সাম্প্রতিক বাংলা সাহিত্যের অন্যতম প্রধান লেখক, বাংলা সাহিত্যে পোস্ট-মর্ডানিজম এর স্রষ্টা শহীদুল জহিরের মৃত্যুবার্ষিকী আজ ২৩ মার্চ। ভিন্নধর্মী এই লেখকের উপরে লেখা একটি প্রবন্ধ- 'নিভৃতে, অলক্ষ্যে শহীদুল জহির'।

কেউ ভোলে না কেউ ভোলে : আওয়ামী লীগের একদিনের সহিংসতার খতিয়ান

ইচ্ছে ছিল চতুর্থ দফা উপজেলা নির্বাচন নিয়ে লিখবো। কিন্তু সেটি আর সম্ভব হচ্ছে না। কারণ চতুর্থ দফা ইলেকশন অনুষ্ঠিত হবে ২৩ শে মার্চ অর্থাৎ আজ রোববার, যখন আমার লেখা ইতোমধ্যে ছাপা হয়ে গেছে। আমার পরবর্তী কলাম ছাপা হবে আগামী রোববার অর্থাৎ ৩০শে মার্চ। পঞ্চম ও শেষ দফা নির্বাচন অনুষ্ঠিত হবে তার পরদিন, অর্থাৎ ৩১শে মার্চ সোমবার। আর আমার কলাম বের হবে ৬ই এপ্রিল। সুতরাং উপজেলা নির্বাচন নিয়ে যখনই লেখি না কেন, সেটি হবে বাসি লেখা। তবুও সেই ইলেকশন নিয়ে আমার বিশ্লেষণ পাঠক ভাই-বোনদের কাছে অন্তত পাঠাতে পারবো তো।

গত শুক্রবার ঢাকার একটি বহুল প্রচারিত বাংলা দৈনিকের চার কলামব্যাপী প্রধান সংবাদের শিরোনাম, 'চতুর্থ দফায় ব্যাপক সহিংসতার আশঙ্কা।' রিপোর্টে বলা হয়েছে, 'উপজেলা নির্বাচনে (২৩ মার্চ) ভোট দেয়ার নামে যদি কারও খায়েশ হয় ভোটকেন্দ্রে যাওয়ার, আর ভোটকেন্দ্রে যাওয়ার পর আমাদের কর্মীরা তাদের দেখে আবার যদি মাথা গরম হয়ে যায়, আবার ফাটিয়ে দেয়া এবং মারতে মারতে মেরেও ফেলে তাহলে আমরা কিছু করতে পারবো না। আমার পোলিং এজেন্টদের সামনে প্রকাশ্যে সিল মারতে হবে। স্থানীয় এক নির্বাচনী সভায় আওয়ামী লীগ প্রার্থী ফিরোজ আহমেদ স্বপন আরও বলেন, আমার প্রতিদ্বন্দ্বী প্রার্থীর পক্ষে কেউ যদি পোলিং এজেন্ট হয়ে দায়িত্ব পালন করতে যায়, আর আমার কর্মীরা যদি তাদের মেরে ফেলে তাতে আমি দায়ী থাকবো না। তিনি আরো বলেন, আজ (বুধবার) থেকে বিএনপি-জামায়াতের হাজার হাজার কর্মীকে গ্রেফতারের অভিযান শুরু হবে। এর হাত থেকে বাঁচতে চাইলে এলাকা ছেড়ে চলে যান। ২৩ তারিখের পর আসতে হবে। তাহলে এ জনপদ রক্তাক্ত হবে না। এর বিকল্প কিছু করতে চাইলে তা হবে বুমেরাং।

নিজ দলের নেতাকর্মীদের উদ্দেশে কেন্দ্র দখলের আহ্বান জানিয়ে তিনি বলেন, আমাদের কর্মীদের বলছি, আপনারা ২৩ তারিখ ভোর ৬টার মধ্যে ভোটকেন্দ্রের চার দিকে ব্যুহ রচনা করবেন যাতে আপনাদের ভেদ করে কেউ ভোটকেন্দ্রে পৌঁছাতে না পারে। নিজ দলের নেতাকর্মীদের উদ্দেশে তিনি আরো বলেন, ভোটের দিন আপনারা বিরোধী পক্ষের লোকজনদের বাড়ি বাড়ি খুঁজবেন এবং পুলিশে সোপর্দ করবেন। এই কাজটি করতে আপনারা ঐক্যবদ্ধ হলে হাত তুলে জানান। তাহলে বিজয় আমাদের সুনিশ্চিত।' (দৈনিক যুগান্তর, ২১-০৩-২০১৪)।

আসলে এই নির্বাচনকে ঘিরে বিভিন্ন মহল থেকে সন্ত্রাস ও সহিংসতার আশঙ্কা করা হচ্ছে। সেই আশঙ্কা কতদূর সঠিক ছিল, অথবা সেই সহিংসতা কিভাবে কার্যকর হয় সেটি দেখার জন্য উদ্বেগ ও উৎকণ্ঠা নিয়ে রাজনৈতিক মহল এই দিনটির দিকে তাকিয়ে আছেন।

দুই

এখন যাচ্ছি ভিন্ন প্রসঙ্গে। সেটি হলো বিরোধীদলীয় কর্মসূচিতে বিশেষ করে হরতাল ও অবরোধে সহিংসতা ও রক্তপাতের কথা বলে তাদের আন্দোলনকে ষড়যন্ত্র এবং মানুষ মারার আন্দোলন বলে সরকার গত তিন চার মাস আগে থেকে জোরেশোরে প্রচারণা চালাচ্ছে। হরতাল বা অবরোধের মধ্যে কোনো ভাঙচুর হবে না, অগ্নিসংযোগ হবে না, ককটেল মারা হবে না, যদি এই রকম হরতাল বা অবরোধ হয় তাহলে আমাদের চেয়ে সুখী আর কেউ হবে না। সরকারের প্রোপাগান্ডা মেশিন এত জোরদার যে, এই ধরনের প্রচারণায় জনগণ বিভ্রান্ত হন এবং ক্ষেত্র বিশেষে জনগণ তা কিছুটা বিশ্বাসও করেন। কিন্তু বাস্তবে দেখা গেছে যে, রাজপথের আন্দোলন কোনোদিন গান্ধীবাদী অহিংস হয় না এবং প্রায় ক্ষেত্রে সেটি সহিংস হয়ে ওঠে।

