[ALOCHONA] TIB concerned over PM adviser’s remarks



His anti-RTI remark, order to recruit AL men in 13,500 health posts take all by surprise
 

Senior leaders and policymakers of the ruling Awami League yesterday blasted prime minister's adviser Dr Syed Modasser Ali for his comments apparently disparaging the right to information.

They said such remarks are "anti-people" and against the policies of this government.

The leaders also slammed Modasser's statement that only AL men would be recruited for union parishad community clinics. They said it contradicts Prime Minister Sheikh Hasina's instructions to ensure recruitment on merit.

Modasser, health affairs adviser to the prime minister, on Monday said the health department would not give any information to journalists.

Speaking at Gopalganj Sadar Hospital, he also said none outside AL would be selected for 13,350 posts at the community clinics.

Talking to The Daily Star yesterday, the adviser sought to clarify his statements. He said he was not referring to health ministry's information in general; rather he was asking the officials not to share information on tender evaluations at the civil surgeon's office.

Explaining the context of his comments, he said when a journalist asked him repeatedly to direct the head clerk of the district civil surgeon's office to give him information on tenders, he told him, "This is not the government system; it will not go. This is my order."

He said he is not against the right to information. "But there's a system for getting information. One just cannot get information from office clerks and peons. He must go to an authorised person through a proper procedure.

"I personally believe free flow of information should be there. The government should not hide anything from the media, as that might create a gap between people and the government, which is not good."

About instructions to recruit only from among the party faithful, he said he believes those who have been deprived since 2001 deserve priority in getting government jobs.

He, however, yesterday said the recruitment would be based on qualifications. "But, if 50 people qualify for a single post in a union parishad clinic, whom should we appoint? We will of course try to have a party man in that case."

Asked if he said he would bring down the GPA requirement to 2.00 from 2.5, the adviser said many UP chairmen complain they are not getting candidates with GPA 2.5, and in that context he said the government would revise the criteria.

Obaidul Quader, chairman of the parliamentary standing committee on the information ministry, yesterday said the government believes in free flow of information and that is why it has passed the right to information (RTI) act.

"Now it would be very embarrassing for the government if any of its high-ups speaks against the spirit of the RTI," he added.

"Statements against free flow of information would lead to a conflict between the government and public, and that will in the end go against the government," said Quader, also AL presidium member.

About "plans" to recruit only party men at the community clinics, he said all recruitments should be made as per qualifications, not on political consideration.

He, on that point, recalled the prime minister's repeated pledge that no-one would be considered for any public service appointment unless he qualifies in written test.

The AL policymaker also observed that recruitment only on political considerations would hamper the government's development activities.

Speaking in return for anonymity, a veteran parliamentarian who is also a legal expert told The Daily Star the government is bound to give information to the people as per the RTI act. "If the adviser gives any statement contradicting that law, it would go against the government," he observed.

Chief Information Commissioner Muhammad Zamir said, "Right to information is a fundamental right and we all should defend it."

He noted that the right to information is meant to facilitate free flow of information, a must for good governance. At the same time, no controversy should be raised by publishing "information inconsistent with facts".

About the adviser's statement, Zamir, a former ambassador and secretary, said, "If the health ministry feels the process of imparting necessary information should be facilitated, it should appoint a designated officer for that. The officer should be responsible for providing information in writing, if necessary. This will help avoid controversy."

Information Commissioner Sadeka Halim said the adviser's statements conflict with the RTI act. She said such statements are not expected from anyone.

About Modasser's recruitment remarks, she said this cannot be a healthy practice for a political party.

Meanwhile, Muradul Islam, Bangla national daily Amader Shomoy's Gopalganj correspondent whose request for information started it all, said he told the adviser they were not getting information on "corruption and irregularities at the Sadar hospital including the latest procurement of medical equipment worth Tk 16 lakh".

Talking to The Daily Star over the phone yesterday, he said, "I told him [Modasser] we were not getting information about tenders at the civil surgeon's office. He replied the government would investigate corruption, but the journalists won't be given any information in this regard."

Sadeka Halim said it is not mandatory for the administration to give information on a tender especially the number of bidders and amount of money before the bidding ends.

