I agree with Parliamentarian Saber Hossain Chowdhury, extra judicial killing continues with impunity. No one disagree about ongoing killing without judicial process, process that been systematically been used since 2004 from the day launching elite force name RAB.

 

When the normal expectation that all citizens would condemn killing, whether we agree or not, a large- very large segment of our society support extra judicial killing by RAB and other law enforcement agency. Question can be raised, why?

 

It is nothing but breakdown of normal human behavior under stress, what stress?

Stress from not getting law enforcing agencies on your side when something goes wrong

Stress from been attacked in the street

Stress from getting phone calls for ransom after been picked by miscreants

Stress from muggers in the street to hoodlums in your own backyard trying to extort you

Your sister or wife goes into the street and encounter harsh eve teasing

Stress from you try to run business, extortionist come after you, you try to build a house in own property they come to collect toll.

 

Criminals do what they can do best, intimidate you. However, police fails to do what they should be doing best, protect you. Who is failing here? Who is deviated from their normal behavior? The police or the criminals!

 

Who is supposed to protect you from all these evil things happening to you and your family? POLICE, but they fail to protect you rather in good number of cases they patronize the perpetrators. What you can do? You can file complain which you are reluctant to do because you do not want to pick up a fight against the powerful being a powerless. You pray to God, RAB kills one, and you think God is answering your call.

 

Nonsense, but that makes sense to you, you know why?  Because you are having a serious nervous breakdown. Acknowledge it, its not God but demons are answering your call. You want justice but not by doing injustice to another person.

 

Graveyard is a very quiet serene place but you do not want the peace and serenity of graveyard into your bedroom or business boardroom. Demand for what is right, justice. However, hate what is not right and say it loud, extra judicial killing is wrong, it is against the humanity. It is what they (miscreants) do, breaking the law, if you support bending the law then you are one of them. Do not do or support what a beast do then you turn your self from human to demon.

 

Government must take firm initiative to stop extra judicial killing. Government must do everything to protect people's right to their property and life. There is no shortcut; the only shortcut is which takes you to hell. I pray that the Member of Parliament come to their realization and do the right thing, make extra judicial killing an offence punishable by incarceration and hefty fine.

 

I praise Honorable MP Saber Hossain Chowdhury for taking a bold step bringing the bill to the parliament though it seems politically incorrect in an environment where killers get impunity with cheers from the government as well as citizen. One BIG wrong cannot and shall not be corrected with another GIANT wrong. Leaders show the path when path seems ending. Bravo Mr. Saber Hossain Chowdhury.

Dhaka, Sept 10 (bdnews24.com)—Ruling Awami League MP Saber Hossain Chowdhury has placed a bill in parliament proposing life-term sentence to perpetrators of killings in custody of law-enforcement agencies.

Chowdhury brought the bill in the wake of a recent spate of killings of a number of alleged criminals by elite force RAB and police in so-called 'crossfire' and 'encounters'.

Another militant outlaw was killed in alleged shootout with police and RAB early on Thursday in Kushtia, taking the total number of dead to eight in the last two weeks.

The MP presented two bills -- Torture and Custody Death (Prevention) Bill 2009 and Resisting Eviction of Slum Dwellers from Government Land Bill 2009, which have been sent for scrutiny to the relevant parliamentary committees.

In his written statement, Chowdhury said: "The state organisations, particularly the law enforcers forget the basic rights of people. It cannot be possible to ensure justice in many cases.

"People are tortured on various excuses through the administration and police forces. They face brutal torture at various times under the custody of law. Even deaths are taking place frequently in security custody."

The former AL organising secretary in his bill proposed life term and at least Tk 1 lakh fine for the perpetrators if found guilty.

Home minister Sahara Khatun has claimed that no extra-judicial killing was taking place during the crackdown in the southwest.

"Those who are getting killed are dying in gun battles with the police and RAB," she said last Sunday.

'Odhikar', a human rights organisation, said at least 19 people were killed in August across the country in so-called 'crossfire, encounter or gunfight'.

Of the deceased, 10 allegedly belonged to different underground militant outfits.

According to available figures, a total 577 people died in 472 'crossfire' incidents across the country since RAB was constituted on March 26, 2004.

The High Court on June 29 ordered the government to explain why killing without trial in so-called crossfire or encounter will not be declared illegal.

It also asked why departmental and criminal actions should not be taken against those who perpetrate such killings in custody and outside.

The shooting incidents are commonly reported as 'crossfire' in the media, a term which has come to imply 'suspicious' or extra-judicial killings.

Most recently, controversy was sparked when two polytechnic students were killed in RAB 'crossfire' in the capital in early June.

