Trans-boundary water matters!

Recent events in the history of mankind have shown a concern for the preservation and rational utilization of water resources. Among many events we can cite the United Nations Conference on Environment in Stockholm (1972), the United Nations Conference on Water in Mar del Plata (1977), the International Conference on Water and Environment in Dublin (1992) and the Eco 92 in Rio de Janeiro (1992). At this point, it is a concern for preservation of the environment and more specifically of water resources in relation to specific actions of different countries that attempted to create treaties, agreements and international standards on the proposed issue. And in the Congress of Vienna in 1815 the subject of international rivers was approached by international documents. Here the international watercourses were classified contiguous (when served as boundaries between states) and succeeding (they crossed two or more states).

In 1966 the International Law Association launched the Helsinki Rules, which defined an international drainage basin as a geographical area that covers two or more States determined by the limits of the watersheds, including surface water and groundwater, leading to a common end point.

In this way, Brazil and Argentina considered and used the above mentioned definitions to support their positions in relation to the hydroelectric potential of the Paraná River (Brazil-Paraguay border-Argentina), where today the Itaipu dam is located. But in the case of water-sharing between India and Bangladesh, it is known that bilateral official discussions did not produce effective result so far in solving water dispute between India and Bangladesh. One of the reasons for this is the nationalist politics especially in India that jeopardizes win-win dialogue. There has always been pressure from politicians and Indian policy makers that India must win the negotiation. India is yet to share justifiable amount of water with Bangladesh through appropriate measures. Both the countries should consider and practice relevant international laws and principles to lessen trans-boundary water crisis. Chapter 18 of Agenda 21 dealing with water resources, highlights the concern for the preservation of water and the need for co-management of water resources in border areas:

"The widespread scarcity, gradual destruction and aggravated pollution of freshwater resources in many world regions, along with the progressive encroachment of incompatible activities, demand integrated water resources planning and management. Such integration must cover all types of interrelated freshwater bodies, including both surface water and groundwater, and duly consider water quantity and quality aspects...Trans-boundary water resources and their use are of great importance to riparian States. In this connection, cooperation among those States may be desirable in conformity with existing agreements and/or other relevant arrangements, taking into account the interests of all riparian States concerned."

Some say that all these crises are happening because there is no effective pressure from other people to solve this. People to People Dialogue (PPD)--both face-to-face and digital (facebook, twitter, etc)--can be appreciated because it would be an initiative of grassroots/community-based organizations, development NGOs, where prestigious academic and cultural people participate and critically address peace building and development agenda. Furthermore, it can contribute to peace and development in a sustainable way since it incorporates all communities. It is mandatory to create pressure-group to influence Indian policy-making regarding this very issue and let them pay heed to our working with Indian civil society (through dialogue) who will work as a pressure concern and will follow international law. India really needs friendship with this neighbour which has a vast comparative geographic advantage over it (bisecting two important Indian regions).

Mohammed Mohsin, former ambassador of Bangladesh said that SAARC leaderships seem to be good in taking so many decisions (and even repeating many) in last 25 years, but they seem to be lacking in implementations. Our South Asian civil societies have unfortunately so far contributed little, except for helping themselves in sustaining their dialogues with well-meaning overseas donors, and carry on with their academic/ intellectual dialogues but with no practical acceptability to the Member States. In response to this Kant Bhargava, Indian former ambassador believed that civil society in South Asia should now take up the role of mobilizing political will for implementation. He also said that among various unresolved issues the concern for trans-boundary water is very prominent, which should deal with actions by the civil society and urged the importance of developing border policy and management jointly that will take into account the interests of the people in the border region.

One should also consider opening a window of working with some institutions in the neighboring China, which is currently an observer in SAARC, and have shown interests in working with the SAARC. Reportedly currently India on her own is negotiating some bilateral trading posts/road connections (through Nathula Pass in Sikkim) with China, while Bangladesh & Indian North East would also be interested in having all-weather overland border road connections with the big neighbour, as well as having joint talks with China on Brahmaputra river waters.

