাদী সরকার পিছু না হটলে প্রয়োজনবোধে গেরিলা যুদ্ধে যাওয়ারও পরিকল্পনা নেন।
১৯৬২ সালের ৫ আগস্ট ম্যান্ডেলাকে গ্রেফতার করে বর্ণবাদী সরকার। টানা ২৭ বছর বর্ণবাদী সরকারের কারাগারে বন্দী ছিলেন তিনি। এরই মধ্যে দীর্ঘ সংগ্রাম চালিয়ে গেছেন ম্যান্ডেলার সহযোদ্ধারা। নানা দমন-পীড়ন আর নির্যাতনের বিরুদ্ধে অবিচল থেকে সারা বিশ্বের মুক্তিকামী মানুষের কাছে শ্রদ্ধার আসনে প্রতিষ্ঠিত করেছেন নিজেকে। ১৯৯০ সালের ২ ফেব্রুয়ারি দক্ষিণ আফ্রিকার তৎকালীন প্রেসিডেন্ট এফডব্লিউডি ক্লার্ক আফ্রিকান ন্যাশনাল কংগ্রেসসহ অন্য বর্ণবাদবিরোধী সংগঠনের ওপর থেকে নিষেধাজ্ঞা তুলে নেন। ম্যান্ডেলা মুক্তি পান ১৯৯০ সালের ১১ ফেব্রুয়ারি। বর্ণবাদ অবসানের লক্ষ্যে সরকারের সঙ্গে আলোচনা চালিয়ে যান ম্যান্ডেলা। শান্তি আলোচনা ফলপ্রসূ হওয়ার পর ১৯৯৪ সালে দেশের ইতিহাসে প্রথমবারের মতো সব বর্ণের মানুষের অংশগ্রহণে সাধারণ নির্বাচন অনুষ্ঠিত হয়। গণতান্ত্রিকভাবে প্রথম প্রেসিডেন্ট নির্বাচিত হন ম্যান্ডেলা। হলেন দেশটির প্রথম কৃষ্ণাঙ্গ প্রেসিডেন্ট। ১৯৯৪ থেকে ১৯৯৯ পর্যন্ত প্রেসিডেন্টের দায়িত্ব পালন করেন তিনি। দক্ষিণ আফ্রিকা সরকারের সঙ্গে শান্তি আলোচনায় অবদান রাখার জন্য নেলসন ম্যান্ডেলা এবং এফডব্লিউডি ক্লার্ক ১৯৯৩ সালের নোবেল শান্তি পুরস্কার পান

Look, India has managed to prosper without Pakistani and Bangladeshi help. It has become a great soft power in the world whether we Bangladeshis/ Pakistanis like or not. The country is not going to be held back by its two neighbors whether we love them more or less. They are just big enough go it alone. It is already obvious why Indians would never be good friends with these two countries. For that very reason, they do not want the free flow of population from these two countries in their territory.  These two countries are not even India's  significant trading partners ( http://en.wikipedia.org/wiki/List_of_the_largest_trading_partners_of_India).

I understand your love for China. Enemy's enemy is a friend! China is a truly benevolent country and that can be easily validated by Tibetians, Japanese, Koreans, Vietnamese and Filipinos. :-) I do not think you need to be really sharp to understand why China is ready spend money in Pakistan, Bangladesh and Srilanka. Do you think that would be a free lunch for us in the long run? My dear friend, the recipient countries would have spread their legs soon or later. Chinese dick could be far sticker than our dearest Uncle Sam's because you would be dealing with stingy proletariat's money. Is that a great option? Maybe? These are basically strategic games that are being played and smaller countries would be used as worthless pawns, not really as equals.  Because, we got nothing to offer to our all weather friend except our superfluous illiterate population. Would China grant us visas to settle in China? If yes, I say more power to us! And, if China ever takes over India, then that will be a great beginning for the India neighbors?

