Unicef calls for higher govt allocation



Over 3 crore children of Bangladesh live below the poverty line, said the Unicef yesterday urging the government to raise the allocation for the disadvantaged.

Investments targeting the poor and the disadvantaged children should be made and age-based projects implemented, which would help cut the cycle of poverty, the Unicef said while launching a survey report on Progress of Children: Achieving the MDGs (millennium development goals) with Equity at a national seminar in the capital.

The Unicef and Bangladesh Economic Association (BEA) jointly organised the seminar on poverty reduction by mitigating socio-economic inequalities.The report termed the government budgetary allocation too inadequate to improve the scenario of the children.

According to the survey funded by the UN, children constitute 45 percent of the country's population. Of them, 46 percent live below the poverty line with their one-fourth being extremely poor. And poverty compels these children to work, the report said.

Statistics show that nearly 36 lakh children between the age of 7 and 14 were employed in fiscal year (FY) 2005-06 whereas the number of children working in the cities alone will go up to 11.20 lakh by 2011.

Unicef also said about 64 percent of the country's children do not have access to sanitation and 59 percent to right to information while 41 percent of them are deprived of housing and 35 percent of ample food.

Citing a study by the UK Department for International Development, it said government spending can directly contribute to the child's welfare.

For the current FY 2010-11, the government has allocated around Tk 19,497 crore, 14.75 percent of the national budget, to 80 social safety net projects. But only 16 of these projects with an allocation of Tk 1,900 crore will be implemented for the children.

The government should reduce the socio-economic inequality by increasing the funding for the disadvantaged to improve the overall poverty situation, the report said.

It also said the increase in the government investment will reduce the national poverty rate which now stands at 40 percent.

The report points out that the poverty of children is one of the major obstacles to the development of the country's human resources.Finance Minister AMA Muhith and Unicef representative Carel De Rooy, among others, were present at the function.

Bangladesh is witnessing a surge in crimes, with 11 killings and at least 50 robberies reported to the police a day on an average from across the country.
   Worried rights activists said the trend indicated a serious deterioration in law and order, with the possibility of not all the crimes reported or registered.
   According to police statistics, 2,656 homicides occurred across the country in the first eight months of 2010.
   The capital city's last reported homicide took place on Tuesday when assailants strangled a youth at West Tejturi Bazaar at Tejgaon.
   The inspector general of police, Hasan Mahmud Khandaker, told New Age that recently killings over property disputes among family members rose sharply in the city causing extra worries.
   'We are concerned about increased killings over property disputes,' he said.
   'The police cannot ignore its responsibility in curbing such crimes,' he said.
   He said that he asked the police force to strengthen vigilance to curb killings, muggings and other crimes across the country.
   The home affairs minister, Sahara Khatun, however, said on Wednesday that the law and order across the country had been steadily improving ever since the Awami League-led government came to power in January 2009.
   But human rights activists described the law order as 'far from satisfactory'.
   The government and law enforcement officials, however, do not consider the situation 'so worrying'.
   Adilur Rahman Khan, secretary general of Odhikar, a human rights watchdog, told New Age, 'The gap between law enforcement agencies and mass people are widening day by day, with law and order monitoring weakening.'
   He said, 'Criminals remain beyond the reach of law due to alleged patronisation of god fathers by political leaders.'
   Following a rise in crimes, Dhaka Metropolitan Police Commissioner Benjir Ahmed told New Age, 'Police and different intelligence agencies have been deployed to patrol the city streets round the clock'
   He said, 'We have geared up our efforts to ensure security of the city dwellers.'
   The first eight months of 2010, saw rampant killings, a spate in extortions over phone, muggings, robberies and drug peddling.
   During the period, the activities of the outlawed groups in the southwestern region also increased causing worries among the people.
   Incidents of extortion over phone and by sending letters have increased over past few weeks.
   Newspaper reports show that in a number of incidents, the gangsters shot at the security guards or employees of their targeted persons after they had refused to pay.
   Intelligence sources said criminals who reportedly enjoy the patronage of some local ruling party leaders have formed small bands to carry out their criminal activities.
   The police said teenage youths, not on the police list of criminals, were often caught committing crimes like extortion, abduction and mugging.
   In Chittagong, a mob beat two youths to death while they were allegedly committing burglary at a toy shop at Amtol under Kotwali police station on Saturday morning.
   On Friday four senior citizens, two of them housewives, were killed in the city in separate incidents at Dakkhin Banasree, Shah Ali neighbourhood at Mirpur, Kafrul and Kamrangirchar on Friday. The police suspects that they were killed by relations who eyed their property.
   Since June 25, Dhaka City Corporation Ward Commissioner and BNP leader, Chowdhury Alam has been missing since he was abducted from Farm Gate in the city.
   Despite repeated complaints from his family and the opposition BNP the law enforcement agencies failed to give any satisfactory answer on his disappearance.
    If an influential ward commissioner like him could disappear just like this from a busy city locality, not far from an important police station, what security the average citizens could expect, asked rights activists. For its proximity to parliament and VIP zones, the spot from where he disappeared, they said, is supposed to be under constant scanner of the law enforcement agencies.
    On October 15, robbers snatched a submachine gun and 30 rounds of ammunition from a police constable in Khulna after severely injuring him in the head with a sharp weapon.
   On October 14, two young people were killed in the city's Old Town and at Kamalapur.
   On October 8, Boraigram upazila chairman and an important BNP leader in Natore Sanaullah Nur Babu, was beaten to death and 30 others, including four journalists, were seriously injured allegedly by the activists of Awami League at Bonpara in the district.
   On October 11, a mob in Sirajganj torched an intercity train at Bangabandhu Bridge West Station on Monday after it ran into a crowd of people standing on the track beside Khaleda Zia's rally venue near Mulibari level crossing leaving five dead and several others injured.
   On September 30, three persons of an influential family, a businessman, his wife and mother were brutally murdered at Jatrabari in the city in the morning.

Sons and daughters of political parents

74% of the children of political leaders study overseas and a large chunk of them are opting to be Barristers

Seventy four percent of the offspring of Bangladesh's major national-level political leaders study abroad. Some of them return home to take up their respective professions, some join their parents' business while quite a few remain abroad and settle in the country of their choice. Some marry foreign national and stay back there, and others bring home their foreign brides or grooms. But surprisingly, very few show any interest in pursuing politics. Very few follow their father's footsteps, or mother's footsteps, in the political arena. This was revealed in recent investigations of PROBE.

Before the 2008 election, 107 political parties applied for registration with the Election Commission. Only 39 parties manage to meet the criteria and were registered. So there are over a hundred registered and unregistered political parties in the country. These include the big names like Awami League, BNP, Jatiya Party and Jamaat, as well as smaller less known parties. Some of the parties hardly exist other than on paper. Of the burgeoning number of politicians, not many have had the good fortune of winning a place in cabinet or a seat in parliament. They remain out of power, but politics remains in their blood.

Some leaders are extremely popular and others are not, but most of them are known to the people. However, the general people do not know much about their families. Yet there is a strong curiousity about what the children of these political leaders do, where they study, who they are and so on. PROBE has carried out an investigation on the sons and daughters of major leaders of 24 political parties of the country. These parties are Awami League, BNP, Jatiya Party (Ershad), Jatiya Party (Manju), Bangladesh Jatiya Party (BJP), Bangladesh Jamaat-e-Islami, Communist Party of Bangladesh, JSD (Inu), JSD (Rab), Workers Party, Gono Forum, Samyabadi Dal, NAP (Muzaffar), Krishak Sramik Janata League, JAGPA, Bikalpadhara, Liberal Democratic Party (LDP), Democratic League, Progressive democratic Party (PDP), Islami Oikya Jote, Jameyate Ulema Islami Bangladesh, Khelafat Majlis, Progressive Nationalist Party of Kalyan Party.