Beside dialogues at all levels, working on a trans-boundary water related database is also a demand of time. In this modern technological arena, development of interactive database and their links to geographical information system and the assimilation of data from remote sensors are recommended-wherever possible-to create network of information on water. It should be done in the preliminary stages of survey projects, studies and research of various countries. The government of Bangladesh has already allocated 300 crore taka as climate change fund. A portion of the fund can be used for Trans-boundary water database, research and management.

Considering the international laws and suggestions of the experts, Regional Trans-boundary Waters Action Plan (RTWAP) can be developed for ecological equilibrium and to manage ecological refugees. Maintaining national water management related laws and policies is also inevitable because one has to realize that natural degradation doesn't follow border. People of the both regions, especially who are adjacent to border area are mostly the victims of natural degradation and pollution. If Bangladesh and a portion of India is suffering today, the day is not too far when India as a whole will suffer. Moreover, we shouldn't forget that Trans-boundary water management also depends on Inter-border Tree-plantation programme. That tree can solve many problems like desertification, river erosion, floods are evidenced by tree-plantation programme in Kenya by Wangari Maathai in her Green Belt Movement.

Last but not the least, in the densely populated region, family planning programmes are also needed because over population encourages negative competition. Instead of fighting for natural resources, we can hope that people irrespective of nations will be reunited to protect the Mother Nature for their own existence.

DUSHANBE, Tajikistan - Tajikistan police have forced a topflight player to be banned because he has a beard, according to the coach of his team.
Khayr Vakhdat coach Tokhir Muminov said he has been unable to select Parviz Tursunov for the opening two rounds of the season while there are problems with the police over his appearance.
However, the Interior Ministry denies issuing any order to prevent bearded soccer players from playing and said any officers caught intimidating citizens would be punished.
"While he settles this issue with his beard, his absence is having a negative effect on the team's performance, " Muminov said.
Authorities in the mainly Muslim former Soviet nation have taken strict measures to stamp out any signs of religious extremism, with police reportedly sometimes rounding up bearded young men.
In January, about 30 bearded men were detained by police in one area of the capital, Dushanbe. An Interior Ministry spokesman later claimed police were trying to establish the men's identity as their appearance differed from that in their documents.
Tursunov, a devout Muslim, said he would rather give up soccer than his beard.
 
"Football is secular, but we should think about the eternal," Tursunov said.
Khayr Vakhdat has won both games despite Tursunov's absence after beating last-place Parvoz Bobojon Ghafurov 3-0 on Sunday.

Bangladesh to be poverty-free by 2030: AK Khandker

RAJSHAHI: Planning Minister Air Vice Martial (Retd) AK Khandker has said Bangladesh will be a middle-income country by 2021 and it would develop into a poverty-free nation by 2030.
"Then, per-capita income will be 1000 dollars," he told a public meeting organized by the local unit of Bangladesh Awami League at Battali School playground under Niamatpur Upazila of Naogaon district on Saturday afternoon.
The minister said the present government led by Prime Minister Sheikh Hasina has been working relentlessly for overall welfare of the people coupled with reducing the existing gap between the rich and the poor.
AK Khandker urged the grassroots level leaders and workers of the party to work hard to bring back the party to power for continuing the pace of the development.
With Upazila Awami League President and! Upazila Chairman Enamul Haque in the chair, Sadhan Chandra Mazumder, MP, Shahiduzzaman Sarker, MP, Israfil Alam, MP, Chairman of Barind Multipurpose Development Authority Advocate Nurul Islam Thandu and Chief Engineer of LGED Wahidur Rahman also spoke.
The Planning Minister said that the country has witnessed a wave of development since the election of incumbent Awami League- led grand alliance government but the country needs political stability to maintain the pace.
He criticised the main opposition BNP saying they were plotting to create anarchy to disrupt the development process. He urged upon the AL activists as well as the people to keep vigil against the plot.
AK Khandaker urged the opposition to wait with patience until next general elections to seek people's verdict to come to power discarding the politics of anarchy.
Earlier, the minister laid the foundation stone of a 500- seat Upazila Auditorium Cum Community Center which is being constructed by sp! ending Taka 3.20 crore.
Besides, he opened the construction work of a 7.01- kilometer road and a bridge of Taka 15 crore. BSS

Per capita income does not determine happiness or peace. Most French and for that matter ultra-materialized western people live  like animals, just eat and drink and die, no higher objective in life.

