[ALOCHONA] BCL criminality now down to arson!

Editorial

BCL criminality now down to arson!

Will the govt and party take grip of the deteriorating scenario?

THE news that BCL activities set a CU teachers' bus on fire to press home their five-point demand is alarming, to say the least. The BCL appears to have decided to clinch everything through applying brute force even if it comes to their own teachers.

What haven't they done in the last 15 months? Seats at the university dorms have been turned into their private preserve; tenders are manipulated; and, to cap it all, they are committing all other types of offences with complete impunity. Obviously, the list will be further lengthened if we consider the BCL's internecine feuds that often lead to bloodletting. Again, killing each other does not make their activities less repugnant to the academic atmosphere.

The sudden and violent outbursts of BCL rowdism are often triggered by the authorities' failing to meet their unlawful demands. In the latest instance, the VC of Chittagong University had reportedly turned down their proposal of setting up some stalls on the campus on Pahela Baishakh to do business. Infuriated by the VC's decision, they started a movement to oust him! Now, the question is who should run the university? The BCL goons or the VC? Or indeed do the education ministry, the government or the ruling party feel any pinch of responsibility?

One cannot but keep on asking who is actually responsible, apart from the BCL activists, for the situation now prevailing in the academic arena? The ruling AL's stand is manifestly not to go beyond issuing sermonic statements. Prime Minister Sheikh Hasina's exhortations and warnings have produced no results; on the contrary, these have only helped increase the sense of impunity. The BCL could overlook what is being said from the top and continues, rather blissfully, to indulge in criminal activities.

It is clear that the government is totally oblivious of the BCL's nefarious activities which now include a crime like arson. The law enforcers are doing nothing, or apparently not asked to do anything, to curb the illegal activities. Such activities have already started wreaking havoc on the government's credibility and effectiveness. It is not an overstatement to say that when the ruling party fails to control its cadres, particularly those involved in crime, a general surge in the crime situation is likely to follow. And the result can be free-for-all criminalisation of society with the government pushed to a point of looking on helplessly. What a disaster that will be! But it is our firm belief that if the government and ruling party are serious and determined to contain BCL's predatory activities, they surely can.

[ALOCHONA] Memo to America: stop murdering my people

Memo to America: stop murdering my people

Amid increasing civilian deaths and resurgent warlordism, Afghan women's leader Malalai Joya writes that Hamid Karzai and the US are losing credibility in Afghanistan day by day.

Almost every day, the NATO occupation of our country continues to kill innocent people. Each time, it seems, military officials try to claim that only insurgents are killed, or they completely deny and cover up their crimes. The work of a few courageous journalists is the only thing that brings some of these atrocities to light.

For instance, it was only after the reporting of Jerome Starkey of the Times of London that officials admitted to the brutal Feb. 12 murder of two pregnant women, a teenage girl, and several young men in a night raid at a home where a family was celebrating the birth of a child.

Night raids, air raid 'mistakes,' firing on civilian buses and cars at checkpoints — the occupation finds many ways of killing the people of Afghanistan. The excuses and lies for these deaths are like salt in our wounds, and it is no wonder that protests against the US military are growing. The Afghan people have had enough.
In recent weeks, there has been much talk about Hamid Karzai's threats to join the Taliban and about his supposed differences with the American government. But for Afghans, Karzai long ago lost all credibility. The joke among our people is that Karzai doesn't do or say anything without consulting the White House first. No amount of nationalistic rhetoric or demagoguery on his part will change this perception.

Everyone in Afghanistan knows that Karzai was placed into power with the backing of the United States and its allies, and to this day he relies on their support. His regime would not last a day without it. And Afghans know too well the reality of his corrupt government: It has delivered nothing to the country's poor other than sorrow and destitution, while filling the pockets of drug traffickers, warlords, and its own corrupt officials.