এর জ্বলন্ত প্রমাণ হলো বেগম জিয়া তথা বিএনপি'র দুই দফা শাসনামলে সরকারবিরোধী আন্দোলনের নামে আওয়ামী লীগের চরম শ্বেত ও রাষ্ট্রীয় সন্ত্রাস কায়েম করা। ১৯৯৬ সালের ২০শে মার্চ ঢাকার একটি দৈনিকের প্রথম পৃষ্ঠার সংবাদের অংশ বিশেষ এখানে উল্লেখ করছি। শিরোনামটি দেয়া হয়েছে, আট কলাম জুড়ে। শিরোনামটি হলোÑ 'প্রধান বিরোধী দলসমূহ আহূত 'সংসদ ঘেরাও' কর্মসূচি ঠেকাতে পুলিশের গ্যাস সেল ও গুলীবর্ষণ/রাজধানীর ব্যাপক এলাকা রণক্ষেত্র : ব্যাংক ও সরকারি অফিসে আগুন : ২০টির বেশি গাড়ি ভস্মীভূত : ব্যাপক বোমাবাজি।'

খবরে বলা হয়েছে, 'পূর্বাহ্নের ঢাকা ছিল অসহযোগে অচলÑ অপরাহ্নের ঢাকা ছিল অগ্নিগর্ভা। রাজধানীর ব্যাপক এলাকাজুড়ে চলছে গুলী, বোমা, ভাঙচুর, জ্বালাও-পোড়াও। পুলিশি অ্যাকশন যথারীতি আহত করেছে পেশাগত কাজে ব্যস্ত সাংবাদিক, বিরোধীদলীয় কর্মী, সমর্থক ও পথচারীদের। আহত হয়েছে শতাধিক। ৪০ জনকে ঢাকা মেডিকেল কলেজ হাসপাতালে ভর্তি করা হয়েছে। পুলিশ গ্রেফতার করেছে ৫ জনকে। ধাওয়া-পাল্টা ধাওয়ার বিভিন্ন পর্যায়ে জনরোষে ভস্মীভূত হয়েছে ২০টির বেশি গাড়ি। বেশকিছু সরকারি অফিস, ব্যাংকে আগুন দেয়া হয়েছে, ক্ষতিগ্রস্ত হয়েছে বৈদ্যুতিক ট্রান্সফরমার। সচিবালয়ের দেয়াল ঘেঁষে বোমা বিস্ফোরণের ঘটনা ঘটেছে। সংবাদপত্রের গাড়িতে আগুন দেয়া হয়েছে। শেষ বিকেল হতে রাত পর্যন্ত ফার্মগেট, সোবহানবাগ, গ্রীনরোড়, ধানমন্ডির বিভিন্ন এলাকা, তেজকুনীপাড়া, কাওরান বাজার প্রভৃতি এলাকা ছিল রণক্ষেত্র। প্রধান প্রধান বিরোধী দল আহূত সংসদ ঘেরাও কর্মসূচি ঠেকাতে গৃহীত পুলিশি ব্যবস্থার ফসল গতকাল অপরাহ্নের এই সব ঘটনা।'

ওই রিপোর্টে আরো বলা হয়, 'গতকাল অপরাহ্নের এই বিক্ষিপ্ত সংঘর্ষে বেশকিছু সরকারি অফিসে আগুন দেয়া হয়। রমনা পরিবার পরিকল্পনা অফিস, মতিঝিল আইসিটি অফিস, ধানমন্ডি পরিবার পরিকল্পনা অফিস, পরিবেশ অধিদফতরের অফিস, তেজগাঁও বিআরটিসি ট্রাক ডিপো, খিলজী রোড়ে স্থানীয় সরকার অফিস, বাবর রোড়ে প্রতœতত্ত্ব বিভাগের অফিসে অগ্নিসংযোগ করা হয়। বনানী বাজার পাওয়ার স্টেশন, গুলিস্তান ও রমনা পার্ক এলাকায় দু'টি ট্রান্সফরমার ক্ষতিগ্রস্ত করা হয়। বাংলা মোটরে বিএনপি অফিসে আগুন দেয়া হয়। বাবুবাজার পুলিশ ফাঁড়ি ও ইংলিশ রোড়ে পুলিশ ভ্যানে বোমা নিক্ষেপের ঘটনা ঘটে। কাওরান বাজার আরব বাংলাদেশ ব্যাংক শাখা, জনতা ব্যাংক কর্পোরেট শাখা ও কাওরান বাজার ন্যাশনাল ব্যাংকেও অগ্নিসংযোগের ঘটনা ঘটেছে। মালিবাগে পেট্রল পাম্পে আগুন দেয়া হয়েছে। এইসব সংঘর্ষের পাশাপাশি বিভিন্ন এলাকায় বোমাবাজির ঘটনা ঘটেছে। ২৯নং ওয়ার্ড কমিশনার এনামুল হক সর্দারের ১০৩/এ উত্তর মুগদাপাড়াস্থ বাসভবনে বোমা হামলা চালানো হয়। হামলায় কমিশনরের একমাত্র পুত্রের শয়নকক্ষের জানালার কাঁচ ভেঙে যায়।

