Lack of right planning, mismanagement blamed

Sixteen months after its launching, the waterbus service in the rivers Buriganga and Turag is on the verge of collapse due to mismanagement and lack of proper planning.

Moreover, introduction of wrong types of vessels for the existing landing facilities along their route also caused a decline in the number of passengers. The vessels can only have three stoppages instead of six as the existing pontoons or landing facilities are too high for those.

Only two vessels now operate twice a day on the route -- Sadarghat to Gabtoli -- causing a loss of more than Tk 20,000 a day to Bangladesh Inland Water Transport Corporation which operates the service. The vessels were built at a cost of Tk 1.11 crore with their engines imported from the UK, BIWTC sources said.

On the Sadarghat-Gabtoli road, 105 buses operate daily, carrying thousands of passengers. The journey by bus takes up to three hours at peak time. Water bus covers its route -- about 10 kilometres -- in one hour and 30 minutes, and in a much more comfortable manner.

Moreover, the waterbus service has failed to attract passengers on a route dotted with suburban localities inhabited by Lakhs. People of nearby Basila and Shyamlashi areas have been demanding stoppages at the landing facilities there. They said it is not understandable how the service was planned ignoring important localities near the route.

"Lots of people from our village travel to Gabtoli every morning . But they have to take a much longer route to reach there, which takes up to two hours and costs more," said Deen Islam, a shopkeeper in Shyamlashi. "It would be a 15-minute journey by waterbus. We cannot understand why these vessels do not stop here," he added.

Contacted, a BIWTC official said, "Waterbus service did not click because there was no planning to attract passengers. Bangladesh Inland Water Transport Authority had pledged to build proper landing facilities but nothing has been done so far."

Seeking anonymity, another BIWTC official said, "Initially the service was so popular that at times we had to take more passengers than the vessels' capacity. But we failed to capitalise on it as the vessels started to break down."

In 2004, BIWTA built eight pontoons for starting the waterbus service. But these are not at all suitable for the two vessels used in the service. Building such vessels was a wrong decision, he added."We requested the authorities concerned to build some wooden landings but no step has yet been taken in this regard," said the official involved in the service since its launching.

