Dear Alochoks

 

I know many of our countrymen adore Khaleda’s speeches and her dignified presence.

 

I know many of our countrymen adore Hasina’s speeches and her dignified presence.

 

I know many of our countrymen adore Ershad’s speeches and his dignified presence.

 

I know many of our countrymen adore Nizami’s speeches and his dignified presence.

 

I would just like to say unequivocally:

 

I adore Fakhruddin’s speeches and his dignified presence.

 

What a speech! The CTG knows something that the people do not know.

That something gives them the confidence that they are in the driving seat.

That something gives them the confidence that they will complete their mission.

I don’t know what that something is.

But it is there in Fakhruddin’s every smile. And in Moeen’s every smile.

Perhaps it is this which comes across as arrogance and makes everyone angry : )

 

By declaring the lifting of indoor politics and the election charter and the election date they have wrong footed the fools in the AL and BNP high command yet again.

 

Of course Hasina and Khaleda will claim victory : )  But that’s fine – I suspect that’s built into the plan too : )

 

If I was a galactic political commentator I would draw the universe’s attention to the two biggest political games on Earth:

 

Barack versus Clinton

 

and

 

Moeen and Fakhruddin versus Hasina and Khaleda.

 

Hold onto your hats.. It’s still a bumpy ride : )

Govt conditionally relaxes
restrictions on politics

More than a year after the slapping of a complete ban on political activities, the military-controlled government on Monday ‘conditionally’ relaxed the ban on political activities throughout the country.
   ‘The government has relaxed the ban on meetings and gatherings by any political parties, individuals or organisations under certain conditions,’ said a circular issued by the home ministry.
   With the partial lifting of the ban, the political parties and social organisations are now allowed to carry out their activities on a limited scale throughout the country. In September 2007, the government allowed the political parties and other organisations to organise indoor meetings and gatherings, particularly for political purposes.
   Monday’s circular said the metropolitan police commissioner concerned, district magistrate or upazila nirbahi officer, depending on the circumstances, must be informed 48 hours ahead of any such meeting, in which not more than 200 people can participate.
   The organisers will have to obtain special permission from the authorities concerned in case there are more than 200 participants.
   ‘All gatherings must be held indoors — in any residence, community centre, hotel, restaurant or the organisation’s office,’ said the circular, adding that under no circumstance should the meeting be organised in any open place.
   The discussion should remain confined to party activities, organisational affairs and issues related to elections only.
   ‘No discussions or decisions other than these issues will be allowed.’
   The circular said that the electronic media would not be allowed to broadcast the meetings live, but they will be permitted to broadcast reports and video footages as part of their news bulletins.
   Use of loudspeakers will be prohibited during the meetings, according to the circular.
   Civil and political rights were suspended with the promulgation of the state of emergency on January 11, 2007, a day before Fakhruddin Ahmed assumed office.
   There was limited political activism in the initial period of the state of emergency, but the government on March 8, 2008 tightened the restriction, banning all sorts of political activities, including those indoors, under the Emergency Powers Rules.
   The EPR, framed under the Emergency Powers Ordinance 2007, stated that ‘provocative’ activities, including meetings, gatherings, processions, rallies, hartals, exhibitions, blockades, strikes, lock-outs and other functions of political parties, trade unions, clubs or associations, have been suspended until further order or until the state of emergency is withdrawn.
   The emergency rules also empower the government to arrest or detain any person or restrict entry, departure, stay or movement of any person to stop him from carrying out activities harmful to relations with any foreign country or against the public interest.
   It prohibits the acts intended to create panic and anger against the government and any act that affects the country’s relations with other countries, said sources. It also prohibits activities intended to create animosity, hostility or hatred among different sections of society.