TIB concerned over PM adviser's remarks

The Transparency Interna-tional, Bangladesh on Tuesday expressed its concerns over the remark of the prime minister's health adviser Syed Modasser Ali about refusing information to the media and recruiting only party cadres in government services.
   Modassar Ali at Gopalganj on Monday reportedly said no information of the health department would be given to journalists.
   If any officer found recruiting other than party (Awami League) activists would be taken to task, he told a group of journalists.
   The TIB executive director Iftekharuzzaman in the statement said 'We want to believe that the health adviser's remark would be considered unacceptable at the highest level of the government.' The statement also noted that the recent incidents of political influence in obtaining undue privileges from the local administration in Pabna and Panchagarh had created discontentment among the people.

BSF kills 875 Bangladeshis in border areas since January 2000

 
 
Some 875 Bangladeshi nationals were shot dead allegedly by Indian Border Security Force (BSF) along Bangladesh-India border from January 2000 to August 31 this year.

During the period, the BSF also fired and wounded 923 people and kidnapped 933 others, according to 'Odhikar, a rights group.

Of the 875 people killed, some 47 were killed in the last eight months this year. Such kind of extrajudicial killings are not acceptable anyway, Odhikar said in a statement Tuesday.

Among the killed, many are farmers who were killed while working in their agriculture fields. The Indian BSF resorted to the killing, ignoring the international laws, Odhiker said.

Odhiker urged the government to ensure security of the Bangladeshi nationals living in the frontier and take steps to resolve the matter of killing by BSF through discussion with the Indian government.

[ALOCHONA] A Statement for the Media and Human Rights Defenders



 
 
 
The political regime who on 11th January of 2007 installed through the President Iyazuddin Ahmed, an unelected and unconstitutional government declaring an Emergency and ruled for next two years, suspended the fundamental human rights and political rights of peoples of Bangladesh. On the one hand, they created a terror in the country and on the other hand, destroyed the image of the politics and political leaders and implanted conflicts and division within party leaders. In the name of a Caretaker Government these unconstitutional rulers wanted to depoliticise the country so that no political person can lead any protest against them. We left those dark days behind.

But unfortunately, we are now experiencing that the present elected government has gloriously inherited the unconstitutional and unlawful acts of the previous 9/11 government. These are arrest with false allegations, obstructing court procedure to get bail, giving false information to the judiciary about the accused, torture in remand, restrictions on public meetings and rallies and restrictng free movement of people. The critics of the present government are barred from foreign tours.

The restriction imposed on citizens to go abroad through Air, land or any other routes without showing any valid reasons has become a serious violation of citizen's rights and contrary to international norms and covenants. This is an abuse of power on the part of the government to negative profiling of writers and journalists and political leaders. It causes severe mental, physical, economic and social pressure on the person who is barred from leaving the country, identifying the person as "dangerous" to the society. While the citizens are victimised, a group of people in the government are trying to accumulate illegal power by violating constitutional and human rights of people, thereby becoming threat to democracy. We humbly urge upon the government to immediately stop such malicious acts.

To make clear about the unconstitutionality of government's act we quote from the Constitution. According to the Article 36 of the Constitution of the Peoples Republic of Bangladesh, "subject to any reasonable restrictions imposed by law in the public interest every citizen shall have the right to move freely throughout Bangladesh, to reside and settle in any place therein and to leave and re-enter Bangladesh". According to the Article 13(2) of the Universal Declaration of Human Rights, "everyone has the right to leave any country, including his own, and to return to his country".

According to Article 12(2) of International Covenant on Civil and Political Rights, "everyone shall be free to leave any country, including his own" and Article 12(4) clearly states: 'no one shall be arbitrarily deprived of the right to enter his own country'.

So the leaving and entering the country is a constitutional right of citizens and imposition of any restriction on such movement must be lawful and should have valid reasons. The citizens already follow a process which is guided by the law of the country by having the passport, which requires police varification. To go to any country, one needs to get a valid visa from the respective diplomatic mission in the country. Getting a ticket and to cross the immigration also needs following of government rules and regulations. But if any person following all these procedures goes to the Airport and the Immigration asks the person to go back home, without showing any cause for it, is unlawful and violates the human dignity of the person. When the immigration officer simply says that it is the "Order from Top level" not to allow the person to go abroad, but cannot even identify who in the "Top level" gave such order then it gives a "barbaric" image of the country, which has no law. The irony is that such unlawful acts of the government has been challenged in the High Court several times and were declared illegal, yet the government continues to carry out such heinous attitude. We protest against such acts.