এনা, নিউইয়র্ক থেকে ॥ বেলজিয়ামে ইউরোপীয় ইউনিয়নের কনফারেন্স রুমে (৬ কিউ ২) ৫ ডিসেম্বর বৃহস্পতিবার সকালে অনুষ্ঠিত এক শুনানিতে বাংলাদেশের উদ্ভূত পরিস্থিতির অবসানে প্রধান দুই জোটের মধ্যে গঠনমূলক সংলাপের তাগিদ এবং পারস্পরিক সমঝোতায় সবার অংশগ্রহণে সামনের নির্বাচন অবাধ, সুষ্ঠু করার কথা ব্যক্ত করা হয়। অন্যথায় বাংলাদেশ আবারও জঙ্গীবাদের কবলে পড়তে পারে বলে আশঙ্কা প্রকাশ করা হয়। শুনানিতে ইউরোপীয় ইউনিয়নের হোস্ট এমপি মিস লাইমা ও মিস মেইরিড বলেন, বাংলাদেশে গোটা দেশজুড়ে ইসলামী জঙ্গীরা একই সময়ে বোমাবাজি করে। এ ধরনের পরিস্থিতির উদ্ভব ইউরোপীয় ইউনিয়ন বরদাশত করবে না। শুনানির পর মিলনায়তনের বাইরে বিএনপির একদল কর্মী প্রধানমন্ত্রীর উপদেষ্টা এবং আওয়ামী লীগের নির্বাচন কমিটির কো-চেয়ার এইচটি ইমাম এবং সাবেক মন্ত্রী আব্দুল মতিন খসরুকে লাঞ্ছিত করার চেষ্টা চালায়। 
ইউরোপিয়ান পিপুলস পার্টির (ইপিপি) ব্যানারে ইউরোপীয় ইউনিয়নে মানবাধিকার বিষয়ক সাব কমিটির প্রভাবশালী সদস্য লাইমা এ্যান্ড্রিকজিনা এ শুনানির আয়োজন করেন 'বাংলাদেশ : অবাধ ও সুষ্ঠু জাতীয় নির্বাচনের পথে' শিরোনামে। দুইপর্বে সকাল সাড়ে ৯টা থেকে দুপুর সাড়ে ১২টা পর্যন্ত এ শুনানিতে বাংলাদেশের ক্ষমতাসীন আওয়ামী লীগের প্রতিনিধিত্ব করেন প্রধানমন্ত্রী শেখ হাসিনার উপদেষ্টা এইচটি ইমাম এবং ড. মশিউর রহমান, সাবেক আইনমন্ত্রী আব্দুল মতিন খসরু, সাবেক মন্ত্রী সাবের হোসেন চৌধুরী এমপি, বেলজিয়ামে বাংলাদেশের রাষ্ট্রদূত ইসমত জাহান, যুক্তরাষ্ট্র আওয়ামী লীগের সভাপতি ড. সিদ্দিকুর রহমান। অপরদিকে বিএনপির প্রতিনিধিত্ব করেন বিএনপির আন্তর্জাতিক সম্পাদক ড. আসাদুজ্জামান রিপন, মোহিদুর রহমান এবং যুক্তরাজ্য বিএনপি নেতা এমএ মালেক। উদ্বোধনী বক্তব্য দেন ইপিপির ভাইস চেয়ারম্যান মেইরিড ম্যাকগিনিস এমপি এবং লিথুয়ানিয়ার স্থায়ী প্রতিনিধি টমাস সিকরসকিস। প্রথমপর্বের বিষয় ছিল 'বাংলাদেশের রাজনৈতিক পরিস্থিতি : এখন কী করা দরকার? নির্দলীয়-নিরপেক্ষ তত্ত্বাবধায়ক সরকার কী বাংলাদেশে সুষ্ঠু ও নিরপেক্ষ নির্বাচনের গ্যারান্টি দিতে পারবে?'
এ পর্বে হোস্ট ইউরোপীয় ইউনিয়নের আমন্ত্রণে প্যানেলিস্ট হিসেবে বক্তব্য দেন প্রধানমন্ত্রীর উপদেষ্টা এইচটি ইমাম, ঢাকা বিশ্ববিদ্যালয়ের সমাজবিজ্ঞান বিভাগের অধ্যাপিকা এবং বাংলাদেশ ইনফরমেশন কমিশনের কমিশনার ড. সাদেকা হালিম এবং বিএনপির ড. আসাদুজ্জামান রিপন। সঞ্চালনায় ছিলেন ইউরোপীয় পার্লামেন্টে অর্থনীতি সম্পর্কিত কমিটির ভাইস চেয়ার পাবলো জালবা বিজেগেইন। 