[ALOCHONA] CTG: Election declared, indoor politics allowed

Chief adviser calls for national
charter before polls

The chief adviser, Fakhruddin Ahmed, has announced the lifting of restrictions on ‘indoor’ politics across the country from today while election to the 9th Jatiya Sangsad will be held on the 3rd week of December this year.
   In a radio-televised address to the nation on Monday, the head of the caretaker government also pledged to begin formal dialogue with the political parties from May 22.
   He said the government would suspend or relax relevant clauses of emergency power act and its rules and regulations in an appropriate time as per requirements in order to create a congenial atmosphere for holding the election and easing the poll campaign.
   The chief adviser said steps would be taken to formulate a ‘National Charter’ on the basis of consensus on relevant matters prior to the election so that qualitative changes were ensured in government and the political system after the polls.
   On the holding of much-talked about general election, Fakhruddin said as per rules, the Election Commission would announce the specific date of holding the election in accordance with the election schedule.
   ‘The sun of New Year will welcome an elected and people’s representative government after December,’ he said expressing the hope that democracy-loving people, political parties, government and private organisations concerned, and sane section of intellectuals would make it possible.
   The chief adviser expressed the hope that all sorts of confusions and questions centring the general election will end after the announcement. He said the present caretaker government would not be in office at the end of this year, but, it would leave behind a sustainable democratic system based on a solid foundation.
   ‘We are strongly hopeful that the hopes and aspirations of the struggling people of Bangladesh will get a genuine shape through these,’ he added.
   The chief adviser said the main objective of the caretaker government was to conduct a free, fair and peaceful election acceptable to all and introducing a smooth and democratic trend in the country.
   In this connection, he said before the holding the elections, the government completed the reconstruction of the Election Commission and in continuation, the EC involved itself in formulating a flawless electoral role. He said nearly 6.50 crore voters registration had been completed so far.
   The chief adviser said the government had achieved maximum success so far in creating an environment conducive to holding the election.
   He said his government was working relentlessly to prevent the influence of black money and muscle power, establishing rule of law, conducting anti-corruption drive, improving law and order and above all bringing dynamism to the activities in government institutions to create an atmosphere conducive to the holding of a free, fair and meaningful election.
   ‘We have almost reached the final stage of the election process,’ he said adding that the objective of the government is to establish a democratic trend in the country through holding a free, fair and credible election as per the roadmap announced by the Election Commission.
   Putting emphasis on national consensus to this end, he said steps had been taken to hold a national dialogue in the light with the proposal of political parties and professional bodies.
   In this context, he referred the government’s pre-dialogue talks with the political parties and announced that the government would sit for dialogue with the political parties from May 22.
   He said letters would be sent to different political parties from the Chief Adviser’s Office from today inviting them to dialogue.
   Fakhruddin firmly hoped that a national consensus would be established on different important issues in the dialogue where hopes and aspirations of all political parties, professionals and peoples from all walks of life would be reflected.
   Referring to the EC’s decision regarding holding of the municipal and city corporation polls before the national election, the chief adviser said it was the demand of time that the elections to upazila, municipality and city corporations were held for strengthening the local government institutions for the welfare of the people.
   But, he firmly said the efforts to hold the local government election would not create any obstacle to the path towards holding the national election which is the key objective of the government.
   He said the government would extend all-out support to the Election Commission as per its demand and requirements.
   About the internal reforms of political parties, he said the nation wanted to see successful implementation of reform activities for the continuation of democratic culture, honest, efficient and dynamic leadership. ‘In this context, we expect the successful implementation of the self-initiated internal reforms in the political parties,’ he added.
   Laying emphasis on establishing consensus before the polls to make the post election parliament effective, the chief adviser said a number of proposals had been discussed so far in this regard.
   It has to be ensured that none will reject election results and boycott parliament, he said adding, ‘I hope that this issue will be discussed in the upcoming dialogue with due importance.’
   He said the obligation to be fulfilled is to continue and proceed further the institutional and legal reforms done by the caretaker government for separation of judiciary, Election Commission and Anti-Corruption Commission and other areas.
   Referring to the practice of negative politics, the chief adviser said, ‘We have to shun the path of negative politics as the people do not want to see anarchic political situation in future.’
   Calling upon the political leadership to run administration on the basis of talent and competency, he said consensus would be established in this area through the process of dialogue. He said politicisation of administration could not bring anything good for the nation.
   Describing corruption as the main impediment toward national progress and democracy, he said, ‘We have to come out from the vicious circle of corruption at any cost’.
   He called upon all to forge unity to establish a corruption-free society. He expressed the hope that political personalities and people belonging to different classes and professional bodies will make proposals to rid the country of corruption.
   On the stability of the next elected government, Fakhruddin said the nation wholeheartedly expected the overall stability of the post- election government.
   He said there might have differences in political philosophy or ideology, but there must have to be the system so that such differences in no way could hamper the stability.
   The chief adviser called upon all political parties, professional organisations and people from all walks of life to develop such infrastructure or guidelines for ensuring stability for the next governments where political, economic and administrative stability would always be upheld.
   ‘The valuable proposals of all of you and consensus on these matters are the expectations of the nation at present,’ he added.
   Referring to the upcoming dialogue with political parties, he expressed the hope that the political parties would take part in the dialogue with an open mind.
   ‘I can assure that the government has neither pre-fixed agenda nor has hostility against anyone. Rather it has an open mind for understanding,’ he said.
   He said the political parties would make their opinions in free mind about the actions in resolving all problems in the political arena, their possible solutions and work plans.
   They would make constructive proposals for bringing qualitative improvement of political structure, he said.
   Describing the dialogue as a trust-based initiative, the chief adviser said, ‘There may be disputes, rivalry and competition within us. But in the eventual judgement, these are not our main features. The nation expects from us a healthy and stable transition. We will have to overcome all narrowness, vengeance and mistrust to proceed towards that goal’.
   ‘I know, we have the courage to rise above all these. This is the time to express our determination. We don’t have any scope to go backward,’ he added.
   He said we don’t want to go back to the situation, which had witnessed violent political conflicts. We want a qualitative and meaningful change in the governance and political structures.
   The chief adviser said the people would have to take the responsibility to ensure that the political parties are run according to the law and constitution in a democratic atmosphere.
   ‘You will also have to ensure that the honest, competent, dedicated to public welfare, patriotic, meritorious and efficient candidates are elected to represent the people in parliament’.
   He expressed the hope that they will be able to remove the apparent differences of our opinions or thoughts through cordial discussions and exchange of opinions since their goal is the same.
   ‘Definitely we will have to instil in the soil of this country the democracy and democratic system, values and rules and regulations. And it will have to be done for a permanent period,’ he said.
   Fakhruddin said the successful end of the journey, which the government had started on January 11, 2007 was now at the threshold of success. He expressed the hope that the government would be able to reach the desired goal through united efforts of all.