It may be mentioned here that during the 9/11 Caretaker government, when Awami League President Sheikh Hasina was not allowed to enter the country, we immediately protested against such act using the Constitutional provision and the International covenants.

We are outraged to see that several persons known for their professional contributions in the society have been sent back from the Airport. They are associated with the Opposition Party BNP. On top of that we are surprised to see that the "Top level" has prepared a list of 70 leaders and professionals, including lawyers, writers, columnists, journalists to be barred from going abroad. We the undersigned have become a victim of being part of the socalled "list", although we are not given any letter from the government in this regard. The government has also not made any comment about the validity of the list. However, the State Minister for Home Affairs in a meeting on September 19 replied after journalists asked him about such profiling that he is not 'aware of the list'.

This kind of secret profiling of us outside legal process is uncivilized. We only came to know about it through newspapers. This is a threat created to silence the critical voices and to stop fredom of speech. We want to remind that we have faced such repressions before. In 1995, Farhad Mazhar was detained for writing on Ansar rebellion and was released after challenging his arrest through filing a Writ Petition in the High Court Division.

We urge upon the government to withdraw this unlawful action. We will have to take legal actions against the government if we are obstructed at the Airport or any border for going abroad. Secondly, those who have prepared the "list" are trying to undermine our constructive criticisms of the undemocratic and anti-people actions of the government by putting us in the list of the political party that they do not like. This is an old tactics of silencing the voices of resistence. We do not belong to any party. We have been critical of the governments in the past as we are today of the present government. To equate the critical opinions of the intellectuals with the voices of the opposition party is a very petty way of suppressing the freedom of speech. This is a conspiracy to undermine our objectivity by creating suspicion and hatracy in the eyes of people against us. We have raised strong voices against the unconstitutional, undemocratic Caretaker government whenever it was necessary. In the same way, we have been critical of the acts of the Four-Party Alliance of government. We are committed to raise the voices in favour of truth and for the people.

We urge upon the journalists, writers, and human rights activists to protest against such restrictions on free movement of people. We request the government to stop the hide and seek game and withdraw the socalled list immediately.

Daily Prothom Alo comes under fire in Parliament for "fabricated" reports against MPs

 
 
The Speaker, Ministers and MPs in Parliament Tuesday came down heavily on a mass-circulated Bangla daily for publishing series of reports over the last few days against the MPs, fearing it might pave the way to grab power by undemocratic forces trampling democracy in the country.

Speaking on a point of order after the Magreb prayer break, Jatiya Party member Mojibul Huq Chunnu drew the attention of the Speaker about the series of reports against MPs published recently in daily Prothom Alo including car imports by the MPs along with insulting cartoons.He said it has been done not only to undermine the lawmakers but also in a planned way as part of a blueprint like that of the conspiracy before the 1/11 changeover in the country.

The Jatiya Party lawmaker demanded a ruling from the Speaker against the daily as well as adoption of a censure motion in parliament against Prothom Alo.

Responding to Mojibul Huq, Speaker Abdul Hamid wondered about the motive behind such reports. "If MPs are made unpopular across the country, there won't be any existence of parliament and democracy. Who will then come to power?" he said."Who are being encouraged by undermining the MPs? It will have to be considered," he told the excited House.

Speaker Abdul Hamid said such reports are unfortunate. "Basically, to undermine the MPs - people's representatives - tantamount to undermining the people."He hoped that the journalists would be careful and more responsible in publishing reports in future.The Speaker said it is not right to make baseless reports which undermine the Speaker, MPs, and as a whole the parliament as well.He described the process of buying duty-free imported cars by the MPs with set value, model and size.

The Speaker mentioned some reports centering him by daily Samokal and daily Amader Samoy.He said Amader Samoy had reported that the Speaker gave 'Chhabok' (sermon) to MPs. The word `chhabok' is discourteous and its use had dishonoured the institution of Speaker as well as parliament.

Hamid also spoke of a news item published in daily Samokal that MPs are making luxurious foreign tours.

Refuting the report, he said his two tours with funds from parliament related to attending the Speakers conference in India and another conference.

The Speaker said he did not spend all the money (700 dollars besides air fare and hotel rent) for one trip allocated to him. He spent about 300 dollars and returned the rest of the money. Similarly, he also returned the excess amount after the second tour.

The Speaker further said the MPs visit abroad to attend various conferences.