দ্বিতীয়পর্বের বিষয় ছিল 'বাংলাদেশে অবাধ ও সুষ্ঠু নির্বাচনের পথ কিভাবে সুগম করতে পারে ইউরোপীয় ইউনিয়ন।' এটির সঞ্চালন করেন ইউরোপীয় ইউনিয়নে মানবাধিকার বিষয়ক সাব কমিটির সদস্য লাইমা লিউসিজা এ্যান্ড্রিকিয়েন এমপি। মতামত ব্যক্ত করেন চলতি বছর পাকিস্তানে অনুষ্ঠিত সাধারণ নির্বাচনে ইউরোপীয় ইউনিয়নের পর্যবেক্ষক টিমের প্রধান মাইকেল গ্যাহলার, ইউরোপিয়ান এক্সনারনাল এ্যাকশন সার্ভিসের ডেমক্র্যাসি এ্যান্ড ইলেকশন অবজার্ভেশন ডিভিশনের কর্মকর্তা ব্যালথাসার বেঞ্জ, দক্ষিণ এশিয়া গণতান্ত্রিক ফোরামের নির্বাহী পরিচালক পাউলো ক্যাসাকা এবং বাংলাদেশের রাষ্ট্রদূত ইসমত জাহান। 
বাংলাদেশের ওপর এ দুটি আলোচনার সমন্বয় করেন লাইমা এ্যান্ড্রিকজিনা এমপি। এছাড়া আরও অন্তত ৭ এমপি ফ্লোরে ছিলেন।
বাংলাদেশের পরিস্থিতি নিয়ে এ আলোচনায় সার্বিক পরিস্থিতি উপস্থাপনের সময় প্রথমেই বাধার সম্মুখীন হন ড. সাদেকা হালিম। গত ৫ বছরে বাংলাদেশের সামগ্রিক পরিস্থিতির আলোকপাতকালে মহাজোট সরকারের প্রশংসা করলে উপস্থিত বিএনপির লোকজন হইচই করেন। সাদেকা হালিম এ সময় বলেছেন, তাঁকে সরকার পাঠায়নি কিংবা সরকারী খরচেও আসেননি। আয়োজকরাই তাঁকে আমন্ত্রণ জানিয়েছেন। ড. সাদেকা হালিম উল্লেখ করেন, সামনের নির্বাচন নিয়ে যে সংঘাতময় পরিস্থিতি বাংলাদেশে তৈরি হয়েছে, তা অনভিপ্রেত এবং এটি গণতন্ত্রের জন্য কোনভাবেই মঙ্গলজনক হতে পারে না। ড. সাদেকা বলেন, ২০০১ সালের নির্বাচন হয়েছে নির্দলীয়-নিরপেক্ষ তত্ত্বাবধায়ক সরকারের অধীনে। সে নির্বাচনের আগে এবং পরে ধর্মীয় সংখ্যালঘুরা কিভাবে নিগৃহীত হয়েছে, তা কারও অজানা নেই। সে সময়ও অবাধ ও সুষ্ঠু নির্বাচন বলতে যা বুঝায় সেটি নিয়ে নানা প্রশ্নের উদ্রেক ঘটেছিল। তিনি বলেন, বাংলাদেশে যুদ্ধাপরাধের বিচার হচ্ছে। বিচারের রায় প্রকাশিত হয়েছে। এ বিচারকে আন্তর্জাতিকভাবে প্রশ্নবিদ্ধ করতে নানা অপপ্রচার চালানো হচ্ছে। অথচ বিএনপি তার অবস্থান স্পষ্ট করছে না। ড. সাদেকা বলেন, সর্বোপরী বাংলাদেশের সর্বময় ক্ষমতার অধিকারী হলেন জনসাধারণ। তাঁরা যা চাইবেন সেভাবেই সবকিছু হবে বাংলাদেশে এবং সামনের নির্বাচনেও জনমতেরই প্রতিফলন ঘটবে। তবে জনগণকে অবাধে মতামত প্রকাশের পরিবেশ তৈরির জন্য বিরোধী দলেরও দায়িত্ব