As you are no doubt aware, the Global Health Council (GHC), the world's largest membership alliance of public health organizations and professionals, has selected Dr. Binayak Sen of Raipur, Chhattisgarh to be the recipient of the 2008 Jonathan Mann Award for Global Health and Human Rights. We write to request that Dr. Sen be enabled to receive the award in person at the GHC's Annual Conference in Washington, D.C., on May 29, 2008. We also wish to express grave concern that Dr. Sen appears to be incarcerated solely for peacefully exercising his fundamental human rights, in contravention of Articles 19 (freedom of opinion and expression) and 22 (freedom of association) of the International Covenant on Civil and Political Rights—to which India is a state party—and that he is charged under two internal security laws that do not comport with international human rights standards. We are pleased to learn that Dr. Sen's trial has, after numerous delays, now begun. While the judicial process
involving our professional colleague moves forward, we respectfully request that Dr. Sen be freed from incarceration on humanitarian grounds to receive his award and to continue his important medical work.

First study reveals bidi's role as India's silent
killer

Over 100 million people in India smoke bidi and more
people die due to smoking bidis than all other forms
of tobacco combined, says a bidi monograph, the first
study of the kind conducted anywhere in the world. It
further says that 800 million bidis are sold in the
country each year.

While 19 per cent of tobacco consumption in India is
in the form of cigarettes, 53 per cent is smoked as
bidis. Roughly about eight bidis are sold for every
cigarette, underlines Bidi Smoking and Public Health,
released by Union Ministry of Health and Family
welfare on Monday.

"Tobacco is harmful in all its forms. Anti-tobacco
advocacy is a major task of this ministry," said
Naresh Dayal, Secretary, Health Ministry, while
releasing the monograph. Dayal added that Food and
Agricultural Organisation estimated that 29 lakh
persons grow tobacco for bidis in the country.

The current bidi smoking prevalence is high (10.6 per
cent-14.2 per cent) in Manipur, Mizoram, Nagaland and
Sikkim, intermediately high (4.6 per cent-9.2 per
cent) in Arunachal Pradesh, Assam, Bihar, Chandigarh
and Meghalaya, low (1 per cent or less) in Goa, Tamil
Nadu, Uttar Pradesh, Delhi, Karnataka, Gujarat,
Himachal Pradesh and Punjab, intermediately low (1.1
per cent-2.9 per cent) in Maharastra, West Bengal,
Andhra Pradesh, Tripura, Orissa, Uttarakhand,
Rajasthan, Madhya Pradesh.

According to the monograph, regular prevalence of
smoking is highest in Mizoram and lowest in Punjab.
"Bidi smoking is found to be more common in households
consuming paan or alcohol," says the report, authored
by 35 experts and 51 reviewers.

While students are more inclined towards cigarette
smoking, bidi smoking is no less with 12.5 per cent
students in India smoking bidis. In Orissa, 19.7 per
cent of men and 1.4 per cent of women smoke bidi on a
daily basis.

"Bidi contains much less tobacco than cigarette, has
more tar, nicotine and other toxic substances. It
contains most potent cancer causing agents," said
Prakash Gupta, one of the authors of the monograph.

Regarding diseases caused due to bidi smoking, the
report says in India the major effect of tobacco is
seen in oral cavity, pharynx and oesophagus, which
together account for 75 per cent of tobacco-related
cancers.

