জগদীশ চন্দ্র বসুর জন্ম, তাঁর
মৃত্যুও এ মাসেই। তাই এই
নভেম্বরে জগদীশ চন্দ্র বসুকে
নিয়ে সামান্য আলোচনা করলে আর 
তার একটি অবদানের কথা একটু
বিস্তৃতভাবে জানতে পারলে বোধ
হয় মন্দ হয় না।


আচার্য জগদীশ চন্দ্র বোসকে বলা
হয় ভারতের আধুনিক বিজ্ঞানের
প্রবর্তক এবং সার্থক আধুনিক
বিজ্ঞানী (১৮৯৪-১৯৩৭)। বিদেশের
মাটিতে নয় দেশেই প্রেসিডেন্সি

I have no problem in being proud of Vedic literature because of its literary beauty. I have no problem in being proud of India's contribution to the field of math, astronomy, and chemistry. It has been said that india invented zero and contributed to trigonometry and arithmetic. Aryabhatta, Shustuta, Kanada, etc. are some of the names that we all should be proud of. I am saying all this from the top of my head. 
But I have problem in being proud of some thing nonsense like Vedic math. Why math has to be mixed with Vedas to infuse false pride! Vedas are great by themselves and so is Indian contribution to math. 

Changing constitution to make it worse is obviously wrong. But it is not less wrong to distort the meaning of nationalism. Modi is a tactful leader. I will say he is dynamic too. But we must not forget his RSS roots and that RSS is divisive. There will always be backward pull. Indians have to watch how Modi plays the balancing game.

Modi is not a fool, he is a politician. He knows how to play the cards. As long as he finds glory in Vedic scripture, why this should be a problem? my comments on the quoted comments (below) by Dr. Jiten

I see too much of conjecture, exaggeration, imagination and
falsification in Dr. Roy's comments. With the same kinds
of practice, religious people of other shades have been
making the claims that all kinds of knowledge can be found
in their religious books. The way I see them, the stories in
the Hindu scriptures are like poor quality science fictions,
based upon imagination. Compared to those, many of the
modern science fictions are based upon a good deal of
methodical thoughts, and upon technologies that actually
have been proven to work. That is why a lot of real science
and technology have their roots in science fictions.

BTW: As for Modi/BJP being a threat to secularism, people
need to realize that Modi/BJP is not like the fools/fanatics
that throw stones at the devil after praying to their God.
Even with their oxymoron of Hindutwa, they are a lot more
rational people than those who believe in the dogmatic
religions.

How could the ancient Indian astrology predict the lunar and solar eclipses correctly in spite of believing that the demon Rahu swallows them? Follow the cryptic language of ancient literature, and a lot might be clear.

Let me make my final comments on this thread. The claim that the Hindu religious books have in-depth knowledge of astronomy is worse than exaggeration. It is false. Those books have no in-depth or systematic knowledge. They have wild imaginations.
 
It is wrong for educated people like us to give too much credit to myths and wild imaginations from religious books, even when we agree that imaginations are needed for real innovations. People like us need to work on removing the brainwash from religious people who falsely and exaggeratedly give too much credit to what I call "primitive wisdom" in their respective religious books, and in the process stay in their narrow cocoons of stupidity and hatred, making the world a miserable place to live in.

The guy who 'invented' algebra called the system Indian Math. Even Pythagoras had been a student of Indian Math and Philosophy. S. Chakrabarty has his mindset on the superiority of the Bedouin un culture of the Arabs. We can always pardon an ill informed Brahmin for his lack of knowledge. Can't we, Dr. Roy?