এ বছরের ১৬ ডিসেম্বর উপলক্ষে বাংলাদেশ মুক্তিযুদ্ধে গুরুত্বপূর্ণ ভূমিকা পালনকারী ইস্টার্ন কমান্ডের তদানীন্তন চিফ অব স্টাফ লে. জেনারেল জে. এফ. আর. জ্যাকব বেশ ক'টি পত্রপত্রিকায় সাক্ষাৎকার দিয়েছেন। সাংবাদিকেরা তাকে প্রশ্ন করেছিলেন, ১৯৭১ সালে ভারত পাকস্তানকে ভেঙে দিতে সমর্থ হয়েছে। এর ফলে ভারত কি আরো নিরাপদ হয়েছে? এ প্রশ্নের উত্তরে জেনারেল জ্যাকব বলেন, 'ভারত পাকিস্তানকে রাষ্ট্র হিসেবে দুই টুকরো করে দিতে সমর্থ হলেও সামরিক দিক থেকে তাতে ভারতের লাভ হয়নি। বরং এর ফলে ভারত সামরিক দিক থেকে আরো বেশি চাপের মুখে পড়েছে।'
'পাকিস্তানকে ভেঙে দেয়ার উদ্দেশ্য ছিল ভারতকে আরো বেশি নিরাপদ করে তোলা। কিন' তা হয়েছে কি?'- এ প্রশ্নের জবাবে জেনারেল জ্যাকব বলেন, 'না, সে উদ্দেশ অর্জিত হয়নি। বরং সম্পূর্ণ বিপরীত অবস'ায় সৃষ্টি হয়েছে। আগে দুটো ফ্রন্ট ছিল। একটি ছিল আমাদের পশ্চিমে পশ্চিম পাকিস্তান এবং আমাদের পূর্বে পূর্ব পাকিস্তান। দুই ফ্রন্টে ব্যবস'াপনা করতে গিয়ে আমাদের জন্য সমস্যা সৃষ্টি করার সামর্থ্য পাকিস্তানের ছিল না। কিন' এখন তাদের সব সেনাবাহিনী এবং অস্ত্রশস্ত্র পাকিস্তানে (পশ্চিম পাকিস্তান) কেন্দ্রীভূত হয়েছে। ফলে তারা আরো সক্ষমভাবে এগুলোর ওপর নজর দিতে পারছে।'
জেনারেল জ্যাকবকে আরো প্রশ্ন করা হয়, 'আমরা কি '৭১-এর সামরিক বিজয় থেকে যথাযথ ফায়দা নিতে ব্যর্থ হয়েছি?'
উত্তরে তিনি বলেন, 'হ্যাঁ, কথাটি সঠিক। ১৯৭২ সালে সিমলা চুক্তির সময় পাকিস্তানের প্রেসিডেন্ট জুলফিকার আলী ভুট্টোর সাথে আমাদের এক লিখিত চুক্তি করা উচিত ছিল যে, বর্তমান সীমারেখাই জম্বু-কাশ্মিরে অস্ত্রবিরতির সীমারেখা হবে। এ প্রস্তাবে ভুট্টো বলেন, তিনি লিখিতভাবে কিছু দিতে পারবেন না। সে ক্ষেত্রে দেশে ফিরে গেলে তাকে হত্যা করা হবে। পরে ভুট্টো তার মৌখিক বক্তব্য থেকেও সরে আসেন।'
'ওই সময়ের আপনার সব থেকে উল্লেখযোগ্য স্মৃতি কোনটি?'- এ প্রশ্নের জবাবে জেনারেল জ্যাকব বলেন, 'আমার মনে পড়ছে, ঢাকায় জেনারেল নিয়াজির সদর দফতরের কথা। যখন আমি তার কাছে আত্মসমর্পণের শর্তাবলি পড়ে শুনালাম, জেনারেল নিয়াজি কান্নায় ভেঙে পড়লেন। তার পরেই যা মনে পড়ে তা হলো- রমনা রেসকোর্সে প্রকাশ্যে এবং জনসমক্ষে জেনারেল নিয়াজির আত্মসমর্পণের সময় বাংলাদেশীরা তাকে হত্যা করতে চেয়েছিল। জেনারেল নিয়াজিকে সরিয়ে আনতে আমাদের যথেষ্ট বেগ পেতে হয়।'
বাংলাদেশের মুক্তিযোদ্ধাদের অবদান সম্পর্কে লে. জেনারেল জ্যাকব বলেন, 'অনেকের বিপরীতে আমি কিন' সব সময় এই অবস'ান নিয়েছি যে মুক্তিযোদ্ধারা ১৯৭১ সালের অভিযানের সময় এক গুরুত্বপূর্ণ ভূমিকা পালন করেছে। তারা অনবরত পাকিস্তানিদের হয়রান করে গেছে এবং পাকিস্তানিদের মধ্যে আতঙ্ক সৃষ্টি করতে সমর্থ হয়েছে। তাই মুক্তিযোদ্ধাদের ভূমিকা ছিল সবিশেষ গুরুত্বপূর্ণ। যুদ্ধের সময় বাংলাদেশে আমরা এক হাজার ৪০০ সেনাসদস্যকে হারিয়েছি। চার হাজার সেনা বাংলাদেশ যুদ্ধে আহত হয়। মুক্তিবাহিনী সাহায্য না করলে আমাদের হতাহতের সংখ্যা আরো বেশি হতো। আমিই প্রথম ব্যক্তি যে নিজের লেখা বইয়ে মুক্তিযোদ্ধাদের ভূমিকাকে তুলে ধরেছি।'

Extrajudicial killings all around

THE spate of extrajudicial killing still continues. This time, 11 men in Bhola became victim of such killing on Wednesday afternoon. According to a report front-paged in New Age on Thursday, five people, suspected as pirates, along with a fisherman, got killed during a 'gunfight' involving the police. Moreover, five more suspected pirates, who escaped the 'gunfight', were later beaten to death by the mob. Suffice it to say, the killings in question necessarily point to, regardless of the oft-repeated claims of the incumbents otherwise, unabated slide in law and order on the one hand and growing public distrust of law enforcement agencies on the other.

The Awami League-Jatiya Party government assumed power in 2009 with the commitment, among others, that it would keep law and order under control and that it would stop all sorts of extrajudicial killing. Pertinently, it was highly critical of such kind of killing during the tenure of the Bangladesh Nationalist Party-led government in the past. Besides, it pledged on more occasions than one in the past three years or so before the leaders of different human rights organisations, national and international, that it will show zero tolerance towards such killing. Regrettably, however, it seems to have done little to make those words a reality. Worse still, it has consistently claimed that no extrajudicial killing has taken place during its tenure so far.

Meanwhile, apparently to evade criticism about extrajudicial killing, the law enforcers, especially the Rapid Action Battalion, have allegedly changed their tactics of execution in recent months. The new tactic involves enforced disappearances of alleged criminals. According to Odhikar, a rights organisation, a total of 359 people were killed in what the top brass of the law enforcers called 'crossfire', 'shootout, 'encounter', etc in the past three years or so, while the number of victims of mob beating stood at 148 and enforced disappearances, 22, in the past 11 months.

Either way, the incumbents need to realise that what suffers most due to all this is the rule of law, and that if it is allowed to continue, society may plunge into lawlessness, endangering even the hard-earned democracy of the country. It immediately needs to do something decisive about arresting the surge in crimes as well as putting an end to all kinds of extrajudicial killings.