According to the report, bidi and tuberculosis go hand
in hand. Compared to unfiltered cigarette, bidi smoke
contains higher levels of carbon monoxide, ammonia,
hydrogen cyanide, phenol volatile phenols.

Nandigram, May 12: The Bengal administration had issued a letter on the eve of the panchayat poll in Nandigram to keep the CRPF away from trouble-prone areas, the officer at the centre of a storm has said.
"I have documentary evidence to prove that the administration in its order dated May 9 had asked the paramilitary force to be deployed only in trouble-free villages like Tengua. I studied the area of responsibility given to the CRPF and realised that all these villages were far away from trouble torn areas," CRPF deputy inspector-general Alok Raj told The Telegraph.
On the day of polling yesterday, Raj had refused to stay put in the camps as directed by the CPM member of Parliament, Lakshman Seth. The CPM leader's conversation with Raj was telecast nationwide after the office put his cellphone in speaker mode.
Raj, who today left for Jharkhand where he is in charge of anti-Maoist operations, said A.K. Sarkar, IG (railways), in charge of the election deployment of security forces, gave the order that assigned the central force to peaceful areas.
The order mentioned the areas where CRPF personnel will be deployed during the election on May 11. According to the rules, central forces can patrol all areas other than polling booths.
"A copy of the order was given to me when I was having a meeting with SP (East Midnapore) at Nandigram police station around 5pm on May 10. I was shocked to see the names of the villages mentioned in the order where the CRPF were asked to patrol," he said.
After going through the order, Raj said, he protested and called up the district magistrate (DM), Anup Agarwal, and asked him to intervene.
"I spoke to my seniors immediately. I raised my voice against the order and told the SP that the CRPF will work independently on polling day in sensitive areas. Even the DM told me that the order is inappropriate," Raj said.
"Following the DM's intervention, the order was changed. The CRPF was allowed to patrol in the sensitive areas in Nandigram," he added.
Contacted, the district magistrate said that he could not say the earlier order was changed. "Look, the order was issued by A.K. Sarkar and he is the person who changed it later. Either he or the SP, who were in charge of police arrangements, can tell you as to why the order was changed," Agarwal said.
Told about Raj's statement that the DM had found the order inappropriate, Agarwal said: "It's better you speak to the police officer concerned. I am not connected with the police or the CRPF."
Sarkar could not be contacted and the SP refused to comment.
Raj said the May 9 order contravened the standard operating procedure (SOP) and the area of domination (AOD) signed between the director-general of police, Bengal, and his CRPF counterpart in November last year when the paramilitary force had arrived in Nandigram.
"According to the SOP and AOD, the CRPF personnel were asked to patrol the entire Nandigram (Block-I) and not enter polling premises during the panchayat polls," Raj said.
The Union home ministry has sought reports from both the state government and the CRPF on the telephone conversation between Raj and Seth.