পৌনে ৬টায় সোবহানবাগস্থ পরিবেশ অধিদফতরে ব্যাপক ভাঙচুর চালানো হয়। এই অধিদফতরের গ্যারেজে পেট্রল বোমা নিক্ষেপ করলে ৩টি পাজেরো, ১টি জিপ, ১টি মাইক্রোবাস, ২টি প্রাইভেটকার, ২টি মোটরসাইকেল পুড়ে যায়। তবে প্রতিটি গাড়ির গ্লাস ভাঙচুর করা হয়। ধানমন্ডি ২৭ নম্বর রোড়ে পুলিশ মিছিলকারীদের ওপর হামলা করে। গ্যাস সেল ও গুলীবর্ষণ করলে পুলিশের ওপর ইট-পাটকেল নিক্ষেপ করা হয়। সন্ধ্যায় ২৭ নম্বরের গলিতে গলিতে সংঘর্ষ ছড়িয়ে পড়ে। ধানমন্ডি ২৭ নম্বর এবং মোহাম্মদপুর এলাকায় ১০-১২টি যানবাহনে আগুন ধরিয়ে দেয়া হয়। সোবহানবাগে দৈনিক ইনকিলাবের সাংবাদিকদের বহনকারী বেবিটেক্সি (ঢাকা-০২-১১৬৩) ভাঙচুর ও অগ্নিসংযোগ করে। সন্ধ্যার পর কাওরান বাজার এলাকায় একটি মাইক্রোবাসে আগুন ধরিয়ে দেয়া হয়।

এদিকে বঙ্গবন্ধু এভিনিউ এলাকায় দুই দফা সংঘর্ষ হয়েছে। দুপুরের দিকে বঙ্গবন্ধু এভিনিউতে জনতা ব্যাংকের ভেতরে একটি পড়ে আগুন ধরে যায়। পুলিশ দ্রুত ছুটে গিয়ে কয়েক রাউন্ড গ্যাস সেল নিক্ষেপ করে আগুন নেভানোর কাজ করে। সন্ধ্যার দিকে পুনরায় ব্যাংকটিতে পেট্রলবোমা নিক্ষেপ করা হয়। পুলিশ গ্যাস সেল নিক্ষেপকারী ৫ জন পিকেটারকে গ্রেফতার করে। মেডিকেল রিপোর্টার জানান, সকাল পৌনে ৭টায় ফার্মগেট ওভার ব্রিজের সামনে পিকেটাররা একটি বাসে বোমা নিক্ষেপ করলে বাসযাত্রী বিজয় (৪০) ও টগর (৩০) আহত হয়। বিকেল ৪টা থেকে সন্ধ্যা ৭টা পর্যন্ত গোটা ফার্মগেট, পান্থপথ ও কাওরান বাজার এলাকা রণক্ষেত্রে পরিণত হয়। এ সময় কাওরান বাজার এলাকায় রেজাউল করিম (২৩), সাধন (৪০) ও আকবর আলী (৪৫) বোমায় আহত হয়। ফার্মগেট এলাকায় আনোয়ার হোসেন (২১), মুক্তার (২৩), সবুজ (২২), হারুনুর রশিদ (২০), লিটন (২৫), ইসমাইল (১৫), মাহাবুব (২৬), মানিক (১২), মামুন (২৫), মোস্তাক (২০), মো. আলম (২৩), আকবর আলী (৪৫), নুরুন্নবী (৪০) ও রুবেল (২৩) আহত হন।

সোবহানবাগ মসজিদ অতিক্রম করার সঙ্গে সঙ্গে একদল যুবক ধানমন্ডি ১৫ নম্বর (নতুন) সড়কের প্রথম বাড়িতে অবস্থিত পরিবার পরিকল্পনা কার্যালয়ে হামলা চালায়। তারা কার্যালয়ের সাইনবোর্ড ভাঙচুর এবং গেট ভেঙে ভেতরে রাখা ২টি গাড়িতে অগ্নিসংযোগ করে। বিক্ষুব্ধ মিছিলকারীদের ছত্রভঙ্গ করতে বিপরীত দিক থেকে পুলিশ প্রথমে টিয়ারগ্যাস নিক্ষেপ করে। কিন্তু মারমুখো মিছিলকারীরা বোমা ও ইটপাটকেল নিক্ষেপ করতে করতে পুলিশকে ধাওয়া করে। সোয়া ৫টা থেকে সাড়ে ৭টা পর্যন্ত গোটা এলাকা ছিল রণক্ষেত্র। প্রাণ ভয়ে এলাকার বাসাবাড়ির লোকজন মেঝেতে শুয়ে পড়ে। এ ঘটনায় হতাহতের কোনো তথ্য তাৎক্ষণিকভাবে জানা যায়নি। তবে ঢাকা মেডিকেল কলেজ হাসপাতাল সূত্রে জানা গেছে, সোবহানবাগ ও ধানমন্ডি এলাকা থেকে ১৫ জন আহত হয়ে হাসপাতালে এসেছে। মেডিকেল রিপোর্টার জানান, গতকাল রাজধানীতে বিক্ষিপ্ত ঘটনায় আহত ৪০ ব্যক্তিকে ঢাকা মেডিকেল কলেজ হাসপাতালে চিকিৎসা দেয়া হয়েছে। এদের মধ্যে ফার্মগেট এলাকায় বোমা বিস্ফোরণ ও গুলীতে আহত ২১ জনকে ঢাকা মেডিকেলে নেয়া হয়। এছাড়াও সকাল সাড়ে ৯টায় যাত্রাবাড়ী এলাকায় একটি বাসে বোমা নিক্ষেপ করলে বাসযাত্রী মোজাম্মেল হক (৪৫) ও তার ছেলে মোমেন (১৪) আহত হন। সকাল ১০টায় যাত্রাবাড়ী ভাঙা প্রেস এলাকায় একটি বাড়ির ছাদে বোমা বিস্ফোরণে আব্দুল জলিল (১৬) আহত হয়। বেলা ২টায় মতিঝিল এলাকায় বোমা বিস্ফোরণে ইসমাইল (২৫), মোস্তফা (২২) ও আকবর আলী (৩৫) আহত হন। বিকেল ৪টায় বিডিআর ২ নম্বর গেটে আওয়ামী লীগের একটি মিছিলের ওপর হামলা চালান হলে স্বপন (১৫) ও পিন্টু (১৮) আহত হয়। বিকেল ৫টায় হাজারীবাগ বটতলায় স্থানীয় একটি গার্মেন্টস শ্রমিকরা বাড়ি ফেরার পথে তাদের ওপর বোমা হামলা চালানো হলে গার্মেন্টস শ্রমিক নাদিম (২৫), আলমগীর হোসেন জুঁই (২০), নার্গিস (২৩), রাশেদ (২৫) বোমায় আহত হন। সন্ধ্যা সোয়া ৬টায় তেজগাঁও নাবিস্কোর মোড়ে সরকার ও বিরোধী দলের মধ্যে ধাওয়া-পাল্টা ধাওয়া ও বোমাবাজি হলে মো. কবির (১৮) আহত হয়।'