Country mired in unacceptable level of corruption

When the nation is gearing up to celebrate its 40th anniversary and pay respect to the martyrs who sacrificed their lives to give birth to the country, it is rather disappointing to find out the degree to which the country is mired in corruption. According to a report front-paged in New Age on Saturday, a number of major development projects are not being implemented because of serious allegations of corruption.

The case of the Padma Multipurpose Bridge is well known, where the World Bank, the largest lender in the project, suspended funding, alleging corruption involving the immediate-past communications minister. The minister's private company allegedly coerced many bidders to hire them as paid 'silent agent.' Likewise, the 450MW Siddhirganj power project has been put out to fresh tender after the Electricity Generation Company of Bangladesh awarded the tender to a disqualified company, a client of the former communication minister's company. The 200–300MW power plant at Ghorashal is also uncertain after two rounds of bidding as, once again, Abul Hossain's client could not offer the lowest price. Furthermore, the water resources ministry had tried to give the job of manufacturing and supplying two sets of dredgers involving Tk 140 crore to a disqualified company before the cabinet committee rejected the proposal. Meanwhile, the Tk 904 crore project to widen the Dhaka–Mymensingh Highway has also become uncertain as one of the bidders, who obtained part of the job, turns out to have submitted forged documents.


Firstly, a note on Abul Hossain. The former communications minister, on his own, seems to have dipped his hands into half the corruption scandals the incumbents have been mired in, and why the minister had to be rehabilitated with a new portfolio, that of information and communications technology, defies all possible explanation. It may very well be a face-saving exercise to defiantly prop up the image of the government, or may be, the ruling party owes much in partisan favour to this lone lawmaker. Transferring the minister may remove him from the spotlight for now; the people of the country, however, deserve a thorough investigation and inquiry of each and every one of the allegations surrounding him and an explanation for the delay these allegations caused to nationally-important projects.

The former communications minister, however, is the current poster boy for a malaise that has been eating away at the Bangladeshi society for long. Starting from being ranked the most corrupt country in the corruption perception index of the Transparency International, to high rankings in the corruption perception surveys on the various agencies of the state, corruption has caused much ignominy to this nation on the eve of its 40th birthday. The onus now falls upon the ruling party, the Awami League, which also presided over the final throes of the liberation struggle against the Pakistanis, to rid the nation of the malaise which threatens to usurp the fruits of its liberty. And to do that, a thorough investigation into the allegations of corruption in such nationally-important projects, as well meting out exemplary punishment, is very much in order.

Forty years ago on Dec. 16, in front of massed throngs in Dhaka, the commander of the eastern wing of the Pakistani army tendered his country's unconditional surrender to an Indian counterpart. That act signaled the end of a brief war between the bitter foes and the liberation of East Pakistan, a territory ruled from Islamabad but separated by 1,000 miles of India, and its transformation into the independent state of Bangladesh. But while triumphant cries of "Jai Bangla" echoed across the new capital, they were shouted by a shell-shocked, war-ravaged people. An official in the then nascent country's government told a TIME reporter: "It is a dream come true, but you must also remember that we went through a nightmare."

That nightmare — more than half a year of brutal, arguably genocidal repression by the West Pakistani military against a Bengali populace seeking self-determination — claimed anywhere between one and three million lives, led to some half a million rapes and roughly ten million refugees fleeing across the western border with India. By any metric, the events that birthed Bangladesh in 1971 are among the bloodiest in the post-World War Two era.

Given the trauma of its founding, forty years on, Bangladesh has done fairly well for itself. Derided initially as a "basket case" state that spends half the year submerged under floodwaters, Bangladesh boasts development indicators superior to Pakistan, the country to which it was once unnaturally conjoined. Its economy grows at a healthy clip, boosted by one of the world's most prominent textiles industry. Its women are among the most empowered in any Muslim-majority country. Its democracy, though at times dysfunctional, is still robust. (I last visited Dhaka when the military was the de facto ruling power, the main force behind a caretaker administration of technocrats that ostensibly were seeking to reform Bangladesh's corruption-prone political parties. They bowed out following free and fair elections and, unlike in Pakistan, the army casts a far smaller shadow over politics in Dhaka.)

Yet the skeleton in Bangladesh's closet has always been the violence of 1971. As I've written here, here and here, the country failed for decades to reckon with its traumatic past, a legacy of both domestic divisions and the exigencies of the Cold War — former President George H.W. Bush, the Nixon administration's ambassador to the U.N. in 1971, denounced the Indian intervention that ended the massacres and won Bangladesh its freedom as "aggression." (India was closer to the Soviet Union; neighboring Pakistan and China had warmer ties with Washington.) Many of Islamabad's top military officials behind Operation Searchlight — the spectral name for West Pakistan's campaign of slaughter — slipped away back west, exonerated by governments in Dhaka, Islamabad and New Delhi that hoped to move beyond the horrors of 1971. Others, including some of the leading Bangladeshi collaborators with West Pakistan's military junta, remained and even managed to enter mainstream political life in Dhaka. One of them, Ali Ahsan Mojaheed, a leading member of the Jamaat-e-Islami, an Islamist party, told me in an interview in 2008 that the issue of war crimes was "dead" and could not be raised.