Nandigram went to polls on Sunday, with one-and-a-half years of violence behind it. I was there last Friday, speaking to residents and trying to gauge the mood of these 'sensitive areas'. But the word 'resident' itself is fuzzy in Nandigram. At the centre of Nandigram town, in the triangle formed by the hospital, the police station and the block division officer's chambers, hundreds of displaced Bhoomi Uchchhed Pratirodh Committee families have taken refuge following alleged attacks by CPI(M) cadre. I say BUPC families because such is the level of polarization in Nandigram today that throughout my day-long visit, I did not come across a single person whose allegiance did not belong with one or the other political formation. It seems that a person's identity is determined by his political affiliation: in Nandigram today, you are either a CPI(M) loyalist or a Trinamul Congress-led BUPC supporter.
It would be presumptuous to draw conclusions about the state of Nandigram from the 10-odd hours I spent there. Truth is so irredeemably diluted in the grand public performance that constitutes pre-poll campaigning there that I constantly had the feeling of being taken for a ride. The public show of normalcy, orchestrated by the police, the CRPF, and the CPI(M) was strained at the precincts of Nandigram Block I itself, where I passed sorry-looking men holding CPI(M) flags and mouthing slogans in barely concealed misery.
Nabakumar Samanta, the CPI(M) candidate from Sonachura was waiting for me near the Bhangabera bridge, the zone of many clashes from the beginning of the unrest in Nandigram. It was here that enraged villagers had killed Nabakumar's brother, Sankar Samanta, on January 7, 2007. Again, it was here that the police firing of March 14, 2007 took place. The CPI(M) recapture of Nandigram, too, began here on November 11. Meanwhile, the Association for the Protection of Democratic Rights has identified Nabakumar as one of the party cadre involved in the March 14 firings alongside the police.
Samanta spoke fluently, in vivid detail, and with conviction, of the Trinamul MLA, Subhendu Adhikary, sending his armed goons to threaten peasants every evening for the past week. He rued that the media had trained their cynicism on the CPI(M), which had only built roads and provided electricity to an ungrateful Nandigram. The CRPF was a most indisciplined outfit, and the misbehaviour of the CBI (which found blood-stained clothes and women's undergarments in Samanta's house) was disgraceful. All allegations of rape against CPI(M) party cadre were false, brought by cheap women who would go to any extent to make an extra buck. Even the governor was involved in this propaganda against the Left. "They have learnt this drama from the CPI(M) itself," he conceded. What about the shots believed to have been fired from his house in January, I asked, when I could insert a word into his unceasing monologue. The rage in his hitherto calm, expressionless eyes was visible for a flash. "Just an old rifle, a family heirloom. We used it to shoot birds. You can't even kill the bird with it, you can only injure it enough to break its flight." He continued in elaborate, unnerving detail about his childhood pastime of killing birds. He then took me to a meeting of women party workers, where they tried to look at ease and repeated after him that they were "happy". None of them would look him in the eye when he addressed them. Throughout the interview, some eight or ten of his 'boys' kept watch on me. As I took notes, Samanta's hand helpfully held down the page of the notebook on my lap, while he kept up an unabashed scrutiny of what I was writing. His three cellphones buzzed constantly, and he responded in dramatically high-flown terms, requesting his interlocutors not to disturb him, to "go there" or "manage it". I wanted to tell him I was flattered that he was making the effort to play the soft-spoken, noble CPI(M) candidate for me, but I didn't think it would go down well with him.
Outside the Nandigram hospital I was accosted by a group of young people, eager to talk and show me around. "Please come and see the brutality with which we have been attacked," said a young man. He took me towards a bed where a man lay, evidently ill, but with no obvious bodily injuries. "Tell didi how badly you were attacked!" demanded my guide. The man stared listlessly back. "Don't be afraid, tell her everything, she's here to write about our problems." The patient looked confused. "Weren't you attacked by them?" persisted my man. "No. He just has a bad case of diarrhoea," explained the patient's relative, almost apologetically. I was taken to the safer, more identifiably BUPC patients, some clearly injured, others sitting on the floor, eating their lunch. The complaint was the same everywhere. CPI(M) cadre had come to their homes at night, beaten them up and threatened to kill them and their families if they didn't join CPI(M) campaign rallies. They were forced to take shelter in the hospital. All they knew was that they would be killed if they returned home. Three men were shot at in Garchakraberia that morning, and CPI(M) workers were preventing them from being brought to the hospital, I was informed. But the CRPF had intervened and the boys were finally on their way. When I came back to the hospital in the late afternoon, they had still not reached. Nobody was talking about them any more. The CRPF commandant, P.K. Chhetri, told me nobody had been shot at in Garchakraberia. The block medical officer also said that no cases of gunfire injury had been registered in the past two months at least.
On election day, clashes were reported between police forces and CRPF personnel. The Nandigram police station OC, Debashish Chakraborty, was allegedly injured. A principal player in the grand game of shrouding the crisis of governance in an appearance of normalcy, Chakraborty could hardly contain his laughter at the ridiculousness of his own denials to me. Men in bikes carrying guns? "Where are they, we didn't see them." People getting beaten up? "Rubbish, everything is normal here." Nabakumar Samanta makes his eyes light up in glee. "He is a wanted criminal. I'll arrest him as soon as I see him." When he is reminded that he had seen Nabakumar the day before and the latter had saluted him and walked away, he chuckles, "Oh? Was that Samanta? Why wasn't I told? I would have arrested him!" He offers to take me around Nandigram at night in the police patrol van. Will I see the bike-bahini, I ask him? "How can we show you something that is not there?" The grin never leaves his face, he is evidently entertained. The only time he is serious is when he says that the report of a woman being stripped and beaten by CPM cadre in front of police personnel "should not have been written. The Telegraph should have been more careful".
I went back to the hospital to meet Malati Jana, the woman in question. "They came to my house and beat me up and stripped me in front of everyone. I started running and they chased me upto the neighbouring village." What about the police, I asked. "We informed them at 8 AM. They arrived at noon, and left me at Tekhali bridge. The OC warned me against filing a case. Two passers-by brought me to the hospital. I was given a sari to wear only in the hospital," she said. What was she doing for the four hours before the police came? She couldn't say, and we were constantly being interrupted by others. But the version she gave me was markedly different from what the papers had reported.
In Parulbari, Bhanupada Mali's house had been turned into a flimsy fortress, barricaded with bamboo and stacks of hay. Mali's wife used to be a CPI(M) worker, till the threat of land acquisition prompted them to shift allegiance. Mali is now a revered BUPC leader. He said that CPI(M) workers had threatened to take him away. The night before, they had taken two Trinamul boys to Khejuri and beaten them up, and had only released them when the SDO and SP intervened. Where were these boys now, and could I speak to them? "Oh, I don't know where they are. I'm not supposed to track their whereabouts, am I?" he said angrily.
I left Nandigram armed with many 'truths'. People on both sides were talking along the broader contours of the common narratives they had created for themselves. The CPI(M)'s was the narrative of past success. The BUPC, many of whose members were active CPI(M) workers before the threat of land acquisition and subsequent turf wars, uses the same tactics of political aggression as the CPI(M) has been doing.
Now both sides are engaged in a certain forms of performance (that sometimes touch upon farce) aimed at generating maximum publicity. The TMC-led BUPC plays up its victimhood, while its open resistance is opposed by the CPI(M)'s theatrics of peace and stability in an area where violence, sometimes camouflaged, has a pervasive presence. But how much of Nandigram's violence is actual, and how much potential, is not a question that can be easily answered.

