India:31% Muslims live below poverty line
 
NEW DELHI: Nearly one third of Muslims in the nation survive on less than Rs 550 a month, economic think tank NCAER said, amid the ongoing debate on reservations in jobs and educational institutions for those belonging to the community.

A survey by the National Council for Applied Economic Research (NCAER) said that three out of every 10 Muslims were below poverty line and lived on less than Rs 550 a month in the year 2004-05.

Even among the poor, urban Muslims were better off compared to those in villages, who survived on Rs 338 a month during the year under review, NCAER said last week.

The survey comes around the time when Supreme Court, in an interim order, has upheld the validity of four per cent job and educational reservation provided to backward members of Muslim community in Andhra Pradesh.

Also, the report of Ranganath Mishra Commission, which has suggested reservation for Muslims and other minorities, and has sought scheduled caste status for dalits who adopted Islam and Christianity, is awaiting action by the government.

"The Adivasis are the most vulnerable group with nearly 50% below the poverty line...(followed by) the Dalits and Muslims with poverty rates of 32% and 31%," said the Indian Human Development survey conducted by the NCAER and University of Maryland of the US.

The survey took the poverty line at Rs 356 per person per month in rural areas and at Rs 538 in urban areas for 2004-05. Besides, the survey said Muslims are at the bottom in terms of rural household income.

However, in the country, Muslim households are slightly better off than dalits and adivasis as a whole.

"Adivasi and dalit households have the lowest annual income at Rs 20,000 and Rs 22,800, respectively. The other backward classes and Muslim households are slightly better off, with incomes of Rs 26,091 and Rs 28,500," the report said.

As per the 2001 census, there were 13.8 crore Muslims, accounting for 13.4 per cent of the total population of India.

The survey said Muslims are most likely to generate income from small family businesses, partly because of educational differences across the community. It said social group differences in enrolment are striking.

Dilemma is: war criminals were pardoned and went unpunished
 
The Government on March 25 announced the constitution of a 3-member war crimes tribunal headed by the Supreme Court judge, under The International Crimes (Tribunal) Act 1973 for trial of war crimes committed during the Bangladesh War of Independence in 1971.

Justice Nizamul Haque of the High Court Division has been made chairman of the tribunal. Two other members are HC judge AKM Fazle Kabir and retired district judge AKM Zahir Ahmed. Law Minister Shafique Ahmed also announced a 12-lawyer prosecution team and seven-member team for investigation. Advocate Golam Arif Tipu is the head of the prosecution team while former additional secretary Abdul Matin has been named to lead the investigation.

Names of some 25 suspects who are likely to be accused have also been made known and home minister Shahara Khatun has said the suspected war criminals would not be allowed to flee the country. The media has reported the deployment of plainclothes law enforcers to keep watch on their movement.

The government is fulfilling its promise. Serious crimes must not go unpunished. But the dilemma faced by the government and many others is that the real war criminals were pardoned 36 years ago by Bangabandhu himself and they went unpunished. Shameful side is that the freedom fighters, specially those who claim to be the members the High Command of freedom fighters did not protest. All those Pakistani soldiers who declared the war and committed the war crimes and were allowed to leave Bangladesh safe and sound.

A total of 195 war criminals were identified from among approximately 90,000 troops, members of civil armed forces and civilians who had surrendered to the Indian and Bangladesh forces under Lt. General Jagjit Singh Arura. They were allowed to be repatriated to Pakistan under a tripartite agreement signed in New Delhi on 9 April 1974 by the foreign ministers of Bangladesh, Pakistan and India.

The relevant article of the tripartite agreement said, that in the light of the Simla Agreement signed between the Prime Ministers of India and Pakistan "… in particular, having regard to the appeal of the Prime Minister of Pakistan to the people of Bangladesh to forgive and forget the mistakes of the past, the Foreign Minister of Bangladesh stated that the Government of Bangladesh had decided not to proceed with the trials as an act of clemency. It was agreed that the 195 prisoners of war might be repatriated to Pakistan along with the other prisoners of war now in the process of repatriation under the Delhi Agreement."

The POWs went under the Indian and Bangladesh forces commanded by Gen. Arura, as per the terms of the instrument of surrender, and were taken to India soon after the surrender.

Apparently this prompted Law Minister Shafique Ahmed to revise his earlier statement to say that the government was for trial of crimes against humanity. After the release of the identified war criminals the government can and is actually dealing with the abetters who collaborated with the Pakistani forces during the War of Liberation.

There has been dispute over the naming of suspects even before the start of work by the teams of investigators and the prosecutors.

According to available information of the about 35,000 people taken to jails after the victory on 16 December 1971, and charged for collaboration with the occupation forces, many were released when in December 1973 the Government announced clemency except for those who were charged with four types of heinous crimes like rape, murder, setting fire to homes and genocide. Hundreds others, charged with these crimes were convicted and served terms of punishment.

About the present initiative to try war criminals, the main opposition Bangladesh Nationalist Party has taken a cautious stand with its secretary general Khandakar Delwar Hossain stating, they are not opposed to trial of people responsible for war crimes but cautioned that the move might be used to get extra political mileage. Law Minister Shafique Ahmed has said people to be convicted by the tribunal would have the opportunity to prefer appeal with higher courts.

The worrying aspect of the whole process however, is that when the real war criminals were allowed to go unpunished by the same Awami League government what political divisiveness and doubt it will create now after some 36 years. Collecting convincing evidence after so many years for establishing justice convincingly will also be extremely difficult. The question is unavoidable. Why they waited for 36 years? Nobody is against punishing those who committed inhuman crimes. But it is also important to know that when justice is delayed for long anxieties cannot be easily removed from public mind that justice may be denied.

