But minutes into the talk, the officer, Maj. Freddy J. Welborn, began
to berate Specialist Hall and another soldier about atheism,
Specialist Hall wrote in a sworn statement. "People like you are not
holding up the Constitution and are going against what the founding
fathers, who were Christians, wanted for America!" Major Welborn said,
according to the statement.

Major Welborn told the soldiers he might bar them from re-enlistment
and bring charges against them, according to the statement.

Last month, Specialist Hall and the Military Religious Freedom
Foundation, an advocacy group, filed suit in federal court in Kansas,
alleging that Specialist Hall's right to be free from state
endorsement of religion under the First Amendment had been violated
and that he had faced retaliation for his views. In November, he was
sent home early from Iraq because of threats from fellow soldiers.

Eileen Lainez, a spokeswoman for the Defense Department, declined to
comment on the case, saying, "The department does not discuss pending
litigation."

Specialist Hall's lawsuit is the latest incident to raise questions
about the military's religion guidelines. In 2005, the Air Force
issued new regulations in response to complaints from cadets at the
Air Force Academy that evangelical Christian officers used their
positions to proselytize. In general, the armed forces have
regulations, Ms. Lainez said, that respect "the rights of others to
their own religious beliefs, including the right to hold no beliefs."

To Specialist Hall and other critics of the military, the guidelines
have done little to change a culture they say tilts heavily toward
evangelical Christianity. Controversies have continued to flare,
largely over tactics used by evangelicals to promote their faith.
Perhaps the most high-profile incident involved seven officers,
including four generals, who appeared, in uniform and in violation of
military regulations, in a 2006 fund-raising video for the Christian
Embassy, an evangelical Bible study group.

"They don't trust you because they think you are unreliable and might
break, since you don't have God to rely on," Specialist Hall said of
those who proselytize in the military. "The message is, `It's a
Christian nation, and you need to recognize that.' "

Soft-spoken and younger looking than his 23 years, Specialist Hall
began a chapter of the Military Association of Atheists and
Freethinkers at Camp Speicher, near Tikrit, to support others like him.

At the July meeting, Major Welborn told the soldiers they had
disgraced those who had died for the Constitution, Specialist Hall
said. When he finished, Major Welborn said, according to the
statement: "I love you guys; I just want the best for you. One day you
will see the truth and know what I mean."

Major Welborn declined to comment beyond saying, "I'd love to tell my
side of the story because it's such a false story."

But Timothy Feary, the other soldier at the meeting, said in an e-mail
message: "Jeremy is telling the truth. I was there and witnessed
everything."

It is unclear how widespread religious discrimination or proselytizing
is in the armed forces, constitutional law experts and leaders of
veterans' groups said. No one has independently studied the issue, and
service members are reluctant to come forward because of possible
backlash, those experts said.

There are 1.36 million active duty service members, according to the
Pentagon, and since 2005, it has received 50 formal complaints of
religious discrimination, Ms. Lainez said.

In an e-mail statement, Bill Carr, the Defense Department's deputy
under secretary for military personnel policy, said he "saw near
universal compliance with the department's policy."

But Mikey Weinstein, a retired Air Force judge advocate general and
founder of the Military Religious Freedom Foundation, said the
official statistics masked the great number of those who do not report
violations for fear of retribution. Since the Air Force Academy
scandal began in 2004, Mr. Weinstein said, he has been contacted by
more than 5,500 service members and, occasionally, military families
about incidents of religious discrimination. He said 96 percent of the
complainants were Christians, and the majority of those were Protestants.

Complaints include prayers "in Jesus' name" at mandatory functions,
which violates military regulations, and officers proselytizing
subordinates to be "born again." After getting the complainants' unit
and command information, Mr. Weinstein said, he calls his contacts in
the military to try to correct the situation.

"Religion is inextricably intertwined with their jobs," Mr. Weinstein
said. "You're promoted by who you pray with."

Specialist Hall came to atheism after years as a Christian. He was
raised Baptist by his grandmother in Richlands, N.C., a town of fewer
than 1,000 people. She read the Bible to him every night, and he said
he joined the Army "to make something of myself."

"I thought going to Iraq was right because we had God on our side," he
said in an interview near Fort Riley.