রয়েছে। এর পর এইচটি ইমাম তাঁর বক্তব্যে নির্দলীয় নিরপেক্ষ তত্ত্বাবধায়ক সরকারের প্রেক্ষাপট উপস্থাপন করে বলেন, এক সময় সে ব্যবস্থার প্রয়োজন ছিল। এখন তার দরকার নেই। কারণ গত ৪ বছরে প্রায় ৭ হাজার সংস্থার নির্বাচন হয়েছে বাংলাদেশে, যা নিয়ে কেউ কোন আপত্তি তুলেনি। তাই সামনের জাতীয় নির্বাচনও ওই একই নির্বাচন কমিশনের অধীনে অত্যন্ত সুষ্ঠুভাবে হবে- এ নিয়ে সন্দেহ-সংশয়ের কোন অবকাশ নেই। এইচটি ইমাম বাংলাদেশের বর্তমান পরিস্থিতির জন্য বিএনপি-জামায়াতের হিংসাত্মক আচরণকে দায়ী করেন এবং বলেন, সরকার শক্ত হাতে তা প্রতিহত করতে বদ্ধপরিকর মানুষের নিরাপত্তার স্বার্থে। তিনি আন্তর্জাতিক মহলের দৃষ্টি আকর্ষণ করে বলেন, বিএনপি বিরোধী দল হিসেবে গণতান্ত্রিক সমাজে তার দায়িত্ব পালনে সক্ষম হচ্ছে না। ফ্লোর থেকে সাবের হোসেন চৌধুরী তাঁর বক্তব্যে বাংলাদেশের ধর্মপ্রাণ মানুষদের ধর্মীয় অনুভূতিকে পুঁজি করে কোন কোন মহল নিজেদের স্বার্থ চরিতার্থ করতে ধর্মকে ঢাল হিসেবে ব্যবহার করছে। যাদের আচরণে ধর্মীয় কোন বালাই খুঁজে পাওয়া যাচ্ছে না- তেমন লোকজন ধর্মের নামে অরাজক অবস্থা সৃষ্টির চেষ্টা করছে। তিনি বলেন, বর্তমান সরকারের ঐকান্তিক চেষ্টায় বাংলাদেশ সন্ত্রাসমুক্ত হয়েছে। কিন্তু বর্তমানে রাজনৈতিক কর্মকা-ের নামে সেই সন্ত্রাস আর জঙ্গীবাদকে আমন্ত্রণ জানানোর চেষ্টা চলছে। এ ব্যাপারে সংশিষ্ট সবাইকে সজাগ থাকার আহ্বান জানান তিনি। কারণ গণতন্ত্র এবং জঙ্গীবাদ কখনই একত্রে চলতে পারে না। বর্তমান সরকার কখনই জঙ্গীবাদকে প্রশ্রয় দেয়নি। ড. সিদ্দিকুর রহমান বিএনপি-জামায়াতকে গণতন্ত্রের শত্রু হিসেবে অভিহিত করে বলেন, ওরা হরতালের নামে সারা বাংলাদেশে নৈরাজ্যকর পরিস্থিতির অবতারণা করেছে। ওরা ঘোলা পানিতে মাছ শিকারের অভিপ্রায়ে নাশকতামূলক কাজ করছে। 
বিএনপি নেতা ড. আসাদুজ্জামান তাঁর বক্তব্যে রামুর ঘটনার জন্য সরাসরি আওয়ামী লীগকে দায়ী করেন। তিনি বলেন, বাংলাদেশে ধর্মীয় সংখ্যালঘুরা বার বার আক্রান্ত হচ্ছে আওয়ামী লীগের সন্ত্রাসী দ্বারা। 
