[ALOCHONA] Indians Help Bangladeshis, And Themselves

Indians Help Bangladeshis, And Themselves

India's relations with neighbouring Bangladesh has not been on the best of terms – to say the least – even though India contributed immensely to the creation of the Bangladesh nation in 1971 when Indian troops intervened in the conflict  on the side of the eastern wing as against the western wing of Pakistan.

After the assassination of the founding father of Bangladesh, Sheik Mujibur Rahman, relations deteriorated between the preponderantly Muslim Bangladesh and India. But religion alone was not the cause. The problems of a  2500 mile frontier, sharing the waters of massive rivers such as the Ganges, border disputes, Indian arrogance (as Bangaladeshis say), cross border terrorism all contributed to the ire between the two states in the years that followed.

India and the Seven Dwarfs

Bangladesh has not been an exception. Of the seven dwarfs that are around the Indian giant only Maldives, far away in the Indian Ocean and Bhutan set amidst the Himalayan range having no geopolitical ambitions and seeking joy and happiness are exceptions.

According to reports, New Delhi is trying to break through this ring of surrounding hostility though its neighbours are by no means economically or militarily able to rival the giant save perhaps, Pakistan.

On July 25, Sonia Gandhi, leader of the Congress and the  person wielding power in New Delhi broke with tradition by visiting Bangladesh. Sonia Gandhi does not usually undertake such assignments and this visit was of particular significance.

There is special relevance in the involvement of Sonia Gandhi because it was Indira Gandhi, the then prime minister and Sonia's mother-in- law, that directed policy at that time and sent in Indian troops to intervene against the beleaguered Pakistanis. And the incumbent Bangladesh Prime Minister, Sheik Hassina is the daughter of Sheik Mujibur who was handed the reins of power by Indira Gandhi.

Indian projects in BD

India is now working on massive development projects, with its newly acquired wealth, to Bangaldesh. Prime Minister Manmohan Singh is to visit the capital Dacca next month to sign agreements on massive development projects like sharing waters of rivers flowing down from the Himalayas, power generation in Bangladesh and sending it across to power stricken India, resolving border disputes and promoting trade between the two countries.

Not all altruism

This Indian munificence, it appears, is not all for the love of the Bangladeshis. A USD$ 10 Billion project is for the establishment of transit routes across Bangladesh to reach India's remote isolated north eastern states extending up to the Chinese border, says The Economist.  The journal notes: 'On the face of it the $10 billion project will develop areas cut off from India's booming economy. The Asian Development Bank and others see  Bangladeshi gains from better roads, ports, railways and much needed trade.' India has handed over half of a USD$ 1 Billion for the project.

But this project is much more than 'development' according to military analysts who suspect that it is intended to create an

'Indian corridor' which would pave the way for Indian army supplies to cross over low lying Bangladesh, rather than going via dreadful mountain roads vulnerable to guerilla attacks, says.

The rebellions in Nagaland and Manipur in the remote North East corner of India are about the oldest of Indian rebellions, Nagaland wanting to breakaway since Indian independence.

The Indian army might try supplying its expanding divisions parked high on the borders with China in Arunchal Pradesh—the disputed territory which China calls Southern Tibet, the journal notes.

Ambitions of those big and small

Big powers have geostrategic  plans. Some aspiring to be big powers too have such plans.

Perhaps India's desire to build ports, rail tracks and airports  in the north and east of Sri Lanka are motivated by the same desires as China which is building 'development projects' in the South. Small powers reap the disasters and benefits.

[ALOCHONA] ULFA chief Arabinda Rajkhowa's interview with Hindustan Times

ULFA chief Arabinda Rajkhowa's interview with Hindustan Times

For the first time in the history of the United Liberation Front of Asom, someone as authoritative as its chairman, Arabinda Rajkhowa, admitted on Friday that it had been backed by Pakistani fundamentalists. And that, he said, led to Ulfa's alienation from the people.