In the summer of 2005, after his first deployment to Iraq, Specialist
Hall became friends with soldiers with atheist leanings. Their
questions about faith prompted him to read the Bible more closely,
which bred doubts that deepened over time.

"There are so many religions in the world," he said. "Everyone thinks
he's right. Who is right? Even people who are Christians think other
Christians are wrong."

Specialist Hall said he did not advertise his atheism. But his views
became apparent during his second deployment in 2006. At a
Thanksgiving meal, someone at his table asked everyone to pray.
Specialist Hall did not join in, explaining to a sergeant that he did
not believe in God. The sergeant got angry, he said, and told him to
go to another table.

After his run-in with Major Welborn, Specialist Hall did not file a
complaint with the Army's Equal Opportunity Office because, he said,
he was mistrustful of his superior officers. Instead, he told leaders
of the Military Association of Atheists and Freethinkers, who put him
in touch with Mr. Weinstein. In November 2007, Specialist Hall was
sent home early from Iraq after being repeatedly threatened by other
soldiers. "I caution you that although your `legal' issues are yours
and yours alone, I have heard many people disagree with you, and this
may be a cause for some of the perceived threats," wrote Sgt. Maj.
Kevin Nolan in Specialist Hall's counseling for his departure.

Though with a different unit now at Fort Riley, Specialist Hall said
the backlash had continued. He has a no-contact order with a sergeant
who, without provocation, threatened to "bust him in the mouth."
Another sergeant allegedly told Specialist Hall that as an atheist, he
was not entitled to religious freedom because he had no religion.

Responding to questions about Specialist Hall's experience at Fort
Riley, the staff judge advocate, Col. Arnold Scott, said in an e-mail
message, "In accordance with Army policy, Fort Riley is committed to
ensuring the rights of all its soldiers are protected, including those
of Specialist Hall."

Civilian courts in the past have been reluctant to take on military
cases, and the Justice Department has yet to respond to Specialist
Hall's lawsuit.

"Even if it doesn't go through, I stood up," Specialist Hall said. "I
don't think it is futile."

The 46th anniversary of death of national leader Abul Kashem Fazlul Huq will be observed today.
Different socio-cultural and political organisations have chalked up elaborate programmes to mark the day.
The programmes include prayer sessions, placing flowers at the grave of Fazlul Huq and discussion meetings.
In separate messages Saturday, president Iajuddin Ahmed and chief adviser Fakhruddin Ahmed paid glowing tributes to the great leader who had fought for the downtrodden and the farmers’ right to land all his life.
In his message, the president said the nation would always remember with great respect the glorious role AK Fazlul Huq had played in establishing the rights of farmers and workers.
‘Sher-e-Bangla’s extraordinary personality, political wisdom, firm confidence in democracy and mental strength still inspire us in our nation-building activities’, Iajuddin said.
In his message, the chief adviser said Fazlul Huq had played a pioneering role in poverty alleviation, economic emancipation of the poor and spreading education.
He said, ‘Sher-e-Bangla freed the farmers from oppression by forming Rin Salishi Board (loan arbitration board) and established their rights to cropland.’
Sher-e-Bangla Jatiya Smriti Sangsad will place flowers at his grave and offer prayers there on the occasion. It will also hold milad and a discussion in the city today.
Leaders and activists of Jatiya Party will place flowers and hold a prayer session at his grave at 8:00am, said a press release.
The secretary general of Jatiya Party, Sheikh Shahidul Islam, in a statement said that AK Fazlul Huq had played a pioneering role in setting up Rin Salishi Board to free peasants from the debt cycle during the British Raj.
‘His contributions towards welfare of common people are a glorious chapter in the history of this region’, he said, adding: ‘Sher-e-Bangla will remain a source of inspiration for the people of Bangladesh forever.’
Progressive Democratic Party will hold a discussion meeting at its central office at 4:00 pm marking the day.