হোস্ট এমপি মিস লাইমা এবং মিস মেইরিড তাদের মতামতে বলেন, সহিংসতা পরিহার করে গঠনমূলক আলোচনার মধ্য দিয়ে সুষ্ঠু ও অবাধ নির্বাচনের পথ বের করতে হবে প্রধান রাজনৈতিক দলগুলোকে। বর্তমানের সংঘাত দেশকে আরও অবনতির পথে নিয়ে যায়- এমন সমস্ত কর্মসূচী থেকেও বিরত হওয়া উচিত সংশ্লিষ্টদের। বিগত বছরগুলোতে ইসলামিক সন্ত্রাসীরা নানাভাবে আক্রমণ চালায় বাংলাদেশে। ওদের সন্ত্রাসী হামলার শিকার হন ঢাকায় যুক্তরাষ্ট্রের হাইকমিশনার। বাংলাদেশের সাবেক প্রধানমন্ত্রী ও বিরোধীদলীয় নেতা শেখ হাসিনাসহ আওয়ামী লীগের শীর্ষনেতাদের হত্যার ষড়যন্ত্রে ২১ আগস্ট গ্রেনেড হামলা চালানো হয়। এছাড়া মারা গেছেন কয়েক এমপি ওই সন্ত্রাসী হামলায়। শুধু তাই নয়, প্রায় একই সময় সারা বাংলাদেশে ইসলামিক জঙ্গীরা বোমাবাজি করেছে। হামলা করেছে বিচারকের ওপর। এ সব নিয়ে ইউরোপীয় ইউনিয়নের উদ্বেগ ছিল সব সময়। তেমন কোন পরিস্থিতি আবার তৈরি হতে পারে- এমন কিছুকে কখনই বরদাশত করবে না ইউরোপীয় ইউনিয়ন। এ সময় মিস লাইমা উল্লেখ করেন, 'বাংলাদেশ আবারও খাদের কিনারে পৌঁছেছে। সামনের নির্বাচন কিভাবে অনুষ্ঠিত হবে তা নিয়ে প্রধান দুই দলের মধ্যকার বিরোধের অবসানে ফলপ্রসূ সংলাপ না হলে বাংলাদেশ আবারও মারাত্মক একটি সঙ্কটে নিপতিত হতে পারে।' তিনি উল্লেখ করেন, 'বিবদমান রাজনৈতিক দলগুলোর মধ্যে কার্যকরী সংলাপের পরিবেশ তৈরির লক্ষ্যে বাংলাদেশ সরকারকে অবশ্যই সংশ্লিষ্টদের মানবাধিকারের প্রতি সম্মান জানাতে হবে এবং একই সঙ্গে গণতান্ত্রিক রীতিও অনুসরণ করতে হবে। একইভাবে, বিরোধী দল বা জোটকেও প্রতিবাদের নামে সংঘাতের পথ পরিহার করতে হবে, যা কখনই গ্রহণযোগ্য নয়।' ইপিপির ভাইস চেয়ারম্যান মেইরিড ম্যাকগিনিস এমপি তাঁর বক্তব্যে বলেন, 'বাংলাদেশের ভবিষ্যতকে নিরাপদ করার স্বার্থে অবশ্যই অবাধ ও নিরপেক্ষ পরিবেশে চমতকার একটি নির্বাচনের বিকল্প নেই। রাজনৈতিক অস্থিতি এবং অনিশ্চয়তা সব সময়ই উন্নয়ন-অগ্রগতির শত্রু হিসেবে বিবেচিত, এ জন্যই আমরা বাংলাদেশে সুষ্ঠু নির্বাচনের পক্ষে সব সময় কথা বলে আসছি। যদিও উভয়পক্ষ নিজ নিজ মতবাদের প্রতি অনড় থাকায় গত কয়েক দিনে কমপক্ষে ৩০ ব্যক্তির প্রাণ গেছে। এ ছাড়া আরও শ' শ' মানুষ আহত হয়ে হাসপাতাল-ক্লিনিকে কাতরাচ্ছে। আর এ ধরনের সহিংস আচরণের শিকার হচ্ছেন বাংলাদেশের গরিব আর অসহায় নারী-পুরুষরা। 
শুনানির সময় বিএনপির লোকজনের আচরণকে সভ্যতার পরিপন্থী হিসেবে অভিহিত করে বেলজিয়াম আওয়ামী লীগের নেতা বজলুর রশিদ বুলু টেলিফোনে এ সংবাদদাতাকে বলেন, 'ইউরোপীয় ইউনিয়নের এমপিরা প্রত্যক্ষ করেছেন ওদের আচরণ। এতে বিএনপির স্বরূপ উন্মোচিত হয়েছে। বাংলাদেশে বিএনপি আন্দোলনের নামে হত্যাযজ্ঞ চালাচ্ছে- এটি বুঝতে আর বাকি থাকল না ইউরোপীয় ইউনিয়নের এমপিদের।'

