এ নিয়ে আমি নিজে কাজ করেছি, দিনাজপুর চিরিরবন্দরে। হিন্দুরা লাঠি বাহিনী গঠন করে আত্মরক্ষার ব্যবস্থা নেয় স্তানীয় পুলিশ ও সিভিল প্রশাসনকে জানিয়ে। ফল হয়েছে উল্টো- শুধু জামাত শিবির নয় স্বয়ং প্রশাসন এর বিরুদ্ধে ব্যবস্থা নেয়। উপজেলা প্রশাসক এর নেতৃত্ব দেন। ফলে শত শত জামাতিরা হিন্দুদের ওপর জাপিয়ে পড়ে- ঘরবাড়ি লুটপাট অগ্নি সংযোগ ইত্যাদি .. এ ঘটনা সবারই জানা। পরে অবশ্য  শ্রনাবৃত্তির প্রয়োজন নেই। আরও দু'একজায়গায় প্রতিরোধের চেষ্টায় একই ফল হয়েছে। কাজেই বলা বড় সহজ, দয়া করে কাজে এগিয়ে আসুন তো। দিনাজপুর কর্ণাইতেও একই ঘঠেছে, গ্রামবাসীরা প্রতিরোধের চেষ্টা করলে তাদের ওপর নেমে আসে জামাতি সন্ত্রাস। প্রশাসনও ধমক দেয় ।