Mihir Kumar Hira along with eight Sidr victims went to Singapore to change their lot but their dreams were shattered due to fraudulence by local manpower brokers.
Being desolated by the clutch of the cyclone, nine families of Hizla village under Chitalmari upazila in Bagerhat decided to send their sons abroad by selling their land and taking loan at high interest. Those ill-fated villagers ultimately lost everything as they were cheated by local manpower brokers who took around Tk 4,20,000 from each, alluring them of providing good job in Singapore.
The dreams of the nine families were shattered less than three months as eight of the nine youths were forced to return home empty-handed.
‘The brokers appeared to us as second Sidr as they took away our remaining assets. We don’t know where we should go now as Sidr devastated our houses,’ Sheikh Mukhles, father of Sheikh Ashik, 17, one of the returnees, told New Age on Saturday.
Mukhles and other victims narrated their sufferings at Dhaka Reporters’ Unity.
The wailing father urged the authorities concerned to take stern action against ‘powerful frauds’ and initiatives for giving back their money.
Mihir told reporters that each of them gave Tk 420,000 to local manpower brokers Sheikh Taijul Islam, Sheikh Mizanur Rahman, Sheikh Samiul and Sheikh Zakir.
‘We went to Singapore in three batches in February to change our lot but our dreams were shattered just immediately after reaching the ASEAN nations,’ he added.
According to another victim Ashik, crafty brokers told them that they had some ‘good visas’ of a Canadian company in Singapore where the monthly basic salary would be Tk 45,000.
On arrival in Singapore, the youths saw a different scenario as they had to join an Indian company ‘Tatsat Marine Engineer Service’ where their monthly salary was around Tk 15,000.
The youths alleged that Tamil employees of the company very often used to torture them both mentally and physically even on the slightest pretext.
As they felt insecure life in Singapore, eight of the nine youths decided to return home and approached to the Bangladesh mission in the ASEAN nations.
They returned home in two batches on April 5 and April 25 with the help of Bangladesh high commission and the expatriates’ welfare ministry.
In reply to a query, Ashik said they were taken to a recruiting agency MA Hamid and Sons (RL no- 904) before their departure to Singapore.
When they approached to the ministry for lodging complaint against the recruiting agent, the officials told them that it was a fake one as the agency was not on the government list.
Responding to a query of going to local brokers, Mihir and his colleagues said when they asked local brokers to return their money, they were threatened to be killed if they pressed for the money.
Later they went to the Chitalmari police station to file case against the brokers but for inexplicable reasons, the police officers forced them to lodge a general diary, he alleged, saying that Palash, Arif Sheikh and Ebadul, however, managed to get back their money as they were the relatives of the brokers.