But this was a past that could not be buried, at least not in a country where virtually every household can offer tales of parents lost or disappeared, sisters raped and children murdered. It's a black mark on the nation that only in the past year, with the return to power of the secularist Awami League — the same party that led Bangladesh's freedom struggle in 1971 — has the country made significant progress in prosecuting four decade-old atrocities. The government of Prime Minister Sheikh Hasina set up a tribunal and had Mojaheed and six others arrested; most have been charged with war crimes. The international community has cautiously applauded the move, though rights groups and observers have expressed concerns about Dhaka's reticence to allow international mediation of the proceedings. Critics within Bangladesh say the tribunal is really a platform for Hasina to target key political opponents — the Jamaat has long been allies with the Bangladesh National Party, the main opposition and a sworn Hasina foe. Haroon Habib, a Dhaka-based journalist who has contributed to TIME in the past, shrugged off these concerns on the eve of the fortieth anniversary in an op-ed in the Indian daily The Hindu:

Whatever challenges the Hasina government faces today and whatever its failures and shortcomings are in delivering good governance, the trial of the perpetrators of the worst crimes against humanity is fundamental for Bangladesh. It is the answer to an aggrieved nation of countless bereaved families, widows and orphans, wounded and immobilised. It is an unfinished task which needs to be completed to remove a national stigma.

Still, a tribunal is no panacea for all of Bangladesh's ills. A long history of violence and extrajudicial killings, in keeping with the brutal episodes of 1971, remains, irrespective of which government is in power. Rights groups report at least 40 people, including dissidents and opposition activists, have been disappeared since January 2010. Fingers point to the long arm and heavy hand of the government's ominously named Rapid Action Battalion, an elite police unit.

To be sure, Bangladesh is hardly the only country in the region whose security forces and political elites behave with impunity. And the politics of South Asia is still tinged with a legacy of partitions, zero-sum games, existential divides and bitter conflict that simmers both within the countries there and the relations between capitals. More the shame then that the government in Islamabad has for many years attempted to wipe its hands clean off its military's actions in 1971. A number of heartfelt, thoughtful articles written by Pakistanis recently lament their national amnesia over the Bangladesh genocide. 1971 is something of a taboo in classrooms and features little in the often conspiratorial, overheated conversation of Pakistan's national media. In Bangladesh, too, knowledge of the massacres is clouded. Researchers have precious little physical, forensic evidence of the 40 year-old killings. To this day, investigators and historians struggle to come up with a clear number for those killed: Bangladesh is situated on an alluvial floodplain; its genocide victims weren't interred in killing fields, but flushed away via streams and rivers into the ocean.

In August 1971, as Bengali rebels resisted the West Pakistani crackdown, a TIME correspondent sent in this dispatch:

The evidence of the bloodbath is all over East Pakistan. Whole sections of cities lie in ruins from shelling and aerial attacks. In Khalishpur, the northern suburb of Khulna, naked children and haggard women scavenge the rubble where their homes and shops once stood. Stretches of Chittagong's Hizari Lane and Maulana Sowkat Ali Road have been wiped out. The central bazaar in Jessore is reduced to twisted masses of corrugated tin and shattered walls. Kushtia, a city of 40,000, now looks, as a World Bank team reported, "like the morning after a nuclear attack." In Dhaka, where soldiers set sections of the Old City ablaze with flamethrowers and then machine-gunned thousands as they tried to escape the cordon of fire, nearly 25 blocks have been bulldozed clear, leaving open areas set incongruously amid jam-packed slums. For the benefit of foreign visitors, the army has patched up many shell holes in the walls of Dhaka University, where hundreds of students were killed.

The article goes on:

Commented one high U.S. official last week: "It is the most incredible, calculated thing since the days of the Nazis in Poland."

Bangladesh must travel a long road before it can reconcile with the ghosts of its creation, but at least, four decades on, it is finally, imperfectly, taking those first steps.

To me 16 December is a day which can be marked as a watershed in the annals of history of the Bengali nation. This was a day when a thousand years old dream came true. The partition of India in 1947 was a blunder and the creation of Pakistan based on religion was illogical and the inclusion of East Bengal into Pakistan was a very bad political decision. We were destined to be separated from Pakistan sooner or later this is historical reality. At 40 what is the achievement of Bangladesh as a free nation? Political squabbling is there but the country itself is not failed one. There are certainly some visible progress has been made despite all these negative aspects. Bangladesh has established itself as a nation in the eyes of the world. A few of its achievements are well recognized by the international community.