মহমমদ রফপ্রথম আলো  হিন্দু সমাজের ওপর চলমান সহিংসতাকে কেউ বলছেন সাম্প্রদায়িকতা, কেউ বলছেন রাজনৈতিক সহিংসতা। আপনি কী মনে করেন?
মোহাম্মদ রাফি  হিন্দু সম্প্রদায়ের ওপর নির্বাচনের আগে ও পরে যে হামলাগুলো হয়ে গেল, একে রাজনৈতিক সহিংসতা বলা যায়। তবে এর মধ্যে ধর্মীয়, সাংস্কৃতিক এবং অর্থনৈতিক বিষয় আছে। সব ঘটনা যে কোনো একটি কারণে ঘটেছে, তা বলা যাবে না। একেক সময় একেকটি বিষয় প্রাধান্যে চলে আসে। সাম্প্রতিক সহিংসতার ক্ষেত্রে হয়তো নির্বাচনকেন্দ্রিক রাজনৈতিক বিষয়টি গুরুত্ব পেয়েছে। তবে অন্য কারণগুলো যে ছিল না, তা বলা যাবে না। এ ক্ষেত্রে গুরুত্বপূর্ণ হচ্ছে হিন্দুরা না থাকলে অনেকে লাভবান হয়।
প্রথম আলো  সেটা কেমন? একটু ব্যাখ্যা করেন।
মোহাম্মদ রাফি  যেমন, বাংলাদেশের হিন্দুরা তো একটি রাজনৈতিক দলের ভোটব্যাংক হিসেবে কাজ করে। সবাই জানে, তারা আওয়ামী লীগকে ভোট দেয়। ফলে যারা তাদের ভোট পায় না, তারা চায় হিন্দুরা এ দেশ থেকে চলে যাক। ২০০১ সালে আমরা এমনটি দেখেছি। আবার যারা তাদের পক্ষশক্তি, তারা হিন্দুদের পক্ষে আছে, তা দেখাতে চায়। এই দুই পক্ষের রাজনৈতিক লড়াইয়ের বলি হতে পারে হিন্দুরা।
প্রথম আলো  অপ্রধান ধর্ম ও জাতিগোষ্ঠীর ওপর সাম্প্রদায়িক আচরণ ও চাপ তো সারা বছরই থাকে। কিন্তু নির্বাচনের সময় তা এত তীব্র হয়ে ওঠে কেন?
মোহাম্মদ রাফি  যেকোনো রাজনৈতিক চাপের বিরুদ্ধে সব সময় আরেকটি রাজনৈতিক শক্তি সক্রিয় থাকে। যেমন, যারা হিন্দুদের ওপর হামলা করতে চায়, তারা সক্রিয় হওয়ার পর অপর পক্ষ তো মাঠে থাকে। তারা তা প্রতিরোধ করে থাকে। নির্বাচনের সময় এই পাল্টা সক্রিয়তা কমে গিয়ে শূন্যতা তৈরি হয়। এই সুযোগটি সহিংসতাকারীরা নেয়। সাম্প্রদায়িক সহিংসতার বিরুদ্ধে রাজনৈতিক শক্তিগুলো যদি সক্রিয় থাকত, তাহলে এ ধরনের দুঃখজনক ঘটনা ঘটত না।
প্রথম আলো  ২০০১ সালের পর তো বিএনপি ক্ষমতায় ছিল, তাদের কাছে সংখ্যালঘুদের সংখ্যা কমানো বা প্রতিহিংসার বিষয় ছিল। কিন্তু এখন তো সংখ্যালঘুদের পক্ষের শক্তি বলে দাবিদার সরকার ক্ষমতায়। তাহলে এ ঘটনাগুলো কেন ঘটতে পারল?
মোহাম্মদ রাফি  সংখ্যালঘুদের ওপর সহিংসতার সময় দেশে রাজনৈতিক অনিশ্চয়তা চলছিল। আওয়ামী লীগ শেষ পর্যন্ত নির্বাচনটি করে ফেলতে পারবে কি না, তা নিয়ে অনেকেই নিশ্চিত ছিল না। নতুন সরকারের প্রতি আন্তর্জাতিক সমর্থন কী দাঁড়ায়, তা নিয়েও অনিশ্চয়তা ছিল। ফলে যারা এগুলো ঘটিয়েছে, তারা হয়তো এই অনিশ্চয়তার সুযোগ নিয়েছে। যখন নির্বাচন শেষ হয়ে গেল, আন্তর্জাতিক সমর্থন অনুকূলে আসতে শুরু করল, তখন সমান্তরালভাবে সহিংসতা কমে যেতে দেখা গেছে।
প্রথম আলো  ২০০১ সালের সাম্প্রদায়িক তাণ্ডবের ওপর আপনি গবেষণা জরিপ পরিচালনা করেছেন। সে সময়ের সঙ্গে তুলনা করে যদি বলতেন। এখন সরকার ভিন্ন, কিন্তু প্রশাসন কেন একই আচরণ করল?
মোহাম্মদ রাফি  নির্বাচনের সময় সরকারের পক্ষে সব কেন্দ্রে একই রকম নিরাপত্তা দেওয়া সম্ভব হয় না। যারা ঘটনাগুলো ঘটিয়েছে, তাদের পদ্ধতিটা হয়তো আইনশৃঙ্খলা রক্ষাকারী বাহিনী বুঝতে পারেনি। তবে এ বিষয়ে পূর্ণাঙ্গ অনুসন্ধান না করে কোনো কিছু বলা যাবে না।
প্রথম আলো  দেখা যাচ্ছে, পুলিশের তরফে কোনো প্রতিরোধ হয়নি। যদি হতো, তাহলে আইনশৃঙ্খলা রক্ষাকারী বাহিনীর সঙ্গে সহিংসতাকারীদের সংঘর্ষ হতো। যেমন, অভয়নগরের সাংসদ, পুলিশের দায়িত্বপ্রাপ্ত কর্মকর্তা সংখ্যালঘু সম্প্রদায়ের। তার পরও তাঁরা সহিংসতা বন্ধে কোনো কার্যকর ব্যবস্থা নিতে পারেননি।
মোহাম্মদ রাফি  যাঁরা প্রশাসনিক দায়িত্বে আছেন, তাঁরা তো নিয়ম ও নির্দেশে পরিচালিত হন। ফলে বিষয়টিকে এভাবে দেখার সুযোগ নেই। এ ক্ষেত্রে অন্য কোনো বিষয় কাজ করেছে কি না, তা আমার জানা নেই।
প্রথম আলো  আপনার বইয়ে বলেছিলেন, অনেক ক্ষেত্রে সংখ্যালঘুর ওপর আক্রমণ সংখ্যাগুরুর মধ্যে ঐক্য তৈরি করতে পারে। ব্যাখ্যা করবেন?
মোহাম্মদ রাফি  যেমন, একটি পাড়ার হিন্দুদের উৎখাত করতে পারলে তা সেখানকার মুসলমান ক্ষমতাবানেরা দখল করতে পারে। এ ক্ষেত্রে মুসলমানের মধ্যে রাজনৈতিক বিভাজন বা মতাদর্শিক পার্থক্য কাজ না করে বরং ঐক্য তৈরি হতে পারে। যেমন, একটি গ্রামে ২৫ ঘর মুসলমান এবং পাঁচ ঘর হিন্দু থাকলে হিন্দুদের জমি দখল করার জন্য ২৫ ঘর মুসলমানের মধ্যে ঐক্য তৈরি হতে পারে।
প্রথম আলো  হিন্দুদের সম্পত্তি দখলে প্রায় সর্বদলীয় ঐক্য দেখা যায়। আবুল বারকাত ও আপনার গবেষণায় দেখা গেছে, যাঁরা রাষ্ট্রীয় ক্ষমতায় বেশি থাকেন, হিন্দুদের সম্পত্তি দখলের হিস্যাও তাঁদের বেশি।
মোহাম্মদ রাফি  হ্যাঁ, ক্ষমতার বিন্যাসের সঙ্গে সংখ্যালঘুদের সম্পত্তি দখলের সম্পর্ক রয়েছে। ১৯৪৭-এর পর থেকে ধরলে মুসলিম লীগ, আওয়ামী লীগ, বিএনপি—এই তিনটি দল পর্যায়ক্রমে ক্ষমতায় থেকেছে। আওয়ামী লীগ থেকেছে সবচেয়ে কম সময়। ফলে তারা সবচেয়ে কম সংখ্যালঘুদের সম্পত্তি দখল করেছে। কিন্তু আওয়ামী লীগ ও মুসলিম লীগ ক্ষমতায় থাকার সময় সমান পরিমাণ অর্থাৎ প্রায় ৪৪ শতাংশ হিন্দু সম্পত্তি দখল করেছে। অন্যদিকে যারা বিরোধীপক্ষ, তারা কম হলেও সম্পত্তি দখল করেছে। এ ব্যাপারে সব দলকেই দেখা গেলেও একটি বিষয় কিন্তু আমাদের ভাবতে হবে। আওয়ামী লীগ, বিএনপি এবং জামায়াত কি তাহলে রাজনৈতিকভাবে এক হয়ে গেল? তাদের কি কোনো স্বতন্ত্র পরিচিতি