Textile and Jute Minister Abdul Latif Siddiqi, Shipping Minister Shahjahan Khan, Suranjit Sengupta, Sheikh Fazlul Karim Selim and Moinuddin Khan Badal also took part in the unscheduled debate.

Sheikh Fazlul Kairm Selim said a fresh conspiracy is being hatched by the vested quarter who had conspired for 1/11 changeover.

He said that following the 1/11 changeover, conspiracies were made against politicians. Failing to implement their agenda, now that group is again hatching conspiracy against the Members of Parliament to bring an undemocratic force to power, he alleged.

Latif Siddiqi said: "It has been heard that this particular daily is published funded by a particular agency… their aim is to undermine the government in a planned way with ill motive."

He demanded legal action against Matiur Rahman and wanted the Speaker to summon him to ask about the reports.

Shahjahan Khan came down heavily on Prothom Alo editor Matiur Rahman describing the daily's role prior to 1/11.

He alleged that Matiur Rahman had involvement in the August 21 grenade attack and he should be brought to book under the laws of the land.

Senior treasury bench member Suranjit Sengupta said the journalists should not be hostile in their attitude though they might criticize.

He said if the word `Chhabok' had been used against the High Court there would be proceedings of contempt of court.

Speaker Abdul Hamid, however, did not give any ruling or decision as demanded by the angry lawmakers.

What has been narrated by you is nothing but unfortunate facts the nation was suffering for 2-3 years of it's birth.Be it clear to all detractors and distorter's of the real history of MOHAN MUKTI JUDHDHA that Bangladesh was born not out of wedlock between Hindus of Hindustan n BAL but by the mass sacrifice of blood by the patriots Mukti Judhdhas.

The dream of the slain Mukti Jodhdhas was that the nation would be flourishing under the banner of real democracy,HR,Freedom of Expression/ thinking and pursue a life free from any further exploitation n lead a happy n dignified. 

But at the outset of the nation building the same was stampeded by the so-called democrats who snatched the basic fundamental rights of the people and kept them on their toes with fear and anger by snatching the democracy to establish the rule of peculiar form which was termed as "DEMOCRAZY".
Sheikh Mujib had his contribution by uniting the nation against the back drop of Pakistani misrule which led to the ultimate war for dignified survival paving the way for our coveted "Shadhinata with the LAL SABUJ PATAKA flying high in the blue sky. But the episode after the dawn of independence does not make destination of the nation to the desired dream of the Mukti Jodhdhas.

If anyone wants to deny the truth and the harsh truth of the immediate past history that Sheikh Mujib, the life long democrat turned himself( or surrendered) to the establishment of one party fascism "BAKSAL" and Ziaur Rahman will remain glittering as the only pioneer and champion of multi-party democracy (which has helped Hasina to become two time PM)  in the pages of the history that portrays TRUTH N NOTHING BUT TRUTH.

No matters what the detractors says or writes or pays the hired alien to write (n p.alu the RAW owned paper) but cannot taint the great Ziaur Rahman, the CHAMPION OF DEMCRACY unless they believe in truth and harsh facts.

It is not a healthy sign by intellectuals in a nation to compare between their leaders' achievements and mislead the nation. But lately it is happening in its uglyest manner especially in Hasina's second term in office. In trying to prove Mujib as a democrat, a great leader, AL' is even physically destroying the opposition party leader's traces by vandalizing the historic monoments. In the past, BNP also did it but Hasina is breaking the record in this mischevious act. She is acting like an elected goon.
 
Was Mujib a Dictator or a Democrat?
 
Following her lead, the hero-worshippers in the AL camp continue to mislead the nation by saying that Mujib was a democrat by birth and Zia was a
dictator.(1) To them it is evident in Mujib's life-long struggle for democracy and Zia's coming to power from military background. 
 
This is an easy way to only fool the ignorants and fools by seemingly village tout like Gaffor Chu, professor politician Montosir Mamun and the others. Let's go for a little more details to see if it is one's birth that is important than what they ( Mujib and Zia ) became.  
 