The political quagmire is the only negative sign which will take some more time to mature. There is hardly any politician in the country who really understands their impartial responsibility towards the nation. They are mostly illiterate, short sighted and parochial. They have no power to chart a realistic approach to solve the national issues. Politics does not have anything to do with personal comfort and ego. This is the rotten sore in the Bangladesh political scene.

The way Bangladeshi politicians conducts politics it does not reflect the vision of an independent nation. Their behavior shows their lack of enlightenment and overall understanding of nature of politics. Harold Laski once said that a nation gets a government it deserves. This comment from a world renowned political philosopher may sound harsh but in many cases it’s true.

I do agree that 40 might not be a significant part of the eternity but in this span of time some sort of discipline should have emerge in the over all political situation of Bangladesh. This is yet to happen and when it will happen nobody knows.

A few blunders were committed at the early days of independence. Sheikh Mujib himself did no know the real concept of secularism which led him to join the spineless Organization of the Islamic Countries. This weakness was grabbed by the anti independence forces to divert the nation from the core value of nationalism. He failed to embrace and appreciate the different sections of the nationalist forces that all fought to defeat the enemy. The notion of democracy which was the mantra for our freedom struggle was not understood in its principles and spirit by Mujib who could not find a unity in diversity.

General Ziaur Rahman harmed the nation by resettling the religious fascist forces in national politics. He wanted to reaffirm and establish his authority by expanding his base by allowing these dark communal forces a free hand in the national politics. But despite all these the future will come with a positive synthesis which will be ushered by the posterity.