নেই? সেটা অবশ্যই আছে। আওয়ামী লীগ যদি চিন্তা করে কোনটি আমার জন্য লাভজনক, সংখ্যালঘুদের সম্পত্তি দখল করা, নাকি তাদের স্বতন্ত্র রাজনৈতিক অবস্থান, ঐতিহাসিক দায় ইত্যাদি রক্ষা করা। এই দুটি বিষয়কে যদি আমরা দুই পাল্লায় রাখি, তাহলে কিন্তু তাদের সংখ্যালঘু নির্যাতন ও সম্পত্তি দখল করার কথা নয়।
প্রথম আলো  সংখ্যালঘুদের ওপর হামলার ক্ষেত্রে দলের অভ্যন্তরীণ কোন্দল, স্থানীয় সম্পর্কের সংঘাত ও নির্বাচনী রাজনীতি কাজ করে এবং দায়ীরা যে দলেরই হোক, কেউ তাদের শাস্তি দিতে চায় না। এখন পর্যন্ত কি কোনো সংখ্যালঘু নির্যাতনের বিচার হয়েছে?
মোহাম্মদ রাফি  না, বিচার হয়নি। ২০০১-এর ঘটনায় যে তদন্ত কমিটি হয়েছিল, তারা আমার কাছে দুবার এসেছিল। কিন্তু ওই প্রতিবেদন আমরা কেউ দেখিনি। ওই ঘটনার বিচারও হতে শুনিনি। অবশ্যই বিচারহীনতা যেকোনো অপরাধকে বাড়ায়।
প্রথম আলো  উপমহাদেশে সাম্প্রদায়িক হিংসার সূত্রপাতের মুহূর্ত হিসেবে দেশভাগকে অনেকে দায়ী করেন। কিন্তু বর্তমান সাম্প্রদায়িকতার ধরনটা কি বদলায়নি?
মোহাম্মদ রাফি  দেশভাগের অনেক আগে থেকে এখানে সাম্প্রদায়িকতা যে ছিল, তার বহু প্রমাণ ইতিহাস ও সংস্কৃতিতে রয়েছে। যেমন, চর্যাপদে দেখি বৌদ্ধদের ব্যাপারে হিন্দুদের ঘৃণা। এ দেশে বৌদ্ধধর্ম প্রচারের সময় ব্রাহ্মণেরা কুকুর লেলিয়ে দিয়ে তাদের তাড়িয়ে দেওয়ার অনেক ঘটনা আছে। এরপর এই অঞ্চলে মুসলমান শাসকদের আমলে ধর্মান্তরকরণের ইতিহাস সব সময় শান্তিপূর্ণভাবে হয়েছে, তা তো নয়। অনেকে বলে, এখানে তরবারির জোরে ধর্মান্তর হয়েছে। এ কথা পুরোপুরি যেমন ঠিক না, তেমনি একদম ভুলও নয়।
প্রথম আলো  দেখা যাচ্ছে, উপকূলীয় ও সীমান্তবর্তী গ্রামে যেখানে হিন্দুদের বসতি বেশি এবং সেখানেই সাম্প্রদায়িক হামলাগুলো বেশি হচ্ছে। অন্যদিকে ভারতে সাম্প্রদায়িক দাঙ্গাগুলোর উৎপত্তি বেশির ভাগই শহরে। দুই দেশের সাম্প্রদায়িকতার গড়নে কি কোনো পার্থক্য দেখেন?
মোহাম্মদ রাফি: ১৯৪৭-এর দেশভাগের দিকে তাকালে দেখব, বাংলাদেশ থেকে হিন্দুরা গিয়ে ভারতের সীমান্ত এলাকায় বসতি গড়েছে। আর ভারত থেকে আসা অবস্থাপন্ন মুসলমানেরা ঢাকাসহ বড় শহরে বসতি গেড়েছে। ভারতের উচ্ছেদ হওয়া মুসলমানেরা শ্রমিক হিসেবে শহরাঞ্চলে জড়ো হয়েছে। এখানে পার্থক্য হচ্ছে, শহরাঞ্চলে বসবাস এবং শ্রমিক হওয়ার কারণে ভারতীয় মুসলমানেরা সাম্প্রদায়িক সহিংসতার বিরুদ্ধে প্রতিবাদ এবং লড়াই করতে পারছে। বাংলাদেশের হিন্দুদের ক্ষেত্রে তেমনটা আমরা দেখছি না।
প্রথম আলো  সংখ্যালঘু সম্প্রদায়ের চোখ দিয়ে দেখলে কে তাদের শত্রু, কে মিত্র?
মোহাম্মদ রাফি  আমার মনে হয় না একজন বুদ্ধিমান সংখ্যালঘু বিষয়টিকে এভাবে দেখে। তারা দেখে কে আমার জন্য কম ক্ষতিকারক। সেই হিসাব থেকেই তারা কোনো একটি রাজনৈতিক দল বা শক্তির প্রতি সমর্থন জানায়। কেননা, সব রাজনৈতিক দলই তাদের কমবেশি ক্ষতি করেছে।
প্রথম আলো  আপনার আগের গবেষণায় সুপারিশ করেছিলেন, সহিংসতার বিরুদ্ধে সংখ্যালঘুদের একটি যৌথ শক্তিতে পরিণত হতে হবে। সেটা কীভাবে সম্ভব?
মোহাম্মদ রাফি  হ্যাঁ, এটা খুবই গুরুত্বপূর্ণ। কেননা, হিন্দুরা নিজেরা যদি সংগঠিত হয়, তাহলে অনেক সমস্যার সমাধান হয়ে যাবে। অথচ তারা নিরাপত্তাহীনতার মধ্যে পড়লে, সহিংসতার শিকার হলে ভারতে চলে যায়। কিন্তু ভারতের মুসলমানেরা তো সহিংসতার কবলে পড়লে পাকিস্তানে চলে যায় না। তারা লড়াই করে টিকে থাকে। এভাবে অনেক ক্ষেত্রে সফলও হয়েছে তারা। নীরব থেকে আরও বিপন্ন হলে তারা কী করবে, সেটা বিবেচনার বিষয় হয়। কিন্তু তাদের নিজের পায়ে দাঁড়াতে হবে। 'করতে হবে', 'দিতে হবে'-জাতীয় কথা তাদের কাছ থেকে কম শুনি। উপকূল বা সীমান্ত এলাকার হিন্দুরা না হয় বড় ধরনের প্রতিবাদী কর্মসূচি নিতে পারেনি। কিন্তু ঢাকা শহরের দেড় কোটি অধিবাসীর মধ্যে যদি কমপক্ষে ১০ লাখও হিন্দু ধর্মাবলম্বী থাকে, তাদের মধ্যে দুই লাখ মানুষও যদি সারা দেশের সাম্প্রদায়িক হামলা-নির্যাতনের বিরুদ্ধে প্রতিবাদে নামত, তাহলে পুরো ঘটনাই অন্য রকম হয়ে যেত।
প্রথম আলো  হিন্দু বৌদ্ধ খ্রিষ্টান ঐক্য পরিষদ রয়েছে, সাম্প্রদায়িকতাবিরোধী মঞ্চ রয়েছে। তারা তো দীর্ঘদিন ধরে সাম্প্রদায়িক নির্যাতনের বিরুদ্ধে আন্দোলন করছে।
মোহাম্মদ রাফি  তাদের আন্দোলন অনেক দুর্বল। এটা দিলে ভালো হয়, এটা করা উচিত না—এমন কণ্ঠে তারা আন্দোলন করছে। সম্মিলিতভাবে জোরালো প্রতিবাদ হলে হামলাকারী পক্ষ বা রাষ্ট্র সংখ্যালঘু নির্যাতন নিয়ে রাজনীতি করার বিষয়টিকে অন্যভাবে ভাবত। ফলে অবশ্যই সংখ্যালঘু সম্প্রদায়কে নিজের পায়ে দাঁড়াতে হবে। তাদের পক্ষে যারা আসবে, তাদের সঙ্গে নিতে হবে। কিন্তু তারা নিজেদের যাতে ওই আন্দোলনে প্রাধান্যে থাকে, তা নিশ্চিত করতে হবে। সব মুসলমান তো খারাপ নয়। সংখ্যালঘুরা যদি নিজের পায়ে দাঁড়িয়ে মাঠে নামে, তাহলে তাদের পক্ষে অনেক মুসলমানকেও পাওয়া যাবে। তাই এই আন্দোলনে সবার আসার সুযোগও রাখতে হবে, একে নিছক সম্প্রদায়নির্ভর জোট করে রাখলে চলবে না।