Mujib's early life shows he was not born as a thug but became a thug in his school years. Suhorwarthy picked him up and used him as a massleman. Kamruddin Ahamed and Toffozal Hossain Manik Mia records that during election time Mujib used to have fist fight with his opponents, similar to todays by the Chatro League's so-called students. No wonder Mujib was the founder of Chatro League. While in politics, Mujib fought for democracy and when came to power established one party dictatorship and became the king of the thugs, and to keep his dynastic rule safe trained his son in the military, kept Rakki Bahini led by Indian cheif and became a puppet of India. At this point, did this man show any sign of a democrat? The answer is a clear no!
 
So, history shows Mujib was not born as a thug but became a thug to a dictator. Hasina continues the tradition of her father more vigorously.
 
During the war in 1971, Mujib's clever moves: exile in Pakistan and his family safe in Dhaka but genocide continues in Dhaka ( says many unexplained things), his Fourth Amendmend and the BKSAL party dictatorship and his "bottomless basket Bangladesh" are his testimonies of how a thug becoming the father/ dictator and what the nation became.  
 
Zia
Unike Mujib, Zia's fortune didn't shine because he was picked up by a populist leader to work as a mussalman, for Zia, he was a brilliant school going student and was selected as a cadet in the military, at times of action he declared independence in the name of his leader Mujib who was in Pakistan. When Mujib's democratic faction led by Mostaque with freedom fighters Majors ousted the fascist Mujib, followed by Col Taher killing army officers in the army to create a chinese style sepoy military, when there was a general nationwide chaos from the beginning and the end of BKSAL, the nation needed a leader, Ziaur Rahman.was released from the house arrest  to save the nation. Zia came to power after the bloody Mostaque government not the Mujib government.The nation invited him to lead. Many people didn't know that in the West, Churchill and many other Western leaders came from military background to lead the nation.
Mujib was not replaced by Zia's coup, he was replaced by Mostaque and his large number of AL team members. Zia took over by founding a democratic party, he made the Fifth Amendmend and began the multiparty democracy in which he allowed even Hasina. He opened market economy changing Mujib's North Korea style Socialist Fascist economy.Does this looks like democracy? The answer is yes. For his contributions, he was even called by many as the father of modern Bangladesh. 
 
It was not where Zia came from, it was what Zia became and helped the country become.
 
Remember, Hasina asked the nation forgiveness for BKSAL misdeed, now elected in the second time she cancelled the Fifth amendmend and according to Hanif she is establishing BKSAL.She also reenected Mujib as the "Father..." Look at Mujib's Chatro League, Jubo League, they were not made in Zia's Cantonment but they defy the police, the army, the public they follow their thug father Mujib who was also born innocent but killed close to 30,00 of his own people..
 
In the end, despite their strengths and weaknesses, not just Mujib alone, leaders like Bhasani, Mujib and Zia who survived the 1971 war of liberation, should be honored as the founding fathers of Bangladesh. Again for the village touts and rapists like Manik, a lesson to learn, it's Not the Birth That Is Important, It is What you become!  Imagine, some people were born innocent, but bome rapists!
 
Khalida Zia's Birthday
 
No doubt, like most people, Khalida Zia's birth was innocent but we have to know what she became. We know she had one real birth day then like most Bangladeshis when registered in school, the headmaster registered another birth day. But once house wife like Hasina, Khalida Zia became the Prime Minister seems to have another birth day on 15th August. That is if Mujib didn't impose dictatorship on the nation and was not killed on this day, nether Hasina nor Khalida, could become the prime Minister of Bangladesh. She is simply being honest about her third birthday.
 
Now that Khalida adapted this date as her third birth day, Hasina should also adapt a birthday chosen by her famous Bengali dada Pronob Chaterjee. We recommend her to chose the day when a billion dollar loan was signed for Bangladesh to help India built the transit infracture. This means with Indian digital help she had her third birthday; she will remain as the Prime Minsiter until 2021. Surely India will also help Hasina to secure her job, this is Hasina's birth day. But it is not once's birth, it is what one bacame!
 
For the nation, shall we follow the birth days or what we became?  
Some of these petit empty vassel ALs who find Khalida's birthdates very objectionable (one here, Syed Aslam) keeps fake names and is afraid that their own misdeeds will put them into trouble. This is not about birthdate but about misrepresentation, a criminal act indeed! Why to blame the petits, we have criminal judges judging good people with true birthdates, births and even freedom fighters as being razakars! (3) Again it's not the birth what what one became!

The Commonwealth Games Federation head has demanded the Indian government take immediate steps to improve conditions at the athletes' village in Delhi.