Former state minister for home Tanjim Ahmed had said the RAB had launched a departmental investigation into the death of the two students.

According to rights group Odhikar, 322 people were killed during the last two years of the caretaker government led by Fakhruddin Ahmed in "crossfire".

Prime minister Sheikh Hasina herself announced in February that the extrajudicial killings perpetrated during the tenure of the military-installed interim government would be investigated.

International and local rights groups, including Amnesty International, US-based Human Rights Watch, Transparency International, Bangladesh and Odhikar, over past decades have frequently expressed concern over the rate of extra-judicial killings in the country.

HRW, in May, in a damning report, suggested 'elite' security forces such as Rapid Action Battalion and the Directorate General of Forces Intelligence (DGFI) be disbanded.

Marxism, as a theory and practicable task and goal for many states and its people, holding it in the hands in millions all over the world like a torch to quell the darkness of the poverty from their lives, marched years together with a hope for the liberation from all the problems they have in their lives for the socialism, now the majority of the people have been desisted it and do not like even to utter it in their daily lives in recent years after the failures in USSR, in CHINA. As a result the USA has emerged the single strongest state to rule the world in its own way what it thinks fit on the different names, world peace or war on terror. At the same time the USA itself is now under economic depression and striving to recover from recession and going to loose its legacy in coming years in the hands of new states in the same way of open market and global reforms. The same kind of the treatment what it has given to the other states in its past history after its independence, is going to receive in the same way. Now it has already started such wounds to its body to receive from others. The history has so many such instances of rise and decline of the dynasties in the world from the biblical period to the present conditions. So here one question is in the minds of millions of the people globally that the capitalism is the only stable state of condition of the world states irrespective of considering their development to the level of capitalist societies the present developing countries. And has it no further progress of the social states from capitalism to socialism? Is the socialism dead? Is capitalism permanent state of social condition of state? The capitalism may have three or four types in its execution and in its administration in the world. And some people are still waging the wars in their states in some specific pockets on the hope that they achieve the socialism and their people will get some relief from their problems through the philosophy of Marxism and its other extended philosophies of Leninism and Maoism. So are these philosophies still have the worth and validity as philosophies in these days to achieve the greatest task of socialism? Where have the mistakes in application of them to the present societies? Whether in practice or in its theory? So let us start the process of re-examination of Marxism so as to save it from the dying state and before it has been erased from the list of living philosophies of the world, without considering the criticisms from the same circles who would call it revisionism.

Professor Yunus received the Nobel Prize for his microcredit venture. Recently he has received the highest US civilian honour. In presenting the medal Obama said, "with his belief in the self-reliance of all people, Prof Yunus has altered the face of finance and entrepreneurship. In so doing, he has unleashed new avenues of creativity and inspired millions worldwide to imagine their own potential." All this may be very pleasing to us but microcredit was never intended to be just throwing a lifeline to a drowning man and now that the cost of providing small loans has increased, things are changing. Providing small loans at low interest is no longer viable.

The rate of interest charged by the Grameen Bank and others is in the vicinity of 28 per cent, already too high, compared to much lower rates charged by normal banks. As most home-based enterprises have folded within a year, the premise on which microcredit is based, has become suspect. The general inability of the average poor woman to expand her business and create jobs has turned out to be the biggest impediment to success because her lack of knowledge of market requirements kept her firmly bound to a limited number of unsophisticated buyers.


Loans could not serve intended purpose


Therefore if the Grameen Bank and others of its kind are to operate, they must change tactics. Many of the small loans disbursed among poor women could not serve the intended purpose because of non-cooperation by husbands. When men became the de facto clientele of the Grameen Bank and other such organisations, it was at the expense of the women who continued to carry the burden of debt. Fortunately this became known to the dispensers of microcredit and today, no loan is given unless underwritten by the husband.

Flopped ministers and funny diplomats in Bangladesh

The very talketive commerce minister of Bangladesh, Lt. Col [Retired] Faruk Khan finally might have decided to keep completely mum as he has been continuing to face series of flops in his actions, thus putting the position of the ruling party into real trouble. He was one of the most quoted ministers in the ruling party, who never hesitated in commenting on every issue, even though most of those were not within the jurisdiction of his own ministry. Khan is considered to be the most influential man in the present government for reason unknown.
 
Being the commerce minister, he has already failed in controlling the prices of essentials for a number of reasons. One of the reasons should be just mentioned here. Since Faruk Khan became the minister in charge of the Commerce ministry, a number of touts including some of his relatives started knocking doors of local and foreing business houses offering "any business benefit" in exchange of "kickback" for the minister.
 
There are several highly circulated names in the market, which are very infamous for their blatant attempt in cashing money from local and foreign houses by selling their contacts with the commerce minister.
 