মাত্র একদিন অর্থাৎ ১৯৯৬ সালের ১৯শে মার্চের ঘটনাবলি বললাম। আওয়ামী লীগ যে কত দূর ধ্বংসাত্মক হতে পারে তার নমুনা ওপরের ওই একদিনের ঘটনা। তাদের এ ধরনের ধ্বংসাত্মক তৎপরতার ফিরিস্তি, অর্থাৎ পত্রিকার ক্লিপিং আমার কাছে অনেক আছে। তবে আফসোস হয় প্রধান বিরোধী দলের ওপর। এদের কোনো রিসার্চ সেল আছে বলে মনে হয় না। এরা কোনো হোমওয়ার্ক করে না। এরা গরিব মানুষদের ভাত, কাপড়, বিদ্যুৎ, গ্যাস, চাল, ডাল, তেল, নুনÑ এইসব নিয়ে আন্দোলন করে না। আওয়ামী লীগের ভিত্তিহীন এবং ওয়াইল্ড অভিযোগের জবাব দিতে পারে না। সেজন্যই তারা রাজনীতির মাঠে ব্যাক সিটে আছে। কতদিন থাকবে সেটি আল্লাহই জানেন।

বাংলা-ভারত সম্পর্ক : মোদি যদি গদি পান

অস্বীকার করার জো নেই ভারতের প্রধানমন্ত্রী হিসেবে নরেন্দ্র মোদির মনোনয়ন দক্ষিণ এশিয়ার রাজনীতিতে ভূমিকম্পতুল্য ঘটনা। কিন্তু ভারতবাসী তাকেই চাইছেন বলে মনে হচ্ছে। ফলে প্রতিবেশিদেরও তা-ই মেনে নিতে হবে বৈকি এবং নির্বাচন-পূর্ব সমীক্ষাগুলো দুর্যোগপূর্ণ সেই নিকট ভবিষ্যতেরই ইঙ্গিত দিচ্ছে।

দক্ষিণ এশিয়ায় ভারতের প্রতিবেশিরা অতীতেও বিজেপি ও রাষ্ট্রীয় সেবক সংঘ (আরএসএসপরিবারের শাসন দেখেছে। তবে প্রধানমন্ত্রী হিসেবে অটল বিহারি বাজপায়ী এবং নরেন্দ্র দমোদর দাস মোদি নিশ্চয়ই কেবল হিন্দুত্ববাদী আদর্শের দু'জন ভিন্ন ব্যক্তিমাত্র নন। যদিও গুজরাট গণহত্যা বা বাবরি মসজিদ ধক্ষংসের জন্য বাজপায়িআদভানিমোদি কেউই দু:খিতলজ্জিতক্ষমাপ্রার্থী নন কিন্তু ব্যক্তিগত রুচিশাসন ধরন ও কূটনৈতিক সম্পর্কের ক্ষেত্রে এদের পছন্দের ফারাকও অবজ্ঞা করার মতো নয়। বিশেষত মোদির কর্তৃত্বে বিজেপিতে কর্পোরেট অর্থনীতির স্বার্থ ও রাষ্ট্রীয় স্বয়ংসেবক সংঘ-এর সাম্প্রদায়িক নির্দেশনা এত একচেটিয়াত্ব পেয়েছে যেপুরো উপমহাদেশের জন্য তা প্রবল বিপদ সংকেত হিসেবে বিবেচিত হচ্ছে। বহু ধর্ম-বর্ণ-জাতির মিলনস্থল ভারতে মোদির উত্থান নিয়ে তাই চলতি সময়ে যে ব্যাপক বিতর্কটানাপোড়েন ও অস্থিরতা চলছে তা অস্বাভাবিক নয়।

তবে সংঘ পরিবারের দিল্লি জয় আর ভারতীয় জাতীয় কংগ্রেসের শাসনামলের মধ্যে বাংলাদেশের জন্য পার্থক্য লক্ষ্য করা যায় সামান্যই। ভারতে ব্যাপকভাবে এবং বাংলাদেশেও বিভিন্ন মহল সংঘ পরিবারের চেয়ে কংগ্রেসকে প্রগতিশীল শক্তি হিসেবে গণ্য করে স্বচ্ছন্দে। কিন্তু এই 'প্রগতিশীল'দের সঙ্গে রাষ্ট্র হিসেবে বাংলাদেশের অভিজ্ঞতা সুখকর নয়।

মতদ্বৈততা শুরু হয়েছিল মুজিব শাসনামল থেকেই। ১৯৭৫ পরবর্তীকালে তা ভয়ংকর ব্যাপকতা পায়। বাংলাদেশকে ঘিরে ত্রিপুরা সীমান্তে শান্তি বাহিনীমেঘালয় সীমান্তে কাদের সিদ্দিকীর বাহিনীকে সশস্ত্র মদদ দানভাটি অববাহিকার স্বার্থ ও অধিকারকে অগ্রাহ্য করে যৌথ নদীগুলোতে বাঁধ ও ব্যারাজ নির্মাণের হিড়িক গত শতাব্দির কংগ্রেস শাসনামলেই ঘটেছে।