Rajkhowa, 57, who is in the Capital now, leading an Ulfa team for peace talks with the Centre, told HT in an exclusive interview that the Pakistani elements - a fundamentalist strand within the state establishment - started supplying weapons to the rebels from 1990.

"Our secular ideology took a hit and we started depending more on them."

"Ulfa took to arms because a democratic space was absent. The Assamese were losing their political rights in their own homeland even as illegal immigration continued unabated encouraged by powers that be. But all this while, we knew that a military solution was not possible."

He said sophisticated weapons were being brought in ships to Bangladesh and then transported inland in trucks.

"One big consignment was caught in Chittagong, many ships were captured and in one case an entire shipload of arms was dumped into the sea to evade seizure. But many made it through."

"Ironically, the seized weapons are being used by the elite Rapid Action Battalion of Bangladesh (RAB) now, the same force that nabbed me," Rajkhowa said.

Rajkhowa was arrested by the RAB on November 30, 2009 and later handed over to the Indian security agencies.

Claiming that the close ties with the Pakistani fundamentalists led to "a rot within the organisation", he said, "Many deals were taking place without the knowledge of the Ulfa central committee."

"There were severe misunderstandings, emanating from commercial transactions in weapons procurement. It also led to mistrust with like-minded groups in Nagaland, Manipur and Tripura, as the Ulfa was the chief procurer of weapons," he said.

The Ulfa chief also claimed that the main force behind the Ulfa making an impact in the international fora was Nobel laureate Jose Ramos Horta of East Timor.

"We went to the United Nations in '95, '96, and '98 and garnered a lot of support in Geneva."

RE: [ALOCHONA] Digital Bangladesh ?

The subject line "Digital Bangladesh?" is a sarcastic jab at the election campaign promises of the AL who won a landslide victory at the last election and is now the major party of a coalition that has formed the Govt.

Like the rest of the Alochona members I got the joke, and having gotten it I should feel pretty smart and full of a sense of superiority.  Or so is the intention of bd-mailer who never tires of these jabs at the current Govt.  After all, here I am typing on my computer and not at that muddy paddy field where a family is hard at work planting the rice. Our intrepid bd-mailer, one presumes, never leaves his/her computer to glance at the beautiful skies, whether full of rain-clouds or bright blue with cotton flakes of clouds, of these monsoon months of Bengal.  He and his computer are probably nowhere near Bangladesh.

I was actually thoroughly delighted by the photograph of this wonderful scene of Bangalee innovation in the midst of want and dearth.  I said a prayer of goodwill for the boy riding on the 'moi' pulled by his parents wading in the rich mud. How much happier is he than the boy of his age stuck in the city of Dhaka with no playground either in school or in the neighborhood of his apartment complex.

What would have pleased bd mailer and his dumbed down cheerleaders in Alochona? the picture of a 4-yr old in front of a desktop computer playing violent video games? May be thats what the BNP thugs would publicize when they come to POWER with the message that the real 'Digital Bangladesh' is one where you abandon agriculture and devote yourself to money-laundering a la Tarek Zia and Coco using computerized cell phone or other gizmo.

RE: [ALOCHONA] Fwd: [bdresearchers] The Next Great Earthquake and Tsunami will be in Bangladesh

This is utterly unconscionable kuffr! The Qur'anic warnings of punishments are for us to take heed and be on our guard against committing sins.  To mix this with scientific findings is ridiculous!  It is also stepping into the fantasyland of knowing the unknowable, i.e. what collective sins of a particular group of people in a particular land Allah (s-w t) might consider punishable by a natural diasater.

Let us not pretend to be God!  Let us be humans and follow Allah's directives to the best of our conscience and abilities.

Assalamualikum,

It is very much alarming that seismologists at Columbia University, Dhaka University, Vanderbilt University, University of Minnesota, Queens College, and researchers in Germany, Italy and India predicted that the next earthquake and Tsunami will be in Bangladesh. One of the top scientific journal - "SCIENCE" - published an article (VOL 332) in last month (10 JUNE 2011) on this issue. The article is also attached herewith.