Sardar Patel was a communal leader and his ideas for non-Hindus were not so good. I have read many posts about Pakistan and hate being the concept behind it, which is untrue. It was more like "FEAR" which drove many Indians to ask for a different homeland. If you look back our "Father of the nation" Bangabandu was also a strong supporter of the concept of Pakistan. Back then Muslims did not feel secured in India where communal forces inside congress and other parties became very strong. In fact many historians noted tacit support of congress in creation of Pakistan.

Albeit many Muslims were against "Breaking up India" but a good number wanted that to happen. According to Maulana Abul Kalam Azad even Jinnah did not want to establish Pakistan but wanted to use this concept to bargain for Indian Muslims.

We know the history that followed.

India is facing a very interesting future. If Namo( Modi) want to go back to his old politics (Communal), he will destroy India for decades. If he learn from his past "Mistakes" and wish to transform India into a modern state, he'll have that option in front of him near future.

I do not think India is going through any "Fundamental" change in caste system but it is bending a bit to the power of democracy. In democracy everyone has one vote and thus a lower caste Hindu has as much power as a Brahmin. So the politics is adjusting to this new reality (Beside very strong violent communist movement gaining popularity in many parts).

Recent rape epidemic shows India did not change that much. It is a classic example of how an old civilization is struggling to cope with being connected to "Modern world".

India has one superiority over her neighbors (Beside size and power). It has a culture of democracy and justice system (Police, court) that is mature and somewhat independent.  

India has many tests in front of it. One is being a responsible regional power or becoming a regional bully (Who want to lead through fear). In domestic arena India has to look into some fundamental reform.

I wish them success in this new phase.

The content of the article has come as a real surprise to me. Narendra Modi does not belong to higher caste and he boasts of his caste credential! Did he get easy approval of RSS or there was a tension between RSS and BJP when Modi's name was proposed as the PM candidate? Easy approval means RSS is undergoing ideological reforms. If this is really so, is the current RSS defying the doctrines of it's founding fathers? 

Empowerment of the Scheduled castes and OBCs in the modern time India is not new. India has witnessed PM, CM, and President from SC/OBC. But none of them was from BJP or RSS. 

I have heard that RSS trains non-Brahmins to become priests for the SC people. By doing this are they not defying Hindu casteism? Is it a temporary measure or a strategic retreat to capture state power? We have already seen what a shrewd policy Modi is adopting. He is building the tallest statue of Sardar Ballavbhai Patel who happened to be a veteran Congress leader. He did not pick Savarkar. His slogan is not Hindutva, but Indianism. 

I hope Mr. Puniyani will enlighten us with more articles like this.

As Narnedra Modi was close to being nominated the Prime Ministerial candidate, another Modi, Sushil Modi, flaunted Modi's backward caste origins. Recently (Jan 2014) in a public rally in Delhi, Narerndra Modi himself brandished his caste while speaking at a public rally. At one level it is surprising that Modi is showcasing his caste, as the aim of RSS, whose trained swayamsevak (volunteer) he is, is to forge a monolithic Hindu identity, papering over the caste differences and underplaying its inherent hierarchy. Hindutva, the RSS politics, is essentially an ideology based on a caste pyramid, where the different castes have a well defined place. The caste system gets its strength through subordinating the dominated castes. Dominated castes, dalits-OBCS, assuming Hindu identity, over and above their caste identity, is the fulcrum of strength of Hindutva politics.
Caste has been the major phenomenon, with which the Hindutva politics had to engage with. The beginning of RSS was more as a reaction to low castes coming up in the society. In 1920s when the dalits launched Non Brahman movement, aimed to fight against landlord-Brahmin combine, the upper castes, came forward to lay the foundation of RSS. This formation was aiming at Hindu Nation, in contrast to the agenda of Ambedkar who was talking of caste annihilation and was conceptualizing the concept of social justice in the framework of rising Indian Nationalism. RSS was also opposed to the national movement, which recognized the need for transformation of caste hierarchy, towards the values of equality. At this point of time the Hindutva ideologues like Golwalkar, upheld the Hindu holy books which had caste equations ingrained in them. These ideologues, overlooking the cruelty of caste system, glorified it as the basis and strength of Hindu society. With independence and the coming into being of Indian Constitution the march of dalits towards equality took the next step aided by the affirmative action provided by Indian Constitution. They did start the journey for their own share sky.
The changes in social scenario by 1980s led to a situation whereby upper caste felt that this undeserving section is being treated like 'son-in-laws' of the Governments in matters of education and jobs. They felt that their 'deserving' children are not able to get their due share of admissions and jobs. The result was anti-dalit violence in Ahmadabad in 1980s. Later the anti OBC violence in mid 1980s, opposing the promotion of OBCs in jobs was witnessed. With Mandal Commission coming in 1990s, the discomfort of upper caste was articulated by RSS progeny, who for electoral compulsions did not formally oppose the Mandal but diverted the social attention by enhancing the mobilization for Ram temple in a big way.
Meanwhile RSS planned for social engineering by which the dalits were co-opted into Hindutva politics and at places put in the forefront like in Babri demolition and also in the anti Muslim violence in Gujarat in particular. The anti-minority violence plays the role of bringing religious identity o the fore. In case of dalits through communal violence 'Hindu identity' came in as the overshadowing one, overshadowing the caste identity. After every case of anti minority violence, the Hindu identity became bigger for dalits. The recent case of Muzzafarnagar violence is the good example to observe this phenomenon. Here the Jats-Muslim bridges were broken through this violence and more so by transforming the Jat identity to the Hindu identity, by showing the fear of Muslims. Earlier also through this social engineering the dalit OBCs like Uma Bharati, Kalyan Singh, Vinay Katiyar have been brought in the forefront of RSS scheme of politics, through the act of Babri demolition and other related communal agenda. With this social engineering one can see the section of dalits veering towards this divisive politics.
At another level there is a conscious ploy through floating organizations like Samajik Samrasta Manch (Social Assimilation Platform), which talks of caste harmony while retaining caste inequality. This idea is in total contrast to the idea of Ambedkar for whom caste annihilation had to be the central agenda of dalit politics. While Ambedkar painfully drew attention to the plight of dalits and struggled for justice for them RSS has subtly and openly opposed the affirmative action for dalits and never raised its voice against atrocities on dalits. Agenda of communal politics is a clever ploy. At one level it opposes all affirmative action for the dominated castes, at another level it co-opts them and at yet another level it talks of harmony between different castes.
There is a twin track strategy as far as caste question is concerned. On one side it aims to project Modi's backward caste identity, and this is for an electoral appeal. At another level it also aims to bring in overarching Hindu identity over and above the caste identity, while retaining the caste pyramid. The overarching Hindu identity is constructed through communal violence, through projecting the fear of the 'other', Muslim or Christian, as the one's threatening 'we the Hindus'. At ideological level it propagated 'Integral Humanism' propounded by Deendayal Upadhyay. This concept of Integral Humanism says that we Hindus believe that different Varnas have come from same Virat Purush (Grand Man). From his mouth came Brahmins, from arms Khstriyas, from thighs Vaishyas and from feet the Shudras were created. It menas that all these Varnas-castes are complimentary to each other.
Modi took this concept to spiritual level, in his recent book, Karmayoga, published by the state information department. In this book Modi says, "Scavenging must have been a spiritual experience for the Valmiki caste, "At some point of time, somebody must have got the enlightenment that it is their (Valmikis') duty to work for the happiness of the entire society and the Gods; that they have to do this job bestowed upon them by Gods; and that this job of cleaning up should continue as an internal spiritual activity for centuries. This should have continued generation after generation. It is impossible to believe that their ancestors did not have the choice of adopting any other work or business." This spiritual experience is reserved for the 'Valmikis', a sub-caste among Dalits, which has been condemned to scavenging jobs for centuries. The functions of the caste are also being glorified and propagated by many a Godmen, one of whom Pandurang Shastri Athwaley clearly stated that any deviation from the pre-assigned caste duty is detrimental for the society. Another God man Sri Sri Ravi Shanker has been propagating about caste harmony through his writing.
There is no linear relationship between this politics and its strategies. This politics, Hindutva, wants to uphold the caste hierarchy in a subtle way and adopts different tactics in dealing with the caste question. Undoubtedly once the non upper caste become assertive as 'Hindus' through ideological indoctrination and become icons of Hindutva politics; that is the biggest 'success' of this politics. Modi being a Hindutva icon, being an OBC, is a big leap for Hindutva agenda of upholding caste system and at the same time making stronger forays on the electoral battlefield.

