[ALOCHONA] Outline and Roadmap of Digital Bangladesh



Dear Members,

 

A critical success factor for implementing the 'Digital Bangladesh' is to establish a clear perception of what the citizens will get and in which timeframe.  Although the government is about to complete its one year in power, countrymen and even the policymaker do not seem to be aware of what exactly they are going to receive/deliver in this respect.  A well circulated roadmap is also essential in order to help monitor progress by various quarters.

 

I tried to portray an outline of the 'Digital Bangladesh' and proposed a roadmap for implementing it in my article published in Daily Naya Diganta today (14/12/2009).

Dhaka hopes to settle entry to Asian Highway next week

 

Bangladesh is expected to settle its entry in the Asian Highway network at an upcoming meeting of Asian transport ministers scheduled to be held in Bangkok next week, said communication minister Abul Hossain on Sunday.
   

Dhaka has sought accession to the multilateral treaty last August, but still requires support from two neighboring countries to complete the formalities.
   The previous political regime of BNP-led government did not ratify the mega transport project the deadline for which expired in December 2005.
   

It is expected that supports from India and Myanmar could be obtained at the Bangkok meetings to be held on December 17-18, the communication minister told New Age.
   Abul Hossain said it would be the culmination of the Awami League-led government's initiative to join the UN-sponsored Asian Highway network that would cover 141,000 kms across 32 Asian countries from Tokyo to Ankara.
   

Bangladesh Nationalist Party, the main political opposition, opposes the Asian Highway link-up saying it would provide 'transit' to India for its northeastern region.
   BNP which had opted not to sign the treaty demanded promotion of a sub-regional route, Kolkata-Dhaka-Myanmar, as the main route for joining the Asian Highway.
   

Two other proposed routes announced as the main routes by the Asian Highway authorities would connect only India and Bangladesh.
   Abul Hossain observed that the promotion of the proposed sub-regional route as the main route would depend on Myanmar and construction of nearly 1,000 kms roads inside the military-ruled country.
  

 Dhaka is trying to convince Yangon to construct the road so that it could establish direct road link with the Chinese city of Kunming through Myanmar, he said.

[ALOCHONA] Lies about Santu Larma in Shonarbangladesh



    First, please read the article publsihed in the Sonarbangladesh internet newspaper :
 
 
 
        My response:
 
        This is a vicious propaganda against a section of the population of Bangladesh and aimed at denying them their citizens' rights.
 
       This aeticle is written with very clever lies constructed carefully to seem truth-like at first. But upon a second look you will find deception and dirty politics.
 
        For instance, the military dictator Ziaur Rahman, under the cloak of an illegally imposed Martial Law, sent 'bangalee' settlers behind repressive army battalions to CHT. Together they unleashed terror in the region, subjected local inhabitants to unspeakable torture and grabbed land from them to accomodate 'bangalees'.  Subsequent military regime carried out the progrom unabated for years.  

        So, when the lie-monger of Shonarbangladesh says that half the population of CHT is 'bangalee' he is giving us a manufactured fact, manufactured with blood and gore.
 
       Furthermore, he is pandering to the 'bangalee' sentiment --"How can you call yourself a freedom fighter for Bangladesh if you do not support the rights of 'bangalee' over the lives and livelihood of some 'junglee' adibashis who are Indian spies anyway?"
 
       Very nice trap!  How many of you want to step into it?

5 Bangladeshis shot, injured by BSF in two days:83 killed in 11 months

 
Five Bangladeshis received bullet injures during the last two days as Indian Border Security Forces (BSF) opened fire on unarmed Bangladeshis despite its repeated pledges to maintain restrain.

A Bangladeshi national was shot and injured by BSF along Uchhna border in Hakimpur upazila of Dinajpur on Saturday morning. The injured was identified as Moyem Uddin 28, son of Kayem Uddin of Uchhna village in the upazila. Joypurhat 3 Rifles Battalion said that BSF opened fire on Moyem when he went near the border at about 6:40am, leaving him seriously injured. Local people rescued and admitted Moyem to Pachbibi Upazila Health Complex. BDR sent a letter to the BSF protesting the incident.

Earlier, four Bangladeshis were wounded as they were shot by BSF along Chapainawabgonj and Lalmonirhat border on Friday. The injured were identified as Yusuf, 40, and Kion Mia, 20, of Chandpur village, and Sayem, 35, of Kakmari village, in Shibganj in Chapainawabgonj and Tahajul Islam, 25 of Lalmonirhat.

BSF promised not to commit atrocities on the border time and again, the latest on November 11 in a sector commanders meeting, but disregarded its own commitment.

Meanwhile, the total number of Bangladeshis killed by BSF during the period from January 1 to November 11 rose to 83. According to statistics projected by 'Odhikar', a non-government human rights watchdog, some 62 Bangladeshi civilians were killed by the Indian BSF from January 1 to July 11 this year. More than nine years between 1 January 2000 and 11 November 2009 a total of 809 people were reported killed, 846 injured and 895 abducted by the BSF.