Inquiring about their offspring, PROBE contacted political leaders and/or their spouses to collect the information. These included 34 leaders of Awami League, 32 of BNP, five of Jatiya Party (Ershad), six of Jamaat-e-Islami, two of JP, three of JSD (Inu), two of Workers Party, three of CPB, two of Gono Forum, two of LDP and leaders of 14 other parties.

Many of the leaders were happy to talk about their offspring, where they were studying their professions, achievements, etc. Some refrained from replying as it was "not proper". Several were to busy to talk. Then again, in many cases it was the spouses of the leaders who readily provided the answers to PROBE's queries. There were quite a few ministers who were happy to take time off to speak about their children.

PROBE spoke to 105 political leaders over the phone in this regard. According to their statements, the children of 24 out of 34 leaders of Awami League studied abroad. For BNP, it was 26 out of 32. In the case of Jamaat, five out of six of the party's leaders had children studying abroad. For Jatiya Party (Ershad), it was four out of five, and for the other parties, the children of 15 out of 27 leaders studies abroad. That means that 74% of the children of political leaders went abroad to study. Number one on the list of countries they chose to study in was the US, followed by Britain, Canada, Australia and Malaysia.

Whatever differences the political leaders may have ideologically and otherwise, when it came to their children's education, they were all one. Left, right, middle-of-the-road, Islamic, secular or whatever, there was an unmistakable consensus about sending the offspring overseas for studies. This was one clearly shared factor.

 

Top choice, Bar-at-Law

Many of their children have followed their parents' wishes to study law. And a large percentage of these offspring chose to take the Bar-at-Law exam to become barristers. In the history of the South Asian region, it is seen that many Barristers and other lawyers made an impact in politics and were influential leaders. Perhaps that is why they want to see their children in this profession as they equate it with success.

Among the children of political leaders who have successfully passed the bar and are now practicing lawyers, are Barrister Sara Hossain, daughter of Dr. Kamal Hossain; Barrister tania Amir, daughter of Barrister Amir Ul Islam; Barrister Sheikh Fazle Noor Taposh, son of the late Sheikh Moni, Barrister Andaleeb Rahman Partho and Wasiqur Rahman, sons of Naziur Rahman Manzur. Both Taposh and Partho are presently members of parliament. Barrister Jamiruddin Sircar's son Naushad Jamir, Law Minister Barrister Shafiq Ahmed's son  Mahbub Shafiq, Shahjahan Siraj's daughter Sarawat Siraj Shukla, Sheikh Selim's son Sheikh Fazle Nayeem, BNP leader Mir Mohammed Nasiruddin's son Mir Helaluddin and daughter Ishrat Nazneen, Oli Ahad's daughter Rumeen Farhana, JAGPA chief Shafiul Alam Prodhan's daughter Tasmia Prodhan, Jamaat Amir Matiur Rahman Nizami's son Najibur Rahman and Mir Kasem's son Mir Ahmmad Bin Kasem (Armaan) are all Barristers practicing in the High Court.

And presently studying law and Bar-at-Law are Asif Shams, eldest son of State Minister for Home Affairs Shamsul Huq Tuku; Tawfiqur Rashaad, son of Foreign Minister Dr. Dipu Moni; Qareena Khan, youngest daughter of Commerce Minister Col. Farooq Khan; Ashiqur Rahman Khan, son of Shipping Minister Shahjahan Khan; and Ambreen Rakhee, daughter of LGRD State Minister Jahangir Kabir Nanak.

Both daughters of BNP leader Barrister Nazmul Huda, Antara and Srabonti; Khandakar Mosharraf Hossain's younger son Khandakar Maruf Hossain; Jatiya Party leader Kazi Firoz Rashid's younger son Kazi Rajib Hasan; and JP Secretary General Ruhul Amin Howladar's younger daughter Sarha Fiza Binte Amin are all studying at the Bar in London.

LDP leader Alamgir Kabir's son Mahmudul Kabir Taposh and daughter Anna Luis Asha are both studying Law in Dhaka.

 

Jamaat leaders opt for modern education over madrassas

PROBE's inquiries reveal that the offspring of Islamic political leaders Moulana Mohiuddin Khan, Saikhul Hadith, Fazlul Huq Amini, Moulana Fazlul Karim and others are educated through the madrassa system. Most of them are either teaching at madrassas or someway of the other involved in madrassas.

The exceptions to the rule where Islamic parties are concerned, are the Jamaat-e-Islami leaders. None of the children of the top six Jamaat leaders have undergone madrassa education. They have all opted for mainstream modern education.

Ghulam Azam's eldest son Mamun Al Azmi is working at the Islamic Development Bank in Jeddah. His fourth son Brigadier (dismissed) Aman Al Azmi lives in Dhaka. His other four sons all live in London.

Matiur Rahman Nizami has four sons and two daughters. They have studied in the US, UK and Saudi Arabia. Among them is a doctor, barrister and university teacher.

Ali Ahsan Mujahid has three sons and one daughter. They have studied in Bangladesh, in various colleges and universities.

Qader Mollah has two sons and four daughters. His younger son Hasan Moudud is doing his BBA in Malaysia's Islamic University. The others are in Bangladesh studying in college and university.

Muhammed Qamaruzzman has five sons and one daughter. One son and one daughter are studying in the country. Two sons are in studying in Sweden and one son in Malaysia.

Mir Kasem Ali has two sons and three daughters. Eldest son Salman is a dental surgeon. Next son Arman is a Barrister, eldest daughter Hasina is a nutritionist living in Sweden, and second daughter Suraiya Rabeya is studying International Relations in Malaysia's Islamic University.

 

Progeny of anti-imperialist politicians chose the US

The left-leading political leaders of the country, both the hardcore purists and the not-so-hardcore socialists, based their politics on anti-imperialist ideology. They oppose America in almost every breath. Ironically, it is they who chose the US, Canada and the UK to send their children for higher studies and for a secured future. Capitalist countries are high on the socialist leaders' list when it comes to their children.

PROBE's investigations reveal that pro-China politician Industries Minister Dilip Barua has four daughters and all four of them are doctors. The eldest daughter lives in Dhaka, but the remaining three live with their husbands in the US.

CPB leader Mujaheedul Islam Selim has one daughter Sornali Islam. She lives with her husband in the US too. JSD (Inu) leader Mainuddin Khan Badal MP's eldest son Sohel is an aerospace engineer and lives with his wife in Connecticut, USA. Sons Shakeel and Taimur and daughter Zahira Noor  all studied in Canada.

JSD leader ASM Abdur Rab's sons Ratul and Rabbul both are studying in the US.

 

Foreign spouses

 

Several sons and daughters of Bangladesh's politicians, having gone abroad to study, have met their soul mates there and have married and settled in foreign countries. Some have brought their spouses back. In the past the parents would frown with disapproval on such mixed marriages, but now it is accepted quite easily. However, the number of political offspring marrying abroad is proportionately low.

Prime Minister Sheikh Hasina's son Sajib Wazed Joy has married American lawyer Christine. Gono Forum President Dr. Kamal Hossain's daughter Barrister Sara Hossain is married to David Bergman, a journalist. Sara's younger sister Deena Hossain is married to an American and she lives with her husband in the States.

Former Speaker Jamiruddin Sircar's daughter Nilofar Akhter did her LLM from Michigan University. She met and married Robin Knowles there. He is Irish  and they have settled in Pennsylvania.

Awami League leader Maj. Gen. (retd.) Subed Ali Bhuiyan MP's younger son Zulfiqar Ali studied in the US and now works there in Minneapolis for the Welles Fargo Bank.  His wife Rebecca is an American.