Afghanistan has had puppet leaders before, rulers who served only the interests of foreign occupiers, whether British or Soviet. But Karzai may be the most hated puppet in our history; he has empowered some of the most brutal internal enemies of ordinary Afghans, warlords of the Northern Alliance like Sayyaf, Dr Abdullah, Rabbani, Mohaqiq, Ismael Kahn, Dostum and many others. Even his two vice presidents, Fahim Qasim and Karim Khalili, are notorious fundamentalist warlords. The president's brother in Kandahar, Ahmed Wali Karzai, is another thug in power whose links to the drug trade and the CIA have been widely reported.

Karzai made headlines by threatening to 'join the Taliban,' but the reality is that for more than eight years he has had no problem working with fundamentalists who are the ideological brothers of the anti-women Taliban. In fact, Karzai himself used to support the Taliban when he was a minor tribal leader in Kandahar in the 1990s, and for years he has been negotiating to bring Taliban leaders into his puppet regime. Some of them are already serving in his regime, and the US government has been encouraging these negotiations by creating the false categories of 'moderate' and 'extremist' Taliban.

He has also been reaching out to that most brutal warlord and criminal, Gulbuddin Hekmatyar, a mujahideen leader known for killing civilians and currently designated a terrorist by the US government. Karzai recently appointed Abdul Hadi Arghandewal, an infamous leader of Hekmatyar's party, as his minister in charge of the economy. These negotiations and flexible alliances by Karzai and the US government are nothing new. For three decades, the US has backed these criminals: Hekmatyar, al Qaeda and other fundamentalists in the 1980s, the Taliban in the 1990s, and now Karzai and his warlord allies.

Progressive-minded Afghans want to break out of this circle of warlordism once and for all. It is ironic that Karzai talks about the possibility that a 'national resistance' could develop in Afghanistan. He should know that the prime target of such a movement will be his own regime and its foreign supporters.
Our people are deeply fed up. They have organised many anti-US protests in the past months and if the occupation continues, the resistance will only grow. More than eight years of occupation have made life bleak, and we are tired of being pawns in the US and NATO's game for control of Central Asia.

We can no longer bear the killing of our pregnant mothers, the killing of our teenagers and young children, the killing of so many Afghan men and women. We can no longer bear these 'accidents' and these 'apologies' for the deaths of the innocent.

We salute the anti-war movements in the NATO countries. Here, we will struggle to our last breath to stop this war that is tearing apart our beloved Afghanistan.

Malalai Joya, now 31, was the youngest member of the Afghan parliament, elected in 2005. In 2007 she was suspended from parliament because of her consistent criticism of the warlords and other human-rights abusers in the Karzai regime. Joya has survived five assassination attempts to date, and has written her life story in the book A Woman Among Warlords (with Derrick O'Keefe, Scribner, 2009). She writes from Kabul, Afghanistan.

[ALOCHONA] Re: [Diagnose] Saudi Arabia Cautioned Bangladesh

What I can understand from the threads to this title as follows:

Expelling BD workers from Saudi Arabia,

If Saudi Economy or Labour minister could vacant those positions occupied by foreign workers they would do it if possible overnight to employ thousands of unemployed Saudi youth. But in reality it is not possible. It is economics. Saudis are not ready to take up those jobs and there are not enough qualified saudis to replace these compitative professionals or skill hands. That is the plain truth. King Abdallah is no Caeser to leave behind everything for ...

I do not understand who spread the idea of Jumbo Jet, making sorties- like in Iraq war, to deport strong 3 million BD workers. This is simply impractical. But stupendously effective. All AL supporters are expressing their irate, similarly other side taking this as an advantage.

Golam Azam lived in Jeddah for some time, like Sh. Hasina lived in Delhi and both has biases and connections. It is my strong believe that SA is not going to take any action that will harm her national interests favouring an individual, despite (may be) having been sympathatic to GA. Similarly with all inclination towards Hasina India will not hesitate to abandon her when she can not protect their interests any more (it was proven once). At-least I wouldn't believe anything more or less beyond this scope.

While India enjoys a very favourable relations with SA, which is increasing everyday to their economic benefits, Bangladesh and its current government oblivion to the plight of millions of BD workers, who send majority of foreign currency that helps the governement greatly, and beneath their apparent despise towards this country, lies inefficiencies to handle the burning matters with diplomatic esteem.