সোনিয়া গান্ধীর নেতৃত্বাধীন চলতি শতাব্দিতেও ব্যতিক্রম কিছু হয়নি বরং সীমান্তে কাটাতারের দেয়াল বসানোর পাশাপাশি বেড়েছে বেসামরিক মানুষকে নির্বিচারে হত্যার ঘটনা। ফলে দুনিয়া জুড়ে এখন বাংলাদেশকে বলা হয় 'কাঁটাতারে ঘেরা বিশ্বের সবচেয়ে বড় কারাগার।' যৌথ নদী কমিশনের স্থায়ী অকার্যকারিতা ও দু'দেশের চরম বাণিজ্যিক ভারসাম্যহীনতার বিষয়েও গত পাচ বছরে মনমোহন সিংয়ের ইউনাইটেড প্রগ্রেসিভ এলায়েন্স ছিল বরাবর নির্বিকার।

কিছু কিছু ক্ষেত্রে ভারতীয় নীতিনির্ধারকরা বাংলাদেশকে নিয়ে তামশারও আশ্রয় নেন। যেমন২০১১ সালে মনমোহন সিংয়ের সফরকালে বলা হয় বাংলাদেশের ৪৬টি পণ্যকে ভারত এখন থেকে শুল্ক সুবিধা দেবে। অনুসন্ধানে দেখা যায়বাংলাদেশ এরূপ পণ্যের ১২টি উৎপাদনই করে নাস্বভাবত এইরূপ প্রতিপক্ষের সঙ্গে তিস্তার 'জলবন্টন' হয়নিচুক্তিমত পদ্মার পানিও পায়নি বাংলাদেশ। উপরন্তু বাস্তবায়ন হয়নি ছিটমহল বিনিময়ের বহুল প্রতিশ্রুত সীমান্ত চুক্তিও। অথচ বাংলাদেশের জনসমাজের রাজনৈতিক দ্বিধা-বিভক্তিকে ব্যবহার করে নির্বিঘেœ ভারত তার বহুদিনের অধরা করিডর সুবিধা আদায় করে নিয়েছে।

আন্তর্জাতিক কূটনীতিতে যাকে win-win মডেল হিসেবে অনুসরণ করা হয় ঢাকা ও দিল্লির সম্পর্কের উপরোক্ত অভিজ্ঞতা ঠিক তার বিপরীত। বাংলাদেশ-ভারত সম্পর্ক স্বল্পকালের জন্য win-win মডেল খুঁজে পেয়েছিল অকংগ্রেসি মোরারজি দেশাইর শাসনামলে [১৯৭৭-১৯৭৯]। শান্তি বাহিনী ও কাদেরিয়া বাহিনীর দৌরাত্ম থামিয়েছেন তিনিফারাক্কায় পানি বন্টনে রাজি হয়েছেনবাংলাদেশের অভ্যন্তরে তাদের বৈদেশিক গোয়েন্দা সংস্থার তৎরতায়ও কিছুটা লাগাম টেনে ধরা হয়েছিল।

দু' দেশের সম্পর্কের নাটকীয় এসব উন্নতি দিল্লিতে দেশাই সরকারের মতোই ছিল ক্ষণস্থায়ী। এরপর আই কে গুজরালের কয়েক মাসে [১৯৯৭-৯৮দেশাইয়ের এপ্রোচ উঁকিঝুঁকি দিতে দিতেই মিইয়ে যায়। তারপর থেকে ভারতের বাংলাদেশ নীতি আবার পুরানো ধারায়ই কেবল ফিরে যায়নি ক্রমে তা কঠোরতর হয়েছে। ইত্যবসরে সেখানে ইন্দিরাবিরোধী সমাজবাদীদের বদলে অকংগ্রেসী শক্তির নেতৃত্বে এসেছে হিন্দুত্ববাদী আরএসএস পরিবারের কর্তব্যক্তিরা বাজপায়িআদভানিযোশিসুষমা স্বরাজনরেন্দ্র মোদি প্রমুখ। রাজনীতির সমীকরণ সেখানে মধ্য-বাম ঘরাণা থেকে মধ্য-ডান ঘরাণায় স্থায়ী হয়েছে এবং দেশটির শক্তিশালী আমলাতন্ত্র বাংলাদেশকে দেখতে শিখেছে আরেকটি পাকিস্তান হিসেবে। যে কারণে দেখা যায়১৯৯৮ পরবর্তী সময়ে বাজপায়ির নেতৃত্বে অকংগ্রেসী এনডিএ সরকার প্রথমবারের মতো পূর্ণ পাঁচ বছর ক্ষমতায় থাকার পরও বাংলাদেশের প্রাপ্তি ছিল শূন্য।

এসময় লক্ষ্যণীয়ভাবে অকংগ্রেসীদের অর্থনৈতিক নীতিও সমাজবাদী অবস্থান থেকে কর্পোরেটপন্থীয় ঝুকে পড়ে। অর্থনৈতিক ক্ষেত্রে বাজপায়ি-সরকার পূর্ণ অর্থনৈতিক উদারিকীরণের নীতি নেয় এবং যার প্রধান তরঙ্গ হিসেবে শিল্পব্যবসা-বাণিজ্য সবকিছুর প্রাইভেটাইজেশন শুরু হয়। নেহেরু জমানার মিশ্র অর্থনীতির ধারণা থেকে ভারতকে একটানে বের করে নিয়ে আসে এনডিএ। সরকারের প্রথম বছরেই রাষ্ট্রায়ত্ত খাতের ছোট-বড় প্রায় ৮৪ হাজার ফ্যাক্টরি বন্ধ করে স্বেচ্ছায় অবসর গ্রহণ কর্মসূচির নামে কর্মী ছাঁটাই করে দেয়া হয়।