Further details information:
Columbia University report and VIDEO: http://www.earth.columbia.edu/videos/watch/337
Relevant Project: http://www.banglapire.org/
News in Bengali: http://www.mzamin.com/index.php?option=com_content&view=article&id=14371:2011-07-15-14-57-50&catid=48:2010-08-31-09-43-22&Itemid=82

This will be a natural punishment due to our action and activities: "Say: 'He has power to send torment on you from above or from under your feet, or to cover you with confusion in party strife, and make you to taste the violence of one another'" (Al-Quran 6:65). "And whatever of misfortune befalls you, it is because of what your hands have earned. And He pardons much" (Al-Quran 42:30).

This punishment will must come: "And if the people of the towns had believed and guarded (against evil) We would certainly have opened up for them blessings from the heaven and the earth, but they rejected, so We overtook them for what they had earned. Are the people of the townships then secure from the coming of Our wrath upon them as a night-raid while they sleep? Or else did they feel secure against its coming in broad daylight while they played about (care-free)? What! do they then feel secure from Allah's plan? But none feels secure from Allah's plan except the people who shall perish." (Al-Quran 7: 96-99)

All the scientific measurements and actions can reduce the risk and losses, but cannot stop it except Allah's wish. "Evil has appeared on land and sea because of what the hands of men have earned, that He (Allah) may make them taste a part of that which they have done, in order that they may return" (Al-Quran 30:41). "And if Allah were to punish men for that which they earned, He would not leave a moving (living) creature on the surface of the earth; but He gives them respite to an appointed term, and when their term comes, then verily, Allah is Ever All-Seer of His slaves" (Al-Quran 35:45). "Except those who repent and believe (in Islamic Monotheism), and do righteous deeds; for those, Allah will change their sins into good deeds, and Allah is Ever Oft-Forgiving, Most Merciful" (Al-Quran 25:70).

May Allah save us and allow us to realize the truth.

[ALOCHONA] FW: UN Challenges Slavery Conditions for Domestic Workers

Kuwaiti (ex-BD) progressives, and other Bongu expatriates residing in the rich la-la-land of Middle East Mussulmans, would oppose this news very much.  They wouild smell some kind of AL conspiracy financed by Indian money and 'Nethri' inspired nasty plot to to spoil the efforts of our goodhearted Adom-byabsayees trying to export BD female workers to Arab Muslim lands.

UN Challenges Slavery Conditions for Domestic Workers
Dick Meister, Truthout:

"The hope for improving the domestics 'slavery-like conditions has arisen from action taken in Geneva this month at the annual meeting of the United Nation's International Labor Organization - the ILO... With a lot of luck, we may finally take decisive action to guarantee decent treatment for the world's highly exploited housekeepers, maids, nannies, and other domestic workers. There are an estimated 100 million of them, working in more than 180 countries. Their pay is generally at the poverty level... Almost half of them are not entitled to even one day off per week."

[ALOCHONA] Worth a listen - Mohammad Hanif Interview - the Explosive Case of Karachi

To listen to the interview click on

Mohammed Hanif: the Explosive Case of Karachi

Click to listen to Chris' conversation with Mohammed Hanif (36 minutes, 18 mb mp3)

KARACHI — Mohammed Hanif, prize novelist of A Case of Exploding Mangoes (2008), is piercing a cloud of calamity and crisis that hangs over his city, Karachi, as we speak.

The news headline as we arrived was "Karachi Continues to Burn and Bleed." More than 80 people have died in "target killings" and street fights in our first five days here; more than 300 in the month of July. Yet in our comfortable precinct where machine guns are at the ready outside every coffee shop and store, the turf war among Karachi's refugees (oldtimers from India, relative newcomers from Afghanistan and Pakistan's tribal areas) can get lightly dismissed. "If 80 people were killed in the Bronx," I was asked, "would anybody say 'New York is burning'?" Yes, I replied, somebody might.