JP leader Anwar Hossain Manju's third daughter Maneezay Hossain did her Masters in Law from the University of Virginia. Her husband is Lebanese and they live in the US, working with a think tank there. Anwar Hossain Manju's youngest daughter Anushay has marred an Iranian recently. She works for the Feminist Majority Foundation in the US and is a feminist writer herself.

 

Politicians speak of an educated nation…

Politicians, in power and out of power, always harp on the development of the nation, on the welfare of the people and project the vision of an educated nation. However, it  is unfortunate that when it comes to developing the quality of education in Bangladesh, they have been a complete and utter failure. The violence and anarchy on the various campuses round the country itself speaks of the sad state of higher education here. As for primary and secondary education, the poor standard of studies is no secret.

The onus lies particularly on those in power when it comes to developing a sound education system. The steady decline of education standards is a cause of deep concern. One on hand the politicians offer dreams of an educated nation, on the other hand their own lack of confidence in the local education system is apparent in the fact that they prefer sending their children abroad rather than have them study in their own country.

When the public observes that the political leaders are sending their offspring en masse abroad to study, and often to settle, they naturally question whether there will be any palpable effort to rescue the disintegrating education system.

 

 

Political progeny in politics

 

Prime Minister Sheikh Hasina's son Sajib Wazed Joy is a general member of Awami League, but is not a full time politician.

Khaleda Zia's son Tarique Rahman is BNP's Senior Vice Chairman.

Badruddoza Chowdhury's son former MP Mahi B Chowdhury is Bikalpadhara's Organising Secretary.


Awami League: Late Awami League leader Tajuddin Ahmed's son Sohel Taj; Mohammed Nasim's son Tanveer Shakil Joy; Naziur Rahman Manzur's son Barrister Andaleep Rahman Partho; Sheikh Moni's son Fazle Noor Taposh; late Jatiya Party leader Col. Malek's son Zahid Malek Swapan; late Awami League leader of Gazipur Ahsanullah Master's son Zahid Hasan Russel; late Moizuddin Ahmed's daughter Meher Afroze Chumki ;and Madaripur's Ilyas Chowdhury's son Nur-e-Alam Chowdhury are all members of parliament at present.

Foreign Minister Dr. Dipu Moni is the daughter of Awami League leader of Chandpur MA Wadud. State Minister for Women and Children Affairs Dr. Shireen Sharmeen Chowdhury is the daughter of former CSP late Rafiqullah Chowdhury.

 

BNP: Naser Rahman, son of former Finance Minister late BNP leader Saifur Rahman; Afroza Khanum, daughter of Harunur Rashid Monno; Shyama Obaid, daughter of KM Obaidur Rahman; and Barrister Naushad Jamir, son of former Speaker Barrister Jamiruddin Sircar are all directly and indirectly involved in politics.