বাজপায়ীর শাসনামলে সামরিক দিক থেকে বড় দুটি ঘটনা ঘটে ১৯৯৯-এর কারগিল যুদ্ধ এবং ১৯৯৮-এ পারমানবিক বোমার বিস্ফোরণ ঘটানো। শেষোক্ত ঘটনার মাধ্যমে 'পারমাণবিক অস্ত্রধারী দেশ' হিসেবে ভারতকে বিশ্ব দরবারে পরিচিত করে বিজেপি এবং এটাকে বিশেষ গর্বের এক বস্তু হিসেবে ব্যাপকভাবে মিডিয়ায় প্রচার চালানো হয়। এইরূপ সামরিক উম্মাদনা দক্ষিণ এশিয়ায় সামরিকায়ন বাড়িয়ে তোলে। যা বাড়তি নাজুক করে তোলে বাংলাদেশসহ অন্যান্য ক্ষুদ্র দেশগুলোর নিরাপত্তাকে। এরপরই ঘটে গুজরাট গণহত্যা যা সে সময়কার কেন্দ্রীয় সরকার ও গুজরাটের মোদি সরকারের একটি মিলিত ষড়যন্ত্র ছিল। দেশের প্রধানমন্ত্রী হওয়া সত্ত্বেও বাজপায়ি এই গণহত্যা বন্ধে কোন উদ্যোগই নেননি।

অর্থনৈতিক উদারীকরণসাম্প্রদায়িক বর্ণবাদ ও যুদ্ধ-উম্মাদনার মিশেলে ভারতীয় অকংগ্রেসীদের তৈরি নতুন এই দক্ষিণপন্থা ইউরোপে পুরানো হলেও দক্ষিণ এশিয়ার বহু বর্ণিল সামাজিক পরিবেশে তা বিবাদ ও জিঘাংসার এক সম্পূর্ণ নতুন আবহ তৈরি করছে যার উত্তাপ লেগেছে এখন তাদের সীমান্তের বাইরেও। ভারতে দক্ষিণপন্থী এই উম্মাদনারই সর্বোচ প্রকাশ ঘটে গুজরাটে নরেন্দ্র মোদির দীর্ঘ শাসনামলে এবং সেটাই এখন 'গুজরাট মডেল' আকারে অন্যান্য রাজ্যে ছড়িয়ে দিতে তৎপর স্থানীয় কর্পোরেট শক্তি।

স্বভাবতএরূপ 'মডেলে'র বাংলাদেশ নীতি হয়েছে অতিরক্ষণশীল। ভারতের ধর্মীয় মূলধারার সহানুভূতি পেতে বিজেপি ও মোদি ক্রমাগত এখন বাংলাদেশকে জঙ্গীবাদী রাষ্ট্র হিসেবে প্রচারে মত্ত। অতি সম্প্রতি আসামে নির্বাচনী জনসভায় বাংলাদেশী 'নির্যাতিত হিন্দু'দের সেখানে স্বাগত জানিয়েছেন মোদি যা ছিল স্রেফ ভোটের সমীকরণকে হিন্দু-মুসলমান ধারায় বিভক্ত করার জন্য।

সামগ্রিক এই পরিস্থিতিতে ধারণা করা হচ্ছেমোদির নেতৃত্বে বিজেপি সরকারের আমলে ভারতীয় কূটনীতির গত পাঁচ বছরের আধিপত্যমূলক বাংলাদেশ নীতির ধারাবাহিকতাই বজায় থাকবে কিংবা তা আরও রূঢ় রূপ নিবে। এরূপ অনুমানের বড় ভিত্তি হলোবাংলাদেশ সংশ্লিষ্ট বিষয়ে গত পাঁচ বছরে বিরোধিদল হিসেবে বিজেপি'র বিভিন্ন আচরণ ও নীতি-অবস্থান।

ছিটমহলগুলোকে বন্দিত্ব থেকে মুক্তি দিতে বাংলাদেশ-ভারত সীমান্ত ভূমি হস্তান্তর চুক্তিটি বিজেপির বিরোধিতার কারণেই গত দুই বছর ধরে লোকসভায় আলোচনার জন্য উত্থাপন করা যায়নি। ২০১৩ সালের ২৩ আগস্ট রাজ্যসভায় বিজেপি'র নেত্রী সুষমা স্বরাজ স্পষ্টভাবে জানিয়েছেন, 'বিজেপি পুরোপুরি এই চুক্তির বিরোধী।' বিজেপির আরেক নেতা ও ভারতের সাবেক পররাষ্ট্রমন্ত্রী যশবন্ত সিনহা বলেছেন, 'এইরূপ বিল পাসের জন্য সংবিধানে দুই-তৃতীয়াংশ সমর্থন প্রয়োজন। ফলে সংসদে আমাদের সমর্থন প্রয়োজন। আমরা এর পক্ষে সমর্থন দেব না।' বিজেপির আসাম শাখা এই চুক্তির বিরুদ্ধে নিয়মিত প্রদেশ জুড়ে মিছিল-মিটিংও করে যাচ্ছে। বিজেপি দহগ্রাম-অঙ্গরপোতা ছিটমহলে যাওয়ার জন্য বাংলাদেশকে তিন বিঘা করিডর হস্তান্তরেরও তীব্র বিরোধী ছিল। অথচ এই চুক্তির বিনিময়ে ভারত যা পেয়েছে সে বিষয়ে তারা নীরব।