Team delegates have described the accommodation as filthy, unhygienic and unfit for human habitation.

But organisers of the event, which runs from 3 to 14 October, said the facilities would be excellent.

Meanwhile, police said 23 labourers were injured as a bridge being built near the main Games venue collapsed.

It is the latest setback to an event plagued by construction delays, allegations of corruption and a dengue fever outbreak in the Indian capital.

New Zealand, Scotland, Canada and Northern Ireland have demanded their teams be put up in hotels if their accommodation is not ready.

Michael Fennell, the Commonwealth Games Federation president, said he had written to the Indian cabinet secretary urging immediate action.

He said "many issues remain unresolved" and the athletes' village was "seriously compromised".

Although team officials had been impressed with the international zone and main dining area, he continued, they had been "shocked" by the state of the accommodation itself.

"The village is the cornerstone of any Games and the athletes deserve the best possible environment to prepare for their competition," Mr Fennell added.

Indian media is reporting that only 18 of 34 residential towers at the village are complete.

Two days before the village officially opens to the first of 7,000 athletes and officials, New Zealand chef de mission Dave Currie suggested the Games might even be cancelled.

He said toilets in the accommodation were leaking and did not flush, and there were piles of building debris in bathrooms.

Mr Currie told New Zealand commercial radio on Tuesday: "If the village is not ready and athletes can't come, obviously the implications of that are that it's not going to happen.

"It's pretty grim really and certainly disappointing when you consider the amount of time they had to prepare."

The Games village - made up of several blocks of high-rise luxury flats for the athletes who are due to begin arriving on Friday - was meant to be the event's showpiece.

The chief of the organising committee, Suresh Kalmadi, had said it would be better than the village at the Beijing Olympics.

Now his words are coming back to haunt him. Advance teams have described the state of the flats as shocking.

The village itself has been built on the banks of the Yamuna river. Just outside it are pools of green, stagnant water left over from flooding after Delhi's worst monsoon in three decades.

It's a breeding ground for mosquitoes and has raised fears of disease - there have been nearly 100 cases of dengue fever over the past month.

The organisers now certainly have their work cut out.

Team Scotland said in a statement that on arrival in Delhi last week their officials found "its allocated accommodation blocks were far from finished and in their view, unsafe and unfit for human habitation".

Commonwealth Games England called for "urgent" work on the facilities, raising concerns about "plumbing, electrical and other operational details".

Australia's chef de mission, retired marathon runner Steve Moneghetti, said in Melbourne the hosts "have got two days to do what's probably going to take about two weeks".

Just when organisers thought the news could not get any worse, 23 construction workers were injured, five seriously, as an elevated footbridge gave way near the Jawaharlal Nehru Stadium, police said.

It is not clear what caused the collapse of the walkway, which was being built to link a car park to the arena, where the Games opening ceremony is to take place.

Delhi government's Chief Secretary, Rakesh Mehta, told Indian TV the bridge was cemented earlier on Tuesday.

Lalit Bhanot, secretary general of the organising committee, said in a news conference that the athletes' accommodation needed a "deep cleaning", but everything would be ready on time.

He added: "All other things and all other venues are ready and in the best of condition to conduct these events."

There have also been safety concerns surrounding the Games, heightened on the weekend when gunmen shot and wounded two tourists near Delhi's Jama Masjid, one of India's biggest mosques.

England and Scotland's Commonwealth Games teams are concerned the poor quality of the athletes village in Delhi may put the whole event in doubt.

Scottish officials found their original accommodation to be "unsafe and unfit for human habitation".

England are "optimistic" they will compete but say urgent work is needed before the Games begin on 3 October.

But Welsh officials are content with their headquarters and believe that organisers "should be able to do it".

Northern Ireland's first representatives are leaving for India on Tuesday and have lined up alternative accommodation in case their scheduled quarters are not ready.

Building works have fallen well behind schedule in the build-up to the Games and Thursday's official opening of the village to 7,000 athletes and officials now looms large.

Safety fears were heightened after at least 19 people were injured as a pedestrian bridge collapsed near the event's main stadium on Tuesday.

Commonwealth Games Federation chief Michael Fennell, who has written to the Indian government expressing his concern over progress, has warned that security around the site has delayed improvements.

"Many nations that have already sent their advanced parties to set up within the village have made it abundantly clear that, as of the afternoon of 20 September, the Commonwealth Games Village is seriously compromised," he said.