NANDIGRAM, May 12: At a time when frayed tempers had reached a flashpoint yesterday following a molestation charge levelled against the DIG, CRPF, Mr Alok Raj, by the "women's brigade" of the CPI-M, party functionaries got into the act quickly. They kept out his name from the official complaint lodged with Nandigram police yesterday, though publicly CPI-M supporters are keeping the pressure on the DIG. The women were reportedly "advised" to frame Mr Raj's subordinate officers on the molestation charge as it would be more "believable". Accordingly, Mr PK Chettri, commandant, Mr Prem Kumar Sigh, assistant commandant, Mr Kisan Singh, Inspector of CRPF and some CRPF jawans were named in the FIR.
"We never said that Mr Raj was directly involved in the molestation charge. We have accused him of instructing his subordinates to physically harass and beat up our women cadres. Instead of maintaining law and order, these CRPF men intentionally tortured our workers," said Mr Ashok Guria, a district secretariat member of the CPI-M. According to CPI-M leaders, the complaint was lodged with the O-C, Nandigram, Mr Debasish Chakraborty, around 4.30 a.m. yesterday, though the alleged CRPF raid and the subsequent molestation had occurred around 4.30 p.m. on Saturday. Along with the three women ~ including a CPI-M gram panchayat candidate ~ who had brought the molestation charge against the CRPF personnel, two other persons, Mr Saktipada Manna and Mr Rameswar Paul, had also affixed their signatures on the complaint.
When the CPI-M gram panchayat candidate was asked about the charges that she had levelled against Mr Raj, she said: "I won't say anything about the matter to you. The party will say everything. And what the party had instructed me, I only followed." Asked whether she underwent any medical treatment, she remained tightlipped.
Coming down heavily on the CPI-M's tactic to rein in the CRPF DIG, Bhumi Ucched Pratirodh Committee (BUPC) leader Mr Abu Taher said: "The CPI-M tried to stop Mr Alok Raj from taking any action in order to restore peace in the trouble-torn villages of Nandigram by framing him on a false charge. But, they will not be able to do it because the people of Nandigram are with Mr Raj and the CRPF. The CPI-M leadership admitted the complainants in the FIR to the Kamarda and Haldia BC Ray Hospitals last night, more than 24 hours after the alleged incident, which speaks a lot about the truth in their statements," Mr Taher alleged. Mr Rakesh Gupta, IG (western range), who was to initiate the probe today, reached the Nandigram police station this afternoon and spoke to the police officers there.

Charles Darwin and the Evolution of the Human Mind

Charles Darwin, a great biologist and philosopher, offered a scientific and secular explanation of the process of human evolution and challenged the traditional religious beliefs of his time. His ideas were so provocative that they were either completely rejected or seriously challenged by the clergy, the traditional organizations, and the conservative institutions of the nineteenth century. While Darwin's admirers and followers got involved in bitter public debates with the representatives of the church, Darwin quietly did his scientific work and continued to light the candles of science and reason in the dark alleys of blind faith.

 

In the last couple of centuries there has been an increasing awareness of his biological theories but still his psychological and sociological theories about human evolution have remained relatively unnoticed. Maybe that is why his book The Origin of Species, that focused on the biological dimension of evolution, is discussed far more than his book The Descent of Man.[1] The latter book, published in 1881, the year before his death, discussed his psychosocial theories of evolution.