Those already unofficially named as suspects include two leaders of the BNP in addition to many from Jamaat and a few other Islamic parties. Some opposition political parties are complaining that there are suspects also in the ruling party.

It will be inhuman not to support punishing those who committed crimies against humanity but all sides have to be very careful about the transperancy of the trial. Such trials must also be free from political overzealousness.

Dhaka groans under acute utility crisis - Power, gas, water crises, traffic jams test patience of city dwellers, no respite in sight
 


 
Life in the capital turned miserable with mercury rising to a boiling point, power cuts becoming seemingly never ending and water taps and gas burners drying up amid an acute crisis of utilities.A nagging traffic congestion added to the woes, forcing the city's 13 million people to pass some of the worst times in their living memories.

Officials said a growing demand gap worsened the crisis at the approach of summer, as the existing utility infrastructure can meet 60 per cent of the capital's power demand, 80 per cent of its water need and some three-fourths of gas requirement."Large parts of the city don't have gas, water and power supply two-thirds of a day," said a Dhaka City Corporation official.

A massive shortfall of gas first triggered the crisis, with hundreds of thousands of cooking burners becoming the first victim followed by power generation and water supply."Gas crisis has sharply cut down power output in state-owned plants. As a result, the city gets only 60 per cent of its actual electricity demand," said a power official."The woes have been compounded with the rising of temperature to nearly 40 degree celsius midway through this month and diversion of power to the rural areas for boro paddy farming," he said.

Everyday since early this month, the Power Development Board has been diverting at least 1,000 megawatt of power -- or one-fourth of the country's total generation -- to villages to operate pumps for irrigating farmland.Rising temeperature also spiked use of fans and air coolers, which guzzle more power than any other electronic or electric appliances.

Power crisis coupled with scorching sun also brought the city's water supply infrastucture down to its knee, shutting down hundreds of thousands of household pumps better parts of the day.

Dhaka Wasa, which supplies running water to the residents, said power crisis has also cut lifting of underground water by its 546 deep pumps. "We have the daily capacity to supply 1.95 billion litres of water to the capital against a demand of 2.20 billion litres," said Taqsem A Khan, its managing director.

"But due to the power crisis we cannot ensure maximum supply," he said, adding the layer of water in underground aquifers is also going down fast, making it hard to lift water at a desired pace. He said hot summer has almost dried up rivers that supply 13 per cent of the city's water and the lack of rains means the underground aquifers, source of the rest 87 per cent water, have not been replenished.

While residents hope that rains in the coming month would ease water crisis to a great extent, they see no end to the gas crunch that worsened since last winter. "Titas officials had said poor gas pressure was due to the winter. But even in hot days, we get gas supply only in the morning and evening," said Rubina Alam, a resident of city's Jurain area.
Officials of Titas, which is the lone supplier of gas in the city, said there is no way to escape from the current crisis, as soaring demand has outstripped supply by at least 20-30 per cent. "And there is also no short-cut remedy as the country has not seen new explorations for years. We have to manage the demand with whatever supply we get from our gasfields," said a Titas official, requesting anonymity.

The official said the problem of low gas pressure has now affected all parts of the sprawling metropolis . He said Titas has urged the government to shut down CNG filling stations throughout the day to offset the crisis. A gas-guzzling fertiliser factory is expected to be closed down temporarily to divert its supply to the capital, he said, adding: "It is now up to the government to make decision as both are tricky issues."

Petrobangla supplies more than 1,960 million cubic feet of natural gas a day against the demand of around 2,500 million cubic feet of gas. Demand is growing nearly 10 per cent annually due to a booming economy.Traffic jams, meanwhile, worsened as record number of cars and buses are hitting the capital's narrow lanes every day -- thanks largely to a rapid increase of nouveu riches in the country.

The Bangladesh Road Transport Authority said last year around 100 cars, microbuses and buses were registered in the capital every day. The government has staggered weekly holidays for shops, shopping arcades and commercial establishments after dividing the capital into seven zones. It also set different office timings for schools and offices.Dhaka Metroplitan Police has deployed more law enforcers on to the streets and demarcated the main arteries in several lanes as part of a wide ranging moves to manage traffic.

But nothing seemed to have worked amid an influx of new cars every day. Lack of mass transit system in the ever expanding city has rubbed salt to the wounds."People like us who use public transports suffer most as we have to wait in queue before a bus arrives," said Ahsan Habib, a private banker. "There is no respite even if we board a bus as we endure another round of suffering due to the jam."