The killings of unarmed Bangladeshis by the BSF on the border are continuing in clear violation of the spirit of good neighborliness as well as international law and despite repeated pledges by the Indian authorities to stop it. In every meeting between BSF and BDR and also between the higher level officials of the two countries, the Indian side assures that killing of Bangladeshis by its forces on the border would come to an end immediately. But this pledge is seldom implemented.

Multi-Agency Centre (MAC) to monitor terror activities in Bangladesh
 
Agartala, Oct 19 (IANS) India has set up a Multi-Agency Centre (MAC) to monitor and share intelligence with the police in various states about terror operatives in Bangladesh, an official said here Sunday.


'IB (Intelligence Bureau) joint director is the head of the newly constituted MAC and intelligence chiefs of all the states are members of the high profile body,' said Pranay Sahay, Tripura police director general.


'The MAC is closely monitoring the activities of Indian militants in Bangladesh, especially on matters relating to training, support, assistance and shelter across the border.'


All information gathered by the MAC, under the ministry of home affairs, would be shared among the states for effective action.


Tripura police intelligence chief Bishnu Debbarma said: 'New Delhi had already asked Dhaka and submitted evidence on the involvement of Bangladesh-based outfits like Harkat-ul-Jihad-al-Islami in terror acts in various parts of the country, including their hand in the northeast and in the Hyderabad blasts.'


'A high power committee on strengthening of intelligence in states, specially those affected by militancy and naxalism, has been formed and it would be coordinated and convened by IB,' a police official said.


He said: 'The committee comprises police chiefs of Andhra Pradesh, Maharashtra, Karnataka, Uttar Pradesh, Delhi and Assam. It would suggest strengthening of intelligence gathering and how to collect adequate information in a faster pace, analysis, dissemination and constant flow of information at all levels.'


The committee headed by the IB chief is now preparing its report that would be submitted to the ministry of home affairs next month.


India and Bangladesh share 4,096 km of border, of which 2,979 km cover land and 1,117 km are riverine.


'BSF (Border Security Force) in August during a meeting with the Bangladesh Rifles (BDR) had given a fresh list of 110 hideouts being operated by the Indian militants,' a BSF official told IANS.

Dholaikhal-made automobile parts to be exported to US
 
Bangladesh for the first time will export potential light engineering
products to the US market, ushering in a new horizon in the country's
industrial sector.
 
Initially, three automobile samples---bumper breaker, lower control
crown and subar (rubber)---worth 15,000 US dollar (equivalent to Taka
about 11 lakh) will be exported to a US company named New Milbert
International Inc.
 
The other products including grill, moulding, piston, fender and
mirror will be exported to the US market in phases.
On the basis of quality assurance of the spare parts, Bangladesh may
get export orders worth billions of dollars to the potential US
market, Industry Ministry sources said. "Although the order worth
15,000 US dollar is small in size, it is just beginning of entrance to
the US market. If we can carry the initiative forward it will be
easier to turn the country into a digital Bangladesh as envisioned by
Prime Minister Sheikh Hasina," said Industries Minister Dilip Barua at
a function in connection with the MoU signing at the BITAC's
conference room here..
 
A tripartite Memorandum of Understanding (MoU) was signed among three
sides---the US Company, Bangladesh Industrial Technical Assistance
Centre (BITAC) and Bangladesh Engineering Industry Owners Association
(BEIOA).
 
President of BEIOA Abdur Razzaque, Additional Director of BITAC Dr
Syed Md. Ihsanul Karim and managing partner of New Milbert
International Inc Nishan Rahim inked the paper on behalf of their
respective sides.
 
With director general of BITAC Ashish Kumar Paul in the chair, the
function was addressed, among others, by director of BITAC Shahjahan
Ali and president of Bangladeshi Society in New York M Aziz.
Dilip Barua said the government is working for turning Bangladesh into
an industry-thrived country by discouraging stopping mills and
factories like the previous governments did.
In doing so, he said, a draft of the long-cherished industry policy
has already been formulated.
 
The present administration wants to play a facilitating role instead
of regulator and that is why it plans to cut export tax of
entrepreneurs, said Dilip Barua.
 
The industries minister underscored the need for ensuring quality of
products rather than maximizing profit.
Nisham Rahim termed the order as a simple and said the order could be billions of dollars if the government provides the exporters with necessary supports including 10 percent cash incentive and low interest rates.
 
Dr Ihsanul Karim said there is no alternative to implement Vision-
2021 to make the country industrialized. He suggested for engaging the
large number of the country's manpower in the potential light
engineering sector.
 
Abdur Razzaque claimed that the sample products to be exported to the
US market are as good as the products of Taiwan and India.
He listed infrastructures and utility shortages as major hurdles in
the way of making more foreign direct investment (FDI) in the country.