গাজীপুরের একটি বেসরকারি কলেজের অধ্যক্ষ। শিক্ষা মন্ত্রণালয়ের তথ্যানুযায়ী তিনি সহকারী অধ্যাপক। অথচ তিনি নিজেকে অধ্যাপকের পাশাপাশি ডক্টরেটধারী বলে প্রচার করছেন। এমনকি তার রুমের সামনে টাঙানো নামফলকে নামের আগে 'ড.' লিখে রেখেছেন। বিষয়টি ওই কলেজে কৌতূহল তৈরি করে। তার পিএইচডি ডিগ্রি তদন্ত করে ষোল আনাই ভুয়া বলে প্রমাণ পায়   শিক্ষা মন্ত্রণালয়ের পরিদর্শন ও নিরীক্ষা অধিদপ্তর (ডিআইএ)। প্রতারণার অভিযোগে তার বিরুদ্ধে শান্তিমূলক ব্যবস্থা গ্রহণের সুপারিশ করেছে সংশ্লিষ্ট অধিদপ্তর। শিক্ষা মন্ত্রণালয় ও ইউজিসি বলছে, শুধু এই অধ্যক্ষই নন, এরকম ভুয়া এমফিল, পিএইচডি নিয়ে সরকারি-বেসরকারি বিভিন্ন প্রতিষ্ঠানের গুরুত্বপূর্ণ পদে চাকরি করছেন প্রায় ৫ হাজারের বেশি কর্মকর্তা। পর্যায়ক্রমে সব ভুয়া পিএইচডিধারীদের ডিগ্রি যাচাই করা হবে বলে জানিয়েছে শিক্ষা মন্ত্রণালয়। 
মেহেরীন ইসলাম কলি, তিনি আমেরিকা ওয়ার্ল্ড ইউনিভার্সিটি (ইউকে ক্যাম্পাস) থেকে বিবিএ নিয়েছেন লন্ডনের গ্রিলহল কলেজ থেকে। তার ডিগ্রির সমতা বিধান করতে গিয়ে ইউজিসি দেখতে পায় ওই ছাত্রী লন্ডনে কোন দিন যাননি। বাংলাদেশে বসেই লন্ডনের ওই কলেজের সার্টিফিকেট দিয়েছেন আমেরিকা ওয়ার্ল্ড ইউনিভার্সিটি থেকে। আজমেরি ইসলাম, তিনি আমেরিকা ওয়ার্ল্ড ইউনিভার্সিটি থেকে ইংরেজিতে অনার্স ও মাস্টার্স করেছেন। তার সনদ যাচাই করেও ভুয়া  বলে প্রমাণ পাওয়া যায়। ইউজিসি বলছে, শুধু দেশের নয়, বিদেশ থেকে ডিগ্রি আনে তাদের ডিগ্রি সমতা বিধান করতে গিয়ে প্রায়ই এ ধরনের অসমতা ও ভুয়া সার্টিফিকেট ধরা পড়ে। ভুয়া সনদধারীদের মধ্যে আলোচিত ঘটনা ছিল ২০১১ সালে। ওই সময় তৎকালীন বিশ্ববিদ্যালয় মঞ্জুরি কমিশনের চেয়ারম্যান অধ্যাপক নজরুল ইসলামের কাছে ধরা পড়েন আল জাহেরী নামে পল্লী বিদ্যুৎ বোর্ডের (আরইবি) এক কর্মকর্তা। তিনি পিএইচডি ডিগ্রি সমতা বিধান করার জন্য ইউজিসি'র কাছে আবেদন করেন। 