'Calling Sh. Hasina as sister' our diplomats like their governors often acts as naive, but they are not, with the much polarised and biased population, being both from same faith - Islam, King couldn't possibly address her as madam or her excellency!

If you want to challenge the authenticity of the news, please feel free to write to the correspondence Abu Zafar Mahmood rivercrossinternati onal@yahoo. com or check with Prime Minister, Foreign Minister or Foreign Secretary of Bangladesh without broadcasting lies and denials like Goebel methods.

The said "caution" letter is about arresting a Bangladeshi born Al-Qaida terrorist and the actions will be taken by the Saudi Government. Saudi government's "Caution" letter containing arrest and actions has nothing to do with BNP, or Jamat-e-Islam party or war crime trial.

Bangladesh became independence with sacrifices of millions of lives for not worshiping Indian or Saudi Government. Fact is fact and remember truths of the facts will prevail.

"In that caution letter it was mentioned that the Royal Saudi govt. is ready with their 768 jumbo flights, daily 10 flights and take 3 months to drop out the entire lot in Bangladesh…" full story is given below:

Perspective: Suadi-Arabia Relations

By- Abu Zafar Mahmood

Prime Minister Sheikh Hasina and her govt. are engaged confronting Saudi Royal family. Some Bangladeshi news media propagate against Saudi Royals in an intention to hostile them against Bangladesh . Leading Muslim power Saudi Arab always maintain brotherly relation with Bangladesh . Some Politicians are becoming anti-Muslim for their political purpose and family interests. They sabotage to create distance between the two purposefully as they are assigned to act too.

A group of analysts says, Saudi Royals found president Ziaur Rahman out and out honest and an exceptional personality with absolute dedication for enriching Bangladesh in 1975,which was beyond their expactation. Then supported Bangladesh where were needed under the leadership of that perfect statesman.

Another lobby of political group could not accept Royal family's support to him as Ziaur Rahman for the first time introduced Bangladesh with it` Muslim identity & added Bismillah in the constitution of the Republic. That group accuses Zia for building up the state to state relation with the entire Muslim countries including Pakistan and China , the largest neighbor. They implement their all efforts to eliminate Zia policy from Bangladesh .

The reality is that Bangladesh became independent defeating Pakistan Arm forces during liberation war and it is also reality that Pakistan Arm forces are mainly responsible to keep safe Saudi Arabia from external enemy. Two divisions (40,000) regular Pakistani Arm forces guard them with a life long treaty with Royal family.

Saudi Arab maintains brotherly relation with both Pakistan and Bangladesh together. so, it might not treat it a fun when appears to them that their two brother countries go hostile against each other which might cause havoc in their greater interests. Organization of Islamic Conference-OIC leader Saudi Royal family can't avoid such enemity during present world order.Saudi Royal family already announced that one Bangladeshi is taken to jail as he was suspected Al-Qaida terrorist. If any foreigner found guilty in Saudi Arabia , according to their law, all the citizens of that foreign country are restricted to stay in the kingdom. They will have to get out or forcefully thrown out of the kingdom.

Bangladesh foreign ministry was served a caution letter from the Royal Kingdom of Saudi recently which was handed over to prime minister already. The premier Sheikh Hasina disclosed her acknowledgement of receiving that letter when She accused her political opponents BNP and Jamaat-e-Islami in the parliament for lobbying Saudi Government to oust all Bangladeshis from the Royal Kingdom . It is enough for the intellectuals to believe that Leader of the Parliament know about the letter.

Though the foreign secretary Mizarul Qaesh denied of knowing about such caution letter to the press media on April 11th, 2010. It carries no importance to accept because Prime minister already spoken on the same issue in the parliament.

Bangladesh earns monthly $76 million Dollars from Royal Kingdom of Saudi Arab through remittance. Almost 30 lacs Bangladeshis (professionals to worker) live and work in there. where as almost 23,56000 are with legal work status.

In that caution letter it was mentioned that the Royal Saudi govt. is ready with their 768 jumbo flights, daily 10 flights and take 3 months to drop out the entire lot in Bangladesh .