The interim administration has taken a move to save the dying River Buriganga, whose pollution is posing serious threat to the health of 16 million people living in and around the Dhaka city.
   It formed a committee last month to find ways to reduce the level of pollution in the rivers around the capital, including Buriganga, and reclaim their banks from encroachers.
   Passing through the southern side of the capital, the river contains water intoxicated with frequent dumping of industrial and solid wastes, sewage and oil spillage from vessels, according to experts.
   The situation of the river, once known as the lifeline of the capital, has by now become worst with its water turning pitch black and toxic in many portions in and near the capital, they said, adding that the situation will continue to deteriorate if the present level of pollution continues. No plant or animal can survive in such water, they said.
   A recent study conducted by the Department of Environment found the level of dissolved oxygen in the river water is almost zero while fresh water contains dissolved oxygen level from six to seven milligram in per litre.
   The department collected sample of water from five points in Buriganga and found the degree of dissolved oxygen at 0.10 milligram per litre only in one place and.
   Water sample of four other points produced the level of dissolved oxygen at nil, said a report of the DoE referring to the investigation conducted early this month.
   ‘According to the results of the tests, water pollution has reached to a dangerous level in the river,’ said Abdus Salam, one of the directors of the department and also a member of the committee formed last month.
   The 22-member committee, formed comprising members from organisations including the Local Government Division, Dhaka City Corporation, Rajdhani Unnayan Kartripakkha, energy and mineral resources division, Petrobangla, environment ministry, institute of water modelling, Bangladesh Inland Water Transport Authority, Federation of Bangladesh Chambers of Commerce and Industry, Dhaka Export Processing Zones, district administration and the army-led joint forces.
   Two technical committees are working now to identify the sources of pollution and review of the previous steps taken by different agencies and related laws and rules to help future actions.
   SM Mahbubur Rahma, the head of water resource planning at the Institute of Water Modelling, said the extent of pollution in Buriganga definitely posed a serious threat to the health of residents in and around the capital.
   He said pollution-free water usually contains dissolved oxygen more or less seven milligram per litre.
   ‘If the level comes below four milligram per litre, then we say the water is highly polluted and it poses threat to the ecosystem,’ said the water expert adding that living plants or animals in such water must face extinction.
   The expert identified nine industrial areas in and around the capital city – Tongi, Tejgaon, Hazaribagh, Tarabo, Narayangang, Savar, Gazipur, Dhaka Export Processing Zone and Ghorashal — as the prime sources of river pollution. Most of the industrial units in these areas have no effluent treatment plants.
   More than 60,000 cubic metres of toxic waste (textile dying, printing, washing and pharmaceuticals) enters into the Dhaka canals and river system every day while nearly 4 million people directly suffer the consequence of poor water quality of the river system caused by untreated textile industry waste alone.
   Besides, Dhaka city discharges about 4,500 tonnes of solid waste every day, of which maximum 30 per cent are disposed at designated dumpsites.
   Industrial waste accounts for 60 per cent of the total river pollution followed by municipal wastes and improper handling of other wastes, Kamal Abdul Naser Chowdhury, the director general of the department of social welfare, who is now heading the committee to launch action to arrest river pollution initially of the rivers around the capital city, said referring to a number of recent studies conducted on pollution.
   There are few other factors responsible for pollution, which he told New Age, would be taken into consideration while the government would draw comprehensive programme to prevent pollution of river water.
   The committee, he said, would suggest few immediate measures, and draw short-term and long-term programmes to this direction.
   ‘We will sit with the members of the civil society, eminent persons, experts and environmentalists before we draw the final plans,’ Kamal said.
   The committee said in a preliminary observation that a central effluent treatment plant was being set up at the Dhaka Export Processing Zone, but the most of the industrial units outside are not complying with standard effluent plants.
   It suggested that treatment plants could be set up at the industrial zones where the plants were yet to be established on partnership basis.

Sir,
It is very heart breaking news that the Supreme Court has ruled against granting bail in cases of those detained under Emergency Powers Rules. According to the amended EPR, an accused in such a case does not have the right to file a bail petition during investigation or trial of the case. Moreover, the accused is not allowed to seek redress from 'any higher court against any order given by any court or tribunal before or during the trial - until the delivery of the final verdict. There is a fresh call for justice now – it should not be politicised into a witch hunt of particular individuals but should be used as an impartial and transparent opportunity to seek truth, justice and reparations for the victims, and to heal the wounds in the national psyche. Perhaps we should seek advice and assistance from the UN to open an independent commission of enquiry. That will be a visible symbol of a new commitment in Bangladesh to human rights and the rule of law. For the country's future peace and prosperity, the highest court's voices will need to be heard.

Re: [mukto-mona] How to curb political militancy in Bangladesh?

The following are some suggestions for curbing the political militancy in Bangladesh.
 
1. Create independent Judiciary, Law and Order, and Election Commission (EC) administrations
2. Introduce registration for political parties with EC
3. Introduce open debates in the national TV to present political messages during election year
4. Public meetings during election year should be organized by the EC (not by individual
    political groups), where all political parties will present their messages to the public; all political parties should subsidize
    the cost of these events.
5. Public demonstrations should be limited to authorized designated areas only under tight security control (i.e. no street marches)
6. If there is any property damages resulting from a political demonstration, the party/organization should be liable to pay for
    damages or lose their registrations to continue their activities
7. Ban all political groups/organizations in the educational institutions; students should be encouraged to participate in the            
    political processes  through main political party activities outside the campus 
8. Political murders should be investigated with the independent commision

REPLENISHING HUMAN DEFICIT :
AT WHAT COST ?

INTRODUCTION :
Even though we often shout that human being are like burdens, many a
times countries are found to tremendously suffer from this deficit.
The purposes for which human being are sought are : (i) For Muscle
power, (ii) Youth in case of women, (iii) Brain and (iv) Wealth. In
the history various countries adopted numerous techniques in order to
replenish human deficit. While such endeavors at times have been found
to be helpful for both the victims and the grabbers, at times the
techniques goes further, reaches the core of culture of the victim
countries and manipulates the same. In the present article we shall
try to show a glimpse of the same.