এক সময় এই উপমহাদেশ রাজা-বাদশাহ এবং গরিব-দুঃখী সাধারণ মানুষের সম্পদ লুণ্ঠনকারী কিছু লোভী ক্ষমতালিপ্সু জমিদার ছিল। এদের বিরাট বিরাট অট্টালিকাসমেত অনেক জায়গার ওপর ছিল বিশাল বিশাল বাড়ি। যেগুলো সাধারণ মানুষের কাছে রাজপ্রাসাদ বলে পরিচিত ছিল। সেখানে রাজা-বাদশাহ, রানী-মহারানী ও রাজকন্যা-রাজপুত্র বাস করতেন। এছাড়া প্রাসাদের ভেতরে এবং তার আশপাশে তাঁদের পাইক-পেয়াদা এবং অন্য কর্মচারীরাও থাকতেন। তাদের অনেকের বাড়িও হয়ত কয়েক শ' শতকের ওপর ছিল না। এটা শত শত বছরের আগের ঘটনা। কিন্তু বিংশ শতাব্দীর শেষভাগে বা একবিংশ শতাব্দীর প্রথমভাগে এ অঞ্চলের একটি দেশের রাষ্ট্রপতি বা প্রধানমন্ত্রী বা কোন গণতান্ত্রিক রাষ্ট্রে কোন বড় রাজনৈতিক দলের নেতা-নেত্রী বা বিরোধীদলীয় নেতা-নেত্রী যদি প্রায় ওরকম একটি প্রাসাদোপম বাড়ির মালিক হন, সেটাও যদি আবার হয় রাষ্ট্রীয় অনুদান বা আনুকূল্যে তা হলে তো সঙ্গতকারণেই গণমানুষের কাছে একটু বেখাপ্পা লাগারই কথা। সামনত্মযুগের চাল-চলন আর আরাম-আয়েশে বিলাসী জীবনযাপনে গা ভাসিয়ে দিয়ে দেশ শাসন, গণতান্ত্রিক শাসন ব্যবস্থায় একেবারেই বেমানান। সে সময় প্রজাপালনের নামে প্রজাদের ওপর শুধু খবরদারিই নয়, অত্যচার-অনাচার-জুলুম করে কঠিন শ্রমে তাদের উৎপাদিত ফসলের ওপর ভাগ বসিয়ে তারা সম্পদের পাহাড় গড়ত। সেটা ছিল বর্বরতা ও অসভ্যতার কথা। তাই সে যুগের পতন হয়েছে অনেক আগেই। এখন সভ্যতার উন্মেষ ঘটেছে। মানব সমাজে অনেক পরিবর্তন-বিবর্তন সাধিত হয়েছে। প্রতিষ্ঠিত হয়েছে গণতান্ত্রিক শাসনব্যবস্থা। রাষ্ট্রব্যবস্থা। মানুষের অধিকার প্রতিষ্ঠিত হয়েছে। হাজার বছরের শ্রেষ্ঠ বাঙালী বাংলা দেশের স্বপ্নদ্রষ্টা স্থপতি বঙ্গবন্ধু শেখ মুজিব এদেশের সর্বসত্মরের মানুষদের সঙ্গে নিয়ে দীর্ঘ আন্দোলেন-সংগ্রামের মাধ্যমে আমাদের প্রিয় মাতৃভূমি বাংলাদেশকে স্বাধীন সার্বভৌম একটি দেশে পরিণত করেছেন। লাজশরমের মাথা খেয়ে একশ্রেণীর ঘৃণ্য মানসিকতার মানুষ অবশ্য এ অনন্য কাজটিতেও ভাগ বসাতে এখনও তৎপর। বঙ্গবন্ধুর বাংলাদেশে অনেক চড়াই উৎরাই পার হয়ে অবশেষে গণতন্ত্র প্রতিষ্ঠিত হয়েছে। এখান যারা রাষ্ট্র চালাবেন, দেশ চালাবেন এবং তারাই তো দেশের গণমানুষকে নেতৃত্ব দিয়ে দেশকে সাফল্যের স্বর্ণশিখরে নিয়ে যাওয়ার চেষ্টা চালাবেন। মানবকল্যাণ সাধন ও দেশের উন্নয়নের কথাই তাদের কর্মকা-ে পরিষ্কার ফুটে উঠবে। পরিবর্তে যদি আচার-আচরণে কথাবার্তায় জীবনযাপনের অভ্যাসগত কারণে সামনত্মবাদী মনোভাব এখনও অাঁকড়ে ধরে থাকে তা তো শুধু বেমানানই নয়, অশোভনীয়ও। দুঃখিত. ভূমিকাটা একটু বড়ই হয়ে গেল। আসলে বিষয়টি গুরম্নত্বপূর্ণ বলেই আমার এত কথা বলতে হলো।
মহামান্য আদালত বিরোধীদলীয় নেতার পক্ষ থেকে পেশকৃত রিট খারিজ করে দিয়ে তাঁকে ৩০ দিনের মধ্যে বাড়িটি ছেড়ে দেয়ার নির্দেশ দিয়েছে। সন্দেহ নেই, বর্তমান বিরোধীদলীয় নেতা এর আগে তিন তিনবার (অবশ্য, ১৯৯৬ সালের ভোটারবিহীন নির্বাচনে ভুয়া প্রধানমন্ত্রী হওয়াসহ) দেশের প্রধানমন্ত্রী নির্বাচিত হয়েছেন। ১৯৮১ সালে ক্যান্টনমেন্টের ভিতরে অবস্থিত ৬ নম্বর মইনুল রোডের বাড়িটি মরহুম রাষ্ট্রপতি জেনারেল জিয়াউর রহমানের পত্নী বেগম জিয়াকে নামমাত্র মূল্যে বরাদ্দ দেয়ার বিষয়টি নিয়েই মূল কথাটি। এরইমধ্যে দেশের অনেক লেখক-কলামিস্ট ও আরও অনেক নামী-দামী বিভিন্ন পেশার মানুষ বিষয়টি নিয়ে অনেক লিখেছেন। তাঁদের প্রতিক্রিয়া ব্যক্ত করেছেন। সাধারণ মানুষও তাঁদের মতো করে তাদের মতামত ব্যক্ত করছে। কিন্তু মূল কথাটি হচ্ছে। ম্যাডাম খালেদা জিয়ার এই বাড়িটিতে থাকতেই হবে। কারণ, তা না হলে সামনত্মবাদের চিহ্ন এদেশ থেকে একবারেই মুছে যাবে যে! আর ম্যাডাম এ বাড়িটি ছাড়েনইবা কি করে, বাড়িটির সঙ্গে তাঁর যে অনেক স্মৃতি জড়িয়ে আছে। পরিবারপরিজন নিয়ে তিনি এ বাড়িতে অনেকদিন ধরে আছেন। তাই বাড়ি ছাড়ার বিষয়টি তিনি মেনে নিতে পারছেন না। অধুনা তাঁর ও তাঁর দলের প্রতি অনুরক্ত হয়েছেন এমন অনেকেই বলেছেন বেগম জিয়ার স্বামী জেনারেল জিয়াউর রহমান সেনাবাহিনীর ডেপুটি প্রধান হওয়ার সুবাদেই এই বাড়িটির বরাদ্দ পেয়েছিলেন। কথাটি ঠিক বঙ্গবন্ধু জীবিত থাকা অবস্থায়ই জিয়াউর রহমান আর্মির ডেপুটি চীফ অবস্থায় এই বড়িটি পেয়েছিলেন। অনেকেই জানেন, আবার অনেক জ্ঞানপাপী বিষয়টি জেনেও সত্যটি গোপন করার চেষ্টা করেন যে জিয়াউর রহমানকে কবে কিভাবে এবং কেন সেনাবাহিনীর ডেপুটি প্রধান করা হয়েছিল। ঐ ঘটনার সাক্ষী এবং যাঁরা জানতেন বঙ্গবন্ধু, বঙ্গমাতা বেগম ফজিলেতুন্নেছা মুজিব (বঙ্গবন্ধুর ভাষায় কামালের মা) ও জেনারেল ওসমানীসহ আজ তাঁদের কেউ বেঁচে নেই। তবে বেঁচে আছেন বেগম জিয়া নিজে ও বর্তমান প্রধানমন্ত্রী শেখ হাসিনা। কারণ জিয়াউর রহমানকে আর্মির ডেপুটি প্রধান করার আগ পর্যনত্ম এ পদটির কোন অসত্মিত্বই ছিল না। একটি বিশেষ ঘটনাকে কেন্দ্র করে (যা আমি এখানে বলতে চাচ্ছি না) জিয়াউর রহমানকে কিছুটা খুশি করার জন্য বিশাল হৃদয়ের অধিকারী বঙ্গবন্ধু কিছু করার আগ্রহ প্রকাশ করলে জেনারেল ওসমানীর মতামত নিয়ে এ কাজটি করা হয়েছিল। জাতি যখন ভাঙ্গা রেকর্ড বাজানো এক খন্দকারের ঘ্যানঘ্যানানি শুনতে শুনতে বীতশ্রদ্ধ ঠিক তখনি মাঠে হাজির হয়েছেন আরেক খন্দকার মহোদয়। তিনি বলেছেন মুক্তিযুদ্ধে বীরত্বের জন্য জিয়াউর রহমানকে ঐ বাড়িটি দেয়া হয়েছিল। মুক্তিযুদ্ধের ইতিহাস বিকৃতির প্রয়াস চালানোর মতো এ সত্যটিরও বিকৃতি ঘটানোরও অপচেষ্টা চলছে। তিনি কিছুদিন মুক্তিযুদ্ধ করেছিলেন বলেই তাঁর পদের সঙ্গে সঙ্গতিপূর্ণ হওয়ার কারণে তিনি বীরউত্তম খেতাবটি পেয়েছিলেন। মুক্তিযুদ্ধে অবদানের জন্য সব মেজরই বীরউত্তম খেতাব পেয়েছিলেন। মোদ্দাকথা, বিষয়টি এখন যেখানে এসে দাঁড়িয়েছে তাতে বেগম জিয়াকে শেষ পর্যনত্ম বাড়িটি ছাড়তেই হচ্ছে। সেনানিবাসের বাড়ি ছাড়তে সরকারের দেয়া নোটিসের বৈধতা চ্যালেঞ্জ করে বিরোধী দলের নেতা এবং বিএনপির চেয়ারপার্সন বেগম খালেদা জিয়ার দায়ের করা রিট পিটিশন খারিজ করে দিয়েছে হাইকোর্ট। আগামী ৩০ দিনের মধ্যে তাঁকে বাড়ি ছেড়ে দিতে বলা হয়েছে। দীর্ঘ ২২ কার্য দিবস শুনানি শেষে হাইকোর্টের বিচারপতি নাজমুন আরা সুলতানা ও বিচারপতি শেখ হাসান আরিফের সমন্বয়ে গঠিত ডিভিশন বেঞ্চ গত ১৩ অক্টোবর বুধবার এ রায় প্রদান করে। তবে এই রায়ের বিরম্নদ্ধে আপীল করা হবে বলে বেগম জিয়ার আইনজীবীরা জানিয়েছেন। রায়ে বলা হয়েছে সেনানিবাসের বাড়ি ছাড়তে খালেদা জিয়াকে যে নোটিস দেয়া হয়েছে তা বৈধ। রায় ঘোষণার পর বিএনপি সমর্থিত আইনজীবীরা আদালত প্রাঙ্গণে তাৎক্ষণিকভাবে বিক্ষোভ মিছিল বের করেন।