If it happens, easy to guess, other Muslim countries are joining in the line behind Saudi Arabia . Bangladesh will find no scapeway. Malaysia already stopped recruiting people from Bangladesh .

[ALOCHONA] Water shortage : Living hell in Dhaka

Water shortage : Living hell in Dhaka

Bangladeshi soldiers distribute water in East Rampura in Dhaka. Bangladesh deployed the army to guard water pumps in the capital Dhaka after acute shortages triggered widespread protests, an official said. -- PHOTO: AFP

* The capital needs 2.2 billion litres of water a day, but the city's water authorities can supply just 1.9 billion litres, according to official figures, with many public pumps operating below capacity because of the gas shortage.

* With the city's 550 public pumps struggling to meet demand, the army was deployed last week to protect 'key installations' including water treatment plants, said Taqsen Khan, chief of Dhaka's water supply authority.

* Bangladesh's gas supplies, crucial for cooking, running cars and generating electricity, are also massively overburdened - with demand of 2,400 million cubic feet of gas per day and supply of 1,900 million cubic feet.

* Dhaka University geology Professor Humayun Akhtar said the current reserves of 7.7 trillion cubic feet will run out by 2020.

* Last week, the government tried to defuse widespread unrest and protests by diverting gas from industrial use to power plants, which led to a record of 4,600 megawatts of power against demand of 5,300 megawatts. -- AFP

DHAKA - DHAKA-BASED housewife Mamota Begum cannot even boil the dirty, malodorous water that - occasionally, if she's lucky - trickles from her taps as there is not enough gas to power her cooker.

Dhaka's rolling electricity blackouts, which hit every other hour, also mean Ms Mamota, a 26-year-old mother of two, has no light to help her children with homework or power to watch television, so they often just sit in their living room, sweating in the dark. 'Everyone in my family is getting skin diseases from the foul-smelling tap water. My children won't drink the water, and I cannot cook decent meals because of gas shortages,' Ms Mamota, whose husband is a civil servant, told AFP.

This South Asian nation of 144 million people is experiencing what one newspaper called 'the world's worst peacetime utilities crisis,' with power, gas and water shortages driving even middle-class residents such as Ms Mamota to despair. 'Our life is hell,' she said, a sentiment shared by many of Dhaka's 13 million residents, thousands of whom have protested against the chronic utilities shortages in the streets, prompting the government to scramble to respond.

Dhaka has a daily shortfall of 2,000 megawatts of power, which is half of the entire country's average daily production. -- AFP

[ALOCHONA] Economic crisis, crime and insecurity

Economic crisis, crime and insecurity

Javed Ahmad

javedahmad@yahoo.com

Economic crisis, crime and insecurity are all interlinked in a chain order. Our government is lucky that they can bypass many of their duties and responsibilities without facing any questions or being challenged by the citizen of the country as majority of the people living here are illiterate thus unaware of the their rights and obligations as citizens as laid down in the Constitution of the country. Even many educated folks may have heard that there is something called the "constitution" but never bothered to find out if it really exists and what is in it for them.

It becomes easy to dominate a mass of people when they are unaware of their rights, duties and responsibilities. "Ignorance becomes hell" for the citizens of a nation when the government is inefficient and corrupt.

Capitalizing on this 'ignorance' of the common people, our political parties and their government bureaucrats takes full liberty in enjoying their life utilizing national resources as their own knowing very well that no one would ask anything about their activities. No wonder why the 'politics' business attracts so many now-a-days!

In early days, people of solvent background (i.e., elites) used to engage in politics that did not have any personal need or interest of greed for national resources. But today, people of all walks of life – Tom, Dick and Harry are engaged in politics. As a result greed has overpowered the statesmanship in the political attitudes. People in politics are not only hungry for power; they are also hungry to have a share of the national wealth by hook or by crook. In Bangladesh, majority of the political party based government members retire financially secure. And no one asks how they manage to do so with their fixed salaries.

People in Bangladesh do not even know that they could demand job, food, shelter, education, health care and a decent life from the government. The constitution has given them that right to demand. But no one demands anything from the government. Therefore, the government is happy and keeps quiet about everything minding their personal pursuits and agendas.