Twenty-five years ago when Mohammed Hanif came to the big city from the Punjab, the graffiti in the loo warned migrants like him: "Go back to your villages or your sisters and mothers will be screwed, so to speak." Over which, he remembers, a Punjabi scrawled, "we've come back to avenge them." That was street banter then, but it has become the code of life after the long flood of handguns, heroin, and many more refugees pouring out of the war zones, down the Indus River valley. I venture that it's as if New York City were awash in refugees from a 30-year air war on the Adirondacks. Karachi's population was less than 500,000 when the British decamped in 1947. It was 5-million when the Afghan wars began in the late 1970s. It's approaching 20-million today. These modern megacities do not spring up naturally, and this one is not pretty. Mohammed Hanif has spent time with the young Pashtuns who drag magnets over the dirt streets of Karachi, dredging for metal.

There are thousands of them — according to one estimate there are at least sixty thousand just in Karachi. Most people, especially people from the posh areas, would think that they are either beggars or they are drug addicts. But I've talked to most of them: they are not drug addicts, and they are not beggars. They are, basically, workers. That's the only work that they can find in the city, because of overpopulation. So, from morning until evening, they go around collecting rubbish and selling it. And they make, on a good day, 150 rupees [less than two dollars]. I used to see that mostly they were either teenagers or kids. In the last couple of years, increasingly it's grown men, even elderly men. These are people who improvise on a daily basis to make a living in this city.

Mohammed Hanif is the pride of literary Pakistan these days, but he is warning us that the arts and liberated media in Pakistan all live in something of a bubble. FM-radio and pop culture thrive on mainstream commerce, soft-drink and cellphone advertising, and the new tech conveys an air of freedom to say what you want. But it gets proven with gruesome regularity that real limits on speech will be enforced by assassation — of Punjab Governor Salman Taseer (by his bodyguard) in January for resisting the fundamentalists' anti-blasphemy law; of the investigative journalist Saleem Shahzad late in May for nailing the joint enterprises among Al Qaeda, the Taliban and the Pakistan Army; of Saba Dashtyari, a scholar of Islam, in June, for supporting separatism in Balochistan. "The media is noisy and boisterous," Hanif is telling me, "but it knows its limits… Within minutes of Taseer's murder, TV presenters were giving the justification for it." While we've been in Pakistan, the US government has pronounced the Saleem Shahzad murder a "barbaric" act of the Army's Inter-Services Intelligence, the unanswerable ISI. "Everyone believes," says Mohammed Hanif, "including liberal journalists, that when America criticizes the ISI, they're not concerned about journalists; they're concerned that the ISI is not doing their bidding. So that complicates the problem…"

A one-time air force pilot and scrupulous student of the thirty-year war in, through and around Pakistan, Mohammed Hanif has concluded that "this country will not see peace unless America learns to disengage itself, and do what it's good at: making Pirates of the Caribbean — Ten, or whatever the world loves them for."

So what might American friends and Open Source listeners do for Pakistan in the near term? "I think: stay home," Mohammed Hanif suggests. And if we must do something, read Graham Greene's uncanny prophecy in 1955 of the path from "innocence" to disaster in Vietnam, The Quiet American.

[ALOCHONA] Urges For Fair War Crimes Trials in Bangladesh

http://www.williamgomes.org/blog/?p=147

August8, 2011

Prime Minister Sheikh Hasina
Prime Minister's Office
Old Sangsad Bhaban
Tejagaon, Dhaka-1215
Bangladesh

RE:  Urges For Fair War Crimes Trials in Bangladesh

Dear Prime Minister,

I am William Gomes, human rights activist and journalist from Bangladesh presently in exile in Hong Kong. I welcome your government's commitment to bring to justice those responsible for serious human rights abuses in 1971.

I strongly support a successful legal and judicial process that is fair and impartial in holding the perpetrators of crimes accountable. Justice for victims of these atrocities is long overdue. Those responsible have evaded justice for far too long.

The ICCPR contains key provisions on fair trials and the rights of accused persons. Bangladesh's obligations as a state party to the International Covenant on Civil and Political Rights (ICCPR), to which Bangladesh is a state party. It is essential that all aspects of the ICT's work meet the international standard.