বঙ্গবন্ধুর সমাধি হোক সোহ্রাওয়ার্দীতে

১৯৭১ সালের ১৬ ডিসেম্বর আমার বয়স ছিল ১৪ বছর। সকাল থেকেই জিন্দাবাহারের বাড়ির ছাদে দাঁড়িয়ে আকাশের দিকে তাকিয়ে থাকতাম। সেদিন সকাল থেকেই খবর পাচ্ছিলাম আজ পাক বাহিনী মিত্র বাহিনীর কাছে আত্মসমর্পণ করবে। সকাল থেকে ঢাকার আকাশে তখন মিত্রবাহিনীর যুদ্ধবিমানের মহড়া চলছিল। ইচ্ছা হচ্ছিল ছাদে দাঁড়িয়ে জোরে চিৎকার করে বলি 'জয় বাংলা'। হঠাৎ লক্ষ্য করলাম বাসার পাশের গলি থেকে এক রাজাকার বাঁশি বাজাচ্ছে, চিৎকার করে বলছে নিচে নেমে যাওয়ার জন্য। হয়তবা বুঝতে পেরেছিল যে আমি জয় বাংলার লোক, বাইরে কার্ফু, কার্ফু পাসও নেই। হঠাৎ লক্ষ্য করলাম দূর আকাশে অনেক হেলিকপ্টার সাপের মতো দক্ষিণ থেকে উত্তরে যাচ্ছে। আঁচ করলাম নিশ্চয়ই এগুলো মিত্রবাহিনীর হেলিকপ্টার রেসকোর্সের দিকে যাচ্ছে।
গত কয়েকদিনের আকাশযুদ্ধ হওয়ার সময় প্রতিবেশী অবাঙালীদের আচরণে বেশ উৎফুল্লতা লক্ষ্য করলাম। পাপ্পু নামে আমার এক অবাঙালী পরিচিত লোক বলেই ফেলল ৭ম নৌবহর চলে এসেছে। এবার আর পাকিস্তানী সৈন্যদের কোন অসুবিধা হবে না। এই অবাঙালীদের এক বৃহৎ অংশ দেশ বিভাগের পর ভারত থেকে এসেছিল এবং এদের বেশিরভাগই ছিল ইসলামপুর/পাটুয়াটুলির ব্যবসায়ী।
সন্ধ্যা নাগাদ আকাশে গুলি ছোড়ার প্রতিযোগিতায় আশস্ত হলাম যে যুদ্ধ শেষ। ঢাকা এখন মুক্তিবাহিনীর দখলে। রেডিওতে মেজর হায়দারের কণ্ঠের কথা মনে আছে। লুঙ্গি পরেই জয় বাংলা বলতে বলতে ঘর থেকে বের হয়ে এলাম। রাজাকার আলবদর বা পাকবাহিনী কারও কথাই মনে ছিল না। একজন দু'জন হতে হতে অন্ধকারে জিন্দাবাহারের গলিতে অনেককেই পাওয়া গেল। এর পর শুধু জয় বাংলা, পদ্ম-মেঘনা-যমুনা তোমার-আমার ঠিকানা, তোমার নেতা আমার নেতা শেখ মুজিব শেখ মুজিব বলতে বলতে একেবারে বাবুবাজারের মোড়ে অনেকটা মিছিল সহকারে চলে এলাম। খনিকটা ক্লান্ত হয়ে পরে বাসায় ফিরে গেলাম। সারারাত আকাশে ছোড়া গোলাগুলির আওয়াজে ঘুমই হলো না। খুব ভোরে আব্বা আমাকে নিয়ে একেবারে তেজগাঁও এয়ারপোর্ট। একদল শিখ সেনাদের সঙ্গে দেখা হলো। এক অফিসার র্যাঙ্কের সৈনিকের সঙ্গে আলিঙ্গন করে আব্বা বললেন 'আপলোক হামলোককো বাঁচায়া'। প্রতি উত্তরে তিনি বললেন 'উনলোককো কুত্তা খারাহে'। বুঝে নিলাম কতটা ঘৃণা পাক বাহিনীর প্রতি ওদের ছিল। তেজগাঁও বিমানবন্দরের সামনে দাঁড়িয়ে ভাবছিলাম এখনই যদি বঙ্গবন্ধু চলে আসতে পারতেন। আমার মনে পড়ে এমনও কথা হয়েছিল যদি বঙ্গবন্ধুকে ওরা মুক্তি না দেয় তাহলে আমরা একজন অবাঙালী ও পাকিস্তানী সৈন্যকে আস্ত রাখব না।
বঙ্গবন্ধুর আগমনের জন্য আমাদের ২৪ দিন অপেক্ষা করতে হয়েছিল। ১০ জানুয়ারি বঙ্গবন্ধু সত্যিই ফিরে এসেছিলেন। বঙ্গবন্ধুকে হত্যার পর প্রতিবছরই বিজয় দিবস আসে। আমরা ৩২ নম্বরে যাই। তারপর যাই সভার স্মৃতিসৌধে। ৩২ নম্বরে গিয়েও তৃপ্ত হই না। সবই দেখি কিন্তু জাতির জনকের সমাধি দেখি না। এই সমাধি কি ঢাকায় স্থানান্তরিত করা যায় না? ২৬ মার্চ, ১৬ ডিসেম্বর, ১৫ আগস্ট_ এ দিবসগুলো কেমন যেন অনাড়ম্বর হয় না। আমি একবারই টুঙ্গিপাড়া গিয়েছিলাম। আমার মতো এ রকম লক্ষ কোটি জনতা আছে। গত বছর টুঙ্গিপাড়ায় যাওয়ার প্রাক্কালে বেশ কয়েকজন ছাত্রলীগ নেতা সড়ক দুর্ঘটনায় প্রাণ হারিয়েছেন। এ রকম দুর্ঘটনা প্রায়ই ঘটে থাকে। ইচ্ছা থাকলেও লাখো জনতা দূরত্ব, সময়ের কারণে যেতে পারেন না। এ প্রজন্মের বিরাট অংশ বঙ্গবন্ধুর সমাধি দর্শনে ব্যর্থ। এখন বঙ্গবন্ধুকন্যা ক্ষমতায় আছেন বলে যাতায়াতের সুবিধা বৃদ্ধির চিন্তা প্রশাসনের মাথায় আছে। কিন্তু সময়ের বিবর্তনে এরাই আবার ভোল পাল্টে ফেলেন। তখন সেখানে না যাওয়ার জন্য নানা রকমের ফন্দিফিকির করা হয়।