[mukto-mona] শ্রদ্ধাঞ্জলি: আমাদের নেতারা নেলসন ম্যান্ডেলার কাছ থেকে অসাম্প্রদায়িক হতে শিখলে জাতি উপকৃত হতো



নেলসন ম্যান্ডেলা আমাদের শিখিয়েছেন অন্যায় অত্যাচারের বিরুদ্ধে সংগ্রাম করতে। একসময়  তার দেশ দক্ষিন আফ্রিকায় ছিলো সাদাদের শ্রেষ্ঠত্ব। ম্যান্ডেলার আফ্রিকান ন্যাশনাল কংগ্রেস বা এএনসি নিষিদ্ধ ছিলো। যুক্তরাষ্ট্র বৃটেন বর্ণবাদ বিরোধী সংগঠন 'এএনসি'কে সন্ত্রাসী সংগঠন আখ্যা দিয়েছিল। কিন্তু এই মানুষটি থেমে যাননি। শেষপর্যন্ত তিনিই বিজয়ী হন। বদলে যায় দঃ আফ্রিকা। বর্ণবাদ রোধ হয়। গোটা পৃথিবী স্যালুট করে এই মহান নেতাকে।

 

বাংলাদেশের মানুষের বিশেষত: নেতাদের অনেক কিছু শেখার আছে মহান নেতা নেলসন ম্যান্ডেলার কাছে। বর্ণবাদের শিকার এই নেতা ক্ষমতা পেয়ে প্রতিশোধ নেননি বরং বর্ণবাদ রুখে দিয়েছেন। আমাদের দেশের নেতারা আর কিছু না হোক, নেলসন ম্যান্ডেলার কাছ থেকে অসাম্প্রদায়িক হতে শিখলে জাতি বড়ই উপকৃত হতো।

 

আমরা শোকাভিভুত। আমাদের শ্রদ্ধাঞ্জলি রইলো এই মহান আত্মার প্রতি।

Bangladesh between 'secularism' and fundamentalism

David Kilgour, JD made a presentation on the issue "The West and the Challenge of Democracy in Bangladesh - a Canadian Perspective" organized by the  South Asia Democratic Forum (SADF) at the European Parliament in Brussels. See below an excerpt of his paper.

Secular tradition

Secularism was one of four principles enshrined in the original 1972 constitution of Bangladesh. It was removed in 1978 by the military ruler, General Ziaur Rahman, who declared Islam the state religion. The Supreme Court restored secularism in 2010 as a basic constitutional tenet.

The removal of secularism from the constitution for about three decades was described by many of the country's leaders as a betrayal of mainstream Bengali culture and society. Both are pluralist and progressive. The army, with its close association with conservative political parties, led by the Nationalist party (BNP), insists that Bangladesh must be officially a one religion country despite the long-time diversity of faiths.