CSSS's Journey for Peace, Justice, Democracy and Secularism
The Centre for Study of Society and Secularism and its staff has been humbled by the National Communal Harmony Award announced on the eve of Republic Day in the year 2014 by the National Foundation for Communal Harmony. We accept the prestigious Award with all humility and with resolve to work even harder to promote communal harmony. The Award comes as recognition of CSSS's work to promote communal harmony in our country with all its diversity in terms of religion, culture, language, customs, traditions, regions and caste.
We wish our Late Chairperson Dr. Asghar Ali Engineer was alive. It is his hard work in establishing the Centre that has been recognized by the Award. He sweated and toiled to establish the Centre, guided it, and led from the front. His tremendous energy, tireless efforts, his leadership and marvelous foresight contributed to the Centre right from the beginning 20 years ago. The foundations of the Centre were laid by him much before it was formally established – his pioneering study of communal conflicts in India right from the first major post partition communal riot in Jabalpur in 1961. Every violent communal conflict thereafter warranted his attention and study. However, he did not stop after understanding the causes of communal conflicts in India. He tirelessly established Insani Biradari in the 1970s, persuaded prominent secular minded cultural activists and notable citizens to speak up against communalism, among them being Balraj Sahani who, on Dr. Engineer's request, cancelled his hard earned holidays to Kashmir and campaigned for peace along with Dr. Engineer after devastating riots in Bhiwandi in the year 1984. Along with Shabana Azmi he organized peace march from Delhi to Meerut, and several peace marches thereafter. After the series of communal riots in the Northern and Western India, Dr. Engineer proceeded to establish Ekta – Committee for Communal Amity, with Trade Unions, Human Rights Organisations and other peoples movement constituting the platform. He would organize workshops to create peace cadres and dispel the myth that communalism was rooted in religion. He would argue that communalism is rooted in political ideology. After the 1992-93 riots, Dr. Engineer wrote his fact finding report – Bombay's Shame and called a meeting of secular intellectuals from all over India to think about the response and the Centre was born. The DNA of CSSS ever since has been academic as well as activism for activities to promote better understanding between various communities and promote pluralism and diversity.
We at CSSS always understood that communalism was a threat to democracy and the rich diversity of India. Communalism is also threat to the democratic movements and struggles of the marginalized sections of the society for equality and their rightful share in development. Communal forces strengthen and justify and complement social hierarchies with a discourse of hierarchically structured political rights based on birth and regions like caste, gender, place of birth, location of holy land etc.
Ordinary and toiling Indians – the artisans, workers, peasants, service class have learnt to live with diversity since centuries. In fact they consider diversity as blessing. It is the elite of various communities which seek to defend their feudal privileges and feel threatened by discourse of equality. Ideology of communal nationalism is then constructed to create authoritarian state that privileges the elite of one community over the other and on the marginalized sections of one's own community.
CSSS has now completed 20 years. During these 20 years, CSSS was helped and supported by its donors, a wide network of activists, ever eager to participate in its workshops and sharpen their perspectives with regards communal conflicts and thereafter work as peace workers, promoting harmonious relations between diverse communities, equipped with knowledge to dispel myths and prejudices against minorities. This web of peace cadres helps us monitor the communal situation in most affected states of India. Internships and fellowships help us support a tiny number of dedicated peace workers who then constitute steel structure for All India Secular Forum, a platform for organizations working for peace and secularism throughout India. AISF exists in 13 states in India and undertakes protest campaigns against communal politics and advocacy for peace, communal harmony, democracy and secularism.
Wide circulation of fortnightly Secular Perspective, Secular Action Network edited by our Chairperson Dr. Ram Puniyani, articles of Dr. Puniyani, all of which are much awaited by many are crucial tools to create counter discourse on equal rights as citizens and culture of human rights. The social media like Facebook, WhatsApp and other platforms too help us keep in touch with our workshop participants and activists and keep up the flow of information to the peace workers. Compiling e-list of enthusiastic readers of the articles posted through CSSS network helps us reach thousands.
Culture is another arena where we have entered thanks to our sister organizations like Kabeera (Mumbai), Lok Kala Manch (Ahmedabad). Partnering with these organizations, we are trying to reach to a wider and uninitiated audience nurturing popular beliefs about the "other", helping them critically examine and question their beliefs.
We are reaching out to the children in a slum in Mumbai in order to inculcate values of love and accepting those who are different than themselves and their community with equal love and respect. The children through series of theatre games are becoming more confident, learning through critical thinking and through playing games. They have even given cultural performances.
We have organized over 200 workshops to sensitize police in Mumbai, Nasik, Haryana, Hyderabad, Bangalore, Chennai, Meerut, Varanasi, and several other towns.
Sensitizing journalists and teachers is another priority area for CSSS and we have organized several workshops with the target audience.
Research and publications, including quarterly journal – Indian Journal of Secularism help us reach various sections of society.
Yet there is a long long way to go and the members of the Executive Council and CSSS will not rest till we marginalize and neutralize communal forces and communal ideologies. We would work even more hard and achieve the dream of our founder Chairperson – To grow to be a leading and effective institution that is able to nurture values of pluralism and pursuit of knowledge and truth, and culture of peace. He used to remind us of three Ds – Diversity, Dialogue and Democracy.
Our DNA is thank tank and activism to promote communal harmony and we solemnly resolve to maintain this unique feature of CSSS along with flexible approach.
This Journey of CSSS would have been impossible without all the stake holders and supporters and fellow travelers – the donors and financial contributors, the Executive Council with its able leadership and guidance, its staff that has worked as a team and worked hard, the peace workers, including the interns and the fellows who form the steel frame of All India Secular Forum, the state coordinators of All India Secular Forum and member organizations who halve always helped CSSS organize its activities in various states; the well wishers of CSSS who have always stood with the CSSS during its trying times and times of crisis and finally the movement for justice and peace, the victims of communal conflicts, that inspire us to go on in spite of all the hardships.