রায় ঘোষণার পর এ্যাটর্নি জেনারেল মাহবুবে আলম সাংবাদিকদের বলেছেন ক্যান্টনমেন্টের ১৬৫ কাঠা (সোয়া আট বিঘা) মইনুল রোডের ওপর অবস্থিত ডেপুটি চীফ অব স্টাফের বাড়িটি তৎকালীন সরকার নামমাত্র মূল্যে খালেদা জিয়াকে অবৈধভাবে লিজ দিয়েছিল। তিনি আরও বলেন, এ রায়ের মাধ্যমে সত্য প্রতিষ্ঠিত হলো যে জনগণের সম্পত্তি অথবা আর্মির সম্পত্তি কোন ব্যক্তিবিশেষকে দেয়া যায় না। কোন রাষ্ট্রপতি বা অন্য কেউ এটা দিতে পারেন না। রাষ্ট্রপতি বিচারপতি সাত্তার 'অনুরাগবশত' তৎকালীন কোয়ার্টার মাস্টার জেনারেল আমজাদ আহম্মেদ চেীধুরীর সুপারিশের ভিত্তিতে বাড়িটি দিয়েছিলেন। ১৯৮১ সালের ৩০ মে জিয়াউর রহমান নিহত হওয়ার পর ১২ জুন তৎকালীন মন্ত্রিসভা খালেদা জিয়াকে গুলশানে এক বিঘা জমির ওপর একটি বাড়ি, এককালীন ১০ লাখ টাকা, দু'ছেলের লেখাপড়ার যাবতীয় খরচ, একটি গাড়ির তেল, ড্রাইভার, রান্না করার জন্য বাবুর্চি সবকিছু দেয়ার সিদ্ধানত্ম নেয়। মাহবুবে আলম বলেন, এতকিছুর পরও তৎকালীন রাষ্ট্রপতি বিচারপতি সাত্তার ১৬৫ কাঠার ওপর অবস্থিত এ বাড়টি প্রদানের যে আদেশ দিয়েছিলেন তা ছিল সংবিধান পরিপন্থী, অবৈধ ও বেআইনী। অবশ্য, বেগম জিয়ার আইনজীবী টিএইচ খান সাংবাদিকদের বলেছেন, একটি বাড়ির লিজ রেজিস্ট্রি দলিল এভাবে নোটিস দিয়ে বাতিল করা যায় না। তিনি বলেন, রায়ে আমরা হতবাক। বিষয়টি খালেদা জিয়ার সঙ্গে আলোচনা করে এ রায়ের বিরম্নদ্ধে আমরা আপীলের সিদ্ধানত্ম নেব।
২০০৯ সালের ৮ এপ্রিল বর্তমান সরকার মন্ত্রিসভার বৈঠকে ঐ বাড়িটির লিজ বাতিলের সিদ্ধানত্ম নেয়। গত বছরের ২০ এপ্রিল সামরিক ভূমি ও সেনানিবাস অধিদফতর খালেদা জিয়াকে সেনানিবাসের বাড়ি ছাড়ার জন্য প্রথম নোটিস প্রদান করে। বাড়ি ছাড়ার নোটিসের বৈধতা চ্যালেঞ্জ করে খালেদা জিয়া গত বছরের ৩ মে হাইকোর্টে রিট আবেদন করেন। পরে ৭ মে খালেদা জিয়াকে কতর্ৃপক্ষের তরফ খেকে একটি সম্পূরক নোটিস দেয়া হয়। ঘটনা এখানেই শেষ নয়। রিট দায়েরের হাইকের্টের চারটি ডিভিশন বেঞ্চের বিচারপতিরা ঐ রিট আবেদনের শুনানিতে বিব্রতবোধ করেন। পরে পঞ্চম বেঞ্চের বিচারপতি সৈয়দ রেফাত আহমেদ ও বিচারপতি মইনুল ইসলাম চৌধুরীর সমন্বয়ে গঠিত ডিভিশন বেঞ্চ রিট আবেদনটি শুনানির জন্য গ্রহণ করে। আংশিক শুনানি শেষে গত বছরের ১৮ মে পরবর্তী শুনানির জন্য ২৫ মে দিন ধার্য করা হয়। এ সময়ের মধ্যে বেগম জিয়ার বাড়ি ছাড়ার ব্যাপারে কোন পদক্ষেপ না নেয়ার জন্যও হাইকোর্ট নির্দেশ দেয়। সংশিস্নষ্ট কর্তৃপক্ষ ২৪ মে খালেদা জিয়াকে ৩০ জুনের মধ্যে বাড়ি ছাড়ার জন্য তৃতীয় নোটিস প্রদান করে। রিট আবেদনটির ওপর প্রাথমিক শুনানি শেষে গত বছরের ২৭ মে হাইকোর্ট নোটিসের কার্যকারিতা স্থগিত করেন। বাড়িটি ছাড়ার নোটিসটিও কেন অবৈধ ও বেআইনী ঘোষণা করা হবে না তার কারণ দর্শাতেও আদালত সরকারের ওপর রম্নল জারি করে। গত ১৩ অক্টোবর হাইকোর্ট স্থগিতাদেশটি তুলে নেয়। এ রম্নলের চূড়ানত্ম নিষ্পত্তির শুনানি শেষে ১৩ অক্টোবর হাইকোর্ট রম্নলটি খারিজ করে রায় প্রদান করে।
গত বছর প্রধানমন্ত্রী শেখ হাসিনা পার্লামেন্টে এক বক্তৃতায় মইনুল রোডের বড়িটি ছেড়ে দেয়ার আহ্বান জানিয়েছিলেন। তিনি বলেছিলেন, সেনানিবাসের এই জায়গাটি পাওয়া গেলে সেখানে বিডিআর বিদ্রোহে নিহত সেনাসদস্যদের পরিবারগুলোর পুনর্বাসনের জন্য ফ্ল্যাট নির্মাণ করে প্রত্যেক পরিবারকে দু'টি করে ফ্ল্যাট দেয়া যেত। একটি ফ্ল্যাটে বসবাস করে অপরটি ভাড়া দিয়ে পরিবারগুলো তাদের জীবিকা নির্বাহ করতে পারত। এ রকম মহৎ উদ্দেশ্য প্রদত্ত আহ্বানে বেগম জিয়া সাড়া দিলে বিষয়টি আদালত পর্যনত্ম গড়াত না। অথচ আজ খালেদা জিয়ার পক্ষাবলম্বন করে সুপ্রীমকোর্ট বার এ্যাসোসিয়েশনের সভাপতি খন্দকার মাহবুব হোসেন বাড়ির বিষয়টি আদালতে নেয়ার কড়া সমালোচনা করে এর রাজনৈতিক সমাধানের কথা বলেছেন। আমাদের পেশার অনেকের সঙ্গে ঘনিষ্ঠভাবে পরিচিত এ লোকটি সম্পর্কে বলতে গেলে লেখার কলেবর দীর্ঘ হয়ে যাবে বলে বেশি কিছু আর বলছি না। এই আইনজীবী মহোদয়ের সঙ্গে একমঞ্চে বসে ১৯৮৯ সালের ১৫ আগস্ট বঙ্গবন্ধুর ধানম-ির ৩২ নম্বরের সামনে অনুষ্ঠিত ১৫ আগস্টের শোকদিবসের সভায় বক্তৃতা দিয়েছিলাম। আমার এক অনুজপ্রতিম এক বিশিষ্ট সাংবাদিক ও সাংবাদিক নেতাও সেদিন বলেছিলেন যে, মাত্র কয়েক বছর আগেও আওয়ামী লীগের এক অনুষ্ঠানে আমরা একসঙ্গে বক্তৃতা দিয়েছি। সুতরাং রঙ্গ বদলানো আর ভোল পাল্টানো আর কাকে বলে। এরইমধ্যে, আবোল-তাবোল বক্তব্য দিয়ে মানুষের দৃষ্টি আকর্ষণ করতে ওসত্মাদ এবং যুদ্ধাপরাধের দায়ে অভিযুক্ত সালাউদ্দিন কাদের চৌধুরী তার স্বভাবসুলভ কায়দায় এই বাড়িটি নিয়েও বেফাঁস মনত্মব্য করেছেন। তিনি বাড়ির বিষয়টি নিষ্পত্তির দায়িত্ব সেনাবাহিনীর ওপরই ছেড়ে দেয়ার কথা বলেছেন। আমাদের দেশপ্রেমিক সেনাবাহিনী দেশ, রাষ্ট্র, শাসনব্যবস্থা ও প্রশাসনেরই অংশ। তাই চৌধুরী সাহেবের বক্তব্য একানত্মভাবেই সারশূন্য ও উস্কানিমূলক।
আওয়ামী লীগ ১৯৯৬ সালে প্রথম ক্ষমতায় আসার পর কিছু অতি উৎসাহী লোক প্রধানমন্ত্রী শেখ হাসিনাকে গণভবন নেয়ার জন্য চাপ সৃষ্টি করেছিলেন। কিন্তু বঙ্গবন্ধুকন্যা সে লোভ সহজেই সংবরণ করতে পেরেছিলেন। তবে সবচেয়ে খারাপ লাগছে এ কথাটি মনে করে যে, খালেদা জিয়ার সরকার বঙ্গবন্ধুর ছোট মেয়ে শেখ রেহানাকে দেয়া বাড়িটির বরাদ্দ বাতিল করে দিয়েছিল। তখন শেখ হাসিনা গণভবন লিখে নিয়ে যাচ্ছে বলে জাতীয়তাবাদীরা হৈ চৈ শুরম্ন করে দিয়েছিল। আর এখন বিএনপি নেত্রীর বেলায় বাড়ি রক্ষার্থে তারা আন্দোলনে যাওয়ার হুমকি পর্যনত্ম দিচ্ছেন। এমনকি তারা পার্লামেন্ট অধিবেশনে যোগদানের শর্ত হিসাবেও খালেদা জিয়ার বাড়ি আর তাঁর দুই ছেলের মুক্তির শর্তও জুড়ে দিয়েছিলেন।
কথিত কপর্দকহীন অবস্থায় ভাঙ্গা সুটকেস আর ছেঁড়া গেঞ্জিসহ দু'টি বাচ্চা নিয়ে বৈধব্যপ্রাপ্ত বেগম জিয়াকে তাঁর আর্থিক ও মানসিক দুরবস্থার কথা বিবেচনায় নিয়ে তাঁকে মইনুল রোডের বিশাল বাড়িটি দেয়া হয়েছিল। যদিও আগেই তাঁকে গুলশানে এক বিঘা ওপর জমিতে আরেকটি বাড়ি দেয়া হয়েছিল। এ তো তিন দশক সাড়ে তিন দশক আগের কথা। তারপর বেগম জিয়া দলের প্রধান হয়েছেন। তিনবার প্রধানমন্ত্রী হয়েছেন। নাবালক ছেলেরা লেখাপড়ায় তেমন কিছু না করতে পারলেও টাকা-পয়সা কামাতে রেকর্ড গড়েছেন। টাকার পাহাড় গড়েছেন। বিদেশে টাকা পাচার করেছেন। হাওয়া ভবনকে ক্ষমতা ও দুর্নীতির কেন্দ্রবিন্দুতে পরিণত করেছিলেন। তার বড় ছেলে তারেক রহমান দুর্নীতির 'বরপুত্র' বলে খ্যাতি লাভ করেছেন। তারা এখন বিত্ত-বৈভবে হাবুডুবু খাচ্ছেন। তাই এই বাড়িটি ছাড়তে এত কষ্ট কেন? রাজনীতি করবেন, আর সেনানিবাসে থাকবেন, তা তো হয় না। ওখান থেকে বেরিয়ে গণমানুষের কাছাকাছি আসুন। নাকি ওটা নিরাপদ জায়গা? আপনার দলের মানুষের কথা ভেবে এবং প্রধানমন্ত্রী শেখ হাসিনার উদাত্ত অহ্বানে সাড়া দিয়ে বাড়িটি ছেড়ে দেয়াই ভাল। আপনার নিজের জন্য, দেশের জন্য।