WHY HUMAN DEFICIT ?
Men get children in the normal biological process. However, bearing
children, raising and educating them etc. are extremely tedious jobs.
In the poor developing countries the governments do not give any
security to the people when they grow old. At this time their children
take their responsibilities. So, in spite of tremendous problems in
raising and educating the children, the people in such countries raise
many children. The situation is different in the developed countries,
where the government takes the responsibilities of the senior
citizens. Due to affluency their citizens love to live idle,
flamboyant and pleasureful lives. Naturally, for them children are
unneeded, burden and hindrance to amusement and enjoyment. It is
evident that such countries would have deficit of workers to work for
the rich bosses.

In some countries there is good demand for young woman. This demand
takes place not because of scarcity of women, but because their rich
men need many young women from many brands. Usually these women are
imported in the name of domestic maid, nurse, caretaker etc. What the
'imported women' get in life in their now abodes has still to be
investigated.
When men become rich and extravagant, they not only want other people
to do the manual jobs, they also want them to do the tiresome
brainworks. Appearance of this syndrome may be known from one
indication : In such a state the universities face tremendous rush of
students in their 'management' schools and scarcity in science and
technology subjects. In such a situation the countries would have to
import 'brainy students' from abroad in order to replenish the
deficit.
HOW DEFICITS ARE MET :
IMPORT OF MUSCLE POWER : At one time some wealth-hungry people of USA
felt the deficit of muscle power. In the crudest way they forcefully
grabbed the black-skin people from Africa and used them as maids and
slaves. The nicest thing is, in course of time the superior section of
the people of USA won over the devils. As a consequence the off-spring
of those black-skin people now live in that country with equal rights.
This year one of them, for the first time in history, is running for
the highest post of the country.

Some rich countries still feel the deficit of muscle power. In this
case both push and pull factors are active. As for push, in the poor
developing countries life in most cases is so miserable (no job
security, no responsibility by the government during old age and
jobless situation, no guarantee of education for the children etc.)
that their citizens rather prefer odd jobs in alien countries. At the
same time, the need for servants, maids, people to work in
brain-storming and tiresome works etc. by the carefully-raised
delicate children of the rich countries act as the pull factor.

Quite often the rich countries sanction citizenship to such illegal
foreigners after some years. During the time these people work without
the rights of citizenship, they in fact serve those countries as
"improved slaves".

IMPORT OF BRAIN-POWER :
The so called iron-walled communist countries did not allow
citizenship to the foreigners. We now see the consequence of their
faulty program. However, some developed countries always maintained
the program of bringing in brainy and wealthy people from abroad. They
adopted many techniques for this purpose. One of those was the
'Scholarship Program'.

'SCHOLARSHIP PROGRAM' : In the 'educational scholarship program' rich
countries used to give huge sum to students from other countries as
scholarship. Such scholarships were quite lucrative. After such
students got their degrees, the donor countries carefully judged their
performances and used to give citizens to those whom they found
helpful for them.

The Scholarship program had many advantages and some constraints.
Financially, the donor country had no loss because the recipients had
to spend the entire and at times added money n the donor country. The
program helped to enhance the standard of their education. The major
constraints of this program were : (i) The students coming from
countries with rich cultural heritage and/or strong religious faith
used to go back to their parents. (ii) There arose unequal completion
in the educational institutions, where most of the delicately raised
children of the rich countries were no match for the strong and
hard-bitten children from the developing countries.

HOW TO OVERCOME THE CONSTRAINTS : The above mentioned constraints can
be solved in two ways.

Number one : The strong cultural heritage, religious faith,
sentimental attraction and concern of the educated men for their own
country, parents etc. may be diluted, such that that could completely
forget their past, feel no indebtness to home-country and parents and
can whole heatedly accept the system of the new country. Wide
spreading of sky culture and the development of cosmopolitan culture
(which in fact in no culture) are now working secretly to achieve this
goal.