People in my own village are much happier though they are just lower middle class people.

Akbar Hossain, it does not behove you to say that French are not investing in Jannat, none has requested them to do so. Your disparagement show you lack civility; you lack decency in your language.

France has a population of 65 million and a few thousand of them occasionally goes naked in the secluded areas. This you know very well because this is very sensational for people like you. But you do not know that they have a per capita income of 33000.00 USD and only 6.2 pc lives below poverty line. I hope you know their standard of poverty line. If today France announce that they will take 5 million Muslim immigrants from Indonesia to Morocco how may of your imander brothers and sisters are going to apply to migrate?  The reason for your anger may be that the French people are not investing in the jannats where you want to go after death. When this burden of ignorance will go away?

The French ban on Islamic veil is in effect from 11 Apr. By law it has been prohibited and any violation will face penalties. The mullahs are cursing France by asking Allah’s wrath in the country. As per the statistics the handful of Muslim women who wear niqab or veil are numbering around 2000 only. But the western world, especially France has taken such a stern measure against this primitive practice? The rise of extremist Islam since 9/11 has taken a vow to establish a brand of Islam rooted in the 7th century Arabian culture and according to them veil is an essential part of it. The social and cultural history of the Arabs does not essentially mention this practice.

Veiling did not exist in early Arabia, but Mohammed admonished women to cover them modestly, and his own wives were veiled in public. Mohammed's wives set the example, and gradually the veil became a sign of prestige.

 

Adherence to traditional dress varies across Arab societies. Saudi Arabia is more traditional, while Egypt is less so. Women are required to wear abayas in only Saudi Arabia; this is enforced by the religious police. This restricts their economic participation and other activities and also demeans them as equal citizens. In most countries, like Kuwait, Lebanon, Libya, Jordan, Syria and Egypt, the veil is not mandatory. In Tunisia, the secular government has banned the use of the veil in its opposition to religious extremism. Former Tunisian President called the veil sectarian and foreign and has stressed the importance of traditional Tunisian dress as a symbol of national identity. Islamic feminism counters both sorts of externally imposed dress codes.

 

Outside the Arab world veil was never a dress for the women. When Islam was shipped to those lands the preachers made the Arab culture an essential part of it.In the contemporary world where the importance of an individual has become an important issue this veil negates the very foundation of the principles of individualism. In the western world the practice wearing veil in public simply voids the existence of a person.

 

The enlightened and open minded Muslims denounce veil as oppressive and shameful. The important reason to denounce it because any dogmatic Islamic practice gives encouragement to the Islamic extremists. Despite full throated claims Islam does not really believe in the equality of men and women. A pre medieval practice to subjugate women is not a matter of faith; it’s a tribal culture which does not exist any more.

Rekatul Islam, 16, and another unidentified boy, whose body was dragged away by the BSF jawans, were killed on the spot. Rekatul was son of Munsur Gazi, resident of Basantapur village.Shahadat Hossain, 25, of Maghurali village and Azizul Islam, 40, of Jabakhali village were admitted to Khulna 250-bed Hospital with bullet wounds. The victims were rescued from the zero point of Basantapur border on Monday morning.

Residents of Basantapur border village said Rafiqul Islam of Shyamnagar used to stay in the house of Sabur Ali at Laksmidari village and helped the cattle traders from different areas in buying cattle from across the border.He sent a group of 28 cattle traders on Sunday evening to the Indian side to bring cattle which he has purchased.

As the traders were returning with cattle at about 4 am on Monday, BSF of Helatala outpost of Bashirhat thana opened a barrage of fire on them near the zero line of the border. Rekatul Islam and another boy died on the spot. The unidentified cowboy was taken to Bashirhat thana.Kaliganj thana officer Syed Fariduddin confirmed the killing of two and injuring two others in BSF firing.

With the latest killings, the number of Bangladeshis killed by BSF in the year of 2011 rose to eight and the total during the last 15 months to 69.

The BSF allegedly killed 907 unarmed Bangladeshis between1 January 2000 and 31 March 2011, Odhikar, a human rights body based in Dhaka, says in its latest report. TBT