There is particularly one cousin of Faruk Khan, [whose nick name starts with 'B'], even does not hesitate in meeting various types of businessmen in Bangladesh, introducing himself as the 'representative' of the commerce minister and continues to cash money in the name of kick-back by according various favors from the minister. It is even alleged that, such 'networks' of the commerce minister are linked with some syndicates in Bangladesh, which are responsible for exorbitant rise in the prices of essentials.
 
Although some people continue to claim that Faruk Khan is an honest person, but, the record of past few months, does not show anything encouraging on believing such claim. Rather, it is proved that, Faruk Khan is no exception than all other corrupt ministers in Bangladesh, who either were directly commiting crime or were rather abused by their friends and relatives in various ways. Whatever the fact may be, it is already a fact that Faruk Khan is the first man in the present government, who's name should be at the top of those failed ministers.
 
Next is the foreign minister Dipu Moni. It is reported in the press that, Dr. Dipu Moni is spending more of her time abroad thant at home since she took the responsibility of the foreign minister in Bangladesh after the new government came in power in January 2009.
 
Unfortunately, despite the shuttled trips of the foreign minister, there is no good news for Bangladesh through any of her efforts yet. She failed to resolve the ongoing crisis faces by the Bangladeshi workers in a number of nations in the world. It is evidently proved that Bangladeshi market of manpower is getting smaller almost every day since the present government came in power. Is it failure of diplomacy or lack of experience? I will say, both. Dipu Moni does not fit for the foregn minister's post, as Sahara Khatun never fitted as the home minister.
 
Of course, it is a great opportunity of Dr. Dipu Moni to enrich her personal record of trips abroad.. But, in exchange, till date, although she already spent a few million dollars from the national exchequer, there is no result at all from her efforts. Nothing!
 
Possibly some nations always wanted such naives as ministers in Bangladesh, so that they could continue their big-brotherly attitude with this nation.
Before concluding, I surely should mention one particular matter. Few days back, when I was on the road, I saw the Mercedez Benz carrying Indian flag with the Indian High Commissioner Pinak Ranjan Charavarty rushing towards Pan Pacific Sonargaon Hotel. There had been few more diplomatic vehicles belonging to other nations too. But, surprisingly, I saw, a jeep [Maruti with diplomatic number plate] using dutter and syren was escorting the vehicle of the Indian High Commissioner and was trying to skip all traffic rules. At least 3 policemen were inside that MARUTI jeep.
 
Some other day, I saw the British High Commissioner in Dhaka also moving on road with similar facilities, while many others such as Japanese ambassador, Chinese ambassador, Saudi ambassador, French ambassador, Canadian High Commissioner etc just move on the roads as all other diplomats following the regular traffic rules.
 
My question is, why the Indian high commissioner or British High Commissioner should use escort vehicles and move on the road of Dhaka as VVIPs? Are those foreign diplomats VVIPs in Bangladesh? No way! Can a Bangladeshi diplomat enjoy such facility in London or New Delhi? No way! Then why the British High Commissioner or Indian High Commissioner should move on Dhaka road like Viceroys? Hope both the diplomats will get some sence soon and fine tune their manners.
 
Yes, if the British High Commissioner or Indian High Commissioner feel security threat, certainly Bangladesh government should accord all possible security protections to them. But, in that case, why not other diplomats in Bangladesh too? Moreover, before Awami League came in power, the Indian High Commissioner never used such escort by a MARUTI jeep using Dutter and Syren. Is there any special reason for the Indian High Commissioner now to feel that he does not need to follow the regular traffic in Dhaka and can move like a VVIP?

Dipu Monis Delhi meet leaves burning issues untouched

Foreign minister Dr Dipu Moni again used Hilsha fish and special Chamcham sweetmeat to grease the country's diplomatic wheel with Delhi, but on her return the country is still not aware what outcome she carried back from her first ever official visit and talks with Indian leaders.
   As per the foreign ministry handout release, she did not even raise the Tipaimukh issue with Indian water resource minister while she met him in the Indian capital although it is increasingly agitating the common people here and slowly taking them to street actions.
   She held discussion on broader water sharing issues and the need for holding meetings of the Joint Rivers Commission (JRC) with Indian foreign minister S M Krishna and finance minister Pranab Mukherji who in fact works as the postbox of the two countries' burning issues.
   
   Critical issues untouched
   Security and trade issues, water transit through Ashuganj river port and fixation of undecided borders including exchange of enclaves came up for discussion in the meetings, news reports said. But critical issues like transit and Tipaimukh were conspicuously absent in discussion as the released statements from both sides showed.
   Dipu Moni said she did not feel like raising the Tipaimukh issue with Indian minister on the basis of Indian Prime Minister Dr Monohon Singh's earlier assurance that Delhi will not do anything, which will bring embarrassment to Sheikh Hasina. On some other occasions she reiterated the Indian assurances which said Delhi will not withdraw water from Tipaimukh dam to cause problem in the downstream and so there is nothing to worry about it.
   