Introduction:
Indian RAW and Bangladeshi DGFI-NSI Jointly operate in Bangladesh that indicates a new reality where the doubts are raising heads from the smokes.

Questions:
1. Is Bangladesh government really gone under Indian government�s command and control?

2. Is Bangladesh commanded by Indian Arm forces?

3. Is RAW determine the fate of Bangladesh and become self-made colonial power?

4. Did the present Government allow RAW to operate inside Bangladesh secretly?

5. Is Indian and Awami league Government executing the Indira-Tazuddin treaty of 1971?

6. Is Awami league government really going in war against China and Pakistan becoming the tail of Indian Arm forces?

7. Is Indian Army taking revenge against the Bangladeshi Armies for 1965 war where Bengal regiment of Pakistani Army fought against Indians? Are Indians playing bluffing plans to crush Bangladesh Arm forces again and again?

8. Are India and other anti-Muslim powers jointly adapting the tactful war strategy against Bangladesh, the connecting route of South and East Asia to take control over it, as the war in Afghanistan experienced the same in the route way to Central and South Asia?

Answers and Analysis:
Bangladesh is thrown under a massive battle; internal and externally where as it needs internal unity, peace and strength for survival and advancement for the citizens. Let us summarize the political situation of Bangladesh.

1) Some weak and known political figures are in face with embarrassing situation always fighting each other. But the main shows are controlled by a most corrupt, greedy, liar cruel syndicate of Political-administrative-Business-Army- Currency launders-smugglers-Police- Educationists-youths-Intelligence and Judicial group.

2) They are assigned to turn Bangladesh vulnerable as soon as possible before the war appears in borders between India vs. China-Pakistan for a muscle show to be countable as a regional super power. America and European war industries need to engage these to powers in war to keep Asia weak in economy.

3) Bangladesh Arm forces, Intelligence directorates, police and RAB will be re-set up gradually and bringing under Indian command and control.

4) The ownerships of the export oriented Industries are transferring to Indians and continue strikes and setting fire in the rest of the Industries sabotaging by RAW operatives.

5) All exports channels are to be jammed.

6) The Hospitals and Universities to bring under poisonous drug addiction under commando form of distribution network.

7) Avoiding democratic norms and practice and terrorizing the non pro-Indian society and the administration and law and order officials.

Let us touch some points of the regional muscle power competitions, such as;

4) CNN circulated news of Bin Laden of his staying in Pakistan. Ex-President of Afghanistan Borhan uddin Rabbani becomes the president of Afghan Peace Council for Taleban-Afgan government formal negotiations to quiet the war and establish peace in Afghanistan.

5) Pakistan stands with major roles and Iran also supports the NATO in peace making.

6) Defense Secretary Robert Gates has announced his support to the peace process in Afghanistan from the NATO Headquarters in Brussels Alzazeera, Reuters).

7) India has been demolishing the natural design of power routes of Bangladesh (Muslim majority country and enemy) for turning it permanently disable.

Afghanistan is located in strategically connecting route to Central and South Asia and close to Russia and Iran. Bangladesh is the strategically connecting route to South and East Asia and close to China and India. RAW is frustrated in Afghanistan and stationing in Bangladesh as regional center.

India-Pakistan recent debate on war issue China irritating and worrisome to India was the news headline of Tibetan Review.net on October 17th,2010.The Indian Army Chief, General V K Singh, on October 15th,called the terror infrastructure across his country western border and China rising military prowess as irritating and worrisome, reported Times of India online October 15.

Addressing a seminar on Indian Army: Emerging Roles and Tasks in New Delhi, Singh has said, regarding China, we have a rising China, both economically and militarily. Although we have CBMs in place, although we have a very stable border, yet we have a border disputes. He has said, a conventional war with China or Pakistan was highly uncertain but explained that kirmishes can occurs. New Delhi, Oct. 15: In a candid declaration on Friday, the Army chief, Gen. V.K. Singh, described Pakistan and China as two irritants for Indian national security.

On China, the Army chief cautioned that India has a border disputes with a rising China and said Chinese intentions need to be examined.

On Pakistan, he said there was certain amount of support for terror groups in that country and that India had something to worry about till the time terror camps in that country were intact.