Number two : At present the students from the rich and developed
countries feel the hardworking students from the third world country
quite competitive. This problem will be over as soon as the education
system of the rich countries can be introduced in the third countries
also. To the best of our knowledge, no individual country, but the
international organizations are giving generous help to change the
system of education in the same line with that of USA. For example due
to their help and insistence Course Credit system has already been
introduced in Bangladesh. Any experienced teacher would say that even
though this system has solved some of the academic problems, the
general standard of education has detereoited. The fact is, by this
way it can fix the standard of our students to a level with which they
can enter in 'fair competition' with the delicate boys abroad. The
international organizations are after changing the education system in
the schools also. SBA (School Based Assessment) has already been
introduced and Structural type of question is on way to introduction.

CONCLUSION :
The system of education grows in a country through numerous
experiments and endeavors and depending upon the social, emotional,
economic and many other qualities and conditions of the country. In
the same way the above mentioned systems have been introduced in
foreign countries depending upon their need, economic condition,
government's program etc. There is every possibility that those are
the best for that country. Should we say, that those would be best in
our country also whose conditions are so widely different in almost
all respects ? The answer is "no". But still we are swallowing it,
because the international organizations give fat money to our highly
placed officials and policy makers. And they give it because some
countries need the intelligent section of our population to replenish
their deficit, without however, causing 'any adverse affect' on their
delicately brought up children.

An Evening With Bengali Poetry at the new school university

 

A group of distingued poets and professors got together to enjoy an evening with Bengali Poetry on Friday, April 25, 2008, from 7 pm to 9:30 pm, at the New School University.  It was organized by Shabdaguchha, an international bilingual poetry journal, to celebrate its 10th anniversary. The editor of the magazine, Hassanal Abdullah, a poet and author of 16 books,  welcomed everyone to the event by saying, "We started the magazine 10 years ago to make a bridge between the poets of the East and the West. We have traveled far with the mission, but we still have to go farther." Stanley H. Barkan, Nicholas Birns, Jyotirmoy Datta, Tushar Gayen, Naznin Seamon, Yuyutsu RD Sharma, Samuel Menashe, Minakshi Datta, and Ekok Soubir were the other presenters of the evening. The readers mostly read from  Shabdaguchha #39,  which is the Contemporary Poets of Bangladesh issue.

           

            Stanley H. Barkan, poet and the publisher of Cross-Cultural Communications, read poems by Nirmolendu Goon and Kamal Chowdhury from this issue, followed by two poems of his own.  Prof. Nicholas Birns, who teaches at Eugene Lang College, the New School University, and guest edited the Shabdaguchha #39, elaborated his discussion on Modern and Postmodern Bengali poetry and read poems by Shamsur Rahman, Humayun Azad, and Rafique Azad  from the magazine. In his speech, he said, "Although there was great modern poetry in, say, Arabic (Taha Hussein, Khalil Gibran) and Urdu (Mohammed Iqbal), there was not an organized 'Modernism' in the Arab world or in the rest of British-ruled India, as there was in Bengal. This makes Bangladeshi postmodernism different from poetry written in the Middle East or South Asia in a postmodern times." Jyotirmoy Datta, poet and journalist, and  Minakshi Datta, writer,  came from New Jersey for the event. Mr. Datta, the advising editor of Shabdaguchha, illustrated the history of Bengali Poetry from the time of the great Budhadeva Bose and praised Hassanal for continuing with the magazine for 10 years.  He also presented two of his own poems along with one of Hassanal Abdullah's poems. Minakshi Datta read poetry by her father, Budhadeva Bose, in Bangla text.                                 

            Yuyutsu Rd Sharma, a Nepali poet, who is now visiting New York, presented Rabindranath Tagore, the Nobel Laureate of 1913,  from the book, After Tagore, which he edited, and Syed Shamsul Huq from Shabdaguchha,  along with his own poetry. It was rather a surprise for the organizer of the event to have the presence of the "Neglected Master Award Winner" (2004),  presented by the National Poetry Foundation, Samuel Menashe, who read from his latest book, Collected Poems. Tushar Gayen and Nanzin Seamon, who are now living in New York and pursuing their graduate study at CUNY, also read from their own work in translation.

           

            It was an stimulating event on Bengali Poetry with a dedicated audience. The program was moderated by the editor, who invited everyone to a day-long follow-up event, the "Third Shabdaguchha Poetry Festival," on June 14, 2008, at PS 112, Asotira, Queens
           
            Special Bengali refreshments, prepared by Naznin Seamon, were served at the end.