However Randhir Singh, vice-president of the event's organising committee, is confident that the village will be delivered as promised.

"There were some flats that the labour force was working on and they had dirtied certain other flats," stated Singh.

"They will be looked into and I'm sure there will be no problem. We still have two days for the teams to come and the situation will be under control."

Sports minister Hugh Robertson said it would be "an utter tragedy" if the Games did not go ahead, although he remained confident all the issues and problems could be resolved and the event would start on time.

Scotland claim that the accommodation they were allocated on arrival was unfinished but that they encountered problems even after being moved to a completed section.

Team officials, with the help of Games volunteers, cleaned the seven-storey building themselves to bring conditions up to an acceptable standard.

"We now have grave concerns as to whether the village as a whole will meet the health and safety standards required," read a statement.

Scotland have called on the Commonwealth Games Federation "to make a realistic decision as to at what point and under what conditions...the Games will be able to go ahead should the village issues not be resolved".

India's monsoon weather has revealed new plumbing and electrical problems ahead of the arrival of England's first athletes on Thursday.

"Commonwealth Games England remains optimistic that England participation at the Games can go ahead," read a statement.

"However there is a lot still to be done in the Village and this needs to be done with some urgency."

Wales have previously lodged a formal complaint over conditions in the village. However, chef de mission Chris Jenkins is now confident his team's accommodation is on track.

"It's in a good state now: it's clean, the plumbing's working, the wiring's working, the electric is working, the air conditioning works, the medical clinic is pretty much set up," he told BBC Sport Wales.

"They should be able to do it, they have enough time but time is running out, they've got to start now on these towers."

New Zealand team manager David Currie was less optimistic.

He has found alternative rooms for his country's 300-strong contingent of athletes and officials and believes the whole event may be in danger.

"If the village is not ready and athletes can't come, obviously the implications of that are that it's not going to happen," he told New Zealand radio network Newstalk ZB.

"Unless there is tremendous effort and energy and problem-solving ability to get it done, it's going to be extremely hard to get across the line."

However, New Zealand Prime Minister John Key played down the implications of Currie's downbeat assessment.

"I think he was just reflecting the frustrations we had expressed to us overnight," he said.

"I wouldn't say that means the Commonwealth Games would be off. It's unlikely that New Zealand would make a call [to pull out] that other countries weren't prepared to make."

Australia and Canada are the other two teams to have set up camp in Delhi at the earliest opportunity.

Australia's chef de mission Steve Moneghetti said his officials "didn't seem that concerned about the overall condition of the village" but claimed organisers "have got two days to do what's probably going to take about two weeks".

Meanwhile, Australia's world champion discus thrower Dani Samuels, 22, has pulled out of the Games because of concerns over safety, according to reports in the Sydney Morning Herald.

And heptathlete Kelly Sotherton, who is not representing England because of a back injury, said she was relieved not to be going.

On her page on social networking site Twitter, she said: "It's enough to worry about performing but worry where you sleep and walk is another thing."

Pabna, Sept 20 (UNB) - Cadre and non-cadre officials of the district at a meeting tonight strongly condemned the vandalism and threat to the Deputy Commissioner by a section of the ruing party leaders.

The meeting at the DC's conference room unanimously resolved that the administration will resist terrorism and unruliness that might stand in the way of performing its responsibilities.

Assistant Commissioner (Land) Mustaque Ahmed told UNB that 26 out of total 27 cadre officers in the district attending the meeting submitted applications seeking transfer from the district because of lack of security.

Sources close to the meeting said the DC told the officials that none would be allowed to victimize branding them Razakar or BNP. He said he was told by the senior government officials that the game-play started from Pabna should end there.

Police Super Jamil Ahmed told the meeting that anyone performing well is branded as Razakar or BNP. He branded those accused of Friday's vandalism are identified terrorists. Drastic action would be taken against them.

Civil Surgeon Dr KM Ashrafuzzaman informed the meeting that the situation of Pabna General Hospital is miserable. "We are branded Razakar and war criminals for resisting illegal actions."

The face off between the ruling party and the district administration sharpened following two cases were filed against 32 Jubo League leaders and activists by name for vandalizing government office and frustrating the test for recruitment of employees in the district administration on Friday.