বিডিলাইভ ডেস্ক: বিএনপি সিদ্ধান্ত নিয়েছে উপজেলা নির্বাচনে অংশগ্রহণ করার, তাও কিনা বিনা শর্তে বর্তমান নির্বাচন কমিশনের অধীনে! বিএনপির এই 'রাজনৈতিক বোধদয়' যদি সাধারণ নির্বাচনের পূর্বে হত তা হলে তা বিএনপি এবং দেশের জন্য মঙ্গল বয়ে আনত, তাতে এত যান-মালের ক্ষতি হতনা বা বিএনপিকে রাজনৈতিক ভাবে এমন 'দেওলিয়া' হতে হত না। তাই বলছিলাম 'সেইতো চুন খসালি, তবে কেন লোক হাসালি'! 

তবে বিএনপির বোধোদয় হলেও তাদের তল্পিবাহক সুশীলদের কিন্তু তা হয়নি। সেই ভাঙ্গা পুরানো রেকর্ডের মত গলাবাজি করেই যাচ্ছে, বলছে বর্তমান সরকার নাকি অবৈধ, মাত্র ৫% লোক নাকি ভোট দিয়েছে। তাই যদি হত তা হলেতো ৯৫% এর বিরোধী দল, ৫% এর অবৈধ সরকারী দলকে বালির বাধের মত গুড়িয়ে দিত এতদিনে! কিন্তু বাস্তবে আমরা কি দেখছি? আন্দোলন তো দুরের কথা, তাদের কথা মত অবৈধ সরকারের সাথে বিনাশর্তে 'মধ্যবর্তী' নির্বাচনের জন্য আলোচনায় বসতে পাগল হয়ে গেছে তারা, সরকারকে রাজি করাতে বিদেশী প্রভুদের দারস্থ হচ্ছে প্রতিনিয়ত ! 

গত নির্বাচনে মন থেকে নয়, ভীত শন্ত্রস্ত হয়ে অনেকে ভোটকেন্দ্রে যায়নি। নির্বাচনের পূর্বে বিএনপি-জামাত যে ভাবে নিরীহ জনসাধারণের উপর পৈশাচিক তান্ডবলীলা চালিয়েছিল তাতে অনেকের ভোটকেন্দ্রে না  যাওয়াটাই ছিল স্বাভাবিক। কিন্তু তার পরেও ভোট কিন্তু কম পরেনি, প্রায় ৪০% লোক গত নির্বাচনে তাদের ভোটাধিকার প্রয়োগ করেছে যা অনেক উন্নত দেশের চেয়ে ছিল বেশী। জনসাধারণ যখন মন থেকে কোনো নির্বাচন বর্জন করে তখন সেই জনবিচ্ছিন্ন সরকারকে হটাতে তারা এমনিতেই রাস্তায় নেমে পরে আর সরকারও কিছু দিনের মধ্যে 'তাসের ঘরের মত' ভেঙ্গে চুরমার হয়ে যায়। যা আমরা দেখেছিলাম ১৯৯৬ এ বিএনপি সরকারের ফেব্রুয়ারির একতরফা নির্বাচনের পর পরই। মাত্র দুই মাসের মধ্যে সেই সরকার বিদায় নিয়েছিল! কিন্তু এবার তার কোনো লেশ মাত্র দেখতে পাচ্ছিনা। এত ঢাকঢোল পিটিয়ে সরোওয়ার্দি উদ্যানে জনসভা করেও খালেদা জিয়া লোক সমাগম করতে পারেনি! যাও হয়েছিল তার  ৩০% ছিল ছদ্দবেশধারী জামাত-শিবির কর্মী। 