In 2008, the newly-elected (by a landslide) Awami League (AL) government announced that it would re-introduce the original four principles into the preamble of the Constitution. Bangladesh's foreign minister (until three days ago when an interim government was formed for the election now declared to be held on Jan. 5th), Dipu Moni, declared that her country is "a secular, not moderate Muslim, country".  The AL also appears to respect all religions. Virtually all Bangladeshis say religion is important in their daily lives, but many appear comfortable with the absence of one religion's dominance over their government.

South Asian countries differ on the secularism issue from some in the West, which assert complete separation of church and state. Secularism in South Asia appears to mean the freedom for all to practise their faiths without being subject to any discrimination or official persecution.

Ancient rulers, especially the Pala Empire and Nawabs, were secular in this sense in making decisions. Hindu and Muslim leaders had prominent persons from every faith community assisting them. The British East India Company, arriving in the 18th century, instituted separate laws for Hindus, Muslims and Christians, laying the foundation for a civil code which remains largely unaltered to date.

Unfortunately, the British Raj also worsened relations between two Bengali groups. Hindus were accepted into the civil service, but Muslims were not-at least on an equitable participation basis. This led to several movements across East Bengal (today's Bangladesh) aimed at resisting both the British Raj and Hindus. In 1905, a division of Bengal on communal lines was proposed for the Muslim majority in East Bengal. The British accepted partition, but it was annulled in 1911 due to opposition from those demanding a unified Bengal.

In 1947, Bengal was partitioned, with most of East Bengal joining Pakistan, and West Bengal becoming part of India. Subsequent tragic events compelled many Hindus to migrate to India after the 1950 and 1964 East Bengal genocides. With the establishment of Pakistan, Bengalis faced much discrimination. The subsequent liberation war saw Bengalis, regardless of religious affiliation, fight together as brothers and sisters for freedom.

Rahman, later taking over as president, unfortunately began using religion for partisan political purposes. He also created the BNP to further his goals. In 1988, the country's second military ruler, Hussain Ershad, declared Islam the state religion. Supporters of the BNP and the military also engaged in various anti-minority activities against Hindu and tribal communities.

Since the return to democracy in 1991, there have been growing calls by civil society members to return "secularism" to the constitution. The A.L. government and freedom fighters, as well as representatives from younger generations, announced in 2009 that the constitution would be amended to reintroduce the original four principles. The fifth amendment of the constitution, removing secularism and replacing it with an Islamic declaration, was declared illegal by the High Court of Bangladesh in 2005. In 2010, the Supreme Court upheld this earlier ruling.

In 2013, a fundamentalist group, Hefajat-e-Islam, launched protests to achieve their demands. Among 13 points, it sought a stronger presence of Islam in the political system, including the cancellation of the Women's Development Policy (2009) and the secular education policy of the AL government. The ensuing campaign caused many tragic deaths.

Islam and Governance

Islam was introduced to what is now Bangladesh in the 8th century, mainly by Arab and Persian missionaries and merchants and conquest. Between the 8th and 12th century, a Buddhist dynasty known as the Pala Empire ruled Bengal. During this period, a majority of the Bengali population were Buddhists. Later, the Sena dynasty came to power, with conversion to Islam beginning in the 13th century. 

Bangladesh is today predominantly a Sunni country, with many influenced by moderate Sufism. The Muslim population is approximately 88 per cent of the population. Religion has always been a strong part of the national identity, but varied at different time periods. The UN has recognized it as a "moderate Muslim and democratic country".

A modified Anglo-Indian civil and criminal legal system operates throughout Bangladesh; there are no official sharia courts. Most Muslim marriages are presided over by a traditional Muslim judge whose advice is also sought on matters, such as inheritance and divorce. In the 1980s, Muslim clerics in Bangladesh still saw their function as teaching and preserving the Islamic way of life. Some, however, favoured the establishment of an Islamic theocracy in Bangladesh and were involved in several political parties.