কেবল এইরূপ দ্বিপাক্ষিক চুক্তির বিরোধিতাই নয় ভারতে সম্প্রতি সংগঠিত সকল সাম্প্রদায়িক দাঙ্গা ও জঙ্গী তৎপরতার পরই বিজেপির পক্ষ থেকে তার পেছনে বাংলাদেশের (মুসলমানদেরহাত আবিষ্কারও অব্যাহত আছে। ২০১২-এর আগস্টে আসামে বোড় (Bodos) উপজাতির হাতে প্রায় এক শত মুসলমানের গণহত্যার পরপরই বিজেপি তার জন্য 'বাংলাদেশ থেকে আসামে অনুপ্রবেশকারী মুসলমানদের' দায়ী করে প্রচারণা শুরু করে। অথচ বহুদিন থেকে ভারত সরকার বাংলাদেশ-আসাম  সীমান্ত কাঁটাতারের বেড়া দিয়ে ঘিরে রেখেছে। আসামের ঐ ঘটনায় প্রায় চার লাখ অসমীয় মুসলমান বাস্তুচ্যুত হন এবং এই আক্রমণের পরপরই সেখানে সফরকারী ভারতের ন্যাশনাল কমিশন ফর মাইনরিটিজ-এর পক্ষ থেকেও বিজেপির দাবিকে ভিত্তিহীন বলে অভিহিত করা হয়। বিজেপির কেন্দ্রীয় সভাপতি ২০১৩-এর ২ মার্চ দলের কাউন্সিল সভায় সভাপতির ভাষণে বাংলাদেশের উল্লেখ করে বলেন: 'বাংলাদেশীদের অনুপ্রবেশ ভারতের জন্য বাড়তি নিরাপত্তা সংকট তৈরি করেছে। বাংলাদেশীরা এখন আসাম ছাড়াও ত্রিপুরামেঘালয়অরুণাচলে ছড়িয়ে পড়ছে।'

বিজেপি কেবল যেএভাবে তাদের ভূখন্ডের অস্থিতিশীলতার সঙ্গে বাংলাদেশকে জড়াতে চায় তাই নয় বাংলাদেশের অভ্যন্তরেও সাম্প্রদায়িক উত্তেজনা তৈরি করতে চেষ্টা করে এবং তাকে অজুহাত হিসেবে দাঁড় করিয়ে বাংলাদেশের আন্তর্জাতিক ভাবমূর্তিকে কালিমালিপ্ত করতে চায়। ২০১৩ সালের ৭ মার্চ কোন কারণ ছাড়াই বিজেপি এমপিরা ভারতীয় লোকসভায় সমস্বরে দাবি জানানবাংলাদেশে হিন্দুদের ওপর যেভাবে মানবাধিকার লঙ্ঘন হচ্ছে তাতে ভারতের সক্রিয় সাড়া দেয়া উচিত। এরূপ বক্তব্য স্পষ্টত বাংলাদেশের অভ্যন্তরীণ বিষয়ে হস্তক্ষেপের জন্য উস্কানিতুল্য। বিজেপির যে এমপি চন্দন মিত্র সেদিন লোকসভায় ঐ বক্তব্য তুলে ধরেছিলেন তাকেই ২০১৩ তে তাদের প্রেসিডেন্টের সফরসঙ্গী হিসেবে দেখা গিয়েছিল বাংলাদেশে। ধারণা করা যায়দলটি যখন কেন্দ্রে আবার সরকার গঠন করবে তখন তার এইরূপ নীতি-অবস্থান দু দেশের সম্পর্ক বিষাক্ত করে তুলবে। তারই বিপজ্জনক ইঙ্গিত পাওয়া গেল খোদ মোদির সাম্প্রতিক এক ভাষণে যেখানে তিনি বলেন,

A country (like India] needed to protect not only its citizens but also people of its roots in other countries, he said adding "they may have a passport of different colour but the colour of our blood is the same. We need to protect the people of Indian origins…"

ঐ একই বক্তৃতায় মোদি এও বলেন, 'আয়তনের বিশালত্বকে ব্যবহার করে' ভারতের উচিত আশেপাশের দেশগুলোকে 'প্রভাবিত' করার নীতি নেয়া। বলা বাহুল্যএইরূপ বক্তব্য দক্ষিণ এশিয়া সুদূরপ্রসারী এক বিপদের রণধক্ষনি শোনাচ্ছে।

বাংলাদেশ তার স্বাধীনতার চার দশক ধরে উপরে কথিত 'আয়তনের বিশালত্ব'-এর 'প্রভাব'কে মোকাবেলা করেই এখনো মধ্যপন্থী ধারায় বিস্ময়করভাবে টিকে আছে। নিঃসন্দেহে 'গুজরাট মডেল'-এর মোকাবেলাও তার জন্য অনিবার্য নিয়তি। তবে মোদি ও আরএসএস-এর দক্ষিণপন্থী রাজনীতির স্বাভাবিক প্রতিক্রিয়া হিসেবে বাংলাদেশেও অতি দক্ষিণপন্থী রাজনীতির বিকাশ ঘটে কি না সেটা দেখার জন্যই এখন অপেক্ষা করতে হবে দক্ষিণ এশিয়ার রাজনৈতিক পর্যবেক্ষকদের।।

Bangladeshi people aren't Bewakuf and will act forcefully to oust her Dictatorial regime INSHAALLAH. More than half of the constituents lost their voting right during the
last Parliamentary Election. I believe that Hasina personally doesn't believe that She is the people choice to run the government . If free and fair election is conducted her party should be out of power now. Current government in Bangladesh became  the 2nd BKSAL regime. 1st BKSAL regime didn't last long. This regimes future is bleak definitely. Sooner she departs from the power better for the  people of Bangladesh.
    Commissioner Anis Ahmed is a proud Bangladeshi like our Hero Dr. Mohammad Yunus. All Bangladeshis regardless of party affiliation should be proud of his achievement.

I am not surprised at the treatment being meted out to their house keeper or Bangladesh terminology  "house servant". What Islam and his wife were  alleged to have done to their servant is typical of Bangladeshis whereever  and whenever they have house servents (exception applies).
I am also surprised to learn that they promised to pay their house servant $3000.00 per month in addition to food and board.Where do they get so much money to keep a house servant with $3000.00 when Mr. Islam's monthly allowance is less than $3000.00.

It looks like a replay of the Devyani Khobragade case that strained India-US relations seriously.