পচাত্তরের পট পরিবর্তনের পর থেকে ২০০১ পর্যন্ত 'ইসলাম গেলো আর ভারতীয় জুজুর ভয়' দেখিয়ে বিএনপির নেতৃত্বে স্বাধীনতা বিরোধীরা এদেশের ধর্মপ্রধান নিরীহ মানুষদের বিভ্রান্ত করতে সক্ষম হয়েছিল, সামরিক বাহিনীর প্রভাব আর জাল ভোটের মাধ্যমে বার বার ক্ষমতায় গিয়েছিলো। বিএনপি এখনো সেই পথ ধরে পেছনের দরজা দিয়ে ক্ষমতায় যাওয়ার জন্য চাতক পাখির মত তাকিয়ে আছে কিন্তু এখন আর সেই দিন নেই, কর্নেল ফারুক-রশিদ দের মত পাকিস্তানি এজেন্টরা এখন আর আর্মিতে নেই, মানুষ বিশেষ করে নতুন প্রজন্ম এখন ভীষণ সচেতন। '৭১ এর নরপিসাচদের বিচারে দেশের ৯৫% মানুষ আজ একতাবদ্ধ। তাই বিএনপিকে স্বাধীন বাংলাদেশে রাজনীতি করতে হলে স্বাধীনতা বিরোধীদের সঙ্গ ত্যাগ করতে হবে। না হলে আওয়ামী লীগ নয়, বিএনপি প্রকান্তরে এদেশের রাজনীতিতে ৫% হয়ে যাবে! 

নির্বাচনের পর পরই পরিকল্পিতভাবে সংখ্যালঘুদের উপর তান্ডবলীলা চালিয়ে বিএনপি-জামাতিরা "উদোর পিন্ডি বুদোর ঘাড়ের মত" তা আওয়ামী লীগের উপর চাপাচ্ছে ! বরাবরের মত সাথে সাথে না করে বেশ কয়েকদিন অপেক্ষা করে তারা এই দোষারোপটি করছে। বিএনপি-জামাতি ক্যাডাররা চতুরতার সাথে ছাত্রলীগ-যুবলীগের জাল সার্টিফিকেট নিয়ে এই পৈশাচিক বর্বরতা চালিয়ে তা সরকারী দলের উপর চাপাচ্ছে আর স্বাধীনতা বিরোধীদের তল্পিবাহক মিডিয়াগুলো পরিকল্পিতভাবে তা ফলাও করে প্রচার করছে। 

কিন্তু তাতেও কোনো লাভ হচ্ছেনা, বিএনপি-জামাতিদের চেয়ে দেশের মানুষ আজ বেশি 'রাজনৈতিক সচেতন'! আর এটাই কাল হয়েছে বিএনপির জন্য। তাই এখন দল হিসাবে টিকে থাকার জন্য উপজেলা নির্বাচনে বিনা শর্তে অংশগ্রহন করার সিদ্ধান্ত নিয়েছে। 

তাইতো বলছিলাম "সেইতো চুন খসালি, তবে কেন লোক হাসালি"!

WHY WOMEN IN CHINA DO NOT GET BREAST CANCER

I had no alternative but to die or to try to find a cure for myself. I am a scientist - surely there was a rational explanation for this cruel illness that affects one in 12 women in the UK ?

I had suffered the loss of one breast, and undergone
  radiotherapy. I was now receiving painful chemotherapy, and had been seen by some of the country's most eminent specialists. But, deep down, I felt certain I was facing death. I had a loving husband, a beautiful home and two young children to care for. I desperately wanted to live.

Fortunately, this desire drove me to
  unearth the facts, some of which were known only to a handful of scientists at the time.

Anyone who has come into contact with breast cancer will know that certain risk factors - such as increasing
 age, early onset of womanhood, late onset of menopause and a family history of breast cancer - are completely out of our control. But there are many risk factors, which we can control easily.

These "controllable" risk factors readily translate into
  simple changes that we can all make in our day-to-day lives to help prevent or treat breast cancer. My message is that even advanced breast cancer can be overcome because I have done it.

The first clue to understanding what was promoting my breast
  cancer came when my husband Peter, who was also a scientist, arrived back from working in China while I was being plugged in for a chemotherapy session.

He had brought with him cards and
  letters, as well as some amazing herbal suppositories, sent by my friends and science colleagues in China .

The suppositories
  were sent to me as a cure for breast cancer. Despite the awfulness of the situation, we both had a good belly laugh, and I remember saying that this was the treatment for breast cancer in China , then it was little wonder that Chinese women avoided getting the disease.

Those words echoed in my mind.
   Why didn't Chinese women in China get breast cancer?   I had collaborated once with Chinese colleagues on a study of links between soil chemistry and disease, and I remembered some of the statistics.

The disease was virtually non-existent throughout the whole country. Only one in 10,000 women in China will die from it, compared to that terrible figure of one in 12 in Britain and the even grimmer average of one in 10 across most Western countries.
   It is not just a matter of China being a more rural country, with less urban pollution. In highly urbanized Hong Kong , the rate rises to 34 women in every 10,000 but still puts the West to shame.

The Japanese cities of Hiroshima and Nagasaki
  have similar rates. And remember, both cities were attacked with nuclear weapons, so in addition to the usual pollution-related cancers, one would also expect to find some radiation-related cases, too.

The conclusion we can draw from these statistics strikes you with some force. If a Western woman were to move to industrialized, irradiated Hiroshima , she would slash her risk of contracting breast cancer by half. Obviously this is absurd.
 It seemed obvious to me that some lifestyle factor not related to pollution, urbanization or the environment is seriously increasing the Western woman's chance of contracting breast cancer.

I then discovered that whatever causes the huge differences in
breast cancer rates between oriental and Western countries, it isn't genetic.

Scientific research showed that when Chinese or Japanese people move to the West, within one or two generations their rates of breast cancer approach those of their host community.

The same thing happens when oriental people adopt a completely Western lifestyle in Hong Kong . In fact, the slang name for breast cancer in China translates as 'Rich Woman's Disease'. This is because, in China, only the better off can afford to eat what is termed ' Hong Kong food'.


The Chinese describe all Western food, including everything from ice cream and chocolate bars to spaghetti  and feta cheese, as "Hong Kong food", because of its availability in the former British colony and its scarcity, in the past, in mainland China .