 

As a student of human psychology and a practicing psychotherapist, I am amazed at the insights Darwin had about the evolution of the human mind. He wanted to show that the human brain, like the human body, had also evolved from the lower animals, and that the observations of animal behavior can help us understand the similarities and differences between human and animal minds, especially those of mammals. While comparing humans to animals Darwin shared his observation that "the embryo of man closely resembles that of other mammals" (Descent, p. 9) that is why when we compare the human body with the bodies of animals we see striking similarities. Since the brain is one of the bodily organs, the human brain is in many ways similar to the brains of mammals. Quoting Bischoff,[2] Darwin stated, "the convolutions of the brain in a human fetus at the end of the seventh month reach about the same stage of development as in a baboon when adult." (Descent, p. 11) Because of such similarities humans share many mental functions with animals.

 

Darwin's theory brought to the surface the hidden conflicts between religious, spiritual and secular traditions, and started a passionate public dialogue that is still going on between religious and secular circles. Darwin tried to prove that humans are risen apes rather than fallen angels. He inspired us to review our understanding of the human brain and mind.

 

There was a time when the human psyche was believed to be the soul. Religious people believed that the soul was independent and existed prior to the existence of the body. It entered the human fetus at a certain stage of development, stayed in the body throughout life, and left at the time of death to go back to the world of souls so that it could be judged on the Day of Judgment, thereby entering hell or heaven depending on its good and bad deeds. Such a concept of soul was predominant in Christian, Jewish and Muslim communities.

Alongside this "Juda-o-Christian-o-Islamic" belief in soul, there were many Hindus who followed the tradition of reincarnation and believed that the human soul returned to earth again and again to purify itself, and acquire a higher or lower level of existence depending upon good and bad deeds, the karma of the previous incarnation. This cycle of existence and suffering continued until the soul acquired enlightenment and found nirvana, and then transcended the cycle of suffering by joining the Ultimate Soul, God. After acquiring nirvana, the soul found eternal life and did not have to return to earth for any more suffering.

 

In these models, religious as well as spiritual, there was a desire, a wish, a hope, and a dream, for humans to have eternal life and live forever. Since the human body was mortal, human beings believed in the immortal soul, and connected that belief with the belief of an immortal and eternal God.

 

Darwin's theory presented a secular model. Followers of such a model call the psyche, "mind," not "soul." In this model, the mind is intimately connected with the body and does not exist independent of the body. It is an extension of the body, related to the functioning of the brain, and is connected with the human personality that makes choices about the human lifestyle. Secular psychologists and psychiatrists now believe that the human mind and its illnesses can be understood in the light of the dynamic interaction between biological, psychological and social factors.

In The Descent of Man, Darwin had a special chapter titled "Comparison of the Mental Powers of Man and the lower mammals" in which he showed that "there is no fundamental difference in man and the higher mammals in their mental functions." (Descent, p. 70) Darwin gave a series of examples from the animal kingdom to prove his point. He discussed animal behaviors that reflect how animals express their feelings from the basic to very complex emotions similar to humans. In the world of emotions being happy and enjoying life are some of the basic emotions experienced in playful behaviors. Similar to human children that like to play when they are healthy and happy, animal children also play and even fight, but that fighting is play fighting in which they pretend to bite but do not really bite. We see such playful behavior quite frequently in puppies. (Descent, p. 70)

 

Alongside the happy feelings, animals also have unhappy feelings whether of fear or of sadness. The fear response is the fight/flight response triggered when the animal is in danger. This response is similar in animals and humans "causing the muscles to tremble, the heart to palpitate, the sphincters to be relaxed, and the hair to stand on end." (Descent, p. 70) In humans we see this clinical picture when people are anxious, have a stress response, or experience panic attacks. Like humans, animals not only feel sad when their dear ones die but also look after the young ones who are left behind. Darwin wrote, "So intense is the grief of female monkeys for the loss of their young that it invariably caused the death of certain kinds kept under confinement by Brehm in N. Africa.[3] Orphan monkeys were always adopted and carefully guarded by the other monkeys, both males and females." (Descent, p. 72)

Alongside happy and unhappy, painful and pleasurable feelings, Darwin believed that animals had a sense of wonder and curiosity--even a sense of humor. (Descent, p. 73) One of the feelings that humans are very proud of is the feeling of love. Darwin's observations showed that animals are not only able to love but also want to be loved. He wrote, "Every one has seen how jealous a dog is of his master's affection, if lavished on any other creature; and I have observed the same fact with monkeys. This shows that animals not only love, but have desire to be loved." (Descent, p. 72)

 

Many people feel that animals might have primitive emotions but may not have a sense of reasoning or imagination, which they attribute only to humans. But Darwin even challenged that notion and proved that animals have those faculties. He cited an example of "... a monkey, which had weak teeth, used to break open nuts with a stone." (Descent, p. 84)

 

Darwin also talked about the sense of beauty and aesthetics, and showed that animals express their taste for colors when they are selecting their mates. He wrote, "With the great majority of animals, however, the taste for the beautiful is confined, as far as we can judge, to the attractions of the opposite sex." (Descent, p. 95) Darwin believed that the sense of aesthetics has developed far more in evolved human beings, and because of it they are able to appreciate nature, poetry and fine arts.