The Army chief also said that while conventional war was not certain, skirmishes were possible and that India should have substantial conventional war-fighting capabilities along with the ability to fight in a nuclear scenario. He said, We have a rising China with economic and military capabilities. Although we have Confidence Building Measures (CBMs) in place and a stable border, we have a border dispute (with China). The intentions (of China) need to be looked at.

The Indian Army already has a doctrine in place to fight a two-fronts war in case of the eventuality of any joint aggression by India's neighbors. But interestingly, the IAF chief, Air Chief Marshal P.V. Naik, warned later in the day that a country (adversary)-specific policy could lead India into an arms race and that therefore, the armed forces need to have a capability-specific policy rather than country-specific policy".

The two statements are being interpreted in some quarters as a possible difference in perception on the issue by the two service chiefs. Pakistanis reaction was published in Indian Express on October 16th, 2010 Pakistan on Saturday reacted angrily to the Indian Army chief's remarks describing the country as a major irritant for India's security and about the possibility of a war in a nuclear scenario, saying they were 'jingoistic' and 'unwise'.

Rejecting the allegations made by Indian Army chief Gen V K Singh, Foreign Office spokesman Abdul Basit said in a statement: "The government of Pakistan takes a serious exception to the reported statement of the Indian Army chief about his threat perception from Pakistan, war under a nuclear scenario and uncalled for and gratuitous comments on the internal affairs of Pakistan."

The repetitive mentions by Indian Army's high command "about war under the nuclear scenario is not only irresponsible but also jingoistic and unwise," Basit said. "Such statements and grandstanding by India are evidently unhelpful to the cause of promoting peace, security and stability in South Asia," he added.

The statement and counterstatement gradually fuelling the angers of two enemy countries-India and Pakistan and the Bangladeshis have been witnessing the symbol of such preparation from couple of years since the affairs of Indian Horses and a full General in Bangladesh which appeared more clearly with the Philkhana attack in Dhaka in February 25-26, 2010 under the democratic champion regime of Sheikh Hasina.

In which direction Bangladesh Government moves?

Hasina Government and India have been exercising all efforts in executing the points of treaty with Indo-BD Govt. in 1971 in different style. Though that colonial Roadmap was not followed during the regimes of Sheikh Mujibur Rahman and Ziaur Rahman in leading Bangladesh. However, both were assassinated under covert sabotage of the foreign powers.

As Hasina and Khaleda are Indian loyalist politicians and the former one is a 100% useful when the latter is found worthless, India chosen the right ally for them in right time and extends 12 hands to create vulnerabilities in Bangladesh categorically as per their routine. RAW already set up their operatives in all stairs of the society and state administration.

Bangladesh is the icon to the bordering neighbors On the other hands, It is widely known to the leaders of the world that Bangladesh become the icon to the people of her bordering neighbor Indian provinces who have been living in the poorest region and vulnerable states of
India and Nepal, Bhutan and Arakan state of Burma . Private sectors are booming fastest and the neighbors are rushing to get jobs and higher social lives in Bangladesh.

Indian policy makers have been witnessing the rapid growing economy in Bangladesh with angers as their people of Northern states are gradually depending on Bangladesh. All most 50% of Indian region is influenced by the socialists and communists. This vast area been discriminated by the Indian main stream politics since the National Congress government took over the governance of India in 1947.

That area holds common historical and cultural commonness with present Bangladesh and differences with the Delhi line of administration. In course of nature this vast region which has been heading up and engaged in guerrilla warfare for Independence is becoming the important consumers of most Bangladeshi products where as Indian government have been forcing keeping Bangladesh a hub of internal smuggling zone and a buffer state.

War-torned Bangladesh is the demand of the RAW So, a war-torned Bangladesh is the demand of the RAW.RAW represents the military, political and economic interests of the Indian Arian capitalists. So, they are engaged in racial operations to instable Bangladesh through friend and enemy Chanoyokkyo tactics.

It is not fighting terrorism rather engaging Bangladesh in war:
Mr. R K Meghan alias Sanayima, the Chairman of United National Liberation Front (UNLF) Meitei rebel group was been arrested from Lalmatia in Mohammadpur, Dhaka city on September 29th, 2010. He was fallen in the catch by a joint operation of Bangladesh and Indian Intelligences. The news was published in Indian Express.com website.

This UNLF was established in November 24th ,1964 and has been fighting for liberating Manipur and Socialist society . It is the oldest Meitei group and might have the link with National Socialist Council of Nagaland (NSCN), KUKI national Army, United Liberation Front of Assam (ULFA) and other guerrilla groups.

Raj Kumar Meghen is the current Chairman of the UNLF. Bangladesh Government never deal any business with them but this rebel leader might took shelter in disguised name in Bangladesh as thousands of Indians enter and stay here without valid passport for the safe and sound life of their families. But there are lot of doubts to use Meghen to propagate against Bangladesh which RAW used to do for targeting the country in keeping pressure. Though it will be useless effort.

My views:
My personal opinion is that a guerrilla leader who cannot support himself from saving from enemies, he is not capable to support his poor and backward nation for their liberation. He should accept the death in smile. I am guerrilla fighter and we liberated Bangladesh. RAW supported us as it went for Indian interests to break and cut off Pakistan, a Muslim enemy country.

Now, Mr. K Meghan is dishonored and might be killed because Indian government never honors the humanity and spirit of liberation.

On what legal basis are these joint operations being carried out in Bangladesh?
There must be some legal agreement allowing RAW to operate in tandem with the DGFI or NSI on Bangladesh soil.

When was this agreement signed and by whom?
More importantly is their a reciprocal agreement allowing DGFI and NSI to operate alongside RAW in India? If not then why have we allowed this liberty to Indian foreign intelligence for them to operate in Bangladesh?

MBI MUNSHI a young Barrister and a researcher from Dhaka wanted to know the answers of these questions or invited some one to share on it.

I feel honor in sharing with my friend. Once I was special guest in National Press Club, Dhaka during my visit in Bangladesh. Possibly from the present Government side everybody will keep shut the mouths as this is the culture of the slaves on their lords and on the other hands, the cabinet has no liberty to comment on this issue. The top gambling issues are limited in top circle affairs. So blaming of the DGFI and NSI for such covert action is not acceptable in any way as they are carrying the orders of the supreme authorities.

Remember Please, untold small and important clue for the Analysts of the Indo-BD relations General Ataul Gani Osmani, the Chief of Mukti Bahini and the Chief of Bangladesh Arm forces was allowed to enter in Dhaka but not to enter in Cantonment until and unless Indian Army vacated Bangladesh. The C A S had to open up the Army Headquarter in a small room in an old building in Minto road, Dhaka. The original handwritten lists of the Indian trained Mukti Bahini was taken away forcefully from that office by Sheikh Kamal and were burnt as RAW decided of creating the situation to let Bangladeshis know it was the Indian war against Pakistan and India won the battle. All the office staffs witnessed the anarchic demonstration and the matter was reported to Sheikh Mujibur Rahman.

Major Mohammed Abdul Jalil, the brave commander of the 9th sector during the liberation war of Bangladesh, was arrested by Indian Army with the consent of BD Government when Mr. Jalil opposed them in passing our million dollars valued Weapons and ammunitions to India from Bangladesh. Indian Army carried everything even the window cover, pillow cover, bad sheet, chair, table, electric wire, light bulbs, kitchen staffs, bathroom fittings etc, what ever they found nearby and did not allow any Bangladeshi Army officer to enter in the cantonment zone.

Bangladesh Government did keep silent and did not �stand with Mr. Jalil in saving the national properties. Every one of the top layer of the politics was engaged of saving their own ass as if their only job was to prove their utmost loyalty to the Indian Army.