I came to know that British barrister Toby Cadman, representing five of the seven men detained by the International Crimes Tribunal on allegations of committing international crimes during the 1971 war of independence, was prevented from entering Bangladesh on Friday.

Cadman was seeking a 'visa on arrival' which he has successfully obtained on the four other occasions he had come to Bangladesh.

Cadman belongs to the barristers' chambers 9 Bedford Row in London, and has been instructed, along with two other lawyers from the same chambers, Steven Kay QC and John Cammegh by the Jamaat-e-Islami, to provide legal assistance to the party's five leaders currently detained by the ICT.

I want to remind you that in a letter in March to the Bangladesh law and foreign ministers, the US ambassador of war crimes at large, Stephen Rapp, had encouraged the government to agree to allowing involvement of foreign lawyers at the tribunal.

The field of international crimes is highly specialized and the participation of foreign counsel, particularly those who have litigated cases in the international and hybrid courts and tribunals, is very important to ensure that uniform or generally agreed standards are observed in practice,' his letter stated.

I urge to Bangladeshi government to better guarantee fair trials for those accused of war crimes during the country's 1971 war of independence.

I want to remind you  that New York-based Human Rights Watch said in a statement this week that Bangladesh's International Crimes Tribunal, set up by the government last year to hold fair and credible trials for crimes against humanity during the independence war, needs to be brought into compliance with international standards.

Rule 16(2) states that, "No person during investigation under the Act shall be subjected to any form of coercion, duress or threat of any kind." This is a welcome statement of principle that is consistent with the Convention against Torture (CAT), to which Bangladesh is a state party. The CAT defines torture as any act by which "severe pain or suffering, whether physical or mental, is intentionally inflicted on a person for such purposes as obtaining from him or a third person information or a confession, punishing him for an act he or a third party committed...intimidating or coercing him or third person, or for any reasons based on discrimination of any kind," where such pain or suffering is carried out either with the consent or acquiescence of a public official.

As Bangladesh's law enforcement agencies have a long history of torture and using coercion and duress to force criminal suspects to confess to crimes. In several time there were allegations from the from the detained in ICT that they were physically and mentally tortured.  I urge you to consider allegations of torture or mistreatment and to provide an appropriate remedy. It will be important for the credibility of the ICT for all allegations of torture or mistreatment to be impartially investigated promptly and transparently.

I also want to remind you that while Bangladesh has promised to meet international standards, I hope the government; especially you will honor that commitment.

I am very much concern about  the accused the right to the presumption of innocence, a fair and public hearing with counsel of their choice and the possibility of bail.

Recently the British barrister Toby Cadman has been refused by the Bangladesh government to enter into Bangladesh that raises a question about the impartiality of the government towards the free and fair trial.

I highly condemn regarding autocratic attitude of the government towards the human rights lawyer Toby Cadman.

I trust that you will take immediate action into this matter.

Yours sincerely,

William Nicholas Gomes

Journalist and Human Rights Activist

[ALOCHONA] FW: WAHHABISAM - THE TRUTH

A mail I received from a Shia Muslim web site, but there is a lot of facts here that are incontrovertible.

                      ~Farida

Date: Sun, 7 Aug 2011 11:43:32 +0100
Subject: WAHHABISAM - THE TRUTH
    Salaams,

Wahhabism emerged and gained hold in Arabia some 300 years ago. The founder
of Wahhabism known as ibn Abdul Wahhab met an agent of the British Ministry
of commonwealth – Hempher; who proposed that Abdul Wahhab establish a new
religion which would be fully backed by the British government.
    The ignorant
savage chief from Najd - Muhammad ibn Saud followed Abdul Wahhab and this
alliance led to the establishment of the most deadly blood thirsty and
extremist regime in the Middle East.