 

One main reason for such a development in humans is the development of cultures and languages, and the ability to write. Animals are able to communicate with each other but it is through nonverbal communication; they are not able to write. Because of written language humans have been able to advance in the disciplines of literature, science, psychology and philosophy.

 

After comparing the mental faculties of animals and humans Darwin also highlighted those faculties that are not fully grown in animals. He stated that humans have developed a concept of God and religions as part of their cultures. Darwin believed that the concept of God was not universal as there is no word for God in some languages. He wrote, "... numerous races have existed, and still exist, who have no idea of one or more gods, and who have no words in their languages to express such an idea." (Descent, p. 97) On the other hand, he believed the concept of religion is universal. "... we include under the term 'religion' the belief in unseen or spiritual agencies ... for this belief seems to be universal with the less civilized races." (Descent, p. 97)

 

Darwin associated the development of religion with the experience of dreams and the concept of spirits. Rather than considering dreams as the functioning of the unconscious mind, many humans explain their dreams as if they are visited by the spirits of their dead relatives. After humans developed such superstitious beliefs they were passed on to the future generations as blind faith. The less-evolved humans accepted those superstitions and beliefs without questioning them. In some cases it had tragic results because some religious leaders demanded sacrifices and told their followers that the gods were angry, and to please them humans gave them money and food--even their own lives. Darwin realized that such simple-minded, naive, gullible and less-evolved humans were exploited and abused by their religious leaders, who gained political powers over a period of time. Darwin was optimistic that, as science, psychology and philosophy would evolve, humans would learn to think rationally and logically, and then question the false beliefs of their parents, teachers and religious leaders. He commented on those customs, traditions and superstitions in these words, "Many of these are terrible to think of ... such as the sacrifice of human beings to a blood-loving god; the trial of innocent persons by the ordeal of poison or fire; witchcraft, etc.--yet it is well occasionally to reflect on these superstitions; for they show us what an infinite debt of gratitude we owe to the improvement of our reason, to science, and our accumulated knowledge." (Descent, p. 99)

 

Darwin shared that as the human mind evolved it also developed a sense of ethics and conscience. Humans developed a sense of empathy, and realized that their future growth, development and evolution are connected with the growth of other communities and cultures. He also recognized that alongside humans with evolved minds there are those humans that regress and then act as insensitive, inhumane, even cruel people. Darwin believed that such men and women had deranged minds. He wrote, "The same fact is likewise shown by the perversion or destruction of the moral sense being often one of the earliest symptoms of mental derangement." (Descent, p. 128)

 

While Darwin showed the similarities between animal and human minds, he also brought to our attention how humans have evolved from animals and developed new skills: "nevertheless the difference in mind between man and higher animals, great as it is, certainly is one of degree and not of kind." (Descent, p. 130)

Darwin highlighted in his writings that for human evolution to continue, human beings need to develop those characteristics that will be beneficial not only to individual persons but also for the whole species. In animals, changes and adaptations happened through natural selection and mutation, and were controlled by instinctual and unconscious factors. However, in humans those changes will depend upon individual and collective choices that are more conscious, rational and logical, since humans have the choice to follow or not to follow their instincts and are free to make wise choices. In addition, Darwin focused on how human beings' selection of sexual partners from diverse social groups and cultural backgrounds also plays a significant role in deciding the future of the human species.

 

Darwin's books and theories provided a solid foundation for the philosophies of naturalism, humanism, and secular psychology. Based on those foundations, other secular psychologists and philosophers such as Sigmund Freud, Karl Marx, Abraham Maslow, Jean Paul Sartre, Eric Fromm and many others erected tall buildings of secular psychology and philosophy. In the last century a number of psychological, sociological and humanistic theories about the human mind and personality became popular in mental health circles, and gave birth to the disciplines of psychiatry and psychotherapy. As time passes we become more and more aware of the contributions of Charles Darwin, not only in the world of biology but also in the disciplines of psychology and sociology. Darwin's book The Descent of Man is a goldmine of understanding, not only about the similarities and differences between animal and human minds but also about the different stages of the evolution of the human mind.