These all are the consequences of a covert treaty between India and Bangladesh government signed by Indian and the exile government of Bangladesh in October 1971. This treaty was initiated by Indian foreign Intelligence-RAW. Honorable Premier Tazuddin Ahmed was active to collect the signatures from all the ministers of the exile BD Government. The honorable acting President Syed Nazrul Islam became sick and nervous after going through the docs of the treaty which he signed earlier at the Prime Minister's request and without reading it. The fact was disclosed by the then

Chief of Bangladesh Mission in Delhi Mr. Humayun Rashid Chawdhury in his interview (Masudul Haq; RAW and CIA in the liberation war of Bangladesh).

We know it was happened because of the short of statesmanship and lack of military thinking level of the then politicians who had no experience even to run a provincial government of East Pakistan. Mr. Tazuddin Ahmed was a pro-socialist believer and Pro Indo-Soviet liner. He did not consult with the Mukti bahini sector commanders.

Ambassador Boster saved Mujib and Bangladesh:
It was fact that Sheikh Mujib managed Finance Minister Mr. Taz uddin to resign from the Government position in the same day, the document was taken to Prime Minister in his breakfast table by Khondkar Mostaque Ahmed.

The then HE American Ambassador Davis Eugene Boster in Dhaka promised and extended his full support having the clear consent of the President of United States of America in saving the life of Prime Minister Sheikh Mujibur Rahman in that day when he was invited and requested for the American supports in case of any Indian attack on Him and Bangladesh.

White house did the accurate act what it was needed. (The fact was collected and reconfirmed by responsible Intelligence Sources).

The Indo-BD treaty was signed in October 1971 in Delhi. The main 7 points of the treaty are as follows;-

1)After the establishment of Bangladesh, the administrative officers who actively participated in the war of liberation would remain in their posts. The rest would be terminated and vacant posts would be filled up by the Indian administrative officers.

2)After the liberation of Bangladesh the required number of soldiers would remain in Bangladesh (No time limit was laid down).

3) Bangladesh would not form and maintain any formal Indian regular Armed Forces.

4) To maintain internal security and law and order a militia would be formed comprising of the freedom fighters.

5) The Chief of Staff of the Indian Armed Forces would lead the probable war with Pakistan. The Mukti Bahini (Freedom Fighters) would work under the command of Indian Armed forces.

6) Trade Transactions between the two countries would be free and open. The volume of trade would be calculated once in a year and the price would be paid in pound starlings.

7)The foreign Ministry of Bangladesh would maintain a close liaison� with with external affairs of Ministry of India and the latter would assist the former as per as possible.

This information of the treaty also was mentioned in the book of Dr.Kali Das Byeddyo who was dedicated in keeping liaisons for Bangladesh liberation, having the trusted connections with Awami league leaders and RAW and became Indian citizen after his assigned mission was success. His next mission is on the name of Bongobhumi; separating Hindu influenced regions in Bangladesh.

The leaders are lying everyday and shamelessly appearing to the public with their terrorizing attitude against their competitors. Those snake-Charmers never care those snakes that are already staying around and inside both political power circles and waiting for the appropriate time to bite and kill.

Projects and failures::
a) Bangladesh are already isolated from the Muslim world, especially Saudi Arabia and Malaysia and collapsing the sources of remittances and the major manpower market. Money launders are supported by the government. Crime World is awarded in upper hand. Smuggling routes are keeping unguarded. Major Garment factories are transferred to Indian owners. Man power exporting channels are mishandled. Indian Hindu and non-Muslims are found exported in Muslim countries with fake Muslim names for sabotage against Bangladesh. Internally terrorizing the Muslim citizens and encouraging non-Muslims and Indians (with fake identity) in important Govt. positions of the country and allowing Indian RAW operations in freehand across the country to take control.

b) The State Bank of India is going to replace Bangladesh Bank to collect the remittances from abroad following the case of Bhutan. The Bhutanese are collecting local currencies from local banks against those remittances. The Bhutanese have to remit in the State Bank of India. Finance Minister M A Muhit already exposed the Sonali exchange in abroad is a loosing concern in a reception meeting organized by Dhaka University Alumni Association, USA in Jackson Heights, and NewYork on October 11, 2010 which is a motivated campaign on the basis of the govt. policy. Sonali Exchange might close if the RAW guidance functions accurately.

Conclusion:-
RAW already stationed Dhaka. It must be closed soon. But that will need the changed situation which will be enough to compel them to be back. May be their insecurities or other alternative. CIA might play a negotiating role in it. The Intelligence agencies of Bangladesh should be utilized to collect the information to secure the country�s interests; the Industries, trades, educational systems, health and communications and Sea sides and to protect the country from smuggling of poisonous drugs, arms etc and saving from the regular attacking from Indian and Myanmar sides in the bordering areas.

Intelligence agency is needed to save exports and manpower markets and to secure the routes of remittances and other interests in abroad. We do not permit anybody to rent our Intelligence directorates to India for their internal vulnerabilities. The patriot intellectuals, bureaucrats and diplomats are welcome to about turn and take lead to change the political decisions and bring back the steering of the country towards the safest Journey.

They may not get any place in history but those "Secret" Mukti-joddhas also deserve a little respect.

Once we stand up to all radicals and fanatics (Islamic or otherwise), we may have our "Sonar bangla" on day....

Vice President Boediono has received cautious praise after calling on the "silent majority" to take a stand against a growing radicalism that he describes as threatening to take the country down a path of destruction. "Once we allow radicalism to take over our way of thinking, it will lead us toward destruction," the vice president said in a speech on Saturday at the opening of the Global Peace Leadership Conference, organized by Nahdlatul Ulama.  

"Freedom of expression has been used by certain groups to spread hatred," he added.

Though racism and interreligious conflict are fundamental issues that exist in most societies, Boediono said, Indonesians should protect the foundation upon which the country was built — the principle of unity in diversity. "Although Islam is the religion of the majority of people, Indonesia is not an Islamic state," he said. Boediono said the country must not abandon the basic principle that guarantees religious freedom for all.

To do this, he called on the silent majority to take a stand. "Radicals are usually vocal, though they are few in number. They drown out the silent majority," he said. "But there are times when the silent majority must dare to speak out. We must loudly reject radicalism and return to the original agreement of the founding fathers of the nation."

Pluralism advocates applauded him for speaking out strongly on a threat they have long warned of but that officials have paid little attention to. Week after week, stories of discrimination against minority religious groups fill news pages, and several surveys have pointed to a worrying increase in intolerance among Indonesians. 

Dhyah Madya Ruth, chairwoman of Lazuardi Birru, a group that aims to educate young people about the dangers of extremism, said it was important that the government made a clear stand. 

"We have to create a synergy between the government, the people and civil society organizations in solving this problem," she said. "Most important in this is not just the silent majority, but the silent government has to make a firm stand." Burhanuddin Muhtadi, an analyst from the Indonesian Survey Institute (LSI), said that President Susilo Bambang Yudhoyono had never strongly addressed radicalism. 

In August Yudhoyono decried "groups that threatened the nation," but his vague message could not be grasped by the public, Muhtadi said. "He is too focused on his own image. He doesn't want to be considered antagonistic toward Islamic hard-liners." Another important government figure who needs to stand up against those who promote hatred is the religious affairs minister, said Ulil Abshar Abdalla, the founder of the Liberal Islam Network and a Democratic Party politician.

"For example, in several Islamic gatherings people openly call for the banishment of [minority Islamic sect] Ahmadiyah. That should not be allowed," he said, adding that he regretted that Religious Affairs Minister Suryadharma Ali had adopted a conservative approach that fostered radicalism. Suryadharma has openly advocated banning the Ahmadiyah sect.