Muhammad ibn Sa'ud and Muhammad ibn 'Abd al-Wahhab hand in hand arrived at
the conclusion that those who would not accept Wahhabism were disbelievers
and polytheists, and that it was halal to kill them and confiscate their
    possessions.
Today the evil of Wahhabism has spread all over the world and
Wahhabi's are actually the slaves of the West working against the Muslims
and the true teachings of Islam. Has such a potentially evil menace been
mentioned by the Prophet of Islam? Read further to know more and kindly
forward this important mail to your relatives and friends.

Watch this video careful you will be imaged how he pushed his own party's elderly Secretary General to ground, do you thing cares rest of any one! BNP Secretary General looked so feeble so helpless lying in the street seeing no ending to this godfathers endless political caricature

This is when police tries to arrest him and he runs toward the building to evade arrest and got into hustle and bustle

Some BNP internal source claims he was drunk on that day, is it true! May be or may be not but there should be no doubt he was not in a frame of mind of a honorable MP.

[ALOCHONA] PLA Day: memory and hope of a Bangladeshi

PLA Day: memory and hope of a Bangladeshi

By Lt Col (Retd) Md Shahadat Hossain, psc

August the first is one of the governmental holidays in China to celebrate her People's Liberation Army Day, in short PLA or Army Day. The day is set aside to commemorate the contribution that the PLA has made to China both in the past and in the present days. Chinese leaders and public figures go to veterans' homes to show their great concern for them, and get-togethers are held for the soldiers on this day. In some places, soldiers and their dependents are rewarded with the opportunity to visit tourist attractions for free while some are also presented with beneficial books to mark the occasion.

According to Wikipedia, the free Encyclopedia, "China has a long military tradition, dating back to the earliest days of recorded history. The martial exploits of kings and emperors, loyal generals and peasant rebels, and strategists and theorists are well known in Chinese high culture and folk tradition. Throughout the centuries, two tendencies have influenced the role of the military in national life, one in peacetime and the other in times of upheaval. In times of peace and stability, military forces were firmly subordinated to civilian control.

The military was strong enough to overcome domestic rebellions and foreign invasion, yet it did not threaten civilian control of the political system. In the past 150 years, a third factor entered the Chinese military tradition—the introduction of modern military technology and organization to strengthen military capabilities against domestic and foreign enemies. Since the beginning of the twentieth century, all three tendencies have been discernible in the role of the military in national life. These factors have been particularly apparent in the role of the People's Liberation Army in the rise to power of the Chinese Communist Party, in the military's role in the politics of the People's Republic of China, and in the efforts of Chinese leaders to modernize the armed forces".

The PLA, initially established on 1st August 1927 through Nanchang Uprising of the communists against the Nationalists, is now the unified military organization of all land, sea, strategic missile and air forces of the People's Republic of China. It is one of the largest military forces in the world. Again PLA, initially called the Red Army, grew under Mao Zedong and Zhu De from 5,000 troops in 1929 to 200,000 in 1933. Only a fraction of this force survived the Long March in retreat from the Nationalists. After rebuilding its strength, a large portion of it, the Eighth Route Army, fought with the Nationalists against the Japanese in northern China. After World War II, the communist forces, that is the renamed People's Liberation Army, defeated the Nationalists and formed The People's Republic of China in 1949 which has already emerged as today's mighty economic super power in the world within so short time.

PLA is a people's army created and led by the Communist Party of China (CPC), and the principal body of China's armed forces. The PLA is made up of both active and reserve components. Its total force is maintained below the 2,500,000. The active components of the PLA are the country's standing army, consisting of the Army, Navy, Air Force and the Second Artillery Force, whose main task is to conduct operations of defense, and, if necessary, help to maintain social order in accordance with the law. Through the General Staff Headquarters, the General Political Department, the General Logistics Department and the General Armaments Department, the CMC exercises operational command over the whole PLA and leadership for the development of the PLA.