Shortage in supply of water has heightened the sufferings of city dwellers as the persistent power and gas crises have already plagued life all over the country amid increasingly warm weather.
   Frequent power outages are hampering boro cultivation, prompting the farmers to go for demonstrations to express their concerns and resentment, report New Age district correspondents. Local offices of electricity authorities came under attack.
   Students, especially candidates of public examinations, across the country cannot continue their study regularly due to electricity crisis.
   Production in the export-oriented garment factories has declined almost 30 per cent recently because of the crises of power and gas, said AKM Fazlul Hoque, president of the Bangladesh Knitwear Manufacturers and Exporters Association.
   Dwellers of Dhaka city are facing nine to ten hours of power outage daily and the crisis of electricity may deepen further in the coming days, according to sources in Dhaka Electric Supply Company Ltd.
   Admitting the water supply crisis the city, the deputy managing director of Dhaka Water Supply and Sewerage Authority, Liakat Ali, said disruption in power supply affected extraction of water at all their 545 water pump stations.
   'We can run only 290 water pumps during the load shedding hours with the help of generators,' he told New Age, adding that the situation would improve as they had planned to bring 120 pumps under dual connections to mitigate the people's sufferings during the summer.
   Hundreds of students of Dhaka University on Sunday brought out a procession on the campus and laid a siege at the Nilkhet crossing for half an hour, demanding uninterrupted supply of electricity at the dormitories.
   'Normal study of my daughter, a candidate of HSC examinations scheduled to begin on April 1, is being seriously hampered due to power cut -- nine to ten hours a day,' said Abdus Salam, a banker staying in the city's East Rajabazar area.
   Farmers of Chirirbandar upazila of Dinajpur put barricade on the highway on last Thursday while farmers in Natore laid siege to the local Rural Electrification Board office and submitted a memorandum to the authorities concerned.
   Farmers in Bogra, Chapainawabganj, Narsingdi, Narail and Kishoreganj too brought out processions in and submitted memoranda to the deputy commissioners demanding adequate supply of electricity during this peak season of Boro.
   Dwellers of Manikanj municipality held demonstrations in the past week and demanded uninterrupted supply of utilities — water, power and gas.
   The government's decision to divert 150 megawatt electricity to boro-growing areas has not solved the problem of electricity supply in the rural Bangladesh, according to reports from New Age correspondents.
   The government has recently decided to impose two-hour load shedding after every two hours instead of the previous practice of one-hour load shedding to reduce the frequency of power outage in the city.
   However, there are short stretches of load shedding between the two hours due to 'technical faults', meaning that the city dwellers in some cases have to face 12 hours of power outage.
   Residents of Mirpur Senpara, Shewrapara, Mohammadpur, Purba Rajabazar, Khilgaon, Basabo, Jatrabari and old parts of Dhaka city are among the worst sufferers of acute water crisis coupled with electricity and gas crises.

Public anger rising over enhanced load shedding

Power distributors introduce 2-hour outage every 2 hours

The 2-hour load shedding after every two hours introduced across the country on Saturday has been received with criticism and resentment from different sections of power consumers.(UNB) Power distribution agencies-DESCO, DPDC, REB, PDB and WZPDC - introduced the system at the behest of the highest policy makers replacing load shedding at every alternative hour.

The severe cut in power supply was necessitated as the generation stands at 3700-3800 MW against the demand of more than 6000 MW.The power officials said they have received complaints and resentment against the new system of load shedding. "Now, many peoples are giving their negative reaction to two-hour load shedding system. Because, it creates more sufferings to them," said a top official of DPDC which controls electricity distribution in major part of the capital city. He said many people use standby generators. They now face troubles in running generators for two hours at a stretch. Many business houses are to close transactions for long two hours affecting their business, he added.

Business people are not taking the new system positively as it leads to more hazards. Bangladesh Shop Owners Association Secretary General SA Quader Kiron expressed sharp resentment. "Definitely, this is a bad decision as it is harmful to the business. This is not acceptable as people are not habituated with long two-hour load shedding."

Kiron is worried at reported government plan of complete cut in power supply in urban areas from 12 midnight to 6 am. "This will be ridiculous if really the government moves in that direction, because after whole day labour and frequent load shedding, people want a good sheep after midnight."

FBBCI vice-president Abul Quasem Ahmed said the new load shedding system might be a temporary matter. "But we want complete free from load shedding situation for the sake of our business." For the last couple of months, many areas across the country including the capital, have been facing severe load shedding as the gap between the supply and demand of electricity is widening fast with the onset of summer.

Power Secretary Abul Kalam Azad conveyed the new decision to the top officials of the distribution agencies at a meeting at the Power Division on Thursday last.Sources close to the meeting told UNB that when they were reviewing the situation Azad was summoned to the Prime Minister's Office. He was directed to introduce two-hour load shedding at every two hours instead of one-hour after every hour.

Azad returned to the meeting and asked them to follow the new directive. He however said the new system is temporary for one week to see the public reaction."If the people welcome, then it will continue for the rest of the time. But if it creates any resentment among the consumers, the decision will be reviewed," he told the officials.

The officials were also given the idea that the policy makers feel that load shedding in every alternative hour is creating a bad impression among the public.

I write in response to the feature article by Mr. S. I. Ahmed of Ottawa ( 17th March, 2010 http://www.bangladesh-web.com/view.php?hidDate=2010-03-20&hidType=SCI ) professing the benefits of deploying "smart grid" technology in Bangladesh to prevent blackouts.  I found the article to be sketchy and repetitious and yet one that fails to describe in a wholesome way how such an energy management technology can address the core issue of acute power shortage in Bangladesh .  At best the article addresses only one specific aspect of smart grids: monitoring and control of localized circuit breakers by radio. His article fails to address other integral parts of the technology such as tracking flow of electricity, lower loss transmission lines and the ability for instance to draw energy from multiple sources such as hydro-electric, fossil fuel, solar and wind.  What about rationing power so factories, offices, schools and homes don't always draw power simultaneously from the grid? 

From what I know, a smart grid system is an upgrade from its century old cousin that simply "broadcast" power from a few centralized generators in a "spoke and wheel" fashion to the consumers.  Such a grid is an amalgamation of multiple networks and multiple power generation companies with multiple operators employing varying levels of communication and coordination, most of which is manually controlled. Smart grids increase the connectivity, automation and coordination between these suppliers, consumers and networks that perform either long distance transmission or local distribution tasks. It is capable of directing power more optimally in response to a very wide range of conditions and to charge a premium to the peak hour users.  In general, it is capable of responding to changing conditions at the points of generation, distribution and demand. 