প্রধানমন্ত্রী শেখ হাসিনার কারণে টুঙ্গিপাড়ায় বঙ্গবন্ধু কমপ্লেক্স হয়েছে। তারপরও বিশেষ দিনগুলোতে যাওয়ার তাগিদ নেই। এক ধরনের অস্থিরতা কাজ করে। জাতির জনকের সমাধিতে ফুল দিতে পারলাম না? যে সোহ্রাওয়ার্দী উদ্যানে সঙ্গে বঙ্গবন্ধুর নামটি ওতপ্রোতভাবে জড়িত সেই সোহ্রাওয়ার্দীতেই বঙ্গবন্ধুর সমাধি স্থানানত্মরিত হোক। এটা এখন সময়ের দাবি। খাতকটা বঙ্গবন্ধুর পুরোপরিবারকে বনানীতে দাফন করল অথচ বঙ্গবন্ধুকে কেন টুঙ্গিপাড়া? এই প্রশ্নও নানাভাবে আসে। এর পেছনেও ঘাতকের কোন ষড়যন্ত্র, কোন হীন উদ্দেশ্য ছিল। পৃথিবীর বেশিরভাগ দেশে তাদের জাতির জনকের সমাধিস্থল রাজধানীতেই। ১৯৮৮ সালের বন্যায় বঙ্গবন্ধুর সমাধি পানিতে ডুবে গিয়েছিল। পত্রিকার সে ছবি দেখে কবি নির্মলেন্দু গুণ 'নেড়ীকুত্তার দেশে' নামে একটি কবিতাও লিখেছিলেন। কবি নির্মলেন্দু গুণ ভেবে রেখেছিলেন যে তিনি ব্যাপারটি নিয়ে প্রধানমন্ত্রী শেখ হাসিনার সঙ্গে কথা বলবেন যে জাতির জনকের সমাধি সোহ্রাওয়ার্দী উদ্যানের ঠিক মধ্যখানে প্রতিস্থাপন করা হোক। গুণদা সে কাজটি করতে পেরেছিলেন কি না জানি না। অনেক দেরি হয়ে গিয়েছে। আমরা আর কতদিন জিয়া-মোশতাক-নিজামী চক্রের দুরভিসন্ধিমূলক ওই নীলনকশা আর মান্য করে চলব? অনেক ছাত্রলীগ, যুবলীগ, আওয়ামী লীগ নেতৃবৃন্দের সঙ্গে আলোচনা করলে জানা যায় তারা কে কতবার টুঙ্গিপাড়া গিয়েছে। অনেকেই বলবেন আমি একবারই গিয়েছিলাম। পদ্মা সেতু হলেও জাতির জনকের সমাধির সঙ্গে দূরত্বটা থেকেই যাবে। এই দূরত্বের বিরোধিতা করেছেন অন্নদা শংকর রায়, কবি শামসুর রাহমানসহ অনেকে। দিন দিন এর সংখ্যা বাড়ছে। এ প্রজন্মের অনেকেই মুজিব আদর্শের অনুসারী। তবে সমাধিতে এসে শ্রদ্ধা নিবেদন এই আদর্শকে আরও শাণিত করবে বলেই আমার বিশ্বাস।
সরকার সংশ্লিষ্ট সবাই দেশপ্রেমিক নাগরিকদের বলছি চলুন না বঙ্গবন্ধুকে সোহ্রাওয়ার্দী উদ্যানে নিয়ে আসি। বাঙালী আমাকে মারবে না বঙ্গবন্ধুর এই প্রবল বিশ্বাস ছিল বাঙালীর ওপর। সেই বাঙালীর হাতেই মুজিব হত্যা হয়েছে। এই বাঙালী জাতির সেই পাপের প্রায়শ্চিত্ত হতে পারে তাঁর সমাধি সোহ্রাওয়ার্দী উদ্যানে পুনর্স্থাপনের মাধ্যমে। লক্ষ কোটি জনতার ফুলেল শ্রদ্ধা জানানোর মাধ্যমে। ধর্মীয় দিক থেকেও এর কোন বাধা নেই। কারণ এই সেদিনও স্বাধীনতার ৪০ বছর পর বীর মুক্তিযোদ্ধা লে. কর্নেল কাদিরকে চট্টগ্রাম থেকে রাষ্ট্রীয়ভাবে রাজশাহীর কাদিরাবাদ সেনানিবাসে পুনরায় সমাধিস্থ করা হয়েছে। অবশ্য এ ব্যাপারে ফতোয়াবাজ ও পকিসত্মানী ভূতেরা নানারকম ষড়যন্ত্র করবে। ইন্ধন যোগাবে জামায়াত-বিএনপির মতো প্রতিক্রিয়াশীল চক্র। এই ষড়যন্ত্র মোকাবেলার শক্তি এখন বাংলাদেশে আছে। এখন শুধু দরকার প্রধানমন্ত্রী শেখ হাসিনা ও শেখ রেহানার ইচ্ছা। ১৭ মার্চ ২৬ মার্চ ১৫ আগস্ট এবং ১৬ ডিসেম্বর বছরের এই চারটি দিনে বাংলাদেশের মানুষ প্রাণভরে জাতির জনকের প্রতি শ্রদ্ধা নিবেদন করতেই চাইবে। টুঙ্গিপাড়া বহু দূরের পথ- ব্যয়বহুল এবং সময়ক্ষেপণ। এতে অনেক পয়সাকড়িও খরচ হয়। অনেক বিদেশী অতিথি এসে বঙ্গবন্ধুর সমাধিতে যেতে চান। তাদের বঙ্গবন্ধু জাদুঘরে নিয়ে যেতে হয়। অনেকেই আবেগ আপ্লুত হয়ে পড়েন। খোঁজেন কোথায় তাঁর সমাধি। ফুল দিতে চান। প্রতিকৃতিতে ফুল দিয়ে আত্মতৃপ্তি লাভ করেন না।