   Critical watch on persons
   In fact working on India's verbal assurance, Sheikh Hasina's government is maintaining a critical watch on persons of different organizations who are talking the Tipaimukh issue seriously from environmental and national security viewpoints and taking all steps to put down any movement.
   Like Monmohon Singh, Sheikh Hasina also does not want to see here growing any anti-Indian movement which may put Indian leadership in the dock. But to the real issue whether the Indian government will stop the Tipaimukh project is still in the dark. As all indication show, Delhi is committed to implement even though local communities are also vehemently opposing it for saving their existence.
   
   Farakka Barrage: 1974
   Even on Farakka Barrage issue, analysts here say, India gave all assurance of protecting Bangladesh's legitimate interest when it commissioned the barrage in 1974. But later development showed the northwestern part of Bangladesh is drying up from shortage of river waters and desertification is fast advancing to turn riverbeds into sand dunes. In respect of Tipaimukh the same may happen to the country's northeast, analysts say.
   News report prior to her departure for Delhi said, Dipu Moni would hold discussion on a package deal over several issues. But on her return there is no clear statement on the outcome as to what serious issue came up in the package and if she had any divergence of views on critical issues.
   The statement from Delhi and on return to Dhaka said the leaderships from both the countries are working on schemes which will take the people-to-people relations of both the countries to a new height. Foreign office, moreover said Dipu Moni's visit to Delhi may be viewed as preparatory to Prime Minister Sheikh Hasina's visit to Delhi next month. But during her forthcoming visit, the first one since her becoming prime minister, will not see signing of any agreement, some news report quoted official sources here focusing on her visit.
   
   AH: Corridor for India
   But Sheikh Hasina's government here is not sitting idle either.. The cabinet has already approved the Bangladesh portion of the Asian Highway (AH) from Jessore and Banglabandha in Dinajpur as entry points to Tamabil in Sylhet as the exit point to re-enter it again to India. It will then cross to Myanmar at Tamu point over Mijoram to run eastward.
   Sheikh Hasina told Parliament last week that she would not risk isolation of the country from the global network on so-called concerns over security issues. She said Bangladesh would maintain its control over this section of the highway, so there is no cause of concern at all.
   This is how she is opening the transit corridor for India; analysts here believe pointing out it may create new problems for Bangladesh at the end. Both the countries will then sign a transit protocol to use the Asian Highway for transportation of goods and passengers. Since Bangladesh will have to use the Indian part of the AH to go to Myanmar, it will have to agree to give transit to India on reciprocal basis.
   
   Narrow hilly paths, insurgency
   But given the long terrain and hilly narrow paths and security risks in the Seven Sisters of Indian northeast from operating insurgency, businessmen or tourists from here to East Asia are not likely to use it or benefit from it either. Yet the Awami League government may then sign such agreement to open the corridor to Indian traffic.
   News report said World Bank (WB) and Asian Development Bank (ADB) are bringing increasing pressure on the Awami League-led grand coalition government to agree to the present Asian Highway routes to give transit facility to Delhi under the cover of the global network.They are using the corridor facility as a condition to loans that the government is now seeking from both the agencies to build the Padma bridge which is an election pledge of the government and viewed as a big political investment to strengthen Awami League (AL) vote bank in the country's southwest. The US government is also working behind the move to bring strategic advantage to its newly discovered regional ally.
   
   Delhi's strategic scores
   Analysts here believe the present AL government is behaving like a subservient one. Most of the ministers, besides foreign minister Dipu Moni are increasingly speaking for Indian strategic advantage in the name of regional connectivity. Finance minister AMA Muhith said recently Bangladesh as a transit country would benefit the most from it. Commerce minister Faruq Khan vowed to open Chittagong and Mongla ports to Indian business under the so-called ambitious scheme of making them regional business hub. Everything is going here to fulfill Delhi's strategic scores. The only thing absent or out of visibility here is formal Dhaka-Delhi contacts. It may be part of a skillful designed strategy to avoid demonstrative effect on the common people.
   Political analysts here say the Indian Prime Minister Dr Manmohon Singh's policy of 'not doing anything may bring embarrassment to Sheikh Hasina.' It sounds like saying that India has put big investment in her and so it is careful not to put her to risk. But the question is whether Mr Singh hears the cries of the common people here as much as he bothers the political stake of Sheikh Hasina as their big friend in Bangladesh.