What is critical though, is the speed with which it can react to such changes.  Older cousins of the technology would sometimes take up to 24 hours to react to a crisis situation. Sensors, controllers and actuators can communicate in a number of ways based on basic telecom technologies which use copper wires, radio as well as fiber-optics.  Mr. Imtiaz's article only talks about radio technology even though many of the Bangladeshi power distribution lines actually have fiber-optic cables already on them. This is somewhat understandable as he heads up a technology company based on use of radio controlled gadgets which form a portion of the overall smart grid technology.  From a national perspective, it is unwise to ignore other aspects of energy crisis in Bangladesh that now threatens to hurt significant portions of its ready-made garments workforce according to recent newspaper reports.

The map in Figure 1 shows that the vast majority of power plants are thermal – based on fossil fuels.  While it is unfashionable for developed countries to burn coal, for Bangladesh , this is still one of the most viable sources of energy to meet the crisis.  Nuclear power is readily used – with adequate safety precautions – in developed countries such as France .  Other forms of energy such as bio-mass and solar power simply do not have the volume or the efficiency to warrant an immediate switch-over.  Thus, the most significant practical problem remains that of efficient power transmission which is agnostic to the source of energy.

It is seen that a significant portion, particularly the south, lacks any connection to the grid.  Less than 30% of the existing and planned transmission lines are only capable of carrying power at 230kV whereas the rest carry at 132kV.  In terms of distribution, this amounts to a heat loss that is 3 times greater in the lower capacity lines. Put another way, if a unit of power were to be transported from Comilla to Chittagong on a 230kV line instead of a 132kV transmission line, the losses would be a third allowing the two-thirds to reduce the overall energy crisis. 
 
In fact, a US$100M PGCB project – partly funded by Germany - to build a 230KV transmission line from Comilla North to Hathazari in Chittagong in the mid-nineties saved 84GWh of energy per year on this 80km transmission line alone; the money saved would pay for the project in less than 10 years. This line also has an integrated fiber-optic cable capable of carrying control signals making the radio controlled gadgets obsolete. Incidentally, the project report states that due to complications with payment, a parallel 132kV transmission line was also built which ultimately turned into a failed investment not to mention that it placed a heavy burden on scarce resources during construction.

The point I'm making is Bangladesh not only lacks basic grid reach but also has a very inefficient transmission system.  Instead of upgrading and continuing to build new energy efficient networks, we hear about the cabinet shutting down previously sanctioned projects ear marked exactly for that purpose (See Daily Star, March 23rd, 2010 ).  Generation, transmission and smart distribution go hand in hand.  It is foolish to sacrifice one aspect of energy requirement over another.  While gadgets like those proposed by the writer from Canada no doubt stand to improve a small portion of the problem, there is absolutely no justification at this point for Bangladesh to become an  "early developer and adopter" of this nascent technology. Until power generation and distribution are adequately addressed, black-outs will remain.

While I agree that no developing nation should depend entirely on foreign nations for expertise, I see nothing wrong with adopting proven technologies.  The energy crisis in Bangladesh is a direct result of bad planning, bad implementation and bad decision making at the highest levels.  Why should Bangladesh invest its meager resources on researching new technologies when it can benefit greatly from incremental improvements which are much more cost effective?  As for manufacturing in Bangladesh, the biggest pitfall is its inability to restructure its taxes on imported raw materials;  even though labor is cheap, a Bangladeshi industrialist has very little edge over his/her foreign competitor after paying all the prohibitive taxes.  Again, this shows lack of basic foresight on part of the policy makers on how to encourage local industry.

Finally, I think it is unbecoming of a technology company CEO to racially deride another person. The author should also explain why a Bangladeshi based in the west would go back home to put up with the socio-political unrest, discomfort and life insecurity to train his/her compatriots for any less money than the "foreign white skinned consultant engineer"? The writer on his biography claims to be an Electrical Engineering graduate of BUET yet on his company website, he describes himself as a graduate of Carleton University in Ottawa , Canada .  So why is someone seemingly so proud of his Bangladeshi heritage deliberately trying to hide his academic training from that country?  This is exactly the sort of cheap "patriotism" and "sentimentalism" void of practical forethought which sadly makes an otherwise informative and thought provoking article rather irritating.

The organizations you tried to list represent the Muslims of America. I can understand that you are angry with the JIB but let not your anger allow you to generalize. If you are trying to promote anti JIB feelings then such generalization will hamper your efforts. Have you ever attended any ISNA convention? If not, then I will request you to attend the forthcoming convention with an open mind and see for yourself what happens there. May be you will give second thoughts to the allegations you so eloquently describe.

These anti Muslim, anti Islamic organization fails to talk about when Jamaat-E-Islami lead by Abul Ala Moududi collaborated with Pakistani occupational force and kills Muslims and people of other faith alike.

 

Abul Ala Moududi a false prophet of Islam was in the forefront of Mass killing, rape, arson, looting. Under Modudi's, direct supervision then East Pakistan Jamaat leaders Glam Azam, Motiur Rahman Nizami, Ali Ahsan Mujahid, Kamruzzaman, Abbas Ali, Yousuf and many other rank and file Jamaat leaders collaborated with Pakistani occupational army and went into manhunt killing Bengalis of all faith.

 

These so called anti Islamic organization uses Islamic label to save these anti humanity aliments of Jamaat-E-Islam who was involved with mass killing. Now when Bangladesh is getting ready with landslide peoples mandate to bring these war criminals into the folds of law and justice they started to shed crocodile tears.