The government would face a real challenge when the citizens would begin to demand their rightful shares from the big pie of the national resources. And when that happens, it would be interesting to see if the present setup of the huge inefficient government would be any good in handling the demands.

As the economic crisis deepens in the country, crime rate will gradually shoot up resulting in insecurity in the society. Mugging, looting and killing is on the rise already and our law and enforcement agencies are unable to contain the crimes. Indian border forces BSF is randomly shooting and killing innocent Bangladeshis and our BDR are unable to shoot back.

There is no insurance for the citizens against the crimes that takes place in our society. Many lose their personal belongings like mobile phones and monies as a victim of the street crimes and there is no protection and payback system for them. It is the duty of the government to protect all citizens from all crimes and injustices. The government should compensate for all loses that the citizens face as a victim of civil crimes. Often police refuses to cooperate with a victim when he or she seeks help from the department. A case hardly moves even when a general diary (GD) is registered at a police station. But they act immediately when a so called VIP suffers any such consequences. And who are these VIP's? They are usually the politically inclined bureaucrats or commercially important persons (CIP's).

Our PM just instructs and orders her bureaucrats to do this and that but never checks to see if those orders are carried out. Giving 'orders' is not enough for a chief executive to get a job done, a certain level of follow up, individual efficiency and credibility is also required to be a good and successful PM. Despite her years of experience as a PM she appears to be deficient to handle the job. She is unable to contain her own reckless party members, never mind the civil servants. The Daily star reported today (i.e., 21-04-10)–

"…On recent power situation, Hasina said some officials and employees of DPDC and Desco are out to make a fast buck and destroy the image of the government through "false load-shedding". Some officials and employees of DPDC and Desco sometimes impose load-shedding in some areas unnecessarily and some of them have already been held for that, she added…Similarly, some pumps of Wasa also start operating without the keys being opened, for which people do not get water, she said…The premier said these officials sell water to city dwellers at higher price by creating water crisis and they even take Tk 2,000 to break queue, whereas the price of a water lorry is Tk 400 only…"

Running a national affair is not a joke. One need to have enough insight and depth of knowledge as well as varied experience (domestic and international) to be able to manage different tasks with different departments and institutions. It would have been really nice if one could just give orders to get a job done. Our PM should know that her civil servants are full of rust due to inactivity over the years and have lost their efficiencies. They are no longer capable to carry out an order as they are lacking expertise and experience as well as knowledge. They just have no clue on how to carry out a task properly. As a result we see delays and abandonment of plans here and there – and not getting anywhere.

In the same newspaper we also read the news, "Milk Vita sales boss suspended" on corruption, mismanagement and irregularities charges; an excellent move by the ministry, but why only the sales boss? What about the top boss under whom the sales manager operated? The PM is now taking the right attitude when she said in a warning tone, "Anybody, if held for doing these kinds of work, will be dismissed from their service."

Yes, anyone who do not do their job right should be dismissed from that position. There has always been a tendency of 'mercy' when it comes to termination of a government employee. This attitude must change. In order to make the government competent and efficient it must follow the attitude of a private company with no job guarantee if and when found guilty. Installing this 'fear and insecurity' would automatically bring the employees to their senses – either you perform or leave.

Politics and political parties should be totally band from Bangladesh. What we really need is a government free from any influences so that they could work independently with accountability. The political jokers come for a five year term having no clue or experience on state matters and create mess all around that continues from one elected government to another. If a strong and efficient administration is allowed to do their job as they should then it would not matter which joker takes office and for how long.

The political sentiment has infiltrated so deep in our administration that our PM openly says who her people are and who are not. This clearly indicates that our administration is fully politicized, which is totally against the Constitution and the Rules of Business of the republic.

People of Bangladesh should come to a conclusion if they would allow this nonsense to continue that makes their lives miserable or should they think of alternative governance. The alternative government that might work well for Bangladesh would be a non-political party based government totally free from any influence whatsoever. Next election is approaching and there is not enough time to prepare. So think and decide. Political party based governments have failed miserably, plain and simple.