Current Political Issue

The Supreme Court ruled in late summer this year that the country's largest Islamist party, the Jamaat, will not be allowed to compete in the upcoming parliamentary elections  because of language in its charter. The court rationale in essence was that as the charter refers to God as the highest legal power, it does not acknowledge the political sovereignty of the people of Bangladesh and is therefore unconstitutional. For context, it should be said that Islamists in Bangladesh largely opposed independence and favored remaining part of Pakistan.  A leader of the Jamaat party, moreover, was quite recently sentenced to life in prison for war crimes during Bangladesh's independence war with Pakistan.

Avoiding Fundamentalism Violence

Finally, a few thoughts on the mid-November (2013) paper by SADF's Research Director, Dr. Siegfried Wolf: "Bangladesh: Drifting into Fundamentalism".  Many of the points he makes seem important for the people of Bangladesh and all friendly governments to keep in mind, including these ones:

. Security analysts should stop focusing on Afghanistan and Pakistan ('AFPak') alone and should study fanaticism in other South Asian countries, such as Bangladesh. The Taliban in Pakistan, notes Wolf, "are only a facet of ...an interconnected Islamist movement sector, pushed by transnational religious extremist organizations, like...al-Qaida(which) is dramatically rising in South Asia...the major goal is to establish Islamic fundamentalist state(s)-not only in Afghanistan but also in the Maldives, Pakistan and Bangladesh.. However, in order for the US to ensure a safe withdrawal from Afghanistan, Washington will remain ignorant towards this threat."

. "...by using the strategy of general ignorance, the international community does not have to justify their reluctance to tackle this problem...(They) should be aware that the chosen tactic not only leads to the neglect of everything Bangladesh stands for, especially the idea of secular democracy...but also threatens to put the country back to square one...Bangladeshis would be controlled by jihadist organizations which emerged in or are supported by Pakistan".

. In order to stop (the drift into an Islamic fundamentalist state), "a collective national involvement of the major political actors is necessary to protect democracy, secularism and human rights, supported by a more determined and active international community. As long as this is not achieved, Bangladesh risks falling in the clutches of Islamic fundamentalism."

Conclusion

The Economist magazine reminds readers this week that about 1.6 billion residents of seven nations in South Asia live in civilian-led democracies. It probably strikes many in this room and around the world that only the spreading of democratic institutions is likely to offer a way out of the global conflict between modernity and those who feel aggrieved by it. Benjamin Barber, the American political scientist, posits McWorld as the universe of modernism and Jihad as that of fundamentalism in various forms. He states the essence of his book, McWorld vs. Jihad, thus:

"By extending the compass of democracy...civic globalization can open up opportunities for accountability, participation, [good] governance to those wishing to join the modern world...; by securing cultural diversity, a place for worship and faith... it can address the anxieties of those who fear secularist materialism and are fiercely committed to preserving their cultural and religious distinctiveness. The outcome of the cruel battle between Jihad and McWorld will depend on the capacity of the moderns to make the world safer for men and women in search of both justice and faith and can be one if democracy is the victor." 

I hope that most of us can agree both in Bangladesh and here tonight to support  initiatives which encourage a host of civic and democratic NGOs across Bangladesh to combat, not terrorism per se, but the social inequalities that terrorists exploit so effectively. Our democracy banners should be Distributional and Global Justice, not retributional justice, and Religious Pluralism, not militant secularism.

In short, we democrats must constantly think of the Bangladeshi people who still live in abject poverty. This means, for example, that we favour  more effective policies on education, health care, public safety and justice issues, transportation, defense and social justice. One of our key goals is that children, women and men around the world will all be able to live better lives and will cease killing themselves in order to murder others. 

There is a vital relationship between economic development and democracy in terms of human development. Sustainable prosperity and human dignity occur when there is freedom to work gainfully, to choose governments by universal suffrage, to worship, to speak, to write, to relocate, to practise a profession, and with the right to independent judges under a system providing the rule of law for all.