 

Islam favors justice, people of Bangladesh wants justice. Allah in his holly Quran said killing one person is like killing all humankind. Jamaat-E-Islami was involved with millions of killing during our national liberation war

 

These anti humanity organization in the name of Islam will not talk when extreme abuse will go on in Pakistan and Saudi Arabia. When dissidents voice will be crashed with a hack of a sword. When Kings will dominate and control our holly lands as their patriarchic property.

 

Muslim's must stand for justice, liberty not just as Muslims but primarily as a member of human race. We must stand unite and tall who wants to divide the human race in many labels.

De-colonising the national imagination

The settlement policy whipped up populist sentiments in the rest of Bangladesh: 'If someone from the CHT can settle in Rangpur, if he can buy land there, why can't someone from Rangpur go and live and work in the CHT? It's one country, after all.' The settlement policy seeped into public discourse, it helped re-define Bengali nationalism on territorial lines—as all nationalism is, is bound to be—but the new sense of territory/nationalism was not of the resisting kind, of the kind that grows out of an urge for self-defence (like 1971), but one which encroached.


I SEE no reason not to be worried.
   For we have, over the years, begun mimicking our erstwhile Pakistani rulers when it comes to explaining what went wrong in the Chittagong Hill Tracts.
   The 'tribals' want to secede. They want to break up the nation. The loyalty of the 'tribals' has always been suspect, in 1947, they didn't want to join Pakistan, they had wanted to be part of India. The Shanti Bahini was aided and abetted by anti-Bangladesh forces outside. It is an Indian conspiracy to destabilise the country. Agreeing to the 'tribal' demand for autonomy diminishes the sovereignty of the Bangladesh state.
   
And what had our Pakistani rulers said both before and during 1971?
   The Bengalis want to secede. It's an Indian conspiracy. Our mortal enemy India wants to break up Pakistan. These Bengalis began agitating from the word go, first they wanted their own language, 1949, 1952, and then, from 60s onwards, they began demanding regional autonomy. Those in the Mukti Bahini are India's paid agents. The Bengali Muslims are Hindus, anyway. They listen to Rabindra sangeet, the women wear saris, they put teep on their forehead. Agreeing to the Bengali demand for autonomy will be a threat to the sovereignty of the state of Pakistan.
   There are other reasons to be worried, too.
   There are some similarities in the responses of both sets of rulers: a militaristic response. In the case of ekattur (our liberation war), this was accompanied by Lieutenant General Tikka Khan's declaration, 'I want the land, not its people.' Tikka was the architect of Operation Searchlight, launched on the night of 25th March 1971. We will always remember him as the Butcher of Bengal. A military commander, deluded into thinking that his efforts would save the nation.
   
The Awami League government had initiated and eventually signed a peace treaty with the PCJSS (Parbatya Chattagram Jana Sanghati Samiti) in 1997. A few weeks after the signing of the treaty, Khaleda Zia, as leader of the opposition, had declared: it will lead to the setting up of a parallel government. Others said, it was signed to please the Indian government. Writ petitions have been filed since, challenging the validity of the peace treaty. During a recent court hearing, the petitioners listed some of the reasons: the former chief whip of the parliament had no authority to sign the treaty. He was not authorised by the president. A treaty can only be signed between two governments, the CHT people are not only not a government(!), they are 'controlled by an Indian intelligence agency.' They are not indigenous to the land, 'they' are settlers, etc, etc (New Age, March 17).
   As things stand, some may think that the Awami League, by virtue of having initiated and signed the peace treaty, wants peace in the hills, while the BNP (and its bed-fellow, Jamaat), doesn't want peace in the hills. There may be some truth in it.
  
 But there's more truth in what Bhumitra Chakma, a Jumma academic who teaches politics at the University of Hull, says: the recent attacks, on February 19 and 20, carried out by Bengali settlers in Baghaichari, backed by the armed forces, prove yet again that unless the Bangladesh state addresses the structural roots of violence, the 'cycle of violence' will continue (Economic and Political Weekly, March 20).
   'At the core of the problem,' writes Chakma, is the Bangladesh government's 'politically-motivated Bengali settlement policy' aimed at changing the 'demographic character of the CHT, which inevitably leads to clashes over land.'
   The Bengali settlement policy, in my mind, was diabolical. By selecting 'landless' Bengalis, it seemed that the military government was concerned about the futures of those who are poor, it helped hide the fact that their landlessness and abject poverty made them more amenable to military direction and control; that, as far as the military leadership was concerned, they were civilian subalterns/canon fodder. The settlement policy whipped up populist sentiments in the rest of Bangladesh: 'If someone from the CHT can settle in Rangpur, if he can buy land there, why can't someone from Rangpur go and live and work in the CHT? It's one country, after all.'
   
The settlement policy seeped into public discourse, it helped re-define Bengali nationalism on territorial lines—as all nationalism is, is bound to be—but the new sense of territory/nationalism was not of the resisting kind, of the kind that grows out of an urge for self-defence (like 1971), but one which encroached.
   I am persuaded that this newly developing form of nationalism was distinct to the nationalism of the Mujib era (1972-1975). When Sheikh Mujib had exhorted the indigenous peoples 'to forget their ethnic identities', to merge with 'Bengali nationalism', what lay behind his words was a heady cultural arrogance, deeply entwined with feelings of racial superiority.
   Bengali nationalism as encroaching, in a territorial sense, one which could be implemented through the planned deployment of coercive power, came later. After 1975.
   I am inclined to think that it was at this historical moment that we, i.e. the Bengalis as a nation, began to sound like our erstwhile rulers.
   The latter, according to us, were colonisers.
   