পিএইচডির সুপারভাইজার হিসেবে তিনি খোদ ইউজিসি'র নাম উল্লেখ করেন। এরপর ওই ব্যক্তিকে চেয়ারম্যান ডেকে পাঠান। সেই ব্যক্তির কাছে নজরুল ইসলাম জানতে চান তিনি (নজরুল ইসলাম) দেখতে কেমন। ওই ব্যক্তি বলেন, তিনি দেখতে অনেক লম্বা এবং মুখে তার দাড়ি রয়েছে। এই সময় চেয়ারম্যানের রুমে ইউজিসির সদস্য ছাড়াও বেশ কয়েকজন সাংবাদিক উপস্থিত ছিলেন। বিষয়টি নিয়ে হাস্যরস তৈরি হয়। এরপর  কর্তৃপক্ষ ওই কর্মকর্তাকে পুলিশের কাছে সোপর্দ করেন। আরইবি'র ওই কর্মকর্তা রাজধানীর ঝিগাতলার একটি প্রতিষ্ঠান থেকে এক লাখ ৪০ হাজার টাকা দিয়ে পিএইচডি ডিগ্রি নিয়েছিলেন। 
সংশ্লিষ্টরা বলছেন, আমেরিকা ওয়ার্ল্ড ইউনিভার্সিটি ইউএসএ (বাংলাদেশ স্ট্যাডি সেন্টার)সহ অন্তত ৫৬টি প্রতিষ্ঠান থেকে দেড় লাখ থেকে ৩ লাখ টাকায় পিএইচডি ডিগ্রি বিক্রি করছে। এসব বিশ্ববিদ্যালয়ের মধ্যে বেশির ভাগই মালয়েশিয়া, ইংল্যান্ড বা অস্ট্রেলিয়া কেন্দ্রিক বলে নিজেদের পরিচয় দিয়ে থাকে। আর ভুয়া ডিগ্রি নেয়ার ক্ষেত্রে সরকারি আমলা, কর্মকর্তা ও আইনজীবীর সংখ্যা বেশি। সমপ্রতি শিক্ষা মন্ত্রণালয়ের পরিদর্শন ও নিরীক্ষা অধিদপ্তর (ডিআইএ) এ রকম কয়েকজন ভুয়া পিএইচডি ডিগ্রিধারীকে চিহ্নিত করেছে। তাদের ব্যাপারে প্রশাসনিক ব্যবস্থা নিতে মন্ত্রণালয়কে সুপারিশ করেছে। অন্যদিকে বিশ্ববিদ্যালয় মঞ্জুরি কমিশন বলছে, যারা ভুয়া পিএইচডি ডিগ্রি নেয়, তাদের ডিগ্রিকে সমতা করাতে আমাদের কাছে আসে না। তবে এ ভুয়া পিএইচডি ডিগ্রি সংখ্যা সঠিক পরিসংখ্যান কারও কাছে না থাকলেও ইউজিসি ও শিক্ষা মন্ত্রণালয় বলছেন এ সংখ্যা ৫ হাজারের কম নয়। শিক্ষা মন্ত্রণালয় সূত্র বলছে, চলতি বছর মে মাসে গাজীপুর সদর উপজেলাধীন কাজী আজিম উদ্দিন কলেজের অধ্যক্ষ মো. আলতাব হোসেন ভুয়া ডক্টরেট ডিগ্রি ব্যবহার করছেন এমন অভিযোগের প্রেক্ষিতে বিষয়টি তদন্ত করে প্রমাণ পাওয়া যায়। এরপর শুধু বেসরকারি শিক্ষা প্রতিষ্ঠানে তদন্ত করে এখন পর্যন্ত ৫০টির বেশি ভুয়া ডক্টরেট ডিগ্রির সন্ধান পেয়েছে ডিআইএ। অর্থাৎ প্রাপ্ত অভিযোগের প্রায় ৯০ ভাগই ভুয়া বলে প্রমাণিত হয়েছে। মন্ত্রণালয় বলছে, শুধু দেশে নয়, বিদেশ থেকে অনেকেই ভুয়া পিএইচডি ডিগ্রি নিয়ে বিভিন্ন প্রতিষ্ঠানের গুরুত্বপূর্ণ দায়িত্ব পালন করছেন। আমেরিকা ওয়ার্ল্ড ইউনিভার্সিটি, ইউএসএ (বাংলাদেশ স্ট্যাডি সেন্টার) নামে একটি প্রতিষ্ঠান গত ১০ বছরে ৪ হাজারের বেশি পিএইচডি ডিগ্রি দিয়েছে। ২০১২ সালে প্রতিষ্ঠানটির বিরুদ্ধে মামলার পর এখন তা বন্ধ রয়েছে। এরপর থেকে সেখান থেকে নেয়া সার্টিফিকেটধারী ডক্টরেট ডিগ্রি ব্যবহার করছেন না। বর্তমানে আরও ৫৬টি ভুয়া প্রতিষ্ঠান এভাবে ভুয়া মাস্টার্স, এমফিল, পিএইচডি ডিগ্রি দিচ্ছে। ডিআইএ বলছে, আমাদের কাছে ৫ হাজারের বেশি পিএইচডি ডিগ্রি নিয়ে কর্মরত আছেন এ রকম তথ্য রয়েছে। তাদের সবার ডিগ্রি তদন্ত করার উদ্যোগ নিয়েছে শিক্ষা মন্ত্রণালয়। 
এ ব্যাপারে শিক্ষা সচিব নজরুল ইসলাম বলেন, কোন বেসরকারি প্রতিষ্ঠানকে এমফিল, পিএইচডি ডিগ্রি প্রদানের অনুমোদন নেই। তারপরও যারা এখান থেকে ডিগ্রি নিয়েছে তাদের ধরতে শিগগিরই অভিযান চালানো হবে। কোন বিশ্ববিদ্যালয়ে ভর্তি বা ডিগ্রি নেয়ার আগে ইউজিসি'র কাছ থেকে তথ্য জেনে নিতে পরামর্শ দেন তিনি। 
এ বিষয়ে বিশ্ববিদ্যালয় মঞ্জুরি কমিশনের সিনিয়র অ্যাসিস্ট্যান্ট সেক্রেটারি (স্কলারশিপ) মহিবুল আহসান জানান, পিএইচডি ডিগ্রিধারী কোন ব্যক্তির ডিগ্রি আমাদের দেখাতে বাধ্য নয়। তবে তিনি যে প্রতিষ্ঠানে কর্মরত সে প্রতিষ্ঠান যদি তার পিএইচডি ডিগ্রি ক্রস চেক করাতে চান তবে আমাদের কাছে আবেদন করলে বিষয়টি যাচাই বাছাই করে থাকি। তিনি বলেন, যারা ভুয়া পিএইচডি ডিগ্রি নিয়েছেন তারা জানেন ইউজিসিতে আসলে ধরা খেয়ে যাবেন। এ জন্য অনেকেই আসতে চান না। এরপরও ২০ থেকে ২২টি কেস আমাদের কাছে আছে। যাদের ডিগ্রির অননুমোদন দেয়া হয়নি। ইউজিসি'র আইনজীবী এডভোকেট এবিএম বায়েজীদ বলেন, এমফিল, এমবিএ এবং পিএইচডি ডিগ্রি দেয়ার অভিযোগে আমেরিকান ওয়ার্ল্ড ইউনিভার্সিটি, ইউএসএ'র বিরুদ্ধে মামলা হয়েছে ২০১২ সালে। এখনও তা বিচারাধীন। তাদের একাধিকবার সতর্ক করার পরও আইনের তোয়াক্কা না করে ভুয়া পিএইচডি ডিগ্রি বিক্রির অভিযোগে তাদের বিরুদ্ধে মামলা করা হয়। ওই সময় গ্রেপ্তার হওয়া প্রতিষ্ঠান শীর্ষ কর্মকর্তা বর্তমানে জামিনে গাঢাকা দিয়ে আছেন। 