Golam Farooq Khandker Prince, Awami League MP from Pabna Sadar, and district leaders of the party had accused the Deputy Commissioner Dr AFM Manzoor Kadir of leaking the question paper for the test causing anger of the candidates who resorted to vandalism. They had denied involvement of their party activists in the unruliness.

The Awami League leaders branded the DC as corrupt and demanded his immediate removal from the district.

Jubo League and BCL, youth and student wings of the ruling Awami League tonight brought out a procession in the town that ended at Doel Chattar at 8pm. The demonstrators chanted slogans against the Deputy Commissioner. They demanded removal of the DC and burnt his effigy.

Except one, none of the 32 Jubo League leaders and activists accused in two cases was arrested till today.

Police Super Jamil Ahmed on Sunday night ordered closer of OC of sadar thana Matiur Rahman to the Police Lines on charge of negligence in arresting the accused.

No work and all pay for Bangladesh opposition MPs

Despite skipping sessions of the Bangladesh Parliament, the opposition lawmakers led by Bangladesh Nationalist Party (BNP) are drawing the salary and other allowances, parliament secretariat officials said in Dhaka yesterday when the legislature went into session amid BNP lawmakers' absence.
They even drew the allowances for residence on duty and conveyance for the three parliamentary sessions they skipped in a row.
According to Members of Parliament (remuneration and allowances) Order 1973, lawmakers are entitled to the allowances when the House is in session.
The opposition lawmakers were absent for 158 working days in the five sessions including the second, third and fifth.
But they drew the allowances for residence on duty and conveyance for the three parliamentary sessions.
In addition to remuneration and other benefits, they get on average 60,000 taka each in various allowances, said officials at the parliament secretariat.
Opposition lawmakers had vehemently opposed the passage of the bills regarding perking up the salaries of the president, the prime minister, the speaker, the deputy speaker, ministers, MPs and Supreme Court judges.
During the passage of the bills, opposition lawmakers proposed for withdrawal of the bills, even walking out of the house protesting the passage of the bills.
Constitution experts, lawyers and representatives of the civil society termed the opposition MPs actions as unethical and want such practices stopped.
Senior opposition MPs, however, do not see anything wrong with taking the allowances, as there are no legal restrictions.
The ninth parliament formed through the December 29 general elections in 2008 has held five sessions so far. But, the BNP lawmakers attended the sessions for 46 days on an average.
Leader of the Opposition and BNP chairperson Begum Khaleda Zia attended the sessions for only five days.
In the last (fifth) session which ended on July 22, the BNP lawmakers remained present only for one working day out of 33 days.
The fourth session began on January 4 this year and ended on April 5. The opposition lawmakers attended only 22 working days out of 39 days.
The opposition lawmakers joined the fourth session on February 11 after skipping 63 working days in a row. They again started boycotting parliament after attending the session till 38th working days.
They skipped the whole third session that began on September 7 and ended on November 5 last year and the second session that started on June 4 last year and continued till July 9 in the same year.
The maiden session of the 9th parliament began on January 25 in 2009 and continued till April 7. The opposition lawmakers attended the first and second days of the session. However, they skipped the 17 working days of the session in a row from the third day and returned to parliament on the 19th working day.
The ruling Awami League lawmakers too, while in opposition, had drawn their salaries and allowances.
Meanwhile, the main opposition BNP is yet to take any decision to join the sixth session of parliament. Final decision in this regard will be taken at a meeting of the BNP parliamentary party, opposition Chief Whip Joynal Abdin Farroque said at a press briefing on Friday.

I strongly condemn the heinous and vindictive activities of the current Bangladesh government for torturing editor of a national daily newspaper "Amardesh" in inhuman way. Rulers of the  current Bangladesh government should be held responsible for their criminal acts.
 
At the same time I request all of you to contact your area congressmen, congresswomen, senator, MP or elected public officials of the country you live and bring their attention to this fact with other inhuman activities of the current Bangladesh government. Also, raise your voices against the current Bangladesh rullers for their barbaric and inhuman activities.
 
As a citizen of this civilized world we can not turn our eyes to ignore the uncivilized attrocities of the current cruel Bangladesh government. Current rulers came into the power with bloods in their hands (please see below the web-linkages) and keeping those hands with more fresh bloods. We can not remain silence anymore.
 
Bangladesh government must stop inhuman tortures to Mahmudur Rahman and release him with dignity immediately and must give him the rights of due process of law.