   Colonial orientation to land, and its people
   ONE of the greatest liberal philosophers, John Locke, analysed English colonialism in America in terms of his theory of man and society. I present Locke's arguments below, based on a discussion by Bhikhu Parekh (The Decolonization of Imagination, 1995).
   Locke had argued that since the American Indians roamed freely over the land and did not enclose it, since they used it as one would use a common land, but without any property in it, it was not 'their' land. That the land was free, empty, vacant, wild. It could be taken over without their consent. The Indians of course knew which land was theirs and which was their neighbours, but this was not acceptable to Locke who only recognised the European sense of enclosure.
   However, there were native Indians living by the coastline, who did enclose their land. English settlers were covetous of these lands; they wanted these lands for themselves as it would help them avoid the hard labour of clearing the land. They argued that the native Indian practice of letting the soil regenerate its fertility, to let the compost rot for three years, meant that the natives did not make 'rational use' of it. Locke agreed with them. Even enclosed land, he said, if it lay without being gathered, was to be 'looked on as Waste, and might be the Possession of any other.'
   
Some Indians, however, not only enclosed the land, they also cultivated it. But they were still considered guilty of wasting the land because they produced not even one-hundredth of what the English could produce. The trouble with Indians was, according to Locke, they had 'very few desires', they were 'easily contented'. Since the English could exploit the land better, 'they had a much better claim to the land.' It was the duty and the right of the English to replace the natives, and, as long as the principle of equality was adhered to, no native should starve, nor should she or he be denied their share of the earth's proceeds, English colonisation was infinitely more preferable. It increased the inconveniences of life. It lowered prices. It created employment.
   The culture of indigenous peoples the world over, as has been noted by many political theorists, is inextricable from their culture. Take away their land, and you take away their culture.
   Land in the Chittagong Hill Tracts belongs to the paharis. It is their land. A refusal to understand this means opening us to the allegation of whether our nationalism is their colonisation.
   Bhumitra Chakma speaks of the 'cycle of violence'. It is a cycle that is embedded in larger cycles. Nationalism. Colonialism.
   My Bengali sense of freedom surely cannot be paid for by the blood of others?
   
   A genuine leap of the national imagination
   GEORGE Manuel, Secwepemc chief from the interior of British Columbia (Canada), indigenous activist and political visionary whose work on behalf of indigenous peoples spans the globe, writes:
   When we come to a new fork in an old road we continue to follow the route with which we are familiar, even though wholly different, even better avenues might open up before us. The failure to heed (the) plea for a new approach to…[Bengali-pahari] relations is a failure of imagination. The greatest barrier to recognition of aboriginal rights does not lie with the courts, the law, or even the present administration. Such recognition necessitates the re-evaluation of assumptions, both about [Bangladesh] and its history and about [Jumma] people and our culture-…Real recognition of our presence and humanity would require a genuine reconsideration of so many people's role in [Bangladeshi] society that it would amount to a genuine leap of imagination.    Are Bengalis capable of making a genuine leap of imagination? However hard, however difficult, we must. For the sake of the nation. For the sake of ekattur.

> 3. To move ahead with their Global Government establishment plan destroying

> The verses 48-52 of chapter 14 is referring to the Day of Judgment when the
> earth will be flattened to bring forth all the souls back to life for
> accountability. Allah is reminding mankind of that day of reckoning as a
> warning. According to the theory of Conservation of Energy in Physics,
> energy only transforms from one state to another, it is conserved. And
> everything is created out of energy. If that is the case, then all of us are
> noting but a transformation of energy and will be transforming again into
> another form after our death. In other words, we will continue to live
> forever. Therefore, bringing us back to a physical form is scientifically

> *"Those before them did also plot (against God's Way): but God took their
> structures from their foundations, and the roof fell down on them from
> above; and the Wrath seized them from directions they did not perceive." (**

> At times He even destroyed the plotters from their foundations. One thing we
> need to understand here is that the plotters are normally anti-God or
> anti-Islam. Therefore, anyone who conspires or plots against Allah and His

> *"(We sent them) with Clear Signs and Books of dark prophecies; and We have
> sent down unto thee (also) the Message; that thou mayest explain clearly to
> men what is sent for them, and that they may give thought." (**16:44**).*

> and Books of dark prophecies' that came to the prophets as messages from
> Allah who explained them to the people of their respective times. Here the
> commonality and chronology of the messages sent down through the prophets is

> for thy Lord is indeed full of kindness and mercy." (16:45-47).*

> Through the Qur'anic stories from the past Allah is reminding the evil
> plotters that He could destroy them in the same manner He did earlier.
> Therefore, this verse is warning to the plotters so that they could a
> lesson.