'New York Post' has reported that Bangladesh's consul general in New York Monirul Islam and his wife were slapped with a lawsuit on Friday for allegedly forcing their ex-servant to work for free under "slavery-like conditions."

Masud Parves Rana, a Bangladesh native, has claimed in the Manhattan federal court that Islam and his wife, Fahima Tahsina Prova, promised to pay him $3,000 per month and provide "good working conditions" if he agreed to work as their servant at their Manhattan apartment, the daily reported.

But Rana claims he was instead forced to steadily work 6:30am to 11pm — or later — daily without pay, sleep in a storage closet or on a mattress in the kitchen, and serve as cook at Bangladesh Consulate events at the whim of Islam.

If he complained, Islam threatened to "kill" him, the law suit says.

Rana — who is seeking unspecified amount of monetary compensation — worked for the family from September 2012 until earlier this month.

"After making such promises and bringing Mr Rana to the United States, defendants maintained him here in forced labour in slavery-like conditions, forbidding him from leaving their residence under his own volition, threatening to beat him or kill him, threatening that the police will arrest and kill him if he left their residence, physically assaulting him on at least two occasions, maintaining possession over Mr Rana's passport and visa, and withholding all compensation from Mr Rana for a period of over eighteen months," the suit says.

He was required to start work at 6:30am, cook all meals from "scratch," iron clothes, wash clothes by hand, clean the apartment, watch the couple's adolescent son and do other chores. He would work until at least 11pm – and sometimes up until 3am if the family wanted a late-night snack, the suit claims.

He was only allowed to eat "expired or leftover food" alone in the kitchen and had to keep his belongings in a plastic bag, the suit alleges.

Rana also claims he could not leave the apartment because Islam said he would be killed or arrested if he tried.

The Bangladesh consulate did not immediately return messages, says the 'New York Post'.

The charges against Islam and his wife make Indian "Nannygate" diplomat Devyani Khobragade — whose New York arrest and strip search last December caused a diplomatic furore between India and the US — look like a generous boss, the paper observed.

Khobragade was indicted by the feds after being accused of lying on official documents that claimed she was paying her female housekeeper $4,500 a month.

In reality, the feds say Khobragade forced Indian national Sangeeta Richard to work 100 or more hours a week, with no day off, for just $573 a month — or as little as $1.22 an hour.

Rana is being represented by lawyer Dana Sussman, who is also representing Richard in the case against Khobragade.EOM

What is the matter with you, guys? Everybody is agreeing with everybody. My little email was meant to mock the herd mentality of Bangladeshi people who keep electing and submitting to the leadership of Hasina and Khaleda Zia. Now I see that everyone agrees. How can we conduct any meaningful discussion and debate if there is no dissent among us? Should we pack up and go home, saying that there is no dissent and peace has broken out?

Indeed, "a country gets the leaders it deserves." I also agree with Dr. A. Rahman that Bangladesh deserved the leaders that it got over the years. I doubt though if they are really happy with such leaders. May be a lot people are happy in a perverted way; and in many instances a lot of people probably have given up to the frustrating reality.
Because I believe that "a country gets the leaders it deserves", I am generally not a big critic of any leader. My frustration is more with people who have big academic qualifications, yet are unworthy of being called "educated."

I fully concur with the democratic values QR has highlighted below. In a democratic system one can disagree, often fundamentally, but that disagreement should not turn to aggressive behaviour, abusive language or violence. In Bangladesh, people and, in particular, our politicians don't appreciate this fundamental pre-requisite for democracy. Khaleda Zia had been lodging 'movement' ('andolon') burning cars, buses, trucks etc and in the process killing people before the recent election to bring down the government by force. She must have learnt it from Sheikh Hasina who said in 1996 that the then government must be brought down by force. Now Hasina has turned from poacher to gamekeeper! 

I am not criticising Sheikh Hasina or Khaleda Zia singularly. I am criticising the system which brought out such despicable characters into the so-called Bangladeshi 'democratic system'. As it is said, a country gets the leaders it deserves. Probably Bangladesh deserves such leaders and people are happy with them.

I am glad member Roy's open response. I agree with most of it and wish to add couple more ideas ....

In our country you can support whatever political group you wish to support. I respect that. At the same time if someone else do support their choice of parties, you should show some level of maturity, tolerance and respect for that choice. I have been with this forum for a while. I am not actively involved with any parties but have some opinions that does not always follow any party line. I was shocked to see how nasty people can get with even symbolic differences in opinions.

I mean my likes or dislikes does not amount to much in our country but what the hell happen to democratic culture?

With your response, it is clear that the right group is NOT apolitical (As claimed earlier) but they "Time" their complaints to benefit their political party. So even if violence take place before election, they will remain quiet. I imagine will  do the opposite if the other party is involved.

The whole idea of any human right group is to be the spokesperson for that group. WHENEVER any violence or persecution takes place they should speak up right there!!

I believe - this is an ominous signal for the country. It shows that the country of Bangladesh is drifting towards Pakistani line of politics of getting rid of religious minorities from the land, and Awami League is slowly subscribing to that line of politics as well.

Pakistan in Bangladesh is left for the history books only. We broke up and moving forward with our own ways. Today I wish to see a Bangladesh who will look after it's own interest over Pakistan or India or any other foreign country.

I see BNP as a center-left political party, much like Muslim League, and Awami League as a centrist progressive party. In my view, religious minorities have no other option, but to support Awami League in the election season. In that case, there will be no difference left between BNP and Awami League, as we came to know. This is what we have said to Ambassador Mozena also.

of religious misdemeanour and criminality.
I
agree with Jiten Roy that truth (or rather facts) must be
brought out. But one must be careful about what one calls
truth. For example, to Jamaatis the existence of God and His
divine messages are the truths. To Narendra Modi Hindu
chauvinism is the truth. So the establishment of truth is
not as clear cut as it seems. But we must bring out facts
and try to show to the world what is fair and what is not.