The Navy of the PLA was established on April 23, 1949. Its primary missions are, independently or jointly with the Army and Air Force, to guard against enemy invasion from the sea, defend the state's sovereignty over its territorial waters, and safeguard the state's maritime rights and interests. The Air Force of the PLA was established on November 11, 1949. Its primary missions are organizing homeland air defense to protect the territorial air, and providing air security for key facilities; organizing relatively independent air offensive operations; independently or jointly with the Army, the Navy or the Second Artillery Force, engaging in joint operations against enemy invasion from the air, or in conducting air strikes against the enemy. Adopting a system of combining aviation with ground-to-air defense forces, the Air Force consists of the aviation, surface-to-air missile, anti-aircraft artillery and airborne units, as well as communications, radar, ECM, chemical defense, technical reconnaissance and other specialized units. The Air Force has an air command in each of the seven military areas of Shenyang, Beijing, Lanzhou, Jinan, Nanjing, Guangzhou and Chengdu.

The Second Artillery Force of the PLA was established on July 1, 1966. It is composed of the ground-to-ground strategic nuclear missile force, the conventional operational-tactical missile force, and the support units. The strategic nuclear missile force, under the direct command of the CMC, constitutes the main part of China's limited nuclear counterattack capability. It is equipped with land-based strategic nuclear missile systems. Its primary missions are to deter the enemy from using nuclear weapons against China, and, in the case of a nuclear attack by the enemy, to launch an effective counterattack in self-defense independently or jointly with the strategic nuclear forces of other services, at the order of the supreme command. The conventional operational-tactical missile force is equipped with conventional operational and tactical missile systems. Its task is to carry out fire assaults with conventional missiles.

The PLA's reserve force, established in 1983, is a force with its own preset organizational structure, with reserve personnel as the base and active personnel as the backbone. The reserve force operates a unified organizational system. The divisions, brigades and regiments of the reserve force are conferred designations and military banners. The reserve force implements orders and regulations of the PLA, and is incorporated into the PLA's order of battle. In peacetime, it is led by the provincial military districts or garrison commands, and in wartime, after mobilization, it is commanded by the designated active unit or carries out combat missions independently. It receives military training in peacetime in accordance with the relevant regulations, and, if necessary, helps to maintain social order in accordance with the law. In wartime, it may be called into active service in pursuance of a state mobilization order. ¡The PLA forces stationed in Hong Kong and Macao are under the direct leadership of the CMC. The PLA Hong Kong Garrison is mainly composed of ground, naval and air units. The PLA Macao Garrison is mainly composed of a ground force, with some naval and air force personnel on its staff.

(Xinhua/Wang Jianmin)

To commemorate this year's PLA day, that is to mark the 84th anniversary of the founding of the People's Liberation Army, Chinese Defense Minister Liang Guanglie delivered a speech on July 31, 2011, at a reception hosted by the Ministry of National Defense of the People's Republic of China, in Beijing, the capital of China. Guests from home and abroad attend a reception hosted by the Ministry of National Defense of the People's Republic of China. In his speech he expressed that China will steadily reform national defense and the army and constantly modernize the military forces, quoted by Xinhua news agency. He also said "In the world today, peace, development and cooperation remains the trend of the times. However, world peace and development faces multiple challenges.

China is going through unprecedented and extensive social changes," Mr. Liang also said the army faces more arduous and heavier tasks and should stay alert to challenges. He called for enhancing the capability to accomplish diversified military tasks, with the capability to win local wars under the changing conditions. "We will expand and deepen preparedness for military struggle, vigorously carry out military training, promote independent innovation in defense science and equipment development," said Liang. He also called for accelerating the building of modern logistics, intensifying the training of high-caliber and new-type military personnel, actively and steadily carrying out defense and military reforms and constantly modernizing the PLA. Mr. Liang, also a member of China' Central Military Commission and a state councilor, said the army will continue to oppose and deter the secessionist activities for "Taiwan independence" to make due contributions to the peaceful development of cross-Straits relations and China's complete reunification. He also pledged working for long-lasting peace and common prosperity of the world. "(We will) continue to follow the independent foreign policy of peace, deepen friendly exchanges and cooperation with the armed forces of other countries and contribute to building a harmonious world of enduring peace and common prosperity." Over the past 84 years, the PLA has made outstanding contributions to safeguarding the nation's sovereignty, security and territorial integrity as well as advancing China's economic and social development, said Liang.