> *"Invite (all) to the Way of thy Lord with wisdom and beautiful preaching;
> and argue with them in ways that are best and most gracious: for thy Lord
> knoweth best, who have strayed from His Path, and who receive guidance."
> (16:125).*
>
> This verse instructs the believers (i.e., the Muslims) to preach Islam with
> wisdom and good counsel to the non-believers with sound logical arguments as
> Ahmed Deedat used to do and Dr. Zakir Naik and many others are doing. The
> reason the Muslims need to engage in propagation of Islam is because most of
> mankind still do not know – *"So set thou thy face steadily and truly to the
> Faith: (establish) God's handiwork according to the pattern on which He has
> made mankind: no change (let there be) in the work (wrought) by God: that is

> *"And if ye do catch them out, catch them out no worse than they catch you
> out: But if ye show patience, that is indeed the best (course) for those who
> are patient." (16:126).*

> Ahmed Deedat and Dr. Zakir Naik with the non-Muslim counterparts). Allah is
> thus advising us to restrain ourselves with patience instead of humiliating

> *"And do thou be patient, for thy patience is but from God; nor grieve over
> them: and distress not thyself because of their plots. For God is with those
> who restrain themselves, and those who do good." (16:127-128).*

> Again Allah is stressing on the importance of patience and revealing that it
> is the way of Allah Himself. Indeed, Allah is extremely patient when it
> comes to tolerance and punishments. He does not punish us for our sins
> immediately when it is committed, instead He waits patiently to see if we
> repent and revert to Him so that He could accept us back under His fold of
> mercy. Wonderfully, He is suggesting the same to His worshippers as well.
> This verse therefore reveals another wonderful nature of Allah.
>
> *"They said: "Swear a mutual oath by God that we shall make a secret night
> attack on him and his people, and that we shall then say to his heir (when
> he seeks vengeance): 'We were not present at the slaughter of his people,
> and we are positively telling the truth.'"" (27:49).*
>
> From this verse we can see that plotters have not changed their way of
> plotting. Taking part in a secret plot and then denying it is a common
> strategy of the plotters. Even a street thief applies the same policy when
> gets caught after stealing. Playing setup games and blaming on others is
> another ploy the play. For instance, the 911 plotters blamed Osama bin Laden
> for the attack on the Twin Towers, whereas in reality it was carried out by
> another non-Muslim group.

> *"They plotted and planned, but We too planned, even while they perceived it
> not. Then see what was the end of their plot!- this, that We destroyed them
> and their people, all (of them). Now such were their houses, - in utter
> ruin, - because they practised wrong- doing. Verily in this is a Sign for
> people of knowledge. And We saved those who believed and
> practisedrighteousness…Say: "Go ye through the earth and see what has
> been the end of
> those guilty (of sin)." But grieve not over them, nor distress thyself
> because of their plots." (27:50-53, 69-70).*

> In the above few verses Allah is declaring that He is the best of planners
> and no plots and plans against His will stand. Bashing against Islam and the
> Muslims is nothing new, part of the disbelievers have always been engaged in
> plots for centuries. But Allah's will is that He will protect and cause
> Islam to rise against all odds. Thus, despite all plots and plans against
> this religion and its followers the religion continued to flourish through
> generations and will continue to grow as long as Allah wishes.

> *"They also say: "When will this promise (come to pass)? (Say) if ye are
> truthful." Say: "It may be that some of the events which ye wish to hasten
> on may be (close) in your pursuit!" But verily thy Lord is full of grace to
> mankind: Yet most of them are ungrateful. And verily thy Lord knoweth all
> that their hearts do hide. As well as all that they reveal. Nor is there
> aught of the unseen, in heaven or earth, but is (recorded) in a clear
> record." (27:71-75).*

> Disbelievers carry out their plans with confidence as they do not fear any
> retribution from Allah as they are not believers in God and afterlife. But
> as we have seen earlier that Allah likes to wait in patience before enacting
> any retribution from which there is not return. Once again we see in verse
> 75 that Allah is revealing to us that He is recording all our actions that
> will be used against us one day.
>
> *"The arrogant ones will say to those who had been despised: "Was it we who
> kept you back from Guidance after it reached you? Nay, rather, it was ye who
> transgressed. Those who had been despised will say to the arrogant ones:
> "Nay! it was a plot (of yours) by day and by night: Behold! Ye (constantly)
> ordered us to be ungrateful to God and to attribute equals to Him!" They
> will declare (their) repentance when they see the Penalty: We shall put
> yokes on the necks of the Unbelievers: It would only be a requital for their
> (ill) Deeds." (34:32-33).*

> The two verses above are interesting as they refer to the Day of Judgment
> when two groups would be blaming each other for their wrongs. From these
> verses we can clearly see that blaming on other would not do any good to us
> hereafter, we are individually responsible for our own decisions and
> actions. Acting on others suggestions or influence would not protect us in
> anyway. Therefore, it is our duty to judge our won thoughts and actions
> before engaging in an act to determine if we are doing the right thing. It
> is important to note that many people in the armed forces and secret
> services blindly follow instructions of their superiors in their
> organizations without verifying if the orders given to them to carry out are
> just or unjust. This also applies to the followers of all other religions
> other than Islam. A person is safe only when he or she follows his or her
> own conscience instead of following a group; because in the end he or she is
> responsible for oneself only.

> *"If any do seek for glory and power,- to God belong all glory and power. To
> Him mount up (all) Words of Purity: It is He Who exalts each Deed of
> Righteousness. Those that lay Plots of Evil,- for them is a Penalty
> terrible; and the plotting of such will be void (of result)." (35:10).*

> Here is a message for our political leaders when they become blind in
> seeking glory and power. Allah is reminding them that all `glory and power'
> belongs to Him only, therefore, there should be no room for pride and
> prejudice in humans. Again He is warning against the plotters of evil, which
> our politicians often do to manipulate people. The governments of the USA,
> UK, NATO and the nations that formed the Coalition Forces are guilty on this
> ground.