তুরস্কের জাতির জনক কামাল আতাতুর্কের কবরটি ইস্তাম্বুল থেকে আঙ্কারায় স্থানানত্মরিত করা হয়েছে। আমরাও কি পারি না? ঢাকায় তাঁর কবর স্থানান্তরিত হলে লক্ষ কোটি লোক তাঁর কবর জিয়ারতের সুযোগ পাবেন। বাংলাদেশের প্রতি মমত্ববোধ বৃদ্ধি পাবে। আমার বিশ্বাস কবরে প্রতিদিনই অগণিত মানুষের ঢল নামবে। ওই বজ্রকণ্ঠের স্মৃতি মানুষকে অনুপ্রাণিত করবে। কেননা তিনি সর্বকালের সর্বশ্রেষ্ঠ বাঙালী ও বাঙালীর নেতা। ওই গণরোষের ভয়েই তাঁর হত্যাকারীরা তাঁকে টুঙ্গিপাড়ায় নির্বাসন দিয়েছিল। সে কারণেই আমাদের ১৯৯৬ সাল পর্যন্ত অপেক্ষা করতে হয়েছিল। ওই ইতিহাস বিকৃতকারী জামায়াত-বিএনপি চক্রকে আসত্মাকুঁড়ে আবারও নিক্ষেপ করেছে বাংলাদেশের জনগণ ২০০৮ সালে।
বঙ্গবন্ধুর কবর সোহ্রাওয়ার্দী উদ্যানে থাকলে অনেক অন্যায় কাজও তাঁর আদর্শের অনুসারীদের পক্ষে করা সম্ভব হবে না। বঙ্গবন্ধু যদি সোহ্রাওয়ার্দী উদ্যানে সমাহিত হন তাহলে আমার বিশ্বাস তিনি কবরে থেকেও আরও আত্মবিশ্বাসী হয়ে উঠবেন। তিনি হয়ত কবি শামসুর রাহমানের ভাষায় বলবেন না 'ওরা আমাকে ৪০ বছর ভাল করে দেখতে দেয়নি বসন্ত পলাশ/শহীদ মিনারের অগণিত পুষ্পার্পণ, এবং একুশের ছায়ানটের অনুষ্ঠান, বইমেলা'। আরও তিনি তৃপ্ত হবেন এই ভেবে যে তাঁর রাজনৈতিক গুরু হোসেন শহীদ সোহ্রাওয়ার্দীর পাশেই তিনি সমাহিত। সোহ্রাওয়ার্দী উদ্যানে বঙ্গবন্ধু সমাধি অফিস আদালতে বঙ্গবন্ধুর প্রতিকৃতির চেয়েও অনেক বেশি ক্ষমতাবান হবে বলে আমার দৃঢ় বিশ্বাস।
ওই দূর মধ্যপ্রাচ্যের ইয়াহিয়ার বন্দীশালার দুর্বিষহ নিঃসঙ্গতা আর চিন্তায় শুকিয়ে যাওয়া দীর্ঘদেহের মানুষটি লাখ লাখ জনতার সামনে দাঁড়িয়ে চোখ মুছতে মুছতে যখন বললেন 'আমি আবার আপনাদের কাছে এসেছি, লাখ লাখ ভাই মা আর বোন নিজেদের জীবনের বিনিময়ে বাংলাদেশ স্বাধীন করেছেন। আমাকে মুক্ত করেছেন। আমার প্রতি ভালবাসার কোন পরিমাপ নেই। এর কোন প্রতিদান আমি দিতে পারি না।' তখন এমন কোন বাঙালী ছিল না যার নিজের চোখেও পানি জমেনি এবং আবেগে গলাটা রুদ্ধ হয়ে আসেনি। বঙ্গবন্ধুর কবর ঢাকায় মানে মৌলবাদীদের জন্য একধরনের সতর্কবার্তা। নয়াদিল্লীতে মহাত্মা গান্ধীর সমাধি এবং এর আশপাশের পরিবেশ যেমন ভারতবাসীর দেশপ্রেমকে গভীর থেকে গভীরতর করে আমরাও চাই ঢাকায় বঙ্গবন্ধুর সমাধি হবে ওই সব পরাজিত পাকিস্তানপন্থীদের প্রতি বিষোদগার। কারণ 'ঘাতকেরা সে কফিনটিকে নিষিদ্ধ দ্রব্যের মতো পাচার করতে চেয়েছিল/বিস্মৃতির বিয়াবানে আর সে কফিন/ আলৌকিক প্রক্রিয়ায় একটি বিশাল/সন্তরনশীল নৌকা হয়ে ভাসমান সবখানে।' সেই নৌকাটি না হয় সোহ্রাওয়ার্দী উদ্যানে চিরদিনের জন্য নোঙ্গর করম্নক। আশা করি ২০১২ সালের বিজয় দিবসে আমরা লক্ষ কোটি জনতা সোহ্রাওয়ার্দী উদ্যানে বঙ্গবন্ধুর কবরে ফুলেল শ্রদ্ধা জানাতে পারব। প্রধানমন্ত্রী আমাদের আর্তনাদ শুনবেন কি?