শিক্ষা মন্ত্রণালয় সূত্র বলছেন, সমপ্রতি সরকার 'ক্রস বর্ডার হায়ার এডুকেশন' নামে একটি আইন পাস করেছে। সেখানে বলা হয়েছে, বিদেশী বিশ্ববিদ্যালয়গুলো তাদের অনুমোদিত কোর্স এখানকার স্থানীয় প্রতিষ্ঠানের ক্যাম্পাসের মাধ্যমে পরিচালনা করতে পারবে। এই আইন পাস হওয়ার পর বন্ধ হওয়া এসব ভুয়া প্রতিষ্ঠান ভিন্ন নামে স্ট্যাডি সেন্টার খোলার তৎপরতা চালাচ্ছে। ইতিমধ্যে বিশ্ববিদ্যালয় মঞ্জুরি কমিশনে ৩০টির বেশি আবেদন পড়েছে বলে জানা গেছে। এগুলো ভালভাবে যাচাই বাছাই করে অনুমোদন দেয়ার পরামর্শ দিয়েছেন শিক্ষা সংশ্লিষ্টরা। 
দেড় লাখ টাকায় পিএইচডি ডিগ্রি: ডিআইএ কর্মকর্তারা বলছেন, অধ্যক্ষ আলতাব হোসেনের বিষয়টি এই কলেজে অন্য আরেকজন সহকর্মী ডিআইএ অভিযোগ করে। বিষয়টি তদন্ত করতে গিয়ে তার অধ্যাপক এমনকি ডক্টরেট ডিগ্রি ভুয়া বলে প্রমাণ পাওয়া যায়। তিনি যে প্রতিষ্ঠান থেকে পিএইচডি ডিগ্রি নিয়েছেন সেই (আমেরিকা ওয়ার্ল্ড ইউনিভার্সিটি, ইউএসএ (বাংলাদেশ স্ট্যাডি সেন্টার) সম্পর্কে জানতে চেয়ে ইউজিসি'র প্রাইভেট শাখার পরিচালকের কাছে চিঠি দেয়া হয়। এর জবাবে ইউজিসি সাফ জানিয়ে দেয়, এই প্রতিষ্ঠানের কোন ডিগ্রি গ্রহণযোগ্য নয়। প্রতিষ্ঠানটির বিরুদ্ধে প্রতারণা ও জাল সার্টিফিকেট বিক্রির অভিযোগে মামলা বিচারাধীন রয়েছে। এছাড়া, ২০১০ সালের জুলাই মাসে প্রকাশিত বাংলাদেশ গেজেটের ৩৫ নম্বর আইনের ধারায় (৩) ও (৪) উপধারায় বলা আছে, অনুমোদনপ্রাপ্ত নয়, কোন বেসরকারি বিশ্ববিদ্যালয় বা বাংলাদেশে কোন বিদেশী বিশ্ববিদ্যালয়, প্রতিষ্ঠানের কোন শাখা, ক্যাম্পাস, স্ট্যাডি সেন্টার বা টিউটোরিয়াল সেন্টার ইত্যাদিতে শিক্ষার্থী ভর্তি বা কার্যক্রম পরিচালনা করতে পারবে না। অর্থাৎ কোন বেসরকারি বিশ্ববিদ্যালয় বা বিদেশের কোন স্ট্যাডি সেন্টারের পিএইচডি ডিগ্রি প্রদানের অনুমতি দেয়া হয়নি। এরপর তদন্তকারী দল ওই ব্যক্তিকে ওই ডিগ্রির ব্যাপারে জেরা করলে তিনি স্বীকার করেন দেড় লাখ টাকা দিয়ে ২০০৯ সালে তিনি পিএইচডি ডিগ্রি কিনেছেন। বিষয়টি সত্য প্রমাণিত করতে ২০০৯ সালের জুলাই মাসে তিনি তৎকালীন কর্মরত প্রতিষ্ঠান শেখ ফজিলাতুন্নেছা ইসলামিয়া মহিলা কলেজ গর্ভনিং বডি থেকে পিএইচডি করার অনুমতি নেন। বেসরকারি শিক্ষা প্রতিষ্ঠানে অধ্যাপকের পদ না থাকলে আজিম উদ্দিন কলেজের গভর্নিং বডি তাকে অবৈধভাবে অধ্যাপক পদে পদোন্নতি দেয়। তবে তিনি পিএইচডি ডিগ্রির জন্য সরকারি কোন আর্থিক সুবিধা গ্রহণ করেননি এবং ভবিষ্যতে পাবেন