> *"On account of their arrogance in the land and their plotting of Evil, but
> the plotting of Evil will hem in only the authors thereof. Now are they but
> looking for the way the ancients were dealt with? But no change wilt thou
> find in God's way (of dealing): no turning off wilt thou find in God's way
> (of dealing). Do they not travel through the earth, and see what was the End
> of those before them,- though they were superior to them in strength? Nor is
> God to be frustrated by anything whatever in the heavens or on earth: for He
> is All-Knowing. All-Powerful. If God were to punish men according to what
> they deserve. He would not leave on the back of the (earth) a single living
> creature: but He gives them respite for a stated Term: when their Term
> expires, verily God has in His sight all His Servants." (35:43-45).*
>
> Allah confirms that He does not change His methods in retribution and
> punishments with a reminder that He purposely gives respite for a stated
> time until it expires. He is suggesting the disbelievers to travel and look
> around the world to understand how He dealt with the past generations when
> they went against Him.
>
> *"None can dispute about the Signs of God but the Unbelievers. Let not,
> then, their strutting about through the land deceive thee! But (there were
> people) before them, who denied (the Signs),- the People of Noah, and the
> Confederates (of Evil) after them; and every People plotted against their
> prophet, to seize him, and disputed by means of vanities, therewith to
> condemn the Truth; but it was I that seized them! and how (terrible) was My
> Requital! Thus was the Decree of thy Lord proved true against the
> Unbelievers; that truly they are Companions of the Fire!" (40:4-6).*

> Here Allah is mentioning about His direct protection to His prophets
> generalizing it by saying how He made them triumph over the unbelievers
> despite their plots and oppressions. We know that almost all the prophets
> had to go through a period of plots and oppression by their own people even
> after showing them clear divine signs. Prophet Moses, Prophet Issa (Jesus)
> as well as Prophet Muhammad (Peace be upon them all) had to face threats and
> plots from their own folks. But eventually, they were protected by Allah.

> *"Or do they intend a plot (against thee)? But those who defy God are
> themselves involved in a Plot! Or have they a god other than God? Exalted is
> God far above the things they associate with Him!" (52:42-43).*

> Here is the ultimate questions asked by Allah Himself like, who are they
> plotting against? He adds, all the plots they do will go against themselves
> and who else is there besides Allah who they could take as a god?

> *"Were they to see a piece of the sky falling (on them), they would (only)
> say: "Clouds gathered in heaps!" So leave them alone until they encounter
> that Day of theirs, wherein they shall (perforce) swoon (with terror),-…"
> (52:44-45).*

> Nasr';- "They have already misled many; and grant Thou no increase to the
> wrong- doers but in straying (from their mark)." Because of their sins they
> were drowned (in the flood), and were made to enter the Fire (of
> Punishment): and they found- in lieu of God- none to help them. And Noah,
> said: "O my Lord! Leave not of the Unbelievers, a single one on earth! "For,
> if Thou dost leave (any of) them, they will but mislead Thy devotees, and
> they will breed none but wicked ungrateful ones. "O my Lord! Forgive me, my
> parents, all who enter my house in Faith, and (all) believing men and
> believing women: and to the wrong-doers grant Thou no increase but in
> perdition!"" (71:21-28).*
>
> Here is an example of one story from the Qur'an about Prophet Noah (Peace be
> upon him). An entire population was drowned because of their disobedience
> and blasphemy. Their punishment did not end here on earth; they are still
> burning in hell fire as a continued punishment for their plots.

> Faith Fight in the cause of Evil: So fight ye against the friends of Satan:
> feeble indeed is the cunning of Satan. Hast thou not turned Thy vision to
> those who were told to hold back their hands (from fight) but establish
> regular prayers and spend in regular charity? When (at length) the order for
> fighting was issued to them, behold! a section of them feared men as - or
> even more than - they should have feared God: They said: "Our Lord! Why hast
> Thou ordered us to fight? Wouldst Thou not Grant us respite to our (natural)
> term, near (enough)?" Say: "Short is the enjoyment of this world: the
> Hereafter is the best for those who do right: Never will ye be dealt with
> unjustly in the very least! "Wherever ye are, death will find you out, even
> if ye are in towers built up strong and high!" If some good befalls them,
> they say, "This is from God"; but if evil, they say, "This is from thee" (O
> Prophet). Say: "All things are from God." But what hath come to these
> people, that they fail to understand a single fact? Whatever good, (O man!)
> happens to thee, is from God; but whatever evil happens to thee, is from thy
> (own) soul. and We have sent thee as an apostle to (instruct) mankind. And
> enough is God for a witness. He who obeys the Apostle, obeys God: But if any
> turn away, We have not sent thee to watch over their (evil deeds)."
> (4:74-80).*

> Allah realizes that the choice of fighting is a tough one, thus He is
> arguing with His believers on the verses above to convince them to make the
> right choice explaining the benefits attached to it. Further He has revealed
> the nature of His fighters in the following verses –

> *"How many of the prophets fought (in God's way), and with them (fought)
> Large bands of godly men? but they never lost heart if they met with

> turn back (from Faith) to your own loss. Nay, God is your protector, and He
> is the best of helpers." (3:146-150).*

> *"Be not weary and faint-hearted, crying for peace, when ye should be
> uppermost: for God is with you, and will never put you in loss for your
> (good) deeds. The life of this world is but play and amusement: and if ye
> believe and guard against Evil, He will grant you your recompense, and will
> not ask you (to give up) your possessions. If He were to ask you for all of
> them, and press you, ye would covetously withhold, and He would bring out
> all your ill-feeling. Behold, ye are those invited to spend (of your
> substance) in the Way of God: But among you are some that are niggardly. But
> any who are niggardly are so at the expense of their own souls. But God is