So it made perfect sense to me that whatever  was causing my breast cancer
  and the shockingly high incidence in this country generally, it was almost certainly something to do with our better-off, middle-class, Western lifestyle.

There is an important point for men here, too. I have observed in my
 research that much of the data about prostate cancer leads to similar conclusions.

According to figures from the World Health Organization, the number of men
 contracting prostate cancer in rural China is negligible, only 0.5 men in every 100,000. In England, Scotland and Wales , however, this figure is 70 times higher. Like breast cancer, it is a middle-class disease that primarily attacks the wealthier and higher socio-economic groups, those that can afford to eat rich foods.

I remember saying to my husband, "Come on Peter, you have just come back
  from China . What is it about the Chinese way of life that is so different?"

Why don't they get breast cancer?' We decided to utilize our joint scientific backgrounds and approach it
  logically.

We examined scientific data that pointed us in the general direction of fats in diets.
Researchers had discovered in the 1980s that only l4% of calories in the average Chinese diet were from fat, compared to almost 36% in the West.
 
But the diet I had been living on for years before I contracted breast cancer was very low in fat and high in fibre.
 
Besides, I knew as a scientist that fat intake in adults has not been shown to increase risk for breast cancer in most investigations that have followed large groups of women for up to a dozen years.
Then one day something rather special happened. Peter and I have worked
 together so closely over the years that I am not sure which one of us first said: "The Chinese don't eat dairy produce!" It is hard to explain to a non-scientist the sudden mental and emotional'buzz' you get when you know you have had an important insight. It's as if you have had a lot of pieces of a jigsaw in your mind, and suddenly, in a few seconds, they all fall into place and the whole picture is clear.

Suddenly I recalled how many Chinese people were physically unable to
  tolerate milk, how the Chinese people I had worked with had always said that milk was only for babies, and how one of my close friends, who is of Chinese origin, always politely turned down the cheese course at dinner parties.

I knew of no Chinese people who lived a traditional Chinese life who ever
 used cow or other dairy food to feed their babies. The tradition was to use a wet nurse but never, ever, dairy products.

Culturally, the Chinese find our Western preoccupation with milk and milk
 products very   strange. I remember entertaining a large delegation of Chinese scientists shortly after the ending of the Cultural Revolution in the 1980s.

On advice from the Foreign Office, we had asked the caterer to provide a pudding that contained a lot of ice cream. After inquiring what the pudding consisted of, all of the Chinese, including their interpreter, politely but firmly refused to eat it, and they could not be persuaded to change their minds.

At the time we were all delighted and ate extra portions!

Milk, I discovered, is one of the most common causes of food allergies .
 Over 70% of the world's population are unable to digest the milk sugar, lactose, which has led nutritionists to believe that this is the normal condition for adults, not some sort of deficiency. Perhaps nature is trying to tell us that we are eating the wrong food.

Before I had breast cancer for the first time, I had eaten a lot of dairy
 produce, such as skimmed milk, low-fat cheese and yogurt. I had used it as my main source of protein. I also ate cheap but lean minced beef, which I now realized was probably often ground-up dairy cow.

In order to cope with the chemotherapy I received for my fifth case of
 cancer, I had been eating organic yogurts as a way of helping my digestive tract to recover and repopulate my gut with 'good' bacteria.

Recently, I discovered that way back in 1989 yogurt had been implicated in ovarian cancer. Dr Daniel Cramer of Harvard University studied hundreds of women with ovarian cancer, and had them record in detail what they normally ate. Wish I'd been made aware of his findings when he had first discovered them.
 
Following Peter's and my insight into the Chinese diet, I decided to give up not just yogurt but all dairy produce immediately. Cheese, butter, milk and yogurt and anything else that contained dairy produce - it went down the sink or in the rubbish. 
 
It is surprising how many products, including commercial soups, biscuits and cakes, contain some form of dairy produce. Even many proprietary brands of margarine marketed as soya, sunflower or olive oil spreads can contain dairy produce
I therefore became an avid reader of the small print on food labels.

Up to this point, I had been steadfastly measuring the progress of my fifth cancerous lump with callipers and plotting the results. Despite all the encouraging comments and positive feedback from my doctors and nurses, my own precise observations told me the bitter truth.

My first chemotherapy sessions had produced no effect - the lump was still the same size.
 
Then I eliminated dairy products. Within days, the lump started to shrink
.
About two weeks after my second chemotherapy session and one week after giving up dairy produce, the lump in my neck started to itch. Then it began to soften and to reduce  in size. The line on the graph, which had shown no change, was now pointing downwards as the tumour got smaller and smaller.

And, very significantly, I noted that instead of declining exponentially (a graceful curve) as cancer is meant to do, the tumour's decrease in size was plotted on a straight line heading off the bottom of the graph, indicating a cure, not suppression (or remission) of the tumour.

One Saturday afternoon after about six weeks of excluding all dairy produce from my diet, I practised an hour of meditation then felt for what was left of the lump. I couldn't find it. Yet I was very experienced at detecting cancerous lumps - I had discovered all five cancers on my own. I went downstairs and asked my husband to feel my neck. He could not find any trace of the lump either.

On the following Thursday I was due to be seen by my cancer specialist at
  Charing Cross Hospital in London . He examined me thoroughly, especially my neck where the tumour had been. He was initially bemused and then delighted as he said, "I cannot find it." None of my doctors, it appeared, had expected someone with my type and stage of cancer (which had clearly spread to the lymph system) to survive, let alone be so hale and hearty.

My specialist was as overjoyed as I was. When I first discussed my ideas with him he was understandably sceptical. But I understand that he now uses maps showing cancer mortality in China in his lectures, and recommends a non-dairy diet to his cancer patients.

I now believe that the link between dairy produce and breast cancer is similar to the link between smoking and lung cancer.
 I believe that identifying the link between breast cancer and dairy produce, and then developing a diet specifically targeted at maintaining the health of my breast and hormone system, cured me.

It was difficult for me, as it may be for you, to accept that a substance as 'natural' as milk might have such ominous health implications.
But I am a living proof that it works and, starting from tomorrow, I shall reveal the secrets of my revolutionary action plan.