না বলে মতামত দেন। এ বিষয়ে পরিদর্শন ও নিরীক্ষা অধিদপ্তরের পরিচালক প্রফেসর মো. মফিজ উদ্দিন আহমেদ ভূঁইয়া বলেন, বেসরকারি শিক্ষা প্রতিষ্ঠানে এমফিল ও পিএইচডি ডিগ্রি যাচাই করার সুযোগ আমাদের নেই। তবে প্রতিষ্ঠানে কর্মরত কারও ডিগ্রির বিরুদ্ধে অভিযোগ আসলে বিষয়টি তদন্ত করে বিশ্ববিদ্যালয় মঞ্জুরি কমিশনকে চিঠি দেয়া হয়। তাদের মতামত অনুযায়ী তার বিরুদ্ধে রিপোর্ট দিয়ে থাকি। ডিআইএ কর্মকর্তা বলছেন, মানুষ এতদিন জানতো ভুয়া প্রতিষ্ঠান থেকে অনার্স ও মাস্টার্সের সার্টিফিকেট কিনা যায়। এই বাণিজ্য এখন এমফিল, পিএইচডি ডিগ্রি দিয়েও শুরু করেছে। সংশ্লিষ্টরা বলছেন, এসব ভুয়া প্রতিষ্ঠান থেকে কয়েক ডজন আমলা ভুয়া ডক্টরেট ডিগ্রি নিয়ে ডক্টরেট বলে প্রচার করছেন। অনেকেই নিজের নামফলকে 'ড.' শব্দটি ব্যবহার করছেন। এ বিষয়ে খোঁজ নিতে গিয়ে দেখা গেছে, কর্মকর্তারা পিএইচডি গবেষণার জন্য সরকারের অনুমতি নিয়ে অর্থের বিনিময়ে ভুয়া পিএইচডি ডিগ্রি কিনেন। এক্ষেত্রে দুটি সমস্যা সামনে আনা হয়। প্রথমত পিএইচডি ডিগ্রি করার জন্য ছুটি নেন, তার ওপর সরকারি চাকরিতে থাকা অবস্থায় টাকা দিয়ে ভুয়া পিএইচডি ডিগ্রি কেনেন। এজন্য  কয়েক বছর ধরে সরকারি কর্মকর্তাকে পিএইচডি করার ক্ষেত্রে সংস্থাপন মন্ত্রণালয় সংশ্লিষ্ট প্রতিষ্ঠানকে যাচাই বাছাই করে অনুমতি দেয়। 
জানা গেছে, কয়েক জন যুগ্ম সচিব, উপ-সচিব, কয়েকটি অধিদপ্তরের মহাপরিচালক, নির্বাহী প্রকৌশলী, উপজেলা নির্বাহী অফিসাররা অবৈধভাবে পিএইচডি ডিগ্রি নিয়েছেন। এছাড়াও একটি জেলার শিশু নির্যাতন দমন ট্রাইব্যুনালের বিচারক, হাইকোর্টে দুই ডজন আইনজীবী, সিলেট কৃষি বিশ্ববিদ্যালয়ের একজন সহকারী অধ্যাপক, শেরেবাংলা কৃষি বিশ্ববিদ্যালয়ের সিনিয়র ক্যাটালগার, উন্মুক্ত বিশ্ববিদ্যালয়ের সহকারী আঞ্চলিক পরিচালক, তথ্য ও পরিকল্পনা মন্ত্রণালয়ের যুগ্ম সচিব এবং কয়েকটি অধিদপ্তরের মহাপরিচালক পদে চাকরি করছেন এমন ডিগ্রি নিয়ে। তারা ২০১৩ সালে জনপ্রশাসন মন্ত্রণালয়ে এই ভুয়া পিএইচডি ডিগ্রি জমা দিলেও এখন তারা নীরব রয়েছেন। তদন্ত সূত্র বলছে, সরকারি ও বেসরকারি চাকরিতে বাড়তি সুবিধা নেয়ার জন্যই অনেকে এমনটি করে থাকেন।