In the recent past, Chinese President Hu Jintao also expressed at a meeting of PLA deputies to the National People's Congress (NPC), China's top legislature, that the armed forces to provide solid security guarantee for building a moderately prosperous society in all respects. The People's Liberation Army (PLA) and the armed police should constantly improve their capabilities of comprehensively performing their missions in new century and new stage, The armed forces should speed up their efforts in pushing forward the modernization of national defense and the army, so as to resolutely safeguard state sovereignty, security and development interests, said Mr. Hu. The armed forces should unswervingly obey the Party's command, said Hu, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission. Mr. Hu also urged the armed forces to actively participate in economic, social and ecological construction, support the transformation of economic development pattern, and shoulder emergency response tasks such as disaster relief.

Bangladesh and China established diplomatic relations on October 4, 1975 and since then Bangladesh Army also started cooperation with PLA. Many Bangladeshi defense personnel were trained in PLA. Besides, most of the equipments of Bangladesh Armed Forces are also from PLA or China. The Bangladeshi military began its development with weapons surrendered by Pakistani forces and the arms supplied by India to the Freedom Fighter (Mukti Bahini). However, by the early 1980s, China had become Bangladesh's primary supplier of military equipment.

It was 15th September 1988 when I first landed in Beijing being one of the foreign students to learn Chinese language and have had studied Chinese language for two years staying in China. That was my closest opportunity to know China and its people when I was very young. Since then I had been visiting China regularly and have seen the changes in last 23 years. I have seen the China from Herbin in the north to Hainandao in the south and also in between many cities like Beijing, Shanghai, Guangzhou, Shenzen, etc, and almost whole China accept three provinces. I wish I would soon complete seeing those places too.

During my every visit to China I was always very surprised seeing her continuous developments and progresses. Every time I took a long breath and answered to myself, "it is China and they are Chinese and so it is possible!". The achievements of China during last few decades are known to all indeed. During my every visit to China I also had the opportunities to be in close touches with many Chinese leaders as well as very common people in the official as well as business and private capacities from which I have learned something for myself. Of course, there are many related factors associated to the success of present China, however, I would like to express my personal opinion as to what all major factors had possibly been contributing to these continuous successes. In my opinion, major factors were the political stability of the nation, the discipline, motivation and willingness of people to develop the country, and of course the special Chinese leadership to take the country ahead. The pride of the Chinese people that, "we are Chinese and it is China and of course one China" was the main motivation behind all success in my understanding. Well, PLA provided the basic security and strength to the nation for achieving the present glory.

During past 23 years I had the opportunities to listen many top ranking leaders of China and Bangladesh regarding the Sino- Bangladesh friendly cooperation in general and the relationship between PLA and Bangladesh Armed Forces in particular. Today I may recall the speech delivered in 1993 by General Zhang Wan Nian, the then Chief of General Staff (CGS) of PLA during his visit to Bangladesh where he strongly expressed that relationship between PLA and Bangladesh Armed Forces in particular and Sino-Bangladesh relationship in general is long time tested and would remain trusted forever. I have also heard many peace loving common people of both the countries. I have learned and now believe from all those talking that China Bangladesh relationship is the relationship of long history, not only this formal 36 years, however, now it has taken the shape of the relationship of connectivity, relationship of trust and confidence, relationship of inter dependability, and the relationship of future hope and continuous cooperation for mutual win-win benefits.

Considering the space limitation of this writing, I would like to express only one desire on behalf of common peace loving people of both countries so that the authorities at both ends may consider facilitating easy access to each other's country and their people for the continuous promotion of culture, sports, tourism, trade and other sectors in general and the understanding as well as bondage between PLA and Bangladesh in particular. I hope the concern authorities would soon do something more positive in this regard. Long live the relationship between PLA vis-a-vis Bangladesh Armed Forces and long live Sino Bangladesh relations.
